The memorandum directs the White House Office of Science and Technology Policy to develop a strategy within 120 days that ensures that "the selection of scientists and technology professionals for science and technology positions in the executive branch is based on those individuals' scientific and technological knowledge, credentials, and experience; agencies make available to the public the scientific or technological findings or conclusions considered or relied upon in policy decisions; agencies use scientific and technological information that has been subject to well-established scientific processes such as peer review; and agencies have appropriate rules and procedures to ensure the integrity of the scientific process within the agency, including whistleblower protection."

This Technical Memorandum (TM) was generated as an overall Ares V summary from the Lunar Capabilities Concept Review (LCCR) through Phase A-Cycle 3 (PA-C3) with the intent that it may be coupled with separately published appendices for a more detailed, integrated narrative. The Ares V has evolved from the initial point of departure (POD) 51.00.48 LCCR configuration to the current candidate POD, PA-C3D, and the family of vehicles concept that contains vehicles PA-C3A through H. The logical progression from concept to POD vehicles is summarized in this TM and captures the trade space and performance of each. The family-of-vehicles concept was assessed during PA-C3 and offered flexibility in the path forward with the ability to add options deemed appropriate. A description of each trade space is given in addition to a summary of each Ares V element. The Ares V contributions to a Mars campaign are also highlighted with the goal of introducing Ares V capabilities within the trade space. The assessment of the Ares V vehicle as it pertains to Mars missions remained locked to the architecture presented in Mars Design Reference Authorization 5.0 using the PA-C3D vehicle configuration to assess Mars transfer vehicle options, in-space EDS capabilities, docking adaptor and propellant transfer assessments, and lunar and Mars synergistic potential.

Twenty-three missions were flown using the EPA's panoramic camera to obtain color and color infrared photographs of landslide and flood damage in Utah. From the state's point of view, there were many successes. The biggest single obstacle to smooth and continued performance was unavailable aircraft. The Memorandum of Understanding between the State of Utah, the Environmental Protection Agency, and the Center for Remote Sensing and Cartography is included along with forms for planning enviropod missions, for requesting flights, and for obtaining feedback from participating agencies.

Main-stem reservoirs were constructed and agricultural production flourished to the point of crop surpluses in the Missouri River basin. Consequently, the irrigation that was promised for the upper-basin states was not pursued as originally planned. The result was unappropriated surplus water available for commitments to future use. In recent years, when the nation's need for increased energy production became a reality, attention began focusing on the actual commitments of those surpluses. Conflicts between water for energy and water for agriculture were inevitable. On February 24, 1975 Secretaries of the Army and Interior entered into a ''Memorandum of Understanding'' concerning themore » marketing of surplus water from six reservoirs on the main stem of the Missouri River. The memorandum was executed in order to expedite plans for using large amounts of coal in the Dakotas, Montana, and Wyoming for developing new energy supplies. The purpose of the memorandum was to permit the possible execution of industrial-water-service contracts of approximately one million acre feet of main-stem storage water. This Comment examines two initial questions raised by the Federal proposals to sell impounded reservoir water to industrial users. First, what are the rights or powers of the states to control water within their borders, and second, what legal authority, constitutional, legislative, or otherwise, do the Departments of the Interior and Army have for industrial water marketing from Federal reservoirs. Other collateral yet significant issues are considered as well. This plan is issued in response to the Executive Office of the President's February 22, 2013, Office of Science and Technology Policy (OSTP) Memorandum for the Heads of Executive Departments and Agencies, "Increasing Access to the Results of Federally Funded Scientific Research." Through this memorandum, OSTP directed all agencies with more than $100 million in annual research and development expenditures to prepare a plan for improving the public's access to the results of federally funded research. The National Aeronautics and Space Administration (NASA) invests on the order of $3 billion annually in fundamental and applied research and technology development1 across a broad range of topics, including space and Earth sciences, life and physical sciences, human health, aeronautics, and technology. Promoting the full and open sharing of data with research communities, private industry, academia, and the general public is one of NASA's longstanding core values. For example, NASA's space and suborbital mission personnel routinely process, archive, and distribute their data to researchers around the globe. In September 1989, a Memorandum of Agreement among DOE offices regarding the environmental management of DOE facilities was signed by appropriate Assistant Secretaries and Directors. This Memorandum of Agreement established the criteria for EM line responsibility. It stated that EM would be responsible for all DOE facilities, operations, or sites (1) that have been assigned to DOE for environmental restoration and serve or will serve no future production need; (2) that are used for the storage, treatment, or disposal of hazardous, radioactive, and mixed hazardous waste materials that have been properly characterized, packaged, and labelled, but are not used formore » production; (3) that have been formally transferred to EM by another DOE office for the purpose of environmental restoration and the eventual return to service as a DOE production facility; or (4) that are used exclusively for long-term storage of DOE waste material and are not actively used for production, with the exception of facilities, operations, or sites under the direction of the DOE Office of Civilian Radioactive Waste Management. As part of the implementation of the Memorandum of Agreement, Field Offices within DOE submitted their listings of facilities, systems, operation, and sites for which EM would have line responsibility. It is intended that EM facility listings will be revised on a yearly basis so that managers at all levels will have a valid reference for the planning, programming, budgeting and execution of EM activities.« less

