This Final Environmental Impact Statement (FEIS) addresses the proposed action of completing the preparation and operation of the Galileo spacecraft, including its planned launch on the Space Transportation System (STS) Shuttle in October 1989, and the alternative of canceling further work on the mission. The only expected environmental effects of the proposed action are associated with normal launch vehicle operation, and are treated in published National Environmental Policy Act (NEPA) documents on the Shuttle (NASA 1978) and the Kennedy Space Center (NASA 1979), and in the KSC Environmental Resources Document (NASA 1986) and the Galileo Tier 1 EIS (NASA 1988a). The environmental impacts of a normal launch were deemed insufficient to preclude Shuttle operations. Environmental impacts may also result from launch or mission accidents that could release plutonium fuel used in the Galileo power system. Intensive analysis of the possible accidents associated with the proposed action reveal small health or environmental risks. There are no environmental impacts in the no-action alternative. The remote possibility of environmental impacts of the proposed action must be weighed against the large adverse fiscal and programmatic impacts inherent in the no-action alternative.

This study examines the pattern of readiness dimensional accuracy of financial statements of local government in North Sumatra with a routine pattern of two (2) months after the fiscal year ends and patterns of at least 3 (three) months after the fiscal year ends. This type of research is explanatory survey with quantitative methods. The population and the sample used is of local government officials serving local government financial reports. Combined Analysis And Cross-Loadings Loadings are used with statistical tools WarpPLS. The results showed that there was a pattern that varies above dimensional accuracy of the financial statements of local government in North Sumatra.

The American Institute of Certified Public Accountants (AICPA) issued Statement of Position (SOP) No. 98-5, Reporting on the Costs of Start-Up Activities, in April 1998 to provide organizations with guidance on how to report start-up and organization costs. Because some companies were expensing start-up costs while other companies were capitalizing start-up costs with a variety of periods over which to amortize costs, it was difficult to compare companies' financial statements. SOP No. 98-5 will bring uniformity to the treatment of start-up and organization costs by dictating that these costs be expensed as incurred. AICPA's Accounting Standards Executive Committee adopted an intentionally broad definition of start-up costs to capture the vast majority of costs associated with starting up an organization. SOP No. 98-5 takes effect for financial statements for fiscal years beginning after December 15, 1998, but can be applied earlier for fiscal years for which financial statements have not been issued.

Testing the role of fiscal policy in the environmental degradation: the case of Turkey.

This study introduces a new research topic that investigates the relationship between fiscal development and carbon emissions in Turkey through testing Environmental Kuznets Curve (EKC) hypothesis. Annual data covering the period, 1960-2013, has been used and in addition to gross domestic product and energy consumption, fiscal policy variables have been regressed on the level of carbon emissions in Turkey. Results reveal that fiscal policies and carbon emissions are in long-term equilibrium relationship in Turkey; carbon dioxide emission level converges towards long-term paths as contributed by fiscal policy. The effects of fiscal aggregates on the level of carbon dioxide emissions are negatively significant revealing that growth in fiscal aggregates leads to declines on the levels of carbon emissions. This proves that as far as environmental effects are concerned, fiscal policies regarding energy sector is successful in Turkey. Thus, the major finding of this study confirmed the validity of the fiscal policy-induced EKC hypothesis in the case of Turkey.

An important principle of accounting is that asset inventory needs to be correctly valued to ensure that the financial statements of the institution are accurate. Errors is recording the value of ending inventory in one fiscal year result in errors to published financial statements for that year as well as the subsequent fiscal year. Therefore, it is important that accurate physical counts be periodically taken. It is equally important that any system being used to generate inventory valuation, reordering or management reports be based on consistently accurate on-hand balances. At the foundation of conducting an accurate physical count of an inventory is a comprehensive understanding of the process coupled with a written plan. This article presents a guideline of the physical count processes involved in a traditional double-count approach.

