The European Practice Assessment (EPA) is a comprehensive quality management which consists of 220 indicators covering 5 domains (infrastructure, people, information, finance, and quality and safety). The aim of the project presented was to evaluate EPA as an instrument for benchmarking in ambulatory care practices. A before-and-after design with a comparison group was chosen. One hundred and two practices conducted EPA at baseline (t1) and at the 3-year follow-up (t2). A further 209 practices began EPA at t2 (comparison group). Since both practice groups differed in several variables (age of GP, location and size of practice), a matched-pair design based on propensity scores was applied leading to a subgroup of 102 comparable practices (out of the 209 practices). Data analysis was carried out using Z scores of the EPA domains. The results showed significant improvements in all domains between t1 and t2 as well as between the comparison group and t2. Furthermore, the results demonstrate that the implementation of total quality management and the re-assessment of the EPA procedure can lead to significant improvements in almost all domains. From the shared perspective of industrial facilities, workers, regulators, and communities, cost-effective detection and assessment of significant onset fugitive leaks or process issues, is a mutually beneficial concept. If emissions that require mitigation can be detected and fixed quickly, benefits such as safer working environments, cost saving through reduced product loss, lower air shed pollutant impacts, and improved transparency and community relations can be realized. Under its next generation emission measurement program (NGEM), EPA’s Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL) is working collaboratively with industry, instrument /information companies, state and local agencies, communities, and academic groups to explore new technical approaches for non-point source detection and migration. Techniques such as mobile and fixed point sensors and passive samplers employed on various spatial scales are being explored. With collaboration of the project team including EPA R4, the Louisville Metro Air Pollution Control District (LMAPCD), industrial facilities, and contractors to the EPA, a select subset of these NGEM approaches will be demonstrated in this project as per the quality assurance project plan. Medical schools in the United States are encouraged to prepare and certify the entrustment of medical students to perform 13 core entrustable professional activities (EPAs) prior to graduation. Entrustment is defined as the informed belief that the learner is qualified to autonomously perform specific patient-care activities. Core EPA-10 is the entrustment of a graduate to care for the emergent patient. The purpose of this project was to design a realistic performance assessment method for evaluating fourth-year medical students on EPA-10. First, we wrote five emergent patient case-scenarios that a medical trainee would likely confront in an acute care setting. Furthermore, we developed high-fidelity simulations to realistically portray these patient case scenarios. Finally, we designed a performance assessment instrument to evaluate the medical student's performance on executing critical actions related to EPA-10 competencies. Critical actions included the following: triage skills, mustering the medical team, identifying causes of patient decompensation, and initiating care. Up to four students were involved with each case scenario; however, only the team leader was evaluated using the assessment instruments developed for each case. A total of 114 students participated in the EPA-10 assessment during their final year of medical school. Most students demonstrated competence in recognizing unstable vital signs (97%), engaging the team (93%), and making appropriate dispositions (92%). Almost 87% of the students were rated as having reached entrustment to manage the care of an emergent patient (99 of 114). Inter-rater reliability varied by case scenario, ranging from moderate to near-perfect agreement. Three of five case-scenario assessment instruments contained items that were internally consistent at measuring student performance. Additionally, the individual item scores for these case scenarios were highly correlated with the global entrustment decision. High-fidelity simulation showed good potential for effective assessment of medical student entrustment of caring for the emergent patient. Preliminary evidence from this pilot project suggests content validity of most cases and associated checklist items. The assessments also demonstrated moderately strong faculty inter-rater reliability.

Consistent with this proposal, EPA is also proposing to approve the following plan elements as meeting the requirements of the Clean Air Act: the Nogales nonattainment area 2008 and 2011 emission inventories; the demonstration that the Nogales nonattainment area is attaining the National Ambient Air Quality Standard for PM10, but for international emissions sources in Nogales, Mexico; the demonstration that reasonably available control measures sufficient to meet the standard have been implemented in the nonattainment area; the reasonable further progress demonstration; the demonstration that implementation of measures beyond those needed for attainment meet the contingency measure requirement; and, the motor vehicle emissions budget for the purposes of determining the conformity of transportation plans, programs, and projects with this PM10 plan.

