    This paper presents major research needs for the Superfund program, and provides an overview of the EPA Office of Research and Development's (ORDs) current human health research program designed to fill some of those data gaps. Research is presented in terms of the risk paradigm and covers exposure, effects, and assessment activities directly funded by Superfund, as well as research not funded by Superfund but directly applicable to Superfund research needs. Research on risk management is not covered. Current research activities conducted by the Superfund program office are also included to provide a full picture of Superfund human health research activities being conducted by EPA.

    During the 15 years that the U.S. Environmental Protection Agency (EPA) has supported university-based research centers, there have been many changes in mission, operating style, funding level, eligibility, and selection process. Shifting national priorities, political realities, and funding uncertainties have powered the evolution of research centers in EPA, although the agency`s basic philosophy on the purpose and value of this approach to research remains essentially unchanged. Health impacts of wildfire smoke merit the attention and action of the US EPA and current research is supported in the ACE and SHC Research Programs. Wildland fire smoke research has taken on greater importance because the 1) contribution of wildland fire PM emissions relative to total US PM emissions is increasing, 2) the population health impacts are measurable and costly, 3) vulnerable and sensitive populations at-risk are increasing attendant to our aging U.S. population and the increasing area of the wildland-urban interface, and 4) health impacts of smoke could be minimized by identifying at-risk individuals and reducing their exposures. Examples are provided.     Computational toxicology is the application of mathematical and computer models to help assess chemical hazards and risks to human health and the environment. Supported by advances in informatics, high-throughput screening (HTS) technologies, and systems biology, the U.S. Environmental Protection Agency EPA is developing robust and flexible computational tools that can be applied to the thousands of chemicals in commerce, and contaminant mixtures found in air, water, and hazardous-waste sites. The Office of Research and Development (ORD) Computational Toxicology Research Program (CTRP) is composed of three main elements. The largest component is the National Center for Computational Toxicology (NCCT), which was established in 2005 to coordinate research on chemical screening and prioritization, informatics, and systems modeling.     At the request of the U.S. Environmental Protection Agency (EPA) Office of Research and Development, a subcommittee of the Board of Scientific Counselors Executive Committee conducted an independent and open peer review of the Endocrine Disrupting Chemicals Research Program (EDC Research Program) of the U.S. EPA. The subcommittee was charged with reviewing the design, relevance, progress, scientific leadership, and resources of the program. The subcommittee found that the long-term goals and science questions in the EDC Program are appropriate and represent an understandable and solid framework for setting research priorities, representing a combination of problem-driven and core research. Long-term goal (LTG) 1, dealing with the underlying science surrounding endocrine disruptors, provides a solid scientific foundation for conducting risk assessments and making risk management decisions. LTG 2, dealing with defining the extent of the impact of endocrine-disrupting chemicals (EDCs), has shown greater progress on ecologic effects of EDCs compared with that on human health effects. LTG 3, which involves support of the Endocrine Disruptor Screening and Testing Program of the U.S. EPA, has two mammalian tests already through a validation program and soon available for use. Despite good progress, we recommend that the U.S. EPA a) strengthen their expertise in wildlife toxicology, b) expedite validation of the Endocrine Disruptors Screening and Testing Advisory Committee tests, c) continue dependable funding for the EDC Research Program, d) take a leadership role in the application of “omics” technologies to address many of the science questions critical for evaluating environmental and human health effects of EDCs, and e) continue to sponsor multidisciplinary intramural research and interagency collaborations.

