The plan was developed by the DMAC Steering Committee, which includes representatives from federal and state agencies, private industry, and academia. This committee was tasked by Ocean.US (the national office for IOOS) with the preparation of a detailed, phased DMAC implementation plan, and initial oversight of its implementation. The scope of the plan includes the IOOS DMAC infrastructure, data archive and access, and basic information products needed for assessing the availability and quality of data within IOOS. Four expert teams (Data Transport, Metadata and Data Discovery, Data Archive and Access, Applications and Products), and two outreach teams (Data Facilities Management, and User Outreach), were assembled to assist in developing material for the plan.

Scientists and data managers are grappling with an unprecedented challenge: how to handle the explosion of data being produced by global change research. The federal government is developing a plan to manage data among the various federal agencies that participate in the U.S. Global Change Research Program. From January 22 to 24, some 80 scientists, data managers, and officials from federal agencies, universities, laboratories, and other institutions met in Washington, D.C. to critique the draft plan. New observational tools are expected to increase the flow of global change data to ever more massive proportions, while all the data now available is not catalogued properly. Even now, if a researcher does manage to find appropriate data, it may not be documented sufficiently to use. “These practical difficulties are especially acute for global change researchers, who need to search for data and information very broadly across scientific disciplines and sometimes decades after the data were archived,” explains the draft plan by the Committee on Earth and Environmental Sciences of the Office of Science and Technology Policy.

While simulation laboratories for clinical nursing education are predicted to grow, budget cuts may threaten these programs. One of the ways to develop a new lab, as well as to keep an existing one on track, is to develop and regularly update a strategic plan. The process of planning not only helps keep the lab faculty and staff apprised of the challenges to be faced, but it also helps to keep senior level management engaged by reason of the need for their input and approval of the plan. The strategic planning documents drafted by those who supervised the development of the new building and Concepts Integration Labs (CILs) helped guide and orient faculty and other personnel hired to implement the plan and fulfill the vision. As the CILs strategic plan was formalized, the draft plans, including the SWOT analysis, were reviewed to provide historical perspective, stimulate discussion, and to make sure old or potential mistakes were not repeated.

In 2011, the U.S. Department of the Interior Southeast Climate Science Center (CSC) finalized the first draft of its goals for research needed to address the needs of natural and cultural partners for climate science in the Southeastern United States. The science themes described in this draft plan were established to address the information needs of ecoregion conservation partnerships, such as the Landscape Conservation Cooperatives (LCCs) and other regional conservation-science and resource-management partners. These themes were developed using priorities defined by partners and stakeholders in the Southeast and on a large-scale, multidisciplinary project-the Southeast Regional Assessment Project (SERAP)-developed in concert with those partners. Science products developed under these themes will provide models of potential future conditions, assessments of likely impacts, and tools that can be used to inform the conservation management decisions of LCCs and other partners. This information will be critical as managers try to anticipate and adapt to climate change. Resource managers in the Southeast are requesting this type of information, in many cases as a result of observed climate change effects. The Southeast CSC draft science plan identifies six science themes and frames the activities (tasks, with examples of recommended near-term work for each task included herein) related to each theme that are needed to achieve the objectives of the Southeast CSC.

The effort focused on the status of microgravity work at MSFC and elsewhere with the objective of preparing a goal-oriented strategic planning document which could be used for informational/brochure purposes. Management plans for protected areas commonly use strategic planning tools in their drafting. It is proposed that the adequate use of the instruments of planning and management of protected areas can improve their strategic competitiveness, providing greater financial and administrative independence, enabling them to be economically sustainable organizations. This study evaluated the application of concepts and strategy formulation, strategy principles and competitiveness, organizational diagnosis, strategic maps, scenarios, and other strategic planning instruments used for conservation management in Brazil. 25 management plans of 25 different protected areas were selected and studied, with special attention to the indicators used in each plan. Results indicate that there is a high suitability for the application of SP tools to the universe of protected areas, although management plans did not take full advantage of these tools. We also found that the broader use of these tools did not guarantee greater managerial effectiveness. We suggest that other governance variables beyond planning strategies must be improved, to ensure a better performance of protected areas. Copyright © 2017 Elsevier Ltd. All rights reserved.

