    EPA is directed by the Federal Insecticide, Fungicide, and Rodenticide Act as amended in 1988 (FIFRA '88) to review all pesticide products containing active ingredients initially registered before November 1, 1984, and to reregister those products that have a substantially complete data base and do not pose unreasonable adverse effects to people or the environment. This pesticide reregistration program is to be completed by the late 1990's. The Reregistration Eligibility Document (or RED) for oxalic acid discusses the scientific data and other information supporting EPA's regulatory conclusion that products containing a pesticide do not pose unreasonable risks when used as directed by Agency-approved labeling, and are eligible for reregistration.

    Most of the 50,000 pesticide products registered for use today have not been fully tested and evaluated in accordance with current testing requirements. These tests are required to determine a pesticide's potential for causing chronic effects in humans. At its current pace, EPA's reassessment and reregistration efforts will extend into the 21st century due to the magnitude and complexity of the tasks involved. Until EPA completes this effort, the health and environmental risks and benefits associated with older pesticides and their uses will not be fully known. EPA's review has been affected by data not being readily available and the competing demands on EPA resources. EPA's reregistration effort is further complicated by the need for an efficient mechanism to obtain test data on the effects of some inert ingredients and by the apparent legal inconsistencies that prohibit the use of a cancer-causing pesticide while, under other circumstances, allowing the use of the same pesticide.

    This paper analyzed the effect of a smartphone application in Taekwondo Academy. The iPhone app was self-developed to display Taekwondo education contents for Poomsae training. From the viewpoint of education, reregistration and recommendation effect, it showed statistically significant difference in 196 trainee sample survey. Therefore, the research suggest that the use of smartphone technology in Poomsae education would be a great help to the trainee for the acquisition of Taekwondo knowledge and make a great contribution to the growth of Taekwondo.

    In 2010 new legislation in Australia led to the establishment of the Australian Health Practitioner Regulatory Authority standards, now used to manage nursing and midwifery registration and the annual re-registration requirements for midwives and nurses. These clearly articulate the continuing professional development (CPD) requirements together with a guiding framework. Individuals need to engage in adult pedagogy which makes explicit the need for self-examination to identify and prioritise their learning needs. This study aimed to investigate how existing registered midwives approach and are challenged by these changed statutory requirements in Australia, particularly completion of CPD activity. This paper reports the findings from phase one of a two phase, longitudinal, case study in which midwives describe their experience during in-depth qualitative interviews. Australia A sample of 20 female participants was recruited nationally from four states using a purposive sampling approach to provide maximum variation to explore the issue. Each participant took part in an in-depth interview. In order to facilitate reflection on experiences each participant was asked to discuss an object that held professional value or meaning to them. A key theme in the findings is the relationship between motivation which influences the decisions that midwives are making about CPD, their ongoing registration and practice context. The findings reveal implicit values and beliefs about practice relationships and how these function as motivational factors that influence midwives' decisions about CPD and practice options. The findings provide insight into the need for system wide dialogue to devise ways to support midwives to maintain as well as to continue to develop their practice, through CPD and to acknowledge the challenges faced by those midwives who currently hold dual registration as a registered nurse in the context of the changed requirements. © 2013.

    An image-based re-registration scheme has been developed and evaluated that uses fiducial registration as a starting point to maximize the normalized mutual information (nMI) between intraoperative ultrasound (iUS) and preoperative magnetic resonance images (pMR). We show that this scheme significantly (p⪡0.001) reduces tumor boundary misalignment between iUS pre-durotomy and pMR from an average of 2.5 mm to 1.0 mm in six resection surgeries. The corrected tumor alignment before dural opening provides a more accurate reference for assessing subsequent intraoperative tumor displacement, which is important for brain shift compensation as surgery progresses. In addition, we report the translational and rotational capture ranges necessary for successful convergence of the nMI registration technique (5.9 mm and 5.2 deg, respectively). The proposed scheme is automatic, sufficiently robust, and computationally efficient (<2 min), and holds promise for routine clinical use in the operating room during image-guided neurosurgical procedures.     The EPA Recovery Mapper is an Internet interactive mapping application that allows users to discover information about every American Recovery and Reinvestment Act (ARRA) award that EPA has funded for six programs. By integrating data reported by the recipients of Recovery Act funding and data created by EPA, this application delivers a level of transparency and public accessibility to users interested in EPA's use of Recovery Act monies. The application is relatively easy to use and builds on the same mapping model as Google, Bing, MapQuest and other commonly used mapping interfaces. EPA Recovery Mapper tracks each award made by each program and gives basic Quick Facts information for each award including award name, location, award date, dollar amounts and more. Data Summaries for each EPA program or for each state are provided displaying dollars for Total Awarded, Total Received (Paid), and Total Jobs This Quarter by Recovery for the latest quarter of data released by Recovery.gov. The data are reported to the government and EPA four times a year by the award recipients. The latest quarterly report will always be displayed in the EPA Recovery Mapper. In addition, the application provides many details about each award. Users will learn more about how to access and interpret these data later in this document.     The Clean Air Power Initiative (CAPI) is a multi-stakeholder project intended to improve air pollution control efforts involving the power generating industry. This paper documents the progress made in the first year of the initiative, which included a number of meetings with interested stakeholders and development and analysis of alternative approaches for more efficient and effective pollution control. The project`s goal is to develop an integrated regulatory strategy or three major pollutants emitted from electric power generators; namely, sulfur dioxide, nitrogen oxides, and, potentially, mercury. Major reductions in these pollutants are expected to be needed to reduce the detrimental health effects of ground-level ozone, fine particles, and hazardous air pollutants and reduce the environmental effects of acidification, eutrophication, ecosystem, crop, and materials damage, and regional haze. The Clean Air Power Initiative has considered, where feasible, new approaches to pollution control that recognize the long-range transport of many air pollutants and the economic benefits of emissions trading. The project was initiated by EPA`s Assistant Administrator for Air and Radiation in 1995. As individual companies develop and implement strategies to participate in more competitive power markets, they could benefit from greater certainty in being able to plan for and reduce costs of future environmental regulations. The EPA is interested in reinventing its regulatory approach to reduce the number, administrative complexity, and cost of its requirements while improving the likelihood of achieving environmental results.