    In the U.S., a single comprehensive approach to all-hazards domestic incident management has been established by the Department of Homeland Security through the National Response Framework. This helps prevent, prepare for, respond to, and recover from terrorist attacks, major disasters, and other emergencies. A significant component of responding to and recovering from wide-area or isolated events, whether natural, accidental, or intentional, is the management of waste resulting from the incident itself or from activities cleaning up after the incident. To facilitate the proper management of incident-derived waste, EPA developed the Incident Waste Assessment and Tonnage Estimator (I-WASTE). This particular project involves development of the application of an on-line, real time, trace organic air toxic monitor, with special emphasis on dioxin-related compounds. Research efforts demonstrate the utility and usefulness of the Resonance Enhanced Multi-Photon Ionization (REMPI) analytical method for trace organics control, monitoring, and compliance assurance. Project objectives will be to develop the REMPI instrumental method into a tool that will be used for assessment of potential dioxin sources, control and prevention of dioxin formation in known sources, and communication of facility performance. This will be accomplished through instrument development, laboratory verification, thermokinetic modelling, equilibrium modelling, statistical determinations, field validation, program publication and presentation, regulatory office support, and development of data communication/presentation procedures.     The Environmental Monitoring for Public Access and Community Tracking (EMPACT) program is a unique initiative to provide time-relevant environmental information that is easily accessible and clearly communicated to residents in 86 of the nation's largest metropolitan areas. EMPACT is a US Environmental Protection Agency (EPA) program to use innovative and time-relevant monitoring and communication technologies. President Clinton articulated his vision for right-to-know programs when he directed the EPA to provide local environmental information to communities. EPA Administrator Carol Browner created EMPACT and other programs to meet this vision, giving EMPACT the goal of providing timely, useful and accurate environmental andmore » public health information to all Americans. This paper is an analysis of the status of the EMPACT program during its first 2 years. EMPACT has launched 27 environmental monitoring and communication projects, including metropolitan grants, EPA Headquarter and Regional projects, and research activities. These projects are located in 37 states and 68 cities throughout the United States, and represent significant progress towards EMPACT's goal of reaching 86 major metropolitan areas throughout all 50 states, the District of Columbia and Puerto Rico by 2001. These projects focus on five principles established by EPA Administrator Browner: using advanced technology and science, establishing partnerships, increasing public access to data, communicating useful action-oriented information, and establishing a framework for sharing monitoring techniques and data between projects.« less

    The US Environmental Protection Agency’s Office of Research and Development (ORD) conducts cutting-edge research that provides the underpinning of science and technology for public health and environmental policies and decisions made by federal, state and other governmental organizations. ORD’s six research programs identify the pressing research needs with input from EPA offices and stakeholders. Research is conducted by ORD’s 3 labs, 4 centers, and 2 offices located in 14 facilities. The EPA booth at APHL will have several resources available to attendees, mostly in the form of print materials, that showcase our research labs, case studies of research activities, and descriptions of specific research projects. The Selected Analytical Methods for Environmental Remediation and Recovery (SAM), a library of selected methods that are helping to increase the nation's laboratory capacity to support large-scale emergency response operations, will be demoed by EPA scientists at the APHL Experience booth in the Exhibit Hall on Tuesday during the morning break.     The U.S. EPA Office of Research and Development has developed baseline data on the ecotoxicity of selected petroleum products and several chemical dispersants as part of its oil spills research program. Two diluted bitumens (dilbits) from the Alberta Tar Sands were tested for acute and chronic toxicity to standard freshwater and marine organisms given their spill potential during shipment within the United States. Separately, two reference crude oils representing a range of characteristics, and their mixtures with four representative dispersants, were tested to evaluate acute and chronic toxicity to marine organisms in support of Subpart J of the U.S. National Contingency Plan. Water accommodated fractions (WAF) of oil were prepared using traditional slow-stir methods and toxicity tests generally followed U.S. EPA standard effluent testing guidelines. WAFs were characterized for petroleum hydrocarbons including alkyl PAH homologs. The results of these studies will assist the U.S. EPA to assess toxicity data for unconventional oils (dilbits), and establish baseline toxicity data for selected crude oils and dispersant in support of planning and response activities.     