The primary design criterion for EM-522 education activities is directly related to meeting EM`s goal of environmental compliance on an accelerated basis and cleanup of the 1989 inventory of inactive sites and facilities by the year 2019. The three-year grant for which this final report is required extends from 2011 to 2015, including a one-year, no-cost extension. But this is just the latest in a long series of grants from the Division of Materials Sciences of DOE and its predecessor offices and agencies. These include contracts or grants from: the Metallurgy Branch of the U.S. Atomic Energy Commission (from the late 1960s to the mid-1970s), the Materials Science Program of the U.S. Energy Research and Development Administration (from the mid- to late- 1970s), and the Division of Materials Science of the Office of Basic Energy Sciences ofmore » the U.S. Department of Energy (from the early 1980s to the present time). Taken all together, these offices have provided nearly continuous support for our research for nearly 50 years. As we have said on many occasions, this research support has been the best we have ever had, by far. As we look back on the nearly five decades of support from the Division of Materials Sciences and the predecessor offices, we find that the continuity of support that we have enjoyed has allowed us to be most productive and terms of papers published, doctoral students graduated and influence on the field of materials science. This report will, of course, cover the three-year period of the present grant, in summary form, but will also make reference to the output that resulted from support of previous grants from the Division of Materials Sciences and its predecessor offices.« less

Translating New Science Into the Drug Review Process

In 2011, the US Food and drug Administration (FDA) developed a strategic plan for regulatory science that focuses on developing new tools, standards, and approaches to assess the safety, efficacy, quality, and performance of FDA-regulated products. In line with this, the Division of Applied Regulatory Science was created to move new science into the Center for Drug Evaluation and Research (CDER) review process and close the gap between scientific innovation and drug review. The Division, located in the Office of Clinical Pharmacology, is unique in that it performs mission-critical applied research and review across the translational research spectrum including in vitro and in vivo laboratory research, in silico computational modeling and informatics, and integrated clinical research covering clinical pharmacology, experimental medicine, and postmarket analyses. The Division collaborates with Offices throughout CDER, across the FDA, other government agencies, academia, and industry. The Division is able to rapidly form interdisciplinary teams of pharmacologists, biologists, chemists, computational scientists, and clinicians to respond to challenging regulatory questions for specific review issues and for longer-range projects requiring the development of predictive models, tools, and biomarkers to speed the development and regulatory evaluation of safe and effective drugs. This article reviews the Division’s recent work and future directions, highlighting development and validation of biomarkers; novel humanized animal models; translational predictive safety combining in vitro, in silico, and in vivo clinical biomarkers; chemical and biomedical informatics tools for safety predictions; novel approaches to speed the development of complex generic drugs, biosimilars, and antibiotics; and precision medicine. In the photo, an employee of a real estate firm is contacting his office by means of HICOM, an advanced central terminal for mobile telephones. Developed by the Orlando Division of Martin Marietta Aerospace, Orlando, Florida, and manufactured by Harris Corporation's RF Division, Rochester, N.Y., HICOM upgrades service to users, provides better system management to telephone companies, and makes more efficient use of available mobile telephone channels through a computerized central control terminal. The real estate man, for example, was able to dial his office and he could also have direct-dialed a long distance number. Mobile phones in most areas not yet served by HICOM require an operator's assistance for both local and long distance calls. HICOM improves system management by automatically recording information on all calls for accurate billing, running continual performance checks on its own operation, and reporting any malfunctions to a central office.

Dennis Grounds recently finished a one-year assignment at NASA Headquarters in the Office of Bioastronautics as the Acting Flight Program Manager He has returned to Johnson Space Center (JSC), where he is Director of the International Space Station Bioastronautics Research Program Office with the NASA Life Sciences Projects Division. Under his management, the Human Research Facility (HRF) was developed to support a broad range of scientific investigations pertaining to human adaptation to the spaceflight environment and issues of human space exploration. The HRF rack was developed to international standards in order to be compatible with payloads developed anywhere in the world, thereby streamlining the process of getting payloads on the Space Station. Grounds has worked with NASA for more than 15 years. Prior to joining ISS, he worked with General Electric as a manager of payloads and analysis in support of the NASA Life Science Projects Division at JSC. ASK spoke with Grounds in Washington, D.C., during his Headquarters assignment.

Two major subjects of the current research of the Topographic Division as reported here are related to policy decisions affecting the National Mapping Program of the Geological Survey. The adoption of a metric mapping policy has resulted in new cartographic products with associated changes in map design that require new looks in graphics and new equipment. The increasing use of digitized cartographic information has led to developments in data acquisition, processing, and storage and consequent changes in equipment and techniques. This report summarizes the activities in cartographic research and development for the 12-month period ending June 1977 and covers work done at the several facilities of the Topographic Division: the Western Mapping Center at Menlo Park, Calif., the Rocky Mountain Mapping Center at Denver, Colo., the Mid-Continent Mapping Center at Rolla, Mo., and the Eastern Mapping Center, the Special Mapping Center, the Office of Plans and Program Development, and the Office of Research and Technical Standards all at Reston, Va.

