Fiscal Impacts of Charter Schools: Lessons from New York

This brief argues that charter school programs can have direct fiscal impacts on school districts for two reasons. First, operating two systems of public schools under separate governance arrangements can create excess costs. Second, charter school financing policies can distribute resources to or away from districts. Using the city school…
"EC to go" takes off at Maryland sites.
2000-03-01
Baltimore-based Planned Parenthood of Maryland and the Baltimore City Health Department have joined forces in "EC to Go," which distributes free emergency contraceptive pills (ECPs) through the seven affiliate sites of Planned Parenthood and the three family planning centers of the city. The distribution program was started in October 1999 and funds were provided by an undisclosed area foundation. Although the program is still in its infancy, it has recorded some 800 prescriptions of ECPs in the last fiscal year, and 600 prescriptions have been logged in just the first 6 months of the current fiscal year. To inform the public about the program, Planned Parenthood developed newspaper advertisements, a 60-second radio spot, and coupon distributions, all of which emphasize the fact that emergency contraception is a higher dose of birth control, which can prevent pregnancy if taken within 72 hours of unprotected sex.

The economic downturn of 2007 created significant fiscal losses for public and private agencies conducting behavioral prevention. Such macro-economic changes may influence program implementation and sustainability. We examined how public and private agencies conducting RESPECT, a brief HIV/STI (sexually transmitted infection) counseling and testing intervention, adapted to fiscal loss and how these adaptations impacted program fidelity. We collected qualitative and quantitative data in a national sample of 15 agencies experiencing fiscal loss. Using qualitative analyses, we examined how program fidelity varied with different types of adaptations. Agencies reported three levels of adaptation: agency-level, program-level, and direct fiscal remedies. Private agencies tended to use direct fiscal remedies, which were associated with higher fidelity. Some agency-level adaptations contributed to reductions in procedural fit, leading to negative staff morale and decreased confidence in program effectiveness, which in turn, contributed to poor fidelity. Findings describe a "work stress pathway" that links program fiscal losses to poor staff morale and low program fidelity.
Strategic planning for clinical services: St. Joseph Hospital and Health Care Center.
Linggi, A; Pelham, L D
1986-09-01
A pharmacy department at a 340-bed community hospital based its strategic plan for developing patient-oriented services on a sound drug distribution system, a credible work-measurement program, and fiscal responsibility. In 1982 the department of pharmacy and i.v. therapy implemented a strategic plan for improving pharmaceutical services. The plan involved developing goals and objectives for the department; marketing the department's services and fiscal management to hospital administrators, medical staff, and nursing staff; building teamwork among the pharmacy staff; and improving the drug distribution system before instituting clinical services. Hiring of additional pharmacy staff was justified on the basis of work-measurement data. By adjusting staffing levels every two weeks based on work-measurement data, the department increased the efficiency of drug distribution activities; the pharmacy also implemented cost-saving programs like selection of therapeutic alternates and formulary restrictions. The savings were then reinvested in labor-intensive patient-oriented pharmaceutical services. A staff development program using staff pharmacists as preceptors expanded the breadth and depth of pharmacists' clinical skills. The planning efforts were successful because the needs of hospital administrators, the pharmacy department, and staff members were addressed.

Oil reserve: status of Strategic Petroleum Reserve activities as of December 31, 1985
DOE Office of Scientific and Technical Information (OSTI.GOV)
Not Available
This report discusses events and activities related to the administration's progress in filling, developing, and operating the Strategic Petroleum Reserve (SPR) during the first quarter of fiscal year 1986. Specifically, it notes that: DOE added 4.5 million barrels of oil to the SPR, bringing the total to 493.3 million barrels. The oil fill rate averaged about 49,000 barrels per day during the quarter. DOE made payments of $178 million for oil acquisition and transportation, had unpaid obligations of about $140 million, and had about $668 million in unobligated funds. The storage capacity development program proceeded during the quarter; however, themore » West Hackberry, Louisiana site's leaching program was stopped in December due to a leak in the brine disposal line. DOE held an SPR drawdown test sale and distribution exercise. Approximately 1 million barrels of oil were competitively sold to oil company bidders and subsequently withdrawn from DOE storage sites for delivery. The Congress passed a continuing resolution for fiscal year 1986 providing about $113 million for continued construction of storage capacity as directed by the fiscal year 1985 Supplemental Appropriations Act. On December 27, 1985, DOE formally notified cognizant congressional committees that it was planning to submit a deferral of funds for SPR storage facilities development. This report also presents information on (1) the implementation of recommendations made in the DOE Oak Ridge Operations Office's reports on its baseline assessment of the SPR Project Office and its review of allegations about mismanagement or misconduct within the SPR program, (2) DOE's compliance with the Cargo Preference Act of 1954 during the 1985 crude oil procurement program, (3) DOE's program to analyze the quality of oil in filled storage caverns, and (4) DOE's pipeline construction and marine terminal enhancements to improve the SPR oil distribution system.« less