In an effort to both consolidate and critically appraise this information, rhinologic experts from around the world have produced the International Consensus Statement on Allergy and Rhinology: Rhinosinusitis (ICAR:RS). This executive summary consolidates the findings of the ICAR:RS document. ICAR:RS presents over 140 topics in the forms of evidence-based reviews with recommendations (EBRRs) and evidence-based reviews (EBR). The Convention on Biodiversity mandates a new approach to the discovery of natural product drugs, one that incorporates concepts of national ownership of genetic resources, intellectual property rights in traditional knowledge, and sharing of economic benefits with countries that are the source of new natural products. The International Cooperative Biodiversity Group (ICBG) program was established to support experimentation in implementation of the Convention through development and execution of international agreements for bioprospecting. The agreement of one such ICBG program, between the University of Illinois at Chicago and institutions in Vietnam and Laos, is presented here. The core elements contained in the single, five-way Memorandum of Agreement are the arrangements for intellectual property rights, treatment of informed consent, and plans for benefit-sharing (including the sharing of short- and long-term royalty benefits, capacity building, and community reciprocity). Program participants were able to develop a practical and flexible agreement that satisfies the wishes of all institutions that are parties to it.

Microgravity experiments took place during the Apollo 14, 16, and 17 missions and consisted of four experiments in various materials processing concentrations with two of the four experiments taking place over the course of two missions. The safety evaluation report (SER) for Galileo was prepared by the Interagency Nuclear Safety Review Panel (INSRP) coordinators in accordance with Presidential directive/National Security Council memorandum 25. The INSRP consists of three coordinators appointed by their respective agencies, the Department of Defense, the Department of Energy (DOE), and the National Aeronautics and Space Administration (NASA). These individuals are independent of the program being evaluated and depend on independent experts drawn from the national technical community to serve on the five INSRP subpanels. The Hanford Site’s currently maintained Composite Analysis, originally completed in 1998, requires an update. A previous update effort was undertaken by the U.S. Department of Energy (DOE) in 2001-2005, but was ended before completion to allow the Tank Closure & Waste Management Environmental Impact Statement (TC&WM EIS) (DOE/EIS-0391) to be prepared without potential for conflicting sitewide models. This EIS was issued in 2012, and the deferral was ended with guidance in memorandum “Modeling to Support Regulatory Decision Making at Hanford” (Williams, 2012) provided with the aim of ensuring subsequent modeling is consistent with the EIS.

Prelaunch processing scenarios are described and the required facility modifications and new facility requirements are analyzed. Flight vehicle design recommendations to enhance launch processing are discussed. Processing approaches to integrate LRB with existing STS launch operations are evaluated. The key features and significance of launch site transition to a new STS configuration in parallel with ongoing launch activities are enumerated. The available allergic rhinitis (AR) literature continues to grow. Critical evaluation and understanding of this literature is important to appropriately utilize this knowledge in the care of AR patients. The International Consensus statement on Allergy and Rhinology: Allergic Rhinitis (ICAR:AR) has been produced as a multidisciplinary international effort. This Executive Summary highlights and summarizes the findings of the comprehensive ICAR:AR document. The ICAR:AR document was produced using previously described methodology. Specific topics were developed relating to AR. Each topic was assigned a literature review, evidence-based review (EBR), or evidence-based review with recommendations (EBRR) format as dictated by available evidence and purpose within the ICAR:AR document. Following iterative reviews of each topic, the ICAR:AR document was synthesized and reviewed by all authors for consensus. Over 100 individual topics related to AR diagnosis, pathophysiology, epidemiology, disease burden, risk factors, allergy testing modalities, treatment, and other conditions/comorbidities associated with AR were addressed in the comprehensive ICAR:AR document. Herein, the Executive Summary provides a synopsis of these findings. In the ICAR:AR critical review of the literature, several strengths were identified. In addition, significant knowledge gaps exist in the AR literature where current practice is not based on the best quality evidence; these should be seen as opportunities for additional research. The ICAR:AR document evaluates the strengths and weaknesses of the AR literature. This Executive Summary condenses these findings into a short summary. The reader is also encouraged to consult the comprehensive ICAR:AR document for a thorough description of this work. © 2018 ARS-AAOA, LLC.

