The Endangered Species Act (originally passed in 1973) is a Federal statute that protects both animal and plant species. The Endangered Species Act identifies species which are, without careful management, in danger of becoming extinct and species that are considered threatened. Along with the designation of threatened or endangered, the Endangered Species Act provides for the identification of appropriate habitat for these species. Since 1993, the United States Department of Energy`s (DOE) Environmental Restoration (ER) Program has supported a program to survey the Oak Ridge Reservation (ORR) for threatened and endangered species. The Environmentally Sensitive Areas Surveys Program initiated vascularmore » plant surveys during fiscal year 1993 and vertebrate animal surveys during fiscal year 1994 to determine the baseline condition of threatened and endangered species on the ORR at the present time. Data collected during these surveys are currently aiding Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Remedial Investigations on the ORR. They also provide data for ER and Waste Management decision documents, ensure that decisions have technical and legal defensibility, provide a baseline for ensuring compliance with principal legal requirements and will increase public confidence in DOE`s adherence to all related environmental resources rules, laws, regulations, and instructions. This report discusses the progress to date of the threatened and endangered species surveys of the ORR.« less

Balancing Army and endangered species concerns: Green vs. Green.

A number of endangered, threatened, or at-risk species have been identified on US Army training bases. Before further training is restricted or curtailed under provisions of the US Endangered Species Act (ESA), the Army can explore available proactive options for providing habitat protection and mitigation. This paper investigates the possibility of an Army habitat acquisition program to acquire (by lease or purchase) buffer zones of at-risk species' habitat around its bases and away from training. To identify the most cost-effective manner for acquiring habitat, auction market experiments are utilized for analyzing program design. Laboratory auction experiments provide a powerful and low-cost vehicle for investigating ex ante program design issues. We find the discriminative, as opposed to a uniform price, auction with a minimum quantity requirement to be the least-cost mechanism.

Estimating Effects of Species Interactions on Populations of Endangered Species.
Roth, Tobias; Bühler, Christoph; Amrhein, Valentin
2016-04-01
Global change causes community composition to change considerably through time, with ever-new combinations of interacting species. To study the consequences of newly established species interactions, one available source of data could be observational surveys from biodiversity monitoring. However, approaches using observational data would need to account for niche differences between species and for imperfect detection of individuals. To estimate population sizes of interacting species, we extended N-mixture models that were developed to estimate true population sizes in single species. Simulations revealed that our model is able to disentangle direct effects of dominant on subordinate species from indirect effects of dominant species on detection probability of subordinate species. For illustration, we applied our model to data from a Swiss amphibian monitoring program and showed that sizes of expanding water frog populations were negatively related to population sizes of endangered yellow-bellied toads and common midwife toads and partly of natterjack toads. Unlike other studies that analyzed presence and absence of species, our model suggests that the spread of water frogs in Central Europe is one of the reasons for the decline of endangered toad species. Thus, studying population impacts of dominant species on population sizes of endangered species using data from biodiversity monitoring programs should help to inform conservation policy and to decide whether competing species should be subject to population management.

Many endangered captive populations exhibit reduced genetic diversity resulting in health issues that impact reproductive fitness and quality of life. Numerous cost effective genomic sequencing and genotyping technologies provide unparalleled opportunity for incorporating genomics knowledge in management of endangered species. Genomic data, such as sequence data, transcriptome data, and genotyping data, provide critical information about a captive population that, when leveraged correctly, can be utilized to maximize population genetic variation while simultaneously reducing unintended introduction or propagation of undesirable phenotypes. Current approaches aimed at managing endangered captive populations utilize species survival plans (SSPs) that rely upon mean kinship estimates to maximize genetic diversity while simultaneously avoiding artificial selection in the breeding program. However, as genomic resources increase for each endangered species, the potential knowledge available for management also increases. Unlike model organisms in which considerable scientific resources are used to experimentally validate genotype-phenotype relationships, endangered species typically lack the necessary sample sizes and economic resources required for such studies. Even so, in the absence of experimentally verified genetic discoveries, genomics data still provides value. In fact, bioinformatics and comparative genomics approaches offer mechanisms for translating these raw genomics data sets into integrated knowledge that enable an informed approach to endangered species management.

Review of psittacine beak and feather disease and its effect on Australian endangered species.
Raidal, S R; Sarker, S; Peters, A
2015-12-01
Since it was first described in the early 1980s, psittacine beak and feather disease (PBFD) has become recognised as the dominant viral pathogen of psittacine birds in Australia. Our aim was to evaluate and review the effect of PBFD and its position as a key threatening process to Australian psittacine bird species. We review the origin/evolutionary pathways and potential threat of PBFD to endangered psittacine bird populations and captive-breeding flocks. The most recent beak and feather disease virus (BFDV) phylogenetic analyses indicate that all endangered Australian psittacine bird species are susceptible to, and equally likely to be infected by, BFDV genotypes from a range of host psittacine species. Management of the disease in captive-breeding programs has relied on testing and culling, which has proven costly. The risk of PBFD should be considered very carefully by management teams contemplating the establishment of captive-breeding flocks for endangered species. Alternative disease prevention tools, including vaccination, which are increasingly being used in wildlife health, should be considered more seriously for managing and preventing PBFD in captive flocks of critically endangered species. © 2015 Australian Veterinary Association.

