    This External Review Draft version of this assessment updates three earlier drafts (1999, 1998 and 1994) that were reviewed by the Clean Air Scientific Advisory Committee (CASAC) of the Agency's Science Advisory Board (SAB). The assessment characterizes the possible human health hazards and related exposure-response aspects of those hazards related to environmental exposure to diesel exhaust. The final assessment will incorporate peer review comments provided by the CASAC in 2000 and will take acount of public comments received during the public review period. This is a health hazard assessment. The purpose of the assessment is to identify the key health hazards associated with environmental exposure to diesel exhaust. Information from earlier draft versions of this assessment were used to support EPA regulatory decision making about emission controls for On Road Heavy Duty Diesel Engines and Off Road Diesel Engine Emissions. Also information from the assessment contributes to a nationwide analysis of air toxics to determine the highest public health priorities for future air pollution control programs.

    An external combustor for a gas turbine engine has a cyclonic combustion chamber into which combustible gas with entrained solids is introduced through an inlet port in a primary spiral swirl. A metal draft sleeve for conducting a hot gas discharge stream from the cyclonic combustion chamber is mounted on a circular end wall of the latter adjacent the combustible gas inlet. The draft sleeve is mounted concentrically in a cylindrical passage and cooperates with the passage in defining an annulus around the draft sleeve which is open to the cyclonic combustion chamber and which is connected to a source of secondary air. Secondary air issues from the annulus into the cyclonic combustion chamber at a velocity of three to five times the velocity of the combustible gas at the inlet port. The secondary air defines a hollow cylindrical extension of the draft sleeve and persists in the cyclonic combustion chamber a distance of about three to five times the diameter of the draft sleeve. The hollow cylindrical extension shields the drive sleeve from the inlet port to prevent discharge of combustible gas through the draft sleeve.

In December 2004, EPA’s Science Policy Council created a cross-Agency workgroup to identify and describe the issues EPA must address to ensure protection of human health and the environment as this new technology is developed. The draft white paper on nanotechnology is the product of the workgroup. The draft white paper describes the technology, and provides a discussion of the potential environmental benefits of nanotechnology and its applications that can foster sustainable use of resources. Risk management issues and the Agency’s statutory mandates are outlined, followed by an extensive discussion of risk assessment issues. The paper identifies research needs for both environmental applications and implications of nanotechnology and concludes with recommendations on next steps for addressing science policy issues and research needs.     EPA announced that the Second External Review Draft of the Integrated Science Assessment (ISA) for Carbon Monoxide (CO) and related Annexes was made available for independent peer review and public review. This draft ISA document represents a concise synthesis and evaluation of the most policy-relevant science and will ultimately provide the scientific bases for EPA's decision regarding whether the current standards for CO sufficiently protect public health and the environment. Section 108(a) of the Clean Air Act directs the EPA Administrator to identify certain pollutants that “cause or contribute to air pollution which may reasonably be anticipated to endanger public health or welfare” and to issue air quality criteria for them. These air quality criteria are to “accurately reflect the latest scientific knowledge useful in indicating the kind and extent of all identifiable effects on public health or welfare which may be expected from the presence of such pollutant in the ambient air….” Under section 109 of the Act, EPA is to establish national ambient air quality standards (NAAQS) for each pollutant for which EPA has issued criteria. Section 109(d) of the Act requires periodic review and, if appropriate, revision of existing air quality criteria to reflect advances in scientific knowledge on the effects of the pollutant on public health or welfare. EPA is also to revise the NAAQS, if appropriate, based on the revised air quality criteria.