Airborne Visible and InfraRed Imaging Spectrometer (AVIRIS) data was collected over Ray Mine as part of a demonstration project for the Environmental Protection Agency (EPA) through the Advanced Measurement Initiative (AMI). The overall goal of AMI is to accelerate adoption and application of advanced measurement technologies for cost effective environmental monitoring. The site was selected to demonstrate the benefit to EPA in using advanced remote sensing technologies for the detection of environmental contaminants due to the mineral extraction industry. The role of the Jet Propulsion Laboratory in this pilot study is to provide data as well as performing calibration, data analysis, and validation of the AVIRIS results. EPA is also interested in developing protocols that use commercial software to perform such work on other high priority EPA sites. Reflectance retrieval was performed using outputs generated by the MODTRAN radiative transfer model and field spectra collected for the purpose of calibration. We are presenting advanced applications of the ENVI software package using n-Dimensional Partial Unmixing to identify image-derived endmembers that best match target materials reference spectra from multiple spectral libraries. Upon identification of the image endmembers the Mixture Tuned Match Filter algorithm was applied to map the endmembers within each scene. Using this technique it was possible to map four different mineral classes that are associated with mine generated acid waste.

The US Environmental Protection Agency`s (EPA) proposed rule to certify that the Waste Isolation Pilot Plant (WIPP) meets compliance with the long-term radiation protection standards for geologic repositories (40CFR191 Subparts B and C), is one of the most significant milestones to date for the WIPP project in particular, and for the nuclear waste issue in general. The Environmental Evaluation Group (EEG) has provided an independent technical oversight for the WIPP project since 1978, and is responsible for many improvements in the location, design, and testing of various aspects of the project, including participation in the development of the EPA standardsmore » since the early 1980s. The EEG reviewed the development of documentation for assessing the WIPP`s compliance by the Sandia National Laboratories following the 1985 promulgation by EPA, and provided many written and verbal comments on various aspects of this effort, culminating in the overall review of the 1992 performance assessment. For the US Department of Energy`s (DOE) compliance certification application (CCA), the EEG provided detailed comments on the draft CCA in March, 1996, and additional comments through unpublished letters in 1997 (included as Appendices 8.1 and 8.2 in this report). Since the October 30, 1997, publication of the EPA`s proposed rule to certify WIPP, the EEG gave presentations on important issues to the EPA on December 10, 1997, and sent a December 31, 1997 letter with attachments to clarify those issues (Appendix 8.3). The EEG has raised a number of questions that may have an impact on compliance. In spite of the best efforts by the EEG, the EPA reaction to reviews and suggestions has been slow and apparently driven by legal considerations. This report discusses in detail the questions that have been raised about containment requirements. Also discussed are assurance requirements, groundwater protection, individual protection, and an evaluation of EPA`s responses to EEG`s comments.« less

The U.S. Environmental Protection Agency (EPA) is actively involved in supporting citizen science projects and providing communities with information and assistance for conducting their own air pollution monitoring. As part of a Regional Applied Research Effort (RARE) project, EPA's Office of Research and Development (ORD) worked collaboratively with EPA Region 2 and the Ironbound Community Corporation (ICC) in Newark, New Jersey, to develop and test the “Air Sensor Toolbox for Citizen Scientists.” In this collaboration, citizen scientists measured local gaseous and particulate air pollution levels by using a customized low-cost sensor pod designed and fabricated by EPA. This citizen science air quality measurement project provided an excellent opportunity for EPA to evaluate and improve the Toolbox resources available to communities. The Air Sensor Toolbox, developed in coordination with the ICC, can serve as a template for communities across the country to use in developing their own air pollution monitoring programs in areas where air pollution is a concern. This pilot project provided an opportunity for a highly motivated citizen science organization and the EPA to work together directly to address environmental concerns within the community. A component modes projection and assembly model reduction methodology for articulated, multi-flexible body structures

A two-stage model reduction methodology, combining the classical Component Mode Synthesis (CMS) method and the newly developed Enhanced Projection and Assembly (EP&A) method, is proposed in this research. The first stage of this methodology, called the COmponent Modes Projection and Assembly model REduction (COMPARE) method, involves the generation of CMS mode sets, such as the MacNeal-Rubin mode sets. These mode sets are then used to reduce the order of each component model in the Rayleigh-Ritz sense. The resultant component models are then combined to generate reduced-order system models at various system configurations. A composite mode set which retains important system modes at all system configurations is then selected from these reduced-order system models. In the second stage, the EP&A model reduction method is employed to reduce further the order of the system model generated in the first stage. The effectiveness of the COMPARE methodology has been successfully demonstrated on a high-order, finite-element model of the cruise-configured Galileo spacecraft.

