This article provides a critical review of the nuclear accounting and inspection system of the International Atomic Energy Agency (IAEA), known as "IAEA safeguards." The article focuses on the multiple challenges the Agency confronts in verifying that all nuclear activities in the countries under its safeguards system are being pursued for exclusively peaceful purposes. The principal challenges noted are those posed by: undeclared facilities, the development of enrichment and reprocessing capabilities, illicit procurement activities, denial of inspector access, difficulties in verifying absence of weaponization activities, and difficulties in establishing that all nuclear-relevant activities in a state are peaceful. The one year internship required for partial fulfillment of the Doctor of Engineering Degree was completed at the Governor's Energy Management Center in Austin, Texas. The intern worked for the State Agencies Department of the Energy Management Center. The intern was involved in a variety of projects, but the primary projects requiring the greatest time were the involvement with the design reviews for energy efficiency of new prisons being constructed in Texas, conducting energy management audits at 18 major state universities, and the technical and administrative assistance to the State Cogeneration Council. Other project involvement included managing the preliminary engineeringmore » design of the cogeneration facility at Austin State Hospital, responsibility for applying for a $1.4 million dollar crude oil refund on the behalf of all state agencies in Texas, and assisting in the planning and coordination of the $48 million Revolving Loan Program for the state of Texas. The internship taught many things about management and communications. The experience also provided a better understanding of how the state and federal government operate. Systems analyses were carried out by the International Energy Agency for the participating 15 countries in order to work out strategies and scenarios for lessening the dependence on imported oil and for developing new energy technologies. MARKAL model computations show the technology and energy mixes necessary for achieving a reduction of oil imports by two thirds over the next 40 years. The scenario 'high social security' examines the projected rise in energy consumption, the development of oil substitutes, the increase in alternative heating sources, the development of markets for liquid energy products, the demand for gas, and the relative usage of various energy generation methods. The recommended strategy involves as the most important points an increase in coal consumption, greater nuclear energy reliance and development of alternative technologies.

The IAEA is the world's centre for cooperation in the nuclear field. It was set up as the world's ``Atoms for Peace'' organization in 1957 within the United Nations family. The Agency works with its Member States and multiple partners worldwide to promote the safe, secure and peaceful use of nuclear technologies. Three main areas of work underpin the IAEA's mission: Safety and Security, Science and Technology, and Safeguards and Verification. To carry out its mission, the Agency is authorized to encourage and assist research on, and development and practical application of, atomic energy for peaceful uses throughout the world; foster the exchange of scientific and technical information on peaceful uses of atomic energy; and encourage the exchange of training of scientists and experts in the field of peaceful uses of atomic energy. Nowadays, nuclear physics and nuclear technology are applied in a great variety of social areas, such as power production, medical diagnosis and therapies, environmental protection, security control, material tests, food processing, waste treatments, agriculture and artifacts analysis. This presentation will cover the role and practical application of physics at the IAEA, and, in particular, focus on the role physics has, and will play, in nuclear security.

Energy efficiency in nonprofit agencies: Creating effective program models

Nonprofit agencies are a critical component of the health and human services system in the US. It has been clearly demonstrated by programs that offer energy efficiency services to nonprofits that, with minimal investment, they can educe their energy consumption by ten to thirty percent. This energy conservation potential motivated the Department of Energy and Oak Ridge National Laboratory to conceive a project to help states develop energy efficiency programs for nonprofits. The purpose of the project was two-fold: (1) to analyze existing programs to determine which design and delivery mechanisms are particularly effective, and (2) to create model programsmore » for states to follow in tailoring their own plans for helping nonprofits with energy efficiency programs. Twelve existing programs were reviewed, and three model programs were devised and put into operation. The model programs provide various forms of financial assistance to nonprofits and serve as a source of information on energy efficiency as well. After examining the results from the model programs (which are still on-going) and from the existing programs, several replicability factors'' were developed for use in the implementation of programs by other states. These factors -- some concrete and practical, others more generalized -- serve as guidelines for states devising program based on their own particular needs and resources.« less

