The National Early Care and Education Learning Collaboratives Project (ECELC) aims to improve best practices in early care and education (ECE) programs in topic areas of the Nutrition and Physical Activity Self-Assessment in Child Care (NAP SACC). Technical assistance is a component of the ECELC, yet its effect on outcomes is unclear. Beyond dose and duration of technical assistance, limited research exists on characteristics of technical assistance that contribute to outcomes. The objective of this study was to identify and describe technical assistance characteristics and explore associations with NAP SACC outcomes. We collected data from 10 collaboratives comprising 84 ECE programs in 2 states in 2015-2016. The objective of technical assistance was to support programs in improving best practices. Technical assistance was provided to programs via on-site, telephone, or email and was tailored to program needs. We used a mixed-methods design to examine associations between technical assistance and NAP SACC outcomes. We used multiple regression analysis to assess quantitative data and qualitative comparative analysis to determine necessary and sufficient technical assistance conditions supporting NAP SACC outcomes. We also conducted a document review to describe technical assistance that referred conditions identified by the qualitative comparative analysis. Regression analyses detected an inverse relationship between changes in NAP SACC scores and hours of technical assistance. No clear pattern emerged in the qualitative comparative analysis, leaving no necessary and sufficient conditions. However, the qualitative comparative analysis identified feedback as a potentially important component of technical assistance, whereas resource sharing and frequent email were characteristics that seemed to reduce the likelihood of improved outcomes. Email and resource sharing were considered primarily general information rather than tailored technical assistance. Technical assistance may be used in programs and made adaptable to program needs. The inclusion and evaluation of technical assistance, especially tailored approaches, is warranted for environmental interventions, including ECE settings.

    PubMed

Allori, Alexander C; Marcus, Jeffrey R; Daluvoy, Sanjay; Bond, Jennifer

    2014-09-01

Objective : The learning process for intraoral procedures is arguably more difficult than for other surgical procedures because of the assistant's severely limited visibility. Consequently, trainees may not be able to adequately see and follow all steps of the procedure, and attending surgeons may be less willing to entrust trainees with critical portions of the procedure. In this report, we propose a video-assisted approach to intraoral procedures that improves lighting, visibility, and potential for effective education and training. Design : Technical report (idea/innovation). Setting : Tertiary referral hospital. Patients : Children with cleft palate and velopharyngeal insufficiency requiring surgery. Interventions : Video-assisted palatoplasty, sphincteroplasty, and pharyngoplasty. Main Outcome Measures : Qualitative and semiquantitative educational outcomes, including learner perception regarding "real-time" (video-assisted surgery) and "non-real-time" (video-library-based) surgical education. Results : Trainees were strongly in favor of the video-assisted modality in "real-time" surgical training. Senior trainees identified more opportunities in which they had been safely entrusted to perform critical portions of the procedure, corresponding with satisfaction with the learning process scores, and they showed greater comfort/confidence scores related to performing the procedure under supervision and alone. Conclusions : Adoption of the video-assisted approach can be expected to markedly improve the learning curve for surgeons in training. This is now standard practice at our institution. We are presently conducting a full educational technology assessment to better characterize the effect on knowledge acquisition and technical improvement.

Client or customer satisfaction surveys assess the perceived quality of programs, products, services, and employee performance. Such assessments prove beneficial for evaluation and planning purposes. This survey examined the satisfaction of clients using the programs, services, and technical assistance provided through the Coordinated School Health Program Office (CSHPO) in the Florida Department of Education. Using the 42-item Client Satisfaction Survey, data were collected in summer 1999 from 300 of 574 clients (52.3%) who attended training sessions or sought technical assistance from CSHPO during 1996-1999. More than two-thirds (67.2%) of clients rated the training program as "very good" or "excellent" at increasing their understanding about the concept of a coordinated school health program. Overall, 69.7% of clients rated the training programs they attended as "very good" or "excellent." Resource materials and staff effectiveness rated positively as well. Findings confirmed client satisfaction with CSHPO's training programs, technical assistance, and staff. Information obtained through the client satisfaction survey can be used by CSHPO to assist in future program planning and resource allocations.

