The program provided a groundbreaking new approach to informal science education, combining a dynamic demonstration with an intensely interactive game show. Between the on-site programming and the Physics on Wheels van programs, 51,331 students were impacted by the activities, exhibits and energy-conservation message of Balance of Power.

    This rule adopts the interim rule implementing the Supplemental Nutrition Assistance Program (SNAP) nutrition education and obesity prevention grant program with changes as provided in this rule. This rule also amends SNAP regulations to implement section 28 of the Food and Nutrition Act (FNA) of 2008, as added by section 241 of the Healthy, Hunger-Free Kids Act (HHFKA) of 2010, to award grants to States for provision of nutrition education and obesity prevention programs. These programs provide services for eligible individuals that promote healthy food choices consistent with the current Dietary Guidelines for Americans (DGAs). The rule provides State agencies with requirements for implementing section 28, including the grant award process and describes the process for allocating the Federal grant funding for each State's approved SNAP-Ed plan authorized under the FNA to carry out nutrition education and obesity prevention services each fiscal year. This final rule also implements section 4028 of the Agricultural Act of 2014 (Farm Bill of 2014), which authorizes physical activity promotion in addition to promotion of healthy food choices as part of this nutrition education and obesity prevention program.

    Recognizing the importance of energy conservation, under sponsorship of the US Department of Energy, Cornell University conducted a research and demonstration project entitled An Innovative Educational Program for Residential Energy Efficiency. The research project examined the amount of residential energy that can be saved through changes in behavior and practices of household members. To encourage these changes, a workshop was offered to randomly-selected households in New York State. Two surveys were administered to household participants (Survey 1 and Survey 2, Appendix A) and a control group; and a manual was developed to convey many easy but effective ways to make a house more energy efficient (see Residential Manual, Appendix B). Implementing methods of energy efficiency will help reduce this country`s dependence on foreign energy sources and will also reduce the amount of money that is lost on inefficient energy use. Because Cornell Cooperative Extension operates as a component of the land-grant university system throughout the US, the results of this research project have been used to develop a program that can be implemented by the Cooperative Extension Service nationwide. The specific goals and objectives for this project will be outlined, the population and sample for the research will be described, and the instruments utilized for the survey will be explained. A description of the workshop and manual will also be discussed. This report will end with a summary of the results from this project and any observed changes and/or recommendations for future surveys pertaining to energy efficiency.

    The overall goal of the project partially funded by DOE was to encourage a greater number of the targeted high school students to acquire the necessary skills to succeed in rigorous college academic programs and to enter science-based disciplines. These goals were met and the program was judged to be a success. Students participating in the program were involved in a rigorous daily academic program of formal instruction. Participants lived in the residence halls and participated in many aspects of college life, including planned recreational activities. Students were also involved in academic year activities to maintain a heightened awareness and interest in science-based fields. The program sought to provide students with the following hands on laboratory and field site learning experiences as well as minority role models--scientists and engineers, resident advisors, and tutors. Curricular focal points were environmental science, supported by courses and labs in mathematics, technical writing, and chemistry. The 1994 summer program was the second year of the environmental science focus. Students chose topics relevant to New Mexico such as Coal Mining, Landfills, and Tribal Water Rights. The program was judged to have succeeded in the overall goal of encouraging targeted precollege students to acquire the necessary skills to succeed in rigorous college academic programs and to enter science-based disciplines.

Three students were selected to enter the program, one male Latino, one female Latina and one Caucasian female. The areas of study of these students was respectively biology, physics and geology. All of the students were within two years or less of completing their degree requirements. During the first semester of the program the authors worked on the portion of the model dealing with student participation in the schools with a mentor teacher. The idea being the students would spend a minimum of six hours a week in the classroom of the mentor teacher working with them and their students. In addition the students were assigned to a faculty mentor within their discipline, a person whom they could go to for help and support in their academic efforts. The report discusses what was learned.

