This report provides a summary of the Computer-aided Acquisition and Logistic Support (CALS) Test Network (CTN) Laboratory Acceptance Test (LAT) and User Application Test (UAT) activities undertaken to evaluate the CALS capabilities being implemented as part of the Department of Defense (DOD) engineering repositories. Although the individual testing activities provided detailed reports for each repository, a synthesis of the results, conclusions, and recommendations is offered to provide a more concise presentation of the issues and the strategies, as viewed from the CTN perspective.

In FY2008, the U.S. Department of Defense (DoD) initiated the Computational Research and Engineering Acquisition Tools and Environments (CREATE) program, a 360M program with a two-year planning phase and a ten-year execution phase. CREATE will develop and deploy three computational engineering tool sets for DoD acquisition programs to use to design aircraft, ships and radio-frequency antennas. The planning and execution of CREATE are based on the 'lessons learned' from case studies of large-scale computational science and engineering projects. The case studies stress the importance of a stable, close-knit development team; a focus on customer needs and requirements; verification and validation; flexible and agile planning, management, and development processes; risk management; realistic schedules and resource levels; balanced short- and long-term goals and deliverables; and stable, long-term support by the program sponsor. Since it began in FY2008, the CREATE program has built a team and project structure, developed requirements and begun validating them, identified candidate products, established initial connections with the acquisition programs, begun detailed project planning and development, and generated the initial collaboration infrastructure necessary for success by its multi-institutional, multidisciplinary teams.

The application of computer technology to the construction of the NASA Thesaurus and in NASA Lexical Dictionary development is discussed in a brief overview. Consideration is given to the printed and online versions of the Thesaurus, retrospective indexing, the NASA RECON frequency command, demand indexing, lists of terms by category, and the STAR and IAA annual subject indexes. The evolution of computer methods in the Lexical Dictionary program is traced, from DOD and DOE subject switching to LCSH machine-aided indexing and current techniques for handling natural language (e.g., the elimination of verbs to facilitate breakdown of sentences into words and phrases).

The 1-step computer-aided design and computer-aided manufacturing fabrication of titanium framework and zirconium oxide restorations can provide a cost-effective alternative to the conventional metal-resin fixed complete dental prosthesis. A key element to improved industry productivity is effective management of Computer Aided Design / Computer Aided Manufacturing (CAD/CAM) information. To stimulate advancement, a unique joint government/industry project designated Integrated Programs for Aerospace-Vehicle Design (IPAD) was carried out from 1971 to 1984. The goal was to raise aerospace industry productivity through advancement of computer based technology to integrate and manage information involved in the design and manufacturing process. IPAD research was guided by an Industry Technical Advisory Board (ITAB) composed of over 100 representatives from aerospace and computer companies. The project complemented traditional NASA/DOD research to develop aerospace design technology and the Air Force's Integrated Computer Aided Manufacturing (ICAM) program to advance CAM technology. IPAD had unprecedented industry support and involvement and served as a unique approach to government industry cooperation in the development and transfer of advanced technology. The IPAD project background, approach, accomplishments, industry involvement, technology transfer mechanisms and lessons learned are summarized.

A prediction was made that the terms expert systems and knowledge acquisition would begin to disappear over the next several years. This is not because they are falling into disuse; it is rather that practitioners are realizing that they are valuable adjuncts to software engineering, in terms of problem domains addressed, user acceptance, and in development methodologies. A specific problem was discussed, that of constructing an automated test analysis system for the Space Shuttle Main Engine. In this domain, knowledge acquisition was part of requirements systems analysis, and was performed with the aid of a powerful inductive ESBT in conjunction with a computer aided software engineering (CASE) tool. The original prediction is not a very risky one -- it has already been accomplished.

Recommendations are given for best choices in hardware and software acquisition for inhouse testing of these possible integrations. Software acquisition in the line of tools to aid expert-system development and/or novice program development, artificial intelligent voice technology and touch screen or joystick or mouse utilization as well as networking were recommended. Other recommendations concerned using the language Ada for the user interface language shell because of its high level of standardization, structure, and ability to accept and execute programs written in other programming languages, its DOD ownership and control, and keeping the user interface language simple so that multiples of users will find the commercialization of space within their realm of possibility which is, after all, the purpose of the Space Station.

