In recent years, grassland environmental damage has become serious, and grassland resources protection task has become heavy, grassland ecological compensation has become an effective way to solve this problem; but the current grassland ecological compensation standards were low, the effect is poor. The fundamental reason is the model of administrative division destroys the integrity of grassland. Based on the analysis of the status quo of grassland compensation, this paper tries to protect the grassland integrity, breaks the administrative division restriction, implements the space regulation, constructs the framework of cross-regional grassland ecological compensation mechanism, describes its operation process. It provides new way to realize the sustainable development of the grassland environment.

The Creation of a Pediatric Hospital Medicine Dashboard: Performance Assessment for Improvement.

Leaders of pediatric hospital medicine (PHM) recommended a clinical dashboard to monitor clinical practice and make improvements. To date, however, no programs report implementing a dashboard including the proposed broad range of metrics across multiple sites. We sought to (1) develop and populate a clinical dashboard to demonstrate productivity, quality, group sustainability, and value added for an academic division of PHM across 4 inpatient sites; (2) share dashboard data with division members and administrations to improve performance and guide program development; and (3) revise the dashboard to optimize its utility. Division members proposed a dashboard based on PHM recommendations. We assessed feasibility of data collection and defined and modified metrics to enable collection of comparable data across sites. We gathered data and shared the results with division members and administrations. We collected quarterly and annual data from October 2011 to September 2013. We found comparable metrics across all sites for descriptive, productivity, group sustainability, and value-added domains; only 72% of all quality metrics were tracked in a comparable fashion. After sharing the data, we saw increased timeliness of nursery discharges and an increase in hospital committee participation and grant funding. PHM dashboards have the potential to guide program development, mobilize faculty to improve care, and demonstrate program value to stakeholders. Dashboard implementation at other institutions and data sharing across sites may help to better define and strengthen the field of PHM by creating benchmarks and help improve the quality of pediatric hospital care. Background The hierarchical pyramid inside Spanish public hospitals was radically changed by the Health Reform Law promulgated in 1986. According to it, the manpower of the hospitals was divided into three divisions (Medical, Nursing, General Services/Administration), which from then on occupied the same level, only subject to the general manager. Ten years after the implementation of the law, the present study was designed in order to investigate if the legal changes had indeed produced a real change in the balance of power inside the hospitals, as perceived by the different workers within them. Materials and Methods A questionnaire was administered to 1,027 workers from four different public hospitals (two university-based and two district hospitals). The participants belonged to all divisions, and to all three operative levels (staff, supervisory and managerial) within them. The questionnaire inquired about the perceived power inside each division and hierarchical level, as well as about that of the other divisions and hierarchical levels. Results Every division attributed the least power to itself. The Nursing and the Administrative division attributed the highest power to the physicians, and these attributed the highest power to the General Services/Administrative division. All hierarchical levels (including the formal top of the pyramid) attributed significantly more power to the other than to them. Conclusions More than ten years after the implementation of the new law, the majority of workers still perceive that the real power within the hospitals is held by the physicians (whereas these feel that it has shifted to the administrators). The Spaceport Command and Control System (SCCS) is the National Aeronautics and Space Administration's (NASA) launch control system for the Orion capsule and Space Launch System, the next generation manned rocket currently in development. This large system requires a large amount of intensive testing that will properly measure the capabilities of the system. The current Medical Treatment and Supervision Act places a burden on designated psychiafric hospitals with forensic wards. We aimed to clarify the rate of discharge beyond the jurisdictional catchment area, for which overnight training becomes quite cost-ineffective, as hospital staff must accompany the patients home. On September 30, 2008, there were 16 designated hospitals in Japan, and 447 inpatients in these hospitals. They were the subjects of this study. We collected information on the 447 subjects regarding the postdischarge administrative division, the nearest railway station to the postdischarge residential location, "treatment stage", "overnight training" at the postdischarge residential location, and trouble during "overnight training". We analyzed the collected data using the "designated bed sufficiency ratio". We divided the 447 subjects into three groups: (1) Home inpatient group (home group); the administrative division of his/her postdischarge residential area is the same administrative division as the designated hospital. (2) Inpatient within a jurisdiction group (within group) ; the administrative division of his/her postdischarge residential area is not the same as the designated hospital but is in any administrative division within a jurisdiction of the Japanese Regional Bureau of Health and Welfare. (3) Inpatient outside a jurisdiction group (outside group) ; the administrative division of his/her postdischarge residential area is not the same as the designated hospital but is any administrative division outside a jurisdiction of the Japanese Regional Bureau of Health and Welfare. We compared: (1) the time required to travel to the railway station nearest the postdischarge residential location (time required), (2) traveling expenses, and (3) the distance from the railway station nearest the designated hospital to that of the postdischarge residential location (distance) between the three groups. We also analyzed staff comments regarding "overnight training". The lack of designated beds was a serious problem in two jurisdictions of Kinki and the Hokkaido Regional Bureau of Health and Welfare, with a "designated bed sufficient ratio" of 0.08 and 0.00, respectively. Twenty-four Japanese administrative divisions had no designated beds, while 37 administrative divisions had less than 10 inpatients at the time of the survey. The numbers of people in the "home group", "within group", and "outside group" were 125 (28.0%), 166 (37.1%), and 145 (32.4%), respectively. The "time required", traveling expenses, and distance were 1: 00, Yen 735, and 29.8 km in the "home group", 2: 51, Yen 5,764, and 165.3 km in the "within group", and 4: 14, Yen 20,565, and 694.6 km in the "outside group". Seventy-nine (59.4%) of 133 subjects who were at the "return to community stage" had already experienced "overnight training". No difference was found in the rate of "overnight training" between the "home group", "within group", and "outside group". Staff comments included difficulties in providing staff for "overnight training", responsibilities during "overnight training", and difficulties in finding places of residence in the inpatients' hometowns. Because of the lack and maldistribution of designated beds in Japan, many patients are reluctantly admitted to designated hospitals far from their postdischarge residential areas, burdening not only hospital staff but also families and the inpatients themselves. Increasing the number of designated beds will solve this problem. An effective way would be to set up a ward with a small-scale designated unit (less than 15 beds) in the 24 administrative divisions where there are no designaed beds at present.