The devolution of health services from the Department of Health to the Local Government Unit in the Philippines in 1992 led to the deterioration of the management of local health services. The UP College of Medicine (UPCM) has forged a partnership with a Local Government Unit of a rural municipality to implement a community based health program geared towards the development of local health systems. Program objectives were: (1) to provide learning opportunities for UPCM faculty, medical residents and students in community medicine; and (2) to assist communities develop their health systems. In July, 2004, the UPCM jointly drafted a municipal health plan with its partner municipality. Before the actual planning session, the rural health midwives were assisted by the UPCM students in determining the health needs of their communities and in drafting community health plans. The plans were then presented by the midwives in a 2-day planning workshop, and became the basis of the municipal health plan. The outcome of the workshop was the first municipal health plan that this health office had drafted. Main outcomes from the implementation of the plan included the organization of the Local Health Board, improved health service provision by the municipal health office, active health committees in selected villages and better learning opportunities for medical residents and interns. Colleges of Medicine in the Philippines can and should play a role in the development of local health systems within the overall framework of Alma Ata Primary Health Care. National health planners should seriously consider this role of the health academe.

Aim We report on a formative project to develop an organization-level planning framework for obesity prevention and management services. It is common when developing new services to first develop a logic model outlining expected outcomes and key processes. This can be onerous for single primary care organizations, especially for complex conditions like obesity. The initial draft was developed by the research team, based on results from provider and patient focus groups in one large Family Health Team (FHT) in Ontario. This draft was reviewed and activities prioritized by 20 FHTs using a moderated electronic consensus process. A national panel then reviewed the draft. Findings Providers identified five main target groups: pregnancy to 2, 3-12, 13-18, 18+ years at health risk, and 18+ with complex care needs. Desired outcomes were identified and activities were prioritized under categories: raising awareness (eg, providing information and resources on weight-health), identification and initial management (eg, wellness care), follow-up management (eg, group programs), expanded services (eg, availability of team services), and practice initiatives (eg, interprofessional education). Overall, there was strong support for raising awareness by providing information on the weight-health connection and on community services. There was also strong support for growth assessment in pediatric care. In adults, there was strong support for wellness care/health check visits and episodic care to identify people for interventions, for group programs, and for additional provider education. Joint development by different teams proved useful for consensus on outcomes and for ensuring relevancy across practices. While priorities will vary depending on local context, the basic descriptions of care processes were endorsed by reviewers. Key next steps are to trial the use of the framework and for further implementation studies to find optimally effective approaches for obesity prevention and management across the lifespan.

As managed care becomes more prevalent in the United States, concerns have arisen over the business practices of managed care companies. A particular concern is whether patients should be made aware of the financial incentives and treatment limits of their healthcare plan. At present, managed care organizations are not legally required to make such disclosures. However, such disclosures would be advisable for reasons of ethical fidelity, contractual clarity, and practical prudence. Physicians themselves may also have a fiduciary responsibility to discuss incentives and limits with their patients. Once the decision to disclose has been made, the managed care organization must draft a document that explains, clearly and honestly, limits of care in the plan and physician incentives that might restrict the care a patient receives.

The Flood Directive 2007/60/CE establishes a common framework within the European Union for assessing and reducing risks posed by floods on human health, the environment, economic activity and cultural heritage. For that purpose, Member States had to establish flood areas and flood risk maps, and subsequently, flood risk management plans (due December 2015). According to the Directive, special attention is to be paid to international coordination for transboundary water courses, integrated management approaches at the catchment scale, cost-effectiveness of measures and public involvement. Management measures must focus on reducing the probability of flooding and the potential consequences of flooding. They must cover prevention, protection and preparedness and must take into account relevant aspects, such as water management, soil management, spatial planning, land use and nature conservation. Floods in Wallonia mostly originate from overflowing of both little sloped rivers and highly reactive rivers but also, from concentrated runoff in the intensely cultivated and erosion-prone region north of the Sambre-Meuse axis. Consequently, walloon flood area maps not only show flood areas based on hydraulic modelling and observations but also runoff concentration axis in agricultural areas. Now released to the public, this information can be used to assess the risk of damage for land planning and erosion control strategies. Incidentally, some 166 km2 were mapped as flood hazard area with a return period of 25 years, 28.8 of which are urbanized or destined to urbanisation and counting of number of approximatively 39.000 people living in those areas. Flood area and flood risk maps should be the starting point of elaborating flood risk management plans. In order to involve the diversity of water managers and stakeholders in the drafting of a management plan for hydrographic districts in Wallonia, responsible authorities decided to mandate scientists and engineers to organize an extensive participatory process. A series of meetings were organised, first, to raise awareness of local managers on the information provided by flood maps and on the objectives of the Directive towards integrated water management. Second, these successive meetings and the use of decision support tools such as a multicriteria analysis matrix allowed the team to collect local information on risks and opportunities, to foster emergence of integrated solutions, and to reach an agreement on priorities at the catchment scale and then at the regional level. This case study provides insights on practicability of using hydrological data on flood hazard in a collaborative, bottom-up approach to flood risk management. Lessons learnt from this project are a foundation for a realistic and effective management plan but limitations of the method and time constrains of this project leave a number of questions as to follow-up, exhaustiveness and cost-effectiveness of measures constituting the plan.