Standardization of grant and contract awardee names has been an area of concern since the development of the Department`s Procurement and Assistance Data System (PADS). A joint effort was begun in 1983 by the Office of Scientific and Technical Information (OSTI) and the Office of Procurement and Assistance Management/Information Systems and Analysis Division to develop a means for providing uniformity of awardee names. As a result of this effort, a method of assigning vendor identification codes to each unique awardee name, division, city, and state combination was developed and is maintained by OSTI. Changes to vendor identification codes or awardeemore » names contained in PADS can be made only by OSTI. Awardee names in the Directory indicate that the awardee has had a prime contract (excluding purchase orders of $10,000 or less) with, or a financial assistance award from, the Department. The Water Resources Division of the U.S. Geological Survey is developing a National Water Information System (NWIS) that will integrate and replace its existing water data and information systems of the National Water Data Storage and Retrieval System, National Water Data Exchange, National Water-Use Information, and Water Resources Scientific Information Center programs. It will be a distributed data system operated as part of the Division 's Distributed Information System, which is a network of computers linked together through a national telecommunication network known as GEONET. The NWIS is being developed as a series of prototypes that will be integrated as they are completed to allow the development and implementation of the system in a phased manner. It also is being developed in a distributed manner using personnel who work under the coordination of a central NWIS Project Office. Work on the development of the NWIS began in 1983 and it is scheduled for completion in 1990. This document presents an overall plan for the design, development, implementation, and operation of the system. Detailed discussions are presented on each of these phases of the NWIS life cycle. The planning, quality assurance, and configuration management phases of the life cycle also are discussed. The plan is intended to be a working document for use by NWIS management and participants in its design and development and to assist offices of the Division in planning and preparing for installation and operation of the system. In 1997, the Los Angeles County Department of Health Services launched an effort to revitalize its Public Health Services division. County investments resulted in the creation of 241 new positions, facilitating the establishment of new offices addressing neglected chronic disease prevention, staff development, training, and communication. Service effectiveness and community responsiveness were enhanced by decentralizing leadership through eight Area Health Offices and strengthening partnerships with private health care providers, community-based organizations, and managed care organizations. Infrastructure enhancements included the development of program performance measures, countywide health indicators, a central health assessment and epidemiology office, and a new countywide biennial survey.

Law enforcement is a stressful occupation associated with significant health problems. To date, most studies have focused on one specific factor or one domain of risk factors (e.g., organizational, personal). However, it is more likely that specific combinations of risk factors are differentially health relevant and further, depend on the area of police work. A self-selected group of officers from the criminal, community, and emergency division (N = 84) of a Swiss state police department answered questionnaires assessing personal and organizational risk factors as well as mental and physical health indicators. In general, few differences were observed across divisions in terms of risk factors or health indicators. Cluster analysis of all risk factors established a high-risk and a low-risk cluster with significant links to all mental health outcomes. Risk cluster-by-division interactions revealed that, in the high-risk cluster, Emergency officers reported fewer physical symptoms, while community officers reported more posttraumatic stress symptoms. Criminal officers in the high-risk cluster tended to perceived more stress. Finally, perceived stress did not mediate the relationship between risk clusters and posttraumatic stress symptoms. In summary, our results support the notion that police officers are a heterogeneous population in terms of processes linking risk factors and health indicators. This heterogeneity thereby appeared to be more dependent on personal factors and individuals' perception of their own work conditions than division-specific work environments. Our findings further suggest that stress-reduction interventions that do not target job-relevant sources of stress may only show limited effectiveness in reducing health risks associated with police work. This includes many data bases of particular interest to planners such as land use and terrain information prepared by the National Mapping Division, water quantity and quality data collected by Water Resources Division, and coal resource information gathered by the Geologic Division. These data are stored in various forms, and information on their availability can be obtained from appropriate offices in the U.S. Geological Survey as well as from USGS Circular 777. This paper describes the implementation and evaluation of a three-way model of service development mentoring. This population health mentoring program was funded by the Commonwealth Department of Health and Ageing to enable staff from eight Divisions of General Practice in South Australia to gain a sound understanding of population health concepts relevant to their workplace. The distinguishing features of service development mentoring were that the learning was grounded within an individual's work setting and experience; there was an identified population health problem or issue confronting the Division of General Practice; and there was an expectation of enhanced organisational performance. A formal evaluation found a consensus among all learners that mentoring was a positive and worthwhile experience, where they had achieved what they had set out to do. Mentors found the model of learning agreeable and effective. Division executive officers recognised enhanced skills among their "learner" colleagues, and commented positively on the benefits to their organisations through the development of well researched and relevant projects, with the potential to improve the efficiency of their population health activities.