Specifically this report identifies potential space communication applications of MMICs, assesses the impact of MMIC on the classes of systems that were identified, determines the present status and probable 10-year growth in capability of required MMIC and competing technologies, identifies the applications most likely to benefit from further MMIC development, and presents recommendations for NASA development activities to address the needs of these applications.

All wastes placed in the WIPP arrive at the site processed and packaged; no waste processing is done at the WIPP. All wastes placed into the WIPP are retrievable. Space Station Freedom and its associated labs, coupled with the availability of new computing and communications technologies, have the potential for significantly enhancing scientific research. A Telescience Testbed Pilot Program (TTPP), aimed at developing the experience base to deal with issues in the design of the future information system of the Space Station era. The testbeds represented four scientific disciplines (astronomy and astrophysics, earth sciences, life sciences, and microgravity sciences) and studied issues in payload design, operation, and data analysis. In March 2009, President Barack Obama issued a memorandum on the subject of scientific integrity in which he stated emphatically, 'Science and the scientific process must inform and guide decisions of my Administration on a wide range of issues, including improvement of public health, protection of the environment, increased efficiency in the use of energy and other resources, mitigation of the threat of climate change, and protection of national security.” The president charged John Holdren, director of the Office of Science and Technology Policy (OSTP), with developing specific recommendations “for ensuring the highest level of integrity in all aspects of the executive branch's involvement with scientific and technological processes.” On Friday, 17 December, OSTP released federal department and agency guidelines for implementing the administration’s policies on scientific integrity.

Beamed-Energy Propulsion (BEP): Considerations for Beaming High Energy-Density Electromagnetic Waves Through the Atmosphere

A study to determine the feasibility of employing beamed electromagnetic energy for vehicle propulsion within and outside the Earth's atmosphere was co-funded by NASA and the Defense Advanced Research Projects Agency that began in June 2010 and culminated in a Summary Presentation in April 2011. A detailed report entitled "Beamed-Energy Propulsion (BEP) Study" appeared in February 2012 as NASA/TM-2012-217014. Of the very many nuances of this subject that were addressed in this report, the effects of transferring the required high energy-density electromagnetic fields through the atmosphere were discussed. However, due to the limitations of the length of the report, only a summary of the results of the detailed analyses were able to be included. It is the intent of the present work to make available the complete analytical modeling work that was done for the BEP project with regard to electromagnetic wave propagation issues. In particular, the present technical memorandum contains two documents that were prepared in 2011. The first one, entitled "Effects of Beaming Energy Through the Atmosphere" contains an overview of the analysis of the nonlinear problem inherent with the transfer of large amounts of energy through the atmosphere that gives rise to thermally-induced changes in the refractive index; application is then made to specific beamed propulsion scenarios. A brief portion of this report appeared as Appendix G of the 2012 Technical Memorandum. The second report, entitled "An Analytical Assessment of the Thermal Blooming Effects on the Propagation of Optical and Millimeter- Wave Focused Beam Waves For Power Beaming Applications" was written in October 2010 (not previously published), provides a more detailed treatment of the propagation problem and its effect on the overall characteristics of the beam such as its deflection as well as its radius. Comparisons are then made for power beaming using the disparate electromagnetic wavelengths of 1.06 microns and 2.0 millimeters..

The goal of the workshop was to bring together experts in the fields of workload and training and representatives from the Dept. of Defense and industrial organizations who are reponsible for specifying, building, and managing advanced, complex systems. The challenging environments and requirements imposed by military helicopter missions and space station operations were presented as the focus for the panel discussions. The workshop permitted a detailed examination of the theoretical foundations of the fields of training and workload, as well as their practical applications. Furthermore, it created a forum where government, industry, and academic experts were able to examine each other's concepts, values, and goals. The discussions pointed out the necessity for a more efficient and effective flow of information among the groups respresented. NASA Technical Memorandum TM-2004-213151 covers topics concerning high concentration hydrogen peroxide including fire and explosion hazards, material and fluid reactivity, materials selection information, personnel and environmental hazards, physical and chemical properties, analytical spectroscopy, specifications, analytical methods, and material compatibility data. A summary of hydrogen peroxide-related accidents, incidents, dose calls, mishaps and lessons learned is included. The manual draws from art extensive literature base and includes recent applicable regulatory compliance documentation. The manual may be obtained by United States government agencies from NASA Johnson Space Center and used as a reference source for hazards and safe handling of hydrogen peroxide.