    The Electrostatic Plasma Accelerator (EPA) is a thruster concept which promises specific impulse levels between low power arcjets and those of the ion engine while retaining the relative simplicity of the arcjet. The EPA thruster produces thrust through the electrostatic acceleration of a moderately dense plasma. No accelerating electrodes are used and the specific impulse is a direct function of the applied discharge voltage and the propellant atomic mass. The goal of the present program is to demonstrate feasibility of the EPA thruster concept through experimental and theoretical investigations of the EPA acceleration mechanism and discharge chamber performance. Experimental investigations will include operating the test bed ion (TBI) engine as an EPA thruster and parametrically varying the thruster geometry and operating conditions to quantify the electrostatic plasma acceleration effect. The theoretical investigations will include the development of a discharge chamber model which describes the relationships between the engine size, plasma properties, and overall performance. For the EPA thruster to be a viable propulsion concept, overall thruster efficiencies approaching 30% with specific impulses approaching 1000 s must be achieved.

    Nitrogen oxides (NO{sub x}) are highly reactive and play a major role in the formation of various gases and particles in the atmosphere which lead to harmful effects on human health and welfare. This paper briefly describes the multiple impacts on human health and welfare that result from emissions of NO{sub x} and describes EPA`s strategy to integrate NO{sub x} reductions from various mobile and stationary sources in a balanced manner to achieve environmental benefits. Based on modeling information, it is clear that substantial reductions in NO{sub x} emissions over large geographic areas are needed if many densely populated areas of the nation are to attain the national ambient air quality standard for ozone. In addition to attainment of the health standard for ozone, the reduction of NO{sub x} emissions will also likely improve the nation`s environment by reducing adverse impacts of acid deposition, eutrophication of waterbodies, global warming, nitrogen dioxide, particulate matter, stratospheric ozone depletion, toxics, and visibility.

    Under the sponsorship of the US EPA`s Office of Mobile Sources, SAI has developed a computer model for nonroad mobile sources. Although data and methodologies continue to be revisited, the alpha version of the model has been completed and is currently under review at EPA. The model contains modules for estimating equipment populations, activity, emission factors, and total emissions. It adjusts these estimates to predict total emissions for the calendar year and at a level of detail specified by the user (e.g., average annual estimates at a national level, hourly estimates for a specific county). The EPA`s nonroad model provides estimates for the following general classes of nonroad equipment: General Nonroad Sources: (1) Lawn and garden equipment; (2) Airport service equipment; (3) Recreational; (4) Light Commercial; (5) Industrial; (6) Construction; (7) Agricultural; and (8) Logging. Special Nonroad Sources: (1) Locomotives; (2) Aircraft; and (3) Marine Vessels. With the exception of locomotives, aircraft, and marine vessels, the methodologies used within the model are quite similar for all these source groupings. Information for specific equipment types (e.g., 15-25 horsepower, gasoline 2-stroke engine commercial turf equipment) will also be provided if the user requests this level of detail. Written in FORTRAN and designed for personal computers (though it can be ported to workstations), this new emissions tool includes an interface to improve its ease of use and flexibility. We present here some of the features of the model and provide an overview of the internal methods used for the equipment groups listed under general nonroad sources.