  18. The evaluator as technical assistant: A model for systemic reform support

    NASA Astrophysics Data System (ADS)

    Century, Jeanne Rose

This study explored evaluation of systemic reform. Specifically, it focused on the evaluation of a systemic effort to improve K-8 science, mathematics and technology education. The evaluation was of particular interest because it used both technical assistance and evaluation strategies. Through studying the combination of these roles, this investigation set out to increase understanding of potentially new evaluator roles, distinguish important characteristics of the evaluator/project participant relationship, and identify how these roles and characteristics contribute to effective evaluation of systemic science education reform. This qualitative study used interview, document analysis, and participant observation as methods of data collection. Interviews were conducted with project leaders, project participants, and evaluators and focused on the evaluation strategies and process, the use of the evaluation, and technical assistance. Documents analyzed included transcripts of evaluation team meetings and reports, memoranda and other print materials generated by the project leaders and the evaluators. Data analysis consisted of analytic and interpretive procedures consistent with the qualitative data collected and entailed a combined process of coding transcripts of interviews and meetings, field notes, and other documents; analyzing and organizing findings; writing of reflective and analytic memos; and designing and diagramming conceptual relationships. The data analysis resulted in the development of the Multi-Function Model for Systemic Reform Support. This model organizes systemic reform support into three functions: evaluation, technical assistance, and a third, named here as "systemic perspective." These functions work together to support the project's educational goals as well as a larger goal--building capacity in project participants. This model can now serve as an informed starting point or "blueprint" for strategically supporting systemic reform.

    2005-09-01

During the period 1997-2000 a technical assistance project to build capacity for community-based health promotion was implemented in seven cities and one province in China. The technical assistance project formed part of a much larger World Bank supported program to improve disease prevention capabilities in China, commonly known as Health VII. The technical assistance project was funded by the Australian Agency for International Development. It was designed to develop capacity within the Ministry of Health (MOH) and the cities and province in the management of community-based health promotion projects, as well as supporting institutional development and public health policy reform. There are some relatively unique features of this technical assistance which helped shape its implementation and impact. It sought to provide the Chinese MOH and the cities and province with an introduction to comprehensive health promotion strategies, in contrast to the more limited information, education and communication strategies. The project was provided on a continuing basis over 3 years through a single institution, rather than as a series of ad hoc consultancies by individuals. Teaching and learning processes were developmental, leading progressively to a greater degree of local Chinese input and management to ensure sustainability and maintenance of technical support for the project. Based on this experience, this paper presents a model for capacity building projects of this type. It describes the education, training and planning activities that were the key inputs to the project, as well as the limited available evidence on the impact of the project. It describes how the project evolved over time to meet the changing needs of the participants, specifically how the content of the project shifted from a risk-factor orientation to a settings-based focus, and the delivery of the project moved from an expert-led approach to a more participatory, problem based learning approach. In terms of impact, marked differences before and after the implementation of the training activities were identified in key areas for reform, in addition to the self reported positive change in knowledge, and a high level of participant satisfaction. Key lessons are summarized. Technical assistance projects of this kind benefit from continuity and a high level of coordination, the provision of culturally and linguistically appropriate teaching, and a clear understanding of the need to match workforce development with organizational/institutional development.

