Early prostate cancer antigen (EPCA), a nuclear matrix protein, has been recently suggested as a novel biomarker in malignant lesions of the prostate. This study was to determine whether preoperative serum EPCA levels predicted the presence of incidental prostate cancer (IPCa) in patients undergoing TURP for BPH. Serum EPCA levels were measured by ELISA in 449 consecutive patients with symptomatic BPH treated with TURP and 112 healthy men. Predictive performance of serum EPCA levels for IPCa were evaluated. With a cutoff of 10ng/ml, serum EPCA protein had a 100% specificity for the healthy men and a 98% specificity and a 100% sensitivity in separating men with IPCa from those without. Serum EPCA levels in patients with IPCa were significantly higher than in those without and in healthy controls (17.63±2.42ng/ml vs. 5.58±1.61 ng/ml and 4.95±1.43 ng/ml, all P<0.001), whereas an indwelling transurethral catheter presence and 5α-reductase inhibitor therapy had no effect on EPCA levels (P=0.144 and P=0.238, respectively). The area under ROC curves (AUC) showed that serum EPCA level had the best predictive accuracy of all IPCa (AUC: 0.952, 95% CI: 0.912-0.981, P<0.001). Univariate and multivariate Cox regression analyses further demonstrated the independently predictive performance by preoperative serum EPCA (Hazards Ratio: 4.23, 95% CI: 3.62-6.46, P<0.001). This study firstly shows that EPCA might be used as a highly sensitive and specific serum biomarker to predict IPCa presence and to help reduce the unnecessary biopsies taken before TURP in patients with BPH. © 2010 Wiley-Liss, Inc.

The fungus Alternaria alternata can cause food contamination by black spot rot and food safety issues due to the production of mycotoxins. In particular, A. alternata can infect many fresh fruits and vegetables and lead to considerable postharvest decay during storage and processing. The use of plant-derived products in postharvest disease management may be an acceptable alternative to traditional chemical fungicides. The aim of this study was to assess the antifungal activity of ethyl p-coumarate (EpCA) against Alternaria alternata in vitro and in vivo, and to determine the underlying mechanism. Results indicated that EpCA exhibited pronounced antifungal activity against in vitro mycelial growth of A. alternata, with half-inhibition concentration of 176.8 μg/mL. Spore germination of the pathogen was inhibited by EpCA in a dose-dependent manner. Moreover, in vivo test confirmed that both 100 and 800 μg/mL EpCA significantly reduced disease development of black spot rot in jujube fruit caused by A. alternata. The EpCA treatments increased plasma membrane permeability as great leakage of intercellular electrolytes, soluble proteins and sugars of A. alternata occurred during incubation. The EpCA treatments also caused increase of the influx of propidium iodide, a fluorescence dye binding nucleus DNA, into the affected spores, indicating the disrupted plasma membrane integrity. Observations of ultrastructure further evidenced the damage to plasma membrane and morphology of A. alternata caused by EpCA, which resulted in distortion, sunken and shrivelled of spores and mycelia of the pathogen. In addition, fluorometric assay by confocal laser scanning microscopy confirmed that the EpCA treatments induced endogenous reactive oxygen species (ROS) formation in the spores of A. alternata, with stronger and more stable accumulation of ROS at higher concentration of EpCA. Therefore, heavy oxidative damage to cellular membranes and organelles might happen as demonstrated by the severe occurrence of lipid peroxidation of the pathogen treated with EpCA. Taken together, these results indicated that EpCA exerts antifungal activity via membrane-targeted mechanism and it would be a promising candidate to control postharvest diseases of fruits. ...On September 14, 2011, the U.S. Department of Energy (DOE) issued a notice of proposed rulemaking (NOPR) to amend the test procedures for general service fluorescent lamps (GSFLs), general service incandescent lamps (GSILs), and incandescent reflector lamps (IRLs). That proposed rulemaking serves as the basis for today's action. DOE is amending its test procedures for GSFLs and GSILs established under the Energy Policy and Conservation Act (EPCA). DOE is not amending in this final rule the existing test procedure for IRLs established under EPCA. For GSFLs and GSILs, DOE is updating several references to the industry standards referenced in DOE's test procedures. DOE is also establishing a lamp lifetime test procedure for GSILs. These test procedures also provide the protocols upon which the Federal Trade Commission bases its energy guide label for these products. DOE's review of the GSFL, GSIL, and IRL test procedures fulfills the EPCA requirement that DOE review test procedures for all covered products at least once every seven years.