    Natural disasters, industrial accidents, terrorism attacks, and pandemics all have the capacity to result in large numbers of critically ill or injured patients. This supplement provides suggestions for all those involved in a disaster or pandemic with multiple critically ill patients, including front-line clinicians, hospital administrators, professional societies, and public health or government officials. The field of disaster medicine does not have the required body of evidence needed to undergo a traditional guideline development process. In result, consensus statement-development methodology was used to capture the highest-caliber expert opinion in a structured, scientific approach. Task Force Executive Committee members identified core topic areas regarding the provision of care to critically ill or injured patients from pandemics or disasters and subsequently assembled an international panel for each identified area. International disaster medicine experts were brought together to identify key questions (in a population, intervention, comparator, outcome [PICO]-based format) within each of the core topic areas. Comprehensive literature searches were then conducted to identify studies upon which evidence-based recommendations could be made. No studies of sufficient quality were identified. Therefore, the panel developed expert opinion-based suggestions that are presented in this supplement using a modified Delphi process. A total of 315 suggestions were drafted across all topic groups. After two rounds of a Delphi consensus-development process, 267 suggestions were chosen by the panel to include in the document and published in a total of 12 manuscripts composing the core chapters of this supplement. Draft manuscripts were prepared by the topic editor and members of the working groups for each of the topics, producing a total of 11 papers. Once the preliminary drafts were received, the Executive Committee (Writing Committee) then met to review, edit, and promote alignment of all of the primary drafts of the manuscripts prepared by the topic editors and their groups. The topic editors then revised their manuscripts based on the Executive Committee's edits and comments. The Writing Committee subsequently reviewed the updated drafts and prepared the final manuscripts for submission to the Guidelines Oversight Committee (GOC). The manuscripts subsequently underwent review by the GOC, including external review as well as peer review for the journal publication. The Writing Committee received the feedback from the reviewers and modified the manuscripts as required. Based on a robust and transparent process, this project used rigorous methodology to produce clinically relevant, trustworthy consensus statements, with the aim to provide needed guidance on treatment and procedures for practitioners, hospital administrators, and public health and government officials when addressing the care of critically ill or injured patients in disasters or pandemics.

The draft National Shoreline Data Content Standard is intended to enhance the shoreline framework by providing technical guidance on shoreline semantics, data structures and their relationships to builders and users of shoreline data. The geographical scope of the draft standard comprises all shorelines of navigable waters within the United States and its territories. The primary intended users of the National Shoreline Data Content Standard are the mapping, shoreline engineering, coastal zone management, flood insurance, and natural resource management communities. The FGDC invites all stakeholders to comment on this draft standard to ensure that it meets their needs.     Shortly after the International Agency for Research on Cancer (IARC) determined that formaldehyde causes leukemia, the United States Environmental Protection Agency (EPA) released its Draft IRIS Toxicological Review of Formaldehyde ("Draft IRIS Assessment"), also concluding that formaldehyde causes leukemia. Peer review of the Draft IRIS Assessment by a National Academy of Science committee noted that "causal determinations are not supported by the narrative provided in the draft" (NRC 2011). They offered recommendations for improving the Draft IRIS assessment and identified several important research gaps. Over the six years since the NRC peer review, significant new science has been published. We identify and summarize key recommendations made by NRC and map them to this new science, including extended analysis of epidemiological studies, updates of earlier occupational cohort studies, toxicological experiments using a sensitive mouse strain, mechanistic studies examining the role of exogenous versus endogenous formaldehyde in bone marrow, and several critical reviews. With few exceptions, new findings are consistently negative, and integration of all available evidence challenges the earlier conclusions that formaldehyde causes leukemia. Given formaldehyde's commercial importance, environmental ubiquity and endogenous production, accurate hazard classification and risk evaluation of whether exposure to formaldehyde from occupational, residential and consumer products causes leukemia are critical.     In July 2015, the U.S. Food and Drug Administration (FDA) posted a new draft guidance entitled "Testicular Toxicity: Evaluation during Drug Development Guidance for Industry," with a 90-day public comment period. As the nonclinical assessment of testicular toxicity often relies on the expert interpretation of pathology affecting the male reproductive tract, this draft guidance is considered directly relevant to the toxicologic pathology community. Therefore, a working group was formed through the Scientific and Regulatory Policy Committee of the Society of Toxicologic Pathologists (STPs) to provide a detailed review of the draft guidance. Specific comments on the guidance were submitted to the FDA by the STP. The draft guidance and all comments received are currently under review with the FDA. This commentary provides a summary of the components of the draft guidance and the comments submitted by the STP with acknowledgment of different perspectives reflected in comments from other respondents. © The Author(s) 2016.