In fiscal year 2015 the Centers for Medicare and Medicaid Services expanded its Hospital Value-Based Purchasing program by rewarding or penalizing hospitals for their performance on both spending and quality. This represented a sharp departure from the program's original efforts to incentivize hospitals for quality alone. How this change redistributed hospital bonuses and penalties was unknown. Using data from 2,679 US hospitals that participated in the program in fiscal years 2014 and 2015, we found that the new emphasis on spending rewarded not only low-spending hospitals but some low-quality hospitals as well. Thirty-eight percent of low-spending hospitals received bonuses in fiscal year 2014, compared to 100 percent in fiscal year 2015. However, low-quality hospitals also began to receive bonuses (0 percent in fiscal year 2014 compared to 17 percent in 2015). All high-quality hospitals received bonuses in both years. The Centers for Medicare and Medicaid Services should consider incorporating a minimum quality threshold into the Hospital Value-Based Purchasing program to avoid rewarding low-quality, low-spending hospitals. Financing graduate medical education in family medicine.
Colwill, J M

Family practice residency programs differ fiscally from residency programs in most other specialties because they have limited income-generating potential. The present review demonstrates that the typical family practice residency program has been fiscally solvent as a result of receiving approximately one-third of its income from state and federal appropriations. The level of such support plateaued in the 1980s and programs have not continued to expand despite an ongoing shortage of family physicians. Today, declining Medicare payments to hospitals threaten hospitals' contributions to family practice residency programs. The ability of family practice residency programs to meet the continuing need for family physicians will depend upon the development of specific state and federal policies that provide fiscal incentives to maintain and expand family practice residencies.

Distributional effects of environmental policies in Greece
NASA Astrophysics Data System (ADS)
Lekakis, Joseph N.
1990-07-01
Environmental protection policies generate an equity question concerning the fair allocation of environmental benefits and costs. This paper presents evidence from Greece during the 1980s. The findings reveal that Greek environmental policies, in the form of government self-regulatory programs, are mostly regressive in nature. At the regional level these programs combine all forms of vertical equity. Since the public sector finances the majority of related expenditures out of taxes, the regressive elements of environmental policies have been reinforced by discretionary fiscal measures and tax evasion, accompanied by inflation, which have distorted the country's progressive tax system.

The redistributional impact of Canada's Employment Insurance Program, 1992–2002.
Finnie, Ross; Irvine, Ian
2011-01-01
For a decade or so starting in the early 1990s, Canada’s major income support programs underwent substantial reform. Meanwhile, the economy first lingered in a deep recession and then recovered with a period of strong growth. This paper focuses on how the distributional impact of Employment Insurance (EI) evolved during this period. We find that EI was strongly redistributive throughout the whole period with respect to the earnings of individuals, and somewhat less so for family income. But we also show that the distribution of benefits and contributions changed substantially over time, becoming less redistributive. Somewhat counter-intuitively, both the benefit and contribution sides of the program are shown to be redistributive, even though the contribution structure is regressive. These findings are relevant in the current context, as the economy struggles with a combination of high unemployment and fiscal pressures on government spending.

How federalism shapes public health financing, policy, and program options.
Ogden, Lydia L
2012-01-01
In the United States, fiscal and functional federalism strongly shape public health policy and programs. Federalism has implications for public health practice: it molds financing and disbursement options, including funding formulas, which affect allocations and program goals, and shapes how funding decisions are operationalized in a political context. This article explores how American federalism, both fiscal and functional, structures public health funding, policy, and program options, investigating the effects of intergovernmental transfers on public health finance and programs.