Over the previous 4 years, the African Health Profession Regulatory Collaborative for nurses and midwives has supported 12 countries to establish national continuing and professional development frameworks and programs, linking continuing education to nursing and midwifery re-licensure through technical assistance and improvement grants. However, lack of electronic media and rural practice sites, differences in priority content, and varying legal frameworks make providing accessible, certifiable, and up-to-date online continuing education content for the more than 300,000 nurses and midwives in the 17 member countries of the East, Central, and Southern Africa College of Nursing a major challenge. We report here on how the East, Central, and Southern Africa College of Nursing, with technical assistance from an Afya Bora Fellow, developed an online continuing professional development library hosted on their Website using data collected in a survey of nursing and midwifery leaders in the region. 2013-12-31

Between 2010 and 2013, the U.S. Department of Energy (DOE) funded the Southeast Clean Energy Application Center (SE-CEAC), co-located at the North Carolina Solar Center at NC State University (NCSU) and at Mississippi State University. The SE-CEAC was one of eight regional CEACs established to promote and assist in transforming the market for combined heat and power (CHP), district energy (DE) and waste heat to power (WHP) throughout the U.S. CHP locates power generation at the point of demand and makes productive use of the residual thermal energy for process and space heating in factories and businesses, thus lowering themore » cost of meeting electricity and heat requirements and increasing energy efficiency. The overall goal of the SE-CEAC was to support end-user implementation and overall market transformation for CHP and related clean energy technologies. Five objectives were targeted to achieve the goal: 1. Market Analysis and Information Dissemination 2. Outreach and Education for Potential CHP End-users 3. Policy Support for State and Regional Stakeholders 4. Technical Assistance to Support CHP Deployment 5. Collaboration with DOE and other CEACs Throughout the project, the CEACs provided key services of education and outreach, technical assistance and market analysis in support of project objectives. These services were very effective at achieving key objectives of assisting prospective CHP end-users and informing policy makers, utilities and others about the benefits of CHP. There is a marked increase in the awareness of CHP technologies and applications as an energy resource among end-users, policymakers, utility regulators, electric utilities and natural gas utilities in the Southeast region as a result. At the end of 2013, a number of best-practice policies for CHP were applied or under consideration in various Southeast states. The SE-CEAC met its targets for providing technical assistance with over 50 analyses delivered for 412 MW of potential end-users CHP applications. Of these 50 MW of projects were under consideration at the end of 2013 based on SE-CEAC technical assistance findings.« less

    2003-11-01

From January 1, 2000, to August 31, 2001, a team of environmental health specialists from Public Health-Seattle & King County, a partner in King County's Local Hazardous Waste Management Program, made educational visits to 981 automotive repair shops. The purpose was to give the auto repair industry technical assistance on hazardous waste management without using enforcement action. Through site inspections and interviews, the environmental health staff gathered information on the types and amounts of conditionally exempt small-quantity generator (CESQG) hazardous wastes and how they were handled. Proper methods of hazardous waste management, storage, and disposal were discussed with shop personnel. The environmental health staff measured the impact of these educational visits by noting changes made between the initial and follow-up visits. This report focuses on nine major waste streams identified in the auto repair industry. Of the 981 shops visited, 497 were already practicing proper hazardous waste management and disposal. The remaining 484 shops exhibited 741 discrepancies from proper practice. Environmental health staff visited these shops again within six months of the initial visit to assess changes in their practices. The educational visits and technical assistance produced a 76 percent correction of all the discrepancies noted.

    Leon, Warren

    2012-02-03

Under the leadership of the Department of Energy Hydrogen and Fuel Cells program, Clean Energy States Alliance (CESA) educated and worked with state leaders to encourage wider deployment of fuel cell and hydrogen technologies. Through outreach to state policymakers, legislative leaders, clean energy funds, energy agencies, and public utility commissions, CESA worked to accomplish the following objectives of this project: 1. Provide information and technical assistance to state policy leaders and state renewable energy programs in the development of effective hydrogen fuel cell programs. 2. Identify and foster hydrogen program best practices. 3. Identify and promote strategic opportunities for statesmore » and the Department of Energy (DOE) to advance hydrogen technology deployment through partnerships, collaboration, and targeted activities. Over the three years of this project, CESA, with our partner National Conference of State Legislatures (NCSL), was able to provide credible information on fuel cell policies, finance, and technical assistance to hundreds of state officials and other stakeholders. CESA worked with its membership network to effectively educate state clean energy policymakers, program managers, and decision makers about fuel cell and hydrogen technologies and the efforts by states to advance those technologies. With the assistance of NCSL, CESA gained access to an effective forum for outreach and communication with state legislators from all 50 states on hydrogen issues and policies. This project worked to educate policymakers and stakeholders with the potential to develop and deploy stationary and portable fuel cell technologies.« less