Their intent was to develop a useful habitat restoration plan for the lower Columbia River and estuary to help guide restoration efforts and fulfill Reasonable and Prudent Alternative Action 159 of the 2000 National Marine Fisheries Service Biological Opinion on operation of the Federal Columbia River Power System. This document focuses on salmon habitat, although its ecosystem-based approach necessarily affects other species as well. Salmon habitat restoration ismore » best undertaken within the context of other biota and physical processes using an ecosystem perspective. The anticipated audience for the plan includes entities responsible for, interested in, or affected by habitat restoration in the lower Columbia River and estuary. Timeframes to apply this plan extend from the immediate (2003-2004) to the near-term (2005-2006) to the long-term (2007 and beyond). We anticipate and encourage that the plan be revised as new knowledge and experience are attained. A team comprised of the Columbia River Estuary Study Taskforce (CREST), the Lower Columbia River Estuary Partnership (Estuary Partnership), and Pacific Northwest National Laboratory (PNNL) wrote this document. The BPA and the COE, as the responsible Action Agencies, provided technical oversight. The Estuary Partnership's Science Work Group, NOAA Fisheries Habitat Conservation Division, Northwest Power Planning Council (NPPC) staff, and state and tribal fisheries management agencies reviewed drafts. The Independent Scientific Advisory Board of the NPPC reviewed and commented on the 90% draft. Revisions were incorporated into the final draft document subsequently released for public review. In November 2007, the Draft Programmatic Environmental Impact Statement on Designation of Energy Corridors on Federal Land in the Western 11 States was released. The draft proposes a network of 6055 miles of energy corridors on lands managed by seven different federal agencies. Determining the proposed locations of the corridors was a large collaborative effort among the agencies and included local, state, and federal land managers. To connect this geographically dispersed group of people, the project team employed a variety of approaches to communicate corridor siting issues, including sharing GIS layers and electronic maps, a downloadable GIS database and ArcReadermore » project, workshops, and Internet webcast teleconferences. This collaborative approach allowed difficult siting issues to be understood and discussed from many perspectives, which resulted in rapid and effective decision making. An organization's workforce--or human capital--is its most valuable asset. The 2002 President's Management Agenda emphasizes the importance of strategic human capital management by requiring all federal agencies to improve performance by enhancing personnel and compensation systems. In response to these directives, the Centers for Disease Control and Prevention (CDC) drafted its strategic human capital management plan to ensure that it is aligned strategically to support the agency's mission and its health protection goals. In this article, we explore the personnel economics literature to draw lessons from research studies that can help CDC enhance its human capital management and planning. To do so, we focus on topics that are of practical importance and empirical relevance to CDC's internal workforce and personnel needs with an emphasis on identifying promising research issues or methodological approaches. The personnel economics literature is rich with theoretically sound and empirically rigorous approaches for shaping an evidence-based approach to human capital management that can enhance incentives to attract, retain, and motivate a talented federal public health workforce, thereby promoting the culture of high-performance government.

This Draft Management Plan has been developed by the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) to document how the Rainwater Wildlife Area (formerly known as the Rainwater Ranch) will be managed. The plan has been developed under a standardized planning process developed by the Bonneville Power Administration (BPA) for Columbia River Basin Wildlife Mitigation Projects (See Appendix A and Guiding Policies Section below). The plan outlines the framework for managing the project area, provides an assessment of existing conditions and key resource issues, and presents an array of habitat management and enhancement strategies. The plan culminates into amore » 5-Year Action Plan that will focus our management actions and prioritize funding during the Fiscal 2001-2005 planning period. This plan is a product of nearly two years of field studies and research, public scoping, and coordination with the Rainwater Advisory Committee. The committee consists of representatives from tribal government, state agencies, local government, public organizations, and members of the public. The plan is organized into several sections with Chapter 1 providing introductory information such as project location, purpose and need, project goals and objectives, common elements and assumptions, coordination efforts and public scoping, and historical information about the project area. Key issues are presented in Chapter 2 and Chapter 3 discusses existing resource conditions within the wildlife area. Chapter 4 provides a detailed presentation on management activities and Chapter 5 outlines a monitoring and evaluation plan for the project that will help assess whether the project is meeting the intended purpose and need and the goals and objectives. Chapter 6 displays the action plan and provides a prioritized list of actions with associated budget for the next five year period. In 1993, fishery management agencies with jurisdiction over Lake Huron fish populations developed draft fish community objectives in response to the Joint Strategic Plan for Management of Great Lakes Fisheries. The Joint Strategic Plan charged the Great Lakes Fishery Commission sponsored Lake Huron Committee to define objectives for what the fish community of Lake Huron should look like in the future, and to develop means for measuring progress toward the objectives. The overall management objective for Lake Huron is to 'over the next two decades restore an ecologically balanced fish community dominated by top predators and consisting largely of self-sustaining, indigenous and naturalized species and capable of sustaining annual harvests of 8.9 million kg'. This paper represents the first attempt at consolidating current biological information from different management agencies on a lake-wide basis for the purpose of assessing the current status and dynamics of Lake Huron fishes.