    In October 2006, a new revision of the draft guideline (OECD Guideline for the Testing of Chemicals, Proposal for a New Guideline 426. Developmental Neurotoxicity Study) and Draft Document of the Retrospective Performance Assessment (RPA) of the Draft Test Guideline 426 on Developmental Neurotoxicity were distributed following incorporation of the results of the Expert Consultation Meeting in Tokyo on May 24-26, 2005. The draft guideline consists of 50 paragraphs and an appendix with 102 references; and the draft RPA consists of 37 paragraphs with 109 references. National coordinators were requested to arrange for national expert reviews of these draft documents in their member countries. Members of the Developmental Neurotoxicology (DNT) Committee of the Japanese Teratology Society (JTS) reviewed, discussed, and commented on the draft Test Guideline Proposal. The DNT Committee of the JTS also commented on the draft document of the RPA. These comments were sent to the OECD Secretariat. The DNT Committee of the JTS expects the comments to be useful for the finalization of these draft documents.

    This draft document provides EPA’s evaluation and synthesis of the most policy-relevant science related to the health effects of sulfur oxides. When final, it will provide a critical part of the scientific foundation for EPA’s decision regarding the adequacy of the current primary (health-based) National Ambient Air Quality Standard (NAAQS) for sulfur dioxide. The references considered for inclusion in or cited in the external review draft ISA are available at https://hero.epa.gov/hero/sulfur-oxides. The intent of the ISA, according to the CAA, is to “accurately reflect the latest scientific knowledge expected from the presence of [a] pollutant in ambient air” (U.S. Code, 1970a, 1970b). It includes an assessment of scientific research from atmospheric sciences, exposure sciences, dosimetry, mode of action, animal and human toxicology, and epidemiology. Key information and judgments formerly found in the Air Quality Criteria Documents (AQCDs) for sulfur oxides (SOx) are included; Annexes provide additional details supporting the ISA. Together, the ISA and Annexes serve to update and revise the last SOx ISA which was published in 2008.

  17. Developing young adults' representational competence through infographic-based science news reporting

    This study presents descriptive analysis of young adults' use of multiple representations in the context of science news reporting. Across one semester, 71 high school students, in a socioeconomically diverse suburban secondary school in Midwestern United States, participated in activities of researching science topics of their choice and producing infographic-based science news for possible online publication. An external editor reviewed their draft infographics and provided comments for subsequent revision. Students also provided peer feedback to the draft version of infographics using an online commentary tool. We analysed the nature of representations students used as well as the comments from peer and the editor feedback. Results showed both students' capabilities and challenges in learning with representations in this context. Students frequently rely on using certain kinds of representations that are depictive in nature, and supporting their progress towards using more abstract representations requires special attention and identifying learning gaps. Results also showed that students were able to determine representational adequacy in the context of providing peer feedback. The study has implication for research and instruction using infographics as expressive tools to support learning.