  16. Community-based materials development: report from the South Pacific.

    PubMed

    Goodwillie, D

    1992-01-01

In the early 1980s, women in the South Pacific region called for culturally sensitive, attractive nutrition teaching aids. A set of 13 nutrition education books was produced dealing with food and diseases, food preservation, fitness, gardening, budgeting, developing training materials, and individual food needs of family members. A decision was made to expand the writing group to health educators, home economics teachers, agriculture workers and community workers. Over 70 Pacific Islanders from 19 countries were involved in writing, illustrating and field testing of the books. Nutrition books are used for English classes at the Tarawa Technical Institute, Kiribati. In the Cook Islands, home economics teachers are using some of the books in their classrooms. The South Pacific Commission Regional Community Education Training Center revised their food, nutrition, and community development curriculum using the nutrition books as a basic text. In Vanuatu, the books were the basis for a reference book for nonformal education centers, and the Red Cross in Fiji has reproduced materials from the books on cancer and other diseases for health and first aid community education. Major funding came from the Canadian International Development Agency, and technical and administrative assistance was obtained from the University of the South Pacific, South Pacific Commission (SPC), Simon Fraser University, and UNICEF. Local governments allowed their staff to assist with writing, field testing, and distribution of materials. Some participants assisted in producing the materials in local languages. An outcome from the project was the formation of a Pacific Island Nutritionist and Dietitians Association. The University of the South Pacific appointed a Nutrition Coordinator to continue the networking among the participants who will also develop a course with the materials for certificate level training in the Pacific Island countries.

Pfefferle, Petra Ina; Van den Stock, Etienne; Nauerth, Annette

    2010-07-01

E-learning will play an important role in the training portfolio of students in higher and vocational education. Within the LEONARDO-DA-VINCI action programme transnational pilot projects were funded by the European Union, which aimed to improve the usage and quality of e-learning tools in education and professional training. The overall aim of the LEONARDO-DA-VINCI pilot project "e-learning-assistant" was to create new didactical and technical e-learning tools for Europe-wide use in nursing education. Based on a new situation-oriented learning approach, nursing teachers enrolled in the project were instructed to adapt, develop and implement e- and blended learning units. According to the training contents nursing modules were developed by teachers from partner institutions, implemented in the project centers and evaluated by students. The user-package "e-learning-assistant" as a product of the project includes two teacher training units, the authoring tool "synapse" to create situation-based e-learning units, a student's learning platform containing blended learning modules in nursing and an open sourced web-based communication centre. 3. Marshalling Corporate Resources for Public and K-12 Technical Education Outreach and Engagement

    NASA Astrophysics Data System (ADS)