Two above-ground forest biomass estimation techniques were evaluated for the United States Territory of Puerto Rico using predictor variables acquired from satellite based remotely sensed data and ground data from the U.S. Department of Agriculture Forest Inventory Analysis (FIA) program. The U.S. Environmental Protection Agency (EPA) estimated above-ground forest biomass implementing methodology first posited by the Woods Hole Research Center developed for conterminous United States (National Biomass and Carbon Dataset [NBCD2000]). For EPA's effort, spatial predictor layers for above-ground biomass estimation included derived products from the U.S. Geologic Survey (USGS) National Land Cover Dataset 2001 (NLCD) (landcover and canopy density), the USGS Gap Analysis Program (forest type classification), the USGS National Elevation Dataset, and the NASA Shuttle Radar Topography Mission (tree heights). In contrast, the U.S. Forest Service (USFS) biomass product integrated FIA ground-based data with a suite of geospatial predictor variables including: (1) the Moderate Resolution Imaging Spectrometer (MODIS)-derived image composites and percent tree cover; (2) NLCD land cover proportions; (3) topographic variables; (4) monthly and annual climate parameters; and (5) other ancillary variables. Correlations between both data sets were made at variable watershed scales to test level of agreement. Notice: This work is done in support of EPA's Sustainable Healthy Communities Research Program.     Computational toxicology is the application of mathematical and computer models to help assess chemical hazards and risks to human health and the environment. Supported by advances in informatics, high-throughput screening (HTS) technologies, and systems biology, the U.S. Environmental Protection Agency EPA is developing robust and flexible computational tools that can be applied to the thousands of chemicals in commerce, and contaminant mixtures found in air, water, and hazardous-waste sites. The Office of Research and Development (ORD) Computational Toxicology Research Program (CTRP) is composed of three main elements. The largest component is the National Center for Computational Toxicology (NCCT), which was established in 2005 to coordinate research on chemical screening and prioritization, informatics, and systems modeling. The second element consists of related activities in the National Health and Environmental Effects Research Laboratory (NHEERL) and the National Exposure Research Laboratory (NERL). The third and final component consists of academic centers working on various aspects of computational toxicology and funded by the U.S. EPA Science to Achieve Results (STAR) program. Together these elements form the key components in the implementation of both the initial strategy, A Framework for a Computational Toxicology Research Program (U.S. EPA, 2003), and the newly released The U.S. Environmental Protection Agency's Strategic Plan for Evaluating the Toxicity of Chemicals (U.S. EPA, 2009a). Key intramural projects of the CTRP include digitizing legacy toxicity testing information toxicity reference database (ToxRefDB), predicting toxicity (ToxCast) and exposure (ExpoCast), and creating virtual liver (v-Liver) and virtual embryo (v-Embryo) systems models. U.S. EPA-funded STAR centers are also providing bioinformatics, computational toxicology data and models, and developmental toxicity data and models. The models and underlying data are being made publicly available through the Aggregated Computational Toxicology Resource (ACToR), the Distributed Structure-Searchable Toxicity (DSSTox) Database Network, and other U.S. EPA websites. While initially focused on improving the hazard identification process, the CTRP is placing increasing emphasis on using high-throughput bioactivity profiling data in systems modeling to support quantitative risk assessments, and in developing complementary higher throughput exposure models. This integrated approach will enable analysis of life-stage susceptibility, and understanding of the exposures, pathways, and key events by which chemicals exert their toxicity in developing systems (e.g., endocrine-related pathways). The CTRP will be a critical component in next-generation risk assessments utilizing quantitative high-throughput data and providing a much higher capacity for assessing chemical toxicity than is currently available.