This paper summarizes the key points of a report titled Nuclear Energy Outlook, published in 2008 by the Nuclear Energy Agency of the Organization for Economic Cooperation and Development, which has 30 member nations. The report discusses the commitment of many nations to increase nuclear power generating capacity and the potential rate of building new electricity-generating nuclear plants by 2030 to 2050. The resulting decrease in carbon dioxide emissions from fossil fuel combustion resulting from an increase in nuclear power sources is described. Other topics that are discussed include the need to develop non-proliferative nuclear fuels, the importance of developing geological disposal facilities or reprocessing capabilities for spent nuclear fuel and high-level radioactive waste materials, and the requirements for a larger nuclear workforce and greater cost competitiveness for nuclear power generation. Energy Conservation Measure (ECM) project selection is made difficult given real-world constraints, limited resources to implement savings retrofits, various suppliers in the market and project financing alternatives. Many of these energy efficient retrofit projects should be viewed as a series of investments with annual returns for these traditionally risk-averse agencies. Given a list of ECMs available, federal, state and local agencies must determine how to implement projects at lowest costs. The most common methods of implementation planning are suboptimal relative to cost. Federal, state and local agencies can obtain greater returns on their energy conservation investment over traditional methods, regardless of the implementing organization. This dissertation outlines several approaches to improve the traditional energy conservations models. . Any public buildings in regions with similar energy conservation goals in the United States or internationally can also benefit greatly from this research. Additionally, many private owners of buildings are under mandates to conserve energy e.g., Local Law 85 of the New York City Energy Conservation Code requires any building, public or private, to meet the most current energy code for any alteration or renovation. Thus, both public and private stakeholders can benefit from this research. . The research in this dissertation advances and presents models that decision-makers can use to optimize the selection of ECM projects with respect to the total cost of implementation. A practical application of a two-level mathematical program with equilibrium constraints (MPEC) improves the current best practice for agencies concerned with making the most cost-effective selection leveraging energy services companies or utilities. The two-level model maximizes savings to the agency and profit to the energy services companies (Chapter 2). An additional model presented leverages a single congressional appropriation to implement ECM

Since 1957, the International Atomic Energy Agency (IAEA) has worked to ensure the safe and responsible promotion of nuclear technology throughout the world. The IAEA operates at the intersection of the Nuclear Nonproliferation Treaty’s (NPT) fourth and third articles, which guarantee Parties to the Treaty the right to peaceful uses of nuclear technology, provided those activities are placed under safeguards verified by the IAEA. However, while the IAEA has enjoyed substantial success and prestige in the international community, there is a concern that its resources are being stretched to a point where it may no longer be possible to executemore » its multifaceted mission in its entirety. As noted by the Director General (DG) in 2008, demographics suggest that every aspect of the IAEA’s operations will be in higher demand due to increasing reliance on non-carbon-based energy and the concomitant nonproliferation, safety, and security risks that growth entails. In addition to these nuclear energy concerns, the demand for technical developmental assistance in the fields of food security, resource conservation, and human health is also predicted to increase as the rest of the world develops. Even with a 100% value-for-money rating by the U.S. Office of Management and Budget (OMB) and being described as an “extraordinary bargain” by the United Nations Secretary-General’s High-level Panel on Threats, Challenges and Change, real budget growth at the Agency has been limited to zero-real growth for a better part of the last two decades. Although the 2012 regular budget (RB) received a small increase for most programs, the 2013 RB has been set at zero-real growth. As a result, the IAEA has had to defer infrastructure investments, which has hindered its ability to provide the public goods its Members seek, decreased global security and development opportunities, and functionally transformed the IAEA into a charity, dependent on extrabudgetary (EB) contributions to

Globally, women's involvement in clean cooking value chains has been minimal. This is partly because of the multiple challenges faced by women that impede their capacity to effectively engage in the energy sector. To better discern gender-specific differences in involvement in the energy sector, the authors conducted a randomized trial in Kenya to compare sales performance of newly trained male and female improved cookstove entrepreneurs and to test the effects of an agency-based empowerment training on business activity. A total of 257 entrepreneurs completed either a 4-day entrepreneurial training (control) or a 4-day empowerment training (intervention) and were followed for nearly 8 months documenting business activity and sales. The empowerment training led to more than doubling of sales for both genders. In addition, participants in the intervention group were significantly more likely to demonstrate business commitment over time and nearly three times more likely to be higher sellers (relative risk = 2.7, 95% CI [1.4, 5.4]), controlling for gender and rural/urban locale. Women outsold men by a margin of nearly 3 to 1 and were more likely to continue to pursue leads despite limited sales. Nonactive participants (those selling 1 improved cookstove or less) were a larger percentage of the control group (72%) than the intervention group (50%), and more men were nonactive participants (65% of men) compared with women (56% of women).These data show that women can serve as active improved cookstove entrepreneurs in both urban and rural settings and that targeted agency-based empowerment training can significantly increase women's capacity to engage effectively within the improved cookstove value chain.

