Introduction: NASA’s Planetary Science Division (PSD) solicits its research and analysis (R&A) programs each year in Research Opportunities in Space and Earth Sciences (ROSES). Beginning with the 2014 ROSES solicitation, PSD changed the structure of the program elements under which the majority of planetary science R&A is done. Major changes included the creation of five core research program elements aligned with PSD’s strategic science questions, the introduction of several new R&A opportunities, new submission requirements, and a new timeline for proposal submission.ROSES and NSPIRES: ROSES contains the research announcements for all of SMD. Submission of ROSES proposals is done electronically via NSPIRES: http://nspires.nasaprs.com. We will present further details on the proposal submission process to help guide younger scientists. Statistical trends, including the average award size within the PSD programs, selections rates, and lessons learned, will be presented. Information on new programs will also be presented, if available.Review Process and Volunteering: The SARA website (http://sara.nasa.gov) contains information on all ROSES solicitations. Medical images (angiography, CT, MRI, nuclear medicine, ultrasound, x ray) play an increasingly important role in the clinical development and regulatory review process for pharmaceuticals and medical devices. Since medical images are increasingly acquired and archived digitally, or are readily digitized from film, they can be visualized, processed and analyzed in a variety of ways using digital image processing and display technology. Moreover, with image-based data management and data visualization tools, medical images can be electronically organized and submitted to the U.S. Food and Drug Administration (FDA) for review. The collection, processing, analysis, archival, and submission of medical images in a digital format versus an analog (film-based) format presents both challenges and opportunities for the clinical and regulatory information management specialist. The medical imaging 'core laboratory' is an important resource for clinical trials and regulatory submissions involving medical imaging data. Use of digital imaging technology within a core laboratory can increase efficiency and decrease overall costs in the image data management and regulatory review process.

This special editorial assessed the recent developments in Malaysian Journal of Medical Sciences (MJMS) and examined the characteristics of the submission, peer review, and publication processes for MJMS. This retrospective analysis used information about the manuscripts submitted to MJMS during the one-year period (from 1 June 2010 to 31 May 2010) since the start of current online submission and review system (ScholarOne™ Manuscripts, Thomson Reuters). In addition, we also discussed the future directions of MJMS. The electronic submission of (about 600) papers to the Journal of the Serbian Chemical Society has been recorded for every day from Jan. 01, 2013 till Dec. 31, 2014, together with the acceptance or rejection paper fate. Seasonal effects and editor roles (through desk rejection and subfield editors) are examined. This paper discusses the Spitzer Space Telescope General Observer proposal process. Proposals, consisting of the scientific justification, basic contact information for the observer, and observation requests, are submitted electronically using a client-server Java package called Spot. The Spitzer Science Center (SSC) uses a one-phase proposal submission process, meaning that fully-planned observations are submitted for most proposals at the time of submission, not months after acceptance. Ample documentation and tools are available to the observers on SSC web pages to support the preparation of proposals, including an email-based Helpdesk. Upon submission proposals are immediately ingested into a database which can be queried at the SSC for program information, statistics, etc. at any time. Large proposals are checked for technical feasibility and all proposals are checked against duplicates of already approved observations. Output from these tasks is made available to the Time Allocation Committee (TAC) members. At the review meeting, web-based software is used to record reviewer comments and keep track of the voted scores. After the meeting, another Java-based web tool, Griffin, is used to track the approved programs as they go through technical reviews, duplication checks and minor modifications before the observations are released for scheduling. In addition to detailing the proposal process, lessons learned from the first two General Observer proposal calls are discussed.