In 2007 the "Crisp Report" on international partnerships increased interest in Northern countries on the way their links with Southern partners operated. Since its establishment in 2007 the Division of Tropical and Humanitarian Medicine at the Geneva University Hospitals has developed a variety of partnerships. Frameworks to assess these partnerships are needed and recent attention in the field of public management on collaborative governance may provide a useful approach for analyzing international collaborations. Projects of the Division of Tropical and Humanitarian Medicine were analyzed by collaborators within the Division using the model proposed by Emerson and colleagues for collaborative governance, which comprises different components that assess the collaborative process. International projects within the Division of Tropical and Humanitarian Medicine can be divided into four categories: Human resource development; Humanitarian response; Neglected Tropical Diseases and Noncommunicable diseases. For each of these projects there was a clear leader from the Division of Tropical and Humanitarian Medicine as well as a local counterpart. These individuals were seen as leaders both due to their role in establishing the collaboration as well as their technical expertise. Across these projects the actual partners vary greatly. This diversity means a wide range of contributions to the collaboration, but also complexity in managing different interests. A common definition of the collaborative aims in each of the projects is both a formal and informal process. Legal, financial and administrative aspects of the collaboration are the formal elements. These can be a challenge based on different administrative requirements. Friendship is part of the informal aspects and helps contribute to a relationship that is not exclusively professional. Using collaborative governance allows the complexity of managing partnerships to be presented. The framework used highlights the process of establishing collaborations, which is an element often negated by other more traditional models used in international partnerships. Applying the framework to the projects of the Division of Tropical and Humanitarian Medicine highlights the importance of shared values and interests, credibility of partners, formal and informal methods of management as well as friendship.

The Argonne National Laboratory's Flow Induced Vibration Program, currently residing in the Laboratory's Components Technology Division is discussed. Throughout its existence, the overall objective of the program was to develop and apply new and/or improved methods of analysis and testing for the design evaluation of nuclear reactor plant components and heat exchange equipment from the standpoint of flow induced vibration. Historically, the majority of the program activities were funded by the US Atomic Energy Commission, the Energy Research and Development Administration, and the Department of Energy. Current DOE funding is from the Breeder Mechanical Component Development Division, Office of Breeder Technology Projects; Energy Conversion and Utilization Technology Program, Office of Energy Systems Research; and Division of Engineering, Mathematical and Geosciences, office of Basic Energy Sciences. Testing of Clinch River Breeder Reactor upper plenum components was funded by the Clinch River Breeder Reactor Plant Project Office. Work was also performed under contract with Foster Wheeler, General Electric, Duke Power Company, US Nuclear Regulatory Commission, and Westinghouse.

