A survey of nuclear-related agreements and possibilities for nuclear cooperation in South Asia: Cooperative Monitoring Center Occasional Paper/15

Several existing nuclear-related agreements already require India and Pakistan, as members, to share information. The agreements are bilateral, regional, and international. Greater nuclear transparency between India and Pakistan could be promoted by first understanding the information flows required by existing agreements. This understanding is an essential step for developing projects that can incrementally advance the sensitivity of the information being shared. This paper provides a survey of existing nuclear-related agreements involving India and Pakistan, and suggests future confidence-building projects using the frameworks provided by these agreements. The Bilateral Agreement on the Prohibition of Attack against Nuclear Reactors and Nuclear Facilitiesmore » is discussed as a basis for creating further agreements on restricting the use and deployment of nuclear weapons. The author suggests options for enhancing the value of the list of nuclear facilities exchanged annually as a part of this agreement. The International Atomic Energy Agency's regional cooperation agreement among countries in the Asia-Pacific region is an opportunity for greater subregional nuclear cooperation in South Asia. Linking the regional agreement with South Asian environmental cooperation and marine pollution protection efforts could provide a framework for projects involving Indian and Pakistani coastal nuclear facilities. Programs of the Food and Agriculture Organization of the United Nations that use nuclear techniques to increase food and crop production and optimize water management in arid areas also provide similar opportunities for nuclear cooperation. Other frameworks for nuclear cooperation originate from international conventions related to nuclear safety, transportation of nuclear wastes, worker protection against ionizing radiation, and the nondeployment of nuclear weapons in certain areas. NASA's international programs are both numerous and successful, with over two thousand international agreements forming a foundation of U.S. government cooperation that involved over half the United Nation's membership. Previous research, by the author, into these agreements has identified five variables underlying NASA's international cooperation efforts and these variables form a framework for explaining international cooperation behavior on a macro-level. This paper builds upon that research to effectively explain lower-level patterns of cooperation in NASA's experience. Two approaches for analyzing the space agency's history are used: aggregation of all agreements and a cluster (disaggregated) analysis of four key segments. While researchers of NASA's international cooperation often considered individual cases first, and then generalize to macro-level explanations. This study, in contrast, begins by considering all agreements together in order to explain as much as possible at the macro level before proceeding to lower tier explanations. These lower tier assessments are important to understanding regional and political influences on bilateral and multilateral cooperation. In order to accomplish this lower-tier analysis, the 2000 agreements are disaggregated into logical groupings enabling an analysis of important questions and clearer focus on key patterns concerning developing states, such as the role of international institutions or privatization on international cooperation in space technology.

Making agreements on how to behave has been shown to be an evolutionarily viable strategy in one-shot social dilemmas. However, in many situations agreements aim to establish long-term mutually beneficial interactions. Our analytical and numerical results reveal for the first time under which conditions revenge, apology and forgiveness can evolve and deal with mistakes within ongoing agreements in the context of the Iterated Prisoners Dilemma. We show that, when the agreement fails, participants prefer to take revenge by defecting in the subsisting encounters. Incorporating costly apology and forgiveness reveals that, even when mistakes are frequent, there exists a sincerity threshold for which mistakes will not lead to the destruction of the agreement, inducing even higher levels of cooperation. In short, even when to err is human, revenge, apology and forgiveness are evolutionarily viable strategies which play an important role in inducing cooperation in repeated dilemmas.

Within today's infrastructure management, Asset Management systems are becoming a mainstream feature. For region where the risk is low, it is necessary to create a "cooperative road facilities management system". This research both examined and suggested what kind of cooperative road facilities management system should be promoted by the regional society. Concretely, this study defines the operational realities of a previous case. It discusses the problem of the road facilities management as a governance. Furthermore, its realization depends on "the cooperation between municipalities", "the private-sector initiative", and "residents participation" .Also, it discusses the problem of human resources for governance. Its realization depends on "the engineers' promotion", and "creation of a voluntary activity of the resident" as a human resources. Moreover, it defines that the intermediary is important because the human resources tied to the governance. As a result, the prospect of the road facilities management is shown by the role of the player and the relation among player.

