In this paper, we introduce the Dynamic Load-balanced Tensor Contractions (DLTC), a domain-specific library for efficient task parallel execution of tensor contraction expressions, a class of computation encountered in quantum chemistry and physics. Our framework decomposes each contraction into smaller unit of tasks, represented by an abstraction referred to as iterators. We exploit an extra level of parallelism by having tasks across independent contractions executed concurrently through a dynamic load balancing run- time. We demonstrate the improved performance, scalability, and flexibility for the computation of tensor contraction expressions on parallel computers using examples from coupled cluster methods.

Optimizing Tensor Contraction Expressions for Hybrid CPU-GPU Execution

Tensor contractions are generalized multidimensional matrix multiplication operations that widely occur in quantum chemistry. Efficient execution of tensor contractions on Graphics Processing Units (GPUs) requires several challenges to be addressed, including index permutation and small dimension-sizes reducing thread block utilization. Moreover, to apply the same optimizations to various expressions, we need a code generation tool. In this paper, we present our approach to automatically generate CUDA code to execute tensor contractions on GPUs, including management of data movement between CPU and GPU. To evaluate our tool, GPU-enabled code is generated for the most expensive contractions in CCSD(T), a key coupledmore » cluster method, and incorporated into NWChem, a popular computational chemistry suite. For this method, we demonstrate speedup over a factor of 8.4 using one GPU (instead of one core per node) and over 2.6 when utilizing the entire system using hybrid CPU+GPU solution with 2 GPUs and 5 cores (instead of 7 cores per node). Finally, we analyze the implementation behavior on future GPU systems.« less

E-contracts express the rights and obligations of parties through a formal, digital representation of the contract provisions. In process intensive relationships, e-contracts contain business processes that a party promises to perform for the counter party, optionally allowing monitoring of the execution of the promised processes. In this paper, we describe an approach in which the counter party is allowed to control the process execution. This approach will lead to more flexible and efficient business relations which are essential in the context of modern, highly dynamic and complex collaborations among companies. We present a specification of the process controls available to the consumer and their support in the private process specification of the provider.

Paramax Space Systems began its mission as a member of the Rockwell Space Operations Company (RSOC) team which was the successful bidder on a massive operations consolidation contract for the Mission Operations Directorate (MOD) at JSC. The contract awarded to the team was the Space Transportation System Operations Contract (STSOC). Our initial challenge was to accept responsibility for a very large, highly complex and fragmented collection of software from eleven different contractors and transform it into a coherent, operational baseline. Concurrently, we had to integrate a diverse group of people from eleven different companies into a single, cohesive team. Paramax executives recognized the absolute necessity to develop a business culture based on the concept of employee involvement to execute and improve the complex process of our new environment. Our executives clearly understood that management needed to set the example and lead the way to quality improvement. The total quality management policy and the metrics used in this endeavor are presented.

Market-type mechanisms have been introduced and are being explored for various environmental programs. Several existing programs, however, have not attained the cost savings that were initially projected. Modeling that acknowledges the role of transactions costs and the discrete, bilateral, and sequential manner in which trades are executed should provide a more realistic basis for calculating potential cost savings. This paper presents empirical evidence on potential cost savings by examining a market for the abatement of sediment from farmland. Empirical results based on a market simulation model find no statistically significant change in mean abatement costs under several transaction cost levels when contracts are randomly executed. An alternative method of contract execution, gain-ranked, yields similar results. At the highest transaction cost level studied, trading reduces the total cost of compliance relative to a uniform standard that reflects current regulations.

For the second year running, hospitals are spending more on clinical outsourcing than on business services. The Eleventh Annual Contract Services Survey shows that, in clinical areas, executives use outsourcing to acquire specialized expertise with cost savings secondary. Reducing costs and FTEs are the primary reasons for outsourcing business operations. Business service contracts are more likely to meet expectations for cost savings. Overall, satisfaction levels are up, but in some areas there's still a lot of room for improvement. This report examines current trends in outsourcing, strategies for the future, satisfaction levels, the decisionmaking process, contract features, and costs.