The International Organization for Standardization (ISO) is working on accessibility of products to support people with cognitive impairment. Working Group 10, within the technical committee 173 (assistive products for persons with disability) was formed in 2014 to draft standards for assistive products that support people with cognitive impairment. This article explains the scope and purpose of the working group and the context for its formation, and describes the plans and process for drafting and publishing new international standards. The proposed suite of standards is presented, with examples from a draft standard on daily time management. It draws on international research evidence for the effectiveness of assistive products designed to support time management in people with cognitive impairment. Examples of assistive products and their key features are provided based on domains of time as defined in the International Classification of Functioning, Disability and Health for Children and Youth (ICF-CY). The proposed standards will provide design recommendations for features and functions that increase the accessibility of products used by people with cognitive impairment. They are intended to be used by designers, manufactures, educators and services providers, to facilitate their commitment to inclusion and demonstrate their willingness to work with accessibility regulation. Implications for Rehabilitation New standards based on universal design (UD) principles can guide the design of more user-friendly assistive products for people with cognitive impairment. Greater usability of assistive products, whether mainstream or specially-designed, will make it easier for practitioners to find and introduce assistive solutions to individuals with cognitive impairment. Greater usability of assistive products for daily time management can decrease the need for user training and support and enable participation.

Mississippi Space Services (MSS) the facility services contractor for NASA's John C. Stennis Space Center (SSC), is utilizing technology to improve engineering documentation and data control. Two identified improvement areas, labor intensive documentation research and outdated drafting standards, were targeted as top priority. MSS selected AutoManager(R) WorkFlow from Cyco software to manage engineering documentation. The software is currently installed on over 150 desctops. The outdated SSC drafting standard was written for pre-CADD drafting methods, in other words, board drafting. Implementation of COTS software solutions to manage engineering documentation and update the drafting standard resulted in significant increases in productivity by reducing the time spent searching for documents.

The Nonpoint Source Water Pollution Abatement Program was created in 1978 by the Wisconsin Legislature. The goal of the program is to improve and protect the water quality of lakes, streams, wetlands, and ground water within selected priority watersheds by controlling sources of nonpoint pollution. For each selected watershed, the Wisconsin Department of Natural Resources drafts a management plan that guides the implementation of pollution-control strategies known as Best Management Practices (BMP's). This plan summarizes resource and land-use inventories, describes the results of pollution-source modeling, and suggests pollution reduction goals. The U.S. Geological Survey, through a cooperative effort with the Wisconsin Department of Natural Resources, is monitoring water-quality improvements that result from the implementation of BMP's. The data collected are then compared to the watershed plans to assess progress and determine whether goals are being realized. This fact sheet describes the data-collection efforts, preliminary results, and planned data-analysis techniques of monitoring projects for pre-BMP conditions at two barnyards, one each on Otter Creek and Halfway Prairie Creek.

Review of the Draft 2014 Science Mission Directorate Science Plan

At the request of NASA's Science Mission Directorate (SMD), the National Research Council's (NRC's) Space Studies Board (SSB) initiated a study to review a draft of the SMD's 2014 Science Plan. The request for this review was made at a time when NASA is engaged in the final stages of a comprehensive, agency-wide effort to develop a new strategic plan and at a time when NASA's budget is under considerable stress. SMD's Science Plan serves to provide more detail on its four traditional science disciplines-astronomy and astrophysics, solar and space physics (also called heliophysics), planetary science, and Earth remote sensing and related activities-than is possible in the agency-wide Strategic Plan. In conducting its review of the draft Science Plan, the Committee on the Assessment of the NASA Science Mission Directorate 2014 Science Plan was charged to comment on the following specific areas: (1) Responsiveness to the NRC's guidance on key science issues and opportunities in recent NRC reports; (2) Attention to interdisciplinary aspects and overall scientific balance; (3) Identification and exposition of important opportunities for partnerships as well as education and public outreach; (4) Integration of technology development with the science program; (5) Clarity on how the plan aligns with SMD's strategic planning process; (6) General readability and clarity of presentation; and (7) Other relevant issues as determined by the committee. The main body of the report provides detailed findings and recommendations relating to the draft Science Plan. The highest-level, crosscutting issues are summarized here, and more detail is available in the main body of the report.