This analysis is part of the project MeeR, that aims to identify characteristics of rehabilitation facilities related to successful rehabilitation. 6 facilities were recruited based on a quantitative analysis; 3 facilities that ranked as above average and 3 as below average in terms of their success in rehabilitating patients. Comprehensive qualitative data were collected on these 6 facilities. In above average rehabilitation facilities, the extent of interdisciplinary cooperation was higher than in below average facilities; the position of the medical profession was less dominant and there was a wider access to team meetings. The impetus for the Canada-U.S. Air Quality Agreement was transboundary acid rain in eastern North America. This problem drove the parties to develop a bilateral agreement that not only addressed this issue, but also set up a broad and flexible framework to address other air quality problems. In 2000, the Ozone Annex to reduce smog and its precursor pollutants was negotiated. A transboundary particulate matter (PM) science assessment in 2004 led to the commencement of negotiation of a PM annex in late 2007. Over the course of 15 yr, Canada and the United States also developed innovative cooperative arrangements. Two transboundary airshed dialogues became important sources of practical on-the-ground cooperation in the Georgia Basin-Puget Sound and the Great Lakes Basin. In addition to providing the basis for ongoing international dialogue, these transboundary airshed projects resulted in changes to administrative practices as the parties exchange information and learn from each other in ways that benefit the airshed community. The nature of the Air Quality Agreement also enabled both Canada and the United States to address concerns each has had about specific pollutant sources and to address them in ways that avoided confrontation and resulted in air quality improvements for people living in the airsheds. Case studies of three of the "informal consultations" that have occurred under the agreement are described: where discussions occurred around a power plant in Michigan, a power plant in Saskatchewan, and a steel mill in Ontario. More than an agreement, this relationship has built a capacity to deal with common problems. Fostering such a relationship with its implicit transfer of knowledge and experience has opened doors for discussions on a new Clean Air framework in Canada and joint analyses of cross-border sulfur dioxide (SO2) and nitrogen oxides (NOx) emissions caps and trading. In order to improve the quality of life of patients with moderate to severe symptoms who are highly dependent on medical care and to reduce the physical and psychological burden on family members, at medical day care facilities, care and services, such as functional training, is provided to improve daily life for patients in need of significant care who have intractable diseases under the Long-Term Care Insurance Act; home care patients, such as those in the final stages of cancer; and severely mentally and physically handicapped children under the Child Welfare Act. This study conducted semi-structured interviews with 15 nurses working in medical day care facilities with the objective of clarifying the reality of inter-professional cooperation of nurses working in these facilities and contributing to delivery of high-quality care. The results of the study revealed that the level of inter-professional cooperation of nurses at medical day care facilities was high and that professions that are involved in cooperation include visiting nurses, doctors, medical staff, such as physical therapists, caregivers, and welfare professions, such as care managers. The study also showed that the contents of cooperation include information exchange, information sharing, continuation of care, implementation of care that respects the intentions of the patient, care proposals, and guidance and control regarding care.

