Economic development: poverty solution for the rural South
DOE Office of Scientific and Technical Information (OSTI.GOV)
Briggs, V.M. Jr.; Rungeling, B.
1980-10-01
The 1970 census showed the South to have 41.3% of the US rural population and 44% of the poor with only 31% of the population. Economic development in the rural South has been limited by a lack of financial and physical capital and by a tradition of discriminatory and conservative institutional practices that restrict development. An experimental Federal program of low-interest loans recognized these problems in the Area Redevelopment Act (ARA) of 1961, later replaced by the Public Works and Economic Development Act of 1965 and the Rural Development Act of 1972. Each of these assumed an infrastructure for jobmore » creation and failed to provide for human resource development. The search for an acceptable policy alternative to this approach may find an answer in community and development corporations (CDCs), which transcend political boundaries and allow local people to own and control the businesses they organize or attract, but which are bound by the local financial capability. The authors feel that, until policies recognize the need to have a national balance of urban and rural life, Federal intervention should be confined to a supportive role. 23 references. (DCK)« less

Economics and Health Reform: Academic Research and Public Policy.
Glied, Sherry A; Miller, Erin A
2015-08-01
Two prior studies, conducted in 1966 and in 1979, examined the role of economic research in health policy development. Both concluded that health economics had not been an important contributor to policy. Passage of the Affordable Care Act offers an opportunity to reassess this question. We find that the evolution of health economics research has given it an increasingly important role in policy. Research in the field has followed three related paths over the past century-institutionalist research that described problems; theoretical research, which proposed relationships that might extend beyond existing institutions; and empirical assessments of structural parameters identified in the theoretical research. These three strands operating in concert allowed economic research to be used to predict the fiscal and coverage consequences of alternative policy paths. This ability made economic research a powerful policy force. Key conclusions of health economics research are clearly evident in the Affordable Care Act. © The Author(s) 2015.

The performance and economic benefits of a constrained application of Active Controls Technology (ACT) are identified, and the approach to airplane design is established for subsequent steps leading to the development of a less constrained final ACT configuration. The active controls configurations are measured against a conventional baseline configuration, a state-of-the-art transport, to determine whether the performance and economic changes resulting from ACT merit proceeding with the project. The technology established by the conventional baseline configuration was held constant except for the addition of ACT. The wing, with the same planform, was moved forward on the initial ACT configuration to move the loading range aft relative to the wing mean aerodynamic chord. Wing trailing-edge surfaces and surface controls also were reconfigured for load alleviation and structural stabilization.

In this article, the authors consider the impact of information and advertising on consumer behavior and the process of producing differentiation formation. Advertising, television, radio, magazines and direct mail as major constraints of mass media may act as sources of information. Economic modernization is aimed at development of acceleration of the knowledge intensive industries, which contribute to Russia’s position in terms of the world economy; the recovering process of the Russian economic manufacturing base; development of import substitution industries and limited participation in international labor specialization.

Using transnational terrorism data from 1980 to 2000, this study empirically examines the relationships between frequency of participation in transnational terrorism acts and economic development and education improvement. We find an inverse U-shaped association between the frequency of various nationals acting as perpetrators in transnational terrorism acts and per capita income in their respective home countries. As per capita incomes increase from relatively low levels, frequencies of participation in transnational terrorism increase. However, at sufficiently higher levels of per capita income, further increase in per capita income is negatively associated with the rate of participation in transnational terrorism. Education improvement from elementary to secondary is positively correlated with frequency of participation in transnational terrorism events, whereas further improvement from secondary to tertiary level is negatively correlated with participation in transnational terrorism. We also find that citizens of countries with greater openness to international trade, lower degree of income inequality, greater economic freedom, larger proportion of population with tertiary education, and less religious prevalence participate in transnational terrorism events less frequently. © 2015 Society for Risk Analysis.

Foundation on Economic Trends v. Bowen.
1989-10-04
The National Enviromental Policy Act requires that government agencies make a detailed enviromental impact statement (EIS) for all research significantly affecting the environment. These statements must be supplemented if the project substantially changes or if new information is obtained. The Foundation on Economic Trends argued that three developments in recombinant DNA research will significantly alter the enviromental impact, thereby mandating a new EIS by the National Institutes of Health (NIH). These developments are cloning oncogenic viruses, engineering the human immunodeficiency virus into cells not normally susceptible to it, and introducing AIDS genetic codes into mice. The U.S. District Court, District of Columbia, held that the first two projects do not pose a greater risk and that the enviromental assessment being prepared by NIH on the third satisfies the requirements of the National Enviromental Policy Act.

Sustaining Jamaica's forests: The protected areas resource conservation project
NASA Astrophysics Data System (ADS)
Berke, Philip R.; Beatley, Timothy
1995-07-01
This study examines Jamaica's attempt to protect a tropical forest reserve. The biophysical setting, and the types and magnitude of forest development pressures are reviewed. Next, Jamaica's approach to developing new land-use strategies and compatible environmental protection and economic development programs are examined. Finally, the practical and theoretical implications by which institutions can be designed to encourage planning for sustainable development are reviewed. The implications suggest how to provide an appropriate mix of cooperation and market competition, by which people acting in their own interests accomplish socially equitable economic development, while protecting the environment for the benefit of future generations. The experience illustrates that effective long-term protection of natural areas requires the building of local relationships and support, the development of local economic activities supportive of conservation, the defining of clear boundaries, and significant monitoring and enforcement. Long-term protection of the Blue and John Crow mountains, and other important natural areas of Jamaica, will also require the development of a workable and enforceable system of land-use planning for the island, and adjustments to the economic incentive structure so that sustainable, nonextractive uses of natural capital are placed on equal footing with other economic uses (e.g., coffee production).

Acts of terrorism could have a range of broad impacts on an economy, including changes in consumer (or demand) confidence and the ability of productive sectors to respond to changes. As a first step toward a model of terrorism-based impacts, we develop here a model of production and employment that characterizes dynamics in ways useful toward understanding how terrorism-based shocks could propagate through the economy; subsequent models will introduce the role of savings and investment into the economy. We use Aspen, a powerful economic modeling tool developed at Sandia, to demonstrate for validation purposes that a single-firm economy converges tomore » the known monopoly equilibrium price, output, and employment levels, while multiple-firm economies converge toward the competitive equilibria typified by lower prices and higher output and employment. However, we find that competition also leads to churn by consumers seeking lower prices, making it difficult for firms to optimize with respect to wages, prices, and employment levels. Thus, competitive firms generate market ''noise'' in the steady state as they search for prices and employment levels that will maximize profits. In the context of this model, not only could terrorism depress overall consumer confidence and economic activity but terrorist acts could also cause normal short-run dynamics to be misinterpreted by consumers as a faltering economy.« less

CAPE CANAVERAL, Fla. -- In the Press Site auditorium at NASA's Kennedy Space Center in Florida, managers from NASA and the Economic Development Commission (EDC) of Florida’s Space Coast pose for a portrait following the signing of a new five-year Space Act Agreement reaffirming the partnership of the two organizations. From left are Kennedy Space Center Director Robert Cabana, EDC President and CEO Lynda Weatherman, and Chairman of the Board of the EDC Bob Whelen. The agreement calls for NASA and EDC senior leadership to meet regularly to discuss economic development matters of mutual interest. Managers from Kennedy’s Center Planning and Development Office will work with the EDC on potential business partnerships and meet with business leaders and committees to address space-related and high-tech economic development. EDC officials will assist NASA with disseminating information about potential partnership opportunities, as well as space-related and high-tech economic development, and increase awareness of Kennedy’s Engineering and Technology Directorate collaboration initiatives. They also will promote the commercial use of underutilized facilities at Kennedy. NASA and the EDC entered into their first economic cooperation agreement in 2005. Urbanization and Slum Formation
Phua, Kai Hong
2007-01-01
The formation of slums need not be inevitable with rapid urbanization. Such an argument appears to be contradicted by evidence of large slum populations in a large number of developing countries and particularly in rapidly urbanizing regions like Asia. The evidence discussed suggests that city authorities faced with rapid urban development lack the capacity to cope with the diverse demands for infrastructural provision to meet economic and social needs. Not only are strategic planning and intervention major issues in agenda to manage rapid urbanization, but city governments are not effectively linking the economic development trajectory to implications for urban growth and, hence, housing needs. In the following discussion, a case study is presented in support of the argument that city governments have to first recognize and then act to establish the link that is crucial between economic development, urban growth, and housing. This is the agendum that has been largely neglected by city and national governments that have been narrowly focused on economic growth with the consequent proliferation of slum formation as a housing solution. Alignment is the degree to which component parts of academic health centers (AHCs) work cohesively. Full alignment allows AHCs to act quickly and cohesively toward common goals and to take advantage of opportunities that present themselves, particularly where collaboration is essential. Maryland's two major AHCs-University of Maryland Medicine (UMM) and Johns Hopkins Medicine (JHM)-have experienced periods of significant misalignment during each of their histories. Their most recent periods of misalignment caused significant negative economic and academic impacts. However, the process of realigning their clinical and research missions has not only given them a renewed economic vigor but has also paid significant dividends for the state of Maryland, helping it weather the current recession much better than other regions of the country. The two AHCs' continued economic success during the recession has led Maryland lawmakers to increasingly seek out their expertise in attempts to stimulate economic development. Indeed, UMM, JHM, and other fully aligned AHCs have shown that they can be powerful economic engines and offer a model of job growth and economic development in the 21st century.

