EPA conducted a peer review of the scientific basis supporting the human health hazard and dose-response assessment of tetrachloroethylene that will appear on the Integrated Risk Information System (IRIS) database. Peer review is meant to ensure that science is used credibly and appropriately in derivation of the toxicological characterization and dose-response assessments. This draft health assessment addresses both non-cancer and cancer human health effects that may result from chronic exposure to tetrachloroethylene (also called Perchloroethylene or Perc) . This is an update of an existing assessment posted on IRIS in 1988. This draft Toxicological Review includes a chronic Reference Concentration (RfC) and carcinogenicity assessment, which are not currently available on IRIS, as well as an update of the 1988 IRIS Reference Dose (RfD). Tetrachloroethylene is a chemical solvent that is widely used for dry cleaning of fabrics, metal degreasing, and in making some consumer products and other chemicals.

This study was performed to establish a conceptual design and cost evaluation of an advanced technology mechanical draft wet/dry and natural draft dry cooling systems for large electric power plants using a high performance integral fin-tube heat transfer surface. This study was part of an overall DOE program to develop and demonstrate advanced concept cooling systems for large electric power plants. In 2011, the U.S. Department of the Interior Southeast Climate Science Center (CSC) finalized the first draft of its goals for research needed to address the needs of natural and cultural partners for climate science in the Southeastern United States. The science themes described in this draft plan were established to address the information needs of ecoregion conservation partnerships, such as the Landscape Conservation Cooperatives (LCCs) and other regional conservation-science and resource-management partners. These themes were developed using priorities defined by partners and stakeholders in the Southeast and on a large-scale, multidisciplinary project-the Southeast Regional Assessment Project (SERAP)-developed in concert with those partners. Science products developed under these themes will provide models of potential future conditions, assessments of likely impacts, and tools that can be used to inform the conservation management decisions of LCCs and other partners. This information will be critical as managers try to anticipate and adapt to climate change. Resource managers in the Southeast are requesting this type of information, in many cases as a result of observed climate change effects. The Southeast CSC draft science plan identifies six science themes and frames the activities (tasks, with examples of recommended near-term work for each task included herein) related to each theme that are needed to achieve the objectives of the Southeast CSC.

Leveraging Current Initiatives to Bring Earth and Space Science into Elementary and Early Childhood Classrooms: NGSS in the Context of the Classroom Technology Push

Classroom teachers face many challenges today such as new standards, the moving targets of high stakes tests and teacher evaluations, inconsistent/insufficient access to resources and evolving education policies. Science education in the K-5 context is even more complex. NGSS can be intimidating, especially to K-5 educators with little science background. High stakes science tests are slow to catch up with newly drafted state level science standards, leaving teachers unsure about what to change and when to implement updated standards. Amid all this change, many schools are also piloting new technology programs. Though exciting, tech initiatives can also be overwhelming to teachers who are already overburdened. A practical way to support teachers in science while remaining mindful of these stressors is to design and share resources that leverage other K-5 school initiatives. This is often done by integrating writing or math into science learning to meet Common Core requirements. This presentation will suggest a method for bringing Earth and space science learning into elementary / early childhood classrooms by utilizing the current push for tablet technology. The goal is to make science integration reasonable by linking it to technology programs that are in their early stages. The roles and uses of K-5 Earth and space science apps will be examined in this presentation. These apps will be linked to NGSS standards as well as to the science and engineering practices. To complement the app resources, two support frameworks will also be shared. They are designed to help educators consider new technologies in the context of their own classrooms and lessons. The SAMR Model (Puentadura, 2012) is a conceptual framework that helps teachers think critically about the means and purposes of integrating technology into existing lessons. A practical framework created by the author will also be shared. It is designed to help teachers identify and address the important logistical and curricular decision-making aspects of integrating technology into K-5 classroom science. This method provides clear applications for new technology while also bringing meaningful Earth and space science learning into K-5 classrooms.

Reproducibility and transparency in scientific reporting is paramount to advancing science and providing the foundation required for sound regulation. Recent examples demonstrate that pivotal scientific findings cannot be replicated, due to poor documentation or methodological bias, sparking debate across scientific and regulatory communities. However, there is general agreement that improvements in communicating and documenting research and risk assessment methods are needed. In the case of formaldehyde, the peer-review conducted by a National Academy of Sciences (NAS) Committee questioned the approaches used by the Integrated Risk Information System (IRIS) in developing draft unit risk values. Using the original data from the key study (Beane Freeman et al., 2009) and documentation provided in the draft IRIS profile, we attempted to duplicate the reported inhalation unit risk values and address the NAS Committee's questions regarding application of the appropriate dose-response model. Overall, documentation of the methods lacked sufficient detail to allow for replication of the unit risk estimates, specifically for Hodgkin lymphoma and leukemias, the key systemic endpoints selected by IRIS. The lack of apparent exposure-response relationships for selected endpoints raises the question whether quantitative analyses are appropriate for these endpoints, and if so, how results are to be interpreted. The Consortium for International Earth Science Information Network (CIESIN) was founded in 1989 as a non-profit corporation dedicated to facilitating access to, use and understanding of global change information worldwide. The Consortium was created to cooperate and coordinate with organizations and researchers throughout the global change community to further access the most advanced technology, the latest scientific research, and the best information available for critical environmental decision making. CIESIN study efforts are guided by Congressional mandates to 'convene key present and potential users to assess the need for investment in integration of earth science information,' to 'outline the desirable pattern of interaction with the scientific and policy community,' and to 'develop recommendations and draft plans to achieve the appropriate level of effort in the use of earth science data for research and public policy purposes.' In addition, CIESIN is tasked by NASA to develop a data center that would extend the benefits of Earth Observing System (EOS) to the users of global change information related to human dimensions issues. For FY 1991, CIESIN focused on two main objectives. The first addressed the identification of information needs of global change research and non-research user groups worldwide. The second focused on an evaluation of the most efficient mechanisms for making this information available in usable forms.

The Medical Education Task Force of the Task Force on Vital Pathways for Hospital Librarians reviewed current and future roles of health sciences librarians in medical education at the graduate and undergraduate levels and worked with national organizations to integrate library services, education, and staff into the requirements for training medical students and residents. Standards for medical education accreditation programs were studied, and a literature search was conducted on the topic of the role of the health sciences librarian in medical education. Expectations for library and information services in current standards were documented, and a draft standard prepared. A comprehensive bibliography on the role of the health sciences librarian in medical education was completed, and an analysis of the services provided by health sciences librarians was created. An essential role and responsibility of the health sciences librarian will be to provide the health care professional with the skills needed to access, manage, and use library and information resources effectively. Validation and recognition of the health sciences librarian's contributions to medical education by accrediting agencies will be critical. The opportunity lies in health sciences librarians embracing the diverse roles that can be served in this vital activity, regardless of accrediting agency mandates.

The National Academies are working with several other groups to develop new National Science Education Standards, with the intention that they will be adopted by all states. It is critical that the science education community uses these new standards when planning teacher professional development and understands the potential implementation challenges. As a first step in developing these new standards, the National Research Council (NRC) recently published a draft Framework for Science Education. This framework describes the major scientific ideas and practices that all students should be familiar with by the end of high school. Following recommendations from the NRC Report "Taking Science to School” (NRC, 2007), it emphasizes the importance of integrating science practices with the learning of science content. These same recommendations influenced the recently revised New Jersey Science Education Standards. Thus, the revised New Jersey standards can be valuable as a case study for curriculum developers and professional development providers. While collaborating with the New Jersey Department of Education on the development of these revised science standards, we identified two critical needs for successful implementation. First, we found that many currently used science activities must be adapted to meet the revised standards and that new activities must be developed. Second, teacher professional development is needed to model the integration of science practices with the learning of science content. With support from the National Space Grant Foundation we developed a week-long Astronomy Institute, which was presented in the summers of 2009 and 2010. We will briefly describe our professional development model and how it helped teachers to bridge the gap between the standards and their current classroom practice. We will provide examples of astronomy activities that were either adapted or developed to meet the new standards. Finally, we will briefly discuss the evaluation results.

The Fusion Education Program, with continued support from DOE, has strengthened its interactions with educators in promoting pre-college science education for students. Projects aggressively pursued this year include an on-site, college credited, laboratory-based 10-day educator workshop on plasma and fusion science; completion of `Starpower', a fusion power plant simulation on interactive CD; expansion of scientist visits to classrooms; broadened participation in an internet-based science olympiad; and enhancements to the tours of the DIII-D Facility. In the workshop, twelve teachers used bench top devices to explore basic plasma physics. Also included were radiation experiments, computer aided drafting, techniques to integrate fusion science and technology in the classroom, and visits to a University Physics lab and the San Diego Supercomputer Center. Our ``Scientist in a Classroom'' program reached more than 2200 students at 20 schools. Our `Starpower' CD allows a range of interactive learning from the effects of electric and magnetic fields on charged particles to operation of a Tokamak-based power plant. Continuing tours of the DIII-D facility were attended by more than 800 students this past year.