Organizational determinants of efficiency and effectiveness in mental health partial care programs.
Schinnar, A P; Kamis-Gould, E; Delucia, N; Rothbard, A B
1990-01-01
The use of partial care as a treatment modality for mentally ill patients, particularly the chronically mentally ill, has greatly increased. However, research into what constitutes a "good" program has been scant. This article reports on an evaluation study of staff productivity, cost efficiency, and service effectiveness of adult partial care programs carried out in New Jersey in fiscal year 1984/1985. Five program performance indexes are developed based on comparisons of multiple measures of resources, service activities, and client outcomes. These are used to test various hypotheses regarding the effect of organizational and fiscal variables on partial care program efficiency and effectiveness. The four issues explored are: auspices, organizational complexity, service mix, and fiscal control by the state. These were found to explain about half of the variance in program performance. In addition, partial care programs demonstrating midlevel performance with regard to productivity and efficiency were observed to be the most effective, implying a possible optimal level of efficiency at which effectiveness is maximized. Financial management services in consumer-directed programs.
Scherzer, Teresa; Wong, Alice; Newcomer, Robert
2007-01-01
Shifting from an agency-based model of personal assistance services to consumer direction has important consequences for both recipients and workers. In consumer direction, recipients assume the responsibilities of employing their attendants--for both self-directing their supportive services and being responsible for numerous fiscal responsibilities. Many states have eased these fiscal responsibilities among recipients in publicly financed personal care programs by using Financial Management Services (also known as fiscal intermediaries). This article introduces the major types of Financial Management Services organizations used by Medicaid consumer-directed personal care programs, and examines the extent to which the varied approaches can and do serve the needs of both recipients and workers. Despite the expansion of consumer-directed programs and the accompanying emergence of Financial Management Services, these organizations have not been extensively studied or evaluated. The paper concludes with a discussion of the challenges, opportunities, and policy implications of the current practice; and suggests directions for future research.

Usami, Masahiro
Fossil fuels including coal play a key role as crucial energies in contributing to economic development in Asia. On the other hand, its limited quantity and the environmental problems causing from its usage have become a serious global issue and a countermeasure to solve such problems is very much demanded. Along with the pursuit of sustainable development, environmentally-friendly use of highly efficient fossil resources should be therefore, accompanied. Kyushu-university‧s sophisticated research through long years of accumulated experience on the fossil resources and environmental sectors together with the advanced large-scale commercial and empirical equipments will enable us to foster cooperative research and provide internship program for the future researchers. Then, this program is executed as a consignment business from the Ministry of Economy, Trade and Industry from 2007 fiscal year to 2009 fiscal year. The lecture that uses the textbooks developed by this program is scheduled to be started a course in fiscal year 2010.

In 2003 the Indiana Office of Medicaid Policy and Planning implemented the Indiana Chronic Disease Management Program (ICDMP). This paper reports on the fiscal impact of the ICDMP from the state's perspective, as estimated from the outcomes of a randomized trial. Medicaid members with congestive heart failure (CHF) or diabetes, or both, were randomly assigned by practice site to chronic disease management services or standard care. The effect of the ICDMP varied by disease group and risk class: while cost savings were achieved in the CHF subgroup, disease management targeted to patients with only diabetes resulted in no significant fiscal impact.
FY 1984 Science Budget overview

Astronomy, engineering, and the physical sciences as a whole were among the best funded programs in the fiscal 1984 budget that President Ronald Reagan sent to Congress last week. In addition, science education got a shot in the arm: The Reagan proposal includes plans for the nation's universities to upgrade scientific instrumentation and to attract and support high caliber scientists and engineers.Reagan proposes that federal funding for research and development, including R&D facilities, total $47 billion in fiscal 1984, up 17% from the fiscal 1983 level. Defense research and development programs would be increased 29%; nondefense R&D would be increased 0.4%. Total basic research would be boosted 10%.

Congressional cuts threaten family planning programs.
Van Hoogstraat, A
1996-01-01
In the spring of 1996, the US government's omnibus spending bill reduced support for international family planning (FP) programs by 35%. The bill also prohibited the US Agency for International Development (USAID) from spending any of the money allocated until July 1 and limited USAID allocations to 6.7% per month for 15 months, which meant that only $72 million could be spent in fiscal year 1996, as compared to $547 in fiscal year 1995. While some observers attributed the cut in spending to anti-abortion forces, Senator Mark Hatfield, an opponent of abortion, campaigned hard to keep the appropriations as a means of reducing the need for abortion. In 1995, the US spent less than 1% of its budget on foreign aid, and most Americans support foreign aid assistance for FP programs. The ability of opponents of international FP programs to continue to restrict the program for fiscal year 1997 will depend in large measure on the results of the November 1996 elections.