Is the GAIN Act a turning point in new antibiotic discovery?
Brown, Eric D
2013-03-01
The United States GAIN (Generating Antibiotic Incentives Now) Act is a call to action for new antibiotic discovery and development that arises from a ground swell of concern over declining activity in this therapeutic area in the pharmaceutical sector. The GAIN Act aims to provide economic incentives for antibiotic drug discovery in the form of market exclusivity and accelerated drug approval processes. The legislation comes on the heels of nearly two decades of failure using the tools of modern drug discovery to find new antibiotic drugs. The lessons of failure are examined herein as are the prospects for a renewed effort in antibiotic drug discovery and development stimulated by new investments in both the public and private sector.

Defining the public health threat of food fraud.
Spink, John; Moyer, Douglas C
2011-01-01
Food fraud, including the more defined subcategory of economically motivated adulteration, is a food risk that is gaining recognition and concern. Regardless of the cause of the food risk, adulteration of food is both an industry and a government responsibility. Food safety, food fraud, and food defense incidents can create adulteration of food with public health threats. Food fraud is an intentional act for economic gain, whereas a food safety incident is an unintentional act with unintentional harm, and a food defense incident is an intentional act with intentional harm. Economically motivated adulteration may be just that-economically motivated-but the food-related public health risks are often more risky than traditional food safety threats because the contaminants are unconventional. Current intervention systems are not designed to look for a near infinite number of potential contaminants. The authors developed the core concepts reported here following comprehensive research of articles and reports, expert elicitation, and an extensive peer review. The intent of this research paper is to provide a base reference document for defining food fraud-it focuses specifically on the public health threat-and to facilitate a shift in focus from intervention to prevention. This will subsequently provide a framework for future quantitative or innovative research. The fraud opportunity is deconstructed using the criminology and behavioral science applications of the crime triangle and the chemistry of the crime. The research provides a food risk matrix and identifies food fraud incident types. This project provides a starting point for future food science, food safety, and food defense research. Food fraud, including the more defined subcategory of economically motivated adulteration, is a food protection threat that has not been defined or holistically addressed. The terrorist attacks of September 11, 2001, led to the development of food defense as an autonomous area of study and a new food protection discipline. As economically motivated adulteration grows in scope, scale, and awareness, it is conceivable that food fraud will achieve the same status as an autonomous concept, between food safety and food defense. This research establishes a starting point for defining food fraud and identifying the public health risks. © 2011 Institute of Food Technologists®

Nursing and the New Deal: we met the challenge.
Pollitt, P; Reese, C N
1997-12-01
The years of the great depression were marked with unemployment and economic ruin for many people. Americans were left feeling helpless and hopeless. After the 1932 presidential election of Franklin Roosevelt, his administration embarked on a course of government known as the New Deal. Many new and innovative programs were established to create jobs and a sense of hope for the public. This article will examine four programs that were of particular interest to nursing: the Federal Emergency Relief Act, the Civil Works Act, the Works Progress Act, and the Social Security Act. Nurses of the time embraced these programs. They participated in their development and implementation and made a difference in the lives of many desperate Americans.

This dissertation challenges the economic rationale which justified the passage of the Public Utility Holding Company Act. It argues that the public utility holding company was a dynamic organization which overcame regulatory and organizational obstacles preventing consolidation of a fragmented industry. The historical evidence shows the holding company acted as a unique creator of liquidity which lowered the cost of capital for its constituent companies. Its organizational contribution achieved production economies by coordinating production to take advantage of the stochastic nature of demand diversity. These results are supported by the application of cliometrics to the historical record left by the public utility holding company. Two additional contributions of this dissertation are that by studying holding company operations and its historical development, the modern observer gets a better understanding of how this industry was meant to work and it also shows how the private market will seek organizational remedies for imperfect resource markets and institutional impediments.

Drawing on the model on financial planning for retirement (FPR), the aim of this work is to explore how parental economic socialization both directly and indirectly affects FPR through the mediation of financial literacy, financial planning decisions and financial management. Data from a sample of 280 participants aged between 45 and 63 years were used. The results show that parental economic socialization directly and indirectly influences FPR. Moreover, parental economic behavior acts as a positive model for the development of financial literacy and skills and for decisions about FPR. All the variables increased the explained variance of FPR. Lastly, we discuss the process by which parental economic socialization is positively related to financial literacy and skills that impact on FPR, indicating some implications and future lines of research. Maintaining the coordinated correlation between ecological environment and economic development is one of the important strategies in the new stage of poverty alleviation and development. Taking 714 poverty-stricken counties in contiguous destitute areas as study areas, this paper designed the ecological vulnerability evaluation indicator system based on the ecological sensitivity-resilience-pressure (SRP) conceptual model, as well as the comprehensive poverty evaluation indicators from the perspective of socioeconomic development, so as to build the coupling model to reveal the coupling between ecological vulnerability and economic poverty. The results showed that Hu-Line could act as a feasible partition label to depict the spatial distribution patterns of ecological vulnerability, economic poverty, as well as their coupling degree in contiguous destitute areas, which should be fully taken into consideration the influence of Hu-Line on the east-west pattern classification of national poverty reduction. In addition, there existed a symbiotic positive correlation between ecological vulnerability and economic poverty, therefore, the strategic significance of ecological and environment protection in poverty-stricken areas should be specifically emphasized to reduce economic poverty by synchronously protecting the ecological environment. Approximately half of the counties involved in the study area were in the coordinated type of recession disorders, where the ecological environment quality and the economic development could not be synchronized.

In the spring of 2011, the American state of Texas passed into law an act limiting the liability of commercial space flight entities. Under it, those companies would not be liable for space flight participant injuries, except in cases of intentional injury or injury proximately caused by the company's gross negligence. An analysis within the framework of international and national space law, but especially informed by the academic discipline of law and economics, discusses the incentives of all relevant parties and attempts to understand whether the law is economically "efficient" (allocating resources so as to yield maximum utility), and suited to further the development of the fledgling commercial suborbital tourism industry. Insights into the Texas law are applicable to other states hoping to foster commercial space tourism and considering space tourism related legislation.

It is commonly assumed that convincing deniers that climate change is real is necessary for them to act pro-environmentally. However, the likelihood of `conversion' using scientific evidence is limited because these attitudes increasingly reflect ideological positions. An alternative approach is to identify outcomes of mitigation efforts that deniers find important. People have strong interests in the welfare of their society, so deniers may act in ways supporting mitigation efforts where they believe these efforts will have positive societal effects. In Study 1, climate change deniers (N=155) intended to act more pro-environmentally where they thought climate change action would create a society where people are more considerate and caring, and where there is greater economic/technological development. Study 2 (N=347) replicated this experimentally, showing that framing climate change action as increasing consideration for others, or improving economic/technological development, led to greater pro-environmental action intentions than a frame emphasizing avoiding the risks of climate change. To motivate deniers' pro-environmental actions, communication should focus on how mitigation efforts can promote a better society, rather than focusing on the reality of climate change and averting its risks.