The polygon dataset represents areas with acid-sensitive waters in the contiguous United States. Summary data in this indicator were provided by EPA??s Office of Atmospheric Programs and are taken from a publication documenting how surface waters have responded to reduced air emissions of acid rain precursors (U.S. EPA, 2003) and from more recent unpublished results (U.S. EPA, 2014). Trends are based on data collected in two networks: the TIME project and the LTM project. Because both networks are operated by numerous collaborators in state agencies, academic institutions, and other federal agencies, the monitoring data are not available in a single publication or database. The trend data in this indicator are based on observations documented in several publications (see pages 15-17 of U.S. EPA, 2003).

Joint NASA/EPA AVIRIS Analysis in the Chesapeake Bay Region: Plans and Initial Results

NASA's Ames Research Center is performing an AVIRIS demonstration project in conjunction with the U. S. Environmental Protection Agency (Region 3). NASA and EPA scientists have jointly defined a Study Area in eastern Virginia to include portions of the Chesapeake Bay, southern Delmarva Peninsula, and the mouths of the York and James Rivers. Several environmental issues have been identified for study. These include, by priority: 1) water constituent analysis in the Chesapeake Bay, 2) mapping of submerged aquatic vegetation in the Bay, 3) detection of vegetation stress related to Superfund sites at the Yorktown Naval Weapons Station, and 4) wetland species analysis in the York River vicinity. In support of this project, three lines of AVIRIS data were collected during the Wallops Island deployment on 17 August 1997. The remote sensing payload included AVIRIS, MODIS Airborne Simulator and an RC-10 color infrared film camera. The AVIRIS data were delivered to Ames from the JPL AVIRIS Data Facility, on 29 September 1997. Quicklook images indicate nominal data acquisition, and at the current time an atmospheric correction is being applied. Water constituent analysis of the Bay is our highest priority based on EPA interest and available collateral data, both from the surface and from other remote sensing instruments. Constituents of interest include suspended sediments, chlorophyll-a and accessory pigments, Analysis steps will include: verification of data quality, location of study sites in imagery, incorporation of relevant field data from EPA and other Chesapeake Bay cooperators, processing of imagery to show phenomenon of interest, verification of results with cooperators. By 1st quarter CY98 we plan to circulate initial results to NASA and EPA management for review. In the longer term we will finalize documentation, prepare results for publication, and complete any needed technology transfer to EPA remote sensing personnel.

The Environmental Monitoring for Public Access and Community Tracking (EMPACT) program is a unique initiative to provide time-relevant environmental information that is easily accessible and clearly communicated to residents in 86 of the nation's largest metropolitan areas. EMPACT is a US Environmental Protection Agency (EPA) program to use innovative and time-relevant monitoring and communication technologies. President Clinton articulated his vision for right-to-know programs when he directed the EPA to provide local environmental information to communities. EPA Administrator Carol Browner created EMPACT and other programs to meet this vision, giving EMPACT the goal of providing timely, useful and accurate environmental andmore » public health information to all Americans. This paper is an analysis of the status of the EMPACT program during its first 2 years. EMPACT has launched 27 environmental monitoring and communication projects, including metropolitan grants, EPA Headquarter and Regional projects, and research activities. These projects are located in 37 states and 68 cities throughout the United States, and represent significant progress towards EMPACT's goal of reaching 86 major metropolitan areas throughout all 50 states, the District of Columbia and Puerto Rico by 2001. EPA and the U.S. Geological Survey (USGS) have initiated the “Village Blue” research project to provide real-time water quality monitoring data to the Baltimore community and increase public awareness about local water quality in Baltimore Harbor and the Chesapeake Bay. The Village Blue demonstration project complements work that a number of state and local organizations are doing to make Baltimore Harbor “swimmable and fishable” 2 by 2020. Under US EPA sponsorship, AeroVironment, Inc. and Adhesives Coating Co. are teaming up to develop and demonstrate a wood furniture coating system containing no volatile organic compounds (VOCs) and no hazardous air pollutants (HAPs), making it less hazardous to use, and emitting no detectable VOCs and HAPs during curing, therefore contributing significantly to emission reduction. Earlier work on a new topcoat showed excellent performance characteristics in terms of adhesion, gloss value, dry time, hardness, organic solvents content, and chemical/stain resistance. The VOC contents of both the clear topcoat and the white pigmented topcoat were less than 10 g/L, the detectionmore » list of the test method (EPA Method 24). This coating`s performance and properties compared favorably with those of other low-VOC waterborne coatings. Currently, low-/no-VOC stain and sealer wood coatings are being developed so that a complete low-/no-VOC wood coating system will be available for public use. The compatibility of coating components (a stain and sealer) to go with the topcoat is currently being evaluated. The complete system will be demonstrated at several furniture plants. A marketing plan of the developed products is part of this demonstration project.« less