The purpose of the TA-2 contract was to provide advanced launch vehicle concept definition and analysis to assist NASA in the identification of future launch vehicle requirements. Contracted analysis activities included vehicle sizing and performance analysis, subsystem concept definition, propulsion subsystem definition (foreign and domestic), ground operations and facilities analysis, and life cycle cost estimation. This document is part of the final report for the TA-2 contract. The final report consists of three volumes: Volume 1 is the Executive Summary, Volume 2 is Technical Results, and Volume 3 is Program Cost Estimates. The paper describes the design and implementation of an independent, third party contract monitoring service called Contract Compliance Checker (CCC). The CCC is provided with the specification of the contract in force, and is capable of observing and logging the relevant business-to-business (B2B) interaction events, in order to determine whether the actions of the business partners are consistent with the contract. A contract specification language called EROP (for Events, Rights, Obligations and Prohibitions) for the CCC has been developed based on business rules, that provides constructs to specify what rights, obligation and prohibitions become active and inactive after the occurrence of events related to the execution of business operations. The system has been designed to work with B2B industry standards such as ebXML and RosettaNet.

Bilateral movements increase sustained extensor force in the paretic arm.

Muscle weakness in the extensors poststroke is a common motor impairment. Unfortunately, research is unclear on whether bilateral movements increase extensor force production in the paretic arm. This study investigated sustained force production while stroke individuals maximally extended their wrist and fingers on their paretic arm. Specifically, we determined isometric force production in three conditions: (a) unilateral paretic arm, (b) unilateral nonparetic arm, and (c) bilateral (both arms executing the same movement simultaneously). Seventeen chronic stroke patients produced isometric sustained force by executing wrist and fingers extension in unilateral and bilateral contraction conditions. Mean force, force variability (coefficient of variation), and signal-to-noise ratio were calculated for each contraction condition. Analysis of two-way (Arm × Type of Condition: 2 × 2; Paretic or Nonparetic Arm × Unilateral or Bilateral Conditions) within-subjects ANOVAs revealed that the bilateral condition increased sustained force in the paretic arm, but reduced sustained force in the nonparetic arm. Further, although the paretic arm exhibited more force variability and less signal-to-noise ratio than the nonparetic arm during a unilateral condition, there were no differences when participants simultaneously executed isometric contractions with both arms. Our unique findings indicate that bilateral contractions transiently increased extensor force in the paretic arm. Implications for Rehabilitation Bilateral movements increased isometric wrsit extensor force in paretic arms and redcued force in nonparetic arms versus unilateral movements. Both paretic and nonparetic arms produced similar force variability and signal-to-noise ratio during bilateral movements. Increased sustained force in the paretic arm during the bilateral condition indicates that rehabilitation protocols based on bilateral movements may be beneficial for functional recovery.

Utilization of remote gas resources in developing countries continues to offer challenges and opportunities to producers and contractors. The Aguaytia Gas and Power Project is an example where perseverance and creativity resulted in successful utilization of natural gas resources in the Ucayali Region of Central Peru, a country which previously had no natural gas infrastructure. The resource for the project was first discovered by Mobil in 1961, and remained undeveloped for over thirty years due to lack of infrastructure and markets. Maple Gas won a competitively bid contract to develop the Aguaytia gas reserves in March of 1993. The challengesmore » facing Maple Gas were to develop downstream markets for the gas, execute contracts with Perupetro S.A. and other Peruvian government entities, raise financing for the project, and solicit and execute engineering procurement and construction (EPC) contracts for the execution of the project. The key to development of the downstream markets was the decision to generate electric power and transmit the power over the Andes to the main electrical grid along the coast of Peru. Supplemental revenue could be generated by gas sales to a small regional power plant and extraction of LPG and natural gasoline for consumption in the Peruvian market. Three separate lump sum contracts were awarded to Asea Brown Boveri (ABB) companies for the gas project, power project and transmission project. Each project presented its unique challenges, but the commonalities were the accelerated schedule, high rainfall in a prolonged wet season and severe logistics due to lack of infrastructure in the remote region. This presentation focuses on how the gas plant contractor, ABB Randall, working in harmony with the developer, Maple Gas, tackled the challenges to monetize a remote gas resource.« less

Balancing incentives in the compensation contracts of nonprofit hospital CEOs.