Legislation requires each agency of the US federal government to reduce the aggregate energy use index of its buildings by 30% by 2015, with respect to a 2003 baseline. The declining availability of appropriated funding means that energy performance contracting will be key to achieving this goal. Historically however, energy performance contracts have been able to reduce energy use by only about 20% over baseline. Achieving 30% energy reductions using performance contracting will require new approaches and a specific focus on achieving higher energy savings, both by ESCOs and by agencies. In a nuclear laboratory, a glove box is a windowed, sealed container equipped with two flexible gloves that allow the user to manipulate nuclear materials from the outside in an ostensibly safe environment. As a routine laboratory device, it invites neglect from historians and storytellers of science. Yet, since especially the Gulf War, glove boxes have put the interdependence of science, diplomacy, and politics into clear relief. Standing at the intersection of history of science and international history, technological materials and devices such as the glove box can provide penetrating insight into the role of international diplomatic organizations to the global circulation and control of scientific knowledge. This paper describes the strategy and computer processing system that NREL, the Virginia Department of Mines, Minerals and Energy (DMME) and the state energy office, are developing for computing solar attractiveness scores for state agencies and the individual facilities or buildings within each agency. In the case of an agency, solar attractiveness is a measure of that agency`s having a significant number of facilities for which solar has the potential to be promising. In the case of a facility, solar attractiveness is a measure of its potential for being good, economically viable candidate for a solar waste heating system. Virginiamore » State agencies are charged with reducing fossil energy and electricity use and expense. DMME is responsible for working with them to achieve the goals and for managing the state`s energy consumption and cost monitoring program. This is done using the Fast Accounting System for Energy Reporting (FASER) computerized energy accounting and tracking system and database. Agencies report energy use and expenses (by individual facility and energy type) to DMME quarterly. DMME is also responsible for providing technical and other assistance services to agencies and facilities interested in investigating use of solar. Since Virginia has approximately 80 agencies operating over 8,000 energy-consuming facilities and since DMME`s resources are limited, it is interested in being able to determine: (1) on which agencies to focus; (2) specific facilities on which to focus within each high-priority agency; and (3) irrespective of agency, which facilities are the most promising potential candidates for solar. The Promise of Using Energy Tracking Data to Promote Home-School Connections and Youth Agency in Climate Action

Formal classroom learning experiences that support energy conservation behaviors outside the classroom necessarily must bridge students' home and school lives, as knowledge and practice learned in the classroom is implemented outside of school. To this end, we study the impact of the Green Ninja Energy Tracker curriculum, which uses students' home energy data in the classroom to promote engagement in climate change and conservation behaviors. Data is drawn from class observations, a focus group, and pre- and post- surveys of a pilot implementation of this curriculum in a diverse 12th-grade Earth Science classroom at an alternative school. We investigate what factors contributed to student engagement in learning about and participating in energy conservation behaviors. We found that students were engaged by the immediacy of tracking their energy use in near-real time, and were motivated by the economic benefits experienced as a direct result of changing their behaviors. In addition, students reported discussing and problem-solving energy use with their families, and surfaced considerations that informed which energy behaviors were implemented and why. Students also reported high levels of personal agency in taking action on climate change, but were pessimistic about the likelihood of society as a whole taking action. We suggest that this pilot demonstrates that potential power of connecting students' home and school lives through energy tracker software as a catalyst for developing scientific expertise and engagement, and supporting energy conservation behaviors.

Involved in this cooperative task are (1) the technical staff of the USDOE Office of Scientific and Technical Information (OSTI) in cooperation with the member countries of the International Energy Agency`s Energy Technology Data Exchange (ETDE) and (2) the International Atomic Energy Agency`s International Nuclear Information System (INIS) staff representing the more than 100 countries and organizations that record and index information for the international nuclear information community. Testing the validity of the International Atomic Energy Agency (IAEA) safety culture model.

