Representatives from U.S. agencies discussed activities and capabilities relevant for the region, challenges and lessons learned regarding malaria, and highlighted opportunities for enhanced partnerships to counter malaria in West Africa. This article summarizes the major conclusions of the Task Force meeting, identifies relevant focus areas for future Task Force activities, and outlines opportunities for further inclusion of West African militaries to improve regional malaria surveillance and control efforts. Following a planning period during which the Lawrence Livermore Laboratory and the Department of Defense managing sponsor, the USAF Materials Laboratory, agreed on work statements, the Department of Defense Tri-Service Precision Machine-Tool Program began in February 1978. Milestones scheduled for the first quarter have been met. Tasks and manpower requirements for two basic projects, precision-machining commercialization (PMC) and a machine-tool task force (MTTF), were defined. Progress by PMC includes: (1) documentation of existing precision machine-tool technology by initiation and compilation of a bibliography containing several hundred entries: (2) identification of the problems and needs of precision turning-machine builders and ofmore » precision turning-machine users interested in developing high-precision machining capability; and (3) organization of the schedule and content of the first seminar, to be held in October 1978, which will bring together representatives from the machine-tool and optics communities to address the problems and begin the process of high-precision machining commercialization. Army Medical Department Soldiers support medical civil affairs activities at all levels from platoon to the United States Mission-Iraq (Department of State) initiatives enhancing the legitimacy of medical services in the Iraq Ministry of Health, Ministry of Defense, Ministry of the Interior, and Ministry of Justice. Integrated infrared (IR) sensors which exploit modular avionics concepts can provide features such as operational flexibility, enhanced stealthiness, and ease of maintenance to meet the demands of tactical, airborne sensor systems. On-board, tactical airborne sensor systems perform target acquisition, tracking, identification, threat warning, missile launch detection, and ground mapping in support of situation awareness, self-defense, navigation, target attack, weapon support, and reconnaissance activities. The use of sensor suites for future tactical aircraft such as US Air Force's multirole fighter require a blend of sensor inputs and outputs that may vary over time. It is expected that special-role units of these tactical aircraft will be formed to conduct tasks and missions such as anti-shipping, reconnaissance, or suppression of enemy air defenses.

Flight safety of orbiting resident space objects is critical to our national interest and defense. United States Strategic Command has assigned the responsibility for Space Situational Awareness (SSA) to its Joint Functional Component Command - Space (JFCC SPACE) at Vandenberg Air Force Base. This paper will describe current SSA imperatives, new developments in SSA tools and developments in Defensive Operations. Current SSA processes are being examined to capture, and possibly improve, tasking of SSN sensors and "new" space-based sensors, "common" conjunction assessment methodology, and SSA sharing due to the growth seen over the last two years. The stand-up of a Defensive Ops Branch will highlight the need for advanced analysis and collaboration across space, weather, intelligence, and cyber specialties. New developments in SSA tools will be a description of computing hardware/software upgrades planned as well as the use of User-Defined Operating Pictures and visualization applications.

Recent activist, policy, and government efforts to engage in campus rape prevention education (RPE), culminating in the 2014 White House Task Force recommendations to combat campus sexual assault, prompt a need to examine the concept of "prevention" in the context of sexual assault on U.S. college campuses and their surrounding community service agencies. This article reviews previous research on effective resistance to sexual assault, showing that self-defense is a well-established protective factor in a public health model of sexual assault prevention. The article goes on to show, through an examination of campus rape prevention efforts framed as "primary prevention," that self-defense is routinely excluded. This creates a hidden curriculum that preserves a gender status quo even while it strives for change. The article concludes with recommendations for how administrators, educators, facilitators, funding agencies, and others can incorporate self-defense into campus RPE for a more effective, data-driven set of sexual assault prevention efforts. © The Author(s) 2015.

In this paper, a new adaptive self-organizing map (SOM) with recurrent neural network (RNN) controller is proposed for task assignment and path evolution of missile defense system (MDS). We address the problem of N agents (defending missiles) and D targets (incoming missiles) in MDS. A new RNN controller is designed to force an agent (or defending missile) toward a target (or incoming missile), and a monitoring controller is also designed to reduce the error between RNN controller and ideal controller. A new SOM with RNN controller is then designed to dispatch agents to their corresponding targets by minimizing total damaging cost. This is actually an important application of the multiagent system. The SOM with RNN controller is the main controller. After task assignment, the weighting factors of our new SOM with RNN controller are activated to dispatch the agents toward their corresponding targets. Using the Lyapunov constraints, the weighting factors for the proposed SOM with RNN controller are updated to guarantee the stability of the path evolution (or planning) system. Excellent simulations are obtained using this new approach for MDS, which show that our RNN has the lowest average miss distance among the several techniques.