The introduction of fiscal federalism or decentralization of functions to lower levels of government is a reform not done primarily with health sector concerns. A major concern for the health sector is that devolution of expenditure responsibilities to sub-national levels of government can adversely affect the equitable distribution of financial resources across local jurisdictions. Since the adoption of fiscal federalism in South Africa, progress towards achieving a more equitable distribution of public sector health resources (financial) has slowed down considerably. This study attempts to identify appropriate resource allocation mechanisms under the current South African fiscal federal system that could be employed to promote equity in primary health care (PHC) allocations across provinces and districts. The study uses data from interviews with government officials involved in the budgeting and resource allocation process for PHC, literature on fiscal federalism and literature on international experience to inform analysis and recommendations. The results from the study identify historical incremental budgeting, weak managerial capacity at lower levels of government, poor accounting of PHC expenditure, and lack of protection for PHC funds as constraints to the realization of a more equitable distribution of PHC allocations. Based on interview data, no one resource allocation mechanism received unanimous support from stakeholders. However, the study highlights the particularly high level of autonomy enjoyed by provincial governments with regards to decision making for allocations to health and PHC services as the major constraint to achieving a more equitable distribution of PHC resources. The national government needs to have more involvement in decision making for resource allocation to PHC services if significant progress towards equity is to be achieved.

To compare Medicaid fee-for-service (FFS) inpatient hospital payments to expected Medicare payments. Medicaid and Medicare claims data, Medicare's MS-DRG grouper and inpatient prospective payment system pricer (IPPS pricer). Medicaid FFS inpatient hospital claims were run through Medicare's MS-DRG grouper and IPPS pricer to compare Medicaid's actual payment against what Medicare would have paid for the same claim. Average inpatient hospital claim payments for Medicaid were 68.8 percent of what Medicare would have paid in fiscal year 2010, and 69.8 percent in fiscal year 2011. Including Medicaid disproportionate share hospital (DSH), graduate medical education (GME), and supplemental payments reduces a substantial proportion of the gap between Medicaid and Medicare payments. Medicaid payments relative to expected Medicare payments tend to be lower and vary by state Medicaid program, length of stay, and whether payments made outside of the Medicaid claims process are included. © Health Research and Educational Trust.

The Geological Survey's program of investigation of radioactive raw materials is presented herewith under present investigations, plans for future investigations, plan of operation, and cost of operation. This report was prepared at the request of the Atomic Energy Commission. Present investigations are summarized to show the scope of the present Trace Elements program, grouping individual projects into related types of investigations. Plans for future investigations on an expanded scale are outlined. These should provide sufficient data and knowledge of the occurrence and availability of uranium, thorium, and related elements, to permit a more complete evaluation of domestic resources. Reconnaissance projects are designed to discover possible new sources of uranium and thorium and to select areas and materials warranting further investigation. Typical projects leading to the estimation of reserves are the investigation of the carnotite ores of the Colorado Plateau by geologic mapping, exploratory drilling, and related research, and investigation of asphaltic sandstone in Emery County, Utah. Extensive research will be undertaken to establish the principles governing the geological and geochemical relations of uranium, thorium, and associated elements as an essential guide in appraising domestic resources. Particular emphasis will be placed on phosphatic rocks and black shales which offer ultimate resources of uranium far greater than carnotite ores. All the foregoing investigations will be accompanied by chemical, gephysical, and mineralogical research and analytical work. Under plan of operation is discussed the organization of the Trace Elements Unit, space requirements for laboratory and office, the scheduling of investigations, and other related problems. The proposed scheduling of work calls for approximately 109, 173, and 203 man years in fiscal years 1948, 1949, and 1950 respectively. Definite plans have been formulated only for the next three fiscal years, by which time it is assumed the program will reach stable proportions or can be altered as experience dictates. Under cost of operation is set forth the funds available in fiscal year 1947, the status of funds transferred from Atomic Services (14-217/80920), and funds necessary in succeeding fiscal years. The estimate for fiscal year 1948 inclues a non-recurring item of $1,025,000 for establishing adequate laboratories for chemical, physical, spectrographic and mineralogic research and analytical work. The total funds required in fiscal years 1948, 1949, and 1950 to support the proposed program will be $2,440,000, $2,161,000 and $2,198,000 respectively. The Geological survey anticipates contributing from its appropriation in fiscal years 1948, 1949 and 1950 approximately $243,000, $350,000, and $400,000 respectively; the balance of the necessary funds to be contributed by the Atomic Energy Commission in fiscal years 1948, 1949, and 1950 will be approximately $2,196,900, $1,811,000, and $1,798,000 respectively.