This paper takes the first steps to empirically validate the widely used model of safety culture of the International Atomic Energy Agency (IAEA), composed of five dimensions, further specified by 37 attributes. To do so, three independent and complementary studies are presented. First, 290 students serve to collect evidence about the face validity of the model. Second, 48 experts in organizational behavior judge its content validity. And third, 468 workers in a Spanish nuclear power plant help to reveal how closely the theoretical five-dimensional model can be replicated. Our findings suggest that several attributes of the model may not be related to their corresponding dimensions. According to our results, a one-dimensional structure fits the data better than the five dimensions proposed by the IAEA. Moreover, the IAEA model, as it stands, seems to have rather moderate content validity and low face validity. Practical implications for researchers and practitioners are included. Global health has been an issue of seemingly low political importance in comparison with issues that have direct bearing on countries' national security. Recently, health has experienced a "political revolution" or a rise in political importance. Today, we face substantial global health challenges, from the spread of infectious disease, gaps in basic maternal and child health care, to the globalization of cancer. A recent estimate states that the "overall lifetime risk of developing cancer (both sexes) is expected to rise from more than one in three to one in two by 2015." These issues pose significant threats to international health security. To successfully combat these grave challenges, the international community must embrace and engage in global health diplomacy, defined by scholars Thomas Novotny and Vicanne Adams as a political activity aimed at improving global health, while at the same time maintaining and strengthening international relations. The IAEA (International Atomic Energy Agency) is an international organization with a unique mandate to "accelerate and enlarge the contribution of atomic energy to peace, health, and prosperity throughout the world." This article discusses global health diplomacy, reviews the IAEA's program activities in human health by focusing on radiation medicine and cancer, and the peaceful applications of atomic energy within the context of global health diplomacy. Before 1986, the development of tissue banking in China has been slow and relatively uncoordinated. Under the support of International Atomic Energy Agency (IAEA), Tissue Banking in China experienced rapid development. In this period, China Institute for Radiation Protection tissue bank mastered systematic and modern tissue banking technique by IAEA training course and gradually developed the first regional tissue bank (Shanxi Provincial Tissue Bank, SPTB) to provide tissue allograft. Benefit from training course, SPTB promoted the development of tissue transplantation by ways of training, brochure, advertisement and meeting. Japan Atomic Energy Agency (JAEA) has jointly set up the lab of the (U-Th)/He dating in cooperation with Kyoto University and National Research Institute for Earth Science and Disaster Prevention. We use the MM5400 rare gas mass spectrometer and the SPQ9000 ICP quadrupole mass spectrometer, belonging to JAEA, and built a new vacuum heater using infrared laser to extract helium. HF decomposes zircon after the alkali-fusion method using XRF bead sampler and LiBO3 in the preparation of ICP solution. Helium is quantified using sensitivity method. Uranium and thorium are using standard addition method. Quantifications of uranium-238 and thorium-232 are only need for parent isotopes to date samples because they are expected that the state of secular equilibrium becomes established and samarium does not compose the samples. At the present stage, we calibrate our systems by dating some standards, such as zircon from the Fish Canyon Tuff and apatite from the Durango, those are the international age standard, and apatite and zircon from the Tanzawa Tonalite Complex, that was dated in Yamada's PhD thesis, as a working standard. We report the results and detailed views of the dating systems.

Federal buyers are required to purchase energy-efficient products in an effort to minimize energy use in the federal sector, save the federal government money, and spur market development of efficient products. The Federal Energy Management Program (FEMP)’s Energy Efficient Product Procurement (EEPP) Program helps federal agencies comply with the requirement to purchase energy-efficient products by providing technical assistance and guidance and setting efficiency requirements for certain product categories. Past studies have estimated the savings potential of purchasing energy-efficient products at over $500 million per year in energy costs across federal agencies.1 Despite the strong policy support for EEPP and resourcesmore » available, energy-efficient product purchasing operates within complex decision-making processes and operational structures; implementation challenges exist that may hinder agencies’ ability to comply with purchasing requirements. The shift to purchasing green products, including energy-efficient products, relies on “buy in” from a variety of potential actors throughout different purchasing pathways. Challenges may be especially high for EEPP relative to other sustainable acquisition programs given that efficient products frequently have a higher first cost than non-efficient ones, which may be perceived as a conflict with fiscal responsibility, or more simply problematic for agency personnel trying to stretch limited budgets. Federal buyers may also face challenges in determining whether a given product is subject to EEPP requirements. Previous analysis on agency compliance with EEPP, conducted by the Alliance to Save Energy (ASE), shows that federal agencies are getting better at purchasing energy-efficient products. In June 2009 two air shipments transported both unirradiated (fresh) and irradiated (spent) Russian-origin highly enriched uranium (HEU) nuclear fuel from two research reactors in Romania to the Russian Federation for conversion to low enriched uranium. The Institute for Nuclear Research at Pitesti (SCN Pitesti) shipped 30.1 kg of HEU fresh fuel pellets to Dimitrovgrad, Russia and the Horia Hulubei National Institute of Physics and Nuclear Engineering (IFIN-HH) shipped 23.7 kilograms of HEU spent fuel assemblies from the VVR S research reactor at Magurele, Romania, to Chelyabinsk, Russia. Both HEU shipments were coordinated by the Russian Research Reactor Fuel Returnmore » Program (RRRFR) as part of the U.S. Department of Energy Global Threat Reduction Initiative (GTRI), were managed in Romania by the National Commission for Nuclear Activities Control (CNCAN), and were conducted in cooperation with the Russian Federation State Corporation Rosatom and the International Atomic Energy Agency. Both shipments were transported by truck to and from respective commercial airports in Romania and the Russian Federation and stored at secure nuclear facilities in Russia until the material is converted into low enriched uranium. These shipments resulted in Romania becoming the 3rd country under the RRRFR program and the 14th country under the GTRI program to remove all HEU. This paper describes the research reactor preparations and license approvals that were necessary to safely and securely complete these air shipments of nuclear fuel.« less