The NICE Single Technology Appraisal (STA) process in the UK has been underway for five years. Evidence Review Groups (ERGs) critically appraise submissions from manufacturers on the clinical and cost effectiveness of new technologies. This study analysed the ERGs' assessment of the strengths and weaknesses of 30 manufacturers' submissions to the STA process. Thematic analysis was performed on the textual descriptions of the strengths and weakness of manufacturer submissions, as outlined by the ERGs in their reports. Various themes emerged from the data. These themes related to the processes applied in the submissions; the content of the submission (e.g. the amount and quality of evidence); the reporting of the submissions' review and analysis processes; the reliability and validity of the submissions' findings; and how far the submission had satisfied the STA process objectives. STA submissions could be improved if attention were paid to transparency in the reporting, conduct and justification of review and modelling processes and analyses, as well as greater robustness in the choice of data and closer adherence to the scope or decision problem. Data centers struggle with difficulties related to data submission. Data are acquired through many avenues by many people. Many data submission activities involve intensive manual processes. During the submission process, data end up on varied storage devices. The situation can easily become chaotic. Collecting information on the status of pending data sets is arduous. For data providers, the submission process can be inconsistent and confusing. Scientists generally provide data from previous projects, and archival can be a low priority. Incomplete or poor documentation accompanies many data sets. However, complicated questionnaires deter busy data providers. At the ORNL DAAC, we have semi-automated the data set submission process to create a uniform data product and provide a consistent data provider experience. The formalized workflow makes archival faster for the data center and data set submission easier for data providers. Software modules create a flexible, reusable submission package. Formalized data set submission provides several benefits to the data center. A single data upload area provides one point of entry and ensures data are stored in a consistent location. A central dashboard records pending data set submissions in a single table and simplifies reporting. Flexible role management allows team members to readily coordinate and increases efficiency. Data products and metadata become uniform and easily maintained. As data and metadata standards change, modules can be modified or re-written without affecting workflow. While each data center has unique challenges, the data ingestion process is generally the same: get data from the provider, scientist, or project and capture metadata pertinent to that data. The ORNL DAAC data set submission workflow and software modules can be reused entirely or in part by other data centers looking for a data set submission solution. These data set submission modules will be available on NASA's Earthdata Code Collaborative and by request.

This paper aims at providing an introduction to the behavior of authors submitting a paper to a scientific journal. Dates of electronic submission of papers to the Journal of the Serbian Chemical Society have been recorded from the 1st January 2013 till the 31st December 2014, thus over 2 years. There is no Monday or Friday effect like in financial markets, but rather a Tuesday-Wednesday effect occurs: papers are more often submitted on Wednesday; however, the relative number of going to be accepted papers is larger if these are submitted on Tuesday. On the other hand, weekend days (Saturday and Sunday) are not the best days to finalize and submit manuscripts. An interpretation based on the type of submitted work ("experimental chemistry") and on the influence of (senior) coauthors is presented. A thermodynamic connection is proposed within an entropy context. A (new) entropic distance is defined in order to measure the "opaqueness" = disorder) of the submission process.

We present an approach to customize the sample submission process for high-throughput purification (HTP) of combinatorial parallel libraries using preparative liquid chromatography electrospray ionization mass spectrometry. In this study, Visual Basic and Visual Basic for Applications programs were developed using Microsoft Visual Basic 6 and Microsoft Excel 2000, respectively. These programs are subsequently applied for the seamless electronic submission and handling of data for HTP. Functions were incorporated into these programs where medicinal chemists can perform on-line verification of the purification status and on-line retrieval of postpurification data. The application of these user friendly and cost effective programs in our HTP technology has greatly increased our work efficiency by reducing paper work and manual manipulation of data.

The administrative process for annual meetings is time consuming and increasingly costly when accomplished by traditional postal, fax, and telephone methods. The Pacific Association of Pediatric Surgeons introduced an all-electronic communication format for its 2002 annual meeting. Attendee acceptance and administrative and financial impact were evaluated. Interested physicians were directed to a Website containing detailed information and electronic forms. E-mail was used for the abstract selection and manuscript submission processes. Attendees were surveyed to evaluate the new format. Administrative costs for the new format were compared with estimated costs for a comparable traditionally managed meeting. Attendance was similar to that at previous US meetings. Eighty-two percent of respondents approved of the all-electronic format, although 48% believed a choice should remain. None suggested a complete return to the traditional format. Abstract and manuscript processing time was reduced substantially as were administrative costs (79.43 dollars savings per physician registrant). Adoption of an all-electronic annual meeting administrative process was associated with substantial cost reduction, increased efficiency, and excellent attendee satisfaction. This technology can help avoid increased registration fees while easing the burden on physician volunteers.