This paper examines the use of exploratory spatial analysis for identifying hotspots of shipping-based oil pollution in the Pacific Region of Canada's Exclusive Economic Zone. It makes use of data collected from fiscal years 1997/1998 to 2005/2006 by the National Aerial Surveillance Program, the primary tool for monitoring and enforcing the provisions imposed by MARPOL 73/78. First, we present oil spill data as points in a "dot map" relative to coastlines, harbors and the aerial surveillance distribution. Then, we explore the intensity of oil spill events using the Quadrat Count method, and the Kernel Density Estimation methods with both fixed and adaptive bandwidths. We found that oil spill hotspots where more clearly defined using Kernel Density Estimation with an adaptive bandwidth, probably because of the "clustered" distribution of oil spill occurrences. Finally, we discuss the importance of standardizing oil spill data by controlling for surveillance effort to provide a better understanding of the distribution of illegal oil spills, and how these results can ultimately benefit a monitoring program.

The principal program objectives are to: (1) collect, on a systematic basis, data needed for the continuing determination and evaluation of the quantity, quality, and use of the Nation's water resources, and (2) appraise the availa- bility and the physical, chemical, and biological characteristics of surface and ground water through analytical and interpretive investi- gations. During fiscal year 1993, hydrologic data collection, interpretive investigations, and research were conducted by Geological Survey personnel in offices in every State, Puerto Rico, and in several territories in cooperation with about 1,100 local, State, and regional agencies. In fiscal year 1993, Federal funding of $63.5 million was matched by cooperating agencies, which also provided almost $23 million unmatched for a total program of about $150 million. This amounted to nearly 40 percent of the total funds for Geological Survey water- resources activities. This report presents examples of current (1993) investigations. It also provides updated information on Cooperative Program investigations related to agricultural activities.

Hot Dry Rock Geothermal Energy Development Program: Annual report, fiscal year 1985
DOE Office of Scientific and Technical Information (OSTI.GOV)
Brown, D.W.; Franke, P.R.; Smith, M.C.
1987-01-01
The primary objective for the Hot Dry Rock Program at the Los Alamos National Laboratory during fiscal year 1985 was to complete the Phase 2 reservoir connection and to begin flow testing the resulting reservoir. The connection was achieved through redrilling one well and additional fracturing operations, and progress was made toward developing a detailed understanding of the fractured region through a variety of reservoir interrogation methods. Other accomplishments during the fiscal year included improvement of the high-temperature, inflatable, open-hole packer used to isolate sections of the uncased wellbore in collaboration with the Baker Corporation and the design and fabricationmore » of a high-temperature borehole acoustic televiewer in a cooperative program with a research institute in West Germany. Progress was also made in techniques for the collection and analysis of microseismic data. Reservoir-engineering activities and geochemical studies, as well as the more routine support activities, continued in FY85. 18 refs., 15 figs.« less
In Congress Budget Update for NOAA, USGS
NASA Astrophysics Data System (ADS)
Richman, Barbara T.
Among the agenda items facing Congress as it reconvenes this week are the fiscal 1984 budgets for the National Oceanic and Atmospheric Administration (NOAA), which is part of the Department of Commerce, and for the U.S. Geological Survey (USGS), which is within the Department of the Interior. Fiscal year 1984 begins October 1, 1983. As Congress rolls up its shirtsleeves and gets down to business, Eos presents a status report on the two agency budgets. Both House and Senate appropriations committees have finished their work on the NOAA budget, which had been targeted by President Ronald Reagan for a $799.8 million appropriation request (program level of $843.2 million) in his proposed fiscal 1984 budget (Eos, February 15, 1983, p. 65). The House appropriation for NOAA (H.R. 3134 and H.R. 3222) is $998.5 million, with a program level of $1043.9 million. The Senate Appropriations Committee set its appropriation (S. 1721) at $987.8 million, with a program level of $1041.0 million.