This Wildland Fire Management Plan (FMP) for Brookhaven National Lab (BNL) updates the 2003 plan incorporating changes necessary to comply with DOE Order 450.1 and DOE P 450.4, Federal Wildland Fire Management Policy and Program Review; Wildland and Prescribed Fire Management Policy and implementation Procedures Reference Guide. This current plan incorporates changes since the original draft of the FMP that result from new policies on the national level. This update also removes references and dependence on the U.S. Fish & Wildlife Service and Department of the Interior, fully transitioning Wildland Fire Management responsibilities to BNL. The Department of Energy policymore » for managing wildland fires requires that all areas, managed by the DOE and/or its various contractors, that can sustain fire must have a FMP that details fire management guidelines for operational procedures associated with wild fire, operational, and prescribed fires. Fire management plans provide guidance on fire preparedness, fire prevention, wildfire suppression, and the use of controlled, 'prescribed' fires and mechanical means to control the amount of available combustible material. Values reflected in the BNL Wildland FMP include protecting life and public safety; Lab properties, structures and improvements; cultural and historical sites; neighboring private and public properties; and endangered, threatened, and species of concern. Other values supported by the plan include the enhancement of fire-dependent ecosystems at BNL. This FMP will be reviewed periodically to ensure the fire program advances and evolves with the missions of the DOE and BNL. This Fire Management Plan is presented in a format that coverers all aspects specified by DOE guidance documents which are based on the national template for fire management plans adopted under the National Fire Plan. The DOE is one of the signatory agencies on the National Fire Plan. This FMP is to be used and implemented for the entire BNL site including the Upton Reserve and has been reviewed by, The Nature Conservancy, New York State Department of Environmental Conservation Forest Rangers, and DOE, as well as appropriate BNL emergency services personnel. The BNL Fire Department is the lead on wildfire suppression. However, the BNL Natural Resource Manager will be assigned to all wildland fires as technical resource advisor.« less

In preparation for missions to Mars that will involve the return of samples to Earth, it will be necessary to prepare for the receiving, handling, testing, distributing, and archiving of martian materials here on Earth. Previous groups and committees have studied selected aspects of sample return activities, but specific detailed protocols for the handling and testing of returned samples must still be developed. To further refine the requirements for sample hazard testing and to develop the criteria for subsequent release of sample materials from quarantine, the NASA Planetary Protection Officer convened a series of workshops in 2000-2001. The overall objective of the Workshop Series was to produce a Draft Protocol by which returned martian sample materials can be assessed for biological hazards and examined for evidence of life (extant or extinct) while safeguarding the purity of the samples from possible terrestrial contamination. This report also provides a record of the proceedings of Workshop 4, the final Workshop of the Series, which was held in Arlington, Virginia, June 5-7, 2001. During Workshop 4, the sub-groups were provided with a draft of the protocol compiled in May 2001 from the work done at prior Workshops in the Series. Then eight sub-groups were formed to discuss the following assigned topics: Review and Assess the Draft Protocol for Physical/Chemical Testing Review and Assess the Draft Protocol for Life Detection Testing Review and Assess the Draft Protocol for Biohazard Testing Environmental and Health/Monitoring and Safety Issues Requirements of the Draft Protocol for Facilities and Equipment Contingency Planning for Different Outcomes of the Draft Protocol Personnel Management Considerations in Implementation of the Draft Protocol Draft Protocol Implementation Process and Update Concepts This report provides the first complete presentation of the Draft Protocol for Mars Sample Handling to meet planetary protection needs. This Draft Protocol, which was compiled from deliberations and recommendations from earlier Workshops in the Series, represents a consensus that emerged from the discussions of all the sub-groups assembled over the course of the five Workshops of the Series. These discussions converged on a conceptual approach to sample handling, as well as on specific analytical requirements. Discussions also identified important issues requiring attention, as well as research and development needed for protocol implementation.

In order for New Brunswick Power Nuclear (NBPN) to control the risks of degradation of the concrete reactor building at the Point Lepreau Generating Station (PLGS) the development of an aging management plan (AMP) was initiated. The intention of this plan was to determine the requirements for specific structural components of concrete of the reactor building that require regular inspection and maintenance to ensure the safe and reliable operation of the plant. The document is currently in draft form and presents an integrated methodology for the application of an AMP for the concrete of the reactor building. The current AMP addresses the reactor building structure and various components, such as joint sealant and liners that are integral to the structure. It does not include internal components housed within the structure. This paper provides background information regarding the document developed and the strategy developed to manage potential degradation of the concrete of the reactor building, as well as specific programs and preventive and corrective maintenance activities initiated.