War-gaming application for future space systems acquisition

Recently the U.S. Department of Defense (DOD) released the Defense Innovation Initiative (DII) [1] to focus DOD on five key aspects; Aspect #1: Recruit talented and innovative people, Aspect #2: Reinvigorate war-gaming, Aspect #3: Initiate long-range research and development programs, Aspect #4: Make DOD practices more innovative, and Aspect #5: Advance technology and new operational concepts. Per DII instruction, this paper concentrates on Aspect #2 and Aspect #4 by reinvigorating the war-gaming effort with a focus on an innovative approach for developing the optimum Program and Technical Baselines (PTBs) and their corresponding optimum acquisition strategies for acquiring future space systems. The paper describes a unified approach for applying the war-gaming concept for future DOD acquisition of space systems. The proposed approach includes a Unified Game-based Acquisition Framework (UGAF) and an Advanced Game-Based Mathematical Framework (AGMF) using Bayesian war-gaming engines to optimize PTB solutions and select the corresponding optimum acquisition strategies for acquiring a space system. The framework defines the action space for all players with a complete description of the elements associated with the games, including Department of Defense Acquisition Authority (DAA), stakeholders, warfighters, and potential contractors, War-Gaming Engines (WGEs) played by DAA, WGEs played by Contractor (KTR), and the players' Payoff and Cost functions (PCFs). The AGMF presented here addresses both complete and incomplete information cases. The proposed framework provides a recipe for the DAA and USAF-Space and Missile Systems Center (SMC) to acquire future space systems optimally.

The Department of Defense (DoD) undertook a major systems specification, acquisition, and implementation project of multivendor picture archiving and communications system (PACS) and teleradiology systems during 1997 with deployment of the first systems in 1998. These systems differ from their DoD predecessor system in being multivendor in origin, specifying adherence to the developing Digital Imaging and Communications in Medicine (DICOM) 3.0 standard and all of its service classes, emphasizing open architecture, using personal computer (PC) and web-based image viewing access, having radiologic telepresence over large geographic areas as a primary focus of implementation, and requiring bidirectional interfacing with the DoD hospital information system (HIS). The benefits and advantages to the military health-care system accrue through the enabling of a seamless implementation of a virtual radiology operational environment throughout this vast healthcare organization providing efficient general and subspecialty radiologic interpretive and consultative services for our medical beneficiaries to any healthcare provider, anywhere and at any time of the night or day.

Every year the DoD spends billions satisfying its large petroleum demand. This spending is highly sensitive to uncontrollable and poorly understood market forces. Additionally, while some stakeholders may not prioritize its monetary cost and risk, energy is fundamentally coupled to other critical factors. Energy, operational capability, and logistics are heavily intertwined and dependent on uncertain security environment and technology futures. These components and their relationships are less understood. Without better characterization, future capabilities may be significantly limited by present-day acquisition decisions. One attempt to demonstrate these costs and risks to decision makers has been through a metric known as the Fully Burdened Cost of Energy (FBCE). FBCE is defined as the commodity price for fuel plus many of these hidden costs. The metric encouraged a valuable conversation and is still required by law. However, most FBCE development stopped before the lessons from that conversation were incorporated. Current implementation is easy to employ but creates little value. Properly characterizing the costs and risks of energy and putting them in a useful tradespace requires a new framework. This research aims to highlight energy's complex role in many aspects of military operations, the critical need to incorporate it in decisions, and a novel framework to do so. It is broken into five parts. The first describes the motivation behind FBCE, the limits of current implementation, and outlines a new framework that aids decisions. Respectively, the second, third, and fourth present a historic analysis of the connections between military capabilities and energy, analyze the recent evolution of this conversation within the DoD, and pull the historic analysis into a revised framework. The final part quantifies the potential impacts of deeply uncertain futures and technological development and introduces an expanded framework that brings capability, energy, and their uncertainty into the same tradespace. The work presented is intended to inform better policies and investment decisions for military acquisitions. The discussion highlights areas within the DoD's understanding of energy that could improve or whose development has faltered. The new metric discussed allows the DoD to better manage and plan for long-term energy-related costs and risk.

