To develop and evaluate a series of web-based fact sheets for grandparents raising grandchildren. The fact sheets focus on child development issues that grandparents may face when raising their grandchildren. The fact sheets were developed using research on attachment theory, child development, and the needs of grandparents raising grandchildren. The fact sheets can be viewed online or downloaded for free. Evaluation data for the fact sheets were gathered using an online survey. Results of the survey revealed that the fact sheets are used by grandparents and professionals. Respondents reported sharing the fact sheets with others and using them for personal use, in support groups, and as a general agency resource. The fact sheet series is a useful way to reach both grandparents and professionals working with this audience in a variety of settings. Modifications to the fact sheet series are suggested to address additional needs of grandparents raising grandchildren.

According to the US Environmental Protection Agency, over 16% of freshwater lakes and 7% of the rivers are under some sort of fish consumption advisory because of the presence of toxic chemicals. There is considerable interest in the issuing of information, advisories, and fact sheets concerning the consumption of wild-caught fish from contaminated waters, and in the actual consumption patterns of subsistence and recreational anglers. Despite the large number of consumption advisories issued by state agencies, there is little information on how these advisories, or other forms of risk communication, are perceived by target audiences, notably fishermen and women of child-bearing age. The states of South Carolina and Georgia issue consumption advisories for fish from the Savannah River, among other sites. To gain a greater insight into the perception of anglers about a supplemental fish fact sheet jointly developed by South Carolina, Georgia, federal agencies, and the Consortium for Risk Evaluation with Stakeholder Participation, we interviewed fisherman along the Savannah River. The objectives were to determine: (1) whether they had previously read the Fish Fact Sheet or had heard about the consumption advisories; (2) what major message they obtained from the sheet; (3) who they felt the fact sheet was aimed at, and who should get the Fish Fact Sheet; (4) who should be concerned about health risks from consuming the fish; and (5) the best method of disseminating such information. We interviewed 92 fishermen (37% black, 62% white) during the fishing season of 1999. Half had heard some information about consumption advisories, mainly from the media (64%). The study concluded that there were no ethnic differences in whether they had heard about the advisories, understood the major message of the fact sheet, felt they could reduce their risk from consuming the fish, or felt that it made a difference which agency issued the fact sheet. The U.S. Department of Energy's (DOE's) 20% Wind Energy by 2030 report recommends expanding education to ensure a trained workforce to meet the projected growth of the wind industry and deployment. Although a few U.S. higher education institutions offer wind technology education programs, most are found in community and technical colleges, resulting in a shortage of programs preparing highly skilled graduates for wind industry careers. Evaluating facts and facting evaluations: On the fact-value relationship in HTA.

Health technology assessment (HTA) is an evaluation of health technologies in terms of facts and evidence. However, the relationship between facts and values is still not clear in HTA. This is problematic in an era of "fake facts" and "truth production." Accordingly, the objective of this study is to clarify the relationship between facts and values in HTA. We start with the perspectives of the traditional positivist account of "evaluating facts" and the social-constructivist account of "facting values." Our analysis reveals diverse relationships between facts and a spectrum of values, ranging from basic human values, to the values of health professionals, and values of and in HTA, as well as for decision making. We argue for sensitivity to the relationship between facts and values on all levels of HTA, for being open and transparent about the values guiding the production of facts, and for a primacy for the values close to the principal goals of health care, ie, relieving suffering. We maintain that philosophy (in particular ethics) may have an important role in addressing the relationship between facts and values in HTA. Philosophy may help us to avoid fallacies of inferring values from facts; to disentangle the normative assumptions in the production or presentation of facts and to tease out implicit value judgements in HTA; to analyse evaluative argumentation relating to facts about technologies; to address conceptual issues of normative importance; and to promote reflection on HTA's own value system. In this we argue for a(n Aristotelian) middle way between the traditional positivist account of "evaluating facts" and the social-constructivist account of "facting values," which we call "factuation." We conclude that HTA is unique in bringing together facts and values and that being conscious and explicit about this "factuation" is key to making HTA valuable to both individual decision makers and society as a whole. © 2018 The Authors Journal of Evaluation in