The Environmental Sciences Division (ESD) of Oak Ridge National Laboratory (ORNL) conducts research on the environmental aspects of existing and emerging energy systems and applies this information to ensure that technology development and energy use are consistent with national environmental health and safety goals. Offering an interdisciplinary resource of staff and facilities to address complex environmental problems, the division is currently providing technical leadership for major environmental issues of national concern: (1) acidic deposition and related environmental effects, (2) effects of increasing concentrations of atmospheric CO{sub 2} and the resulting climatic changes to ecosystems and natural and physical resources, (3)more » hazardous chemical and radioactive waste disposal and remediation research and development, and (4) development of commercial biomass energy production systems. In 2015, an estimated 43.4 million Americans aged 18 and older suffered from a behavioral health issue. Accurate estimates of the number of psychiatrists, psychologists, and psychiatric nurse practitioners are needed as demand for behavioral health care grows. The National Plan and Provider Enumeration System National Provider Identifier data (October 2015) was used to examine the supply of psychiatrists, psychologists, and psychiatric nurse practitioners. Providers were classified into three geographic categories based on their practicing county (metropolitan, micropolitan, and non-core). Claritas 2014 U.S. population data were used to calculate provider-to-population ratios for each provider type. Analysis was completed in 2016. Substantial variation exists across Census Divisions in the per capita supply of psychiatrists, psychologists, and psychiatric nurse practitioners. The New England Census Division had the highest per capita supply and the West South Central Census Division had among the lowest supply of all three provider types. Nationally, the per capita supply of these providers was substantially lower in non-metropolitan counties than in metropolitan counties, but Census Division disparities persisted across geographic categories. There was a more than tenfold difference in the percentage of counties lacking a psychiatrist between the New England Census Division (6%) and the West North Central Census Division (69%). Higher percentages of non-metropolitan counties lacked a psychiatrist. Psychiatrists, psychologists, and psychiatric nurse practitioners are unequally distributed throughout the U.S. Disparities exist across Census Divisions and geographic categories. Understanding this unequal distribution is necessary for developing approaches to improving access to behavioral health services for underserved populations. Translating New Science Into the Drug Review Process

In 2011, the US Food and drug Administration (FDA) developed a strategic plan for regulatory science that focuses on developing new tools, standards, and approaches to assess the safety, efficacy, quality, and performance of FDA-regulated products. In line with this, the Division of Applied Regulatory Science was created to move new science into the Center for Drug Evaluation and Research (CDER) review process and close the gap between scientific innovation and drug review. The Division, located in the Office of Clinical Pharmacology, is unique in that it performs mission-critical applied research and review across the translational research spectrum including in vitro and in vivo laboratory research, in silico computational modeling and informatics, and integrated clinical research covering clinical pharmacology, experimental medicine, and postmarket analyses. The Division collaborates with Offices throughout CDER, across the FDA, other government agencies, academia, and industry. The Division is able to rapidly form interdisciplinary teams of pharmacologists, biologists, chemists, computational scientists, and clinicians to respond to challenging regulatory questions for specific review issues and for longer-range projects requiring the development of predictive models, tools, and biomarkers to speed the development and regulatory evaluation of safe and effective drugs. This article reviews the Division’s recent work and future directions, highlighting development and validation of biomarkers; novel humanized animal models; translational predictive safety combining in vitro, in silico, and in vivo clinical biomarkers; chemical and biomedical informatics tools for safety predictions; novel approaches to speed the development of complex generic drugs, biosimilars, and antibiotics; and precision medicine. The administration of intravenous fluids remains a common intervention for hospitalised children. Commonly used hypotonic fluids administered at maintenance rates provide 2-4 mmol/kg/day of sodium. Being hypotonic, the development of hyponatraemia remains a risk. The consequences of hyponatraemia are not insignificant, with possibilities of irreversible neurological morbidity and mortality. There is currently no clear consensus on the optimal composition of fluids to be used for intravenous rehydration. A review of the available literature suggests that children who receive isotonic fluid have a lower risk of developing hyponatraemia, regardless of the rate of administration. This result is most applicable in the first 24 h of administration in a wide age group of paediatric patients with varying severities of illness. © 2017 Paediatrics and Child Health Division (The Royal Australasian College of Physicians).