Given the considerable insight into corporate governance achieved through studies of executive compensation in proprietary firms it is surprising that executive contracting in nonprofit organizations remains largely unexplored. In this paper, we use the multitask principal agent model of Holmström and Milgrom [The Journal of Law, Economics and Organization 7 (1991) (Suppl.) 24] to argue that nonprofit hospitals represent an optimal response to information asymmetries between managers and boards. For a board with multidimensional objectives, the agency problem is getting top executives to distribute their efforts across all dimensions of the hospital's mission. The nonprofit form is preferred because the absence of high powered incentives such as share ownership reduces executives' incentives to place undue emphasis on improving financial performance at the expense of important but less observable tasks. Using newly available compensation data we test the model by comparing the conditional distributions of earnings for industrial and nonprofit hospital CEOs in Ontario. Our best estimates are that CEOs in publicly traded firms earn twice as much on average as those in similarly sized nonprofit hospitals but bear roughly eight times the income variance. Estimates of the associated degree of risk aversion are well within conventional bounds and are consistent with the trade-off between insurance and incentives predicted by the theory.

Business to business commerce of audiovisual material can be governed by electronic contracts, in the same way as digital licenses govern business to consumer transactions. The digital licenses for end users have been expressed either in proprietary formats or in standard Rights Expression Languages and they can be seen as the electronic replacement of distribution contracts and end user licenses. However, these languages fail to replace the rest of the contracts agreed along the complete Intellectual Property value chain. To represent their corresponding electronic counterpart licenses, a schema based on the standard eContracts and the Media Value Chain Ontology is presented here. It has been conceived to deal with a broader set of parties, to handle typical clauses found in the audiovisual market contracts, and to govern every transaction performed on IP objects.

Executive functioning is widely targeted when human cognition is assessed, but there is little consensus on how it should be operationalized and measured. Recognizing the difficulties associated with establishing standard operational definitions of executive functioning, the National Institute of Neurological Disorders and Stroke entered into a contract with the University of California-San Francisco to develop psychometrically robust executive measurement tools that would be accepted by the neurology clinical trials and clinical research communities. This effort, entitled Executive Abilities: Measures and Instruments for Neurobehavioral Evaluation and Research (EXAMINER), resulted in a series of tasks targeting working memory, inhibition, set shifting, fluency, insight, planning, social cognition and behavior. We describe battery conceptualization and development, data collection, scale construction based on item response theory, and lay the foundation for studying the battery's utility and validity for specific assessment and research goals.

TraceContract is an API (Application Programming Interface) for trace analysis. A trace is a sequence of events, and can, for example, be generated by a running program, instrumented appropriately to generate events. An event can be any data object. An example of a trace is a log file containing events that a programmer has found important to record during a program execution. Trace - Contract takes as input such a trace together with a specification formulated using the API and reports on any violations of the specification, potentially calling code (reactions) to be executed when violations are detected. The software is developed as an internal DSL (Domain Specific Language) in the Scala programming language. Scala is a relatively new programming language that is specifically convenient for defining such internal DSLs due to a number of language characteristics. This includes Scala s elegant combination of object-oriented and functional programming, a succinct notation, and an advanced type system. The DSL offers a combination of data-parameterized state machines and temporal logic, which is novel. As an extension of Scala, it is a very expressive and convenient log file analysis framework.

Standard form of contract is normally being used in Malaysia construction industry in establishing legal relation between contracting parties. Generally, most of Malaysia federal government construction project used PWD203A which is a standard form of contract to be used where Bills of Quantities Form Part of the Contract and it is issued by Public Works Department (PWD/JKR). On the other hand in Sarawak, the largest state in Malaysia, the state government has issued their own standard form of contract namely JKR Sarawak Form of Contract 2006. Even both forms have been used widely in construction industry; there is still lack of understanding on both forms. The aim of this paper is to identify significant provision on both forms of contract. Document analysis has been adopted in conducting an in-depth review on both forms. It is found that, both forms of contracts have differences and similarities on several provisions specifically matters to definitions and general; execution of the works; payments, completion and final account; and delay, dispute resolution and determination.

Efficient start-up phase in clinical trials is crucial to execution. The goal was to determine factors contributing to delays. The start-up milestones were assessed for 38 studies and analyzed. Total start-up time was shorter for following studies: device trials, no outsourcing, fewer ancillary services used and in interventional versus observational designs. The use of a centralized Institutional Review Board (IRB) versus a local IRB reduced time to approval. Studies that never enrolled took longer on average to finalize their budget/contract, and obtain IRB than ones that did enroll. Different features of clinical trials can affect timeline of start-up process. An understanding of the impact of each feature allows for optimization.