A brief summary of Kentucky's property taxes and the historical development of the state's unmined minerals taxes leads into a discussion of the implementation issues now being tested in the courts, such as valuation, the effects of the Broad Form Deed Act, and the impact on farms and minerals other than coal. An assessment of the economic impact of the tax on taxpayers and on state revenues concludes that prior scholarly attempts to estimate economic impact have erred because they failed to consider the implementation issues. These issues involve value choices about who should bear the economic burden and whenmore » that burden should take place.« less

The Supreme Court of California has ruled on several cases involving the question of to what extent a possessor of land is liable for the harm to customers or tenants occurring when a third party commits a criminal act against the customers or tenants present on the land. This paper reviews the historical development of this aspect of negligence law and analyzes the ethical and economic efficiency implications of ascribing legal responsibility for such crimes to: a) local government, b) the possessor of land, c) the customer, and d) the criminal. For example, is there an effort by the judicial system to substitute deterrence from criminal acts provided by possessors of land (i.e., specific deterrence) for the general deterrence traditionally provided through the use of police powers by local government? Analysis indicates that specific deterrence may be more effective in changing the location of criminal acts than in reducing the level of criminal activities. Also, the expense of complying with the legal responsibilities of protecting customers and clients may be especially high in high-crime, low-income areas, thus forcing commercial establishments to move or go out of business. Thus, we have a troubling tradeoff: compensating individual crime victims in a high-crime area could ultimately deprive the residents of basic economic opportunities.

Mainstream economics and sense-making.
Salvatore, Sergio; Davanzati, Guglielmo Forges; Potì, Silvia; Ruggieri, Ruggero
2009-06-01
This work presents a semiotic approach to the economy, underlining that any economic phenomena is at the same time a communicative act as it is contingent to sense-making. The article discusses this topic by focusing on a specific phenomenon studied by economics: the underground economy. It shows that the conceptualization of the underground economy in terms of sense-making processes offers a thought-provoking perspective for theoretical development. More in general, the discussion proposed makes it clear that in order to deepen our vision of economic phenomena in a more thoughtful and realistic way we need to rethink these phenomena as being reciprocally and circularly embedded in the semiotic flow of life. The economy is within sense-making and it is shaped by it; at the same time sense-making is within the economy, as its semiotic substance.
[The problem of economic and population development (author's transl)].
Maier, W
1977-04-01
The question is raised whether the apparent complexity and differentiation excludes chance. Generally a chance occurrence is without prior determination. The laws established by economics and demography with mathematical methods are therefore not capable to determine all facts because of their hypothetical arrangement. Reality can only be expressed in a categorical judgment. It is possible to arrive from hypothetical judgments--when there is A so there is B to an existence of a categorical B. Any theory of economic balance and any calculation in a demographic model to arrive at a balanced population development are methods which correlate facts with facts and allow conclusions when the correlation is actually existent. However, no conclusion as to the idea of determination of the generative behavior by economic production can be arrived at. Revorsely the conclusion that sociologie developments and generative behavior are completely independant of economic production is not possible. Hypothetical type of thinking in a model does not exclude chance and each fact has an element of chance in it. This appears to be a heuristic circle. Noncircular conclusions for the practice of life in order to advise, decide and act, do not exist without assumptions and without value judgments. In order to influence the development of the population continued scientific reflection, observation and argumentation is necessary. Correct technical functioning is translated into social realms. New reflections and interpretations are constantly required.

The Final ACT Configuration Evaluation Task of the Integrated Application of Active Controls (IAAC) technology project within the energy efficient transport program is summarized. The Final ACT Configuration, through application of Active Controls Technology (ACT) in combination with increased wing span, exhibits significant performance improvements over the conventional baseline configuration. At the design range for these configurations, 3590 km, the block fuel used is 10% less for the Final ACT Configuration, with significant reductions in fuel usage at all operational ranges. Results of this improved fuel usage and additional system and airframe costs and the complexity required to achieve it were analyzed to determine its economic effects. For a 926 km mission, the incremental return on investment is nearly 25% at 1980 fuel prices. For longer range missions or increased fuel prices, the return is greater. The technical risks encountered in the Final ACT Configuration design and the research and development effort required to reduce these risks to levels acceptable for commercial airplane design are identified.
Population change and socio-cultural values.
1982-06-01
The developing countries of the world in general, and those of Asia and the Pacific in particular, recognize that unplanned population growth is a stumbling block to socioeconomic development. Discussion here focuses on population growth and social, economic, and institutional forces, which are referred to as sociocultural values. Generally, sociocultural values change sluggishly over time. The rate at which a country's sociocultural values change depends on several factors such as the stage of economic development and modernization and whether a country has an open or closed door policy. "The Value of Children Study: A Crossnational Study" by Fred Arnold et al. shows that there are positive and negative values attributed to children in the Asian countries. These are: positive general values--emotional benefits, economic benefits and security, self enrichment and development, identification with children, and family cohesiveness and continuity; negative general values--emotional costs, economic costs, restrictions on opportunity costs, physical demands, and family costs; large family values--sibling relationships, sex preferences, child survival; and small family values--maternal health and societal costs. Possibly the most formidable obstacle to the success of antinatalist population policies is that of religious values. It appears that the Muslim world is divided on the issue of fertility control. Conflicting views regarding fertility control is perhaps aggravated by the fact that there is no central international religious official hierarchy that issues out edicts. Despite the presence of a centralized religious hierarchy and a network of churches from the Vatican to the village levels among the Catholics, and a clearer elucidation of the Humanae Vitae, a liberal attitude to population regulation and family planning has emerged, largely because of the declining quality of life of the people resulting from unplanned births. Economic benefits of children include benefits from children's help in the house, business, or farm, from care of siblings, and from sharing of income; and old age security for the parents, including economic support, physical care, and psychological security. People in some countries of the region have a number of prenatalist values and beliefs, including a preference for sons. Changing attitudes and social realities have resulted in value changes, value crises, value conflicts, and confusion. Value clarification has much potential in terms of a couple's decision making. Values clarification involves at least 7 steps: choosing freely; choosing from alternatives; choosing after thoughtful consideration of consequences; prizing and cherishing; publicly affirming; acting; and acting with some pattern.

The success of regional economic establishment could be measured by economic growth. Since the Act No. 32 of 2004 has been implemented, unbalance economic among the regency in Indonesia is increasing. This condition is contrary different with the government goal to build society welfare through the economic activity development in each region. This research aims to examine economic growth through the distribution of bank credits to each Indonesia's regency. The data analyzed in this research is hierarchically structured data which follow normal distribution in first level. Two modeling approaches are employed in this research, a global-one level Bayesian approach and two-level hierarchical Bayesian approach. The result shows that hierarchical Bayesian has succeeded to demonstrate a better estimation than a global-one level Bayesian. It proves that the different economic growth in each province is significantly influenced by the variations of micro level characteristics in each province. These variations are significantly affected by cities and province characteristics in second level.

State responses to biotechnology.
Harris, Rebecca C
2015-01-01
This article reviews biotechnology legislation in the 50 states for 11 policy areas spanning 1990-2010, an era of immense growth in biotechnology, genetic knowledge, and significant policy development. Policies regarding health insurance, life insurance, long-term care insurance, DNA data bank collection, biotech research protection, biotech promotion and support, employment discrimination, genetic counselor licensing, human cloning, and genetic privacy each represent major policy responses arising from biotechnology and coinciding with key areas of state regulation (insurance, criminal justice, economic development, labor law, health and safety, privacy, and property rights). This analysis seeks to answer three questions regarding biotechnology legislation at the state level: who is acting (policy adoption), when is policy adopted (policy timing), and what is policy doing (policy content). Theoretical concerns examine state ideology (conservative or liberal), policy type (economic or moral), and the role of external events (federal law, news events, etc.) on state policy adoption. Findings suggest ideological patterns in adoption, timing, and content of biotech policy. Findings also suggest economic policies tend to be more uniform in content than moral policies, and findings also document a clear link between federal policy development, external events, and state policy response.