The Department is required by Section 365(c) of Title 3, Part C, of the Energy Policy and Conservation Act (EPCA), 42 U.S.C. 6321-6327, as amended by Title 4, Part B of the Energy Conservation and Production Act (ECPA), to report annually to the President and the Congress on the operation of the State Energy Conservation Program. The report is to include an estimate of the energy conservation achieved, and the degree of state participation and achievement as well as a description of innovative conservation programs undertaken by individual states. Together the EPCA and the ECPA constitute the State Energy Conservationmore » Program (SECP) which has provided the states (any one of the 50 states, the District of Columbia, Puerto Rico, and the Territories and possessions of the United States) with funding to help establish and maintain their capability to plan, design, implement and coordinate a variety of programs and initiatives designed to promote energy conservation and efficiency at state and local levels. All states have operational programs funded under EPCA (no monies have been appropriated under ECPA since FY 1981). In addition, the majority of states have augmented the SECP with oil overcharge funding they have received over the past several years. Each state is required to provide a twenty-percent match for the Federal funds received, and its Base Plan must include the following program measures: (1) mandatory lighting efficiency standards for state public buildings; (2) programs to promote the availability and use of carpool, vanpool, and public transportation; (3) mandatory standards and policies relating to energy efficiency to govern the state procurement practices; (4) mandatory thermal efficiency standards and insulation requirements for new and renovated buildings; and (5) a traffic law or regulation, which permits the operator of a motor vehicle to turn right at a red stop light after stopping. 6 tabs.« less

Alzheimer disease (AD) is the most common cause of dementia. Most affected individuals survive to an advanced stage of dementia, which is under-recognized as a terminal illness. Our objectives were to better understand the clinical trajectory of advanced AD and to identify the palliative care needs of these patients. This was an observational prospective study of AD patients in severe stage of disease included after a hospitalization in geriatric wards. They were followed up every three months during 2 years. At each visit, interviews provided data regarding: pain (Elderly Pain Caring Assessment scale), pressure ulcers, eating patterns, daily medications and use of health services. This paper describes the design of the ALFINE study and the characteristics of the recruited cohort. 112 patients were recruited (mean age: 84.03 + 6.96) years; 76.79% were women. Mean time since diagnosis of AD was 5.28 years. Pressure ulcers were observed in 42 patients. Pain assessment with the EPCA showed a mean score of 8.58. One third of patients with an EPCA score of more than 7 (median) had no analgesics. More than half of patients had been treated with antibiotics during the three months before inclusion in the study and 33 patients were still receiving antibiotics at inclusion. Two third of patients had been hospitalized in the month before inclusion. End-of-life care for individuals with end-stage AD is increasingly important because of the rising number of patients with this disease. Health care systems and clinicians should make efforts to ameliorate the suffering of patients and their caregivers.
Facilitating Oil Industry Access to Federal Lands through Interagency Data Sharing