The Space Radiation Health Program intends to establish the scientific basis for the radiation protection of humans engaged in the exploration of space, with particular emphasis on the establishment of a firm knowledge base to support cancer risk assessment for future planetary exploration. This document sets forth the technical and management components involved in the implementation of the Space Radiation Health Program, which is a major part of the Life Sciences Division (LSD) effort in the Office of Space Science and Applications (OSSA) at the National Aeronautics and Space Administration (NASA). For the purpose of implementing this program, the Life Sciences Division supports scientific research into the fundamental mechanisms of radiation effects on living systems and the interaction of radiation with cells, tissues, and organs, and the development of instruments and processes for measuring radiation and its effects. The Life Sciences Division supports researchers at universities, NASA field centers, non-profit research institutes and national laboratories; establishes interagency agreements for cooperative use and development of facilities; and conducts a space-based research program using available and future spaceflight vehicles.

The division was formed in 1946 at the suggestion of Dr. Eugene P. Wigner to attack the problem of the distortion of graphite in the early reactors due to exposure to reactor neutrons, and the consequent radiation damage. It was called the Metallurgy Division and assembled the metallurgical and solid state physics activities of the time which were not directly related to nuclear weapons production. William A. Johnson, a Westinghouse employee, was named Division Director in 1946. In 1949 he was replaced by John H Frye Jr. when the Division consisted of 45 people. He was director during most ofmore » what is called the Reactor Project Years until 1973 and his retirement. During this period the Division evolved into three organizational areas: basic research, applied research in nuclear reactor materials, and reactor programs directly related to a specific reactor(s) being designed or built. The Division (Metals and Ceramics) consisted of 204 staff members in 1973 when James R. Weir, Jr., became Director. This was the period of the oil embargo, the formation of the Energy Research and Development Administration (ERDA) by combining the Atomic Energy Commission (AEC) with the Office of Coal Research, and subsequent formation of the Department of Energy (DOE). The diversification process continued when James O. Stiegler became Director in 1984, partially as a result of the pressure of legislation encouraging the national laboratories to work with U.S. industries on their problems. The paper generally builds on the concept of justice in social science. It attempts to interpret this concept in a geographical and particularly in a spatial context. The paper uses the concept of accessibility to define the principle of spatial equity. The main objective of the paper is to propose an approach with which to assess the level of spatial equity in the administrative division of a territory. In order to fulfil this objective the paper theoretically discusses the concept of spatial equity and relates it to other relevant concepts, such as spatial efficiency. The paper proposes some measures of spatial equity and uses the territory of four Central European countries (Austria, the Czech Republic, Hungary, Slovakia) as example of the application of the proposed measures and the corroboration of the proposed approach. The analysis is based on the administrative division of four countries and is carried out at different hierarchical levels as defined by the Nomenclature of Units for Territorial Statistics (NUTS). An assessment of burnout in graduate assistant certified athletic trainers.

Graduate assistant athletic trainers (GAATs) must balance the demands of clinical care and the academic load of graduate-level students. To examine burnout among GAATs with clinical assistantships at National Collegiate Athletic Association (NCAA) Division I institutions and to identify the personal and situational variables that are related to burnout. Cross-sectional study. Division I universities offering graduate assistantship programs. Two hundred one GAATs enrolled at NCAA Division I universities with graduate assistantship positions. The Athletic Training Burnout Inventory, which assesses stress and burnout among ATs through 4 constructs: emotional exhaustion and depersonalization, administrative responsibility, time commitment, and organizational support. The 6-point Likert scale is anchored by 1 (never true) and 6 (always true). The GAATs who traveled with athletic teams (4.051 ± 0.895) and those who provided classroom instruction (4.333 ± 1.16) reported higher levels of stress due to time commitment than those who did not travel (3.713 ± 1.22) or teach (3.923 ± 0.929). We also found a difference in administrative responsibility across clinical settings (F(6,194) = 3.507, P = .003). The results showed that GAATs in NCAA Division I clinical settings (44.55 ± 13.17 hours) worked more hours than those in NCAA Division III clinical settings (33.69 ± 12.07 hours) and those in high school settings (30.51 ± 9.934 hours). Graduate assistant ATs are at risk for burnout because of the time necessary to complete their clinical and academic responsibilities and their additional administrative responsibilities. Graduate assistants who work in the Division I clinical setting are at greater risk for burnout than those in the secondary school setting because of the large number of hours required.