Scientists and researchers, those often in oversight positions and often control of the purse strings, have historically not been kind to the Earth Systems Science (ESS) discipline. This is puzzling to those of us who are ESS educators because we know that to appreciate how our planet works it is necessary to integrate and apply all the disciplines of science. With our amazing technologies and the increasing demands of a growing population we are dramatically changing our home planet. Perhaps a crisis? As the last century ended we found ESS in the same minor league position it was in when the 20th Century started. During the review period of what was to become the National Science Education Standards (NSES) draft after draft, no matter what color the cover was, seemed to ignore, omit, or severely limit ESS topics in meteorology and oceanography. Once published the NSES became the basis for the science standards in many states with what many said were critical gaps. In the years following 1996 different groups have worked to correct the omissions they found by developing guides...Ocean Literacy: Essential Principles of Ocean Science K-12 and Climate Literacy: The Essential Principals of Climate Science. An observer on the side might have considered each effort one of lobbying to get attention, funding and materials. Each effort was clearly interested in making an impact where it mattered...in the classroom. Now our Opportunity! The NAS process for developing "A Framework for K-12 Science Education" presented ESS educators with a real opportunity and we can proudly say we made our voices heard. And while there is great enthusiasm for the framework and the Chapter 7 Earth and Space we face critically important work to bring real Earth Space Science Education into the K-12 classroom. The possibility of the standards to be developed from the Framework becoming Common Core for the majority of states following the course of ELA and mathematics requires that those who previously guarded their territory collaborate.

Professional behavior is first learned at the university. One of the necessary considerations in maintaining the professional environment of the university is establishing a set of codes for the behavior of physicians and medical students. This paper describes the process of developing the professional code of conduct in Tehran University of Medical Sciences, Tehran, Iran. A review of Iranian and international literature was performed to develop the first draft of the guideline. In sessions of group discussion by the authors, the articles of the draft were evaluated for relevancy, clarity, and lack of repetition. The draft was sent for evaluation to all participants, including the medical faculty members, residents, and medical students, four times and necessary corrections were made according to the comments received. The final guideline included 76 behavior codes in 6 categories, including altruism, honor and integrity, responsibility, respect, justice, and excellence. The codes of the guideline cover the physicians' commitments in the physician-patient, physician-colleague, and instructor-student relationships in order to improve the quality of the services. The Islamic and Iranian culture were taken into consideration in developing the guideline. Accordance with the administrative and educational conditions of the universities was ensured in developing the guideline and its acceptance was ensured through extensive surveys. Thus, it is expected that this guideline will be very effective in enhancing professional commitment in medical universities.

This presentation introduces a draft plan for characterizing commercial data products for Earth science research. The general approach to the commercial product verification and validation includes focused selection of a readily available commercial remote sensing products that support Earth science research. Ongoing product verification and characterization will question whether the product meets specifications and will examine its fundamental properties, potential and limitations. Validation will encourage product evaluation for specific science research and applications. Specific commercial products included in the characterization plan include high-spatial-resolution multispectral (HSMS) imagery and LIDAR data products. Future efforts in this process will include briefing NASA headquarters and modifying plans based on feedback, increased engagement with the science community and refinement of details, coordination with commercial vendors and The Joint Agency Commercial Imagery Evaluation (JACIE) for HSMS satellite acquisitions, acquiring waveform LIDAR data and performing verification and validation.

Open data plays an important role in facilitating scientific progress and developing sound public policies. However, sometimes important scientific initiatives can be subverted by those seeking to politicize science and attack scientists. There is a critical distinction between data openness, and forcing scientists to live in a fishbowl by demanding disclosure of traditionally confidential materials, such as peer review correspondence or preliminary drafts. The former is intended to promote scientific advances (which may well involve criticisms and disagreements), while the latter is an attempt to chill and disrupt research. Agenda-driven groups have sought to obtain scientists' private emails, preliminary drafts, and peer critiques - which may include technical jargon and "what if" debates that can easily be taken out of context - in an effort to intimidate researchers and disrupt their work. Fostering true transparency requires an understanding of what should be shared to advance scientific research, including disclosing information that might expose potential biases (such as funding information), while also protecting the candid debate, open collaboration, and academic freedom that is integral to the scientific process.

Objectives: The Medical Education Task Force of the Task Force on Vital Pathways for Hospital Librarians reviewed current and future roles of health sciences librarians in medical education at the graduate and undergraduate levels and worked with national organizations to integrate library services, education, and staff into the requirements for training medical students and residents. Methods: Standards for medical education accreditation programs were studied, and a literature search was conducted on the topic of the role of the health sciences librarian in medical education. Results: Expectations for library and information services in current standards were documented, and a draft standard prepared. A comprehensive bibliography on the role of the health sciences librarian in medical education was completed, and an analysis of the services provided by health sciences librarians was created. Conclusion: An essential role and responsibility of the health sciences librarian will be to provide the health care professional with the skills needed to access, manage, and use library and information resources effectively. Validation and recognition of the health sciences librarian's contributions to medical education by accrediting agencies will be critical. The opportunity lies in health sciences librarians embracing the diverse roles that can be served in this vital activity, regardless of accrediting agency mandates. PMID:19851492

Nowadays, improvement of thinking skills of students is one of the universally supported aims in the majority of medical schools. This study aims to design longitudinal theme of reasoning, problem-solving and decision-making into the undergraduate medical curriculum at Tehran University of Medical Sciences (TUMS). A participatory approach was applied to design the curriculum during 2009-2011. The project was conducted by the contribution of representatives of both basic and clinical faculty members, students and graduates at Tehran University of Medical Sciences. The first step toward integrating cognitive skills into the curriculum was to assemble a taskforce of different faculty and students, including a wide variety of fields with multidisciplinary expertise using nonprobability sampling and the snowball method. Several meetings with the contribution of experts and some medical students were held to generate the draft of expected outcomes. Subsequently, the taskforce also determined what content would fit best into each phase of the program and what teaching and assessment methods would be more appropriate for each outcome. After a pilot curriculum with a small group of second-year medical students, we implemented this program for all first-year students since 2011 at TUMS. Based on findings, the teaching of four areas, including scientific and critical thinking skills (Basic sciences), problem-solving and reasoning (Pathophysiology), evidence-based medicine (Clerkship), and clinical decision-making (Internship) were considered in the form of a longitudinal theme. The results of this study could be utilized as a useful pattern for integration of psycho-social subjects into the medical curriculum.

These are intense times at the convergence between science and public policy. Because issues like climate change, stem cell research and environmental protection are being contested in choppy political water, political interests are being deployed to challenge science and researchers, and also to generate pseudo- scientific claims made in the interest of particular policy ends. In a number of cases reported in Science, administration officials have silenced their own employees, or withheld data selectively from draft reports. Added to that challenge to integrity, there is a new statutory environment that adds some complexity of its own. Beginning with the Data Quality Act, more familiarly the "Shelby Amendment," research results with significant economic impacts through regulation are now available through the Freedom of Information Act. Its successor, the Data Quality Act -- which opens a route of challenge to information released by government or gathered by others and used in advice or regulation has exposed scientists not only to having their primary data reanalyzed for the purposes of others, but to charges of research misconduct. These influences have made journal peer review more challenging in several ways, and I will outline some case examples.

NASA's Airborne Astronomy Ambassadors (AAA) is a three-part professional development (PD) program for high school physics and astronomy teachers. The AAA experience consists of: (1) blended-learning professional development composed of webinars, asynchronous content learning, and a series of hands-on workshops (2) a STEM immersion experience at NASA Armstrong Flight Research Center's B703 science research aircraft facility in Palmdale, California, and (3) ongoing participation in the AAA community of practice (CoP) connecting participants with astrophysics and planetary science Subject Matter Experts (SMEs). The SETI Institute (SI) is partnering with school districts in Santa Clara and Los Angeles Counties during the AAA program's "incubation" period, calendar years 2016 through 2018. AAAs will be selected by the school districts based on criteria developed during spring 2016 focus group meetings led by the program's external evaluator, WestEd.. Teachers with 3+ years teaching experience who are assigned to teach at least 2 sections in any combination of the high school courses Physics (non-AP), Physics of the Universe (California integrated model), Astronomy, or Earth & Space Sciences are eligible. Partner districts will select at least 48 eligible applicants with SI oversight. WestEd will randomly assign selected AAAs to group A or group B. Group A will complete PD in January - June of 2017 and then participate in SOFIA science flights during fall 2017 (SOFIA Cycle 5). Group B will act as a control during the 2017-18 school year. Group B will then complete PD in January - June of 2018 and participate in SOFIA science flights in fall 2018 (Cycle 6). Under the current plan, opportunities for additional districts to seek AAA partnerships with SI will be offered in 2018 or 2019. A nominal two-week AAA curriculum component will be developed by SI for classroom delivery that will be aligned with selected California Draft Science Framework Disciplinary Core Ideas, Crosscutting Concepts, and Science and Engineering Practices. (The California Draft Framework in turn is aligned with NGSS). The AAA program will demonstrate student gains in standards-based student learning, measure changes in student attitudes towards STEM, and observe & record Ambassadors' implementation of curricular changes.