This programmatic environmental impact statement (PElS) was prepared for the Uranium Mill Tailings Remedial Action (UMTRA) Ground Water Project to comply with the National Environmental Policy Act (NEPA). This PElS provides an analysis of the potential impacts of the alternatives and ground water compliance strategies as well as potential cumulative impacts. On November 8, 1978, Congress enacted the Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978, Public Law, codified at 42 USC §7901 et seq. Congress found that uranium mill tailings " ... may pose a potential and significant radiation health hazard to the public, and that every reasonablemore » effort should be made to provide for stabilization, disposal, and control in a safe, and environmentally sound manner of such tailings in order to prevent or minimize other environmental hazards from such tailings." Congress authorized the Secretary of Energy to designate inactive uranium processing sites for remedial action by the U.S. Department of Energy (DOE). Congress also directed the U.S. Environmental Protection Agency (EPA) to set the standards to be followed by the DOE for this process of stabilization, disposal, and control. On January 5, 1983, EPA published standards (40 CFR Part 192) for the disposal and cleanup of residual radioactive materials. On September 3, 1985, the U.S. Court of Appeals for the Tenth Circuit set aside and remanded to EPA the ground water provisions of the standards. The EPA proposed new standards to replace remanded sections and changed other sections of 40 CFR Part 192. These proposed standards were published in the Federal Register on September 24, 1987 (52 FR 36000). Section 108 of the UMTRCA requires that DOE comply with EPA's proposed standards in the absence of final standards. The Ground Water Project was planned under the proposed standards. On January 11, 1995, EPA published the final rule, with which the DOE must now comply. The PElS and the Ground Water Project are in accordance with the final standards. The EPA reserves the right to modify the ground water standards, if necessary, based on changes in EPA drinking water standards. Appendix A contains a copy of the 1983 EPA ground water compliance standards, the 1987 proposed changes to the standards, and the 1995 final rule. Under UMTRA, DOE is responsible for bringing the designated processing sites into compliance with the EPA ground water standards and complying with all other applicable standards and requirements. The U.S. Nuclear Regulatory Commission (NRC) must concur with DOE's actions. States are full participants in the process. The DOE also must consult with any affected Indian tribes and the Bureau of Indian Affairs. Uranium processing activities at most of the inactive mill sites resulted in the contamination of ground water beneath and, in some cases, downgradient of the sites. This contaminated ground water often has elevated levels of constituents such as but not limited to uranium and nitrates. The purpose of the UMTRA Ground Water Project is to eliminate or reduce to acceptable levels the potential health and environmental consequences of milling activities by meeting the EPA ground water standards.« less