Case study on Vermont's innovative strategy for helping low-income families save energy through its Sustainable Energy Resources for Consumers (SERC) program. The DOE Weatherization Assistance Program (WAP) granted Vermont to give its weatherization clients access to solar energy systems and one-on-one assistance from energy efficiency coaches to help clients achieve meaningful and long-lasting reductions in their energy bills. Vermont-SERC is administered by the Vermont Office of Economic Opportunity and is carried out by five local weatherization agencies. The purpose of the program is to identify technologies and new approaches-in this case, solar energy and energy efficiency coaches-that can improve weatherizationmore » services to low-income clients. The program selects households that have previously received weatherization services. This has several advantages. First, the clients already understand how weatherization works and are willing to strive for additional energy savings. Second, the weatherization agencies are working with clients who have previously had weatherization and therefore have complete energy usage data from utility bills collected during the first energy upgrade installation. This allows the agencies to select the best potential candidates for solar energy. Agencies have existing knowledge of the homes and can pre-screen them for potential structural problems or lack of south-facing exposure.« less

This paper considers agency in the setting of embodied or active inference. In brief, we associate a sense of agency with prior beliefs about action and ask what sorts of beliefs underlie optimal behavior. In particular, we consider prior beliefs that action minimizes the Kullback–Leibler (KL) divergence between desired states and attainable states in the future. This allows one to formulate bounded rationality as approximate Bayesian inference that optimizes a free energy bound on model evidence. We show that constructs like expected utility, exploration bonuses, softmax choice rules and optimism bias emerge as natural consequences of this formulation. Previous accounts of active inference have focused on predictive coding and Bayesian filtering schemes for minimizing free energy. Here, we consider variational Bayes as an alternative scheme that provides formal constraints on the computational anatomy of inference and action—constraints that are remarkably consistent with neuroanatomy. Furthermore, this scheme contextualizes optimal decision theory and economic (utilitarian) formulations as pure inference problems. For example, expected utility theory emerges as a special case of free energy minimization, where the sensitivity or inverse temperature (of softmax functions and quantal response equilibria) has a unique and Bayes-optimal solution—that minimizes free energy. This sensitivity corresponds to the precision of beliefs about behavior, such that attainable goals are afforded a higher precision or confidence. Energy efficiency isn't just a good idea; it's a necessity, both for cost reasons and to meet federal regulatory requirements. First, rising energy unit costs continue to erode NASA's mission budget. NASA spent roughly $156M on facility energy in FY 2007. Although that represents less than one per cent of NASA's overall annual budget, the upward trend in energy costs concerns the agency. While NASA reduced consumption 13%, energy unit costs have risen 63%. Energy cost increases counteract the effects of energy conservation, which results in NASA buying less yet spending more. The second factor is federal energy legislation. The National Energy Conservation Policy Act, as amended by the Energy Policy Act of 2005, Executive Order (EO) 13423 (January, 2007), and the Energy Independence and Security Act (December, 2007), mandates energy/water conservation goals for all federal agencies, including NASA. There are also reporting requirements associated with this legislation. The Energy/Water Management Task was created to support NASA Headquarters Environmental Management Division (HO EMD) in meeting these requirements. With assistance from TEERM, HQ EMD compiled and submitted the NASA Annual Report to the Department of Energy FY 2007. The report contains information on how NASA is meeting federally mandated energy and water management goals. TEERM monitored input for timeliness, errors, and conformity to the new energy/water reporting guidelines and helped compile the information into the final report. TEERM also assists NASA Energy/Water Management with proposal and award calls, updates to the energy/water management database, and facilitating communication within the energy/water management community. TEERM is also supporting NASA and the Interagency Working Group (IWG) on Hydrogen and Fuel Cells. Established shortly after the President announced the Hydrogen Fuel Initiative in 2003, this IWG serves as the mechanism for collaboration among the Federal agencies

To use the natural experiment created by the Medicare interim payment system (IPS) to study supply change behavior of home health agencies (HHAs) in local market areas. One hundred percent Medicare home health claims for 1996 and 1999, linked with Medicare Provider of Service and Denominator files, and the Area Resource File. Medicare home health care (HHC) claims data were used to distinguish HHAs that changed the local market supply of Medicare HHC by their market exit or by significant expansion or contraction of their geographic service area between 1996 and 1999 from other HHAs. Multinomial logit models were estimated to analyze how characteristics of agencies and the market areas in which they served were associated with these different agency-level supply changes. Changes in local HHA supply stemming from geographic service area expansions and contractions rivaled those owing to agency closures and market entries. Agencies at greater risk of closure and service area contraction tended to be smaller, newer, freestanding agencies, operating with more visit-intensive practice styles in markets with more competitor agencies. Except for having much less visit-intensive practice styles, similar attributes characterized agencies that increased local supply through service area expansion. Supply changes by HHAs largely reflected rational market responses by agencies to significant changes in financial incentives associated with the Medicare IPS. Recently certified agencies were among the most dynamic providers. Supply changes were more likely among agencies operating in more competitive market environments.