Nanotechnology is the science of manipulating materials at the atomic and molecular level to develop new or enhanced materials and products. In December 2004, EPA’s Science Policy Council created a cross-Agency workgroup to identify and describe the issues EPA must address to ensure protection of human health and the environment as this new technology is developed. The draft white paper on nanotechnology is the product of the workgroup. The draft white paper describes the technology, and provides a discussion of the potential environmental benefits of nanotechnology and its applications that can foster sustainable use of resources. Risk management issues and the Agency’s statutory mandates are outlined, followed by an extensive discussion of risk assessment issues. The paper identifies research needs for both environmental applications and implications of nanotechnology and concludes with recommendations on next steps for addressing science policy issues and research needs. Supplemental information is provided in a number of appendices. The Agency will use the white paper to address research needs and risk assessment issues concerning nanotechnology. The draft white paper will undergo independent expert review, which will be conducted in the February time frame. On February 19, 2010, the draft IRIS Toxicological Review of Inorganic Arsenic (Cancer) external review draft document and the charge to external peer reviewers were released for public review and comment. The draft document and the charge to external peer reviewers were reviewed internally by EPA and by other federal agencies and White House Offices before public release. In the new IRIS process, introduced by the EPA Administrator, all written comments on IRIS assessments submitted by other federal agencies and White House Offices will be made publicly available. Accordingly, interagency comments and the interagency science consultation draft of the Toxicological Review of Inorganic Arsenic and the charge to external peer reviewers are posted on this site. This draft IRIS health assessment addresses only cancer human health effects that may result from chronic exposure to this chemical. An assessment of noncancer health effects of inorganic arsenic will be released for external peer review and public comment at a later date.

This draft ISA document represents a concise synthesis and evaluation of the most policy-relevant science and will ultimately provide the scientific bases for EPA’s decision on retaining or revising the current secondary standards for NO2, SO2, PM 2.5 and PM 10 since the prior release of the assessment. The intent of the ISA, according to the CAA, is to “accurately reflect the latest scientific knowledge expected from the presence of [a] pollutant in ambient air” (U.S. Code, 1970a, 1970b). It includes scientific research from atmospheric sciences, exposure and deposition, biogeochemistry, hydrology, soil science, marine science, plant physiology, animal physiology, and ecology conducted at multiple scales (e.g., population, community, ecosystem, landscape levels). This report of the Integrated Program Planning Activity (IPPA) has been prepared in response to a recommendation by the Secretary of Energy Advisory Board that, ''Given the complex nature of the fusion effort, an integrated program planning process is an absolute necessity.'' We, therefore, undertook this activity in order to integrate the various elements of the program, to improve communication and performance accountability across the program, and to show the inter-connectedness and inter-dependency of the diverse parts of the national fusion energy sciences program. This report is based on the September 1999 Fusion Energy Sciences Advisory Committee's (FESAC) report ''Prioritiesmore » and Balance within the Fusion Energy Sciences Program''. In its December 5,2000, letter to the Director of the Office of Science, the FESAC has reaffirmed the validity of the September 1999 report and stated that the IPPA presents a framework and process to guide the achievement of the 5-year goals listed in the 1999 report. The National Research Council's (NRC) Fusion Assessment Committee draft final report ''An Assessment of the Department of Energy's Office of Fusion Energy Sciences Program'', reviewing the quality of the science in the program, was made available after the IPPA report had been completed. The IPPA report is, nevertheless, consistent with the recommendations in the NRC report. In addition to program goals and the related 5-year, 10-year, and 15-year objectives, this report elaborates on the scientific issues associated with each of these objectives. The report also makes clear the relationships among the various program elements, and cites these relationships as the reason why integrated program planning is essential. In particular, while focusing on the science conducted by the program, the report addresses the important balances between the science and energy goals of the program, between the MFE and IFE approaches, and between the domestic and international aspects of the program. The report also outlines a process for establishing a database for the fusion research program that will indicate how each research element fits into the overall program. This database will also include near-term milestones associated with each research element, and will facilitate assessments of the balance within the program at different levels. The Office of Fusion Energy Sciences plans to begin assembling and using the database in the Spring of 2001 as we receive proposals from our laboratories and begin to prepare our budget proposal for Fiscal Year 2003.« less

Civilian and common law judges differ substantially in their approach to the resolution of issues concerning bioethics and health sciences. Whereas the civilian judge will first take into account the legislative source, his common law counterpart will most probably first look at judicial precedents for guidance. In both systems, however, the legislative drafting technique differs substantially and has a direct impact on judicial interpretation of the law. Both systems also differ in the way that judicial decisions are drafted and rendered. In the common law tradition, judges draft their own opinion, leaving the possibility of dissent which, in turn, helps to better illustrate contentious issues and may have an influence on social awareness of difficult problems. Finally, in bioethics, legislation should be preferred if only for a question of social legitimacy, since decisions are then taken by elected representatives. However, this type of legislation should be subject to periodical review to better adapt its rules to the evolution of science and society.

UPDATE EPA is currently revising its Integrated Risk Information System (IRIS) assessment of formaldehyde to address the 2011 NAS peer review recommendations. This assessment addresses both noncancer and cancer human health effects that are relevant to assessing the risks from chronic inhalation exposure to formaldehyde. To facilitate discussion of several scientific issues pertinent to the assessment, EPA convened a state-of-the-science workshop on April 30 and May 1, 2014. This workshop focused on the following three themes: Evidence pertaining to the influence of formaldehyde that is produced endogenously (by the body during normal biological processes) on the toxicity of inhaled formaldehyde, and implications for the health assessment; Mechanistic evidence relevant to formaldehyde inhalation exposure and lymphohematopoietic cancers (leukemia and lymphomas); and Epidemiological research examining the potential association between formaldehyde exposure and lymphohematopoietic cancers (leukemia and lymphomas). Almond witches'-broom (AlmWB), a devastating disease of almond, peach and nectarine in Lebanon, is associated with 'Candidatus Phytoplasma phoenicium'. In the present study, we generated a draft genome sequence of 'Ca. P. phoenicium' strain SA213, representative of phytoplasma strain populations from different host plants, and determined the genetic diversity among phytoplasma strain populations by phylogenetic analyses of 16S rRNA, groEL, tufB and inmp gene sequences. Sequence-based typing and phylogenetic analysis of the gene inmp, coding an integral membrane protein, distinguished AlmWB-associated phytoplasma strains originating from diverse host plants, whereas their 16S rRNA, tufB and groEL genes shared 100 % sequence identity. Moreover, dN/dS analysis indicated positive selection acting on inmp gene. Additionally, the analysis of 'Ca. P. phoenicium' draft genome revealed the presence of integral membrane proteins and effector-like proteins and potential candidates for interaction with hosts. One of the integral membrane proteins was predicted as BI-1, an inhibitor of apoptosis-promoting Bax factor. Bioinformatics analyses revealed the presence of putative BI-1 in draft and complete genomes of other 'Ca. Phytoplasma' species. The genetic diversity within 'Ca. P. phoenicium' strain populations in Lebanon suggested that AlmWB disease could be associated with phytoplasma strains derived from the adaptation of an original strain to diverse hosts. Moreover, the identification of a putative inhibitor of apoptosis-promoting Bax factor (BI-1) in 'Ca. P. phoenicium' draft genome and within genomes of other 'Ca. Phytoplasma' species suggested its potential role as a phytoplasma fitness-increasing factor by modification of the host-defense response.

The Next Generation Science Standards (NGSS) are a step forward in ensuring that future generations of students become scientifically literate. The NGSS document builds from the National Science Education Standards (1996) and the National Assessment of Educational Progress (NAEP) science framework of 2005. Design teams for the Curriculum Framework for K-12 Science Education were to outline the essential content necessary for students' science literacy, considering the foundational knowledge and the structure of each discipline in the context of learning progressions. Once draft standards were developed, two issues emerged from their review: (a) the continual need to prune 'cherished ideas' within the content, such that only essential ideas were represented, and (b) the potential for prior conceptions of Science & Engineering Practices (SEP) and cross-cutting concepts (CCC) to limit overly constrain performance expectations. With the release of the NGSS, several challenges are emerging for geoscience education. First, the traditional emphasis of Earth science in middle school has been augmented by new standards for high school that require major syntheses of concepts. Second, the integration of SEPs into performance expectations places an increased burden on teachers and curriculum developers to organize instruction around the nature of inquiry in the geosciences. Third, work is needed to define CCCs in Earth contexts, such that the unique structure of the geosciences is best represented. To ensure that the Earth & Space Science standards are implemented through grade 12, two supporting structures must be developed. In the past, many curricular materials claimed that they adhered to the NSES, but in some cases this match was a simple word match or checklist that bore only superficial resemblance to the standards. The structure of the performance expectations is of sufficient sophistication to ensure that adherence to the standards more than a casual exercise. Claims of match must be supported not just by disciplinary core ideas, but also by SEPs and CCCs. Such a structured approach to Earth science instruction also requires specialized approaches to teacher preparation and professional development. Many teachers of Earth science are underprepared, and an examination of how Earth science teachers are prepared and supported to use to new curricular materials is also warranted. This presentation will (a) compare the structure of the NGSS and NSES for Earth & Space Science, (b) discuss the review of the NGSS drafts with respect to the intent of the Curriculum Framework, (c) provide definition to the particular challenges to instruction offered by the NGSS beyond prior instructional experience, and (d) define and reinforce concepts of what it means for curricula, instructional materials, and teacher preparation and professional development to be considered 'aligned' with the NGSS.