Conservation of North American rallids
Eddleman, William R.; Knopf, Fritz L.; Manley, Brooke; Reid, Frederic A.; Zembal, Richard
1988-01-01
The Rallidae are a diverse group in their habitat selection, yet most North American species occur in or near wetlands As a consequence, most species are subject to habitat enhancement or perturbation from waterfowl management programs. The overall effects of these management programs relative to rallid conservation have been assessed for few species, and there is a need for synthesis of such information. In the cases of some species or raves, population status is not known, and suggested directions for conservation and management are needed. Rare, endangered, or status undetermined species or races often occur in areas where related species are classified as game birds, and the effects of such hunting on rarer forms are not known. Their generally secretive nature, the endangered status of several races and populations, and continued loss of habitat and threats to present habitat, warrant an examination of the conservation status of the North American taxa in this group. In 1977, a committee of the International Association of Fish and Wildlife Agencies summarized available information on management and biology of American Coots (Fulica americana), rails, and gallinules in North America (Holliman 1977). That summary was intended to provide relatively complete information on conservation of these species, and also to provide guidance for research within the U.S. Fish and Wildlife Service's (FWS) Accelerated Research Program for Webless Migratory Shore and Upland Game Birds (ARP). Subsequently, a number of rallid studies were funded under this program. The program was eliminated in 1982, following substantial research activities on North American rallids. Since the demise of the ARP, additional research on rallids in North America has focused on an area the International Association of Fish and Wildlife Agencies report failed to cover in detail--that of endangered rallids in the U.S. and their possessions. Most of these studies have been of threatened and endangered taxa in western coastal marshes. This report updates and summarizes information on North American rallids since the ARP report and identifies the major conservation problems of this group with the intent of focusing future efforts on these priority issues. Consideration of island forms occurring within U.S. possessions is beyond the scope of this report, mainly because of the special conservation problems associated with their insular distribution. The major topics include habitat requirements, effects of habitat and hunting management techniques currently practiced on wetland areas, and conservation of endangered and threatened populations. Research needs are identified. Habitats of the American Coot are similar to those of several waterfowl species, and the biology of coots is considered only as it is typical of rails in general.

The list of threatened and endangered species is growing rapidly, due to various anthropogenic causes. Many endangered species are present in captivity and actively managed in breeding programs in which often little is known about the founder individuals. Recent developments in genetic research techniques have made it possible to sequence and study whole genomes. In this study we used the critically endangered Visayan warty pig (Sus cebifrons) as a case study to test the use of genomic information as a tool in conservation management. Two captive populations of S. cebifrons exist, which originated from two different Philippine islands. We found some evidence for a recent split between the two island populations; however all individuals that were sequenced show a similar demographic history. Evidence for both past and recent inbreeding indicated that the founders were at least to some extent related. Together with this, the low level of nucleotide diversity compared to other Sus species potentially poses a threat to the viability of the captive populations. In conclusion, genomic techniques answered some important questions about this critically endangered mammal and can be a valuable toolset to inform future conservation management in other species as well.

For maintaining social and financial support for eradication programs of invasive species, quantitative assessment of recovery of native species or ecosystems is important because it provides a measurable parameter of success. However, setting a concrete goal for recovery is often difficult owing to lack of information prior to the introduction of invaders. Here, we present a novel approach to evaluate the achievement level of invasive predator management based on the carrying capacity of endangered species estimated using long-term monitoring data. In Amami-Oshima Island, Japan, where the eradication project of introduced small Indian mongoose is ongoing since 2000, we surveyed the population densities of four endangered species threatened by the mongoose (Amami rabbit, the Otton frog, Amami tip-nosed frog, and Amami Ishikawa's frog) at four time points ranging from 2003 to 2011. We estimated the carrying capacities of these species using the logistic growth model combined with the effects of mongoose predation and environmental heterogeneity. All species showed clear tendencies toward increasing their density in line with decreased mongoose density, and they exhibited density-dependent population growth. The estimated carrying capacities of three endangered species had small confidence intervals enough to measure recovery levels by the mongoose management. The population density of each endangered species has recovered to the level of the carrying capacity at about 20-40% of all sites, whereas no individuals were observed at more than 25% of all sites. We propose that the present approach involving appropriate monitoring data of native organism populations will be widely applicable to various eradication projects and provide unambiguous goals for management of invasive species.

The Colorado River Basin provides habitat for 14 native fish, including four endangered species protected under the Federal Endangered Species Act of 1973 - Colorado pikeminnow (Ptychocheilus lucius), razorback sucker (Xyrauchen texanus), bonytail (Gila elegans), and humpback chub (Gila cypha). These endangered fish species once thrived in the Colorado River system, but water-resource development, including the building of numerous diversion dams and several large reservoirs, and the introduction of nonnative fish, resulted in large reductions in the numbers and range of the four species. Knowledge of sediment dynamics in river reaches important to specifc life-stages of the endangered fishes is critical to understanding the effects of flow regimes on endangered fish habitats. The U.S. Geological Survey, in cooperation with the Upper Colorado River Endangered Fish Recovery Program, Bureau of Reclamation, U.S. Fish and Wildlife Service, and Wyoming State Engineer's Office, implemented daily sediment sampling at three locations in critical habitat reaches in the Upper Colorado River Basin. This report presents a summary of data collected at these sites, including water and suspended-sediment discharge, streambed compositions, and channel and flood-plain topography. The locations are at U.S. Geological Survey streamflow-gaging stations 09152500, Gunnison River near Grand Junction, Colorado; 09261000, Green River near Jensen, Utah; and 09302000, Duchesne River near Randlett, Utah.

The United States Navy proposes to outlease lands adjacent to the runways of Naval Air Station, Lemoore, California, for agricultural purposes. These lands are currently undeveloped annual grasslands that have been modified by past land management practices. The proposed site is thought to provide habitat for the endangered San Joaquin kit fox. It has also been speculated that another endangered species, the blunt-nosed leopard lizard, may occur on the station. The objectives of this study were to determine whether kit fox and leopard lizards occurred on NAS, Lemoore, and to assess the possible impacts of the agricultural outlease program onmore » these species and their essential habitats. Between 24 to 28 May 1982, ground transects studies, a helicopter overflight, night spotlight surveys, and live-trapping for kit fox were conducted on approximately 2700 acres to determine presence of the species. No evidence of either kit fox or blunt-nosed leopard lizards was found. It is unlikely that the Navy's proposed outlease program will negatively affect either species or jeopardize their continued existence.« less

The population density of each endangered species has recovered to the level of the carrying capacity at about 20–40% of all sites, whereas no individuals were observed at more than 25% of all sites. We propose that the present approach involving appropriate monitoring data of native organism populations will be widely applicable to various eradication projects and provide unambiguous goals for management of invasive species. Demographic data are essential to assessments of the status of endangered species. However, establishing an integrated monitoring program to obtain useful data on contemporary and future population trends requires both the identification of priority areas and populations and realistic evaluations of the kinds of data that can be obtained under different monitoring regimes. We analyzed all known populations of a critically endangered primate, the muriqui (genus: Brachyteles) using population size, genetic uniqueness, geographic importance (including potential importance in corridor programs) and implementability scores to define monitoring priorities. Our analyses revealed nine priority populations for the northern muriqui (B. hypoxanthus) and nine for the southern muriqui (B. arachnoides). In addition, we employed knowledge of muriqui developmental and life history characteristics to define the minimum monitoring intensity needed to evaluate demographic trends along a continuum ranging from simple descriptive changes in population size to predictions of population changes derived from individual based life histories. Our study, stimulated by the Brazilian government's National Action Plan for the Conservation of Muriquis, is fundamental to meeting the conservation goals for this genus, and also provides a model for defining priorities and methods for the implementation of integrated demographic monitoring programs for other endangered and critically endangered species of primates.