    Scientific research is one of the most powerful tools we have for understanding and protecting our environment. It provides the foundation for what we know about our planet, how it has changed, and how it could be altered in the future. The National Center for Environmental Research (NCER) in the U.S. Environmental Protection Agency's (EPA) Office of Research and Development (ORD) supports high-quality, extramural research by the nation's leading scientists and engineers to strengthen the basis for decisions about local and national environmental issues. NCER works with academia, state and local governments, other federal agencies, and scientists in EPA to increase human knowledge of how to protect our health and natural resources through its three major programs: · Science to Achieve Results (STAR) Grants · Small Business Innovative Research (SBIR) · Science to Achieve Results (STAR) Fellowships STAR, NCER's primary program, funds research grants and graduate fellowships in environmental science and engineering. Developing the next generation of environmental scientists and engineers is one of NCER's most important objectives. Each year, NCER helps between 80 and 160 students achieve Master's or Ph.D. degrees in environmental science and engineering through its STAR and Greater Research Opportunities (GRO) fellowships. Some of these students have moved on to careers in government while others are now full-time professors and researchers. Still others are working for state environmental agencies or furthering their studies through postdoctoral positions at universities. Since the inception of the NCER program, STAR fellowships (along with grants and SBIR projects) have been awarded in every state in the country. With the help of STAR, current and future scientists and engineers have been able to explore ways to preserve and protect human health and our precious resources.

    This breakout session is a traditional conference instrument used by the NASA industrial hygiene personnel as a method to convene personnel across the Agency with common interests. This particular session focused on two key topics, training systems and automation of industrial hygiene data. During the FY 98 NASA Occupational Health Benchmarking study, the training system under development by the U.S. Environmental Protection Agency (EPA) was deemed to represent a "best business practice." The EPA has invested extensively in the development of computer based training covering a broad range of safety, health and environmental topics. Currently, five compact disks have been developed covering the topics listed: Safety, Health and Environmental Management Training for Field Inspection Activities; EPA Basic Radiation Training Safety Course; The OSHA 600 Collateral Duty Safety and Health Course; and Key program topics in environmental compliance, health and safety. Mr. Chris Johnson presented an overview of the EPA compact disk-based training system and answered questions on its deployment and use across the EPA. This training system has also recently been broadly distributed across other Federal Agencies. The EPA training system is considered "public domain" and, as such, is available to NASA at no cost in its current form. Copies of the five CD set of training programs were distributed to each NASA Center represented in the breakout session. Mr. Brisbin requested that each NASA Center review the training materials and determine whether there is interest in using the materials as it is or requesting that EPA tailor the training modules to suit NASA's training program needs. The Safety, Health and Medical Services organization at Ames Research Center has completed automation of several key program areas. Mr. Patrick Hogan, Safety Program Manager for Ames Research Center, presented a demonstration of the automated systems, which are described by the following: (1) Safety, Health and Environmental Training. This system includes an assessment of training needs for every NASA Center organization, course descriptions, schedules and automated course scheduling, and presentation of training program metrics; (2) Safety and Health Inspection Information. This system documents the findings from each facility inspection, tracks abatement status on those findings and presents metrics on each department for senior management review; (3) Safety Performance Evaluation Profile. The survey system used by NASA to evaluate employee and supervisory perceptions of safety programs is automated in this system; and (4) Documentation Tracking System. Electronic archive and retrieval of all correspondence and technical reports generated by the Safety, Health and Medical Services Office are provided by this system.

    A critical review of biological treatment processes for remediation of contaminated soils is presented. The focus of the review is on documented cost and performance of biological treatment technologies demonstrated at full- or field-scale. Some of the data were generated by the U.S. Environmental Protection Agency's (EPA's) Bioremediation in the Field Program, jointly supported by EPA's Office of Research and Development, EPA's Office of Solid Waste and Emergency Waste, and the EPA Regions through the Superfund Innovative Technology Evaluation Program (SITE) Program. Military sites proved to be another fertile data source. Technologies reviewed in this report include both ex-situ processes, (land treatment, biopile/biocell treatment, composting, and bioslurry reactor treatment) and in-situ alternatives (conventional bioventing, enhanced or cometabolic bioventing, anaerobic bioventing, bioslurping, phytoremediation, and natural attenuation). Targeted soil contaminants at the documented sites were primarily organic chemicals, including BTEX, petroleum hydrocarbons, polycyclic aromatic hydrocarbons (PAHs), chlorinated aliphatic hydrocarbons (CAHs), organic solvents, polychlorinated biphenyls (PCBs), pesticides, dioxin, and energetics. The advantages, limitations, and major cost drivers for each technology are discussed.