The United States Army's requirement to employ high resolution target acquisition sensors and information warfare to increase its dominance over enemy forces has led to the need to integrate advanced display devices into ground combat vehicle crew stations. The Army's force structure require the integration of advanced displays on both existing and emerging ground combat vehicle systems. The fielding of second generation target acquisition sensors, color digital terrain maps and high volume digital command and control information networks on these platforms define display performance requirements. The greatest challenge facing the system integrator is the development and integration of advanced displays that meet operational, vehicle and human computer interface performance requirements for the ground combat vehicle fleet. The subject of this paper is to address those challenges: operational and vehicle performance, non-soldier centric crew station configurations, display performance limitations related to human computer interfaces and vehicle physical environments, display technology limitations and the Department of Defense (DOD) acquisition reform initiatives. How the ground combat vehicle Program Manager and system integrator are addressing these challenges are discussed through the integration of displays on fielded, current and future close combat vehicle applications.

Computer-based technologies informed by the science of learning are becoming increasingly prevalent in education and training. For the Department of Defense (DoD), this presents a great potential advantage to the effective preparation of a new generation of technologically enabled service members. Military medicine has broad education and training challenges ranging from first aid and personal protective skills for every service member to specialized combat medic training; many of these challenges can be met with gaming and simulation technologies that this new generation has embraced. However, comprehensive use of medical games and simulation to augment expert mentorship is still limited to elite medical provider training programs, but can be expected to become broadly used in the training of first responders and allied health care providers. The purpose of this supplement is to review the use of computer games and simulation to teach and assess medical knowledge and skills. This review and other DoD research policy sources will form the basis for development of a research and development road map and guidelines for use of this technology in military medicine. Today, medical endoscopy is a widely used procedure to inspect the inner cavities of the human body. The advent of endoscopic imaging techniques-allowing the acquisition of images or videos-created the possibility for the development of the whole new branch of computer-aided decision support systems. Such systems aim at helping physicians to identify possibly malignant abnormalities more accurately. At the beginning of this paper, we give a brief introduction to the history of endoscopy, followed by introducing the main types of endoscopes which emerged so far (flexible endoscope, wireless capsule endoscope, and confocal laser endomicroscope). We then give a brief introduction to computer-aided decision support systems specifically targeted at endoscopy in the gastrointestinal tract. Then we present general facts and figures concerning computer-aided decision support systems and summarize work specifically targeted at computer-aided decision support in the gastrointestinal tract. This summary is followed by a discussion of some common issues concerning the approaches reviewed and suggestions of possible ways to resolve them.

A key element to improved industry productivity is effective management of CAD/CAM information. To stimulate advancements in this area, a joint NASA/Navy/industry project designated Intergrated Programs for Aerospace-Vehicle Design (IPAD) is underway with the goal of raising aerospace industry productivity through advancement of technology to integrate and manage information involved in the design and manufacturing process. The project complements traditional NASA/DOD research to develop aerospace design technology and the Air Force's Integrated Computer-Aided Manufacturing (ICAM) program to advance CAM technology. IPAD research is guided by an Industry Technical Advisory Board (ITAB) composed of over 100 representatives from aerospace and computer companies.
Risk of spacecraft on-orbit obsolescence: Novel framework, stochastic modeling, and implications

The Government Accountability Office (GAO) has repeatedly noted the difficulties encountered by the Department of Defense (DOD) in keeping its acquisition of space systems on schedule and within budget. Among the recommendations provided by GAO, a minimum Technology Readiness Level (TRL) for technologies to be included in the development of a space system is advised. The DOD considers this recommendation impractical arguing that if space systems were designed with only mature technologies (high TRL), they would likely become obsolete on-orbit fairly quickly. The risk of on-orbit obsolescence is a key argument in the DOD's position for dipping into low technology maturity for space acquisition programs, but this policy unfortunately often results in the cost growth and schedule slippage criticized by the GAO. The concept of risk of on-orbit obsolescence has remained qualitative to date. In this paper, we formulate a theory of risk of on-orbit obsolescence by building on the traditional notion of obsolescence and adapting it to the specificities of space systems. We develop a stochastic model for quantifying and analyzing the risk of on-orbit obsolescence, and we assess, in its light, the appropriateness of DOD's rationale for maintaining low TRL technologies in its acquisition of space assets as a strategy for mitigating on-orbit obsolescence. Our model and results contribute one step towards the resolution of the conceptual stalemate on this matter between the DOD and the GAO, and we hope will inspire academics to further investigate the risk of on-orbit obsolescence.