    The Remote Sensing Information Gateway was developed by the U.S. Environmental Protection Agency (EPA) to assist researchers in easily obtaining and combining a variety of environmental datasets related to air quality research. Current datasets available include, but are not limited to surface PM2.5 and O3 data, satellite derived aerosol optical depth , and 3-dimensional output from U.S. EPA's Models 3/Community Multi-scale Air Quality (CMAQ) modeling system. The presentation will include a demonstration that illustrates several scenarios of how researchers use the tool to help them visualize and obtain data for their work; with a particular focus on episode analysis related to biomass burning impacts on air quality. The presentation will provide an overview on how RSIG works and how the code has been—and can be—adapted for other projects. One example is the Virtual Estuary, which focuses on automating the retrieval and pre-processing of a variety of data needed for estuarine research. RSIG’s source codes are freely available to researchers with permission from the EPA principal investigator, Dr. Jim Szykman. RSIG is available to the community and can be accessed online at http://www.epa.gov/rsig. Once the JAVA policy file is configured on your computer you can run the RSIG applet on your computer and connect to the RSIG server to visualize and retrieve available data sets.     The quantitative procedures associated with noncancer risk assessment include reference dose (RfD), benchmark dose, and severity modeling. The RfD, which is part of the EPA risk assessment guidelines, is an estimation of a level that is likely to be without any health risk to sensitive individuals. The RfD requires two major judgments: the first is choice of a critical effect(s) and its No Observed Adverse Effect Level (NOAEL); the second judgment is choice of an uncertainty factor.     To improve public health and the environment, the United States Environmental Protection Agency (USEPA) collects information about facilities, sites, or places subject to environmental regulation or of environmental interest. Through the Geospatial Data Download Service, the public is now able to download the EPA Geodata shapefile containing facility and site information from EPA's national program systems. The file is Internet accessible from the Envirofacts Web site (http://www.epa.gov/enviro). The data may be used with geospatial mapping applications. (Note: The shapefile omits facilities without latitude/longitude coordinates.) The EPA Geospatial Data contains the name, location (latitude/longitude), and EPA program information about specific facilities and sites. In addition, the file contains a Uniform Resource Locator (URL), which allows mapping applications to present an option to users to access additional EPA data resources on a specific facility or site.

    The Substance Registry Services (SRS) is the authoritative resource for basic information about substances of interest to the U.S. EPA and its state and tribal partners. Substances, particularly chemicals, can have many valid synonyms. For example, toluene, methyl benzene, and phenyl methane, are commonly used names for the same chemical. EPA programs collect environmental data for this chemical using each of these names, plus others. This diversity leads to problems when a user is looking for programmatic data for toluene but is unaware that the data is stored under the synonym methyl benzene. For each substance, the SRS identifies the statutes, EPA programs, as well as organization external to EPA, that track or regulate that substance and the synonym used by that statute, EPA program or external organization. Besides standardized information for each chemical, such as the Chemical Abstracts Services name and the Chemical Abstracts Number and the EPA Registry Name (the EPA standard name), the SRS also includes additional information, such as molecular weight and molecular formula. Additionally, an SRS Internal Tracking Number uniquely identifies each substance, enabling cross-walking between synonyms. EPA is providing a large .ZIP file providing the SRS data in CSV format, and a separate small metadata file in XML containing the field names and definitions.

    The clinical efficacy of fish oil and high-purity eicosapentaenoic acid ethyl ester (hp-EPA-E) for treating cardiovascular disease (CVD) has been reported. Fish oil contains saturated and monounsaturated fatty acids that have pharmacological effects opposite to those of ω3 fatty acids (ω3). Moreover, ω3, such as EPA and docosahexaenoic acid (DHA), do not necessarily have the same metabolic and biological actions. This has obscured the clinical efficacy of ω3. Recently, the Japan EPA Lipid Intervention Study (JELIS) of hp-EPA-E established the clinical efficacy of EPA for CVD, and higher levels of blood EPA, not DHA, were found to be associated with a lower incidence of major coronary events. A significant reduction in the risk of coronary events was observed when the ratio of EPA to arachidonic acid (AA) (EPA/AA) was > 0.75. Furthermore, the ratio of prostaglandin (PG) I3 and PGI2 to thromboxane A2 (TXA2) ([PGI2 + PGI3]/TXA2) was determined to have a linear relationship with the EPA/AA ratio as follows: (PGI2 + PGI3)/TXA2 =λ + π* (EPA/AA). Like PGI2, PGI3 not only inhibits platelet aggregation and vasoconstriction, but also is assumed to reduce cardiac ischemic injury and arteriosclerosis and promote angiogenesis. Thus, the effects of EPA in reducing the risk of CVD could be mediated by biological action of PGI3 in addition to hypotriglyceridemic action of EPA. Compared with DHA, EPA administration increases the EPA/AA ratio and the (PGI2 + PGI3)/TXA2 balance to a state that inhibits the onset and/or progression of CVD.