Investigating the occurrence, quantity, quality, distribution, and movement of the Nation 's water resources is the principal mission of the U.S. Geological Survey 's Water Resources Division. Reports of these investigations are published and available to the public. To accomplish this mission, the Division requires substantial computer technology to process, store, and analyze data from more than 57,000 hydrologic sites. The Division 's computer resources are organized through the Distributed Information System Program Office that manages the nationwide network of computers. The contract that provides the major computer components for the Water Resources Division 's Distributed information System expires in 1991. Five work groups were organized to collect the information needed to procure a new generation of computer systems for the U. S. Geological Survey, Water Resources Division. Each group was assigned a major Division activity and asked to describe its functional requirements of computer systems for the next decade. The work groups and major activities are: (1) hydrologic information; (2) hydrologic applications; (3) geographic information systems; (4) reports and electronic publishing; and (5) administrative. The work groups identified 42 functions and described their functional requirements for 1988, 1992, and 1997. A few new functions such as Decision Support Systems and Executive Information Systems, were identified, but most are the same as performed today. Although the number of functions will remain about the same, steady growth in the size, complexity, and frequency of many functions is predicted for the next decade. No compensating increase in the Division 's staff is anticipated during this period. To handle the increased workload and perform these functions, new approaches will be developed that use advanced computer technology. The advanced technology is required in a unified, tightly coupled system that will support all functions simultaneously. The new approaches and expanded use of computers will require substantial increases in the quantity and sophistication of the Division 's computer resources. The requirements presented in this report will be used to develop technical specifications that describe the computer resources needed during the 1990's. (USGS)

We study the spread of infectious disease based on local- and national-scale mobility networks. We construct a local mobility network using data on urban bus services to estimate local-scale movement of people. We also construct a national mobility network from orientation-destination data of vehicular traffic between highway tollgates to evaluate national-scale movement of people. A metapopulation model is used to simulate the spread of epidemics. Thus, the number of infected people is simulated using a susceptible-infectious-recovered (SIR) model within the administrative division, and inter-division spread of infected people is determined through local and national mobility networks. In this paper, we consider two scenarios for epidemic spread. In the first, the infectious disease only spreads through local-scale movement of people, that is, the local mobility network. In the second, it spreads via both local and national mobility networks. For the former, the simulation results show infected people sequentially spread to neighboring divisions. Yet for the latter, we observe a faster spreading pattern to distant divisions. Thus, we confirm the national mobility network enhances synchronization among the incidence profiles of all administrative divisions.

A formal, hospitalwide strategic-planning process provides structure for the pharmacy's plans for implementing clinical services. The state-supported clinical cancer and research center began a formal strategic-planning process in 1981. The institution's planning report, prepared every two years and covering three two-year periods, drives the institution's budget through the state's biennial budget process. The report focuses on each department's responsibilities, areas of service, and relationship to the mission of the institution. Through the long-range planning process, upper-level administrators learned that pharmacy was eager not only to provide high-volume drug distribution services but also to assume direct patient-care and research responsibilities. This prompted an organizational change for pharmacy from a hospital department to a clinical division. The division of pharmacy now consists of three professional departments (patient care, pharmacy research, and pharmacy academic programs) and an administrative support service area. Services offered by each of the three departments are discussed, along with specific initiatives planned for the years 1987-1993. Within the next few years, all managers will come from the ranks of clinical practitioners; nonpharmacists will oversee financial and human resource functions. The division encourages existing pharmacy staff members to enhance their clinical skills through staff development programs. Strategic planning serves the dual purposes of structuring plans for implementing clinical pharmacy services and communicating pharmacy's goals within the institution.

We performed two surveys to uncover the status of philanthropic endowments in general internal medicine divisions. The initial survey of U.S. medical school departments of medicine found that only 14.1% of general internal medicine divisions hold endowments versus 21.9% of all other divisions, and that endowment sources for general medicine are atypical. The second survey of successfully endowed divisions found that sympathetic administrators and active pursuit of endowments were associated with endowment success. Aggressive pursuit of endowments, publicizing successes of general medicine, and consideration of endowment sources noted in this study are recommended to improve philanthropic contributions to general internal medicine.

Frontline physicians face increasing pressure to improve the quality of care they deliver while simultaneously decreasing healthcare costs. Although hospitals and physicians are beginning to implement initiatives targeting this new goal of healthcare value, few of them have a well-developed infrastructure to support this work. In March 2012, we launched a high-value care (HVC) program within the Division of Hospital Medicine at the University of California, San Francisco. The HVC program is co-led by a physician and the division's administrator, and includes other hospitalists, resident physicians, pharmacists, and administrators. The program aims to (1) use financial and clinical data to identify areas with clear evidence of waste in the hospital, (2) promote evidence-based interventions that improve both quality of care and value, and (3) pair interventions with evidence-based cost awareness education to drive culture change. We identified 6 ongoing projects during our first year. Preliminary data for our inaugural projects are encouraging. One initiative, which targeted decreasing nebulizer use on a high-acuity medical floor (often using metered-dose inhalers instead) led to a decrease in rates of more than 50%. The HVC program is proving to be a successful mechanism to promote improved healthcare value and clinician engagement. © 2014 Society of Hospital Medicine.