Cleaning up our Federal energy regulatory mess

The new Department of Energy is making much effort to cut back on overlaps of regulations in regard to energy. Several governmental agencies were absorbed into DOE, but many of the previous agencies' policies are still on the books. The Energy Reorganization Act of 1977 did not eliminate the problem of regulatory overlap and confusion, the author says. Also, our future national energy policy will have to rest on this very complex of laws and regulations, he says. The author, being a former deputy administrator of the FEA, uses the nuclear industry to discuss ''the confusion.'' He concludes that eachmore » of us ''has a responsibility to clean up the energy regulation situation. Broad national policy issues must be addressed by Congress and the President. The States must focus hard on ways to simplify and strengthen their processes; and Federal agencies must look to ways to improve their interface with the states and to reduce duplication both with the states and with each other. All regulatory agencies must, mindful of their role in the process, police themselves, and keep a close eye on how that process is working. Finally, each government official and citizen must do his part to bring problems and solutions to the attention of the appropriate officials. Agency and Market Area Factors Affecting Home Health Agency Supply Changes

Objective To use the natural experiment created by the Medicare interim payment system (IPS) to study supply change behavior of home health agencies (HHAs) in local market areas. Data Sources One hundred percent Medicare home health claims for 1996 and 1999, linked with Medicare Provider of Service and Denominator files, and the Area Resource File. Study Design Medicare home health care (HHC) claims data were used to distinguish HHAs that changed the local market supply of Medicare HHC by their market exit or by significant expansion or contraction of their geographic service area between 1996 and 1999 from other HHAs. Multinomial logit models were estimated to analyze how characteristics of agencies and the market areas in which they served were associated with these different agency-level supply changes. Principal Findings Changes in local HHA supply stemming from geographic service area expansions and contractions rivaled those owing to agency closures and market entries. Agencies at greater risk of closure and service area contraction tended to be smaller, newer, freestanding agencies, operating with more visit-intensive practice styles in markets with more competitor agencies. Except for having much less visit-intensive practice styles, similar attributes characterized agencies that increased local supply through service area expansion. Conclusions Supply changes by HHAs largely reflected rational market responses by agencies to significant changes in financial incentives associated with the Medicare IPS. Recently certified agencies were among the most dynamic providers. Supply changes were more likely among agencies operating in more competitive market environments. PMID:16987305

Air Shipment of Spent Nuclear Fuel from Romania to Russia

Romania successfully completed the world’s first air shipment of spent nuclear fuel transported in Type B(U) casks under existing international laws and without shipment license special exceptions when the last Romanian highly enriched uranium (HEU) spent nuclear fuel was transported to the Russian Federation in June 2009. This air shipment required the design, fabrication, and licensing of special 20 foot freight containers and cask tiedown supports to transport the eighteen TUK 19 shipping casks on a Russian commercial cargo aircraft. The new equipment was certified for transport by road, rail, water, and air to provide multi modal transport capabilities formore » shipping research reactor spent fuel. The equipment design, safety analyses, and fabrication were performed in the Russian Federation and transport licenses were issued by both the Russian and Romanian regulatory authorities. The spent fuel was transported by truck from the VVR S research reactor to the Bucharest airport, flown by commercial cargo aircraft to the airport at Yekaterinburg, Russia, and then transported by truck to the final destination in a secure nuclear facility at Chelyabinsk, Russia. This shipment of 23.7 kg of HEU was coordinated by the Russian Research Reactor Fuel Return Program (RRRFR), as part of the U.S. Department of Energy Global Threat Reduction Initiative (GTRI), in close cooperation with the Rosatom State Atomic Energy Corporation and the International Atomic Energy Agency, and was managed in Romania by the National Commission for Nuclear Activities Control (CNCAN). This paper describes the planning, shipment preparations, equipment design, and license approvals that resulted in the safe and secure air shipment of this spent nuclear fuel.« less