The use of dental computer-aided design/computer-aided manufacturing (CAD/CAM) restoration is rapidly increasing. This study was performed to evaluate the marginal and internal cement thickness and the adhesive gap of internal cavities comprising CAD/CAM materials using two digital impression acquisition methods and micro-computed tomography. Images obtained by a single-image acquisition system (Bluecam Ver. 4.0) and a full-color video acquisition system (Omnicam Ver. 4.2) were divided into the BL and OM groups, respectively. Silicone impressions were prepared from an ISO-standard metal mold, and CEREC Stone BC and New Fuji Rock IMP were used to create working models (n=20) in the BL and OM groups (n=10 per group), respectively. Individual inlays were designed in a conventional manner using designated software, and all restorations were prepared using CEREC inLab MC XL. These were assembled with the corresponding working models used for measurement, and the level of fit was examined by three-dimensional analysis based on micro-computed tomography. Significant differences in the marginal and internal cement thickness and adhesive gap spacing were found between the OM and BL groups. The full-color movie capture system appears to be a more optimal restoration system than the single-image capture system.

Congress requested the Department of Defense (DoD) to study the acquisition of flat panel displays (FPDs) for military applications with specific attention to tradeoffs made in acquiring 'consumer-grade displays' rather than 'FPD systems that are custom designed to meet military requirements.' The study addresses: life cycle cost and performance tradeoffs, environmental and performance requirements and test data on performance of both custom and consumer-grade FPDs, life cycle cost and support issues such as commonality, supportability, and availability, potential benefits of FPD system interface standards and open systems approaches. The study found that appropriately ruggedized consumer-grade FPDs can meet the environmental and performance requirements for a broad range of military applications, including shipboard, command and control, army ground vehicles, military transport aviation, and soldier-portable computer systems. Currently, ruggedized consumer-grade FPDs cannot meet the specifications for some highly stressful applications, particularly tactical cockpit avionics. Due to lack of comparable and available data, programs have reached different judgments about the environmental tolerance and optical performance of ruggedized consumer-grade FPDs. There appear to be few systematic assessments of display performance impact on mission effectiveness. FPD availability concerns pivot on (1) the potentially rapid obsolescence of commercial FPDs and (2) the economic viability of domestic custom FPD suppliers. Display integrators using commercial FPDs are working to establish long-term supply arrangements with foreign producers of displays, but it is unclear how responsive these relationships will be in the future. Some DoD display integrators using custom FPDs believe that until the FPD market matures and stabilizes, it would be imprudent for DoD to become dependent on foreign, commercial FPD producers. However, many of these integrators are also concerned about the financial health of domestically based custom FPD producers.

One of the propulsion concepts being investigated for future cruise missiles is advanced unducted propfans. To support the evaluation of this technology applied to the cruise missile, a joint DOD and NASA test project was conducted to design and then test the characteristics of the propfans on a 0.55-scale, cruise missile model in a NASA wind tunnel. The configuration selected for study is a counterrotating rearward swept propfan. The forward blade row, having six blades, rotates in a counterclockwise direction, and the aft blade row, having six blades, rotates in a clockwise direction, as viewed from aft of the test model. Figures show the overall cruise missile and propfan blade configurations. The objective of this test was to evaluate propfan performance and suitability as a viable propulsion option for next generation of cruise missiles. This paper details the concurrent computer aided design, engineering, and manufacturing of the carbon fiber/epoxy propfan blades as the NASA Lewis Research Center.