In late November, President Ronald Reagan signed into law the National Oceanic and Atmospheric Administration (NOAA) budget, which is part of the appropriations bill for the Departments of Commerce, Justice, State, the Judiciary, and related agencies; at the same time, he also signed into law an amendment attached to that bill that prohibits the sale of the weather satellites (Eos, May 17, 1983, p. 377, and March 22, 1983, p. 113). Commercialization of the land remote sensing satellite system is still being considered, however. As a result of the conference between the House of Representatives and the Senate appropriations committees, the appropriation for NOAA totals $1020.6 million, with a program level of $1073.1 million. The appropriation is the money that comes from the federal treasury; the program level represents all of the funds—including treasury funds, transfers, residuals, etc.—actually available for the program. Strictly in terms of dollars, the total fiscal 1984 NOAA appropriation is almost level with the fiscal 1983 appropriation of $1000.9 million. In fiscal 1984, NOAA's research core, called Operations, Research, and Facilities (ORF), receives an appropriation of $988.2 million, with a program level of $1014.8 million

Implementation of a comprehensive pharmaceutical care program for an underserved population.
Mascardo, Lisa A; Spading, Kimberly A; Abramowitz, Paul W
2012-07-15
The implementation of a prescription benefit program for low-income patients emphasizing clinical pharmacist services and strict formulary control is described, with a review of program expenditures and cost avoidance. In 2006, University of Iowa Hospitals and Clinics (UIHC) launched a program to provide a limited prescription benefit to indigent patients under the IowaCare Medicaid demonstration waiver. Sudden dramatic growth in IowaCare enrollment, combined with sharp budget cuts, forced UIHC pharmacy leaders to implement creative cost-control strategies: (1) the establishment of an ambulatory care clinic staffed by a clinical pharmacy specialist, (2) increased reliance on an almost exclusively generic formulary, (3) collaboration with social services staff to help secure medication assistance for patients requiring brand-name drugs, (4) optimized purchasing through the federal 340B Drug Pricing Program, and (5) the imposition of medication copayments and mailing fees for prescription refills. Now in its seventh year, the UIHC pharmacy program has expanded indigent patients' access to pharmaceutical care services while reducing their use of hospital and emergency room services and lowering program medication costs by an estimated 50% (from $2.6 million in fiscal year 2009 to $1.3 million in fiscal year 2010). The UIHC ambulatory care pharmacy implemented a prescription program in collaboration with social service workers to address the medication needs of the state's low-income and uninsured patients in a fiscally responsible manner by managing purchasing contracts, revising a generic formulary, implementing copayments and mailing fees, and reviewing medication profiles.
Intergenerational aspects of government policy under changing demographic and economic conditions.
Boskin, M J
1987-07-01
Changing demographic and economic conditions in the US require that attention be given to some of the intergenerational equity features of government policy. In particular, social insurance programs and public debt leave public liabilities to future generations. Taken in the aggregate, the effects of rapidly rising public debt and especially social insurance programs are transferring substantial amounts of resources from younger working generations to the expanding generation of retirees. The most crucial element in evaluating the desirability of intergenerational wealth distribution in the long run is the rate of economic growth. A society's monetary, fiscal, tax, and regulatory policies can be more or less conducive to the generation of capital formation, technical change, and economic growth. Policies that influence growth and interest rates will combine with the national deficit to determine how rapidly the debt grows or shrinks. Present accounting procedures are insufficient to provide quantitative answers to the question of what is the impact of a given program on the age-specific distributions of resources. It is important to reconsider the desirability and efficiency of intergenerational redistributions of wealth in the US. It is likely that current policies are not in line with the principles of efficiency, equity, target effectiveness, and cost effectiveness.

DOE's Geothermal Program still in game
NASA Astrophysics Data System (ADS)
Bush, Susan
In the ongoing search to find cost-effective, renewable forms of energy that neither contribute to global warming nor threaten national security, geothermal energy remains a player. Although Department of Energy funding for geothermal research has declined over the past decade, from its peak in 1979 of $160 million, there is still tremendous potential in terms of geothermal development, said Gladys Hooper, program manager of DOE's Hot Dry Rock and Brine Chemistry divisions. Technology for harnessing geothermal power is by and large there, she said. What is needed is more awareness and publicity regarding the merits of geothermal energy. For fiscal year 1993, proposed DOE funding for geothermal research was $24 million, down from $27 million in fiscal 1992 and nearly $30 million in fiscal 1991. DOE's Geothermal Division oversees the network of national laboratories and universities involved in developing the nation's geothermal resources and bringing them into commercial competitiveness.