    The principal purpose of DOE Cooperative Agreement DE-FC28-04RW12232 is to develop and continue providing the public and the U.S. Department of Energy’s (DOE) Office of Civilian Radioactive Waste Management (OCRWM) with an independently derived, unbiased body of scientific and engineering data concerning the study of Yucca Mountain as a potential high-level radioactive waste repository. Under this agreement, the Nevada System of Higher Education (NSHE), formerly the University and Community College System of Nevada (UCCSN), performs scientific or engineering research, and maintains and fosters collaborative working relationships between government and academic researchers. In performing these activities, the NSHE has already developed and implemented a Quality Assurance (QA) program, which was accepted by the DOE Office of Quality Assurance, under the previous Cooperative Agreement Number DE-FC28-98NV12081. The following describes the objectives of Project Activity 002 “Quality Assurance Program” under cooperative agreement DE-FC28-04RW12232. The objective of this QA program was to assure that data produced under the cooperative agreement met the OCRWM QA Requirements and Description (QARD) requirements for quality-affecting (Q) data. The QA Program was written to address specific QARD requirements historically identified and incorporated in Q activities to the degree appropriate for the nature, scope, and complexity of the activity. Additional QARD requirements were integrated into the program when required to complete a specific activity. NSHE QA staff developed a detailed matrix to address each QARD element, identifying the applicable requirements and specifying where each requirement is addressed in the QA program procedures, or identify requirements as “not applicable” to the QA program.     This report presents the highlights and main findings of the USNRC, EPRI, and Westinghouse cooperative FLECHT SEASET program. The report indicates areas in which the results of the program can contribute to revising the current licensing requirements for Loss of Coolant (LOCA) safety analysis for PWRs. Also identified are several technical areas in which the new FLECHT SEASET data and analysis can lead to improved safety analysis modeling, and thereby to predicted PWR response for postulated accident scenarios. Significant progress has been made in the modeling areas of nonequilibrium dispersed two-phase flow during reflood. Improved models and understanding of this rod bundle cooling regime are summarized in this report. Another important result of the FLECHT SEASET program arises from the natural circulation test series, which investigated single-phase, two-phase, and reflux condensation cooling modes of a scaled PWR under small-break LOCA conditions. The tests and subsequent analysis constitute one of few complete sets of data for these cooling modes in which full-height, multitube steam generators with sufficient instrumentation were used to examine primary-to-secondary heat transfer in the generators. It is believed that the natural circulation test data will be extremely useful to benchmark the improved post-TMI small-break LOCA computer codes. 170 figs., 13 tabs.

    The Kestrel 2 program began in 1986 as an outgrowth of the original Kestrel program, which used conventional balloon techniques and facilities, and was completed in 1988. It was undertaken to extend operational and geographic flexibility beyond that achievable using traditional techniques observed in the original program. During that time, we developed a tandem-balloon system that can be launched from any single launch site in winds up to 20 knots. We also developed a fast-fill tow balloon, which we tested by filling a tow balloon directly from it shipping container without laying it out on a long clean surface. To test the endurance of the tow balloon, we filled and repackaged the same balloon four times, once while at sea, at a fill rate of 3000 to 4000 ft/sup 3//min, using helium gas. This testing showed that the tow balloon is indeed quite rugged. We also demonstrated how to control the tow balloon with handling lines and rig the balloon in winds up to 26 knots at sea on a small ship. The tandem-balloon deployment system includes a lightweight, high-strength, waterproof payload containment canister and an explosive flight-termination system. The launch release mechanism that we designed was tested at sea. An electronics and power supply system provided tracking and command termination and was used to perform simple command functions.