Identifying appropriate protected areas for endangered fern species under climate change.

The management of protected areas (PAs) is widely used in the conservation of endangered plant species under climate change. However, studies that have identified appropriate PAs for endangered fern species are rare. To address this gap, we must develop a workflow to plan appropriate PAs for endangered fern species that will be further impacted by climate change. Here, we used endangered fern species in China as a case study, and we applied conservation planning software coupled with endangered fern species distribution data and distribution modeling to plan conservation areas with high priority protection needs under climate change. We identified appropriate PAs for endangered fern species under climate change based on the IUCN protected area categories (from Ia to VI) and planned additional PAs for endangered fern species. The high priority regions for protecting the endangered fern species were distributed throughout southern China. With decreasing temperature seasonality, the priority ranking of all endangered fern species is projected to increase in existing PAs. Accordingly, we need to establish conservation areas with low climate vulnerability in existing PAs and expand the conservation areas for endangered fern species in the high priority conservation regions.
Implementing the use of a biobank in the endangered black-footed ferret (Mustela nigripes).
Santymire, Rachel
2016-03-09
In the current global health climate, many conservation biologists are managing crisis situations, including increased species extinction rates. One strategy for securing wildlife populations into the future is to preserve biomaterials in genome resource banks (GRB; or 'biobanks'). However, for GRBs to be successful we must understand the fundamental reproductive biology of species, along with developing assisted reproductive techniques (ARTs), including AI and semen cryopreservation. ART has been successfully used for several taxa, from amphibians to mammals, including ungulates, carnivores and primates. Not all these success stories implemented the use of a biobank, but one example that discussed herein is the black-footed ferret (Mustela nigripes) GRB. From a founder population of seven individuals, this species has been breeding in a managed setting for nearly 30 years. The goal of the breeding program is to maintain genetic integrity by ensuring each individual has the opportunity to pass his/her genes onto the next generation, while simultaneously providing animals for release into the wild. Scientists have used ART (e.g. AI) in the recovery program. Recently, semen from an individual of the founder population that was cryopreserved for up to 20 years was used successfully for AI, which improved the genetic diversity of the population. The black-footed ferret recovery program can serve as a model for other endangered species and demonstrates the usefulness of ART and GRBs to maintain highly endangered species into the future.

The Wyoming toad was listed as an endangered species under the Endangered Species Act on January 17, 1984, with a recovery plan approved in 1991. Currently the total population of the Wyoming toad includes approximately 200 animals in the captive breeding program and as few as 62 toads surviving at reintroduction sites in the Laramie Basin based upon fall 2000 survey data (after releases of more than 10,000 toads and tadpoles since 1995). Necessary conservation measures include improving reproduction and survival in the captive breeding program, improving survival at reintroduction sites, developing techniques to control the effects of the amphibian chytrid fungus, and eliminating threats and further habitat degradation in the wild.

The San Joaquin kit fox was listed as an endangered subspecies following passage of the Endangered Species Protection Act of 1966, and further classified as rare under the California Endangered Species Act of 1970. The San Joaquin kit fox occurs on the Naval Petroleum Reserves in California administered by the Department of Energy (DOE). A long term kit fox population monitoring program was initiated as part of DOE's mitigation strategy to comply with the Endangered Species Act. In addition to monitoring kit fox populations, the program includes assessments of kit fox prey density and assessments of predator abundance. The objectivesmore » of this study were to: describe the long term changes in the kit fox population on the Reserves and assess the roles of coyotes and lagomorphs in kit fox population dynamics. When the fox population on NPR-1 declined between 1980 and 1984, it appeared to have been negatively impacted by a declining prey base (lagomorphs) and an increasing coyote population. Declining lagomorph densities may have been a more important factor because as coyote numbers declined between 1985 and 1990, the kit fox population remained stable. The fox population on NPR-2 remained at a higher and more stable level than the population on NPR-1. The factors determining the higher densities and greater stability of the fox population on NPR-2 are unknown.« less

...We, the U.S. Fish and Wildlife Service (Service), determine that Echinomastus erectocentrus var. acunensis (acu[ntilde]a cactus) and Pediocactus peeblesianus var. fickeiseniae (Fickeisen plains cactus) meet the definition of endangered species under the Endangered Species Act of 1973, as amended. This final rule implements the Federal protections provided by the Act for these species. The effect of this regulation will be to add these species to the List of Endangered and Threatened Wildlife and Plants under the Endangered Species Act.

The forest musk deer (Moschus berezovskii) is a high elevation species distributed across western China and northern Vietnam. Once abundant, habitat loss and poaching has led to a dramatic decrease in population numbers prompting the IUCN to list the species as endangered. Here, we characterized the genetic diversity of a Major Histocompatibility Complex (MHC) locus and teased apart driving factors shaping its variation. Seven DRB exon 2 alleles were identified among a group of randomly sampled forest musk deer from a captive population in the Sichuan province of China. Compared to other endangered or captive ungulates, forest musk deer have relatively low levels of MHC genetic diversity. Non-synonymous substitutions primarily occurred in the putative peptide-binding region (PBR), with analyses suggesting that recombination and selection has shaped the genetic diversity across the locus. Specifically, inter-allelic recombination generated novel allelic combinations, with evidence for both positive selection acting on the PBR and negative selection on the non-PBR. An improved understanding of functional genetic variability of the MHC will facilitate better design and management of captive breeding programs for this endangered species.