Six years ago, the Defense Science Board (DSB) initiated a review of the concept, technical basis, program content, and missions of the National Aerospace Plane (NASP) program. The report was completed in Sep. 1988, and the recommendations contributed to strengthening the technical efforts in the NASP program. Since then, substantial technological progress has been made in the technology development phase (Phase 2) of the program. Phase 2 of the program is currently scheduled to end in late Fiscal Year 1993, with a decision whether to proceed to the experimental flight vehicle phase (Phase 3) to be made at that time. This decision will be a very significant one for the Department of Defense (DoD) and the National Aeronautics and Space Administration (NASA). In February of this year, the DSB was chartered to revisit the NASP program to assess the degree to which the many technical challenges of the program have been resolved, or are likely to be resolved by the end of Phase 2.

NVESD is developing a Sensor Data and Management Services (SDMS) Service Oriented Architecture (SOA) that provides an innovative approach to achieve seamless application functionality across simulation and battle command systems. In 2010, CERDEC will conduct a SDMS Battle Command demonstration that will highlight the SDMS SOA capability to couple simulation applications to existing Battle Command systems. The demonstration will leverage RDECOM MATREX simulation tools and TRADOC Maneuver Support Battle Laboratory Virtual Base Defense Operations Center facilities. The battle command systems are those specific to the operation of a base defense operations center in support of force protection missions. The SDMS SOA consists of four components that will be discussed. An Asset Management Service (AMS) will automatically discover the existence, state, and interface definition required to interact with a named asset (sensor or a sensor platform, a process such as level-1 fusion, or an interface to a sensor or other network endpoint). A Streaming Video Service (SVS) will automatically discover the existence, state, and interfaces required to interact with a named video stream, and abstract the consumers of the video stream from the originating device. A Task Manager Service (TMS) will be used to automatically discover the existence of a named mission task, and will interpret, translate and transmit a mission command for the blue force unit(s) described in a mission order. JC3IEDM data objects, and software development kit (SDK), will be utilized as the basic data object definition for implemented web services.

The Air Force has several missions which generate unique requirements that are being met through the development of construction robotic technology. One especially important mission will be the conduct of Department of Defense (DOD) space activities. Space operations and other missions place construction/repair equipment operators in dangerous environments and potentially harmful situations. Additionally, force reductions require that human resources be leveraged to the maximum extent possible, and more stringent construction repair requirements push for increased automation. To solve these problems, the U.S. Air Force is undertaking a research and development effort at Tyndall AFB, FL, to develop robotic construction/repair equipment. This development effort involves the following technologies: teleoperation, telerobotics, construction operations (excavation, grading, leveling, tool change), robotic vehicle communications, vehicle navigation, mission/vehicle task control architecture, and associated computing environment. The ultimate goal is the fielding of a robotic repair capability operating at the level of supervised autonomy. This paper will discuss current and planned efforts in space construction/repair, explosive ordnance disposal, hazardous waste cleanup, and fire fighting.

Recent model suggests that error detection gives rise to defensive motivation prompting protective behavior. Models of active avoidance behavior predict it should grow larger with threat imminence and avoidance. We hypothesized that in a task requiring left or right key strikes, error detection would drive an avoidance reflex manifested by rapid withdrawal of an erring finger growing larger with threat imminence and avoidance. In experiment 1, three groups differing by error-related threat imminence and avoidance performed a flanker task requiring left or right force sensitive-key strikes. As predicted, errors were followed by rapid force release growing faster with threat imminence and opportunity to evade threat. In experiment 2, we established a link between error key release time (KRT) and the subjective sense of inner-threat. In a simultaneous, multiple regression analysis of three error-related compensatory mechanisms (error KRT, flanker effect, error correction RT), only error KRT was significantly associated with increased compulsive checking tendencies. The Under Secretary of Defense (Acquisition, Technology and Logistics) directed the Services in 2009 to jointly develop and demonstrate a common architecture for command and control of Department of Defense (DoD) Unmanned Aircraft Systems (UAS) Groups 2 through 5. The UAS Control Segment (UCS) Architecture is an architecture framework for specifying and designing the softwareintensive capabilities of current and emerging UCS systems in the DoD inventory. The UCS Architecture is based on Service Oriented Architecture (SOA) principles that will be adopted by each of the Services as a common basis for acquiring, integrating, and extending the capabilities of the UAS Control Segment. The UAS Task Force established the UCS Working Group to develop and support the UCS Architecture. The Working Group currently has over three hundred members, and is open to qualified representatives from DoD-approved defense contractors, academia, and the Government. The UCS Architecture is currently at Release 2.2, with Release 3.0 planned for July 2013. This paper discusses the current and planned elements of the UCS Architecture, and related activities of the UCS Community of Interest.