    The funds from the DOE Human Genome Program, for the project period 2/1/96 through 1/31/98, have provided major support for the curriculum development and field testing efforts for two high school level instructional units: Unit 1, ''Exploring Genetic Conditions: Genes, Culture and Choices''; and Unit 2, ''DNA Snapshots: Peaking at Your DNA''. In the original proposal, they requested DOE support for the partial salary and benefits of a Field Test Coordinator position to: (1) complete the field testing and revision of two high school curriculum units, and (2) initiate the education of teachers using these units. During the project period of this two-year DOE grant, a part-time Field-Test Coordinator was hired (Ms. Geraldine Horsma) and significant progress has been made in both of the original proposal objectives. Field testing for Unit 1 has occurred in over 12 schools (local and non-local sites with diverse student populations). Field testing for Unit 2 has occurred in over 15 schools (local and non-local sites) and will continue in 12-15 schools during the 96-97 school year. For both curricula, field-test sites and site teachers were selected for their interest in genetics education and in hands-on science education. Many of the site teachers had no previous experience with HGEP or the unit under development. Both of these first-year biology curriculum units, which contain genetics, biotechnology, societal, ethical and cultural issues related to HGP, are being implemented in many local and non-local schools (SF Bay Area, Southern California, Nebraska, Hawaii, and Texas) and in programs for teachers. These units will reach over 10,000 students in the SF Bay Area and continues to receive support from local corporate and private philanthropic organizations. Although HGEP unit development is nearing completion for both units, data is still being gathered and analyzed on unit effectiveness and student learning.     The Solar System Educators Program is a nationwide network of highly motivated teachers who lead workshops that show other teachers in their local communities how to successfully incorporate NASA materials and research into their classes. Currently there are 57 Solar System Educators in 37 states whose workshops are designed to assist their fellow teachers in understanding and including standards-based NASA materials into their classroom activities. Solar System Educators attend a training institute during their first year in the program and have the option of attending subsequent annual institutes. The volunteers in this program receive additional web-based mission-specific telecon trainings in conjunction with the Solar System Ambassadors. Resource and handout materials in the form of DVDs, posters, pamphlets, fact sheets, postcards and bookmarks are also provided. Scientists can get involved with this program by partnering with the Solar System Educators in their regions, presenting at their workshops and mentoring these outstanding volunteers. This formal education program helps optimize project funding set aside for education through the efforts of these volunteer master teachers. At the same time, teachers become familiar with NASA's educational materials with which to inspire students into pursuing careers in science, technology, engineering and math.

    A concurrent program is one defining actions that may be performed simultaneously. This module discusses the nature of such programs and provides an overview of the means by which they may be constructed and executed. Emphasis is given to the terminology used in this field and the underlying concepts involved. This module is largely concerned with explicit concurrency, where concurrent behavior is specified by the program designer. Particular attention is paid to programs that can be considered inherently concurrent, that is, programs that are constructed to control or model physical systems that involve parallel activity. The module also includes a brief introduction to performance-oriented concurrency, where concurrency is used to improve program performance by taking advantage of hardware support for parallel processing. The module is divided into three sections. The first deals with basic concepts in concurrent programming, covering characteristic attributes, formal properties, standard design problems, and execution details. The second section discusses the steps in constructing concurrent programs for specification to coding. The final section briefly examines concurrency from the point of view of some common application areas. The module gives a foundation for a deeper study of specific topics in concurrent programming. It also provides the preparatory material for a study of the concurrent aspects of application areas such as real-time (embedded) systems, database systems, operating systems, and many simulation systems.

    This final rule implements Section 1557 of the Affordable Care Act (ACA) (Section 1557). Section 1557 prohibits discrimination on the basis of race, color, national origin, sex, age, or disability in certain health programs and activities. The final rule clarifies and codifies existing nondiscrimination requirements and sets forth new standards to implement Section 1557, particularly with respect to the prohibition of discrimination on the basis of sex in health programs other than those provided by educational institutions and the prohibition of various forms of discrimination in health programs administered by the Department of Health and Human Services (HHS or the Department) and entities established under Title I of the ACA. In addition, the Secretary is authorized to prescribe the Department's governance, conduct, and performance of its business, including, here, how HHS will apply the standards of Section 1557 to HHS-administered health programs and activities.