A survey of 227 North York Public Health Department (NYPHD) staff provided their perspective on the organizational structure. They perceived that (a) the departmental and divisional organizational structures are effective for program delivery, (b) the Central Resources structure and divisional and departmental reporting structures are moderately effective for program delivery, (c) the decentralized office structure is an advantage for service delivery but less so for administration and intra-division and inter-division communication, (d) the mandatory program structure involves low to moderate interdisciplinary teamwork and moderately impacts service delivery, (e) intra-division and management-staff communication are fair but inter-division and office communication are between poor and fair, (f) education, research, and service are moderately integrated, and (g) the divisional and departmental work atmospheres are a little positive. Management perceived greater participation in program planning, more frequent communication with other divisions, a number of education and research opportunities from various divisions/units, and more management recognition than front line staff did.

The Mobile Source Observation Database (MSOD) is a relational database being developed by the Assessment and Standards Division (ASD) of the US Environmental Protection Agency Office of Transportation and Air Quality (formerly the Office of Mobile Sources). The MSOD contains emission test data from in-use mobile air- pollution sources such as cars, trucks, and engines from trucks and nonroad vehicles. Data in the database was collected from 1982 to the present. The data is intended to be representative of in-use vehicle emissions in the United States.

The Joint Science and Technology Office's mission is to invest in transformational ideas, innovative people and actionable technology development for Chemical and Biological Defense solutions, with the primary goal to deliver Science and Technology products and capabilities to the warfighter and civilian population that outpace the threat. This commentary focuses on one thrust area within this mission: the Vaccine program of the Joint Science and Technology Office's Translational Medical Division. Here, we will describe candidate vaccines currently in the S&T pipeline, enabling technologies that should facilitate advanced development of these candidates into FDA licensed vaccines, and how the ever-changing biological threat landscape impacts the future of biodefense vaccines.

Conventional wisdom holds that a company's divisions should be given almost total autonomy--especially under conditions of uncertainty--because they are closer to emerging technologies, customers, and competitors than corporate headquarters could ever be. But research from Michael Raynor and Joseph Bower suggests that the corporate office should be more, not less, directive in turbulent markets. Rapid changes in an industry make it difficult to predict where and when synergies among divisions might emerge. With so many possibilities and such uncertainty, companies can't afford to sacrifice their ability to flexibly execute business strategy. Corporate headquarters must play an active role in defining the scope of division-level strategy, the authors say, so that divisions do not act in ways that undermine opportunities to collaborate in the future. But neither can companies afford to sacrifice the competitiveness of their divisions as stand-alone businesses. In creating corporate-level strategic flexibility, a corporate office must balance the need for divisional autonomy now with the potential need for cooperation in the future. Through an examination of four corporations--Sprint, WPP, Teradyne, and Viacom--the authors challenge traditional approaches to diversification in which a company's divisions are either related (they share resources and collaborate) or unrelated (they compete for resources and operate as stand-alone businesses). They argue that companies should adopt a dynamic approach to cooperation among divisions, enabling varying degrees of relatedness between divisions depending on strategic circumstances. The authors offer four tactics to help executives manage divisions dynamically.

Before 2012, Commission 34 was identical to Division VI. The organization and executive officers of the Division and the Commission were the same. At the 2012 General Assembly (GA) in Beijing, the IAU reformed the divisional structure and the previous Division VI which Commission 34 was under was combined with Div VII to form Division H: Interstellar Matter and Local Universe. Ewine van Dishoeck was named by the IAU executive committee as the President of the new Division. Prior to joining Millennium, Claire Thom spent 18 months working in Osaka, Japan, during which she was responsible for developing the oncology strategy for Takeda that culminated in the acquisition of Millennium. Before going to Japan, she held positions of varying responsibility within the Takeda US development organization including the management of regulatory affairs, safety, biometrics and data management, clinical research and quality assurance. Claire Thom has particular expertise in organizational design and efficiency; she has successfully worked through integrations across multiple functions and redesigned business processes. She has a PharmD from University of Illinois (IL, USA) and over 20 years of pharmaceutical experience including positions in medical affairs and new product planning (over 11 years at Searle) and drug development (over 12 years at Takeda/Millennium).

A technology development program, Astrotech 21, is being proposed by NASA to enable the launching of the next generation of space astrophysical observatories during the years 1995-2015. Astrotech 21 is being planned and will ultimately be implemented jointly by the Astrophysics Division of the Office of Space Science and Applications and the Space Directorate of the Office of Aeronautics and Space Technology. A summary of the Astrotech 21 Optical Systems Technology Workshop is presented. The goal of the workshop was to identify areas of development within advanced optical systems that require technology advances in order to meet the science goals of the Astrotech 21 mission set, and to recommend a coherent development program to achieve the required capabilities.