Recovery of a US endangered fish.

More fish have been afforded US Endangered Species Act protection than any other vertebrate taxonomic group, and none has been designated as recovered. Shortnose sturgeon (Acipenser brevirostrum) occupy large rivers and estuaries along the Atlantic coast of North America, and the species has been protected by the US Endangered Species Act since its enactment. Data on the shortnose sturgeon in the Hudson River (New York to Albany, NY, USA) were obtained from a 1970s population study, a population and fish distribution study we conducted in the late 1990s, and a fish monitoring program during the 1980s and 1990s. Population estimates indicate a late 1990s abundance of about 60,000 fish, dominated by adults. The Hudson River population has increased by more than 400% since the 1970s, appears healthy, and has attributes typical for a long-lived species. Our population estimates exceed the government and scientific population recovery criteria by more than 500%, we found a positive trend in population abundance, and key habitats have remained intact despite heavy human river use. Scientists and legislators have called for changes in the US Endangered Species Act, the Act is being debated in the US Congress, and the Act has been characterized as failing to recover species. Recovery of the Hudson River population of shortnose sturgeon suggests the combination of species and habitat protection with patience can yield successful species recovery, even near one of the world's largest human population centers.

The accelerating encroachment of human activity on the natural landscape has made many citizens appreciate the need to save representative biotic communities before urbanization and technologically induced change eliminate such communities. Active programs in natural-area preservation a.re now in progress in the four basin states; these programs have strong public support and legislative mandate. Local, state, and federal agencies and private individuals have taken an active interest in protecting select areas as samples of the biotic communities and natural features of the Basin. Most natural areas described in this report have been dedicated or reserved in some fashion. Other areasmore » are being added by the basin states each year. The maintenance of natural communities is closely linked to the preservation of endangered and threatened species of plants and animals which would cease to survive as isolated populations. Under federal regulations, certain plants and animals are listed as endange~ ed or threatened in the Basin. As individual state lists are prepared and investigations proceed, it is probable that many more threatened species will be found.« less

/ This paper explores the new politics of western water policy through an examination of the Animas-La Plata water project and implementation of the Endangered Species Act. It is suggested that the focus of western water programming has shifted from the source of distributed funds, the United States Congress, to the agencies originally created to deliver federal benefits because funding for new project construction has not been forthcoming. Under this new system, members of Congress continue to excite their constituents with promises of money for new project starts, while the administrative agencies perform the myriad duties needed to keep these projects alive. The result is that political objectives have replaced operational/management objectives in administrative processes. In this case, the author demonstrates how resource managers in the Bureau of Reclamation manipulated hydrological analysis to control administrative process, why their manipulation was unfair, and perhaps illegal, and why biologists from the US Fish and Wildlife Service accepted the analysis. While ostensibly protecting all interests, the result is that none of the objectives of federal water programming are achieved. KEY WORDS: Environmental management; Administrative politics; Water policy; Endangered Species Act; Animas-La Plata, Bureau of Reclamation

Before the dawn of the 22nd century, we face the huge risk of losing our genetic heritage accumulated during aeons of evolution. The losses include hundreds of vertebrates, hundreds of thousands of plants and over a million insect species. The gene pools of many human ethnic groups are also threatened. As we have observed, adequate conservation of habitat is unfeasible and active breeding programs cover only a handful of the many thousand species threatened. Against such indispensable losses scientists are starting cryopreservation of germplasms by creation of gene banks. I propose to construct a cDNA library based gene bank for endangered species in the permanently shadowed polar lunar craters that would provide immunity from both natural disadvantages and humanitarian intrusions [4].
Application of cytochrome b DNA sequences for the authentication of endangered snake species.

In order to enforce the conservation program and curbing the illegal trading and consumption of endangered snake species, the value of cytochrome b sequence in the authentication of snake species was evaluated. As an illustration, DNA was extracted, selected cytochrome b DNA sequences amplified and sequenced from six snakes commonly consumed in Hong Kong. Cataloging with sequences available in public, a cytochrome b database containing 90 species of snakes was constructed. In this database, sequence homology between snakes ranged from 70.68 to 95.11%. On the other hand, intraspecific variation of three tested snakes was 0-0.98%. Using the database, we were able to determine the identity of six meat samples confiscated by the Agriculture, Fisheries and Conservation Department, HKSAR.

Designing and managing successful endangered species recovery programs

Endangered species recovery is characterized by complexity and uncertainty in both its biological and organizational aspects. To improve performance in the organizational dimension, some models of organizations are briefly introduced with an emphasis on the organization as a system for processing information, i.e., for successfully dealing with the high uncertainty in the task environment. A strong task orientation, which rewards achievement of the primary goal, is suggested as ideal for this task, as is generative rationality, which encourages workers to observe, critique, and generate new ideas. The parallel organization—a flexible, participatory, problem-solving structure set up alongside traditional bureaucracies—is offered as a useful structure for meeting the demands of uncertainties encountered during recovery. Task forces and projects teams can be set up as parallel organizations. Improved managerial functions include coordinating roles to facilitate the flow and use of information; decision making to avoid “groupthink”—the defects, symptoms, and countermeasures are described; and productive, active management of the inevitable conflict. The inability of organizations to solve dilemmas, to examine their own structures and management, and to change themselves for more effective, efficient, and equitable performance is seen as the major obstacle to improved recovery programs. Some recommendations for effecting change in bureaucracies are made along with a call for case studies detailing the organizational dimensions of endangered species recovery programs.