Based on the background of air and missile defense distributed element corporative engagement, the interception task allocation problem of multiple weapon units with multiple targets under network condition is analyzed. Firstly, a mathematical model of task allocation is established by combat task decomposition. Secondly, the initialization assignment based on auction contract and the adjustment allocation scheme based on swap contract were introduced to the task allocation. Finally, through the simulation calculation of typical situation, the model can be used to solve the task allocation problem in complex combat environment.

The autonomic characteristics of hostility and defensiveness were assessed in 55 male undergraduates based on composite Cook Medley Hostility (Chost) and Marlowe Crowne Social Desirability (MC) scores to create 4 groups: Defensive Hostile (DH; high MC, high Chost), High Hostile (HH; low MC, high Chost), Defensive (Def; high MC, low Chost) and Low Hostile (LH; low MC, low Chost). All subjects engaged in a video game (VG) and hand cold pressor (CP) task. Cardiovascular responses in DH subjects were predicted to show enhanced sympathetic alpha and beta-adrenergic activity and the least vagal control compared to others across tasks. DH and LH men showed significant heart rate reactivity to the CP task compared to HH men. LH men showed significant reductions in high frequency power (vagal assessment) to the tasks compared to HH men. Future studies may employ harassment techniques and include the factors of gender and ethnicity in their assessments.

The Department of Defense has launched several initiatives to improve efficiency and quality of care in the military health system. The goal of empaneling 1,300 to 1,500 patients per primary care manager did not correlate well with Naval Hospital Bremerton's experience and did not accurately account for military-specific requirements. The Bremerton Model Task Force was chartered to assess current business practices, identify areas for improvement, and develop a capacity model reflecting military readiness and residency training requirements. Methods included a 12-month review of patient visits and staff surveys of how providers spent their day, with time-and-motion analysis to verify assumptions. Our capacity results (average, 791 enrollees per primary care manager) demonstrated that objective measures at the local level do not support enrollment to Department of Defense-specified levels. Significant changes in "corporate culture" are necessary to accomplish the military health system goals.

Threat prompts defensive brain responses independently of attentional control.

Negative emotional signals are known to influence task performance, but so far, investigations have focused on how emotion interacts with perceptual processes by mobilizing attentional resources. The attention-independent effects of negative emotional signals are less well understood. Here, we show that threat signals trigger defensive responses independently of what observers pay attention to. Participants were scanned using functional magnetic resonance imaging while watching short video clips of threatening actions and performed either color or emotion judgments. Seeing threatening actions interfered with performance in both tasks. Amygdala activation reflected both stimulus and task conditions. In contrast, threat stimuli prompted a constant activity in a network underlying reflexive defensive behavior (periaqueductal gray, hypothalamus, and premotor cortex). Threat stimuli also disrupted ongoing behavior and provoked motor conflict in prefrontal regions during both tasks. The present results are consistent with the view that emotions trigger adaptive action tendencies independently of task settings.

The aim of this study was to investigate the contralateral motor overflow in children during single-finger and multi-finger maximum force production tasks. Forty-five right handed children, 5-11 years of age produced maximum isometric pressing force in flexion or extension with single fingers or all four fingers of their right hand. The forces produced by individual fingers of the right and left hands were recorded and analyzed in four-dimensional finger force vector space. The results showed that increases in task (right) hand finger forces were linearly associated with non-task (left) hand finger forces. The ratio of the non-task hand finger force magnitude to the corresponding task hand finger force magnitude, termed motor overflow magnitude (MOM), was greater in extension than flexion. The index finger flexion task showed the smallest MOM values. The similarity between the directions of task hand and non-task hand finger force vectors in four-dimensional finger force vector space, termed motor overflow direction (MOD), was the greatest for index and smallest for little finger tasks. MOM of a four-finger task was greater than the sum of MOMs of single-finger tasks, and this phenomenon was termed motor overflow surplus. Contrary to previous studies, no single-finger or four-finger tasks showed significant changes of MOM or MOD with the age of children. We conclude that the contralateral motor overflow in children during finger maximum force production tasks is dependent upon the task fingers and the magnitude and direction of task finger forces.