This transformation process will allow USCIS to streamline benefit processing, eliminate the capture and processing of redundant data, and reduce the number of and automate its forms. This transformation process will be a phased multi-year initiative to restructure USCIS business processes and related information technology systems. DHS is removing references to form numbers, form titles, expired regulatory provisions, and descriptions of internal procedures, many of which will change during transformation. DHS is also finalizing interim rules that permitted submission of benefit requests with an electronic signature when such requests are submitted in an electronic format rather than on a paper form and that removed references to filing locations for immigration benefits. In addition, in this rule DHS is publishing the final rule for six other interim rules published during the past several years, most of which received no public comments.

The aims of the study were to evaluate the amount and content of data patients and care partners reported using a real-time electronic safety tool compared with other reporting mechanisms and to understand their perspectives on safety concerns and reporting in the hospital. This study used mixed methods including 20-month preimplementation and postimplementation trial evaluating MySafeCare, a web-based application, which allows hospitalized patients/care partners to report safety concerns in real time. The study compared MySafeCare submission rates for three hospital units (oncology acute care, vascular intermediate care, medical intensive care) with submissions rates of Patient Family Relations (PFR) Department, a hospital service to address patient/family concerns. The study used triangulation of quantitative data with thematic analysis of safety concern submissions and patient/care partner interviews to understand submission content and perspectives on safety reporting. Thirty-two MySafeCare submissions were received with an average rate of 1.7 submissions per 1000 patient-days and a range of 0.3 to 4.8 submissions per 1000 patient-days across all units, indicating notable variation between units. MySafeCare submission rates were significantly higher than PFR submission rates during the postintervention period on the vascular unit (4.3 [95% confidence interval = 2.8-6.5] versus 1.5 [95% confidence interval = 0.7-3.1], Poisson) (P = 0.01). Overall trends indicated a decrease in PFR submissions after MySafeCare implementation. Triangulated data indicated patients preferred to report anonymously and did not want concerns submitted directly to their care team. MySafeCare evaluation confirmed the potential value of providing an electronic, anonymous reporting tool in the hospital to capture safety concerns in real time. There is an art to writing a scientific paper so that it communicates accurately, succinctly, and comprehensively. Developing this art comes with experience, and sharing that experience with younger physicists is an obligation of senior scientists, especially those with editorial responsibilities for the journal. In this workshop, the preparation of a scientific manuscript will be dissected so participants can appreciate how each part is developed and then assembled into a complete paper. Then the review process for the paper will be discussed, including how to examine a paper and write an insightful and constructive review. Finally, we will consider the challenge of accommodating the concerns and recommendations of a reviewer in preparing a revision of the paper. A second feature of the workshop will be a discussion of the process of electronic submission of a paper for consideration by Medical Physics. The web-based PeerX-Press engine for manuscript submission and management will be examined, with attention to special features such as epaps and line-referencing. Finally, new features of Medical Physics will be explained, such as Vision 20/20 manuscripts, Physics Letters and the standardized formatting of book reviews. 1. Improve the participants' abilities to write a scientific manuscript. 2. Understand the review process for Medical Physics manuscripts and how to participate in and benefit from it. 3. Appreciate the many features of the PeerX-Press electronic management process for Medical Physics manuscripts. 4.  Electronic health record (EHR)-based registries allow for robust data to be derived directly from the patient clinical record and can provide important information about processes of care delivery and patient health outcomes.  A data dictionary, and subsequent data model, were developed describing EHR data sources to include all processes of care within the emergency department (ED). ED visit data were deidentified and XML files were created and submitted to a central data coordinating center for inclusion in the registry. Automated data quality control occurred prior to submission through an application created for this project. Data quality reports were created for manual data quality review.  The Pediatric Emergency Care Applied Research Network (PECARN) Registry, representing four hospital systems and seven EDs, demonstrates that ED data from disparate health systems and EHR vendors can be harmonized for use in a single registry with a common data model. The current PECARN Registry represents data from 2,019,461 pediatric ED visits, 894,503 distinct patients, more than 12.5 million narrative reports, and 12,469,754 laboratory tests and continues to accrue data monthly.  The Registry is a robust harmonized clinical registry that includes data from diverse patients, sites, and EHR vendors derived via data extraction, deidentification, and secure submission to a central data coordinating center. The data provided may be used for benchmarking, clinical quality improvement, and comparative effectiveness research. Schattauer.