Philanthropic Endowments in General Internal Medicine

We performed two surveys to uncover the status of philanthropic endowments in general internal medicine divisions. The initial survey of U.S. medical school departments of medicine found that only 14.1% of general internal medicine divisions hold endowments versus 21.9% of all other divisions, and that endowment sources for general medicine are atypical. The second survey of successfully endowed divisions found that sympathetic administrators and active pursuit of endowments were associated with endowment success. Aggressive pursuit of endowments, publicizing successes of general medicine, and consideration of endowment sources noted in this study are recommended to improve philanthropic contributions to general internal medicine. An Assessment of Burnout in Graduate Assistant Certified Athletic Trainers

Context: Graduate assistant athletic trainers (GAATs) must balance the demands of clinical care and the academic load of graduate-level students. Objective: To examine burnout among GAATs with clinical assistantships at National Collegiate Athletic Association (NCAA) Division I institutions and to identify the personal and situational variables that are related to burnout. Design: Cross-sectional study. Setting: Division I universities offering graduate assistantship programs. Patients or Other Participants: Two hundred one GAATs enrolled at NCAA Division I universities with graduate assistantship positions. Main Outcome Measures(s): The Athletic Training Burnout Inventory, which assesses stress and burnout among ATs through 4 constructs: emotional exhaustion and depersonalization, administrative responsibility, time commitment, and organizational support. The 6-point Likert scale is anchored by 1 (never true) and 6 (always true). Results: The GAATs who traveled with athletic teams (4.051 ± 0.895) and those who provided classroom instruction (4.333 ± 1.16) reported higher levels of stress due to time commitment than those who did not travel (3.713 ± 1.22) or teach (3.923 ± 0.929). We also found a difference in administrative responsibility across clinical settings (F6,194 = 3.507, P = .003). The results showed that GAATs in NCAA Division I clinical settings (44.55 ± 13.17 hours) worked more hours than those in NCAA Division III clinical settings (33.69 ± 12.07 hours) and those in high school settings (30.51 ± 9.934 hours). Conclusions: Graduate assistant ATs are at risk for burnout because of the time necessary to complete their clinical and academic responsibilities and their additional administrative responsibilities. Graduate assistants who work in the Division I clinical setting are at greater risk for burnout than those in the secondary school setting because of the large number of hours required. PMID:22892414

The paper presents an analysis of traction lines theft in the Katowice division of the Railroad Development Company (Zakład Linii Kolejowych - ZLK) as well as the principles for the anti-theft protection system, currently in development. The problem of theft is a very important issue concerning the safety of rail transportation. It is also a significant economic problem, as the cost of recreating a stolen network is very high. Moreover, the Administrator of the infrastructure bears the cost of compensation for any delays in train schedules.

Administration of organophosphorous pesticide Malathion and Rogor (both @ 0.2 micrograms/kg body wt/day) upto ten days was found to decrease the division rate in the primary spermatocytes of mice. The concurrent administration of vitamin B-complex (0.3 ml of 1% polybion) or ascorbic acid (0.25 ml of 1% Redoxon) with the pesticide could nullify the meiotic inhibition caused by the pesticides. The vitamins were not found to produce any significant effect on the division rate. Possible mechanism(s) behind this vitamin mediated nullification of meiotic inhibition are discussed.

The Ocean Observing and Monitoring Division (OOMD, formerly the Climate Observation Division) of the National Oceanic and Atmospheric Administration (NOAA) Climate Program Office provides long-term, high-quality global observations, climate information and products for researchers, forecasters, assessments and other users of environmental information. In this context, OOMD-supported activities serve a foundational role in an enterprise that aims to advance 1) scientific understanding, 2) monitoring and prediction of climate and 3) understanding of potential impacts to enable a climate resilient society. Leveraging approximately 50% of the Global Ocean Observing System, OOMD employs an internationally-coordinated, multi-institution global strategy that brings together data from multiple platforms including surface drifting buoys, Argo profiling floats, flux/transport moorings (RAMA, PIRATA, OceanSITES), GLOSS tide gauges, SOOP-XBT and SOOP-CO2, ocean gliders and repeat hydrographic sections (GO-SHIP). OOMD also engages in outreach, education and capacity development activities to deliver training on the social-economic applications of ocean data. This presentation will highlight recent activities and plans for 2017 and beyond.
Population patterns in World’s administrative units