Much of the environmental and technical data useful to the oil and gas industry and regulatory agencies is now contained in disparate state and federal databases. Delays in coordinating permit approvals between federal and state agencies translate into increased operational costs and stresses for the oil and gas industry. Making federal lease stipulation and area restriction data available on state agency Web sites will streamline a potential lessors review of available leases, encourage more active bidding on unleased federal lands, and give third-party operators independent access to data who otherwise may not have access to lease restrictions and other environmentalmore » data. As a requirement of the Energy Policy Conservation Act (EPCA), the Bureau of Land Management (BLM) is in the process of inventorying oil and natural gas resources beneath onshore federal lands and the extent and nature of any stipulation, restrictions, or impediments to the development of these resources. The EPCA Phase 1 Inventory resulted in a collection of GIS coverage files organized according to numerous lease stipulation reference codes. Meanwhile, state agencies also collect millions of data elements concerning oil and gas operations. Much of the oil and gas data nationwide is catalogued in the Ground Water Protection Council's (GWPC's) successfully completed Risk Based Data Management System (RBDMS). The GWPC and the states of Colorado, New Mexico, Utah, and Montana are implementing a pilot project where BLM lease stipulation data and RBDMS data will be displayed in a GIS format on the Internet. This increased access to data will increase bid activity, help expedite permitting, and encourage exploration on federal lands. Linking environmental, lease stipulation and resource inventory assessment data and making a GIS interface for the data available to industry and other agencies via the internet represents an important step in the GWPC strategy for all oil and gas regulatory e-commerce. The next step beyond mere data sharing for facilitating the permitting process is to make it possible for industry to file those permit applications electronically. This process will involve the use of common XML schemas.« less
USGS National Assessment of Oil and Gas Online (NOGA Online)

The Central Energy Resources Team (CERT) of the U.S. Geological Survey is providing results of the USGS National Assessment of Oil and Gas online (NOGA Online). In addition to providing resource estimates and geologic reports, NOGA Online includes an internet map application that allows interactive viewing and analysis of assessment data and results. CERT is in the process of reassessing domestic oil and natural gas resources in a series of priority basins in the United States using a Total Petroleum System (TPS) approach where the assessment unit is the basic appraisal unit (rather than the oil and gas play used in the 1995 study). Assessments of undiscovered oil and gas resources in five such priority provinces were recently completed to meet the requirements of the Energy Policy and Conservation Act of 2000 (EPCA 2000). New assessment results are made available at this site on an ongoing basis.

This paper aims at a numerical study of coupled thermal, hydrological and mechanical processes in the excavation disturbed zones (EDZ) around nuclear waste emplacement drifts in fractured crystalline rocks. The study was conducted for two model domains close to an emplacement tunnel; (1) a near-field domain and (2) a smaller wall-block domain. Goodman element and weak element were used to represent the fractures in the rock mass and the rock matrix was represented as elasto-visco-plastic material. Mohr-Coulomb criterion and a non-associated plastic flow rule were adopted to consider the viscoplastic deformation in the EDZ. A relation between volumetric strain and permeability was established. Using a self-developed EPCA2D code, the elastic, elasto-plastic and creep analyses to study the evolution of stress and deformations, as well as failure and permeability evolution in the EDZ were conducted. Results indicate a strong impact of fractures, plastic deformation and time effects on the behavior of EDZ especially the evolution of permeability around the drift.
NOGA Online: a USGS resource for energy GIS data and services

Some diagrams that appeared in the original presentation have been updated in this report. It informs that the U.S. Geological Survey (USGS) Central Energy Resources Team (CERT) in Denver, Colorado, is providing National Oil and Gas Assessment (NOGA) results online at http://energy.cr.usgs.gov/oilgas/noga/. Available at this site are recently completed assessments of the potential for undiscovered oil and natural gas resources of five priority provinces (Montana Thrust Belt, Powder River Basin, San Juan Basin, Southwestern Wyoming, Uinta-Piceance) to meet the requirements of the Energy Policy and Conservation Act of 2000 (EPCA 2000). High demand for current assessment results and for the entirely digital, 1995 NOGA results for other provinces, prompted CERT to develop an internet map application using ArcIMS to deliver geologic data to the public. CERT continues to work on assessing oil and natural gas resources of priority basins in the United States; assessment results and GIS layers are made available at this site on an ongoing basis.