Eight plant species which occur on NTS and one which occurs just outside the west boundary have been suggested by the Fish and Wildlife Service (FWS) as endangered plants in Nevada under the Endangered Species Act of 1973. This survey provides a basis for suggesting that seven of the nine species remain as candidates for the endangered status, and that two be removed from the threatened status. The following species are recommended for the endangered status: Astragalus beatleyae, Astragalus nyensis, Lathyrus hitchcockianus, Trifolium andersonii ssp. beatleyae, Frasera pahutensis, Phacelia beatleyae, and Camissonia megalantha. Two recommended for the threatened status aremore » Penstemon pahutensis and Arctomecon merriamii. In addition we suggest that two species not previously listed for Nevada by FWS be considered as endangered. These are Phacelia parishii, found for the first time since 1941 on NTS, and Galium hilendiae ssp. kingstonense, previously listed as a candidate for endangered status for California but not for Nevada.« less

...We, the U.S. Fish and Wildlife Service (Service), propose to list 23 species on the island of Oahu in the Hawaiian Islands as endangered under the Endangered Species Act of 1973, as amended (Act). We also propose to designate critical habitat for these 23 species, to designate critical habitat for 2 plant species that are already listed as endangered, and revise critical habitat for 99 plant species that are already listed as endangered or threatened. The proposed critical habitat designation totals 43,491 acres (ac) (17,603 hectares (ha)), and includes occupied and unoccupied habitat. Approximately 93percent of the area being proposed as critical habitat is already designated as critical habitat for the 99 plant species or other species. In this proposed rule we are also proposing a taxonomic revision of the scientific names of nine plant species.

With the rapid development of Tibetan medicine industry, the study on plateau medicinal plants' endangered status is not enough, measures to protect is weak and the plateau ecological environment' inherent vulnerability, resulted in the shortage of Tibetan medicinal resources and affect the sustainable development . According to the existing endangered information of Tibetan medicine resources, how to formulate feasible protection plan, is an urgent problem of the rational development and utilization of Tibetan medicine resources to be solved. To find out the endangered Tibetan medicines in Qinghai Tibet Plateau, the Grade division method of Chinese Rare and Endangered Plants was applied, the endangered species were sorted out, which divided into class one (threatened) eleven species, class two (rare) twenty-one species, and class three (fading) forty-two species,a total of seventy-four species. In addition to national protection list in "Chinese rare and endangered plants". It's proposed to increase the endangered Tibetan medicinal species. Finally, according to the endangered status of the resources, from the survey of endangered Tibetan medicinal species regularly, the germplasm repository establishment of endangered Tibetan medicine, in situ conservation, artificial cultivation research and renew the idea, reasonable development and utilization, a total of 5 aspects to discussed the protection strategy, to provide a scientific basis for the protection and sustainable utilization of Tibetan medicine resources in Qinghai-Tibet Plateau. At least one-third of all amphibian species face the threat of extinction, and current amphibian extinction rates are four orders of magnitude greater than background rates. Preventing extirpation often requires both ex situ (i.e., conservation breeding programs) and in situ strategies (i.e., protecting natural habitats). Flatwoods salamanders (Ambystoma bishopi and A. cingulatum) are protected under the U.S. Endangered Species Act. The two species have decreased from 476 historical locations to 63 recently extant locations (86.8% loss). We suggest that recovery efforts are needed to increase populations and prevent extinction, but uncertainty regarding optimal actions in both ex situ and in situ realms hinders recovery planning. We used structured decision making (SDM) to address key uncertainties regarding both captive breeding and habitat restoration, and we developed short-, medium-, and long-term goals to achieve recovery objectives. By promoting a transparent, logical approach, SDM has proven vital to recovery plan development for flatwoods salamanders. The SDM approach has clear advantages over other previous approaches to recovery efforts, and we suggest that it should be considered for other complex decisions regarding endangered species.

Global Distribution of Two Fungal Pathogens Threatening Endangered Sea Turtles

Nascent fungal infections are currently considered as one of the main threats for biodiversity and ecosystem health, and have driven several animal species into critical risk of extinction. Sea turtles are one of the most endangered groups of animals and only seven species have survived to date. Here, we described two pathogenic species, i.e., Fusarium falciforme and Fusarium keratoplasticum, that are globally distributed in major turtle nesting areas for six sea turtle species and that are implicated in low hatch success. These two fungi possess key biological features that are similar to emerging pathogens leading to host extinction, e.g., high virulence, and a broad host range style of life. Their optimal growth temperature overlap with the optimal incubation temperature for eggs, and they are able to kill up to 90% of the embryos. Environmental forcing, e.g., tidal inundation and clay/silt content of nests, were correlated to disease development. Thus, these Fusarium species constitute a major threat to sea turtle nests, especially to those experiencing environmental stressors. These findings have serious implications for the survival of endangered sea turtle populations and the success of conservation programs worldwide. PMID:24465748

...We, the U.S. Fish and Wildlife Service (Service), propose to remove the island night lizard (Xantusia riversiana) from the Federal List of Endangered and Threatened Wildlife. This action is based on a review of the best available scientific and commercial information, which indicates that the species no longer meets the definition of endangered species or threatened species under the Endangered Species Act of 1973, as amended (Act). This proposed rule, if made final, would remove the island night lizard as a threatened species from the List of Endangered and Threatened Wildlife. This document also constitutes our 12-month finding on a petition to remove the island night lizard from the Federal List of Endangered and Threatened Wildlife.

...We, the U.S. Fish and Wildlife Service (Service), announce a 12-month finding on a petition to list as an endangered or threatened species Erigeron lemmonii (Lemmon fleabane). After a review of the best available scientific information we find that listing the Lemmon fleabane as an endangered or threatened species is no longer warranted, and therefore we are removing this species from the candidate list. We propose to list Echinomastus erectocentrus var. acunensis (acu[ntilde]a cactus) and Pediocactus peeblesianus var. fickeiseniae (Fickeisen plains cactus) as an endangered species, and we propose to designate critical habitat for both cactus species under the Endangered Species Act of 1973, as amended (Act). If finalized, the effect of these regulations would be to add acu[ntilde]a cactus and Fickeisen plains cactus to the List of Endangered and Threatened Plants and to designate critical habitat for these species.

Wildlife have proven valuable to our understanding of the potential effects of endocrine-disrupting chemicals (EDCs) on human health by contributing considerably to our understanding of the mechanisms and consequences of EDC exposure. But the threats EDCs present to populations of wildlife species themselves are significant, particularly for endangered species whose existence is vulnerable to any reproductive perturbation. However, few studies address the threats EDCs pose to endangered species owing to challenges associated with their study. Here, we highlight those barriers and review the available literature concerning EDC effects on endangered species. Drawing from other investigations into nonthreatened wildlife species, we highlight opportunities for new approaches to advance our understanding and potentially mitigate the effects of EDCs on endangered species to enhance their fertility.