Medical physics is a health profession where principles of applied physics are mostly directed towards the application of ionizing radiation in medicine. The key role of the medical physics expert in safe and effective use of ionizing radiation in medicine was widely recognized in recent European reference documents like the European Union Council Directive 2013/59/EURATOM (2014), and European Commission Radiation Protection No. 174, European Guidelines on Medical Physics Expert (2014). Also the International Atomic Energy Agency (IAEA) has been outspoken in supporting and fostering the status of medical physics in radiation medicine through multiple initiatives as technical and cooperation projects and important documents like IAEA Human Health Series No. 25, Roles and Responsibilities, and Education and Training Requirements for Clinically Qualified Medical Physicists (2013) and the International Basic Safety Standards, General Safety Requirements Part 3 (2014). The significance of these documents and the recognition of the present insufficient fulfilment of the requirements and recommendations in many European countries have led the IAEA to organize in 2015 the Regional Meeting on Medical Physics in Europe, where major issues in medical physics in Europe were discussed. Most important outcomes of the meeting were the recommendations addressed to European member states and the survey on medical physics status in Europe conducted by the IAEA and European Federation of Organizations for Medical Physics. Published recommendations of IAEA Regional Meeting on Medical Physics in Europe shall be followed and enforced in all European states. Appropriate qualification framework including education, clinical specialization, certification and registration of medical physicists shall be established and international recommendation regarding staffing levels in the field of medical physics shall be fulfilled in particular. In order to realize negative ion sources and accelerators to be applicable to International Thermonuclear Experimental Reactor and JT-60 Super Advanced, a large cesium (Cs)-seeded negative ion source and a multi-aperture and multi-stage electric acceleration have been developed at Japan Atomic Energy Agency (JAEA). Long pulse production and acceleration of the negative ion beams have been independently carried out. The long pulse production of the high current beams has achieved 100 s at the beam current of 15 A by modifying the JT-60 negative ion source. The pulse duration time is increased three times longer than that before the modification. As for the acceleration, a pulse duration time has been also extended two orders of magnitudes from 0.4 s to 60 s. The developments of the negative ion source and acceleration at JAEA are well in progress towards the realization of the negative ion sources and accelerators for fusion applications.

Solar energy sensing, measuring and recording devices in corporate solar cell technology developed by Lewis Research Center. Customers for their various devices include architects, engineers and others engaged in construction and operation of solar energy facilities; manufacturers of solar systems or solar related products, such as glare reducing windows; and solar energy planners in federal and state government agencies.

On August 8, 2005, the President signed the Energy Policy Act of 2005 (EPAct) into law. In Subtitle F of EPAct, Congress set forth various provisions that would change the way certain federal agencies (Agencies) coordinate to authorize the use of land for a variety of energy-related purposes. As part of Subtitle F of EPAct, Section 368 addresses the issue of energy transportation corridors on federal land for oil, gas, and hydrogen pipelines, as well as electricity transmission and distribution facilities. Because of the critical importance of improving the nation's electrical transmission grid, Congress recognized that electricity transmission issues shouldmore » receive added attention when the Agencies address corridor location and analysis issues. In Section 368, Congress specifically directed the Agencies to consider the need for upgraded and new facilities to deliver electricity: In carrying out [Section 368], the Secretaries shall take into account the need for upgraded and new electricity transmission and distribution facilities to (1) improve reliability; (2) relieve congestion; and (3) enhance capability of the national grid to deliver electricity. Section 368 does not require the Agencies to consider or approve specific projects, applications for rights-of-way (ROWs), or other permits within designated energy corridors. Importantly, Section 368 does not direct, license, or otherwise permit any on-the-ground activity of any sort. If an applicant is interested in obtaining an authorization to develop a project within any corridor designated under Section 368, the applicant would have to apply for a ROW authorization and applicable permits. The Agencies would consider each application by applying appropriate project-specific reviews under requirements of laws and related regulations, including, but not limited to, the National Environmental Policy Act (NEPA), the Clean Water Act, the Clean Air Act, Section 7 of the Endangered Species Act (ESA), and

In an effort to reduce the cost of access and open up new markets, the European Space Agency has begun a program called Future European Space Transportation Investigations Programme or FESTIP, in which reusable launcher concepts are being studied and developed. The ideal reusable launcher would be comparable to a normal aircraft in that it would be capable of taking off from many possible locations on Earth, enter the desired orbital plane, then accelerate to orbital velocity, release its payload, de-orbit, disperse its kinetic energy and land at the take-off base to be prepared for its next flight following a quick turnaround time. This ideal vehicle would be called the `single-stage-to-orbit reusable rocket launcher' or SSTO-RRL. All space launchers currently in use are staged to orbit and expendable, except the US Space Shuttle, and there is no SSTO-RRL in operation as yet. This paper will discuss the design options being studied by the European Space Agency (ESA) as well as their practical use in serving the space-launch market (FESTIP Workshop 1).