In response to the call of BIO2010 for integrating quantitative skills into undergraduate biology education, 30 Howard Hughes Medical Institute (HHMI) Program Directors at the 2006 HHMI Program Directors Meeting established a consortium to investigate, implement, develop, and disseminate best practices resulting from the integration of math and biology. With the assistance of an HHMI-funded mini-grant, led by Karl Joplin of East Tennessee State University, and support in institutional HHMI grants at Emory and University of Delaware, these institutions held a series of summer institutes and workshops to document progress toward and address the challenges of implementing a more quantitative approach to undergraduate biology education. This report summarizes the results of the four summer institutes (2007–2010). The group developed four draft white papers, a wiki site, and a listserv. One major outcome of these meetings is this issue of CBE—Life Sciences Education, which resulted from proposals at our 2008 meeting and a January 2009 planning session. Trans- and Interdisciplinarity in K-14 Climate Change Education: Trends Emerging from Recent Reports by the National Research Council

A recent report by the National Research Council placed climate change or climate science education deeply into the curriculum of K-12 science education in the US (A Framework for K-12 Science Education). The NRC Framework is currently being translated into the Next Generation Science Standards (NGSS), an effort by 26 states, representing 57% of the US school-aged population, under the leadership of the educational nonprofit Achieve. A first draft version of the NGSS was made available to public audiences in June of 2012, and a revised draft will be available for a second round of reviews in later November of 2012; the final version of the NGSS which will likely feature climate change and climate science as part of Earth Systems Science, but also embedded in other areas of the science curriculum, is expected to be released in the spring of 2013. It has already become apparent, though, that successful implementation of the new standards down into effective classroom-based instruction will require a deep analysis of current and likely future barriers and opportunities for engaging K-14 students in climate change education. A recently released report on an NRC workshop conducted in 2011 summarizes these discussions (Climate Change Education in Formal Settings, K-14: A Workshop Summary). The proceedings of the workshop highlight the need to think in trans- or interdisciplinary ways about educating children in primary, secondary and early post-secondary education. This report builds on a 2010 workshop that addressed how to best reach general audiences on the issue of climate change education, particularly if the desired outcome is seen as building adaptive capacity in children and adults alike. This workshop was summarized in a report entitled Climate Change Education: Goals, Audiences, and Strategies. Opportunities for engaging students in trans- or interdisciplinary exploration of climate science or climate change-related topics, while available to K-12 students, abound in undergraduate education and informal learning. This presentation will feature a variety of cases in which climate is being addressed this way, and discuss principles that one can extract from such diverse examples as an integrated undergraduate minor; a youth-oriented show and related activities for schools provided by an educational non-profit; Green Schools and other specialty initiatives at the K-12 level that integrate education around climate and energy challenges, or programs in nature and science centers that address climate issues from a stewardship perspective, addressing actions children can take as part of the educational activities themselves. Principles that have guided various successful efforts to implement trans-and interdisciplinary climate education include orientation towards local and community action; relevance to learners; commitment by leadership and staff; institutional and organizational freedom to experiment and cooperate; opportunities to explore underlying natural and social science phenomena through hands-on and active learning; and commitment to excellence and scientific "truth". The session will close with a reflection on the merits of infusing climate change throughout the learning trajectory of a child, adolescent or young adult.

The TFA uses a systematic process for developing its annual program that draws from the tanks science and technology development needs expressed by the five DOE tank waste sites. TFA's annual program development process is iterative and involves the following steps: Collection of site needs; Needs analysis; Development of technical responses and initial prioritization; Refinement of the program for the next fiscal year; Formulation of the Corporate Review Budget (CRB); Preparation of Program Execution Guidance (PEG) for the next FY Revision of the Multiyear Program Plan (MYPP). The TFA received site needs in October - December 2000. A total of 170 site needs were received, an increase of 30 over the previous year. The needs were analyzed and integrated, where appropriate. Draft technical responses were prepared and provided to the TFA Site Representatives and the TFA User Steering Group (USG) for their review and comment. What U.S. Geological Survey (USGS) programs use citizen science? How can projects be best designed while meeting policy requirements? What are the most effective volunteer recruitment methods? What data should be collected to ensure validation and how should data be stored? What standard protocols are most easily used by volunteers? Can data from multiple projects be integrated to support new research or existing science questions? To help answer these and other questions, the USGS Community of Data Integration (CDI) supported the development of the Citizen Science Working Group (CSWG) in August 2011 and funded the working group’s proposal to hold a USGS Citizen Science Workshop in fiscal year 2012. The stated goals for our workshop were: raise awareness of programs and projects in the USGS that incorporate citizen science, create a community of practice for the sharing of knowledge and experiences, provide a forum to discuss the challenges of—and opportunities for—incorporating citizen science into USGS projects, and educate and support scientists and managers whose projects may benefit from public participation in science.To meet these goals, the workshop brought together 50 attendees (see appendix A for participant details) representing the USGS, partners, and external citizen science practitioners from diverse backgrounds (including scientists, managers, project coordinators, and technical developers, for example) to discuss these topics at the Denver Federal Center in Colorado on September 11–12, 2012. Over two and a half days, attendees participated in four major plenary sessions (Citizen Science Policy and Challenges, Engaging the Public in Scientific Research, Data Collection and Management, and Technology and Tools) comprised of 25 invited presentations and followed by structured discussions for each session designed to address both prepared and ad hoc "big questions." A number of important community support and infrastructure needs were identified from the sessions and discussions, and a subteam was formed to draft a strategic vision statement to guide and prioritize future USGS efforts to support the citizen science community. Attendees also brainstormed proposal ideas for the fiscal year 2013 CDI request for proposals: one possible venue to support the execution of the vision.

This study aimed to explore barriers to and enablers for future implementation of a draft clinical pathway for anxiety and depression in cancer patients in the Australian context. Health professionals reviewed a draft clinical pathway and participated in qualitative interviews about the delivery of psychosocial care in their setting, individual components of the draft pathway, and barriers and enablers for its future implementation. Five interrelated themes were identified: ownership; resources and responsibility; education and training; patient reluctance; and integration with health services beyond oncology. The five themes were perceived as both barriers and enablers and provide a basis for an implementation plan that includes strategies to overcome barriers. The next steps are to design and deliver the clinical pathway with specific implementation strategies that address team ownership, endorsement by leaders, education and training modules designed for health professionals and patients and identify ways to integrate the pathway into existing cancer services.

Developing young adults' representational competence through infographic-based science news reporting

This study presents descriptive analysis of young adults' use of multiple representations in the context of science news reporting. Across one semester, 71 high school students, in a socioeconomically diverse suburban secondary school in Midwestern United States, participated in activities of researching science topics of their choice and producing infographic-based science news for possible online publication. An external editor reviewed their draft infographics and provided comments for subsequent revision. Students also provided peer feedback to the draft version of infographics using an online commentary tool. We analysed the nature of representations students used as well as the comments from peer and the editor feedback. Results showed both students' capabilities and challenges in learning with representations in this context. Students frequently rely on using certain kinds of representations that are depictive in nature, and supporting their progress towards using more abstract representations requires special attention and identifying learning gaps. Results also showed that students were able to determine representational adequacy in the context of providing peer feedback. The study has implication for research and instruction using infographics as expressive tools to support learning.

The Human Proteome Organization (HUPO) Human Proteome Project (HPP) continues to make progress on its two overall goals: (1) completing the protein parts list, with an annual update of the HUPO draft human proteome, and (2) making proteomics an integrated complement to genomics and transcriptomics throughout biomedical and life sciences research. neXtProt version 2017-01-23 has 17 008 confident protein identifications (Protein Existence [PE] level 1) that are compliant with the HPP Guidelines v2.1 ( https://hupo.org/Guidelines ), up from 13 664 in 2012-12 and 16 518 in 2016-04. Remaining to be found by mass spectrometry and other methods are 2579 "missing proteins" (PE2+3+4), down from 2949 in 2016. PeptideAtlas 2017-01 has 15 173 canonical proteins, accounting for nearly all of the 15 290 PE1 proteins based on MS data. These resources have extensive data on PTMs, single amino acid variants, and splice isoforms. The Human Protein Atlas v16 has 10 492 highly curated protein entries with tissue and subcellular spatial localization of proteins and transcript expression. Organ-specific popular protein lists have been generated for broad use in quantitative targeted proteomics using SRM-MS or DIA-SWATH-MS studies of biology and disease.