Evidence for the role of infectious disease in species extinction and endangerment
Smith, Katherine F.; Sax, Dov F.; Lafferty, Kevin D.
2006-01-01
Infectious disease is listed among the top five causes of global species extinctions. However, the majority of available data supporting this contention is largely anecdotal. We used the IUCN Red List of Threatened and Endangered Species and literature indexed in the ISI Web of Science to assess the role of infectious disease in global species loss. Infectious disease was listed as a contributing factor in <4% of species extinctions known to have occurred since 1500 (833 plants and animals) and as contributing to a species' status as critically endangered in <8% of cases (2852 critically endangered plants and animals). Although infectious diseases appear to play a minor role in global species loss, our findings underscore two important limitations in the available evidence: uncertainty surrounding the threats to species survival and a temporal bias in the data. Several initiatives could help overcome these obstacles, including rigorous scientific tests to determine which infectious diseases present a significant threat at the species level, recognition of the limitations associated with the lack of baseline data for the role of infectious disease in species extinctions, combining data with theory to discern the circumstances under which infectious disease is most likely to serve as an agent of extinction, and improving surveillance programs for the detection of infectious disease. An evidence-based understanding of the role of infectious disease in species extinction and endangerment will help prioritize conservation initiatives and protect global biodiversity.

Spatial Designation of Critical Habitats for Endangered and Threatened Species in the United States
DOE Office of Scientific and Technical Information (OSTI.GOV)
Tuttle, Mark A; Singh, Nagendra; Sabesan, Aarthy
Establishing biological reserves or "hot spots" for endangered and threatened species is critical to support real-world species regulatory and management problems. Geographic data on the distribution of endangered and threatened species can be used to improve ongoing efforts for species conservation in the United States. At present no spatial database exists which maps out the location endangered species for the US. However, spatial descriptions do exists for the habitat associated with all endangered species, but in a form not readily suitable to use in a geographic information system (GIS). In our study, the principal challenge was extracting spatial data describingmore » these critical habitats for 472 species from over 1000 pages of the federal register. In addition, an appropriate database schema was designed to accommodate the different tiers of information associated with the species along with the confidence of designation; the interpreted location data was geo-referenced to the county enumeration unit producing a spatial database of endangered species for the whole of US. The significance of these critical habitat designations, database scheme and methodologies will be discussed.« less

Since the 1980s, four major science and restoration programs have been developed for the Colorado River Basin to address primarily the conservation of native fish and other wildlife pursuant to the Endangered Species Act (ESA): (1) Recovery Implementation Program for Endangered Fish Species in the Upper Colorado River Basin (commonly called the Upper Colorado River Endangered Fish Recovery Program) (1988); (2) San Juan River Basin Recovery Implementation Program (1992); (3) Glen Canyon Dam Adaptive Management Program (1997); and (4) Lower Colorado River Multi-Species Conservation Program (2005). Today, these four programs, the efforts of which span the length of the Colorado River, have an increasingly important influence on water management and resource conservation in the basin. The four efforts involve scores of State, Federal, and local agencies; Native American Tribes; and diverse stakeholder representatives. The programs have many commonalities, including similar and overlapping goals and objectives; comparable resources and threats to those resources; and common monitoring, research, and restoration strategies. In spite of their commonalities, until recently there had been no formal opportunity for information exchange among the programs. To address this situation, the U.S. Geological Survey (USGS) worked in coordination with the four programs and numerous Federal and State agencies to organize the first Colorado River Basin Science and Resource Management Symposium, which took place in Scottsdale, AZ, in November 2008. The symposium's primary purpose was to promote an exchange of information on research and management activities related to the restoration and conservation of the Colorado River and its major tributaries. A total of 283 managers, scientists, and stakeholders attended the 3-day symposium, which included 87 presentations and 27 posters. The symposium featured plenary talks by experts on a variety of topics, including overviews of the four restoration programs, water-management actions aimed at restoring native fish habitat, climate change, assessments of the status of native and nonnative fish populations, and Native American perspectives. Intermixed with plenary talks were four concurrent technical sessions that addressed the following important topics: (1) effects of dam and reservoir operations on downstream physical and biological resources; (2) native fish propagation and genetic management and associated challenges in co-managing native and nonnative fish in the Colorado River; (3) monitoring program design, case studies, and links to management; and (4) riparian system restoration, monitoring, and exotic species control efforts.

Stochastic and structural uncertainties about forest dynamics present challenges in the management of ephemeral habitat conditions for endangered forest species. Maintaining critical foraging and breeding habitat for the endangered red-cockaded woodpecker (Picoides borealis) requires an uninterrupted supply of old-growth forest. We constructed and optimized a dynamic forest growth model for the Piedmont National Wildlife Refuge (Georgia, USA) with the objective of perpetuating a maximum stream of old-growth forest habitat. Our model accommodates stochastic disturbances and hardwood succession rates, and uncertainty about model structure. We produced a regeneration policy that was indexed by current forest state and by current weight of evidence among alternative model forms. We used adaptive stochastic dynamic programming, which anticipates that model probabilities, as well as forest states, may change through time, with consequent evolution of the optimal decision for any given forest state. In light of considerable uncertainty about forest dynamics, we analyzed a set of competing models incorporating extreme, but plausible, parameter values. Under any of these models, forest silviculture practices currently recommended for the creation of woodpecker habitat are suboptimal. We endorse fully adaptive approaches to the management of endangered species habitats in which predictive modeling, monitoring, and assessment are tightly linked.