    Wynne, James

    2011-03-01

In 1988, the Education Task Force of the Business Roundtable recommended that American corporations invest in pre-college education. Prior to that date, corporate investment was targeted at higher education. IBM and other corporations responded by encouraging their employees and their corporate philanthropic organizations to develop programs aimed at enhancing pre-college education. The IBM TJ Watson Research Center initiated a Local Education Outreach program, active for these past 23 years, that marshals the resources of our science-rich institution to enhance STEM education in our local schools. We have broad and deep partnerships between the Research Center and local school districts, including New York City. We have just completed our 19th consecutive year of Family Science Saturdays, which brings 4th and 5th grade children, along with their parents, to our Research Center for hands-on workshops in topics like States of Matter, Polymer Science, Kitchen Chemistry, and Sound and Light. The workshops are staffed by IBM volunteers, assisted by local high school student ``Peer Teachers.'' Since 1990, the IBM Corporation has joined with a coalition of other companies, professional engineering societies, and government agencies to sponsor the annual Engineers Week (EWeek) campaign of technical education outreach, serving as Corporate Chair in 1992, 2001, and 2008. In recent years, we have annually recruited around 5000 IBM volunteers to reach out to more than 200,000 K-12 students in order to increase their awareness and appreciation of technical careers and encourage them to continue their studies of STEM (science, technology, engineering, and mathematics). The speaker, who helped found the APS Forum on Education (FED) and served as FED Councillor for 8 years, will review these and other programs for Public and K-12 Technical Education Outreach and Engagement.

  11. Building Code Compliance and Enforcement: The Experience of SanFrancisco's Residential Energy Conservation Ordinanace and California'sBuildign Standards for New Construction

DOE Office of Scientific and Technical Information (OSTI.GOV)

    Vine, E.

    1990-11-01

As part of Lawrence Berkeley Laboratory's (LBL) technical assistance to the Sustainable City Project, compliance and enforcement activities related to local and state building codes for existing and new construction were evaluated in two case studies. The analysis of the City of San Francisco's Residential Energy Conservation Ordinance (RECO) showed that a limited, prescriptive energy conservation ordinance for existing residential construction can be enforced relatively easily with little administrative costs, and that compliance with such ordinances can be quite high. Compliance with the code was facilitated by extensive publicity, an informed public concerned with the cost of energy and knowledgeablemore » about energy efficiency, the threat of punishment (Order of Abatement), the use of private inspectors, and training workshops for City and private inspectors. The analysis of California's Title 24 Standards for new residential and commercial construction showed that enforcement of this type of code for many climate zones is more complex and requires extensive administrative support for education and training of inspectors, architects, engineers, and builders. Under this code, prescriptive and performance approaches for compliance are permitted, resulting in the demand for alternative methods of enforcement: technical assistance, plan review, field inspection, and computer analysis. In contrast to existing construction, building design and new materials and construction practices are of critical importance in new construction, creating a need for extensive technical assistance and extensive interaction between enforcement personnel and the building community. Compliance problems associated with building design and installation did occur in both residential and nonresidential buildings. Because statewide codes are enforced by local officials, these problems may increase over time as energy standards change and become more complex and as other standards (eg, health and safety codes) remain a higher priority. The California Energy Commission realizes that code enforcement by itself is insufficient and expects that additional educational and technical assistance efforts (eg, manuals, training programs, and toll-free telephone lines) will ameliorate these problems.« less

  12. Concept analysis: confidence/self-confidence.

    PubMed

    Perry, Patricia

    2011-01-01

Confidence and self-confidence are crucial practice elements in nursing education and practice. Nurse educators should have an understanding of the concept of confidence in order to assist in the accomplishment of nursing students and their learning of technical and nontechnical skills. With the aim of facilitating trusted care of patients in the healthcare setting, nursing professionals must exhibit confidence, and, as such, clarification and analysis of its meaning is necessary. The purpose of this analysis is to provide clarity to the meaning of the concept confidence/self-confidence, while gaining a more comprehensive understanding of its attributes, antecedents, and consequences. Walker and Avant's eight-step method of concept analysis was utilized for the framework of the analysis process with model, contrary, borderline, and related cases presented along with attributes, antecedents, consequences, and empirical referents identified. Understanding both the individualized development of confidence among prelicensure nursing students and the role of the nurse educator in the development of confident nursing practice, nurse educators can assist students in the development of confidence and competency. Future research surrounding the nature and development of confidence/self-confidence in the prelicensure nursing student experiencing human patient simulation sessions would assist to help educators further promote the development of confidence. © 2011 Wiley Periodicals, Inc.