EPA’s Sustainable and Healthy Communities Research Program (SHC) is conducting transdisciplinary research to inform and empower decision-makers. EPA tools and approaches are being developed to enable communities to effectively weigh and integrate human health, socioeconomic, environmental, and ecological factors into their decisions to promote community sustainability. To help achieve this goal, EPA researchers have developed systems approaches to account for the linkages among resources, assets, and outcomes managed by a community. System dynamics (SD) is a member of the family of systems approaches and provides a framework for dynamic modeling that can assist with assessing and understanding complex issues across multiple dimensions. To test the utility of such tools when applied to a real-world situation, the EPA has developed a prototype SD model for community sustainability using the proposed Durham-Orange Light Rail Project (D-O LRP) as a case study.The EPA D-O LRP SD modeling team chose the proposed D-O LRP to demonstrate that an integrated modeling approach could represent the multitude of related cross-sectoral decisions that would be made and the cascading impacts that could result from a light rail transit system connecting Durham and Chapel Hill, NC. Eicosapentaenoic acid (EPA) is an omega-3 ({omega}-3) polyunsaturated fatty acid (PUFA), which has anti-inflammatory and anti-cancer properties. Some reports have demonstrated that EPA inhibits NF-{kappa}B activation induced by tumor necrosis factor (TNF)-{alpha} or lipopolysaccharide (LPS) in various cells. However, its detailed mode of action is unclear. In this report, we investigated whether EPA inhibits the expression of TNF-{alpha}-induced matrix metalloproteinases (MMP)-9 in human immortalized keratinocytes (HaCaT). TNF-{alpha} induced MMP-9 expression by NF-{kappa}B-dependent pathway. Pretreatment of EPA inhibited TNF-{alpha}-induced MMP-9 expression and p65 phosphorylation. However, EPA could not affect I{kappa}B-{alpha} phosphorylation, nuclear translocation of p65, and DNA binding activity of NF-{kappa}B.more » EPA inhibited TNF-{alpha}-induced p65 phosphorylation through p38 and Akt inhibition and this inhibition was IKK{alpha}-dependent event. Activities and results are reported of a project to investigate the application of remote sensing technology developed for the LACIE, AgRISTARS, Forestry and other NASA remote sensing projects for the environmental monitoring of strip mining, industrial pollution, and acid rain. Following a remote sensing workshop for EPA personnel, the EOD clustering algorithm CLASSY was selected for evaluation by EPA as a possible candidate technology. Residual cardiovascular (CV) risk persists even in statin-treated patients with optimized low-density lipoprotein cholesterol (LDL-C) levels. Other pathways beyond cholesterol contribute to CV risk and the key to reducing residual risk may be addressing non-cholesterol risk factors through pleiotropic mechanisms. The purpose of this review is to examine the literature relating to the potential role of the omega-3 fatty acid eicosapentaenoic acid (EPA) in reducing residual CV risk. The literature shows that EPA can robustly lower plasma triglyceride (TG) levels without raising LDL-C levels and documents EPA to have a broad range of beneficial effects on the atherosclerotic pathway, including those on lipids, lipoproteins, inflammation, oxidation, phospholipid membranes, and the atherosclerotic plaque itself. Clinical imaging studies have consistently demonstrated that EPA decreases plaque vulnerability and prevents plaque progression. The evidence therefore points to a potential role for EPA to reduce residual CV risk. A large randomized study of statin-treated Japanese patients demonstrated that EPA ethyl ester reduced major coronary events by 19% (P = 0.011). However, while there has been significant benefit demonstrated in this and another Japanese CV outcomes study, the question as to whether EPA can play a role in reducing residual CV risk remains to be addressed in broader populations. The large, global, ongoing, randomized, placebo-controlled REDUCE-IT study of high-risk statin-treated patients with persistent hypertriglyceridemia is currently underway to investigate the potential of icosapent ethyl (high-purity prescription EPA ethyl ester) as an add-on therapy to reduce residual CV risk.

Following advice from the SAB Council, when estimating the economic value of reductions in air pollution-related mortality and morbidity risk, EPA accounts for the effect of personal income on the willingness to pay to reduce the risk of adverse health outcomes. These income growth adjustment factors are calculated using a combination of income elasticity estimates and income growth projections, both of which have remained essentially unchanged since 1999. These income elasticity estimates vary according to the severity of illness. EPA recently received advice from the SAB regarding the range of income elasticities to apply as well as the research standards to use when selecting income elasticity estimates. Following this advice, EPA consulted with a contractor to update its income elasticity and income growth projections, and generate new income growth adjustment factors. The SAB would evaluate the income elasticity estimates identified in the EPA-provided literature review, determining the extent to which these estimates are appropriate to use in human health benefits assessments.