Expert knowledge may compensate for age-related declines in basic cognitive and sensory-motor abilities in some skill domains. We investigated the influence of age and aviation expertise (indexed by Federal Aviation Administration pilot ratings) on longitudinal flight simulator performance. Over a 3-year period, 118 general aviation pilots aged 40 to 69 years were tested annually, in which their flight performance was scored in terms of 1) executing air-traffic controller communications; 2) traffic avoidance; 3) scanning cockpit instruments; 4) executing an approach to landing; and 5) a flight summary score. More expert pilots had better flight summary scores at baseline and showed less decline over time. Secondary analyses revealed that expertise effects were most evident in the accuracy of executing aviation communications, the measure on which performance declined most sharply over time. Regarding age, even though older pilots initially performed worse than younger pilots, over time older pilots showed less decline in flight summary scores than younger pilots. Secondary analyses revealed that the oldest pilots did well over time because their traffic avoidance performance improved more vs younger pilots. These longitudinal findings support previous cross-sectional studies in aviation as well as non-aviation domains, which demonstrated the advantageous effect of prior experience and specialized expertise on older adults' skilled cognitive performances.

The purpose of the Office of Aeronautics and Space Technology (OAST) In-Space Technology Experiment Program (In-STEP) 1988 Workshop was to identify and prioritize technologies that are critical for future national space programs and require validation in the space environment, and review current NASA (In-Reach) and industry/university (Out-Reach) experiments. A prioritized list of the critical technology needs was developed for the following eight disciplines: structures; environmental effects; power systems and thermal management; fluid management and propulsion systems; automation and robotics; sensors and information systems; in-space systems; and humans in space. This is part one of two parts and is the executive summary and experiment description. The executive summary portion contains keynote addresses, strategic planning information, and the critical technology needs summaries for each theme. The experiment description portion contains brief overviews of the objectives, technology needs and backgrounds, descriptions, and development schedules for current industry, university, and NASA space flight technology experiments.

The first two volumes of this Technical Memorandum provide comprehensive guidance to designers of intelligent systems for real-time fault management of space systems, with the objective of achieving more effective human interaction. This report provides an analysis of the material discussed in the Technical Memorandum. It clarifies what it means for an intelligent system to be a team player, and how such systems are designed. It identifies significant intelligent system design problems and their impacts on reliability and usability. Where common design practice is not effective in solving these problems, we make recommendations for these situations. In this report, we summarize the main points in the Technical Memorandum and identify where to look for further information.

The requirements for experimentation in non-human primates, the availability of suitable animals for malaria vaccine studies, and the criteria for testing candidate vaccines are considered. In March 1993, the Governments of the Sultanate of Oman and India executed a Memorandum of Understanding for a long term Gas Supply Contract to transport natural gas from Oman to India by pipeline. A feasibility study was undertaken to determine if such a pipeline was technically achievable and economically attractive. Work was initiated with a consortium of internationally recognized major design and construction firms, as well as with consultants knowledgeable in gas supply and demand in the region. Alternative gas supply volumes as well as two distinct pipeline routes were analyzed in significant detail. As a result of thismore » work, it was concluded that a pipeline crossing, taking a direct route from Oman to India, is economically and technically feasible. In September, 1994, the Agreement on Principal Terms for supply of gas to India from Oman was agreed by the respective governmental authorities. The project and its status are described.« less

This report provides a detailed summary of the activities carried out to sample groundwater at Waste Area Grouping (WAG) 6. The analytical results for samples collected during Phase 1, Activity 2 of the WAG 6 Resource Conservation and Recovery Act Facility Investigation (RFI) are also presented. In addition, analytical results for Phase 1, activity sampling events for which data were not previously reported are included in this TM. A summary of the groundwater sampling activities of WAG 6, to date, are given in the Introduction. The Methodology section describes the sampling procedures and analytical parameters. The Astrotech 21 Optical Systems Technology Workshop was held in Pasadena, California on March 6-8, 1991. The purpose of the workshop was to examine the state of Optical Systems Technology at the National Aeronautics Space Administration (NASA), and in industry and academia, in view of the potential Astrophysics mission set currently being considered for the late 1990's through the first quarter of the 21st century. The principal result of the workshop is this publication, which contains an assessment of the current state of the technology, and specific technology advances in six critical areas of optics, all necessary for the mission set. The workshop was divided into six panels, each of about a dozen experts in specific fields, representing NASA, industry, and academia. In addition, each panel contained expertise that spanned the spectrum from x-ray to submillimeter wavelengths. This executive summary contains the principal recommendations of each panel.