Fuel consolidation offers a means of substantially increasing the capacity of spent fuel storage pools. This is a final report of the Fuel Consolidation Demonstration Program.     The fiscal year 1990 DOE weatherization programs were monitored in Indiana, Ohio, and Wisconsin. The focus of the monitoring was on a total of 18 subgrantees. Separate reports on the monitoring completed on each site was submitted as well as the final summary report for each state. The scope of monitoring consisted of a review of current contracts, budgets, program operating procedures, staffing, inventory control, financial and procurement procedures, review of client files and audit reports, inspection of completed dwelling units and assessment of monitoring, training, and technical assistance provided by the grantees. A random sampling of completed units were selected and visits were made to inspect these weatherized dwellings.

    Tragic university shootings have prompted administrators of higher education institutions to re-evaluate their emergency preparedness plans and take appropriate measures for preventing and responding to emergencies. To review the literature and identify key components needed to prevent shootings at higher education institutions in the United States, and in particular, institutions housing radiologic science programs. Twenty-eight emergency preparedness plans were retrieved electronically and reviewed from a convenience sample of accredited radiologic science programs provided by the Joint Review Committee on Education in Radiologic Technology Web site. The review of the 28 emergency preparedness plans confirmed that most colleges are prepared for basic emergencies, but lack the key components needed to successfully address mass-casualty events. Only 5 (18%) of the 28 institutions addressed policies concerning school shootings.

    NASA's Deep Impact mission sent an impactor spacecraft into the path of periodic comet 9P/Tempel 1 on July 4, 2005. The Education and Public Outreach goals of the mission were to effectively communicate the mission to target audiences, particularly educators and students with an emphasis on critical thinking using science, math and engineering concepts. A second goal was to invite audiences to participate throughout the mission using products and interactive programs. In the six-years of the mission, we built a community of scientists, educators, students, and both amateur and technically proficient astronomers, who brought the excitement of the mission to their own community. The web site was the focus of the program (http://deepimpact.umd.edu or deepimpact.jpl.nasa.gov). A monthly electronic newsletter sent to an ever- growing distribution list kept subscribers up to date on mission activities. A program to send your name to the comet engaged the public. Curriculum enhancements covering the physics of crater formation, nature of comets and a case study in optimized decision-making designed for students are available (http://deepimpact.umd.edu/educ/index.html). The BDRP is a research, development, test and evaluation (RDT E) program conducted by the Department of Defense (DoD), with the Department of the Army (DA) serving as the executive agent. This FEIS addresses the ongoing program and provides a basis for evaluating future BDRP activities. The objectives of the BDRP are to develop measures for detection, treatment, protection and decontamination of potential biological warfare threat agents. Development of medical defensive measures, such as prophylactic vaccines and drugs, therapeutic measures, and patient treatment and management protocols are important components of the program. The purpose of the BDRP is to maintain and promote a solid national defense posture with respect to potential biological warfare threats. The BDRP supports RDT E efforts necessary for the maintenance and development of defensive measures and materiel to meet these threats. As explained in greater detail below, in light of legislative changes that occurred after publication of the IFC, this final rule does not finalize waivers of the application of the CMP law provision relating to "gainsharing'' arrangements. Section 1899(f) of the Act, as added by the Affordable Care Act, authorizes the Secretary to waive certain fraud and abuse laws as necessary to carry out the provisions of section 1899 of the Act.