The ethical, legal, and social significance of the U.S. Endangered Species Act of 1973 (ESA) is widely appreciated. Much of the significance of the act arises from the legal definitions that the act provides for the terms threatened species and endangered species. The meanings of these terms are important because they give legal meaning to the concept of a recovered species. Unfortunately, the meanings of these terms are often misapprehended and rarely subjected to formal analysis. We analyzed the legal meaning of recovered species and illustrate key points with details from "recovery" efforts for the gray wolf (Canis lupus). We focused on interpreting the phrase "significant portion of its range," which is part of the legal definition of endangered species. We argue that recovery and endangerment entail a fundamentally normative dimension (i.e., specifying conditions of endangerment) and a fundamentally scientific dimension (i.e., determining whether a species meets the conditions of endangerment). Specifying conditions for endangerment is largely normative because it judges risks of extinction to be either acceptable or unacceptable. Like many other laws that specify what is unacceptable, the ESA largely specifies the conditions that constitute unacceptable extinction risk. The ESA specifies unacceptable risks of extinction by defining endangered species in terms of the portion of a species' range over which a species is "in danger of extinction." Our analysis indicated that (1) legal recovery entails much more than the scientific notion of population viability, (2) most efforts to recover endangered species are grossly inadequate, and (3) many unlisted species meet the legal definition of an endangered or threatened species.

...We, NMFS, have completed comprehensive status reviews under the Endangered Species Act (ESA) of 82 reef-building coral species in response to a petition submitted by the Center for Biological Diversity (CBD) to list the species as either threatened or endangered. We have determined, based on the best scientific and commercial data available and efforts being made to protect the species, that 12 of the petitioned coral species warrant listing as endangered (five Caribbean and seven Indo-Pacific), 54 coral species warrant listing as threatened (two Caribbean and 52 Indo-Pacific), and 16 coral species (all Indo- Pacific) do not warrant listing as threatened or endangered under the ESA. Additionally, we have determined, based on the best scientific and commercial information available and efforts undertaken to protect the species, two Caribbean coral species currently listed warrant reclassification from threatened to endangered. We are announcing that 18 public hearings will be held during the public comment period to provide additional opportunities and formats to receive public input. New energy facilities such as coal mines, gasification plants, refineries, and power plants--because of their severe environmental impacts--may, if sited haphazardly, jeopardize endangered species. By law, conflicts between energy-facility siting and endangered species occurrence must be minimized. To assess the likelihood of such conflicts arising, the authors used data from the Fish and Wildlife Service, Endangered Species Office, that describe the species' ranges by county. This data set was matched with county-level occurrences of imminent energy developments to find counties of overlap and hence potential conflict. An index was developed to measure the likelihood of actual conflict occurring in suchmore » counties. Factors determining the index are: numbers of endangered species inhabiting the county, number of energy-related developments, and to what degree the county remains in a wild or undeveloped state. Maps were prepared showing (1) geographic ranges of endangered species by taxonomic groups (mammals, fish, etc.) and (2) counties of conflict.« less
Protecting Black-Footed Ferrets and Prairie Dogs Against Sylvatic Plague
Rocke, Tonie E.
2008-01-01
Scientists at the USGS National Wildlife Health Center (NWHC), in collaboration with colleagues at other federal agencies and the University of Wisconsin, are developing and testing vaccines that can be used to protect black-footed ferrets and prairie dogs against plague. The black-footed ferret is commonly regarded as the most endangered mammal in North America, and sylvatic plague is a major impediment to its recovery. The three prairie dog species (Gunnison's, black-tailed, and white-tailed prairie dogs), upon which the ferret depends for food and whose burrows they use for shelter, have been drastically reduced from historical levels, resulting in the near extinction of the ferret. All three species are considered 'at risk' and have been petitioned for listing as 'threatened' or 'endangered' by the U.S. Fish and Wildlife Service (FWS). Additionally, the Utah prairie dog is listed as threatened and the Mexican prairie dog is considered endangered in Mexico. Like the black-footed ferret, all five prairie dog species are highly susceptible to plague and regularly experience outbreaks with devastating losses. Controlling plague outbreaks in prairie dogs and ferrets is a vital concern for ongoing recovery programs and conservation efforts for both species.

The success of habitat monitoring programs depends, to a large extent, on carefully selecting key habitat attributes to monitor. The challenge of choosing a limited but sufficient set of attributes will differ depending on the objectives of the monitoring program. In some circumstances, such as managing National Forest System lands for threatened and endangered species...

This study is part of an active surveillance program for monitoring animal health status in endangered species, and was conducted to screen captive Barbary sheep ( Ammotragus lervia ) for hemoplasma infection. A total of 12 blood samples were collected, DNA extracted and further tested by a pan-hemoplasma polymerase chain reaction protocol. Animals were clinically healthy and not infested by ectoparasites. Although housekeeping gene DNA was successfully amplified, all the Barbary sheep samples tested negative for Mycoplasma sp. Notwithstanding the negative results, molecular pathogen surveys on Barbary sheep and other exotic wild mammals may provide insights regarding infection of endangered species caused by captivity stress in association with exposure to new pathogens worldwide.

Genetic management guidelines for captive propagation of freshwater mussels (unionoidea)
Jones, J.W.; Hallerman, E.M.; Neves, R.J.
2006-01-01
Although the greatest global diversity of freshwater mussels (???300 species) resides in the United States, the superfamily Unionoidea is also the most imperiled taxon of animals in the nation. Thirty-five species are considered extinct, 70 species are listed as endangered or threatened, and approximately 100 more are species of conservation concern. To prevent additional species losses, biologists have developed methods for propagating juvenile mussels for release into the wild to restore or augment populations. Since 1997, mussel propagation facilities in the United States have released over 1 million juveniles of more than a dozen imperiled species, and survival of these juveniles in the wild has been documented. With the expectation of continued growth of these programs, agencies and facilities involved with mussel propagation must seriously consider the genetic implications of releasing captive-reared progeny. We propose 10 guidelines to help maintain the genetic resources of cultured and wild populations. Preservation of genetic diversity will require robust genetic analysis of source populations to define conservation units for valid species, subspecies, and unique populations. Hatchery protocols must be implemented that minimize risks of artificial selection and other genetic hazards affecting adaptive traits of progeny subsequently released to the wild. We advocate a pragmatic, adaptive approach to species recovery that incorporates the principles of conservation genetics into breeding programs, and prioritizes the immediate demographic needs of critically endangered mussel species.