Special Operations Forces (SOF) training, combat, and contingency operations are unique and demanding. Performance nutrition within the Department of Defense has emphasized that nutrition is relative to factors related to the desired outcome, which includes successful performance of mentally and physically demanding operations and missions of tactical and strategic importance, as well as nonoperational assignments. Discussed are operational, nonoperational, and patient categories that require different nutrition strategies to facilitate category-specific performance outcomes. Also presented are 10 major guidelines for a SOF comprehensive performance nutrition program, practical nutrition recommendations for Special Operators and medical providers, as well as resources for dietary supplement evaluation. Foundational health concepts, medical treatment, and task-specific performance factors should be considered when developing and systematically implementing a comprehensive SOF performance nutrition program. When tailored to organizational requirements, SOF unit- and culture-specific nutrition education and services can optimize individual Special Operator performance, overall unit readiness, and ultimately, mission success. 2015.

The Space Power needs for the 21st Century and the program in photovoltaics needed to achieve it are discussed. Workshops were conducted in eight different power disciplines involving industry and other government agencies. The Photovoltaics Workshop was conducted at Aerospace Corporation in June 1987. The major findings and recommended program from this workshop are discussed. The major finding is that a survivable solar power capability is needed in photovoltaics for critical Department of Defense missions including Air Force and Strategic Defense Initiative. The tasks needed to realize this capability are described in technical, not financial, terms. The second finding is the need for lightweight, moderately survivable planar solar arrays. High efficiency thin III-V solar cells can meet some of these requirements. Higher efficiency, longer life solar cells are needed for application to both future planar and concentrator arrays with usable life up to 10 years. Increasing threats are also anticipated and means for avoiding prolonged exposure, retraction, maneuvering and autonomous operation are discussed.

Radiation accidents are fortunately infrequent occurrences, but since their consequences can be very serious as in the Chernobyl and the Fukushima nuclear accidents, medical management of radiation accidents is of great importance. Besides several other tasks, medical management of radiation accidents is one of the key tasks of the Bundeswehr Institute of Radiobiology. Within a Task Force Unit for medical chemical, biological, radiological, and nuclear (CBRN) Defense, the institute provides designated personnel who will perform clinical investigations on the scene and will liaise with the institute, where different methods for biological dosimetry and dose reconstruction will be performed. The most important aspects of efficient medical management of radiation accidents are diagnosis of radiation-induced health damage, determination of the cause, dealing with contamination/incorporation, pathophysiological and therapeutic principles, preparatory planning, national and international cooperation and training. Military and non-military institutions have to work closely together when it comes to radiation accidents and since national resources are limited and could be exhausted, international networks can help to ensure medical treatment for radiation accident victims.
Grip force and force sharing in two different manipulation tasks with bottles.

Grip force and force sharing during two activities of daily living were analysed experimentally in 10 right-handed subjects. Four different bottles, filled to two different levels, were manipulated for two tasks: transporting and pouring. Each test subject's hand was instrumented with eight thin wearable force sensors. The grip force and force sharing were significantly different for each bottle model. Increasing the filling level resulted in an increase in grip force, but the ratio of grip force to load force was higher for lighter loads. The task influenced the force sharing but not the mean grip force. The contributions of the thumb and ring finger were higher in the pouring task, whereas the contributions of the palm and the index finger were higher in the transport task. Mean force sharing among fingers was 30% for index, 29% for middle, 22% for ring and 19% for little finger. Practitioner Summary: We analysed grip force and force sharing in two manipulation tasks with bottles: transporting and pouring. The objective was to understand the effects of the bottle features, filling level and task on the contribution of different areas of the hand to the grip force. Force sharing was different for each task and the bottles features affected to both grip force and force sharing.

The present investigation tested the hypothesis advanced by J. Inglis (1961) that perceptual defense and perceptual vigilance result from an interaction between personality differences and degrees of experimental stress. The design, which controlled for questionable procedures used in previous studies, utilized 32 introverts and 32 extraverts, half male and half female, in an experiment with a visual recognition-task. Results indicated that under low-stress conditions introverts and extraverts identified by their response to a thematic apperception task react to threatening stimuli with perceptual defense and perceptual vigilance, respectively. Under high-stress conditions, type of avoidance activity reverses; extraverts react with perceptual defense and introverts with perceptual vigilance. It was suggested that, when both personality and stress variables are controlled, results of the perceptual defense paradigm are predictable and consistent, in support of Inglis' hypothesis.