Proceed to a comparative analysis of the electromyographic (EMG) activity of the muscles rectus femoris, vastus medialis and vastus lateralis, and to assess muscle strength and fatigue after maximal isometric contraction during knee extension. Eighteen patients with post-polio syndrome, age and weight matched, were utilized in this study. The signal acquisition system utilized consisted of three pairs of surface electrodes positioned on the motor point of the analyzed muscles. It was possible to observe with the results of this study a decreased endurance on initial muscle contraction and during contraction after 15 minutes of the initial maximal voluntary contraction, along with a muscle fatigue that was assessed through linear regression executed with Pearson's test. There were significant differences among the comparative analysis of EMG activity of the muscles rectus femoris, vastus medialis and vastus lateralis after maximal isometric contraction during knee extension. Initial muscle contraction and contraction after a 15 minute-rest from initial contraction decreased considerably, indicating a decreased endurance on muscle contraction, concluding that a lower limb muscle fatigue was present on the analyzed PPS patients.

Hydraulic shock waves in an inclined chute contraction

A chute contraction is a common structure used in hydraulic engineering for typical reasons such as increase of bottom slope, transition from side channel intakes to tunnel spillways, reduction of chute width due to bridges, transition structures in flood diversion works, among others. One of the significant chute contractions in Taiwan is that used in the Yuanshantzu Flood Diversion Project of Keelung River. The diversion project is designed to divert flood water from upper Keelung River into East Sea with a capasity of 1,310 cubic meters per second for mitigating the flood damage of lower part of Keelung River basin in Northern Taiwan. An inclined chute contraction is used to connect Keelung River and a diversion turnel. The inlet and outlet works of the diversion project is located at Ruifang in the Taipei County of north Taiwan. The diameter of diversion tunnel is 12 meters and the total length of tunnel is 2,484 meters. The diversion project has been completed and successfully executed many times since 2004 to lower the water level of Keelung River in typhoon seasons for avioding flooding problems in the lower part of Keelung River basin. Flow in a chute contraction has complicated flow pattern due to the existence of shock waves in it. A simple and useful calculation procedure for the maximum height and its position of shock waves is essentially needed for the preliminary design stage of a chute contraction. Hydraulic shock waves in an inclined chute contraction were experimentally and numerically investigated in this study with the consideration of the effects of sidewall deflection angle, bottom inclination angle and Froude number of approaching flow. The flow pattern of hydraulic shock waves in a chute contraction was observed. The main issue of designing chute contraction is to estimate the height and position of maximum shock wave for the consideration of freeboards. Achieving this aim, the experimental data are adopted and analyzed for the shock angle, the height of maximum shock wave and the corresponding position of maximum shock wave. The dimensionless relations for the shock angle, the height of maximum shock wave and the corresponding position of maximum shock wave are obtained by regression analysis. These empirical regression relations, basically relating to the sidewall deflection angle, bottom angle and approach Froude number, are very useful for further practical engineering applications in chute contraction design for avoiding flow overtopping.

The execution of systematic measurements on plane cascades

The present state of development of the experimental technique regarding the flow through cascades and several points to be specially observed in the design of cascade wind tunnels were discussed. The equations required for the evaluation of the momentum measurements in two dimensional flow through cascades were developed. Regarding the effect of the jet contraction due to the boundary layer along the side walls a simple method for correction was also given in order to obtain two dimensional flow characteristics. Also given were the equations for the evaluation of the pressure distribution measurements. Another contribution was made regarding the presentation of the test results in the form of nondimensional quantities. The results of systematic measurements of cascades with symmetrical aerofoil were reported, and the above suggested method was applied for the evaluation of the measurements.

To compare views of nurse executives with those of nurses who have left the profession on the importance of retention strategies. Although much has been written about nursing turnover, there continues to be dissonance among decision makers as to why nurses leave the profession and what the most crucial issues are for retention. Factor analysis was undertaken to compare responses of nurse executives with those of nurses employed outside of nursing. Contract requirements represented the greatest discrepancy, 1.07, followed by legal and employer issues, 1.02; worklife/homelife balance, 0.91; external values and beliefs about nursing, 0.75; and professional practice, 0.29. A disparity exists between perceptions of nurse executives and those of nurses who have left the profession as to which issues are most critical in retention. We suggest that nurse executives ensure sufficient organizational support for nursing unit managers who are more likely to understand methods of retaining nurses at the clinical interface.