Whereas there has been an extended discussion concerning city population distribution, little has been said about that of administrative divisions. In this work, we investigate the population distribution of second-level administrative units of 150 countries and territories and propose the discrete generalized beta distribution (DGBD) rank-size function to describe the data. After testing the balance between the goodness of fit and number of parameters of this function compared with a power law, which is the most common model for city population, the DGBD is a good statistical model for 96% of our datasets and preferred over a power law in almost every case. Moreover, the DGBD is preferred over a power law for fitting country population data, which can be seen as the zeroth-level administrative unit. We present a computational toy model to simulate the formation of administrative divisions in one dimension and give numerical evidence that the DGBD arises from a particular case of this model. This model, along with the fitting of the DGBD, proves adequate in reproducing and describing local unit evolution and its effect on the population distribution. PMID:28791153

The United States, National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC), Fiber Optics Team in the Electrical Engineering Division of the Applied Engineering and Technology Directorate, designed, developed and integrated the space flight optical fiber array hardware assemblies for the Lunar Reconnaissance Orbiter (LRO). The two new assemblies that were designed and manufactured at NASA GSFC for the LRO exist in configurations that are unique in the world for the application of ranging and lidar. These assemblies were developed in coordination with Diamond Switzerland, and the NASA GSFC Mechanical Systems Division. The assemblies represent a strategic enhancement for NASA's Laser Ranging and Laser Radar (LIDAR) instrument hardware by allowing light to be moved to alternative locations that were not feasible in past space flight implementations. An account will be described of the journey and the lessons learned from design to integration for the Lunar Orbiter Laser Altimeter and the Laser Ranging Application on the LRO. The LRO is scheduled to launch end of 2008.

Energy consumption and CO2 emissions in Tibet and its cities in 2014

Because of its low level of energy consumption and the small scale of its industrial development, the Tibet Autonomous Region has historically been excluded from China's reported energy statistics, including those regarding CO2 emissions. In this paper, we estimate Tibet's energy consumption using limited online documents, and we calculate the 2014 energy-related and process-related CO2 emissions of Tibet and its seven prefecture-level administrative divisions for the first time. Our results show that 5.52 million tons of CO2 were emitted in Tibet in 2014; 33% of these emissions are associated with cement production. Tibet's emissions per capita amounted to 1.74 tons in 2014, which is substantially lower than the national average, although Tibet's emission intensity is relatively high at 0.60 tons per thousand yuan in 2014. Among Tibet's seven prefecture-level administrative divisions, Lhasa City and Shannan Region are the two largest CO2 contributors and have the highest per capita emissions and emission intensities. The Nagqu and Nyingchi regions emit little CO2 due to their farming/pasturing-dominated economies. This quantitative measure of Tibet's regional CO2 emissions provides solid data support for Tibet's actions on climate change and emission reductions.

This Safety Analysis Report (SAR) reviews the safety and environmental aspects of the High Explosives Applications Facility (HEAF). Topics covered include the site selected for the HEAF, safety design criteria, operations planned within the facility, and the safety and environmental analyses performed on this project to date. Provided in the Summary section is a review of hazards and the analyses, conclusions, and operating limits developed in this SAR. Appendices provide supporting documents relating to this SAR. This SAR is required by the LLNL Health and Safety Manual and DOE Order 5481.1B(2) to document the safety analysis efforts. The SAR was assembled by the Hazards Control Department, B-Division, and HEAF project personnel. This document was reviewed by B Division, the Chemistry Department, the Hazards Control Department, the Laboratory Associate Director for Administration and Operations, and the Associate Directors ultimately responsible for HEAF operations.

The Energy History Chronology was prepared in conjunction with the History Division's series of pamphlets on the Institutional Origins of the Department of Energy. The series includes concise histories of the Department of Energy, the Energy Research and Development Administration, the Federal Energy Administration, and the Atomic Energy Commission. All significant events and achievements noted in the institutional history are also listed.

A survey of 227 North York Public Health Department (NYPHD) staff provided their perspective on the organizational structure. They perceived that (a) the departmental and divisional organizational structures are effective for program delivery, (b) the Central Resources structure and divisional and departmental reporting structures are moderately effective for program delivery, (c) the decentralized office structure is an advantage for service delivery but less so for administration and intra-division and inter-division communication, (d) the mandatory program structure involves low to moderate interdisciplinary teamwork and moderately impacts service delivery, (e) intra-division and management-staff communication are fair but inter-division and office communication are between poor and fair, (f) education, research, and service are moderately integrated, and (g) the divisional and departmental work atmospheres are a little positive. Management perceived greater participation in program planning, more frequent communication with other divisions, a number of education and research opportunities from various divisions/units, and more management recognition than front line staff did.