Background Economic evaluation of newborn screening poses specific methodological challenges. Amongst others, these challenges refer to the use of quality adjusted life years (QALYs) in newborns, and which costs and outcomes need to be considered in a full evaluation of newborn screening programmes. Because of the increasing scale and scope of such programmes, a better understanding of the methods of high-quality economic evaluations may be crucial for both producers/authors and consumers/reviewers of newborn screening-related economic evaluations. The aim of this study was therefore to develop specific guidelines designed to assess and improve the methodological quality of economic evaluations in newborn screening. Methods To develop the guidelines, existing guidelines for assessing the quality of economic evaluations were identified through a literature search, and were reviewed and consolidated using a deductive iterative approach. In a subsequent test phase, these guidelines were applied to various economic evaluations which acted as case studies. Results The guidelines for assessing and improving the methodological quality of economic evaluations in newborn screening are organized into 11 categories: “bibliographic details”, “study question and design”, “modelling”, “health outcomes”, “costs”, “discounting”, “presentation of results”, “sensitivity analyses”, “discussion”, “conclusions”, and “commentary”. Conclusions The application of the guidelines highlights important issues regarding newborn screening-related economic evaluations, and underscores the need for such issues to be afforded greater consideration in future economic evaluations. The variety in methodological quality detected by this study reveals the need for specific guidelines on the appropriate methods for conducting sound economic evaluations in newborn screening. Conservation of Mexican wetlands: role of the North American Wetlands Conservation Act
Wilson, M.H.; Ryan, D.A.
1997-01-01
Mexico's wetlands support a tremendous biological diversity and provide significant natural resource benefits to local communities. Because they are also critical stopover and wintering grounds for much of North America's waterfowl and other migratory birds, Mexico has become an important participant in continental efforts to conserve these resources through the North American Wetlands Conservation Act. Funding from the Act has supported partnerships in a number of Mexico's priority wetlands to conduct data analyses and dissemination, mapping, environmental education, wetland restoration, development of sustainable economic alternatives for local people, and reserve planning and management. These partnerships, with the close involvement of Mexico's Federal Government authority, the Instituto Nacional de Ecologia, have advanced conservation in a uniquely Mexican model that differs from that employed in the United States and Canada.

This article discusses ways to empower women in rural Nepal. Nepal needs to plan for the expected doubling of its population in the next 28 years. It is important that priorities be established in national development strategies. Nongovernmental organizations (NGOs) and the private sector will also play a role in development. Nepal is a multiethnic society with about 42% of its population living in poverty. About 42% are aged under 15 years. A major task of development is to engender a sense of hopefulness for young people, despite a deteriorating social situation. The government, the private sector, and NGOs must all act in a socially responsible manner by creating job opportunities and building infrastructure. Development should not concentrate on projects alone and should contribute to an equitable and just society, distributive justice, and sustainability. Economic growth is a lesser concern. Activism and intuition are necessary subjective approaches outside the realm of objective academic research. It is important to retain women's knowledge base of indigenous ways of doing things. Women are participating in NGOs in a variety of capacities. Although women's NGO participation may build important bridges of cooperation, their work remains invisible. NGOs are key players in exposing poor people's agenda in international forums. NGOs work with different ideologies and without political bases, which must be surmounted in building cooperation with the private sector. Elites must act responsibly to expose patriarchy and gender insubordination. Development interventions must be based on gender, economic, and social class relations.

1974-01-01
A natural environmental analysis process which allows the decision maker to know the probable consequences of a decision prior to the act is developed. Emphasis is placed on the fit between the natural environment and the social, economic, and functional attributes of man's communities and the transition from nature in its present state to various forms and intensities of development. Applications of the analysis are examined. It is concluded that the analysis is a workable system for land use management.

The author describes an innovative "work unit compensation" system that acts as an adjunct to existing personnel payment structures. The process, developed as a win-win alternative for both employees and their institution, includes a reward system for the entire department and insures a team atmosphere. The Community Medical Center in Toms River, New Jersey developed the plan which sets the four basic goals: to be fair, economical, lasting and transferable (FELT). The plan has proven to be a useful tool in retention and recruitment of qualified personnel.

Prevent hospitalizations in psychotic disorders is an important aim, so long-acting antipsychotic is a good option that can control better the correct adherence. Moreover, in the current economic context pharmacoeconomic studies are necessary. We estimate the effect in prevention of paliperidone palmitate long-acting injection (PP-LAI) and calculate the economic cost in the 12 months preceding the start of treatment with PP-LAI and 12 months later. Mirror image study of 71 outpatients diagnosed with psychotic disorders and treated with PP-LAI. In a first analysis, we measured along one year: number of hospitalizations/year, number of hospitalization in days, number of emergency assists/year and if there is antipsychotics associated to long-acting treatment. After this phase, we applied Fees Act of Valencia for economic analysis and estimate of the cost per hospitalization (€ 5,640.41) and hospital emergency (€ 187.61). After one year of treatment with PP-LAI (mean dose=130.65mg/month), we obtained greater numbers in assistance variables: total hospitalizations decrease, 78.8% (P=.009); shortening in hospitalization days, 89.4% (P=.009); abridgement of number of emergency assists, 79.1% (P=.002); decrease of rate of antipsychotics associated to long-acting treatment, 21% (P<.0001); increase in monotherapy, 53.8% (P<.0001). Therefore, after 12 months of treatment with PP-LAI we obtained a reduction in inpatient spending (savings of € 175,766.54) and increased spending on antipsychotics 32% (equivalent to € 151,126.92). PP-LAI can be an effective therapy for the treatment of patients with severe psychotic disorders: improves symptomatic stability and can prevent hospitalizations with cost-effective symptom control. [Social responsibility argument for the tobacco industry in Brazil].
Cavalcante, Tânia; Carvalho, Aline de Mesquita; Rangel, Erica Cavalcanti
2006-01-01
The issue of "corporate social responsibility" has been one of great importance and concern in the world and has received different names, such as social responsibility, corporate citizenship, sustainable development and corporate ethics. Today, more than ever, it has been necessary for governments, as well as the diverse representatives of "organized civil society," to act in accordance with the concept of sustainable development. This implies an understanding that preservation of the environment, health and education is related to economic productivity; it means an understanding that healthy populations are essential to the reduction of poverty, as well as economic growth and sustainable development. The various positive experiences in Brazil in confronting the tobacco industry's strategies to undermine national tobacco control efforts are due to the existence of a wide network that has played a fundamental role in social control with respect to both the monitoring of public policies that control tobacco and tobacco industry strategies.

Arctic National Wildlife Refuge, 1002 area, petroleum assessment, 1998, including economic analysis
Bird, K.J.; Houseknecht, D.W.
2001-01-01
The Alaska National Interest Lands Conservation Act (1980) established the Arctic National Wildlife Refuge (ANWR). In section 1002 of that act, Congress deferred a decision regarding future management of the 1.5-million-acre coastal plain ("1002 area") in recognition of the area’s potentially enormous oil and gas resources and its importance as wildlife habitat. A report on the resources (including petroleum) of the 1002 area was submitted in 1987 to Congress by the Department of the Interior (DOI). Since completion of that report, numerous wells have been drilled and oil fields discovered near ANWR, new geologic and geophysical data have become available, seismic processing and interpretation capabilities have improved, and the economics of North Slope oil development have changed significantly. The U.S. Geological Survey (USGS) commonly is asked to provide the Federal Government with timely scientific information in support of decisions regarding land management, environmental quality, and economic and strategic policy. To do so, the USGS must anticipate issues most likely to be the focus of policymakers in the future. Anticipating the need for scientific information and considering the decade-old perspective of the petroleum resource estimates included in the 1987 Report to Congress, the USGS has reexamined the geology of the ANWR 1002 area and has prepared a new petroleum resource assessment.

Technology transfer: federal legislation that helps businesses and universities
NASA Astrophysics Data System (ADS)
Oaks, Bill G.
1992-05-01
In 1980, Congress enacted the Stevenson-Wydler Technology Innovation Act to encourage federal laboratories to `spin off' their technology to industry, universities, and state and local governments. The law reflected Congressional concern for the economic well-being of the nation and the need for the United States to maintain its technological superiority. Almost half the nation's research is conducted in federal laboratories. Other legislation, the Small Business Innovation Development Act of 1982 and the National Cooperative Research Act of 1984, was followed by the Technology Transfer Act of 1986 that strengthened and consolidated policy concerning the technology transfer responsibilities of the federal labs. The law allows the labs to directly license their patents and permits the issuance of exclusive licenses. It allows the labs to enter into cooperative research and development agreements with industry, universities, and state and local governments. It institutionalized the Federal Laboratory consortium which, to that point in time, had been a formal but largely unrecognized body. Under the provisions of the law, the United States Air Force Rome Laboratory located in Rome, New York, as the Air Force lead laboratory in photonics research entered into an agreement with the Governor of the State of New York to collaborate in photonics research and development. Subsequent to that agreement, the state established the not-for-profit New York State Photonics Development Corporation in Rome to facilitate business access to Rome Laboratory's photonics research facilities and technologies. Rome Laboratory's photonics research and development program is described in this paper. The Technology Transfer Act of 1986 is summarized, and the roles and missions of the New York State Photonics Development Corporation is explained.