Recent studies have shown that EPA enriched PLs have beneficial effects on lipid metabolism. Our previous study has demonstrated that the anti-obesity and hypolipidemic effects of EPA-PL were superior to DHA-PL. In the present study, we comparatively evaluated the effects of EPA-enriched phosphatidylcholine (EPA-PC) and EPA-enriched phosphatidylserine (EPA-PS) on lipid metabolism in mice. Both 2% dietary EPA-PC and EPA-PS significantly improved serum and hepatic lipid levels in mice. The HDL-c level in mice on EPA-PC diet was significantly higher than the other two groups. The level of DHA in hepatic TG and PL were significantly increased in both EPA-PC and EPA-PS fed groups (98.3 and 117.8%, respectively; p < 0.05). Notably, the proportion of DHA in EPA-PS group was significantly higher than the EPA-PC group. EPA-PC and EPA-PS suppressed hepatic SREBP-1c mediated lipogenesis and activated PPARα mediated fatty acid β-oxidation in the liver. These data are the first to indicate that EPA-PS has beneficial effects on lipid metabolism.

...Under section 211(o) of the Clean Air Act, the Environmental Protection Agency is required to set the renewable fuel standards each November for the following year. In general the standards are designed to ensure that the applicable volumes of renewable fuel specified in the statute are used. However, the statute specifies that EPA is to project the volume of cellulosic biofuel production for the upcoming year and must base the cellulosic biofuel standard on that projected volume if it is less than the applicable volume set forth in the Act. EPA is today proposing a projected cellulosic biofuel volume for 2013 that is below the applicable volume specified in the Act. EPA is proposing that the applicable volumes of advanced biofuel and total renewable fuel would remain at the statutory levels for 2013. Finally, today's action also proposes annual percentage standards for cellulosic biofuel, biomass-based diesel, advanced biofuel, and renewable fuels that would apply to all gasoline and diesel produced or imported in year 2013.

Humans potentially are exposed to thousands of man-made chemicals in the environment. Some chemicals mimic natural endocrine hormones and, thus, have the potential to be endocrine disruptors. Many of these chemicals never have been tested for their ability to interact with the estrogen receptor (ER). Risk assessors need tools to prioritize chemicals for assessment in costly in vivo tests, for instance, within the EPA Endocrine Disruptor Screening Program. Here, we describe a large-scale modeling project called CERAPP (Collaborative Estrogen Receptor Activity Prediction Project) demonstrating the efficacy of using predictive computational models on high-throughput screening data to screen thousands of chemicals against the ER. CERAPP combined multiple models developed in collaboration among 17 groups in the United States and Europe to predict ER activity of a common set of 32,464 chemical structures. Quantitative structure-activity relationship models and docking approaches were employed, mostly using a common training set of 1677 compounds provided by EPA, to build a total of 40 categorical and 8 continuous models for binding, agonist, and antagonist ER activity. All predictions were tested using an evaluation set of 7522 chemicals collected from the literature. To overcome the limitations of single models, a consensus was built weighting models using a scoring function (0 to 1) based on their accuracies. Wet method reduced exposure by minimizing overall respirable particulate release. Dry method didn't introduce delays for primer/caulk application. Removed caulks came in many forms, from dry powdery to tarry sticky. Varying textures were not sampled or packaged differently. During the course of the project, EPA modified recommended practices to include full containment for exterior caulk removal. Changes are ongoing. Initial recommendations were directed to school buildings. EPA is researching risks due to caulk. Exposure guidance lacking except for 2 of 209 PCB congeners. Work was safely completed on schedule and under budget.