Numerous terrorist organizations have openly expressed interest in producing and deploying biological weapons. However, a limiting factor for many terrorists has been the acquisition of dangerous biological agents, as evidenced by the very few successful instances of biological weapons use compared to the number of documented hoaxes. Biological agents vary greatly in their ability to cause loss of life and economic damage. Some agents, if released properly, can kill many people and cause an extensive number of secondary infections; other agents will sicken only a small number of people for a short period of time. Consequently, several biological agents canmore » potentially be used to perpetrate a bioterrorism attack but few are likely capable of causing a high consequence event. It is crucial, from a US national security perspective, to more deeply understand the likelihood that terrorist organizations can acquire the range of these agents. Few studies have attempted to comprehensively compile the technical information directly relevant to the acquisition of dangerous bacteria, viruses and toxins. In this report, technical fact sheets were assembled for 46 potentially dangerous biological agents. Much of the information was taken from various research sources which could ultimately and significantly expedite and improve bioterrorism threat assessments. By systematically examining a number of specific agent characteristics included in these fact sheets, it may be possible to detect, target, and implement measures to thwart future terrorist acquisition attempts. In addition, the information in these fact sheets may be used as a tool to help laboratories gain a rudimentary understanding of how attractive a method laboratory theft is relative to other potential acquisition modes.« less

Reducing the burden of both health risks are United Nations' targets for reducing noncommunicable disease. Nongovernmental organizations and individuals can assist by ensuring widespread dissemination of the best available facts and recommended interventions for both health risks. Simple but impactful fact sheets can be useful for informing the public, healthcare professionals, and policy makers. The World Hypertension League has developed fact sheets on dietary salt and hypertension but in many circumstances the greatest impact would be obtained from national-level fact sheets. The temperature of exhaust gases from fuel-fired industrial processes depends mainly on the process temperature and the waste heat recovery method. Figure 1 shows the heat lost in exhaust gases at various exhaust gas temperatures and percentages of excess air. Energy from gases exhausted from higher temperature processes (primary processes) can be recovered and used for lower temperature processes (secondary processes). I enjoy reading online news and opinions not only because of convenience, but also because of the responses from the readers. I know that these responses tend to be biased towards the extremes of opinions, but it is always interesting to see the diverse reactions from even seemingly non-controversial subjects. A recent example was the response to an editorial by Richard Gallaghar (October, 2008) that proffered the seemingly obvious opinion that science students need a strong understanding of scientific history and philosophy to help them face future challenges. This provoked a response from a reader, a college professor, that amore » major reason for the lack of good university science education was the laziness of his colleagues. They were taking the “easy way out” by concentrating on teaching facts rather than scientific concepts. In the respondent’s viewpoint, it was far better to teach students how to think. Facts could always be looked up in textbooks. If you did not understand how to think critically and create knowledge, you could not be considered educated. Although I am very sympathetic to this point of view, I don’t believe that laziness is the reason why students are flooded with facts rather than concepts in biology class.« less

Natural products and the athlete: facts and folklore.

To contrast scientific facts with suggested manufacturers' claims regarding food supplements (natural products) marketed for enhanced athletic prowess. A MEDLINE search was performed to obtain documentation supporting the claims of natural-product manufacturers. In addition, several references pertaining to pharmacognosy, natural products, herbs, pharmacy practice, and sports medicine were reviewed. Claims were obtained from promotional advertisements in bodybuilding magazines, product labels, and fact sheets for sales representatives in nutrition and health-food stores. We reviewed all of the clinical trials, published between 1966 and 1992, relative to the manufacturers' claims regarding these products. Pertinent human and/or animal studies supporting each natural product were compared with the manufacturers' claims. We found that there was no published scientific evidence to support the promotional claims for a large proportion of the products (8/19, 42 percent). Only 4 of 19 products (21 percent) were associated with any documented human clinical trials supporting their promotional claims. Six of 19 agents (32 percent) had some scientific documentation to support their promotional claims; however, these products were judged to be marketed in a misleading manner.

The minority game is a generic model of competing adaptive agents, which is often believed to be a model of financial markets. We discuss to which extent this is a reasonable statement, and present minimal modifications that make this model reproduce stylized facts. The resulting model shows that without speculators, prices follow random walks, and that stylized facts disappear if enough speculators take into account their market impact.
Computational Fact Checking from Knowledge Networks

Traditional fact checking by expert journalists cannot keep up with the enormous volume of information that is now generated online. Computational fact checking may significantly enhance our ability to evaluate the veracity of dubious information. Here we show that the complexities of human fact checking can be approximated quite well by finding the shortest path between concept nodes under properly defined semantic proximity metrics on knowledge graphs. Framed as a network problem this approach is feasible with efficient computational techniques. We evaluate this approach by examining tens of thousands of claims related to history, entertainment, geography, and biographical information using a public knowledge graph extracted from Wikipedia. Statements independently known to be true consistently receive higher support via our method than do false ones. These findings represent a significant step toward scalable computational fact-checking methods that may one day mitigate the spread of harmful misinformation. PMID:26083336