    The Rural Science Education Project is an outreach program of the New Mexico Museum of Natural History and Science with the goal of helping rural elementary schools improve science teaching and learning by using local natural environmental resources. This program is based on the assumption that rural schools, so often described as disadvantaged in terms of curricular resources, actually provide a science teaching advantage because of their locale. The natural environment of mountains, forests, ponds, desert, or fields offers a context for the study of scientific concepts and skills that appeals to many youngsters. To tap these resources, teachers need access to knowledge about the rural school locality`s natural history. Through a process of active participation in school-based workshops and field site studies, teachers observe and learn about the native flora, fauna, geology, and paleontology of their community. In addition, they are exposed to instructional strategies, activities, and provided with materials which foster experimential learning. This school-museum partnership, now in its fifth year, has aided more than 800 rural teachers` on-going professional development. These educators have, in turn, enhanced science education throughout New Mexico for more than 25,000 students.

    This final report deals with the results of a 5-yr project for developing a more energy-efficient, environmentally friendly, less costly process for producing hot metal than current coke ovens and blast furnaces. In the process, iron ore pellets are smelted in a foamy slag created by reaction of coal char with molten slag to produce CO. The CO further reacts with oxygen, which also reacts with coal volatile matter, to produce the heat necessary to sustain the endothermic reduction reaction. The uncombusted CO and H{sub 2} from the coal are used to preheat and prereduce hematite pellets for the most efficient use of the energy in the coal. Laboratory programs confirmed that the process steps worked. Pilot plant studies were successful. Economic analysis for a 1 million tpy plant is promising.

    Postgraduate medical training is intended to give competence in a specific field of medicine. Postgraduate programs should therefore be designed to offer the appropriate opportunities for the acquisition of specific knowledge and skills required for expertise in that particular medical or surgical specialty. The trained physician should not only be able to practice his specialty, but also have a deep understanding of the fundamental knowledge involved and convey this experience to others. Scientific curiosity, critical reasoning, persistence, and the ability to work in a team are important qualities that should be developed during post graduate training. Due to its requirements and methods, research clearly emerges as an important tool in promoting the timely achievement of these main objectives. All departments should be involved in basic or clinical research, and this work should be part of the postgraduate program. Finally, research activities should be appropriately valorized in the overall appreciation of the trainee's curriculum.

    The new educational methods of engineering design have attempted to improve mechanical engineering education for graduate students in a way of the collaboration in education of engineer and designer. The education program is based on the lecture and practical exercises concerning the product design, and has engineering themes and design process themes, i.e. project management, QFD, TRIZ, robust design (Taguchi method) , ergonomics, usability, marketing, conception etc. At final exercise, all students were able to design new product related to their own research theme by applying learned knowledge and techniques. By the method of engineering design education, we have confirmed that graduate students are able to experience technological and creative interest.

    Changing educational assessment program represent a challenge to any organization. This change usually aims to achieve reliable and valid tests and assessment program that make a shift from individual assessment method to an integral program intertwined with the educational curriculum. This paper examines critically the recent developments in the assessment theory and practice, and establishes practical advices for redesigning educational assessment programs. Faculty development, availability of resources, administrative support, and competency based education are prerequisites to an effective successful change. Various elements should be considered when re-designing assessment program such as curriculum objectives, educational activities, standard settings, and program evaluation. Assessment programs should be part of the educational activities rather than being a separate objective on its own, linked to students' high quality learning.

Program coordinators include education and public outreach professionals from several NASA Science Mission Directorate (SMD) heliophysics spacecraft missions. The goal of the HEA program is to develop the capacity and provide the opportunity for educators to a) implement the Great Explorations in Math and Science (GEMS) Space Science Sequence for Grades 6-8 in their own classrooms, b) incorporate NASA SMD-funded spacecraft mission education resources into classroom activities, and c) train other teachers on the NASA heliophysics science and educational resources listed above at local and regional professional development conferences or meetings.     The principle goal of the educational component of NASA CORE is the creation of aerospace engineering options in the mechanical engineering program at both the undergraduate and graduate levels. To accomplish this goal, a concerted effort during the past year has resulted in detailed plans for the initiation of aerospace options in both the BSME and MSME programs in the fall of 1993. All proposed new courses and the BSME aerospace option curriculum must undergo a lengthy approval process involving two cirriculum oversight committees (School of Engineering and University level) and three levels of general faculty approval. Assuming approval is obtained from all levels, the options will officially take effect in Fall '93. In anticipation of this, certain courses in the proposed curriculum are being offered during the current academic year under special topics headings so that current junior level students may graduate in May '94 under the BSME aerospace option. The proposed undergraduate aerospace option curriculum (along with the regular mechanical engineering curriculum for reference) is attached at the end of this report, and course outlines for the new courses are included in the appendix.