    EPA has announced that the Second External Review Draft of the Integrated Science Assessment (ISA) for Oxides of Nitrogen and Sulfur - Environmental Criteria has been made available for independent peer review and public review. This draft ISA document represents a concise synthesis and evaluation of the most policy-relevant science and will ultimately provide the scientific bases for EPA's decision on retaining or revising the current secondary standards for NO2 and SO2. The current secondary NAAQS for SOX, set in 1973, is a 3-h average 0.5 ppm of SO2, not to be exceeded more than once per year. The secondary NOX NAAQS is identical to the primary standard set in 1971: 0.053 ppm NO2 as an annual average. These secondary standards are intended to protect against direct damage to vegetation by exposure to gas-phase NOX or SOX. Acute and chronic exposures to SO2 can have phytotoxic effects on vegetation, such as foliar injury, decreased photosynthesis and decreased growth. Similarly, exposure to sufficient concentrations of NO2, NO, PAN, and HNO3 can cause foliar injury, decreased photosynthesis and decreased growth. In addition, these gas-phase NOX may contribute to N saturation in some areas of the U.S. There is little new evidence overall for direct effects of exposure to gas-phase NOX or SOX on vegetation at current concentrations.   19. Advancing palliative care in the Uganda health system: an evidence-based policy brief.

    This paper describes the development and findings for a policy brief on "Advancing the Integration of Palliative Care into the National Health System" and the subsequent use of this report. Key stakeholders involved with palliative care helped identify the problem and potential policy solutions to scale up these services within the health system. A working group of national stakeholder representatives and external reviewers commented on and contributed to successive drafts of the report. Research describing the problem, policy options and implementation considerations was identified by reviewing government documents, routinely collected data, electronic literature searches, contact with key informants, and reviewing the reference lists of relevant documents that were retrieved. The palliative burden is not only high but increasing due to the rise in population and life expectancy. A few options for holistic, supportive care include: Home-based care increases chances of a peaceful death for the terminally ill surrounded by their loved ones; supporting informal caregivers improves their quality of life and discharge planning reduces unscheduled admissions and has the potential to free up capacity for acute care services. A combination of strategies is needed to effectively implement the proposed options as discussed further in this article. The policy brief report was used as a background document for two stakeholder dialogues whose main outcome was that a comprehensive national palliative care policy should be instituted to include all the options, which need to be integrated within the public health system. A draft policy is now in process.