In 2012, India and Pakistan reaffirmed the Agreement on Reducing the Risk from Accidents Relating to Nuclear Weapons. Despite a history of mutual animosity and persistent conflict between the two countries, this agreement derives strength from a few successful nuclear confidence building measures that have stood the test of time. It also rests on the hope that the region would be spared a nuclear holocaust from an accidental nuclear weapon detonation that might be misconstrued as a deliberate use of a weapon by the other side. This study brings together two emerging strategic analysts from South Asia to explore measuresmore » to support the Agreement and further develop cooperation around this critical issue. This study briefly dwells upon the strategic landscape of nuclear South Asia with the respective nuclear force management structures, doctrines, and postures of India and Pakistan. It outlines the measures in place for the physical protection and safety of nuclear warheads, nuclear materials, and command and control mechanisms in the two countries, and it goes on to identify the prominent, emerging challenges posed by the introduction of new weapon technologies and modernization of the respective strategic forces. Much of our progress in understanding the Earth system comes from measurements made in the atmosphere. Aircraft are widely used to collect in situ measurements of the troposphere and lower stratosphere, and they also serve as platforms for many remote sensing instruments. Airborne field measurement campaigns require a capable aircraft, a specially trained support team, a suite of basic instrumentation, space and power for new instruments, and data analysis and processing capabilities (e.g. Veal et al., 1977). However, these capabilities are expensive and there is a need to reduce costs while maintaining the capability to perform this type of research. To this end, NASA entered a Cooperative Agreement with the University of North Dakota (UND) to help support the operations of the UND Cessna Citation research aircraft. This Cooperative Agreement followed in form and substance a previous agreement. The Cooperative Agreement has benefited both NASA and UND. In part because of budget reductions, the NASA Airborne Science Office has elected to take advantage of outside operators of science research platforms to off-load some science requirements (Huning, 1996). UND has worked with NASA to identify those requirements that could be met more cost effectively with the UND platform. This has resulted in significant cost savings to NASA while broadening the base of researchers in the NASA science programs. At the same time, the Agreement has provided much needed support to UND to help sustain the Citation research facility. In this report, we describe the work conducted under this Cooperative Agreement.

The Ocean Research Institute of the University of Tokyo and the National Science Foundation (NSF) have signed a Memorandum of Understanding for cooperation in the Ocean Drilling Program (ODP). Cooperation plays a central role in theories of development, learning, cultural evolution, and education. We argue that existing models of learning from cooperative informants have fundamental limitations that prevent them from explaining how cooperation benefits learning. First, existing models are shown to be computationally intractable, suggesting that they cannot apply to realistic learning problems. Second, existing models assume a priori agreement about which concepts are favored in learning, which leads to a conundrum: Learning fails without precise agreement on bias yet there is no single rational choice. We introduce cooperative inference, a novel framework for cooperation in concept learning, which resolves these limitations. Cooperative inference generalizes the notion of cooperation used in previous models from omission of labeled objects to the omission values of features, labels for objects, and labels for collections of objects. The result is an approach that is computationally tractable, does not require a priori agreement about biases, applies to both Boolean and first-order concepts, and begins to approximate the richness of real-world concept learning problems. We conclude by discussing relations to and implications for existing theories of cognition, cognitive development, and cultural evolution. Community Water Systems (CWSs) are required to remove uranium from drinking water to meet EPA standards. Similarly, mining operations are required to remove uranium from their dewatering discharges to meet permitted surface water discharge limits. Ion exchange (IX) is the primary treatment strategy used by these operations, which loads uranium onto resin beads. Presently, uranium-loaded resin from CWSs and mining operations can be disposed as a waste product or processed by NRC- or Agreement State-licensed uranium recovery facilities if that licensed facility has applied for and received permission to process 'alternate feed'. The disposal of uranium-loaded resin is costly andmore » the cost to amend a uranium recovery license to accept alternate feed can be a strong disincentive to commercial uranium recovery facilities. In response to this issue, the NRC issued a Regulatory Issue Summary (RIS) to clarify the agency's policy that uranium-loaded resin from CWSs and mining operations can be processed by NRC- or Agreement State-licensed uranium recovery facilities without the need for an alternate feed license amendment when these resins are essentially the same, chemically and physically, to resins that licensed uranium recovery facilities currently use (i.e., equivalent feed). NRC staff is clarifying its current alternate feed policy to declare IX resins as equivalent feed. This clarification is necessary to alleviate a regulatory and financial burden on facilities that filter uranium using IX resin, such as CWSs and mine dewatering operations. Disposing of those resins in a licensed facility could be 40 to 50 percent of the total operations and maintenance (O and M) cost for a CWS. Allowing uranium recovery facilities to treat these resins without requiring a license amendment lowers O and M costs and captures a valuable natural resource. (authors)« less