Antipsychotic medication is the mainstay of treatment in schizophrenia. Long-acting medication has potential advantages over daily medication in improving compliance and thus reducing hospitalization and relapse rates. The high acquisition and administration costs of such formulations raise the need for pharmacoeconomic evaluation. The aim of this article is to provide a comprehensive review of the available evidence on the cost effectiveness of long-acting/extended-release antipsychotic medication and critically appraise the strength of evidence reported in the studies from a methodological viewpoint. Relevant studies were identified by searching five electronic databases: PsycINFO, MEDLINE, EMBASE, the NHS Economic Evaluation Database and the Health Technology Assessment database (HTA). Search terms included, but were not limited to, 'long-acting injection', 'economic evaluation', 'cost-effectiveness' and 'cost-utility'. No limits were applied for publication dates and language. Full economic evaluations on long-acting/extended-release antipsychotics were eligible for inclusion. Observational studies and clinical trials were also checked for cost-effectiveness information. Conference abstracts and poster presentations on the cost effectiveness of long-acting antipsychotics were excluded. Thirty-two percent of identified studies met the selection criteria. Pertinent abstracts were reviewed independently by two reviewers. Relevant studies underwent data extraction by one reviewer and were checked by a second, with any discrepancies being clarified during consensus meetings. Eligible studies were assessed for methodological quality using the quality checklist for economic studies recommended by the NICE guideline on interventions in the treatment and management of schizophrenia. After applying the selection criteria, the final sample consisted of 28 studies. The majority of studies demonstrated that risperidone long-acting injection, relative to oral or other long-acting injectable drugs, was associated with cost savings and additional clinical benefits and was the dominant strategy in terms of cost effectiveness. However, olanzapine in either oral or long-acting injectable formulation dominated risperidone long-acting injection in a Slovenian and a US study. Furthermore, in two UK studies, the use of long-acting risperidone increased the hospitalization days and overall healthcare costs, relative to other atypical or typical long-acting antipsychotics. Finally, paliperidone extended-release was the most cost-effective treatment compared with atypical oral or typical long-acting formulations. From a methodological viewpoint, most studies employed decision analytic models, presented results using average cost-effectiveness ratios and conducted comprehensive sensitivity analyses to test the robustness of the results. Variations in study methodologies restrict consistent and direct comparisons across countries. The exclusion of a large body of potentially relevant conference abstracts as well as some papers being unobtainable may have increased the likelihood of misrepresenting the overall cost effectiveness of long-acting antipsychotics. Finally, the review process was restricted to qualitative assessment rather than a quantitative synthesis of results, which could provide more robust conclusions. Atypical long-acting (especially risperidone)/extended-release antipsychotic medication is likely to be a cost-effective, first-line strategy for managing schizophrenia, compared with long-acting haloperidol and other oral or depot formulations, irrespective of country-specific differences. However, inconsistencies in study methodologies and in the reporting of study findings suggest caution needs to be applied in interpreting these findings.

GLANCE - calculatinG heaLth impActs of atmospheric pollutioN in a Changing climatE

2016-04-01
Current annual global estimates of premature deaths from poor air quality are estimated in the range of 2.6-4.4 million, and 2050 projections are expected to double against 2010 levels. In Europe, annual economic burdens are estimated at around 750 bn €. Climate change will further exacerbate air pollution burdens; therefore, a better understanding of the economic impacts on human societies has become an area of intense investigation. European research efforts are being carried out within the MACC project series, which started in 2005. The outcome of this work has been integrated into a European capacity for Earth Observation, the Copernicus Atmospheric Monitoring Service (CAMS). In MACC/CAMS, key pollutant concentrations are computed at the European scale and globally by employing chemically-driven advanced transport models. The project GLANCE (calculatinG heaLth impActs of atmospheric pollutioN in a Changing climatE) aims at developing an integrated assessment model for calculating the health impacts and damage costs of air pollution at different physical scales. It combines MACC/CAMS (assimilated Earth Observations, an ensemble of chemical transport models and state of the art ECWMF weather forecasting) with downscaling based on in-situ network measurements. The strengthening of modelled projections through integration with empirical evidence reduces errors and uncertainties in the health impact projections and subsequent economic cost assessment. In addition, GLANCE will yield improved data accuracy at different time resolutions. This project is a multidisciplinary approach which brings together expertise from natural sciences and socio economic fields. Here, its general approach will be presented together with first results for the years 2007 - 2012 on the European scale. The results on health impacts and economic burdens are compared to existing assessments.

1991-01-01
The NASA Advanced Composites Technology (ACT) program has the objective of providing the technology required to obtain the full benefit of weight savings and performance improvements offered by composite primary aircraft structures. Achieving the objective is dependent upon developing composite materials and structures which are damage tolerant and economical to manufacture. Researchers are investigating stitching reinforcement combined with resin transfer molding to produce materials meeting the ACT program objective. Research is aimed at materials, processes, and structural concepts for application in both transport wings and fuselages, but the emphasis to date has been on wing panels. Empirical guidelines are being established for stitching reinforcement in structures designed for heavy loads. Results are presented from evaluation tests investigating stitching types, threads, and density (penetrations per square inch). Tension strength, compression strength, and compression after impact data are reported.

Our primary objective was to gather pilot data from caregivers and stakeholders to guide the development of a training program to assist informal caregivers in re-entering the job market. The goal of the program would be to help caregivers rebound from their incurred economic burden by transitioning into a paid caregiving or other health-service role. The economic burden they bear often necessitates a return to the workforce following caregiving; yet the act of returning is complicated by an extended absence from the workforce and a lack of experience in other verifiably skilled and paid roles. We interviewed 37 stakeholders and 25 caregivers of a chronically or terminally ill family member or friend in a suburban collar county close to Chicago. The interview questions considered the economic impact of illness, as well as the feasibility, logistics, and options of a training program for caregivers. Our data gathered from caregivers and leaders within this community support the acceptability of such a training program for informal caregivers, and also provide practical advice for development and implementation related to training cost, length, content, and instructional practices. Climate change mitigation in developing economies is a balancing act, between economic development and environmental sustainability. The need for market friendly determinants for low carbon economy, without compromising economic development is of essence. The aim of the study is to determine market friendly factors, which motivates voluntary carbon information disclosure, in the real estate industry. The study modeled economic factor with three variables and financial market factor with three variables against voluntary carbon information disclosure in the real estate industry. Structural equation modeling was used for the modeling and content analysis was used to collect data on the level of voluntary carbon information disclosure, from 2013 annual reports of 126 real estate sector companies listed in the Kuala Lumpur Stock Exchange (KLSE). The model achieved a good fit, and was acceptable prediction. The results show that financial market factor has a significant predictive influence on voluntary carbon disclosure. The application of the result is that financial market factor is has a significantly positive influence on companies’ willingness to make voluntary carbon disclosure in the real estate industry. The result may be limited to the real estate industry that is highly leveraged on syndicated fund.
Act No. 24994 of 19 January 1989. Basic Law on the Rural Development of the Peruvian Amazon Region.
1989-01-01
This Act sets forth the government's policy on rural development of the Peruvian Amazon region. Major objectives of the Act include the promotion of new rural settlements in the Amazon region, the promotion of migration from the Andes to the Amazon region, and the stimulation of agriculture, livestock, and forestry activities in the Amazon region. The following are the means that the government will use, among others, to attain these goals: 1) the development of Population Displacement Programmes, which will give individual persons and families economic and logistic support in moving; 2) the establishment of Civic Colonizing Services, temporary mobile units, which will offer settlers health services, education services, technical assistance with respect to agriculture and livestock, and promotional credits; 3) the creation of the Council for Amazon River Transport to coordinate and recommend activities to improve river transport; 4) the granting to settlers of land, free education for their children, medical care, technical training and assistance with respect to agriculture, and a supply of seeds; 5) the exemption of certain investors from payment of income taxes; and 6) the granting of a wide range of incentives for agricultural production. The Act also creates a Council for Planning and Development in the Amazon Region to draw up and approve a Plan for the Development of the Amazon Region. It calls for the rational use of the natural resources of the Amazon Region in the framework of preserving the ecosystem and preventing its ruin and delegates to the regional governments the authority to enter into contracts on the use of forest materials and to undertake reforestation programs. Finally, the Act provides various guarantees for the native population, including guarantees with respect to land and preservation of ethnic and social identity.