    The evidence linking nursing care and patient outcomes has been globally demonstrated. Thus, it is time for translation and application of this evidence to robust measurement that uniquely demonstrates the value of nursing care and the characteristics of the nursing workforce that contribute to optimal patient outcomes. The aim of this study was to identify and develop standardized measures representative of pediatric nursing care of the cardiovascular patient for benchmarking within freestanding children's hospitals. Using a consensus-based approach, the Consortium of Congenital Cardiac Care- Measurement of Nursing Practice (C4-MNP) members developed quality measures within working groups and then individually critiqued all drafted measures. Final draft measures were then independently reviewed and critiqued by an external nursing quality measurement committee. The final quality measures were also made available to a national parent support group for feedback. The development process used by C4-MNP resulted in 10 measures eligible for testing across freestanding children's hospitals. Employing a collaborative consensus-based method plus implementing the criteria of the National Quality Forum and external vetting period provided a strong framework for the development and evaluation of standardized measures. The Consortium will continue with implementation and testing of each measure in 9 of our 28 collaborating centers.     Members of the Commercial Technology Office at the NASA Glenn Research Center have developed an exciting new tool that greatly reduces the lead time in creating and routing Space Act Agreements. The Space Act Agreement Maker (SAAM) is an e-government Web-based system that automates the initial drafting of Space Act Agreements by technical and program personnel. SAAM also is used for editing and will be used later for maintaining electronic copies of all Space Act Agreements. During the initial drafting, the software prompts NASA personnel proposing an agreement to answer questions regarding the agreement. On the basis of the answers, the software selects from a matrix of NASA standard clauses to produce a first draft of the agreement. The draft agreement and information submitted by the NASA personnel are electronically routed to Glenn s Commercial Technology Office for review and, where necessary, editing. The final version of the agreement, along with any supporting documentation, is then routed for electronic concurrence/approval to the necessary internal review participants using the electronic routing system (e-router). SAAM was developed cooperatively by Glenn s Commercial Technology Office and Glenn s Office of Chief Counsel. Currently, SAAM is being evaluated by the NASA Headquarters General Counsel Office for use at all NASA centers. This system allows for the effective processing of Space Act Agreements for NASA s internal and external customers. Document control is maintained by a database. With SAAM s electronic routing, review times can be reduced significantly, allowing Glenn to more rapidly establish partnerships with industry. Prior to the creation of SAAM, it took several hours to draft a Space Act Agreement. With SAAM in place, the document can be written in about 30 min. Using the e-router also saves time in determining where the agreement is in the routing process. The document can be tracked easily, and delays can be avoided. Important research with industry partners can commence quickly after preliminary discussions have been held. The development of these products is in line with the expanding e-government initiative that is part of the Presidential Management Agenda. By using this product, NASA researchers can secure greater support from industry and academia partners. The Space Act Agreement Maker has been very well received at NASA Headquarters and at some of the other NASA centers as well. We anticipate that the NASA Ames Research Center will have the system in place very soon, and that some of the other centers will use SAAM in the near future. The General Counsel s office at NASA Headquarters has encouraged the Glenn team to develop a similar system for processing patent licenses.     Despite social marketing campaigns and behavior change interventions, young adults remain among the lowest consumers of vegetables. The digital era offers potential new avenues for both social marketing and individually tailored programs, through texting, web, and mobile applications. The effectiveness and generalizability of such programs have not been well documented. The aim of this systematic review is to evaluate the efficacy and external validity of social marketing, electronic, and mobile phone-based (mHealth) interventions aimed at increasing vegetable intake in young adults. The Preferred Reporting Items for Systematic Reviews and Meta-Analysis (PRISMA) protocol will be used to conduct this systematic review. The search strategy will be executed across eleven electronic databases using combinations of the following search terms: "online intervention", "computer-assisted therapy", "internet", "website", "cell phones", "cyber", "telemedicine", "email", "social marketing", "social media", "mass media", "young adult", and "fruit and vegetables". The reference lists of included studies will also be searched for additional citations. Titles and abstracts will be screened against inclusion criteria and full texts of potentially eligible papers will be assessed by two independent reviewers. Data from eligible papers will be extracted. Quality and risk of bias will be assessed using the Effective Public Health Practice Project (EPHPP) Quality Assessment Tool for Quantitative Studies and The Cochrane Collaboration Risk of Bias assessment tool respectively. The external validity of the studies will be determined based on components such as reach, adoption, and representativeness of participants; intervention implementation and adaption; and program maintenance and institutionalization. Results will be reported quantitatively and qualitatively. Our research is in progress. A draft of the systematic review is currently being produced for publication by the end of 2015. The review findings will assist the design and implementation of future eHealth and mHealth programs aimed at improving vegetable consumption in young adults.     The National Oceanic and Atmospheric Administration (NOAA) is aiming to finalize its draft scientific integrity policy possibly by the end of the year, Larry Robinson, NOAA assistant secretary for conservation and management, indicated during a 28 July teleconference. The policy “is key to fostering an environment where science is encouraged, nurtured, respected, rewarded, and protected,” Robinson said, adding that the agency's comment period for the draft policy, which was released on 16 June, ends on 20 August. “Science underpins all that NOAA does. This policy is one piece of a broader effort to strengthen NOAA science,” Robinson said, noting that the draft “represents the first ever scientific integrity policy for NOAA. Previously, our policy only addressed research misconduct and focused on external grants. What's new about this policy is that it establishes NOAA's principles for scientific integrity, a scientific code of conduct, and a code of ethics for science supervision and management.”