The United States Department of Energy, National Nuclear Security Administration (DOE/NNSA) and the China Atomic Energy Authority (CAEA) are cooperating to enhance the domestic regulatory inspections capacity for special nuclear material protection, control and accounting (MPC&A) requirements for civil nuclear facilities in China. This cooperation is conducted under the auspices of the Agreement between the Department of Energy of the United States of America and the State Development and Planning Commission of the People s Republic of China on Cooperation Concerning Peaceful Uses of Nuclear Technology. This initial successful effort was conducted in three phases. Phase I focused on introducingmore » CAEA personnel to DOE and U. S. Nuclear Regulatory Commission inspection methods for U. S. facilities. This phase was completed in January 2008 during meetings in Beijing. Phase II focused on developing physical protection and material control and accounting inspection exercises that enforced U. S. inspection methods identified during Phase 1. Hands on inspection activities were conducted in the United States over a two week period in July 2009. Simulated deficiencies were integrated into the inspection exercises. The U. S. and Chinese participants actively identified and discussed deficiencies noted during the two week training course. The material control and accounting inspection exercises were conducted at the Paducah Gaseous Diffusion Plant (PGDP) in Paducah, KY. The physical protection inspection exercises were conducted at the Oak Ridge National Laboratory (ORNL) in Oak Ridge, TN. Phase III leveraged information provided under Phase I and experience gained under Phase II to develop a formal inspection guide that incorporates a systematic approach to training for Chinese MPC&A field inspectors. In response to a Presidential directive, NASA has implemented a space policy which actively supports and encourages U.S. industry investment and participation in commercial space ventures. NASA's Office of Commercial Programs (OCP) has played a significant role in stimulating the growth of commercial space activity. Through a variety of programs, OCP encourages commercial interest and involvement in space endeavors by providing access to NASA resources and opportunities for the emerging space industry to reduce the technical, financial, and business risks associated with space-related activities. This manual describes NASA's Commercial Uses of Space Program and introduces participants to four major OCP Commercial programs: Technology Utilization (TU), Small Business Innovation Research (SBIR), Centers for the Commercial Development of Space Flight Agreement (CCDSFA), and Cooperative Agreements Programs. Cooperation issues between military-medical service and civil healthcare in the field of delivery of medical aid to patients in the rear of country are considered in the artic. The rear is a final stage of the care by echelon and the main medical reserve force for front and army areas. Wide hospital network in the rear consisted mainly of evacuation hospitals of the People's Commissariat of the USSR healthcare. Cooperation between military-medical service and civil healthcare facilities was required. Sometimes necessary cooperation failed and made mutual helming of evacuation hospitals difficult. But despite the problems the main problem - return of maximum wounded soldiers to active duty was solved during the Great Patriotic War.

The FETC/EPRI Biomass Cofiring Program has accelerated the pace of cofiring development by increasing the testing activities plus the support activities for interpreting test results. Past tests conducted and analyzed include the Allen Fossil Plant and Seward Generating Station programs. On-going tests include the Colbert Fossil Plant precommercial test program, the Greenidge Station commercialization program, and the Blount St. Station switchgrass program. Tests in the formative stages included the NIPSCO cofiring test at Michigan City Generating Station. Analytical activities included modeling and related support functions required to analyze the cofiring test results, and to place those results into context. Amongmore » these activities is the fuel availability study in the Pittsburgh, PA area. This study, conducted for Duquesne Light, supports their initial investigation into reburn technology using wood waste as a fuel. The history, current status, and future plans of the Spacelab program are reviewed, with a focus on the cooperative relationship between ESA and NASA. The initial decision to undertake the program and the three agreements signed to begin its implementation are examined, and the division of responsibilities and financial contributions is discussed insofar as it affected the management structure. Consideration is given to the major facilities, the 50-mission operational cycle, communications, the currently scheduled activities (through 1985), the prospective later uses, and the ten dedicated discipline laboratories. The importance of continuous mutual support during the planning and development phases is stressed. The program so far is considered a success, in terms of the goals set by the participants and in terms of the resolution of the problems inherent in international technological endeavors.
