Full text of publication follows: In Great Britain, the Nuclear Reactors (Environmental Impact Assessment for Decommissioning) Regulations 1999 as amended 2006 (EIADR) requires assessment of the potential environmental impacts of projects to decommission nuclear power stations and reactors. The Health and Safety Executive (HSE) is the competent authority for EIADR. The EIADR implement European Council Directive 85/337/EEC (the EIA Directive) as amended by Council Directive 97/11/EC and Council Directive 2003/35/EC the (Public Participation Directive). The purpose of the EIADR is to assess environmental effects of nuclear reactor decommissioning projects, involve the public through consultation, andmore » make the decision-making process open and transparent. Under the regulations, any licensee wishing to begin to decommission or dismantle a nuclear power station, or other civil nuclear reactor, must apply to HSE for consent to carry out the decommissioning project, undertake an environmental impact assessment and prepare an environmental statement that summarises the environmental effects of the project. HSE will consult on the environmental statement. So far under the EIADR there have been six consents granted for decommissioning projects for Magnox Power Stations. These stations have been required as a condition of consent to submit an Environmental Management Plan on an annual basis. This allows the project to be continually reviewed and assessed to ensure that the licensee can provide detail as agreed during the review of the environmental statement and that any changes to mitigation measures are detailed. This paper summarises the EIADR process, giving particular emphasis to public participation and the decision making process, and discusses HSE's experience of EIADR with reference to specific environmental issues raised by stakeholders and current developments. Currently based on ground and aerial surveys, the land cover data base of the Pennsylvania Power and Light Company is routinely used for modelling the effects of alternative generating plant and transmission line sites on the local and regional environment. The development of a satellite-based geographic information system would facilitate both the preparation of environmental impact statements by power companies and assessment of the data by the Nuclear Regulatory Commission. A cooperative project is planned to demonstrate the methodology for integrating satellite data into an existing geographic information system, d to further evaluate the ability of satellite data in modeling environmental conditions that would be applied in the preparation and assessment of environmental impact statements.

The assessment is of necessity generic in nature since actual test sites were not selected. This assessment provides the basis for determining the need for an environmental impact statement. In addition, this assessment provides siting criteria to avoid or minimize negative environmental impacts and standards for determining candidate test sites, if any, for which site specific assessments may be required.

Corporate financial statements do not include environmental values. This deficiency has contributed to the criticism that company managers do not include environmental impacts in the internal decision-making process. The accounting profession has not developed effective environmental reporting guidelines. This situation contributes to a second problem: the apparent inability of corporate reports to provide useful information to external parties. It has been suggested that by using nonmarket valuation methodologies, financial statements can be used to measure progress toward sustainable development. Nonmarket valuations are not generally accepted by the accounting profession. They are too subjective to support effective decisions, and too costly to obtain. Furthermore, demand for this sort of information appears small. Some of these issues may be resolved over time. The most serious challenge, however, concerns how enhanced financial reports would be used. Financial statements are supposed to help investors assess the amount, timing, and uncertainty of future cash flows. A substantial portion of environmental value is based on nonuse benefits, much of which will never be realized in company cash flows. In other words, the role of financial statements would have to change. Furthermore, since there is no general agreement as to the meaning of "sustainable development," efforts to operationalize the term have been fraught with difficulty. Moreover, monetization of environmental values could jeopardize their preservation, leaving some to question the overall objective of this form of reporting. For these reasons, while it is to be hoped that better reporting of environmental impacts will be forthcoming, the greatest advances will likely be outside the financial statements themselves.

The Western Australian Environmental Protection Authority (EPA) in 2002 released Position Statement, No. 3, Terrestrial Biological Surveys as an Element of Biodiversity Protection outlining how terrestrial fauna survey data are to be used and interpreted in the preparation of environmental impact assessments (EIA). In 2004, the EPA released its Guidance for the Assessment of Environmental Factors, Terrestrial Fauna Surveys for Environmental Impact Assessment in Western Australia, No. 56. This paper briefly assesses the adequacy of recent terrestrial fauna surveys undertaken to support publicly released EIAs and indicates that the EPA is not always adhering to its own position and guidancemore » statements. This paper argues that the current fauna survey guidelines are in need of improvement. The approach and requirements of some other Australian states are briefly assessed to identify similarities and where improvements can be made to the Western Australian (WA) guidelines. This paper concludes with suggestions on how the process and the guidelines in WA can be revised to more adequately assess the impact of developments on terrestrial vertebrate biodiversity and ecosystem function. These suggestions may have relevance for other areas where fauna surveys are undertaken to support EIAs.« less