The U.S. Environmental Protection Agency is currently addressing several issues related to dioxins and dioxin-like chemicals in the environment. This draft plan includes: definition of the phase 1 and 2 U.S. pilot objectives; the proposed experiment design to evaluate crop calendar, area estimation, and area aggregation components for corn and soybean technologies using 1978/1979 crop-year data; a description of individual sensitivity evaluations of the baseline corn and soybean segment classification procedure; and technology and data assessment in support of the corn and soybean estimation technology for use in the U.S. central corn belt.

The paper presents the progress of the Decontamination Plan and Radioactive Waste Management Plan which accompanies the Decommissioning Plan for research reactor VVR-S located in Magurele, Ilfov, near Bucharest, Romania. The new variant of the Decommissioning Plan was elaborated taking into account the IAEA recommendation concerning radioactive waste management. A new feasibility study for VVR-S decommissioning was also elaborated. The preferred safe management strategy for radioactive wastes produced by reactor decommissioning is outlined. The strategy must account for reactor decommissioning, as well as rehabilitation of the existing Radioactive Waste Treatment Plant and the upgrade of the Radioactive Waste Disposal Facilitymore » at Baita-Bihor. Furthermore, the final rehabilitation of the laboratories and reusing of cleaned reactor building is envisaged. An inventory of each type of radioactive waste is presented. The proposed waste management strategy is selected in accordance with the IAEA assistance. Environmental concerns are a part of the radioactive waste management strategy. In conclusion: The current version 8 of the Draft Decommissioning Plan which include the Integrated concept of Decontamination and Decommissioning and Radwaste Management, reflects the substantial work that has been incorporated by IFIN-HH in collaboration with SITON, which has resulted in substantial improvement in document The decommissioning strategy must take into account costs for VVR-S Reactor decommissioning, as well as costs for much needed refurbishments to the radioactive waste treatment plant and the Baita-Bihor waste disposal repository. Several improvements to the Baita-Bihor repository and IFIN-HH waste treatment facility were proposed. The quantities and composition of the radioactive waste generated by VVR-S Reactor dismantling were again estimated by streams and the best demonstrated practicable processing solution was proposed. The estimated quantities of materials to be managed in the near future raise some issues that need to be solved swiftly, such as treatment of aluminum and lead and graphite management. The objective of this study was to describe a draft response plan for the tiered triage, treatment, or transportation of 400 adult and pediatric victims (50/million population) of a burn disaster for the first 3 to 5 days after injury using regional resources. Review of meeting minutes and the 11 deliverables of the draft response plan was performed. The draft burn disaster response plan developed for NYC recommended: 1) City hospitals or regional burn centers within a 60-mile distance be designated as tiered Burn Disaster Receiving Hospitals (BDRH); 2) these hospitals be divided into a four-tier system, based on clinical resources; and 3) burn care supplies be provided to Tier 3 nonburn centers. Existing burn center referral guidelines were modified into a hierarchical BDRH matrix, which would vector certain patients to local or regional burn centers for initial care until capacity is reached; the remainder would be cared for in nonburn center facilities for up to 3 to 5 days until a city, regional, or national burn bed becomes available. Interfacility triage would be coordinated by a central team. Although recommendations for patient transportation, educational initiatives for prehospital and hospital providers, city-wide, interfacility or interagency communication strategies and coordination at the State or Federal levels were outlined, future initiatives will expound on these issues. An incident resulting in critically injured burn victims exceeding the capacity of local and regional burn center beds may be a reality within any community and warrants a planned response. To address this possibility within New York City, an initial draft of a burn disaster response has been created. A scaleable plan using local, state, regional, or federal health care and governmental institutions was developed.

...On July 19, 2010, President Obama signed Executive Order 13547 establishing a National Policy for the Stewardship of the Ocean, our Coasts, and the Great Lakes (``National Ocean Policy''). The National Ocean Policy provides an implementation strategy, which describes nine priority objectives that seek to address some of the most pressing challenges facing the ocean, our coasts, and the Great Lakes. The National Ocean Council is responsible for developing strategic action plans for each of the nine priority objectives. As a first step, Federal interagency writing teams have developed content outlines for each draft strategic action plan. The NOC is seeking public review and comment of these content outlines. The purpose of the draft content outlines (outlines) is to provide the public with an initial view of potential actions that could be taken to further the national priority objectives. As such, they are an interim step toward development of the first full draft of each strategic action plan. In developing the outlines, the writing teams were informed by the comments received during an initial public scoping period that closed on April 29. Each outline presents in bulleted form potential actions to further the particular priority objective. It describes the reasons for taking the action, expected outcomes and milestones, gaps and needs in science and technology, and the timeframe for completing the action. The outlines also provide an overview of the priority objective, greater context for the strategic action plan in implementing the National Ocean Policy, and an overview of the preparation of the plan . Public comments received on the outlines will be collated and posted on the NOC Web site. The comments on the outlines will inform the preparation of full draft strategic action plans, which will be released for public review in the fall of 2011, allowing additional opportunity for the public to provide comments. Final strategic action plans are expected to be completed by early 2012.