The purpose of the U.S. Geological Survey's (USGS) National Oil and Gas Assessment is to develop geology-based hypotheses regarding the potential for additions to oil and gas reserves in priority areas of the United States, focusing on the distribution, quantity, and availability of oil and natural gas resources. The USGS has completed an assessment of the undiscovered oil and gas potential of the Eastern Oregon and Washington Province of Oregon and Washington (USGS Province 5005). The province is a priority Energy Policy and Conservation Act (EPCA) province for the National Assessment because of its potential for oil and gas resources. The assessment of this province is based on geologic principles and uses the total petroleum system concept. The geologic elements of a total petroleum system include hydrocarbon source rocks (source rock maturation, hydrocarbon generation and migration), reservoir rocks (stratigraphy, sedimentology, petrophysical properties), and hydrocarbon traps (trap formation and timing). In the Eastern Oregon and Washington Province, the USGS used this geologic framework to define one total petroleum system and two assessment units within the total petroleum system, and quantitatively estimated the undiscovered gas resources within each assessment unit.
The solution of the point kinetics equations via converged accelerated Taylor series (CATS)

This paper deals with finding accurate solutions of the point kinetics equations including non-linear feedback, in a fast, efficient and straightforward way. A truncated Taylor series is coupled to continuous analytical continuation to provide the recurrence relations to solve the ordinary differential equations of point kinetics. Non-linear (Wynn-epsilon) and linear (Romberg) convergence accelerations are employed to provide highly accurate results for the evaluation of Taylor series expansions and extrapolated values of neutron and precursor densities at desired edits. The proposed Converged Accelerated Taylor Series, or CATS, algorithm automatically performs successive mesh refinements until the desired accuracy is obtained, making usemore » of the intermediate results for converged initial values at each interval. Numerical performance is evaluated using case studies available from the literature. Nearly perfect agreement is found with the literature results generally considered most accurate. Benchmark quality results are reported for several cases of interest including step, ramp, zigzag and sinusoidal prescribed insertions and insertions with adiabatic Doppler feedback. A larger than usual (9) number of digits is included to encourage honest benchmarking. The benchmark is then applied to the enhanced piecewise constant algorithm (EPCA) currently being developed by the second author. (authors)« less

In the Northern Alaska Province, the USGS used this geologic framework to define one composite coalbed gas total petroleum system and three coalbed gas assessment units within the petroleum system, and quantitatively estimated the undiscovered coalbed-gas resources within each assessment unit.
Fuel Economy Label and CAFE Data Inventory
The Fuel Economy Label and CAFE Data asset contains measured summary fuel economy estimates and test data for light-duty vehicle manufacturers by model for certification as required under the Energy Policy and Conservation Act of 1975 (EPCA) and The Energy Independent Security Act of 2007 (EISA) to collect vehicle fuel economy estimates for the creation of Economy Labels and for the calculation of Corporate Average Fuel Economy (CAFE). Manufacturers submit data on an annual basis, or as needed to document vehicle model changes.The EPA performs targeted fuel economy confirmatory tests on approximately 15% of vehicles submitted for validation. Confirmatory data on vehicles is associated with its corresponding submission data to verify the accuracy of manufacturer submissions beyond standard business rules. Submitted data comes in XML format or as documents, with the majority of submissions being sent in XML, and includes descriptive information on the vehicle itself, fuel economy information, and the manufacturer's testing approach. This data may contain proprietary information (CBI) such as information on estimated sales or other data elements indicated by the submitter as confidential. In the event of a severe energy supply disruption or in order to fulfill obligations of the U.S. under the International Energy Program, the President may implement one or more energy conservation contingency plans provided for in the Energy Policy and Conservation Act (EPCA) of 1975. This report describes the economic impact of restrictions on the use of illuminated advertising and certain gas lighting. The proposed plan would reduce demand for electricity and natural gas. The reduced demand for electricity would result in reduced demand for oil, natural gas, and other fuels used to generate electricity. Since oil and naturalmore » gas would be in short supply, the reduced use of these fuels in the generation of electricity could make supplies available to other industries. By contrast, the coal supply would not be affected by these conditions. However, the substitutability of coal for fuels in short supply (especially oil for electric generation) would tend to offset the impact of reduced demand for coal to generate electricity. Advertising expenditures would shift. Expenditures for illuminated outdoor signs would fall and expenditures for advertising in other media (e.g., radio, newspapers) would rise. No significant effect upon aggregate retail sales is anticipated. In summary, microeconomic effects of the measure are negligible and all effects are minor and/or beneficial. These effects are almost lost in the projected economic effects that would result from any severe supply interruption.« less