The Global Change Research Act of 1990 mandates the production of a quadrennial National Climate Assessment (NCA) that integrates, evaluates, and interprets global change science. The NCA analyzes observed and projected trends in global change and evaluates related impacts across a range of sectors and regions in the United States. The fourth assessment, NCA4, is currently under development by nearly 300 Federal and non-Federal experts and is expected to be available for public comment in Fall 2017 and released in late 2018. NCA4 is a key component of the US Global Change Research Program's Sustained Assessment process, which aims to advance the science of global change and provide authoritative, relevant information for decision makers. This talk will highlight the progress of NCA4, including an overview of the current draft of the assessment and advances since the third NCA, released in 2014. It will highlight the Climate Science Special Report, an essential component of NCA4, as well as provide insight into the public engagement process-including opportunities to participate-and identify scientific inputs and tools critical to its development, such as the 2nd State of the Carbon Cycle Report and USGCRP's new scenario products website.

The process of transfer of jurisdictions on environmental matters from the central administration to an autonomous regional government is described. The main approaches taken by different autonomous regions in Spain, to deal with the problems of setting up an environmental administrative organization are also briefly commented here. Finally, the specific structure of the environmental administration in the Comunidad Valenciana and the main guidelines of its environmental policies are explained. It is concluded that earth science can provide a very useful basis for the drafting of these policies in the region, because of the specific nature of the problems to be dealt with, related mainly to water management, soil conservation, land occupation, natural hazards and preservation of natural areas.

This report describes later stages of a program to develop culturally relevant science and math programs for Hispanic students. Part of this effort was follow-up with 17 teachers who participated in early stages of the program. Response was not very good. Included with the report is a first draft effort for curriculum materials which could be used as is in such a teaching effort. Several of the participating teachers were invited to a writing workshop, where lesson plans were drafted, and critiqued and following rework are listed in this publication. Further work needs to be completed and is ongoing.

This report summarizes a study of the state-of-the-art in knowledge-based systems technology in Japan, organized by the Japanese Technology Evaluation Center (JTEC) under the sponsorship of the National Science Foundation and the Advanced Research Projects Agency. Based on these site visits plus other interactions with Japanese organizations, both before and after the site visits, the panel prepared a draft final report. Relocating anti-racist science: the 1950 UNESCO Statement on Race and economic development in the global South.

This essay revisits the drafting of the first UNESCO Statement on Race (1950) in order to reorient historical understandings of mid-twentieth-century anti-racism and science. Historians of science have primarily interpreted the UNESCO statements as an oppositional project led by anti-racist scientists from the North Atlantic and concerned with dismantling racial typologies, replacing them with population-based conceptions of human variation. Instead of focusing on what anti-racist scientists opposed, this article highlights the futures they imagined and the applied social-science projects that anti-racist science drew from and facilitated. The scientific experts who participated in drafting the first UNESCO Statement on Race played important roles in late colonial, post-colonial and international projects designed to modernize, assimilate and improve so-called backward communities - typically indigenous or Afro-descendent groups in the global South. Such connections between anti-racist science and the developmental imaginaries of the late colonial period indicate that the transition from fixed racial typologies to sociocultural and psychological conceptualizations of human diversity legitimated the flourishing of modernization discourses in the Cold War era. In this transition to an economic-development paradigm, 'race' did not vanish so much as fragment into a series of finely tuned and ostensibly anti-racist conceptions that offered a moral incentive for scientific elites to intervene in the ways of life of those deemed primitive.

EPA is releasing the draft report, Toxicological Review of Tetrahydrofuran, that was distributed to Federal agencies and White House Offices for comment during the Science Discussion step of the IRIS Assessment Development Process. Comments received from other Federal agencies and White House Offices are provided below with external peer review panel comments. EPA is undertaking an Integrated Risk Information System (IRIS) health assessment for tetrahydrofuran. IRIS is an EPA database containing Agency scientific positions on potential adverse human health effects that may result from chronic (or lifetime) exposure to chemicals in the environment. IRIS contains chemical-specific summaries of qualitative and quantitative health information in support of two steps of the risk assessment paradigm, i.e., hazard identification and dose-response evaluation. IRIS assessments are used in combination with specific situational exposure assessment information to evaluate potential public health risk associated with environmental contaminants.

The Evolving Florida Science Standards for K-12 Geocience - An Overview, Journey, Trials, and Tribulations

Introduction This paper will discuss the process that went into the development of new teacher standards for Florida's K-12 science benchmarks over 2007-2008. Florida developed its first set of science standards at about the same time that the National Science Education Standards debuted, in the mid-1990s, and the two documents produced had little in common with other, particularly with regard to controversial issue of evolution, and was also quite weak in the treatment of earth/space (or geoscience) content expectations. The process created panels of Framers and Writers (with much overlap) and led to the creation of a draft set of documents in the fall of 2007 after much electronic and face-to-face collaboration at several meetings. The public was then invited to comment on the draft, and the comments came fast and furious (some really were, in fact, furious). But most were highly complementary, and external professional reviewers lauded the changes from Florida's existing "mile-wide, inch-deep" standards to a much more reasonable core group of standards. Over a 60-day period, over 20,000 individual comments were submitted, and over 100,000 numerical ratings (on a 5 point scale) were entered. In January 2008, these comments were reviewed and that culminated in a final draft of the standards, presented to the State Department of Education and its Commissioner, in late January. The process became fraught with political pressures late, however, as anti-evolutionists led an assault on some aspects of the Life Sciences standards, which had repercussions in particular related to fossil evidence in the Earth/Space Science standards, The talk will summarize the process of evolution that this forced the standards to undergo. Nature of Science There is an expanded section of Nature of Science benchmarks and standards that are based on over twenty years of research in science education that cut across all standard areas (life, physical, and earth/space). This body of knowledge exists at all levels from kindergarten to 12th grade, and serves to assure that science is inquiry-based, if not directly experientially-based, encourages laboratory and field work in science, and serves to elevate science teaching. Impacts on the Florida Science FCAT (Florida Comprehensive Assessment Test) will also be discussed. Geoscience Components Our efforts concentrated on all aspects of Earth/Space Science, including astronomy, cosmology, hydrology, geology, climatology, meteorology, and oceanography (and various other sub-disciplines one could name). We include societal impacts such as the impact of the space program on Florida, disaster mitigation and preparation, and resource utilization. Linkages to physical and life sciences are explicit, allowing for the creation of new crosscutting curricula that might provide interesting new challenges for implementers at the district (e.g., county) level.

Although the final report of the Blue Ribbon Commission on America's Nuclear Future is not expected until January 2012, the tentative conclusions of the commission's draft report were dissected during a recent joint hearing by two subcommittees of the House of Representatives' Committee on Science, Space, and Technology. Among the more heated issues debated at the hearing was the fate of the stalled Yucca Mountain nuclear waste repository in Nevada. The Blue Ribbon Commission's (BRC) draft report includes recommendations for managing nuclear waste and for developing one or more permanent deep geological repositories and interim storage facilities, but the report does not address the future of Yucca Mountain. The BRC charter indicates that the commission is to "conduct a comprehensive review of policies for managing the back end of the nuclear fuel cycle." However, the draft report states that the commission was not asked to consider, and therefore did not address, several key issues. "We have not rendered an opinion on the suitability of the Yucca Mountain site or on the request to withdraw the license application for Yucca Mountain," the draft report states.

In the "Path to the Future" presentation held at NASA's Langley Center on March 31, 1999, NASA's Administrator Daniel S. Goldin outlined the future direction and strategies of NASA in relation to the general space exploration enterprise. NASA's Vision, Future System Characteristics, Evolutions of Engineering, and Revolutionary Changes are the four main topics of the presentation. In part one, the Administrator talks in detail about NASA's vision in relation to the NASA Strategic Activities that are Space Science, Earth Science, Human Exploration, and Aeronautics & Space Transportation. Topics discussed in this section include: space science for the 21st century, flying in mars atmosphere (mars plane), exploring new worlds, interplanetary internets, earth observation and measurements, distributed information-system-in-the-sky, science enabling understanding and application, space station, microgravity, science and exploration strategies, human mars mission, advance space transportation program, general aviation revitalization, and reusable launch vehicles. In part two, he briefly talks about the future system characteristics. He discusses major system characteristics like resiliencey, self-sufficiency, high distribution, ultra-efficiency, and autonomy and the necessity to overcome any distance, time, and extreme environment barriers. Part three of Mr. Goldin's talk deals with engineering evolution, mainly evolution in the Computer Aided Design (CAD)/Computer Aided Engineering (CAE) systems. These systems include computer aided drafting, computerized solid models, virtual product development (VPD) systems, networked VPD systems, and knowledge enriched networked VPD systems. In part four, the last part, the Administrator talks about the need for revolutionary changes in communication and networking areas of a system. According to the administrator, the four major areas that need cultural changes in the creativity process are human-centered computing, an infrastructure for distributed collaboration, rapid synthesis and simulation tools, and life-cycle integration and validation. Mr. Goldin concludes his presentation with the following maxim "Collaborate, Integrate, Innovate or Stagnate and Evaporate." He also answers some questions after the presentation.