The 8 Plant assumption in FY 1997 reflects the planning case in the FY 1997 ADS with a shortfall of $5 million. PFP assumptions have been revised from the FY 1997 ADS based on the direction provided this past summer by DOE-Headquarters. This includes the acceleration of the polycube stabilization back to its originally planned completion date. Although the overall program repricing in FY 1996 allowed the scheduled acceleration to fall with the funding allocation, the FY 1997 total reflects a shortfall of $6 million.« less

The intended target audience for this document initially is management and project technical specialist and scientists involved in the Gap Analysis Program (GAP) and the Landscape Fire and Resource Management Planning Tools - (LANDFIRE) program to help communicate coordination activities to all involved parties. This document is also intended to give background information in other parts of the USGS and beyond, although some details given are relatively oriented to management of the respective programs. Because the Gap Analysis Program (GAP) and the Landscape Fire and Resource Management Planning Tools - LANDFIRE programs both rely on characterizations of land cover using similar scales and resolutions, the programs have been coordinating their work to improve scientific consistency and efficiency of production. Initial discussions and informal sharing of ideas and work began in 2008. Although this collaboration was fruitful, there was no formal process for reporting results, plans, or outstanding issues, nor was there any formally-defined coordinated management team that spanned the two programs. In 2012, leadership from the two programs agreed to strengthen the coordination of their respective work efforts. In 2013 the GAP and LANDFIRE programs developed an umbrella plan of objectives and components related to three mutual focus areas for the GAP and LANDFIRE collaboration for the years 2013 and 2014 (GAP/LANDFIRE 2013). The evolution of this partnership resulted in the drafting of an inter-program Memorandum of Understanding (MOU) in 2014. The upcoming International Conference on Population and Development and its draft plan of action call for international cooperation in protecting and assisting refugees and displaced persons and in assuring positive consequences in host and origin countries. The draft plan also aims to protect the elderly through enhancing self-reliance and continued work and independent living in their own communities. Social support systems for the elderly must also be strengthened. The document is also concerned with the movement of population to cities and across borders. Recommendations on migration encourage governments to evaluate the impact of economic and environmental policies on population distribution and migration, to promote development of medium-sized urban centers, to encourage rural economic development and placement of industries in rural areas, and to support access to land ownership or use and access to water resources in rural areas. Rural infrastructure and social services need to be improved. Grassroots organizations and cooperatives for establishing credit and marketing products are emphasized. Weak local area management is an obstacle to socioeconomic development, environmental protection, and population distribution. Waste, water, and land management strategies should be adopted. Prevention of the root causes of displacement is particularly important when environmental damage is the consequence or the cause. Women, children, and the elderly who are displaced need protection. Refugee numbers have swelled from 8.5 million in 1985 to 19 million in 1993. Sudden and mass refugee arrivals should be afforded temporary protection until a solution can be found. Conditions must be created for safe and dignified, voluntary repatriation. The social and economic integration of documented, longterm migrants must be assured.

This document presents a Draft Plan proposed to develop a common test protocol that can be used to evaluate the performance requirements of Non-Intrusive Load Monitoring. Development on the test protocol will be focused on providing a consistent method that can be used to quantify and compare the performance characteristics of NILM products. A short term and a long term icing research and technology program plan was drafted for NASA LeRC based on 33 separate research items. The specific items listed resulted from a comprehensive literature search, organized and assisted by a computer management file and an industry/Government agency survey. Assessment of the current facilities and icing technology was accomplished by presenting summaries of ice sensitive components and protection methods; and assessments of penalty evaluation, the experimental data base, ice accretion prediction methods, research facilities, new protection methods, ice protection requirements, and icing instrumentation. The intent of the research plan was to determine what icing research NASA LeRC must do or sponsor to ultimately provide for increased utilization and safety of light transport and general aviation aircraft.