Rewarding Teaching Faculty with a Reimbursement Plan

OBJECTIVE To develop a system for measuring the teaching effort of medical school faculty and to implement a payment system that is based on it. DESIGN An interventional study with outcomes measured before and after the intervention. SETTING A department of internal medicine with a university hospital and an affiliated Veterans Administration hospital. INTERVENTION We assigned a value in teaching units to each teaching activity in proportion to the time expended by the faculty and the intensity of their effort. We then calculated total teaching units for each faculty member in the Division of General Internal Medicine and for combined faculty effort in each subspecialty division in the Department of Medicine. After determining the dollar value for a teaching unit, we distributed discretionary teaching dollars to each faculty member in the Division of General Internal Medicine and to each subspecialty division according to total teaching units. MEASUREMENTS AND MAIN RESULTS The distribution of discretionary teaching dollars was determined. In the year after the intervention, there was a substantial redistribution of discretionary teaching dollars among divisions. Compared with an increase in total discretionary dollars of 11.4%, the change in allocation for individual divisions ranged from an increase of 78.2% to a decrease of −28.5%. Further changes in the second year after the intervention were modest. The distribution of teaching units among divisions was similar to the distribution of questions across subspecialties on the American College of Physicians In-Training Examination (r = .67) and the American Board of Internal Medicine Certifying Examination (r = .88). CONCLUSIONS It is possible to measure the value of teaching effort by medical school faculty and to distribute discretionary teaching funds among divisions according to the value of teaching effort. When this intervention was used at our institution, there were substantial changes in the amounts received by some divisions. We believe that the new distribution more closely approximates the desired distribution because it reflects the desired emphasis on knowledge as measured by two of the most experienced professional groups in internal medicine. This large system requires high quality testing that will properly measure the capabilities of the system. Automating the test procedures would save the project time and money. Therefore, the Electrical Engineering Division at Kennedy Space Center (KSC) has recruited interns for the past two years to work alongside full-time engineers to develop these automated tests, as well as innovate upon the current automation process.

Comparative study of in vitro and in vivo drug effects on cell-mediated cytotoxicity.

Cell-mediated cytolysis (CMC) was assayed in a system using spleen cells from mice (C57BL/6) sensitized with allogeneic tumour cells (DBA/2 mastocytoma P-815). Anti-inflammatory drugs, immunosuppressives, inhibitors of cell division and other agents were investigated for their capacity to inhibit CMC in three different ways. First, inhibition of CMC after in vitro addition of drug was observed with corticosteroids, some immunosuppressives and inhibitors of cell division. Secondly, suppression of CMC after a single drug administration to sensitized mice shortly before being killed was found with corticosteroids, several immunosuppressives and irradiation. Thirdly, prevention of development of CMC by repeated drug treatment (immunosuppressive schedule) was achieved with most immunosuppressives and cytostatic drugs. Non-steroidal anti-inflammatory drugs were inactive in these tests. Correlation of effects between the three procedures was very poor and it is suggested that various mechanisms may be involved in the different assays. PMID:824198

Early in 1990, J. A. Wilder, Supervisor of Sandia National Laboratories (SNLA), Division 2565 requested that a meeting of the scientists and engineers responsible for developing and producing switch tubes be set up to discuss in a semi-formal way the science and technology of switch tubes. Programmatic and administrative issues were specifically exempted from the discussions. L. Beavis, Division 7471, SNL and A. Shuman, EG G, Salem were made responsible for organizing a program including the materials and processes of switch tubes. The purpose of the Switch Tube Advanced Technology meeting was to allow personnel from Allied Signal Kansas Citymore » Division (AS/KCD); EG G, Salem and Sandia National Laboratories (SNL) to discuss a variety of issues involved in the development and production of switch tubes. It was intended that the formal and informal discussions would allow a better understanding of the production problems by material and process engineers and of the materials and processes by production engineers. This program consisted of formal presentations on May 23 and informal discussions on May 24. The topics chosen for formal presentation were suggested by the people of AS/KCD, EG G, Salem, and SNL involved with the design, development and production of switch tubes. The topics selected were generic. They were not directed to any specific switch tube but rather to all switch tubes in production and development.