A draft environmental impact statement (EPA No. 820505D) on a proposed land and resources management plan for 1.8 million acres of land in Montana describes the effects of increasing the development of forest resources and dispersed recreational activities and limiting oil and gas leases. The plan would increase employment and expand timber and grazing industries of the area, which would benefit economic growth and productivity. It would assure continuation of the current method for handling oil and gas leases. Negative impacts would result from a decline in forest and primitive camping capacity, a decrease in big game populations and huntingmore » opportunities, and their would be a loss of habitat. The Montana Wilderness Study Act of 1977, Forest Management Act of 1976, and Wilderness Act of 1964 require the impact study.« less

The 1972 Robens Report is widely regarded to have provided the underlying rationale for the 'modern' system of occupational health and safety regulation in Britain, embodied in the Health and Safety at Work Act (HSW Act) 1974. The HSW Act advanced a new, more flexible system of regulation, premised on the ideal of self-regulation by industry. This article advances a more nuanced historical understanding of the Report and its ethos-the 'Robens philosophy'-than hitherto developed, situating its assumptions about accidents, regulation and the role of the state in the social, economic and political context of Britain in the 1960s and early 1970s. Highlighting the interaction between these trends and long-established regulatory practices, the article argues that the turn to 'self-regulation' heralded by the Robens Report was highly convincing from a political and regulatory perspective at the time it was promulgated.

This thirteenth annual report on the implementation of the Electric and Hybrid Vehicle Research, Development and Demonstration Act of 1976 (Public Law 94-413), referred to as the Act, complies with the reporting requirements established in section 14 of the Act. In addition to informing Congress of the progress and plans of the Department of Energy's Electric and Hybrid Vehicles Program, this report is intended to serve as a communication link between the Department and all of the public and private interests involved in making the program a success. During FY 1989, significant progress was made in this program. There has been continuing interest shown by both the automobile manufacturers and supply sectors of our economy in electric and hybrid vehicles. The three major domestic automobile manufacturers all are devoting some effort towards electric vehicles. Their participation includes cost-shared contracts with Department of Energy and the Electric Power Research Institute as well as independently funded activities. Research and development efforts in batteries and propulsion components continue to achieve significant progress in providing industry with technology that will result in vehicles that will be more economically competitive.
Participatory development: an approach sensitive to class and gender.
Connell, D
1997-08-01
This article begins by presenting development experience gained in the Indonesian province of Irian Jaya as a means of highlighting the centrality of popular participation to the development process. Important lessons from the ongoing development work in Irian Jaya were that it is not sufficient to consult beneficiaries and then act on their behalf or to engage in a development process unless the participants understand the project's conceptual orientation and language and have the tools to assess their needs and options for constructive change effectively. Also, developers must supply participants with information about the larger economic and political context in which they are operating. The article continues with an exploration of the ways in which a focus on class and gender raises participatory development to a new level. Constraints on transformative participation are then defined as 1) the political conditions and power structures existing in the country and community, 2) administrative opposition, 3) sociocultural impediments, and 4) limitations imposed by daily life. While it may be impossible to avoid the effects of such constraints, development agents can help villagers anticipate their impact and support efforts to cope with them. Participatory development challenges the status quo by enhancing economic equity and social equality and, if effective, will engender opposition, especially when a large amount of funding is at stake. Opposition can take many forms, including ridicule or resistance and can get personal. The demand to produce quick results also creates restraints on development agents. It is concluded that the development agent must engage key sectors of the local population in the development process and nurture this participation. Development agents should act as facilitators rather than independent initiators telling people what is best for them. Development agents must become very familiar with the community to earn the trust that is needed to guide people toward self-analysis and priority-setting.
A bioeconomic perspective on the Endangered Species Act
NASA Astrophysics Data System (ADS)
Salau, K. R.; Fenichel, E. P.
2012-12-01
Habitat destruction threatens species existence and has recently accelerated due to population growth, urban sprawl, agricultural development and other profitable land conversions on public and private lands. To exacerbate this issue, the public good nature of species existence creates strong incentives for landowners to engage in free-riding behavior and forego conservation on managed lands. To reverse these negative effects, the United States Congress passed the Endangered Species Act (ESA) in 1973 to create a set of rules for planning government intervention to protect dwindling fish, wildlife, and plant populations and create a platform for recovery and conservation. The ESA is quite explicit about how to make tradeoffs when listing a species as threatened or endangered - only evaluation of biological risks faced are considered. But the act is unclear about what information can or should be used when determining delisting criteria for endangered species. The ESA mandates federal participation in conservation and, in many cases, agencies must curtail socially beneficial activities (e.g. grazing, renewable energy development, mining, military training) in order to meet species recovery objectives. As funding for conservation on federal lands is limited, this creates an implicit tradeoff between recovering species - to gain post-delisting managerial flexibility - and preventing extinction - to minimize management costs. In this respect, reconciliation of biological recovery goals amidst budget constraints and alternate land-use benefits should be supplemented by economic analysis. Economic tradeoffs are inherent in species recovery under the ESA, but the act does not discuss how agencies should structure a recovery plan in light of such factors. This study outlines a bioeconomic approach to framing the recovery problem under the ESA and provides a framework for simultaneously establishing measurable delisting criteria and a least-cost path to recovery. This approach is also a helpful conceptual tool for evaluating instruments like the ESA on their ability to provide conservation at a socially desired level, absent strong market incentive.

Although models of future sustainability often talk about effectively balancing economic, social and environmental imperatives or factors, in practice this typically remains an elusive ideal. This paper explores the exemplary possibilities but also dilemmas of a proposed initiative in the resource-rich but under-developed Filippino island province of Mindanao to achieve such a delicate balance in practice. This initiative by Raintrust Sustainable Ventures' proposes to link foreign investment in agricultural development to both the social advancement of local tribal peoples and the protection of large amounts of remaining wilderness areas. Such a case study provides an exemplary basis for discussing the challenge of achieving social and environmental as well as economic domains of 'future sustainability'. The crucial supporting role of information and geospatial technologies in the Raintrust plan will also be discussed.

As an archipelago with two third of its territory consist of water, Indonesia should address more attention to its maritime industry development. One of the catalyst to fasten the maritime industry growth is by developing a maritime cluster. The purpose of this research is to gain understanding of the effect if Indonesia implement maritime cluster policy to the growth of maritime economic and its role to enhance the maritime cluster performance, hence enhancing Indonesia’s maritime industry as well. The result of the constructed system dynamic model simulation shows that with the effect of maritime cluster, the growth of employment rate and maritime economic is much bigger that the business as usual case exponentially. The result implies that the government should act fast to form a legitimate cluster maritime organizer institution so that there will be a synergize, sustainable, and positive maritime cluster environment that will benefit the performance of Indonesia’s maritime industry.

With the passage of The American Reinvestment and Recovery Act of 2009 that includes the Health Care Information Technology for Economic & Clinical Health Act, the opportunity for states to develop a Health Information Technology Center (THITC) has emerged. The Center provides the intellectual, financial, and technical leadership along with the governance and oversight for all health information technology-related activities in the state. This Center would be a free-standing, not-for-profit, public-private partnership that would be responsible for operating one or more (in large states) Regional Health Information Technology Extension Centers (Extension Centers) along with several Regional Health Information Exchanges (HIEs) and one or more Regional Health Information Data Centers (Data Centers). We believe that if these features and functions could be developed, deployed, and integrated statewide, the health and welfare of the citizens of the state could be improved while simultaneously reducing the costs associated with the provision of care.