...This final rule implements a Hospital Inpatient Value-Based Purchasing program (Hospital VBP program or the program) under section 1886(o) of the Social Security Act (the Act), under which value-based incentive payments will be made in a fiscal year to hospitals that meet performance standards with respect to a performance period for the fiscal year involved. The program will apply to payments for discharges occurring on or after October 1, 2012, in accordance with section 1886(o) (as added by section 3001(a) of the Patient Protection and Affordable Care Act, as amended by the Health Care and Education Reconciliation Act of 2010 (collectively known as the Affordable Care Act)). Scoring in the Hospital VBP program will be based on whether a hospital meets or exceeds the performance standards established with respect to the measures. By adopting this program, we will reward hospitals based on actual quality performance on measures, rather than simply reporting data for those measures.

Nuclear Test-Experimental Science: Annual report, fiscal year 1988
DOE Office of Scientific and Technical Information (OSTI.GOV)
Struble, G.L.; Donohue, M.L.; Bucciarelli, G.
1988-01-01
Fiscal year 1988 has been a significant, rewarding, and exciting period for Lawrence Livermore National Laboratory's nuclear testing program. It was significant in that the Laboratory's new director chose to focus strongly on the program's activities and to commit to a revitalized emphasis on testing and the experimental science that underlies it. It was rewarding in that revolutionary new measurement techniques were fielded on recent important and highly complicated underground nuclear tests with truly incredible results. And it was exciting in that the sophisticated and fundamental problems of weapons science that are now being addressed experimentally are yielding new challengesmore » and understanding in ways that stimulate and reward the brightest and best of scientists. During FY88 the program was reorganized to emphasize our commitment to experimental science. The name of the program was changed to reflect this commitment, becoming the Nuclear Test-Experimental Science (NTES) Program.« less
The U.S. Geological Survey Federal-State cooperative water- resources program; fiscal year 1987
Gilbert, B.K.; Mann, William B.
1988-01-01
The U.S. Geological Survey 's Federal-State Cooperative Water Resources Program (50-50 matching of funds) started in Kansas in 1895. During fiscal year (FY) 1987, hydrologic data collection, investigations, and research are being conducted in every state, Puerto Rico, and several territories in cooperation with 940 state, regional and local agencies. Federal funding of $55.3 million was matched by cooperating agencies; cooperators also provided $4.6 million unmatched, for a program total of about $115 million. The Cooperative Program accounted for almost 45% of the FY 1987 obligations of the Geological Survey 's Water Resources Division. The principal areas of emphasis during the year included groundwater contamination, stream quality, water supply and demand, and hydrologic hazards. Information is presented on program functions and priorities. Data collection activities are also described as is work related to water resources contamination. Several examples of current (1987) investigations are provided. (Author 's abstract)

Proposed Budget for U.S. Geological Survey: A Mixed Bag of Increases and Cuts
NASA Astrophysics Data System (ADS)
Showstack, Randy
2011-03-01
Under the Obama administration's proposed fiscal year (FY) 2012 budget, the U.S. Geological Survey (USGS) would receive $1.1 billion, a scant $6.1 million more than the 2010 enacted budget. Within the agency, which is part of the Department of the Interior (DOI), some key initiatives slated for new or increased funding include the National Land Imaging Program, the USGS portion of the America's Great Outdoors Initiative, and DOI Climate Science Centers. However, the request also includes $89.1 million in program reductions and the elimination of some programs. With Congress currently considering a budget continuing resolution to fund the federal government through the end of the current fiscal year, 2011, USGS faces possible additional cuts.
The U.S. Geological Survey Federal-State Cooperative Water- Resources Program: Fiscal Year 1988
Gilbert, Bruce K.; Mann, William B.
1989-01-01
The Federal-State Cooperative Program is a partnership between the U.S. Geological Survey and State and local agencies. It provides a balanced approach to the study and resolution of water-related problems and to acquiring hydrologic data. The principal program objectives are to: (1) collect, on a systematic basis, data needed for the continuing determination and evaluation of the quantity, quality, and use of the Nation's water resources, and (2) appraise the availability and the physical, chemical, and biological characteristics of surface and ground water through analytical and interpretive investigations. During fiscal year 1988, hydrologic data collection, interpretive investigations, and research were conducted by Geological Survey personnel in offices in every State, Puerto Rico, and several territories in cooperation with more than 1,000 local, State, and regional agencies. In fiscal year 1988, Federal funding of almost $60 million was matched by cooperating agencies, who also provided approximately $6 million unmatched for a total program of about $126 million. This amounted to more than 40 percent of the total funds for Geological Survey water-resources activities. This report presents examples of current (1988) investigations. It also lists about 250 water-resources investigations related to agricultural activities that the Geological Survey conducted from 1970 to 1988.