Pursuant to the Atomic Energy Act of 1954, as amended, and the Economy Act of 1932, the Department of Energy and its semi-autonomous National Nuclear Security Administration (NNSA) provide research and technical assistance to other Federal agencies on a reimbursable, full cost recovery basis through the Work for Others (WFO) program. For the vast majority of WFO technical projects, Department Federal officials furnish administrative project oversight while the actual detailed scientific or technical work is completed by the Department's 'management and operating' contractors. These contractors are awarded a special contract type specifically created under the Federal Acquisition Regulation to managemore » and operate Department sites and facilities, including sophisticated laboratories and technical centers, on a government-owned, contractor-operated basis. With annual expenditures exceeding $1 billion, the Department of Defense (DoD) is one of the Department's largest WFO customers. Work performed for DoD at the Department's national laboratories and other facilities includes highly technical research in areas such as nuclear weapons systems, counter-terrorism, and in-theater troop support. The National Defense Authorization Act for Fiscal Year (FY) 2009, required the Inspectors General of the DoD and the Department to review procurement methods to determine whether the Department complied with DoD procurement requirements and/or whether alternative procurement policies were in place. In response, we focused our review on projects performed by NNSA because it completes the vast majority (approximately $900 million in FY 2008) of the Department's work for DoD. As part of this effort, and, at the specific request of the DoD Office of Inspector General (DoD OIG), we identified the universe of WFO technical projects that received new funding in the fourth quarter of FY 2008 at NNSA sites. We independently reviewed a judgmental sample of 11 projects selected by the DoD OIG to meet the objectives of this audit. Our review revealed that NNSA managed DoD WFO technical projects in a manner consistent with requirements of the Atomic Energy Act of 1954, the Federal Acquisition Regulation, and the Department's implementing guidance, the Department of Energy Acquisition Regulation. Because of the very nature of the Department's management and operating contracting model, WFO projects may not be technically compliant with DoD procurement regulations in certain instances. We found that NNSA did not let new contracts or task orders for the DoD WFO technical projects we reviewed and instead managed them under its existing internal control process as part of its management and operating contract structure. In one instance, we noted that the Department had, at DoD's request, supplemented its control structure to incorporate specific DoD procurement requirements. Senior Department of Energy procurement officials acknowledged that neither the Department nor NNSA modified their existing prime contracts to incorporate specific defense procurement requirements because such modifications would be inappropriate, costly, and inefficient. In short, they informed us that the Department had developed and implemented a series of controls designed to monitor overall contractor performance, including WFO technical projects. Department and NNSA officials noted, however, that they were willing to incorporate DoD specific requirements into work orders should DoD request and fund such efforts. The computer aided collimation gamma camera is aimed at breaking down the resolution sensitivity trade-off of the conventional parallel hole collimator. It uses larger and longer holes, having an added linear movement at the acquisition sequence. A dedicated algorithm including shift and sum, deconvolution, parabolic filtering and rotation is described. Examples of reconstruction are given. This work shows that a simple and fast algorithm, based on a diagonal dominant approximation of the problem can be derived. Its gives a practical solution to the CACAO reconstruction problem.

This clinical report demonstrated the use of an implant-supported fixed dental prosthesis fabricated with a contemporary digital approach. The digital diagnostic data acquisition was completed with a digital diagnostic impression with an intraoral scanner and cone-beam computed tomography with a prefabricated universal radiographic template to design a virtual prosthetically driven implant surgical plan. A surgical template fabricated with computer-aided design and computer-aided manufacturing (CAD/CAM) was used to perform computer-guided implant surgery. The downsizing of the Department of Defense (DoD) and the associated reduction in budgets has re-emphasized the need for commonality, reuse, and standards with respect to the way DoD does business. DoD has implemented significant changes in how it buys weapon systems. The new emphasis is on concurrent engineering with Integrated Product and Process Development and collaboration with Integrated Product Teams. The new DoD vision includes Simulation Based Acquisition (SBA), a process supported by robust, collaborative use of simulation technology that is integrated across acquisition phases and programs. This paper discusses the Air Force Research Laboratory's efforts to use Modeling and Simulation (M&S) resources within a Collaborative Enterprise Environment to support SBA and other Collaborative Enterprise and Virtual Prototyping (CEVP) applications. The paper will discuss four technology areas: (1) a Processing Ontology that defines a hierarchically nested set of collaboration contexts needed to organize and support multi-disciplinary collaboration using M&S, (2) a partial taxonomy of intelligent agents needed to manage different M&S resource contributions to advancing the state of product development, (3) an agent- based process for interfacing disparate M&S resources into a CEVP framework, and (4) a Model-View-Control based approach to defining `a new way of doing business' for users of CEVP frameworks/systems.