Maternal health constitutes the health of women during pregnancy, childbirth and the postpartum period. Bihar and Madhya Pradesh (MP) constitute the Empowered Action Group (EAG) states under National Rural Health Mission (NRHM) and are consistently having poor maternal health indicators. The main objective of this study was to assess the maternal health situation of Bihar and MP based on National Family Health Survey (NFHS-3) and 4 fact sheets. The study adopted a narrative description in which the NFHS fact sheets (NFHS-3 & 4) of both these states were obtained from appropriate sources and compared for various maternal health indicators. Albeit progress has been observed from NFHS-3 to NFHS-4 however, the progress is very dismal compared with the progress of other similar Indian states. Relatively MP has shown better progress compared to Bihar. Poor performance is being observed in all the three levels of maternal health; pregnancy {Ante-Natal Care (ANC), Tetanus toxoid (TT) and Iron and Folic Acid (IFA)}, child birth (Institutional delivery by Skilled Birth Attendant (SBA), Caesarean Section (CS) and post partum care (hospital stay and Janani Suraksha Yojna (JSY). The poor performance of both these states in all these indicators requires multipronged approach strong political will, health system strengthening, community mobilization and awareness. Given the status of maternal health in India and more especially in states BIMARU (Bihar, Madhya Pradesh, Rajasthan, Uttar Pradesh) and EAG states (Empowered action group), improvement in the performance of maternal health related activities is highly necessary.

"Facts for Life" is an essential tool for saving the lives of children. In this study we wanted to evaluate the knowledge of "Facts for Life" among Turkish women. This is a cross-sectional field study. We used 25 indicator questions to evaluate the knowledge of women in the following main subjects: safe motherhood, childhood immunization, childhood diarrhoea, children's acute respiratory diseases, and household hygiene. We filled out printed questionnaires during face-to-face interviews. For each correct answer we gave 4 points, and the sum of the points was accepted as the knowledge score. Bursa metropolitan area in Turkey. Married women between 15-44 years of age. We selected 1000 of them from the household cards of the health centers that were located at the Bursa metropolitan area by using a random selection method. Mean knowledge score was 72.0 +/- 0.3. About 3/5 had moderate, 1/5 good + very good, and 1/5 bad knowledge scores. Childhood diarrhoea was better known than acute respiratory diseases. The very well known "Facts for Life" were those concerning food and household hygiene. Women's knowledge about "Facts for Life" was at a moderate level. The knowledge level of older women was better than the younger. Some false beliefs still existed. Knowledge about ARI and diarrhoeal diseases in childhood were the least known facts.

When the heat transfer reaches its practical limit, the spent combustion gases are removed from the furnace via a flue or stack. At this point, these gases still hold considerable thermal energy. For natural gas-based systems, the amount of heat contained in the flue gases as a percentage of the heat input in a heating system can be estimated by using Figure 1. Exhaust gas loss or waste heat depends on flue gas temperature and its mass flow, or in practical terms, excess air resulting from combustion air supply and air leakage into the furnace. Science is facing a "replication crisis" in which many experimental findings cannot be replicated and are likely to be false. Does this imply that many scientific facts are false as well? To find out, we explore the process by which a claim becomes fact. We model the community's confidence in a claim as a Markov process with successive published results shifting the degree of belief. Publication bias in favor of positive findings influences the distribution of published results. We find that unless a sufficient fraction of negative results are published, false claims frequently can become canonized as fact. Data-dredging, p-hacking, and similar behaviors exacerbate the problem. Should negative results become easier to publish as a claim approaches acceptance as a fact, however, true and false claims would be more readily distinguished. To the degree that the model reflects the real world, there may be serious concerns about the validity of purported facts in some disciplines.

The Flexible Array Concentrator Technology (FACT) is a lightweight, high-performance reflective concentrator blanket assembly that can be used on flexible solar array blankets. The FACT concentrator replaces every other row of solar cells on a solar array blanket, significantly reducing the cost of the array. The modular design is highly scalable for the array system designer, and exhibits compact stowage, good off-pointing acceptance, and mass/cost savings. The assembly s relatively low concentration ratio, accompanied by a large radiative area, provides for a low cell operating temperature, and eliminates many of the thermal problems inherent in high-concentration-ratio designs. Unlike other reflector technologies, the FACT concentrator modules function on both z-fold and rolled flexible solar array blankets, as well as rigid array systems. Mega-ROSA (Mega Roll-Out Solar Array) is a new, highly modularized and extremely scalable version of ROSA that provides immense power level range capability from 100 kW to several MW in size. Mega-ROSA will enable extremely high-power spacecraft and SEP-powered missions, including space-tug and largescale planetary science and lunar/asteroid exploration missions. Mega-ROSA's inherent broad power scalability is achieved while retaining ROSA s solar array performance metrics and missionenabling features for lightweight, compact stowage volume and affordability. This innovation will enable future ultra-high-power missions through lowcost (25 to 50% cost savings, depending on PV and blanket technology), lightweight, high specific power (greater than 200 to 400 Watts per kilogram BOL (beginning-of-life) at the wing level depending on PV and blanket technology), compact stowage volume (greater than 50 kilowatts per cubic meter for very large arrays), high reliability, platform simplicity (low failure modes), high deployed strength/stiffness when scaled to huge sizes, and high-voltage operation capability. Fake facts and alternative truths in medical research.