    In 1975 the faculty of the University of Washington School of Dentistry, in conjunction with the College of Education and the affiliated Children's Orthopedic Hospital and Medical Center, developed a 36-month formal teacher education program in combination with joint specialty training in pedodontics and orthodontics. The program goal was to produce a professional dental educator/administrator who could function primarily in the teaching and practice of child and adolescent comprehensive care.     The reEnergize Program helped to build a market for residential and commercial energy evaluations and upgrades. The program provided incentives to encourage participants to save energy, save money, and make their homes and businesses more safe, healthy, and comfortable. As part of the Better Buildings Neighborhood Program (BBNP), the successful investment of this $10 million grant toward market development was the first grant funding collaboration between the cities of Omaha and Lincoln. Through more than three years of work, thousands of participants, contractors, and community members worked together to make the reEnergize Program a demonstration of how to “Build Energy Smart Communities.”

    Through the Office of Technology Development (OTD), the U.S. Department of Energy (DOE) has initiated a national applied research, development, demonstration, testing, and evaluation program, whose goal has been to resolve the major technical issues and rapidly advance technologies for environmental restoration and waste management. The Innovative Technology Development (ITD) Program was established as a part of the DOE, Research, Development, Demonstration, Testing, and Evaluation (RDDT&E) Program. The plan is part of the DOE`s program to restore sites impacted by weapons production and to upgrade future waste management operations. On July 10, 1990, DOE issued a Program Research and Development Announcement (PRDA) through the Idaho Operations Office to solicit private sector help in developing innovative technologies to support DOE`s clean-up goals. This report presents summaries of each of the seven projects, which developed and tested the technologies proposed by the seven private contractors selected through the PRDA process.

    This paper presents the results of an AIDS educational intervention for intravenous drug users (IVDUs) who participated in the New Jersey State Department of Health's Coupon program. An examination of the data showed that those with high pre-intervention test scores were more likely to have been White and to have been in treatment since 1981. Furthermore, the 1-hour AIDS educational intervention produced significantly higher post-intervention test scores (overall and for 27 of the 31 individual test items). Finally, none of the demographic and drug history variables used in this analysis were found to contribute significantly to the effectiveness of the educational session.

    This interim final rule with comment period implements, or conforms the regulations to, certain statutory provisions relating to Medicare payments to hospitals for inpatient services that are contained in the Medicare, Medicaid, and State Children's Health Insurance Program Balanced Budget Refinement Act of 1999 (Public Law 106-113). These provisions relate to reclassification of hospitals from urban to rural status, reclassification of certain hospitals for purposes of payment during Federal fiscal year 2000, critical access hospitals, payments to hospitals excluded from the hospital inpatient prospective payment system, and payments for indirect and direct graduate medical education costs. Many of the provisions of Public Law 106-113 modify changes to the Social Security Act made by the Balanced Budget Act of 1997 (P.L. 105-33). These provisions are already in effect in accordance with Public Law 106-113.

    An overview of environmental monitoring programs and research during development of a moderate temperature geothermal resource in the Raft River Valley is presented. One of the major objectives was to develop programs for environmental assessment and protection that could serve as an example for similar types of development. The monitoring studies were designed to establish baseline conditions (predevelopment) of the physical, biological, and human environment. Potential changes were assessed and adverse environmental impacts minimized. No major environmental impacts resulted from development of the Raft River Geothermal Research Facility. The results of the physical, biological, and human environment monitoring programs are summarized.