The Radiation Protection of Patients Unit of the International Atomic Energy Agency (IAEA) is concerned about the effectiveness of justification of diagnostic medical exposures. Recent published work and the report of an initial IAEA consultation in the area gave grounds for such concerns. There is a significant level of inappropriate usage, and, in some cases, a poor level of awareness of dose and risk among some key groups involved. This article aims to address this. The IAEA convened a second group of experts in November 2008 to review practical and achievable actions that might lead to more effective justification. This report summarises the matters that this group considered and the outcome of their deliberations. There is a need for improved communication, both within professions and between professionals on one hand, and between professionals and the patients/public on the other. Coupled with this, the issue of consent to imaging procedures was revisited. The need for good evidence-based referral guidelines or criteria of acceptability was emphasised, as was the need for their global adaptation and dissemination. Clinical audit was regarded as a key tool in ensuring that justification becomes an effective, transparent and accountable part of normal radiological practice. In summary, justification would be facilitated by the "3 As": awareness, appropriateness and audit.

The climate change issue includes meeting the growing demand for electricity while reducing the impacts from energy sources. Applying carbon capture and storage technology to fossil fuel energy and increasing renewable energy pose greater challenges than increasing nuclear energy. International Energy Agency's (IEA) electricity demand of 30 000 TWh by 2030 can be met with 10 000 TWh each from renewable, nuclear and fossil fuel energy. However, the ill-imposed very strict control of tiny public exposure to ionising radiation from nuclear energy continues to pose a serious hindrance. Effort needs to be re-balanced to produce an even-handed control of public exposure with emphasis on the most significant sources (i.e. natural background radiation and medical use) and vice versa. The on-going revision of the International Atomic Energy Agency Basic Safety Standards (BSS) provides an opportunity to achieve this internationally so that national regulations can be subsequently remediated. There can be no urgency in a BSS revision that fails to encompass such perspective.

First, requiring only Federal agencies to obtain a percentage of energy production from renewables violates the distributive energy justice principle through a lack of a federal renewable energy policy which distributes the potential for unequal electrical grid failure to populations. Second, U.S. energy policy violates the procedural energy justice principle through inequitable participation and poor knowledge dissemination that, in some cases, contributes to stagnant renewable targets during the decision-making process and inequitable distribution of the benefits associated with renewable energy arguably resulting from differential representation of economic groups in policy decision making. Third, the United States' continued reliance on and subsidization of fossil fuel extraction and use, violates the prohibitive energy justice principle by causing physical harm to humans and the environment. Finally, a lack of federal renewable energy policy hinders comprehensive energy policy including diversifying the U.S. renewable energy portfolios. Considering energy policy through the framework of energy justice offers a means of evaluating existing policy and can improve future energy policy decision-making. Demanding energy justice ensures that all populations have equitable distribution, participation, and access to affordable, efficient, and clean energy technologies that contribute to obtaining basic needs.

This report provides a basic guide to the major Presidential, Legislative, Judicial, and Federal agency actions relating to energy policy, research, development, and regulation in recent years. The chronology is arranged synoptically, allowing users to reference easily the historical context in which each event occurred. Summaries of Presidential, Legislative, and Judicial actions relating to energy, rosters of federal energy officials, and a genealogy of federal energy agencies are also provided in separate appendices. The Energy History Chronology was prepared in conjunction with the History Division's series of pamphlets on the Institutional Origins of the Department of Energy. The series includes concise histories of the Department of Energy, the Energy Research and Development Administration, the Federal Energy Administration, and the Atomic Energy Commission. All significant events and achievements noted in the institutional history are also listed.

Extension of the International Atomic Energy Agency phantom study in image quantification: results of multicentre evaluation in Croatia.

To make quantitative methods of nuclear medicine more available, four centres in Croatia participated in the national intercomparison study, following the materials and methods used in the previous international study organized by the International Atomic Energy Agency (IAEA). The study task was to calculate the activities of four Ba sources (T1/2=10.54 years; Eγ=356 keV) using planar and single-photon emission computed tomography (SPECT) or SPECT/CT acquisitions of the sources inside a water-filled cylindrical phantom. The sources were previously calibrated by the US National Institute of Standards and Technology. Triple-energy window was utilized for scatter correction. Planar studies were corrected for attenuation correction (AC) using the conjugate-view method. For SPECT/CT studies, data from X-ray computed tomography were used for attenuation correction (CT-AC), whereas for SPECT-only acquisition, the Chang-AC method was applied. Using the lessons learned from the IAEA study, data were acquired according to the harmonized data acquisition protocol, and the acquired images were then processed using centralized data analysis. The accuracy of the activity quantification was evaluated as the ratio R between the calculated activity and the value obtained from National Institute of Standards and Technology. For planar studies, R=1.06±0.08; for SPECT/CT study using CT-AC, R=1.00±0.08; and for Chang-AC, R=0.89±0.12. The results are in accordance with those obtained within the larger IAEA study and confirm that SPECT/CT method is the most appropriate for accurate activity quantification.