The Colorado River Basin provides habitat for 14 native fish, including 4 endangered species protected under the Federal Endangered Species Act of 1973. These endangered fish species once thrived in the Colorado River system, but water-resource development, including the building of numerous diversion dams and several large reservoirs, and the introduction of non-native fish, resulted in large reductions in the numbers and range of the four species through loss of habitat and stream function. Understanding how stream conditions and habitat change in response to alterations in streamflow is important for water administrators and wildlife managers and can be determined from an understanding of sediment transport. Characterization of the processes that are controlling sediment transport is an important first step in identifying flow regimes needed for restored channel morphology and the sustained recovery of endangered fishes within these river systems. The U.S. Geological Survey, in cooperation with the Upper Colorado River Endangered Fish Recovery Program, Bureau of Reclamation, U.S. Fish and Wildlife Service, Argonne National Laboratory, Western Area Power Administration, and Wyoming State Engineer’s Office, began a study in 2004 to characterize sediment transport at selected locations on the Colorado, Gunnison, and Green Rivers to begin addressing gaps in existing datasets and conceptual models of the river systems. This report identifies and characterizes the relation between streamflow (magnitude and timing) and sediment transport and presents the findings through discussions of (1) suspended-sediment transport, (2) incipient motion of streambed material, and (3) a case study of sediment-transport conditions for a reach of the Green River identified as a razorback sucker spawning habitat (See report for full abstract).

Commentary: selenium study on endangered razorback sucker is flawed
Hamilton, Steven J.
2005-01-01
The razorback sucker (Xyrauchen texanus) is listed as federally endangered throughout its range. A massive recovery effort by the Recovery Implementation Program for Endangered Fish Species in the Upper Colorado River Basin has focused its efforts in the upper Colorado River. The upper Colorado River basin also has two locations that have been identified by the National Irrigation Water Quality Program as having substantial selenium contamination. Selenium is toxic to fishes, affecting reproductive success. Thus, there is concern about potential effects of selenium on the endangered razorback sucker. Two sets of studies have investigated the effects of selenium on razorback suckers, but study results are conflicting. This commentary evaluates studies that claim selenium is not a problem for razorback sucker. We find that study bias was so pervasive that purported conclusions were unwarranted. Contaminated control water, older life stages of fish tested, lack of methodology for analysis of selenium in water, diet, or fish, use of rotifer food, low feeding rates, low growth rates of fish, and improper storage of site waters resulted in an apparent erroneous linkage of high selenium in whole-body residues with no adverse effects.

Monitoring natural populations is often a necessary step to establish the conservation status of species and to help improve management decisions. Nevertheless, many monitoring programs do not effectively address primary sources of variability in monitoring data, which ultimately may limit the utility of monitoring in identifying declines and improving management. To illustrate the importance of taking into account detectability and spatial variation, we used a recently proposed estimator of abundance (superpopulation estimator) to estimate population size of and number of young produced by the Snail Kite (Rostrhamus sociabilis plumbeus) in Florida. During the last decade, primary recovery targets set by the U.S. Fish and Wildlife Service for the Snail Kite that were based on deficient monitoring programs (i.e., uncorrected counts) were close to being met (by simply increasing search effort during count surveys). During that same period, the Snail Kite population declined dramatically (by 55% from 1997 to 2005) and the number of young decreased by 70% between 1992?1998 and 1999?2005. Our results provide a strong practical case in favor of the argument that investing a sufficient amount of time and resources into designing and implementing monitoring programs that carefully address detectability and spatial variation is critical for the conservation of endangered species.

Invasive species frequently degrade habitats, disturb ecosystem processes, and can increase the likelihood of extinction of imperiled populations. However, novel or enhanced functions provided by invading species may reduce the impact of processes that limit populations. It is important to recognize how invasive species benefit endangered species to determine overall effects on sensitive ecosystems. For example, since the 1990s, hybrid Spartina (Spartina foliosa × alterniflora) has expanded throughout South San Francisco Bay, USA, supplanting native vegetation and invading mudflats. The endangered California clapper rail (Rallus longirostris obsoletus) uses the tall, dense hybrid Spartina for cover and nesting, but the effects of hybrid Spartina on clapper rail survival was unknown. We estimated survival rates of 108 radio-marked California clapper rails in South San Francisco Bay from January 2007 to March 2010, a period of extensive hybrid Spartina eradication, with Kaplan–Meier product limit estimators. Clapper rail survival patterns were consistent with hybrid Spartina providing increased refuge cover from predators during tidal extremes which flood native vegetation, particularly during the winter when the vegetation senesces. Model averaged annual survival rates within hybrid Spartina dominated marshes before eradication (Ŝ = 0.466) were greater than the same marshes posttreatment (Ŝ = 0.275) and a marsh dominated by native vegetation (Ŝ = 0.272). However, models with and without marsh treatment as explanatory factor for survival rates had nearly equivalent support in the observed data, lending ambiguity as to whether hybrid Spartina facilitated greater survival rates than native marshland. Conservation actions to aid in recovery of this endangered species should recognize the importance of available of high tide refugia, particularly in light of invasive species eradication programs and projections of future sea-level rise.

This is the second of a two-part study of plant species on the Nevada Test Site (NTS) that are listed as possibly threatened or endangered by the U.S. Fish and Wildlife Service (FWS). This study was undertaken as a response by DOE to comply with the Endangered Species Act of 1973 (the Act). Part 1 treated species listed under terms of the Act as proposed endangered species. Part 2 primarily treats those species listed as threatened species candidates. Among the 15 species that grow on NTS and appeared in the Federal Register lists of candidate threatened species we report three:more » Astragalus funereus, Coryphantha vivipara var. rosea, and Gilia ripleyi, that should be considered as threatened. Two other species which occur on NTS and were not included on either the threatened or endangered lists should also be classified as threatened: Penstemon thurberi var. anestius and Sclerocactus polyancistrus. Of the 12 other species originally listed in the Federal Register, eight are of sufficient interest to warrant continued monitoring under a category we suggest as ''Plants of Special Concern.'' The other four do not appear to require any protective measures or surveillance at this time. We suggest critical habitats for those species recommended for threatened status and note that some suggested critical habitats may serve for more than one species and may also include habitats for some species of special concern. Updated information about species covered in Part 1 suggests that Trifolium andersonii var. beatleyae, earlier considered endangered, should now be recommended to be removed from endangered or threatened status because of more widespread distribution than was known to us at the time Part 1 was published.« less