The initiative described is a multi-year, multi-center technology development and flight demonstration program. The initiative features the further development of technologies in aircraft automation already being pursued at multiple NASA centers and Department of Defense (DoD) research and Development (R and D) facilities. The proposed initiative involves the development of technologies in intelligent systems, guidance, control, software development, airborne computing, navigation, communications, sensors, unmanned vehicles, and air traffic control. The paper deals with the comparison between a high-end marker-based acquisition system and a low-cost marker-less methodology for the assessment of the human posture during working tasks. The low-cost methodology is based on the use of a single Microsoft Kinect V1 device. The high-end acquisition system is the BTS SMART that requires the use of reflective markers to be placed on the subject's body. Three practical working activities involving object lifting and displacement have been investigated. The operational risk has been evaluated according to the lifting equation proposed by the American National Institute for Occupational Safety and Health. The results of the study show that the risk multipliers computed from the two acquisition methodologies are very close for all the analysed activities. In agreement to this outcome, the marker-less methodology based on the Microsoft Kinect V1 device seems very promising to promote the dissemination of computer-aided assessment of ergonomics while maintaining good accuracy and affordable costs. PRACTITIONER’S SUMMARY: The study is motivated by the increasing interest for on-site working ergonomics assessment. We compared a low-cost marker-less methodology with a high-end marker-based system. We tested them on three different working tasks, assessing the working risk of lifting loads. The two methodologies showed comparable precision in all the investigations.

A computer program was developed to aid ASSEMBLY language programmers of mini and micro computers in solving the man machine communications problems that exist when scaled integers are involved. In addition to producing displays of quasi-steady state values, INFORM provides an interactive mode for debugging programs, making program patches, and modifying the displays. Auxiliary routines SAMPLE and DATAO add dynamic data acquisition and high speed dynamic display capability to the program. Programming information and flow charts to aid in implementing INFORM on various machines together with descriptions of all supportive software are provided. Program modifications to satisfy the individual user's needs are considered.

The Department of Defense's (DoD) High Performance Computing Modernization Program (HPCMP) provides high performance computing to address the most significant challenges in computational resources, software application support and nationwide research and engineering networks. Today, the HPCMP has a critical role in ensuring the National Earth System Prediction Capability (N-ESPC) achieves initial operational status in 2019. A 2015 study commissioned by the HPCMP found that N-ESPC computational requirements will exceed interconnect bandwidth capacity due to the additional load from data assimilation and passing connecting data between ensemble codes. Memory bandwidth and I/O bandwidth will continue to be significant bottlenecks for the Navy's Hybrid Coordinate Ocean Model (HYCOM) scalability - by far the major driver of computing resource requirements in the N-ESPC. The study also found that few of the N-ESPC model developers have detailed plans to ensure their respective codes scale through 2024. Three HPCMP initiatives are designed to directly address and support these issues: Productivity Enhancement, Technology, Transfer and Training (PETTT), the HPCMP Applications Software Initiative (HASI), and Frontier Projects. PETTT supports code conversion by providing assistance, expertise and training in scalable and high-end computing architectures. HASI addresses the continuing need for modern application software that executes effectively and efficiently on next-generation high-performance computers. Frontier Projects enable research and development that could not be achieved using typical HPCMP resources by providing multi-disciplinary teams access to exceptional amounts of high performance computing resources. Finally, the Navy's DoD Supercomputing Resource Center (DSRC) currently operates a 6 Petabyte system, of which Naval Oceanography receives 15% of operational computational system use, or approximately 1 Petabyte of the processing capability. The DSRC will provide the DoD with future computing assets to initially operate the N-ESPC in 2019. This talk will further describe how DoD's HPCMP will ensure N-ESPC becomes operational, efficiently and effectively, using next-generation high performance computing.

A report discusses the technical background and design of the Navigator Global Positioning System (GPS) receiver -- . a radiation-hardened receiver intended for use aboard spacecraft. Navigator is capable of weak signal acquisition and tracking as well as much faster acquisition of strong or weak signals with no a priori knowledge or external aiding. Weak-signal acquisition and tracking enables GPS use in high Earth orbits (HEO), and fast acquisition allows for the receiver to remain without power until needed in any orbit. Signal acquisition and signal tracking are, respectively, the processes of finding and demodulating a signal. Acquisition is the more computationally difficult process. Previous GPS receivers employ the method of sequentially searching the two-dimensional signal parameter space (code phase and Doppler). Navigator exploits properties of the Fourier transform in a massively parallel search for the GPS signal. This method results in far faster acquisition times [in the lab, 12 GPS satellites have been acquired with no a priori knowledge in a Low-Earth-Orbit (LEO) scenario in less than one second]. Modeling has shown that Navigator will be capable of acquiring signals down to 25 dB-Hz, appropriate for HEO missions. Navigator is built using the radiation-hardened ColdFire microprocessor and housing the most computationally intense functions in dedicated field-programmable gate arrays. The high performance of the algorithm and of the receiver as a whole are made possible by optimizing computational efficiency and carefully weighing tradeoffs among the sampling rate, data format, and data-path bit width.