A Bayesian Belief Network of Threat Anticipation and Terrorist Motivations
DOE Office of Scientific and Technical Information (OSTI.GOV)
Olama, Mohammed M; Allgood, Glenn O; Davenport, Kristen M
Recent events highlight the need for efficient tools for anticipating the threat posed by terrorists, whether individual or groups. Antiterrorism includes fostering awareness of potential threats, deterring aggressors, developing security measures, planning for future events, halting an event in process, and ultimately mitigating and managing the consequences of an event. To analyze such components, one must understand various aspects of threat elements like physical assets and their economic and social impacts. To this aim, we developed a three-layer Bayesian belief network (BBN) model that takes into consideration the relative threat of an attack against a particular asset (physical layer) asmore » well as the individual psychology and motivations that would induce a person to either act alone or join a terrorist group and commit terrorist acts (social and economic layers). After researching the many possible motivations to become a terrorist, the main factors are compiled and sorted into categories such as initial and personal indicators, exclusion factors, and predictive behaviors. Assessing such threats requires combining information from disparate data sources most of which involve uncertainties. BBN combines these data in a coherent, analytically defensible, and understandable manner. The developed BBN model takes into consideration the likelihood and consequence of a threat in order to draw inferences about the risk of a terrorist attack so that mitigation efforts can be optimally deployed. The model is constructed using a network engineering process that treats the probability distributions of all the BBN nodes within the broader context of the system development process.« less

This research supports the National Oceanic and Atmospheric Administration (NOAA) Coastal Zone Management Program, a voluntary partnership between the federal government and U.S. coastal and Great Lakes states and territories authorized by the Coastal Zone Management Act (CZMA) of 1972 to address national coastal issues. The act provides the basis for protecting, restoring, and responsibly developing our nation’s diverse coastal communities and resources. To meet the goals of the CZMA, the national program takes a comprehensive approach to coastal resource management – balancing the often competing and occasionally conflicting demands of coastal resource use, economic development, and conservation. A wide range of issues are addressed through the program, including coastal development, water quality, public access, habitat protection, energy facility siting, ocean governance and planning, coastal hazards, and climate change. Accurate maps of seabird and marine mammal distributions are an important tool for making informed management decisions that affect all of these issues.

Section 114 of the Food and Drug Administration Modernization Act of 1997 regulates the promotion of health economic information by pharmaceutical companies to US health plans. Greater clarity is important given demands by payers and other stakeholders for evidence of value. To develop hypothetical case studies of health economic promotions to examine legal and policy implications. We constructed for pedagogical purposes 10 categories of potential health economic promotions. We generated hypothetical case studies for each category, including questions about whether each might be allowable under Section 114. The case studies were developed around the following categories: 1) costing out on-label clinical end points; 2) promotion of a costing exercise to physicians working in an accountable care organization setting; 3) burden-of-illness claims; 4) economic analysis of a formulary restriction policy; 5) extrapolations to doses, populations, or settings not covered in trials; 6) adherence claims; 7) "utilization of care" as a secondary end point in randomized clinical trials; 8) costing out a competitor drug's adverse event; 9) economic analysis of comparative effectiveness claims using an indirect treatment comparison; and 10) extrapolating from surrogate to long-term outcomes in an economic model. Most cases seem to fall into a gray zone given haziness around what constitutes "competent and reliable evidence" and "directly relate[d]" to an approved indication. In practice, it is difficult to know what the section allows given the imprecision of the statute and lack of guidance about its scope. Ideally, future guidance will provide clarity and flexibility. 1981-12-01
The economic feasibility is assessed of utilizing solar energy to augment an existing fossil fuel system to generate industrial process heat. Several case studies in the textile and food processing industries in the southern United States were analyzed. Sensitivity analyses were performed, and comparisons illustrating the effects of the Economic Recovery Tax Act of 1981 were made. The economic desirability of the proposed solar systems varied with the type of system selected, location of the facility, state tax credits, and type of fuel displaced. For those systems presently not economical, the projected time to economic feasibility was ascertained.

This investigation analyzes the feasibility of processing a composite material comprising WC particles randomly dispersed in a matrix in which Cr is the main metallic binder. Thus, a new composite material is processed using a commercial, economic, and easily available Cr-based alloy, assuming that there is a certain Cr solubility in the WC particles acting as reinforcement. The processing route followed includes mechanical milling of the powders and consolidation by spark plasma sintering.

Since the start of the new century, development aid targeted on health care has seen an unprecedented rise, driven by the fight against AIDS. This article shows how this struggle has been accompanied with a renewal of the economic paradigms governing international action in favour of health care in developing countries: the idea that an improvement in health care constitutes an unavoidable prerequisite to macroeconomic growth, rather than a consequence; the insistence on the founding of mechanisms for health insurance to finance the costs of health care, rather than covering the costs at the point of use by the health care users; a concern to impose price differentials for access to medicine in developing countries, and to introduce flexibility in the regulation of international intellectual property law; the priority to vertical programmes targeted on certain illnesses, thought to act as levers for a global reinforcement of health care systems. This article discusses the pertinence of these new paradigms in light of the evolution of the AIDS/HIV epidemic, and the international context.

An oxygen economizer tube is attached to draw-over vaporizers and acts as a reservoir of supplemental oxygen. The clinical importance of the presence or absence of the economizer tube (volume 130 ml) has not been adequately studied in manually ventilated patients using ether from an Ohmeda Cyprane Portable Anesthesia Complete (PAC) draw-over vaporizer. A total of sixteen patients ASA 1-2, undergoing elective surgery for peripheral orthopaedic procedures were studied with and without an economizer tube. Each patient acted as his or her own control. Standard procedures were used for anaesthetic induction with muscle relaxant, endotracheal intubation and anaesthetic maintenance. Supplemental oxygen was supplied by an oxygen concentrator. Using the draw-over vaporizer without an oxygen economizer tube, there was a slight increase in FiO2 of 20%, 23%, 27%, 30%, 33% and 33%, with increasing oxygen supplementation of 0 to 5 l/min, respectively. With an economizer tube, the FiO2 values increased to 20%, 26%, 35%, 46%, 54% and 66% at 0 to 5 l/min of oxygen respectively. The FiO2 values were significantly different at 3, 4, and 5 l/min (P < 0.05), showing the potential advantages of an oxygen economizer tube attached to a draw-over vaporizer in this setting. No significant differences were seen in the oxygen saturations of these healthy patients with or without an oxygen economizer.

This study is focused on the water-agriculture-environment nexus as it played out in the Murrumbidgee River Basin, eastern Australia, and how coevolution of society and water management actually transpired. Over 100 years of agricultural development the Murrumbidgee Basin experienced a "pendulum swing" in terms of water allocation, initially exclusively for agriculture production changing over to reallocation back to the environment. In this paper, we hypothesize that in the competition for water between economic livelihood and environmental wellbeing, economic diversification was the key to swinging community sentiment in favor of environmental protection, and triggering policy action that resulted in more water allocation to the environment. To test this hypothesis, we developed a sociohydrology model to link the dynamics of the whole economy (both agriculture and industry composed of manufacturing and services) to the community's sensitivity toward the environment. Changing community sensitivity influenced how water was allocated and governed and how the agricultural sector grew relative to the industrial sector (composed of manufacturing and services sectors). In this way, we show that economic diversification played a key role in influencing the community's values and preferences with respect to the environment and economic growth. Without diversification, model simulations show that the community would not have been sufficiently sensitive and willing enough to act to restore the environment, highlighting the key role of sectoral transformation in achieving the goal of sustainable agricultural development.

In 1994 Peru embarked on a programme of health service reform, which combined primary care development and community participation through Local Committees for Health Administration (CLAS). They are responsible for carrying out local health needs assessments and identifying unmet health needs through regular household surveys. These enable them to determine local health provision and tailor services to local requirements. CLAS build on grassroots self-help circles that developed during the economic and political crises of the 1980s, and in which women have been prominent. However, they function under a 3 year contract with the Ministry of Health and within a framework of centrally determined guidelines and regulations. These reforms were implemented in the context of neo-liberal economic policies, which stressed financial deregulation and fiscal and monetary restraint, and were aimed at reducing foreign indebtedness and inflation. We evaluate the achievements of the CLAS and analyse the relationship between health and economic policy in Peru, with the aid of two contrasting models of the role of the state - 'agency' and 'stewardship'. We argue that Peru's experience holds valuable lessons for other countries seeking to foster community involvement. These include the need for community capacity building and partnership between community organizations and state (and other civil) agencies.