This article defines communication science and then briefly describes three research areas relevant to worker notifications: (1) receiving of notification messages, (2) reading and understanding of notification messages, and (3) influences or effects of notification messages on workers. Next, the article focuses on the reading and legibility research relevant to worker notifications and then provides 16 guidelines for drafting worker notifications. Finally, the article suggests evaluating draft notifications by using one or more of the following: skilled editorial reviews, readability scoring, Cloze techniques, signal stopping techniques, in-depth personal interviews, focus groups, and usability testing.

On August 25, 2011, the draft Toxicological Review of Libby Amphibole Asbestos and the charge to external peer reviewers were released for external peer review and public comment. The Toxicological Review and charge were reviewed internally by EPA and by other federal agencies and White House Offices before public release. In the new IRIS process (May 2009), introduced by the EPA Administrator, all written comments on IRIS assessments submitted by other federal agencies and White House Offices will be made publicly available. Accordingly, interagency comments and the interagency science consultation draft of the IRIS Toxicological Review of Libby Amphibole Asbestos and the charge to external peer reviewers are posted on this site. The project supports OSWER and Region 8 site clean-up and related risk management initiatives at this Superfund site. As with all IRIS assessments, the draft document will undergo agency review, OMB/interagency review and independent external peer review before being included on the IRIS data base.

In July of this year the National Academy of Science released a draft of its report, "New Frontiers in the Solar System: An Integrated Exploration Strategy," briefly describing the current state of solar system planetary science and the most important science objectives for the next decade (2003-2013). It includes a prioritized list of five mission concepts that might be flown as part of NASA's fledgling New Frontiers Program; each "concept" is more a list of science or measurement objectives than a full mission concept, since it does not specify implementation details in most cases. Number three on that list is the "Jupiter Polar Orbiter with Probes" ("JPOP") mission. This mission concept combines the strengths of previously described or proposed Jupiter missions into a single mission, and gains from the synergies of some of the newly-combined investigations. The primary science objectives are: 1. Determine if Jupiter has a central core 2. Determine the deep abundance of water (and other volatiles) 3. Measure Jupiter's deep winds 4. Determine the structure of Jupiter's dynamo magnetic field 5. Sample in situ Jupiter's polar magnetosphere This paper examines some of the implementation options for a JPOP mission, and gives relative advantages and disadvantages. Given the New Frontier Program's maximum cost to NASA of \\650M, plus an approx. \\120M cap on international contributions, implementing the full range of JPOP science objectives in a single New Frontiers mission may be challenging. This work was performed at the Jet Propulsion Laboratory / California Institute of Technology, under contract with the National Aeronautics and Space Administration.

During 2008, the Earth Sciences Literacy Initiative (ESLI) constructed a framework of earth science "Big Ideas" and "Supporting Concepts". Following the examples of recent literacy efforts in the ocean, atmosphere and climate research communities, ESLI has distilled the fundamental understandings of the earth science community into a document that all members of the community will be able to refer to when working with educators, policy-makers, the press and members of the general public. This document is currently in draft form for review and will be published for public distribution in 2009. ESLI began with the construction of an organizing committee of a dozen people who represent a wide array of earth science backgrounds. This group then organized and ran two workshops in 2008: a 2-week online content workshop and a 3-day intensive writing workshop. For both workshops, participants were chosen so as to cover the full breadth of earth science related to the solid earth, surficial processes, and fresh-water hydrology. The asynchronous online workshop included 350 scientists and educators participating from around the world and was a powerful way to gather ideas and information while retaining a written record of all interactions. The writing workshop included 35 scientists, educators and agency representatives to codify the extensive input of the online workshop. Since September, 2008, drafts of the ESLI literacy framework have been circulated through many different channels to make sure that the document accurately reflects the current understandings of earth scientists and to ensure that it is widely accepted and adopted by the earth science communities.

SEARCH is an interdisciplinary and interagency program that works with academic and government agency scientists to plan, conduct, and synthesize studies of arctic change. The vision of SEARCH is to provide scientific understanding of arctic environmental change to help society understand and respond to a rapidly changing Arctic. Towards this end, SEARCH: 1. Generates and synthesizes research findings and promotes arctic science and scientific discovery across disciplines and among agencies. 2. Identifies emerging issues in arctic environmental change. 3. Provides information resources to arctic stakeholders, policy-makers, and the public to help them respond to arctic environmental change. 4. Coordinates with national arctic science programs integral to SEARCH goals. 5. Facilitates research activities across local-to-global scales with stakeholder concerns incorporated from the start of the planning process. 6. Represents the U.S. arctic environmental change science community in international and global change research initiatives. Specific current activities include: Arctic Observing Network (AON) - coordinating a system of atmospheric, land- and ocean-based environmental monitoring capabilities that will significantly advance our observations of arctic environmental conditions. Arctic Sea Ice Outlook ¬- an international effort that provides monthly summer reports synthesizing community estimates of the expected sea ice minimum. Sea Ice for Walrus Outlook - a resource for Alaska Native subsistence hunters, coastal communities, and others that provides weekly reports with information on sea ice conditions relevant to walrus in Alaska waters. In April, the SEARCH Science Steering Committee (SSC) released a set of draft 5-year goals and objectives for review by the broader arctic science community. The goals and objectives will direct the SEARCH program in the next five years. The draft SEARCH goals focus on four areas: ice-diminished Arctic Ocean, warming permafrost, land ice and sea level, and societal and policy implications. Together, the goals will provide significant insight into arctic system change as a whole. The SEARCH SSC will release the goals in their revised form and then work closely with agency representatives to implement the goals through research opportunities and community activities. SEARCH is guided by a Science Steering Committee and several panels and working groups, with broad representation of the research community. SEARCH is sponsored by eight U.S. agencies, including: the National Science Foundation (NSF), the National Oceanic and Atmospheric Administration (NOAA), the National Aeronautics and Space Administration (NASA), the Department of Defense (DOD), the Department of Energy (DOE), the Department of the Interior (DOI), the Smithsonian Institution, and the U.S. Department of Agriculture (USDA). Curriculum materials based on the search for extraterrestrial intelligence (SETI) were developed for grades 3 through 9 science classes. The project was supported in part by NASA. Six teacher's guides, plus ancillary visuals, addressing topics in astronomy, biology, chemistry, geosciences, and physics as well as mathematics, social sciences, and language arts, were designed by a team of teachers, scientists. curriculum developers, and artists. First drafts were piloted by 10 design team teachers; revised drafts were field tested by 109 teachers in 30 states. Extensive feedback from these teachers and their students and reviews by scientists were used to revise materials prior to submission to the publisher. The ratio of liked to disliked student responses (from 1305 student letters) was 70:30. The assessment characterizes the possible human health hazards and related exposure-response aspects of those hazards related to environmental exposure to diesel exhaust. The final assessment will incorporate peer review comments provided by the CASAC in 2000 and will take acount of public comments received during the public review period. This is a health hazard assessment. The purpose of the assessment is to identify the key health hazards associated with environmental exposure to diesel exhaust. Information from earlier draft versions of this assessment were used to support EPA regulatory decision making about emission controls for On Road Heavy Duty Diesel Engines and Off Road Diesel Engine Emissions. Also information from the assessment contributes to a nationwide analysis of air toxics to determine the highest public health priorities for future air pollution control programs.

From a science user's perspective, the multi-mission data and orbit services of NASA's Space Physics Data Facility (SPDF) project perform as a working and highly functional heliophysics virtual observatory. CDAWeb enables plots, listings and file downloads for current data across the boundaries of missions and instrument types (and now including data from THEMIS and STEREO), VSPO access to a wide range of distributed data sources. SSCWeb, Helioweb and our 3D Animated Orbit Viewer (TIPSOD) provide position data and query logic for most missions currently-important to heliophysics science. OMNIWeb with its new extension to 1- and 5- minute resolution provides interplanetary parameters at the Earth's bow shock as a unique value-added data product. To enable easier integrated use of our capabilities by developers and by the emerging heliophysics VxOs, our data and services are available through webservices-based APls as well as through our direct user interfaces. SPDF has also now developed draft descriptions of its holdings in SPASE-compliant XML In addition to showcasing recent enhancements to SPDF capabilities, we will use these systems and our experience in developing them: to demonstrate a few typical science use cases; to discuss key scope and design issues among users, service providers and end data providers; and to identify key areas where existing capabilities and effective interface design are still inadequate to meet community needs.

The recent drafting of the Sustainable Development Goals challenges the research community to rethink the traditional approach to global health and provides the opportunity for science, technology, engineering, and mathematical (STEM) disciplines, particularly engineering, to demonstrate their benefit to the field. Higher education offers a platform for engineering to intersect with global health research through interdisciplinary partnerships among international universities that provide excellence in education, attract nontraditional STEM students, and foster a sense of innovation. However, a traditional lack of engineering-global health collaborations, as well as limited faculty and inadequate STEM research funding in low-income countries, has stifled progress. Still, the impact of higher education on development efforts holds great potential. This value will be realized in low-income countries through strengthening local capacity, supporting innovation through educational initiatives, and encouraging the inclusion of women and minorities in STEM programs. Current international university-level partnerships are working towards integrating engineering into global health research and strengthening STEM innovation among universities in low-income countries, but more can be done. Global health research informs sustainable development, and through integrating engineering into research efforts through university partnerships, we can accelerate progress and work towards a healthier future for all.