Every two years, Bonneville Power Administration (BPA) prepares a Resource Program which identifies the resource actions BPA will take to meet its obligation to serve the forecasted power requirements of its customers. The Resource Program`s Environmental Impact Statement (RPEIS) is a programmatic environmental document which will support decisions made in several future Resource Programs. Environmental documents tiered to the EIS may be prepared on a site-specific basis. The RPEIS includes a description of the environmental effects and mitigation for the various resource types available in order to evaluate the trade-offs among them. Presented here is a Final (Tier 1) Environmental Impact Statement (EIS) addressing the potential environmental consequences associated with continuing the modifications of the Galileo and Ulysses spacecraft for launch using a booster/upper stage combination that is different from the one planned for use prior to the Challenger accident, while conducting the detailed safety and environmental analysis in order to preserve the October 1989 launch opportunity for Galileo and an October 1990 launch opportunity for Ulysses. While detailed safety and environmental analyses associated with the missions are underway, they currently are not complete. Nevertheless, sufficient information is available to enable a choice among the reconfiguration alternatives presented. Relevant assessments of the potential for environmental impacts are presented.

Environmental impact assessment (EIA) was formally introduced in Egypt in 1994. This short paper evaluates 'how well' the EIA process is working in practice in Egypt, by reviewing the quality of 45 environmental impact statements (EISs) produced between 2000 and 2007 for a variety of project types. The Lee and Colley review package was used to assess the quality of the selected EISs. About 69% of the EISs sampled were found to be of a satisfactory quality. An assessment of the performance of different elements of the EIA process indicates that descriptive tasks tend to be performed better than scientificmore » tasks. The quality of core elements of EIA (e.g., impact prediction, significance evaluation, scoping and consideration of alternatives) appears to be particularly problematic. Variables that influence the quality of EISs are identified and a number of broad recommendations are made for improving the effectiveness of the EIA system.« less

This document is issued in response to the Clean Air Act Amendment of 1990, Public Law 101-549, which mandates that the National Aeronautics and Space Administration (NASA) and other key agencies submit triennial report to congress and the Environmental Protection Agency. NASA is charged with the responsibility to report on the state of our knowledge of the Earth's upper atmosphere, particularly the Stratosphere. Part 1 of this report summarizes the objectives, status, and accomplishments of the research tasks supported under NASA's Upper Atmosphere Research Program and Atmospheric Chemistry Modeling and Analysis Program for the period of 1994-1996. Part 2 (this document) presents summaries of several scientific assessments, reviews, and summaries. Habitat loss and fragmentation are major threats to biodiversity. Environmental impact assessment and strategic environmental assessment are essential instruments used in physical planning to address such problems. Yet there are no well-developed methods for quantifying and predicting impacts of fragmentation on biodiversity. In this study, a literature review was conducted on GIS-based ecological models that have potential as prediction tools for biodiversity assessment. Further, a review of environmental impact statements for road and railway projects from four European countries was performed, to study how impact prediction concerning biodiversity issues was addressed. The Department of Energy (DOE) has prepared an environmental assessment (EA), DOE/EA-0804, for the proposed replacement of a deteriorated brine disposal pipeline from the Strategic Petroleum Reserve (SPR) Bryan Mound storage facility in Brazoria County, Texas, into the Gulf of Mexico. In addition, the ocean discharge outfall would be moved shoreward by locating the brine diffuser at the end of the pipeline 3.5 miles offshore at a minimum depth of 30 feet. The action would occur in a floodplain and wetlands; therefore, a floodplain/wetlands assessment has been prepared in conjunction with this EA. Based on the analyses in the EA,more » DOE has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) of 1969 (42 USC. 4321, et seg.). Therefore, the preparation of an Environmental Impact Statement (EIS) is not required, and the Department is issuing this Finding of No Significant Impact (FONSI). This FONSI also includes a Floodplain Statement of Findings in accordance with 10 CFR Part 1022.« less