Annual sampling was conducted at the Rio Blanco, Colorado, site for the Long-Term Hydrologic Monitoring Program May 16-17, 2011, to monitor groundwater and surface water for potential radionuclide contamination. Sampling and analyses were conducted as specified in Sampling and Analysis Plan for the U.S. Department of Energy Office of Legacy Management Sites (LMS/PRO/S04351, continually updated). A duplicate sample was collected from location Johnson Artesian WL. Samples were analyzed by the U.S. Environmental Protection Agency (EPA) Radiation&Indoor Environments National Laboratory in Las Vegas, Nevada. Samples were analyzed for gamma-emitting radionuclides by high-resolution gamma spectrometry, and for tritium using the conventional method.more » Tritium was not measured using the enrichment method because the EPA laboratory no longer offers that service. Results of this monitoring at the Rio Blanco site demonstrate that groundwater and surface water outside the boundaries have not been affected by project-related contaminants.« less

Over a decade ago, the electricity consumption associated with home electronics and other small appliances emerged onto the global energy policy landscape as one of the fastest growing residential end uses with the opportunity to deliver significant energy savings. As our knowledge of this end use matures, it is essential to step back and evaluate the degree to which energy efficiency programs have successfully realized energy savings and where savings opportunities have been missed.For the past fifteen years, we have quantified energy, utility bill, and carbon savings for US EPA?s ENERGY STAR voluntary product labeling program. Extreme precipitation events can cause significant impacts to drinking water and wastewater utilities, including facility damage, water quality impacts, service interruptions and potential risks to human health and the environment due to localized flooding and combined sewer overflows (CSOs). These impacts will become more pronounced with the projected increases in frequency and intensity of extreme precipitation events due to climate change. To model the impacts of extreme precipitation events, wastewater utilities often develop Intensity, Duration, and Frequency (IDF) rainfall curves and "design storms" for use in the U.S. Environmental Protection Agency's (EPA) Storm Water Management Model (SWMM). Wastewater utilities use SWMM for planning, analysis, and facility design related to stormwater runoff, combined and sanitary sewers, and other drainage systems in urban and non-urban areas. SWMM tracks (1) the quantity and quality of runoff made within each sub-catchment; and (2) the flow rate, flow depth, and quality of water in each pipe and channel during a simulation period made up of multiple time steps. In its current format, EPA SWMM does not consider climate change projection data. Climate change may affect the relationship between intensity, duration, and frequency described by past rainfall events. Therefore, EPA is integrating climate projection data available in the Climate Resilience Evaluation and Awareness Tool (CREAT) into SWMM. CREAT is a climate risk assessment tool for utilities that provides downscaled climate change projection data for changes in the amount of rainfall in a 24-hour period for various extreme precipitation events (e.g., from 5-year to 100-year storm events). Incorporating climate change projections into SWMM will provide wastewater utilities with more comprehensive data they can use in planning for future storm events, thereby reducing the impacts to the utility and customers served from flooding and stormwater issues.

This article discusses an 8-year, ongoing project that evaluates the Environmental Protection Agency's Superfund community involvement program. The project originated as a response to the Government Performance and Results Act, which requires federal agencies to articulate program goals, and evaluate and report their progress in meeting those goals. The evaluation project assesses how effective the Superfund community involvement program is in promoting public participation in decisions about how to clean up hazardous wastes at Superfund sites. We do three things in the article: (1) share our experience with evaluating an Agency public participation program, including lessons learned about methods of evaluation; (2) report evaluation results; and (3) address a number of issues pertaining to the evaluation of public participation in environmental decision-making. Our goal is to encourage more environmental managers to incorporate evaluation into their public participation programs as a tool for improving them. We found that written mail surveys were an effective and economical tool for obtaining feedback on EPA's community involvement program at Superfund sites. The evaluation focused on four criteria: citizen satisfaction with EPA information about the Superfund site, citizen understanding of environmental and human health risks associated with the site, citizen satisfaction with opportunities provided by EPA for community input, and citizen satisfaction with EPA's response to community input. While the evaluation results were mixed, in general, community members who were most informed about and involved in the cleanup process at Superfund sites generally were also the most satisfied with the community involvement process, and the job that EPA was doing cleaning up the site. We conclude that systematic evaluation provides meaningful and useful information that agencies can use to improve their public participation programs. However, there need to be institutionalized processes that ensure evaluation results are used to develop and implement strategies for improvement.