We report the discovery of endogenous viral elements (EVEs) from Hepadnaviridae, Bornaviridae and Circoviridae in the speckled rattlesnake, Crotalus mitchellii, the first viperid snake for which a draft whole genome sequence assembly is available. Analysis of the draft assembly reveals genome fragments from the three virus families were inserted into the genome of this snake over the past 50 Myr. Cross-species PCR screening of orthologous loci and computational scanning of the python and king cobra genomes reveals that circoviruses integrated most recently (within the last approx. 10 Myr), whereas bornaviruses and hepadnaviruses integrated at least approximately 13 and approximately 50 Ma, respectively. This is, to our knowledge, the first report of circo-, borna- and hepadnaviruses in snakes and the first characterization of non-retroviral EVEs in non-avian reptiles. Our study provides a window into the historical dynamics of viruses in these host lineages and shows that their evolution involved multiple host-switches between mammals and reptiles. PMID:25080342

Influence of the Runner Gap on the Flow Field in the Draft Tube of a Low Head Turbine

The gap flow of axial turbines is usually neglected in the design process of hydraulic machines, although it can lead to a stabilization of the draft tube flow. Though, this negligence of the gap can falsify the flow field in the draft tube. Presented in this paper are simulations of an axial propeller turbine operated at Δγ = Δγ BEP with Q > Qbep . Simulations of four gap sizes, using a mesh with about 15 million elements for the entire machine, are performed. Additionally, two turbulence models are applied, the k-ω-SST and the SAS-SST model. At the evaluated operating point a full load vortex develops. Depending on the turbulence model the developing vortex rope can either arise from the hub in a straight shape or in a shape resembling a corkscrew. Integral quantities such as head and torque are compared with experimental model test results performed in the laboratory of the Institute. Flow field simulation results are evaluated for different gap widths. Furthermore, the impact of the gap flow respectively the gap size can be observed in velocity profiles evaluated at different positions downstream the runner until to the end of the draft tube cone. Moreover, the pressure signals recorded at the beginning of the draft tube cone are also affected by the gap flow.

Background Cattle are important agriculturally and relevant as a model organism. Previously described genetic and radiation hybrid (RH) maps of the bovine genome have been used to identify genomic regions and genes affecting specific traits. Application of these maps to identify influential genetic polymorphisms will be enhanced by integration with each other and with bacterial artificial chromosome (BAC) libraries. The BAC libraries and clone maps are essential for the hybrid clone-by-clone/whole-genome shotgun sequencing approach taken by the bovine genome sequencing project. Results A bovine BAC map was constructed with HindIII restriction digest fragments of 290,797 BAC clones from animals of three different breeds. Comparative mapping of 422,522 BAC end sequences assisted with BAC map ordering and assembly. Genotypes and pedigree from two genetic maps and marker scores from three whole-genome RH panels were consolidated on a 17,254-marker composite map. Sequence similarity allowed integrating the BAC and composite maps with the bovine draft assembly (Btau3.1), establishing a comprehensive resource describing the bovine genome. Agreement between the marker and BAC maps and the draft assembly is high, although discrepancies exist. The composite and BAC maps are more similar than either is to the draft assembly. Conclusion Further refinement of the maps and greater integration into the genome assembly process may contribute to a high quality assembly. The maps provide resources to associate phenotypic variation with underlying genomic variation, and are crucial resources for understanding the biology underpinning this important ruminant species so closely associated with humans. Concentrating Solar Power (CSP) plants are located in desert areas where the Direct Normal Irradiance (DNI) value is very high. Since water resource is scarcely available, mechanical draft cooing technology is commonly used, with power consumption of mechanical fans being approximately 2% of the total power generated. Today, there is only one solar power plant (Khi Solar One in South Africa) uses a condenser installed in a Natural Draft Cooling (NDC) tower that avoids the windage loss of water occurring in wet cooling towers. Although, Khi Solar One is a cavity receiver power tower, the receivers can be hung onto the NDC tower. This paper looks at a novel integration of a NDC tower into an external molten salt receiver of a solar power plant, which is one of a largest commercial molten salt tower in China, with 100MWe power capacity. In this configuration study, the NDC tower surrounds the concrete tower of the receiver concentrically. In this way, the receiver concrete tower is the central support of the NDC tower, which consists of cable networks that are fixed to the concrete tower and suspended at a certain height over the floor. The cable networks support the shell of the NDC tower. To perform a preliminary analysis of the behavior of this novel configuration, two cases of numerical simulation in three dimensional (3D) models have been solved using the commercial Computational Fluid Dynamics (CFD) code, ANSYS Fluent 6.3. The results show that the integration of the NDC tower into an external central receiver tower is feasible. Additionally, the total heat transfer rate is not reduced but slightly increases when the molten salt receiver is in operation because of the additional natural draft induced by the high temperature of the receiver.

A follow-on report made minor adjustments to the previous estimates and presented a partial analysis of the uncertainties in the numerical estimates. In 2006, the National Research Council of the National Academy of Sciences released a report on the health risks from exposure to low levels of ionizing radiation. Cosponsored by the EPA and several other Federal agencies, Health Risks from Exposure to Low Levels of Ionizing Radiation BEIR VII Phase 2 (BEIR VII) primarily addresses cancer and genetic risks from low doses of low-LET radiation. The subduction of oceanic lithosphere beneath convergent plate margins is a fundamental plate tectonic concept and an important Earth process. It is responsible for some of Earth's most dangerous natural hazards including earthquakes and volcanic eruptions but also produced the continental crust and important mineral deposits. A range of geoscientific efforts including NSF MARGINS and GeoPRISMS initiatives have advanced our understanding of subduction zone processes. In spite the importance of subduction zones and our advancing understanding of how these function, there are few animations that clearly explain the subduction process to non-expert audiences. This deficiency reflects the disparate expertises between geoscientists who know the science but have weak animation skills and digital artists and animators who have strong skills in showing objects in motion but are not experts in natural processes like plate tectonics. This transdisciplinary gap can and should be bridged. With a small grant from NSF (DUE-1444954) we set about to generate a realistic subduction zone animation aimed at the university undergraduate audience by first working within our university to rough out a draft animation and then contract a professional to use this to construct the final version. UTD Geosciences faculty (Stern) and graduate student (Lieu) teamed up with faculty from UTD School of Arts, Technology, and Emerging Communication (ATEC)(Farrar, Fechter, and McComber) to identify and recruit talented ATEC undergraduate students (Mantey, Ward) to work on the project. Geoscientists assembled a storyboard and met weekly with ATEC undergraduates to generate a first draft of the animation, which guided development of an accompanying narrative. The draft animation with voice-over was then handed off to professional animator Windler (Archistration CG) to generate the final animation. We plan to show both the student-generated draft version and the final animation during our presentation. The final animation will be freely available via the internet and will also be used as a supplement for McGraw-Hill textbooks in oceanography, physical geology, Earth science, geography, historical geology, natural hazards, and natural resources.

Metadata refer to descriptions about data or as some put it, "data about data." Metadata capture what happens on the backstage of science, on the trajectory from study conception, design, funding, implementation, and analysis to reporting. Definitions of metadata vary, but they can include the context information surrounding the practice of science, or data generated as one uses a technology, including transactional information about the user. As the pursuit of knowledge broadens in the 21(st) century from traditional "science of whats" (data) to include "science of hows" (metadata), we analyze the ways in which metadata serve as a catalyst for responsible and open innovation, and by extension, science diplomacy. In 2015, the United Nations Millennium Development Goals (MDGs) will formally come to an end. Therefore, we propose that metadata, as an ingredient of responsible innovation, can help achieve the Sustainable Development Goals (SDGs) on the post-2015 agenda. Such responsible innovation, as a collective learning process, has become a key component, for example, of the European Union's 80 billion Euro Horizon 2020 R&D Program from 2014-2020. Looking ahead, OMICS: A Journal of Integrative Biology, is launching an initiative for a multi-omics metadata checklist that is flexible yet comprehensive, and will enable more complete utilization of single and multi-omics data sets through data harmonization and greater visibility and accessibility. The generation of metadata that shed light on how omics research is carried out, by whom and under what circumstances, will create an "intervention space" for integration of science with its socio-technical context. This will go a long way to addressing responsible innovation for a fairer and more transparent society. If we believe in science, then such reflexive qualities and commitments attained by availability of omics metadata are preconditions for a robust and socially attuned science, which can then remain broadly respected, independent, and responsibly innovative. Collection of Arctic Ocean Data from US Navy Submarines on the New SCICEX Program