These needs were prepared by the Hanford projects (within the Project Hanford Management Contract, the Environmental Restoration Contract and the River Protection Project) and subsequently reviewed and endorsed by the Hanford Site Technology Coordination Group (STCG). The STCG reviews included participation of DOE-RL and DOE-ORP Management, site stakeholders, state and federal regulators, and Tribal Nations. Ten measures of fiscal status may be used to evaluate the following: operating profitability nonoperating income equity growth liquidity debt capacity age of facilities revenue generation replacement funds receivables survivability Based on data from the Financial Analysis Service, Catholic hospitals are doing better than other U.S. hospitals in some areas of financial preparedness. This is the second annual update of the environmental development plan (EDP) for transportation programs. It has been prepared as a cooperative effort of the Assistant Secretaries for Conservation and Solar Energy (ASCS) Office of Transportation Programs (CS/TP) and the Environment (ASEV) Office of Environmental Assessments. EDPs identify the ecosystem, resource, physical environment, health, safety, socioeconomic, and environmental control concerns associated with DOE programs. The programs include the research, development, demonstration, and assessment (RDD and A) of 14 transportation technologies and several strategy implementation projects. This EDP update presents a research and assessment plan for resolving any potentially adverse environmentalmore » concerns arising from these programs. The EDP process provides a framework for: incorporating environmental concerns into CS/TP planning and decision processes early to ensure they are assigned the same importance as technological, fiscal, and institutional concerns in decision making; resolving environmental concerns concurrently with energy technology and strategy development; and providing a research schedule that mitigates adverse environmental effects through sound technological design or policy analysis. This EDP also describes the status of each environmental concern and the plan for its resolution. Much of ongoing DOE reseirch and technology development is aimed at resolving concerns identified in this EDP. Each EDP is intended to be so comprehensive that no concerns escape notice. Care is taken to include any CS/TP action that may eventually require an Environmental Impact Statement. Because technology demonstration and commercialization tend to raise more environmental concerns than other portions of the transportation program, most of this EDP addresses these concerns.« less

Final Environmental Impact Statement for the Ulysses Mission (Tier 2)

This Final (Tier 2) Environmental Impact Statement (FEIS) addresses the environmental impacts which may be caused by implementation of the Ulysses mission, a space flight mission to observe the polar regions of the Sun. The proposed action is completion of preparation and operation of the Ulysses spacecraft, including its planned launch at the earliest available launch opportunity on the Space Transportation System (STS) Shuttle in October 1990 or in the backup opportunity in November 1991. The alternative is canceling further work on the mission. The Tier 1 EIS included a delay alternative which considered the Titan 4 launch vehicle as an alternative booster stage for launch in 1991 or later. This alternative was further evaluated and eliminated from consideration when, in November 1988, the U.S. Air Force, which procures the Titan 4, notified that it could not provide a Titan 4 vehicle for the 1991 launch opportunity because of high priority Department of Defense requirements. The Titan 4 launch vehicle is no longer a feasible alternative to the STS/Inertial Upper Stage (IUS)/Payload Assist Module-Special (PAM-S) for the November 1991 launch opportunity. The only expected environment effects of the proposed action are associated with normal launch vehicle operation and are treated elsewhere. The environmental impacts of normal Shuttle launches were addressed in existing NEPA documentation and are briefly summarized. These impacts are limited largely to the near-field at the launch pad, except for temporary stratospheric ozone effects during launch and occasional sonic boom effects near the landing site. These effects were judged insufficient to preclude Shuttle launches. There could also be environmental impacts associated with the accidental release of radiological material during launch, deployment, or interplanetary trajectory injection of the Ulysses spacecraft. Intensive analysis indicates that the probability of release is small. There are no environmental impacts in the no-action alternative; however, the U.S. Government and the European Space Agency would suffer adverse fiscal and programmatic impacts if this alternative were adopted. The scientific benefits of the mission would be delayed and possibly lost. There could be significant impacts on the ability of the U.S. to negotiate international agreements for cooperative space activities.

A detailed statement of the amounts appropriated and expended is given at the end of the report. The balance on July 31 was $206,411.98, of which $150,000 continued available for expenditure in the fiscal year 1933.