...EPA is proposing to approve in part and disapprove in part state implementation plan (SIP) revisions submitted by California to provide for attainment of the 1997 annual and 24-hour fine particulate matter (PM2.5) national ambient air quality standards (NAAQS) in the San Joaquin Valley (SJV) nonattainment area. The SIP revisions are the SJV 2008 PM2.5 Plan (revised 2010) and portions of the 2007 State Strategy (revised 2009). Specifically, EPA is proposing to approve the emissions inventories as meeting the requirements of the Clean Air Act and EPA's fine particle implementing rule and to approve commitments to implement specific measures and meet specific aggregate emissions reductions by the San Joaquin Valley Air Pollution Control District and the California Air Resource Board. In addition, we are proposing to find that volatile organic compounds are a PM2.5 attainment plan precursor in the SJV for which controls should be evaluated. EPA is proposing to disapprove the attainment demonstration. EPA is also proposing to disapprove the reasonably available control measures/reasonably available control technology demonstration, the air quality modeling, the reasonable further progress (RFP) demonstration, the contingency measures, and the attainment and RFP conformity motor vehicle emissions budgets. EPA is also proposing to not grant California's request to extend to April 5, 2015 the deadline for the SJV nonattainment area to attain the 1997 PM2.5 NAAQS.

An interdisciplinary environmental water quality study was designed and conducted to enhance training and employability of chemical and environmental technician students in associate degree programs. Four project objectives were identified as a means to enhance the educational experience and employability of our students: provide experience on analytical instrumentation for organic compounds (gas chromatography/mass spectrometry, GC/MS), require interdisciplinary group interactions and problem solving, provide experience with Environmental Protection Agency (EPA) procedures, and require cooperation with state agencies/private organizations. Students worked in groups that included representatives from both programs to develop project objectives and a Sampling and Analysis Plan (SAP) following EPA standards. Input from personnel at Idaho's Department of Environmental Quality and Bureau of Laboratories and from volunteers in an environmental "watch dog" organization called the Henry's Fork Foundation aided students in the development and implementation of their SAP. Subsequently, groups sampled sections of the Henry's Fork River and analyzed for organic, inorganic, and fecal contaminants. Analysis included EPA method 525.2 for pesticides using GC/MS. Data from all river segments was shared and each group submitted a final report analyzing results. Surveys completed by students and instructors indicate that the project is a successful teaching method allowing introduction of new skills as well as review of important technical and employability skills.

Relocation of viable viruses or spores from the contaminated coupon surfaces into aerosol or liquid fractions during the decontamination methods was investigated. This project was conducted to support jointly held missions of the U.S. Department of Homeland Security (DHS) and the U.S. Environmental Protection Agency (EPA). Potential air emission impacts of cellulosic ethanol production at seven demonstration refineries in the United States.

This paper reports on the estimated potential air emissions, as found in air permits and supporting documentation, for seven of the first group of precommercial or "demonstration" cellulosic ethanol refineries (7CEDF) currently operating or planning to operate in the United States in the near future. These seven refineries are designed to produce from 330,000 to 100 million gal of ethanol per year. The overall average estimated air emission rates for criteria, hazardous, and greenhouse gas pollutants at the 7CEDF are shown here in terms of tons per year and pounds per gallon of ethanol produced. Water use rates estimated for the cellulosic ethanol refineries are also noted. The air emissions are then compared with similar estimates from a U.S. cellulosic ethanol pilot plant, a commercial Canadian cellulosic ethanol refinery, four commercial U.S. corn ethanol refineries, and U.S. petroleum refineries producing gasoline. The U.S. Environmental Protection Agency (EPA) air pollution rules that may apply to cellulosic ethanol refineries are also discussed. Using the lowest estimated emission rates from these cellulosic ethanol demonstration facilities to project air emissions, EPA's major source thresholds for criteria and hazardous air pollutants might not be exceeded by cellulosic ethanol refineries that produce as high as 25 million gal per year of ethanol (95 ML). Emissions are expected to decrease at cellulosic ethanol refineries as the process matures and becomes more commercially viable.

The Air Risk Information Support Center (Air RISC) was initiated in early 1988 by the US Environmental Protection Agency`s (EPA) Office of Health and Environmental Assessment (OHEA) and the Office of Air Quality Planning and Standards (OAQPS) as a technology transfer effort that would focus on providing information to state and local environmental agencies and to EPA Regional Offices in the areas of health, risk, and exposure assessment for toxic air pollutants.