The objective of the Portunus Project is to create large, automated offshore ports that will the pace and scale of international trade. Additionally, these ports would increase the number of U.S. domestic trade vessels needed, as the imported goods would need to be transported from these offshore platforms to land-based ports such as Boston, Los Angeles, and Newark. Currently, domestic trade in the United States can only be conducted by vessels that abide by the Merchant Marine Act of 1920 – also referred to as the Jones Act. The Jones Act stipulates that vessels involved in domestic trade must bemore » U.S. owned, U.S. built, and manned by a crew made up of U.S. citizens. The Portunus Project would increase the number of Jones Act vessels needed, which raises an interesting economic concern. Are Jones Act ships more expensive to operate than foreign vessels? Would it be more economically efficient to modify the Jones Act and allow vessels manned by foreign crews to engage in U.S. domestic trade? While opposition to altering the Jones Act is strong, it is important to consider the possibility that ship-owners who employ foreign crews will lobby for the chance to enter a growing domestic trade market. Their success would mean potential job loss for thousands of Americans currently employed in maritime trade.« less

Legal Barriers to the Growth of Health Information Exchange-Boulders or Pebbles?

Policy Points: Historically, in addition to economic and technical hurdles, state and federal health information privacy laws have been cited as a significant obstacle to expanding electronic health information exchange (HIE) in the United States. Our review finds that over the past decade, several helpful developments have ameliorated the legal barriers to HIE, although variation in states' patient consent requirements remains a challenge. Today, health care providers' complaints about legal obstacles to HIE may be better understood as reflecting concerns about the economic and competitive risks of information sharing. Although the clinical benefits of exchanging patients' health information electronically across providers have long been recognized, participation in health information exchange (HIE) has lagged behind adoption of electronic health records. Barriers erected by federal and state health information privacy law have been cited as a leading reason for the slow progress. A comprehensive assessment of these issues has not been undertaken for nearly a decade, despite a number of salient legal developments. Analysis of federal and state health information privacy statutes and regulations and secondary materials. Although some legal barriers to HIE persist, many have been ameliorated-in some cases, simply through improved understanding of what the law actually requires. It is now clear that the Health Insurance Portability and Accountability Act presents no obstacles to electronically sharing protected health information for treatment purposes and does not hold providers who properly disclose information liable for privacy breaches by recipients. The failure of federal efforts to establish a unique patient identifier number does slow HIE by inhibiting optimal matching of patient records, but other action to facilitate matching will be taken under the 21st Century Cures Act. The Cures Act also creates the legal architecture to begin to combat "information blocking." Varying patient consent requirements under federal and state law are the most important remaining legal barrier to HIE progress. However, federal rules relating to disclosure of substance-abuse treatment information were recently liberalized, and development of a technical standard, Data Segmentation for Privacy, or DS4P, now permits sensitive data requiring special handling to be segmented within a patient's record. Even with these developments, state-law requirements for patient consent remain daunting to navigate. Although patient consent requirements make HIE challenging, providers' expressed worries about legal barriers to participating in HIE likely primarily reflect concerns that are economically motivated. Lowering the cost of HIE or increasing financial incentives may boost provider participation more than further reducing legal barriers. © 2018 Milbank Memorial Fund.
Analyzing the Historical Development and Transition of the Korean Health Care System.

Many economically advanced countries have attempted to minimize public expenditures and pursue privatization based on the principles of neo-liberalism. However, Korea has moved contrary to this global trend. This study examines why and how the Korean health care system was formed, developed, and transformed into an integrated, single-insurer, National Health Insurance (NHI) system. We describe the transition in the Korean health care system using an analytical framework that incorporates such critical variables as government economic development strategies and the relationships among social forces, state autonomy, and state power. This study focuses on how the relationships among social forces can change as a nation's economic development or governing strategy changes in response to changes in international circumstances such as globalization. The corporatist Social Health Insurance (SHI) system (multiple insurers) introduced in 1977 was transformed into the single-insurer NHI in July 2000. These changes were influenced externally by globalization and internally by political democratization, keeping Korea's private-dominant health care provision system unchanged over several decades. Major changes such as integration reform occurred, when high levels of state autonomy were ensured. The state's power (its policy capability), based on health care infrastructures, acts to limit the direction of any change in the health care system because it is very difficult to build the infrastructure for a health care system in a short timeframe.

In this study, we examined the impact of the Pharma Economic Act, which was introduced in Hungary in 2007. We used detailed data on the Hungarian prescription drug market, which had been made publicly available by the authorities. We evaluated the effect of the Pharma Economic Act on both dynamic and static efficiencies and also on equity, which has been historically a controversial issue in Hungary. We analyzed the overall prescription drug market and statin and atorvastatin markets; as a proxy for determining dynamic efficiency, we examined the oncology drug market for some specific products (e.g., bortezomib) and the long-acting atypical antipsychotic drugs market. There is no denying that the authorities managed to control the overall prescription drug costs; however, they were still paying excessive rents for off-patent drugs. Examples of oncology and long-acting atypical antipsychotic drugs showed that the diffusion of innovation was on per-capita basis at least comparable to G-5 countries. While the share of out-of-pocket co-payments markedly increased and the reimbursement was lowered, the concurrent price decreases often meant that the co-payment per milligram of a given dispensed drug was actually lower than that before the Act, thereby benefiting the patient. It appears that strong mechanisms to control volume rather than price on the supply side (marketing authorization holders) contained the drug expenditure, while offering enough room to strive for innovation. Making data on prescription drug expenditures and associated co-payments publicly available is an item that should be definitely followed by the surrounding jurisdictions. Regional Development Planning in the Slovak Republic

Regional development is very closely related to a region and its competitive advantages which affect the competitiveness of the region. The regional development is influenced by many factors that act differently depending on the region. To ensure the effective and harmonized regional development, the systematic approach is needed. Every region is unique and differs from the other by the level of economic development, living standards of its inhabitants, unemployment rate and by employment possibilities. Regional policy is a strategic investment policy which focuses on all regions and cities in the European Union. The aim is to boost economic growth and to improve the quality of people’s lives. Solidarity is the main feature of the policy, because policy focuses on support for less developed regions. A fundamental aspect of regional development is to reduce disparities between the regions and cities. The paper focuses on the analysis of regional development of Slovakia. The intention is to follow the logical continuity of the article’s parts, the correctness and the adequacy of information and data. First part is focused on the definition of the regional policy and regional development. Important task is to identify the differences between European policies - regional, structural and cohesion policy. This section is prepared by using the analytical methods - the analysis, the casual and historical analysis. This part is based on literature review. The empirical part is based on statistics and secondary analysis which were aimed to analyse the regional development and effectiveness of its planning in the Slovak Republic. The question of this article is whether it is possible to plan the regional development by application of the plan for economic and social development, called the Municipal Development Plan.

During different planning periods, human resources factor has been considerably increased in the health-care sector. The main goal is to determine economic planning conditions and equilibrium growth for services level and specialized workforce resources in health-care sector and also to determine the gap between levels of health-care services and specialized workforce resources in the equilibrium growth conditions and their available levels during the periods of the first to fourth development plansin Iran. In the study after data collection, econometric methods and EViews version 8.0 were used for data processing. The used model was based on neoclassical economic growth model. The results indicated that during the former planning periods, although specialized workforce has been increased significantly in health-care sector, lack of attention to equilibrium growth conditions caused imbalance conditions for product level and specialized workforce in health-care sector. In the past development plans for health services, equilibrium conditions based on the full employment in the capital stock, and specialized labor are not considered. The government could act by choosing policies determined by the growth model to achieve equilibrium level in the field of human resources and services during the next planning periods.
Behavioral economics without anomalies.
Rachlin, H
1995-01-01
Behavioral economics is often conceived as the study of anomalies superimposed on a rational system. As research has progressed, anomalies have multiplied until little is left of rationality. Another conception of behavioral economics is based on the axiom that value is always maximized. It incorporates so-called anomalies either as conflicts between temporal patterns of behavior and the individual acts comprising those patterns or as outcomes of nonexponential time discounting. This second conception of behavioral economics is both empirically based and internally consistent. PMID:8551195