    In preparation for missions to Mars that will involve the return of samples to Earth, it will be necessary to prepare for the receiving, handling, testing, distributing, and archiving of martian materials here on Earth. Previous groups and committees have studied selected aspects of sample return activities, but specific detailed protocols for the handling and testing of returned samples must still be developed. To further refine the requirements for sample hazard testing and to develop the criteria for subsequent release of sample materials from quarantine, the NASA Planetary Protection Officer convened a series of workshops in 2000-2001. The overall objective of the Workshop Series was to produce a Draft Protocol by which returned martian sample materials can be assessed for biological hazards and examined for evidence of life (extant or extinct) while safeguarding the purity of the samples from possible terrestrial contamination. This report also provides a record of the proceedings of Workshop 4, the final Workshop of the Series, which was held in Arlington, Virginia, June 5-7, 2001. During Workshop 4, the sub-groups were provided with a draft of the protocol compiled in May 2001 from the work done at prior Workshops in the Series.     In September 2003, a new revision of the draft guideline (Organization for Economic Co-operation and Development [OECD] Guideline for the Testing of Chemicals, Proposal for a New Guideline 426, Developmental Neurotoxicity Study) was distributed. The draft guideline consists of 51 paragraphs and an appendix. The National Coordinators were requested to arrange national expert reviews of the guideline proposal in their member countries. The member of the Behavioral Teratology (BT) Committee of the Japanese Teratology Society (JTS) reviewed, discussed and commented on the draft Test Guideline proposal. The BT Committee of the JTS also commented that the International Collaborative Study to validate this protocol should be definitely performed. These comments were sent to the OECD Secretariat. The BT Committee of the JTS expects that the comments are useful for further discussion.

    Concentrating Solar Power (CSP) plants are located in desert areas where the Direct Normal Irradiance (DNI) value is very high. Since water resource is scarcely available, mechanical draft cooing technology is commonly used, with power consumption of mechanical fans being approximately 2% of the total power generated. Today, there is only one solar power plant (Khi Solar One in South Africa) uses a condenser installed in a Natural Draft Cooling (NDC) tower that avoids the windage loss of water occurring in wet cooling towers. Although, Khi Solar One is a cavity receiver power tower, the receivers can be hung onto the NDC tower. This paper looks at a novel integration of a NDC tower into an external molten salt receiver of a solar power plant, which is one of a largest commercial molten salt tower in China, with 100MWe power capacity. In this configuration study, the NDC tower surrounds the concrete tower of the receiver concentrically. In this way, the receiver concrete tower is the central support of the NDC tower, which consists of cable networks that are fixed to the concrete tower and suspended at a certain height over the floor. The cable networks support the shell of the NDC tower. To perform a preliminary analysis of the behavior of this novel configuration, two cases of numerical simulation in three dimensional (3D) models have been solved using the commercial Computational Fluid Dynamics (CFD) code, ANSYS Fluent 6.3. The results show that the integration of the NDC tower into an external central receiver tower is feasible. Additionally, the total heat transfer rate is not reduced but slightly increases when the molten salt receiver is in operation because of the additional natural draft induced by the high temperature of the receiver.

    Patient engagement through shared decision-making (SDM) is increasingly seen as a key component for patient safety, patient satisfaction, and quality of care. Current SDM models do not adequately account for medical and environmental contexts, which may influence medical decisions in the hospital. We identified leading SDM models and reviews to inductively construct a novel SDM model appropriate for the inpatient setting. A team of medicine and pediatric hospitalists reviewed the literature to integrate core SDM concepts and processes and iteratively constructed a synthesized draft model. We then solicited broad SDM expert feedback on the draft model for validation and further refinement. The SDM 3 Circle Model identifies 3 core categories of variables that dynamically interact within an "environmental frame." The resulting Venn diagram includes overlapping circles for (1) patient/family, (2) provider/team, and (3) medical context. The environmental frame includes all external, contextual factors that may influence any of the 3 circles. Existing multistep SDM process models were then rearticulated and contextualized to illustrate how a shared decision might be made. The SDM 3 Circle Model accounts for important environmental and contextual characteristics that vary across settings. The visual emphasis generated by each "circle" and by the environmental frame direct attention to often overlooked interactive forces and has the potential to more precisely define, promote, and improve SDM. This model provides a framework to develop interventions to improve quality and patient safety through SDM and patient engagement for hospitalists. © 2017 Society of Hospital Medicine.