On the role of environmental corruption in healthcare infrastructures: An empirical assessment for Italy using DEA with truncated regression approach.

This paper investigates empirically whether the institutional features of the contracting authority as well as the level of 'environmental' corruption in the area where the work is localised affect the efficient execution of public contracts for healthcare infrastructures. A two-stage Data Envelopment Analysis (DEA) is carried out based on a sample of Italian public contracts for healthcare infrastructures during the period 2000-2005. First, a smoothed bootstrapped DEA estimator is used to assess the relative efficiency in the implementation of each single infrastructure contract. Second, the determinants of the efficiency scores variability are considered, paying special attention to the effect exerted by 'environmental' corruption on different types of contracting authorities. Our results show that the performance of the contracts for healthcare infrastructures is significantly affected by 'environmental' corruption. Furthermore, healthcare contracting authorities are, on average, less efficient and the negative effect of corruption on efficiency is greater for this type of public procurers. The policy recommendation coming out of the study is to rely on 'qualified' contracting authorities since not all the public bodies have the necessary expertise to carry on public contracts for healthcare infrastructures efficiently. Performance-Based Risk-Sharing Arrangements: U.S. Payer Experience.

As a result of global concern about rising drug costs, many U.S. payers and European agencies such as the National Health Service have partnered with pharmaceutical companies in performance-based risk-sharing arrangements (PBRSAs) by which manufacturers share financial risk with health care purchasing entities and authorities. However, PBRSAs present many administrative and legal challenges that have minimized successful contract experiences in the United States. To (a) identify drug and disease characteristics and contract components that contribute to successful PBRSA experiences and the primary barriers to PBRSA execution and (b) explore solutions to facilitate contract negotiation and execution. A 37-item, web-based survey instrument (Qualtrics), approximately 20 minutes in duration, was open during July and August 2016. The survey was emailed to 90 pharmacy and medical directors of various health care organizations. Statistical analysis included the Kruskal-Wallis test and chi-square tests to examine differences among payer responses. Survey responses were anonymized and data were aggregated. Twenty-seven individuals completed the survey (30% completion rate). The majority of respondents worked for regional health plans (52%, n = 14), covering at least 1 million lives (63%, n = 17), with at least 7 years of managed care experience (81%, n = 22). A total of 51 PBRSAs were active among respondents at the time of the survey. Easily obtainable and evaluable drug data and medical data were the most important drug and disease attributes for successful PBRSAs, respectively. Pharmacy claims and patient demographic data were assessed as "very easy and inexpensive" to collect. Type and amount of manufacturer payment for drug outcome performance failure, endpoint measurement, and necessary clinical data for drug performance measurement were all critical factors for successful PBRSAs. Standardized contract templates and transparent contract financial risk evaluation and modeling ranked highest among methods of manufacturer facilitation of PBRSAs. This study was limited by sample size and survey questions were limited to explanation of PBRSAs at the disease state level. On the basis of PBRSA experiences, respondents noted that drug use in chronic medical conditions and objective drug outcome performance measurements were favorable drug characteristics and serve as the primary source of satisfaction for these types of contracts. Third parties and manufacturers can facilitate the uptake and success of PBRSAs by developing standardized contracting templates in addition to other methods that increase their stake in the arrangement. Looking forward, mounting perceptions of success in this realm of contracting for pharmaceuticals may contribute in the quest for value-based payments in the U.S. health care system. Geoengineering has been proposed to deal partially with the consequences ofanthropogenic global warming. This is composed of two strands - fast acting,incomplete but inexpensive solar radiation management; and carbon dioxide removal,which (if enacted quickly) has the potential to be a complete solution. We propose asystem of smart contracts, executed and made transparent by the blockchain, toprovide an economically and environmentally complete solution to carbon emissions atthe point of combustion. This will integrate CDR futures contracts and SRM carboncredits to ensure that all emissions are fully and transactionally disposed of at themoment of release. Specifically, we suggest use of an SRM 'bridge' contract, tocounter the warming caused between CDR economic activity being undertaken, andthe resultant drawdown of carbon occurring.