DOE has prepared an Environmental Assessment (EA), DOE/EA-1497, for the proposed replacement of the existing 107 centimeter (cm) [42 inch (in)] 6.87 kilometer (km) [4.27 mile (mi)] raw water intake pipeline (RWIPL). This action is necessary to allow for continued, optimum operations at the West Hackberry facility (main site/facility). The EA described the proposed action (including action alternatives) and three alternatives to the proposed action. The EA evaluated only the potential environmental consequences of the proposed action (one action alternative), and Alternative 3, which consisted of the No Build Action that is required by 10 CFR 1021.321(c). Based on themore » analysis in DOE/EA-1497, DOE has determined that the proposed action does not constitute a major Federal action significantly affecting humans or the natural environment within the meaning of the National Environmental Policy Act of 1969 (NEPA), 42 USC 4321 et seq. Therefore, an Environmental Impact Statement (EIS) is not required, and DOE is issuing this Finding of No Significant Impact (FONSI). To further minimize impacts to environmental media, the DOE will also implement a Mitigation Action Plan (MAP) for this action. The MAP is included as Appendix F of this EA, which is appended to this FONSI. The Energy Policy and Conservation Act of 1975 (EPCA), as amended, authorizes the creation of the Strategic Petroleum Reserve (SPR) to store crude oil to reduce the United States' vulnerability to energy supply disruptions. Crude oil is stored in geologic formations, or salt domes, located under these facilities. ...The U.S. Department of Energy (DOE) is amending its energy conservation standards for small, large, and very large water-cooled and evaporatively-cooled commercial package air conditioners, and variable refrigerant flow (VRF) water-source heat pumps less than 17,000 Btu/h. DOE is adopting new energy conservation standards for computer room air conditioners and VRF water-source heat pumps with a cooling capacity at or greater than 135,000 Btu/h and less than 760,000 Btu/h. Pursuant to the Energy Policy and Conservation Act of 1975 (EPCA), as amended, DOE must assess whether the uniform national standards for these covered equipment need to be updated each time the corresponding industry standard--the American National Standards Institute (ANSI)/American Society of Heating, Refrigerating, and Air- Conditioning Engineers (ASHRAE)/Illuminating Engineering Society of North America (IESNA) Standard 90.1 (ASHRAE Standard 90.1)--is amended, which most recently occurred on October 29, 2010. The levels DOE is adopting are the same as the efficiency levels specified in ASHRAE Standard 90.1-2010. DOE has determined that the ASHRAE Standard 90.1- 2010 efficiency levels for the equipment types listed above are more stringent than existing Federal energy conservation standards and will result in economic and energy savings compared existing energy conservation standards. Furthermore, DOE has concluded that clear and convincing evidence does not exist, as would justify more-stringent standard levels than the efficiency levels in ASHRAE Standard 90.1-2010 for any of the equipment classes. DOE is also updating the current Federal test procedures or, for certain equipment, adopting new test procedures to incorporate by reference the most current versions of the relevant industry test procedures specified in ASHRAE Standard 90.1- 2010. Furthermore, DOE is adopting additional test procedure provisions to include with modification certain instructions from Air- Conditioning, Heating, and Refrigeration Institute (AHRI) operations manuals in that organization's test procedures that would clarify the application of the DOE test procedures and harmonize DOE testing with the testing performed by industry.