Fake news and alternative facts have become commonplace in these so-called "post-factual times." What about medical research - are scientific facts fake as well? Many recent disclosures have fueled the claim that scientific facts are suspect and that science is in crisis. Scientists appear to engage in facting interests instead of revealing interesting facts. This can be observed in terms of what has been called polarised research, where some researchers continuously publish positive results while others publish negative results on the same issue - even when based on the same data. In order to identify and address this challenge, the objective of this study is to investigate how polarised research produce "polarised facts." Mammography screening for breast cancer is applied as an example. The main benefit with mammography screening is the reduced breast cancer mortality, while the main harm is overdiagnosis and subsequent overtreatment. Accordingly, the Overdiagnosis to Mortality Reduction Ratio (OMRR) is an estimate of the risk-benefit-ratio for mammography screening. As there are intense interests involved as well as strong opinions in debates on mammography screening, one could expect polarisation in published results on OMRR. A literature search identifies 8 studies publishing results for OMRR and reveals that OMRR varies 25-fold, from 0.4 to 10. Two experts in polarised research were asked to rank the attitudes of the corresponding authors to mammography screening of the identified publications. The results show a strong correlation between the OMRR and the authors' attitudes to screening (R = 0.9). Mammography screening for breast cancer appears as an exemplary field of strongly polarised research. This is but one example of how scientists' strong professional interests can polarise research. The Star Schema Benchmark and Augmented Fact Table Indexing

We provide a benchmark measuring star schema queries retrieving data from a fact table with Where clause column restrictions on dimension tables. Clustering is crucial to performance with modern disk technology, since retrievals with filter factors down to 0.0005 are now performed most efficiently by sequential table search rather than by indexed access. DB2’s Multi-Dimensional Clustering (MDC) provides methods to "dice" the fact table along a number of orthogonal "dimensions", but only when these dimensions are columns in the fact table. The diced cells cluster fact rows on several of these "dimensions" at once so queries restricting several such columns can access crucially localized data, with much faster query response. Unfortunately, columns of dimension tables of a star schema are not usually represented in the fact table. In this paper, we show a simple way to adjoin physical copies of dimension columns to the fact table, dicing data to effectively cluster query retrieval, and explain how such dicing can be achieved on database products other than DB2. We provide benchmark measurements to show successful use of this methodology on three commercial database products.

Modern power system is dealt with overloading problem especially transmission network which works on their maximum limit. Today’s power system network tends to become unstable and prone to collapse due to disturbances. Flexible AC Transmission system (FACTS) provides solution to problems like line overloading, voltage stability, losses, power flow etc. FACTS can play important role in improving static and dynamic performance of power system. FACTS devices need high initial investment. Therefore, FACTS location, type and their rating are vital and should be optimized to place in the network for maximum benefit. In this paper, different optimization methods like Particle Swarm Optimization (PSO), Genetic Algorithm (GA) etc. are discussed and compared for optimal location, type and rating of devices. FACTS devices such as Thyristor Controlled Series Compensator (TCSC), Static Var Compensator (SVC) and Static Synchronous Compensator (STATCOM) are considered here. Mentioned FACTS controllers effects on different IEEE bus network parameters like generation cost, active power loss, voltage stability etc. have been analyzed and compared among the devices.

The current study used a randomized controlled trial to compare the effects of a practice-based intervention and a mnemonic strategy intervention on the retention and application of single-digit multiplication facts with 90 third- and fourth-grade students with math difficulties. Changes in retention and application were assessed separately using one-way ANCOVAs in which students' pretest scores were included as the covariate. Students in the practice-based intervention group had higher retention scores (expressed as the total number of digits correct per minute) relative to the control group. No statistically significant between-group differences were observed for application scores. Practical and theoretical implications for interventions targeting basic multiplication facts are discussed. © 2013.