A computer-aided time-resolved electron paramagnetic resonance (EPR) spectrometer implemented under version 2.9 BSD Unix was developed by interfacing a Varian E-9 EPR spectrometer and a Biomation 805 waveform recorder to a PDP-11/23A minicomputer having MINC A/D and D/A capabilities. Special problems with real-time data acquisition in a multiuser, multitasking Unix environment, addressing of computer main memory for the control of hardware devices, and limitation of computer main memory were resolved, and their solutions are presented. The time-resolved EPR system and the data acquisition and analysis programs, written entirely in C, are described. Furthermore, the benefits of utilizing the Unix operating system and the C language are discussed, and system performance is illustrated with time-resolved EPR spectra of the reaction center cation in photosystem 1 of green plant photosynthesis.

A key element to improved industry productivity is effective management of CAD/CAM information. To stimulate advancements in this area, a joint NASA/Navy/Industry project designated Integrated Programs for Aerospace-Vehicle Design (IPAD) is underway with the goal of raising aerospace industry productivity through advancement of technology to integrate and manage information involved in the design and manufacturing process. The project complements traditional NASA/DOD research to develop aerospace design technology and the Air Force's Integrated Computer-Aided Manufacturing (ICAM) program to advance CAM technology. IPAD research is guided by an Industry Technical Advisory Board (ITAB) composed of over 100 repesentatives from aerospace and computer companies. The IPAD accomplishments to date in development of requirements and prototype software for various levels of company-wide CAD/CAM data management are summarized and plans for development of technology for management of distributed CAD/CAM data and information required to control future knowledge-based CAD/CAM systems are discussed.

This position paper summarizes the development and the present status of Department of Defense (DoD) and other government policies and guidances regarding cloud computing services. Due to the heterogeneous and growing biomedical big datasets, cloud computing services offer an opportunity to mitigate the associated storage and analysis requirements. Having on-demand network access to a shared pool of flexible computing resources creates a consolidated system that should reduce potential duplications of effort in military biomedical research. Interactive, online literature searches were performed with Google, at the Defense Technical Information Center, and at two National Institutes of Health research portfolio information sites. References cited within some of the collected documents also served as literature resources. We gathered, selected, and reviewed DoD and other government cloud computing policies and guidances published from 2009 to 2017. These policies were intended to consolidate computer resources within the government and reduce costs by decreasing the number of federal data centers and by migrating electronic data to cloud systems. Initial White House Office of Management and Budget information technology guidelines were developed for cloud usage, followed by policies and other documents from the DoD, the Defense Health Agency, and the Armed Services. Security standards from the National Institute of Standards and Technology, the Government Services Administration, the DoD, and the Army were also developed. Government Services Administration and DoD Inspectors General monitored cloud usage by the DoD. A 2016 Government Accountability Office report characterized cloud computing as being economical, flexible and fast. A congressionally mandated independent study reported that the DoD was active in offering a wide selection of commercial cloud services in addition to its milCloud system. Our findings from the Department of Health and Human Services indicated that the security infrastructure in cloud services may be more compliant with the Health Insurance Portability and Accountability Act of 1996 regulations than traditional methods. To gauge the DoD's adoption of cloud technologies proposed metrics included cost factors, ease of use, automation, availability, accessibility, security, and policy compliance. Since 2009, plans and policies were developed for the use of cloud technology to help consolidate and reduce the number of data centers which were expected to reduce costs, improve environmental factors, enhance information technology security, and maintain mission support for service members. Cloud technologies were also expected to improve employee efficiency and productivity. Federal cloud computing policies within the last decade also offered increased opportunities to advance military healthcare. It was assumed that these opportunities would benefit consumers of healthcare and health science data by allowing more access to centralized cloud computer facilities to store, analyze, search and share relevant data, to enhance standardization, and to reduce potential duplications of effort. We recommend that cloud computing be considered by DoD biomedical researchers for increasing connectivity, presumably by facilitating communications and data sharing, among the various intra- and extramural laboratories. We also recommend that policies and other guidances be updated to include developing additional metrics that will help stakeholders evaluate the above mentioned assumptions and expectations.