The SCICEX submarine Arctic science program originated in the 1990s when six dedicated science cruises were conducted in the Arctic Ocean aboard US Navy Sturgeon class submarines. After the cold war era Sturgeon class submarines were retired, several Science Accommodation cruises, for which a few days for scientific measurements were added to planned submarine transits through the Arctic Ocean, were carried out when opportunities arose. Renewed interest in conducting further Science Accommodation cruises on a regular basis to better document and understand how the Arctic Ocean responds to climate change resulted in publication of a scientific plan in 2010 (http://www.arctic.gov/publications/scicex_plan.pdf). In the spring of 2011 testing of data collection and water sampling methods aboard newer Virginia and Seawolf class submarines on transit from a Navy ice camp in the Beaufort Sea, was conducted in order to develop protocols and evaluate techniques. Ice draft measurements were also taken in the vicinity of the ice camp and near the North Pole to evaluate new data collection systems. This evaluation will include a comparison of the ice draft data with a comprehensive set of in situ ice thickness measurements taken near the ice camp. Under-ice submarine-launched eXpendable Condutivity Temperature Depth (XCTD) probes were deployed from the USS Connecticut (SSN-22), a Seawolf class submarine, and the resulting profiles compared to CTD casts from the APLIS ice station and historical profiles. Water samples were collected through the hull for measurements of tritium, helium isotopes, oxygen isotopes, chlorofluorocarbons, sulfur hexafluoride, nutrients, dissolved organic carbon, bacterioplankton, phytoplankton and particulates levels. These samples were returned to Lamont-Doherty Earth Observatory and were in the process of being measured at the time this abstract was written. Measurements completed at this time indicate good samples can be collected for CFC-12, nutrients and biological and inorganic particulates. Measurements of the other samples will be completed and reported on at the meeting. Early results indicate that both of the submarine types evaluated are capable of reliably collecting important information on water temperature, salinity, tracers, chemistry, and biology and ice draft.

Scientific writing requires a distinct style and tone, whether the writing is intended for an undergraduate assignment or publication in a peer-reviewed journal. From the first to the final draft, scientific writing is an iterative process requiring practice, substantial feedback from peers and instructors, and comprehensive proofreading on the part of the writer. Teaching writing or proofreading is not common in university settings. Here, we present a collection of common undergraduate student writing mistakes and put forth suggestions for corrections as a first step toward proofreading and enhancing readability in subsequent draft versions. Additionally, we propose specific strategies pertaining to word choice, structure, and approach to make products more fluid and focused for an appropriate target audience. Scientists and data managers are grappling with an unprecedented challenge: how to handle the explosion of data being produced by global change research. The federal government is developing a plan to manage data among the various federal agencies that participate in the U.S. Global Change Research Program. From January 22 to 24, some 80 scientists, data managers, and officials from federal agencies, universities, laboratories, and other institutions met in Washington, D.C. to critique the draft plan. New observational tools are expected to increase the flow of global change data to ever more massive proportions, while all the data now available is not catalogued properly. Even now, if a researcher does manage to find appropriate data, it may not be documented sufficiently to use. “These practical difficulties are especially acute for global change researchers, who need to search for data and information very broadly across scientific disciplines and sometimes decades after the data were archived,” explains the draft plan by the Committee on Earth and Environmental Sciences of the Office of Science and Technology Policy.

Sequence-based Network Completion Reveals the Integrality of Missing Reactions in Metabolic Networks*

Genome-scale metabolic models are central in connecting genotypes to metabolic phenotypes. However, even for well studied organisms, such as Escherichia coli, draft networks do not contain a complete biochemical network. Missing reactions are referred to as gaps. These gaps need to be filled to enable functional analysis, and gap-filling choices influence model predictions. To investigate whether functional networks existed where all gap-filling reactions were supported by sequence similarity to annotated enzymes, four draft networks were supplemented with all reactions from the Model SEED database for which minimal sequence similarity was found in their genomes. Quadratic programming revealed that the number of reactions that could partake in a gap-filling solution was vast: 3,270 in the case of E. coli, where 72% of the metabolites in the draft network could connect a gap-filling solution. Nonetheless, no network could be completed without the inclusion of orphaned enzymes, suggesting that parts of the biochemistry integral to biomass precursor formation are uncharacterized. However, many gap-filling reactions were well determined, and the resulting networks showed improved prediction of gene essentiality compared with networks generated through canonical gap filling. In addition, gene essentiality predictions that were sensitive to poorly determined gap-filling reactions were of poor quality, suggesting that damage to the network structure resulting from the inclusion of erroneous gap-filling reactions may be predictable. This is a two-part dissertation. The primary part is the text of a science-based composition rhetoric and reader called The Science Writing Tool. This textbook has seven chapters dealing with topics in Science Rhetoric. Each chapter includes a variety of examples of science writing, discussion questions, writing assignments, and instructional resources. The purpose of this text is to introduce lower-division college science majors to the role that rhetoric and communication plays in the conduct of Science, and how these skills contribute to a successful career in Science. The text is designed as a "tool kit," for use by an instructor constructing a science-based composition course or a writing-intensive Science course. The second part of this part of this dissertation reports on student reactions to draft portions of The Science Writing Tool text. In this report, students of English Composition II at Northern Virginia Community College-Annandale were surveyed about their attitudes toward course materials and topics included. The findings were used to revise and expand The Science Writing Tool.

This article describes a study in which the process of feedback on, and associated redrafting of, an essay was closely supervised to improve essay writing skills and subsequent exam performance. The results of this study show that students can significantly improve their learning and academic performance, as assessed by final examination mark, by a process that more closely mimics a "real-world" situation of review and redrafting. Additionally, the data show that students benefit from feedback only when this is used appropriately by the student. The article also discusses the continuing importance and relevance of essay writing skills so that writing, and acting upon feedback to do with that writing, remains an integral part of the process of learning.

The last time NASA envisioned a sample return mission from Mars, the development of a protocol to support the analysis of the samples in a containment facility resulted in a "Draft Test Protocol" that outlined required preparations "for the safe receiving, handling, testing, distributing, and archiving of martian materials here on Earth" (Rummel et al., 2002 ). Given the planned launch of a sample-collecting and sample-caching rover (Mars 2020) in 2 years' time, and with a sample return planned for the end of the next decade, it is time to revisit the Draft Test Protocol to develop a sample analysis and biohazard test plan to meet the needs of these future missions. Ethics in health sciences librarianship.

Against a background of discussion about drafting of an ethical code for librarians and a review of articles confronting ethical issues in librarianship, the authors surveyed the 150 institutional members of the Health Science Librarians of Illinois (HSLI) regarding their perceptions of ethical concerns. Among the issues addressed in the survey are library organization, personnel policies, and professional competency, along with the traditional concerns of professional versus personal values, privacy and confidentiality, access to materials, and materials selection criteria in a health sciences context. Based on a 60% response rate, survey results indicate widespread agreement on some issues and a conspicuous lack of consensus on others. Further research is suggested in order to assess the need for a separate ethical code for health sciences librarians. PMID:3450346

Endogenous hepadnaviruses, bornaviruses and circoviruses in snakes.

We report the discovery of endogenous viral elements (EVEs) from Hepadnaviridae, Bornaviridae and Circoviridae in the speckled rattlesnake, Crotalus mitchellii, the first viperid snake for which a draft whole genome sequence assembly is available. Analysis of the draft assembly reveals genome fragments from the three virus families were inserted into the genome of this snake over the past 50 Myr. Cross-species PCR screening of orthologous loci and computational scanning of the python and king cobra genomes reveals that circoviruses integrated most recently (within the last approx. 10 Myr), whereas bornaviruses and hepadnaviruses integrated at least approximately 13 and approximately 50 Ma, respectively. This is, to our knowledge, the first report of circo-, borna- and hepadnaviruses in snakes and the first characterization of non-retroviral EVEs in non-avian reptiles. Our study provides a window into the historical dynamics of viruses in these host lineages and shows that their evolution involved multiple host-switches between mammals and reptiles. © 2014 The Author(s) Published by the Royal Society. Digital pathology: DICOM-conform draft, testbed, and first results.

Hospital information systems are state of the art nowadays. Therefore, Digital Pathology, also labelled as Virtual Microscopy, has gained increased attention. Triggered by radiology, standardized information models and workflows were world-wide defined based on DICOM. However, DICOM-conform integration of Digital Pathology into existing clinical information systems imposes new problems requiring specific solutions concerning the huge amount of data as well as the special structure of the data to be managed, transferred, and stored. We implemented a testbed to realize and evaluate the workflow of digitized slides from acquisition to archiving. The experiences led to the draft of a DICOM-conform information model that accounted for extensions, definitions, and technical requirements necessary to integrate digital pathology in a hospital-wide DICOM environment. Slides were digitized, compressed, and could be viewed remotely. Real-time transfer of the huge amount of data was optimized using streaming techniques. Compared to a recent discussion in the DICOM Working Group for Digital Pathology (WG26) our experiences led to a preference of a JPEG2000/JPIP-based streaming of the whole slide image. The results showed that digital pathology is feasible but strong efforts by users and vendors are still necessary to integrate Digital Pathology into existing information systems.