The National Wildlife Refuge System Improvement Act of 1997 requires all units of the National Wildlife Refuge System to be managed under a Comprehensive Conservation Plan. The Comprehensive Conservation Plan must describe the desired future conditions of a refuge and provide long-range guidance and management direction to achieve refuge purposes. The Rappahannock River Valley National Wildlife Refuge (refuge) is in the process of developing a range of management goals, objectives, and strategies for the Comprehensive Conservation Plan. The Comprehensive Conservation Plan for the refuge must contain an analysis of expected effects associated with current and proposed refuge management strategies. The purpose of this study was to assess the regional economic implications associated with draft Comprehensive Conservation Plan management strategies. Special interest groups and local residents often criticize a change in refuge management, especially if there is a perceived negative impact to the local economy. Having objective data on economic impacts may show that these fears are overstated. Quite often, the extent of economic benefits a refuge provides to a local community is not fully recognized, yet at the same time the effects of negative changes is overstated. Spending associated with refuge recreational activities, such as wildlife viewing and hunting, can generate considerable tourist activity for surrounding communities. Additionally, refuge personnel typically spend considerable amounts of money purchasing supplies in local stores, repairing equipment and purchasing fuel at the local service stations, and reside and spend their salaries in the local community. For refuge Comprehensive Conservation Plan planning, a regional economic assessment provides a means of estimating how current management (no action alternative) and proposed management activities (alternatives) could affect the local economy. This type of analysis provides two critical pieces of information: (1) it illustrates a refuge's contribution to the local community; and (2) it can help in determining whether local economic effects are or are not a real concern in choosing among management alternatives. It is important to note that the economic value of a refuge encompasses more than just the impacts of the regional economy. Refuges also provide substantial nonmarket values (values for items not exchanged in established markets), such as maintaining endangered species, preserving wetlands, educating future generations, and adding stability to the ecosystem. However, quantifying these types of nonmarket values was beyond the scope of this study because of time and budget constraints.

The last time NASA envisioned a sample return mission from Mars, the development of a protocol to support the analysis of the samples in a containment facility resulted in a "Draft Test Protocol" that outlined required preparations "for the safe receiving, handling, testing, distributing, and archiving of martian materials here on Earth" (Rummel et al., 2002 ). This document comprised a specific protocol to be used to conduct a biohazard test for a returned martian sample, following the recommendations of the Space Studies Board of the US National Academy of Sciences. Given the planned launch of a sample-collecting and sample-caching rover (Mars 2020) in 2 years' time, and with a sample return planned for the end of the next decade, it is time to revisit the Draft Test Protocol to develop a sample analysis and biohazard test plan to meet the needs of these future missions. Case management is a complex intervention. Complexity arises from the interaction of different components: the model (theoretical basis), implementation context (service), population and health condition, focus for the intervention (client and/or their family), case manager's actions (interventions) and the target of case management (integrated care and support, client's community participation). There is a lack of understanding and a common language. To our knowledge there is no classification (taxonomy) for community-based case management. To develop a community-based case management in brain injury taxonomy (BICM-T), as a common language and understanding of case management for use in quality analysis, policy, planning and practice. The mixed qualitative methods used multiple sources of knowledge including scoping, framing and a nominal group technique to iteratively develop the Beta version (draft) of the taxonomy. A two part developmental evaluation involving case studies and mapping to international frameworks assessed the applicability and acceptability (feasibility) before finalization of the BICM-T. The BICM-T includes a definition of community-based case management, taxonomy trees, tables and a glossary. The interventions domain tree has 9 main actions (parent category): engagement, holistic assessment, planning, education, training and skills development, emotional and motivational support, advising, coordination, monitoring; 17 linked actions (children category); 8 related actions; 63 relevant terms defined in the glossary. The BICM-T provides a knowledge map with the definitions and relationships between the core actions (interventions domain). This event included annual sampling of groundwater and surface water locations at the Green River, Utah, Disposal Site. Sampling and analyses were conducted as specified in Sampling and Analysis Plan for US. Department of Energy Office of Legacy Management Sites (LMS/PRO/S04351, continually updated, http://energy.gov/lrnldownloads/sampling-and- analysis-plan-us-department-energy-office-legacy-management-sites). Samples were collected from 15 monitoring wells and two surface locations at the disposal site as specified in the draft 2011 Ground Water Compliance Action Plan for the Green River, Utah, Disposal Site. Planned monitoring locations are shown in Attachment 1, Sampling and Analysis Work Order. A duplicate sample was collected from location 0179. Onemore » equipment blank was collected during this sampling event. Water levels were measured at all monitoring wells that were sampled. See Attachment 2, Trip Reports for additional details. The analytical data and associated qualifiers can be viewed in environmental database reports and are also available for viewing with dynamic mapping via the GEMS (Geospatial Environmental Mapping System) website at http://gems.lm.doe.gov/#. No issues were identified during the data validation process that requires additional action or follow-up.« less