The Wisconsin Immunization Registry is a confidential, web-based system used since 1999 as a centralized repository of immunization information for Wisconsin residents. Provide evidence based on Registry experiences with electronic data exchange, comparing the benefits and drawbacks of using the Health Level 7 standard, including the option for real time data exchange vs the flat file method. For data regarding vaccinations received by children aged 4 months through 6 years with Wisconsin addresses that were submitted to the Registry during 2010 and 2011, data timeliness (days from vaccine administration to date information was received) and completeness (percentage of records received that include core data elements for electronic storage) were compared by file submission method. Data submitted using Health Level 7 were substantially more timely than data submitted using the flat file method. Additionally, data submitted using Health Level 7 were substantially more complete for each of the core elements compared to flat file submission. Health care organizations that submit electronic data to immunization information systems should be aware that the technical decision to use the Health Level 7 format, particularly if real-time data exchange is employed, can result in more timely and accurate data. This will assist clinicians in adhering to the Advisory Committee on Immunization Practices schedule and reducing over-immunization.

The Identification Tasking and Networking (ITN) Federal Bureau of Investigation system will manage the processing of more than 70,000 submissions per day. The workflow manager controls the routing of each submission through a combination of automated and manual processing steps whose exact sequence is dynamically determined by the results at each step. For most submissions, one or more of the steps involve the visual comparison of fingerprint images. The ITN workflow manager is implemented within a scaleable client/server architecture. The paper describes the key aspects of the ITN workflow manager design which allow the high volume of daily processing to be successfully accomplished.

Peer-review and publication of research protocols offer several advantages to all parties involved. Among these are the following opportunities for authors: external expert opinion on the methods, demonstration to funding agencies of prior expert review of the protocol, proof of priority of ideas and methods, and solicitation of potential collaborators. We think that review and publication of protocols is an important role for Open Access journals. Because of their electronic form, openness for readers, and author-pays business model, they are better suited than traditional journals to ensure the sustainability and quality of protocol reviews and publications. In this editorial, we describe the workflow for investigators in eHealth research, from protocol submission to a funding agency, to protocol review and (optionally) publication at JMIR, to registration of trials at the International eHealth Study Registry (IESR), and to publication of the report. One innovation at JMIR is that protocol peer reviewers will be paid a honorarium, which will be drawn partly from a new submission fee for protocol reviews. Separating the article processing fee into a submission and a publishing fee will allow authors to opt for “peer-review only” (without subsequent publication) at reduced costs, if they wish to await a funding decision or for other reasons decide not to make the protocol public. Post-implementation stage comes after an electronic health record (EHR) deployment. Analyst and end users deal with the reality that some of the concepts and designs initially planned and created may not be complementary to the workflow; creating anxiety, dissatisfaction, and failure with early adoption of system. Problems encountered during deployment are numerous and can vary from simple to complex. Redundant ticket submission creates backlog for Information Technology personnel resulting in delays in resolving concerns with EHR system. The process of optimization allows for evaluation of system and reassessment of users' needs. A solid and well executed optimization infrastructure can help minimize unexpected end-user disruptions and help tailor the system to meet regulatory agency goals and practice standards. A well device plan to resolve problems during post implementation is necessary for cost containment and to streamline communication efforts. Creating a specialty specific collaborative task force is efficacious and expedites resolution of users' concerns through a more structured process.