Fiscal 1982 Budget highlights R&D
NASA Astrophysics Data System (ADS)
Richman, Barbara T.
Geophysical research and development programs show growth beyond inflation in the $739.3 billion budget for fiscal 1982 that Jimmy Carter sent to Congress 5 days before completing his term. Included in the budget are provisions for increased support for the Ocean Margin Drilling Program and funds for an interagency Geological Applications Program, funds for an agriculture and resource surveys program that relies on remote sensing, and funds for the Venus Orbiting Imaging Radar mission.Ronald Reagan is expected to make changes in the budget as early as late February, although in mid January the heads of the scientific agencies could not characterize possible changes. Some Washingtonians say sharp cuts are inevitable, with basic research a prime candidate. Others, however, contend that the Reagan administration's push for productivity and innovation could prevent severe carving. Eos will track the FY 1982 budget changes through congressional approval.

Water-resources activities of the U.S. Geological Survey in Kansas; fiscal years 1983 and 1984
Combs, L.J.
1985-01-01
The principal mission of the U.S. Geological Survey, Water Resources Division, in Kansas is to investigate the occurrence, quantity, quality, distribution, and movement of surface and ground waters throughout the State. Primary activities include the systematic collection, analysis, and interpretation of hydrologic data, evaluation of water demands, and water-resources research. Hydrologic investigations are conducted through four basic types of projects: (1) data-collection programs, (2) local or areal investigations, (3) statewide or regional investigations, and (4) research projects. These projects are funded through cooperative agreements with State and local agencies, transfer of funds from other Federal agencies, and direct Federal funds. Fifty water-related projects were ongoing during fiscal years 1983 and 1984 in Kansas. This report describes for each of these water-resources activities the problem that initiated the study, the objectives of the project, and the approach designed to achieve these objectives. Information on data-collection stations in Kansas is presented in maps and tables. A list of the 40 reports approved for publication by the U.S. Geological Survey, its cooperators, or technical and scientific organizations during 1983 and 1984 is provided. (USGS)

Shifts in American population dynamics during the last two decades, a period of lower birthrates and changes in age and place distribution, reflect new attitudes toward childbearing and family orientation that will have a profound effect in the next century. Demographers project a range in population growth between 1.7 and 2.7%, with more attention being given to who has children, whether or when they have them, and the changing economic role of women. Changes in age distribution lead to shifts in demand for related public services, especially affecting the financing of schools and Social Security. Population migration from metropolitan areasmore » and from the Snow to the Sun Belt has caused urban and regional problems. Demographic changes affect redistribution programs and undermine the traditional economic and political framework for carrying out redistribution. They affect census accuracy, labor-pool quality, public dependency, problems of illegal aliens, and require local fiscal adjustments to either a shrinking or a growing population.« less

The adequacy of risk adjustment to eliminate incentives for managed care organizations (MCOs) to avoid enrolling costly patients had been questioned. This study explored systematic differences in expenditures between beneficiaries with and without substance disorders assigned to the same capitation rate group under the Maryland Medicaid HealthChoice program. The investigators used fiscal year (FY) 1995 to 1997 Medicaid data to assign beneficiaries to rate cells based on FY 1995 diagnoses and compared the distribution of expenditures for beneficiaries with and without substance disorders, defined using FY 1997 and FY 1995 diagnoses. Results showed that differences in FY 1997 expenditures between beneficiaries with and without FY 1995 substance disorders were negligible. However, MCOs could expect greater average losses and lower average profits on beneficiaries with FY 1997 substance disorders. Thus, the adjusted clinical groups methodology used to adjust capitation payments in the HealthChoice program attenuated, but did not eliminate, financial incentives for MCOs to avoid substance abusers.
