To accomplish Federal goals for renewable energy, sustainability, and energy security, large-scale renewable energy projects must be developed and constructed on Federal sites at a significant scale with significant private investment. The U.S. Department of Energy's Federal Energy Management Program (FEMP) helps Federal agencies meet these goals and assists agency personnel navigate the complexities of developing such projects and attract the necessary private capital to complete them. This guide is intended to provide a general resource that will begin to develop the Federal employee's awareness and understanding of the project developer's operating environment and the private sector's awareness and understandingmore » of the Federal environment. Because the vast majority of the investment that is required to meet the goals for large-scale renewable energy projects will come from the private sector, this guide has been organized to match Federal processes with typical phases of commercial project development. The 2015 U.S. Environmental Protection Agency report Climate Change in the United States: Benefits of Global Action estimated the potential cumulative future economic impacts of storm surge and sea-level rise on U.S. coasts during this century at 5 trillion (2014 dollars) if no adaptation measures are implemented. These impacts drop to 0.8 trillion if investments are made in cost-effective adaptations and protections. Awareness of flood risk and its long-term fiscal impact historically has proven insufficient to motivate pre-disaster land use changes and investments in mitigation and protection. While many adaptations and protections fall largely under state and local authority, some stakeholders are interested in federal coastal flood protection projects, including projects by the U.S. Army Corps of Engineers. Since the 1950s, Congress has authorized the Corps to construct specific coastal projects. The broad vision, strategy, and priorities for the federal role in coastal flood damage reduction projects nonetheless remain ill-defined. This research analyzes (1) the authorization and appropriations trends for Corps coastal storm damage reduction projects, and (2) how Corps feasibility studies account for and address coastal flood hazards. Identified trends include: emergency appropriations for storm-damaged areas outstrip annual investments in coastal flood projects; the rate at which projects are congressionally approved for construction outpaces the rate at which construction is funded; and how coastal protection projects are evaluated in Corps feasibility studies shows variation and change in agency practices. These trends have consequences; they affect public and local expectations when projects begin providing protection benefits, and may influence investments in other adaptation measures. These trends also raise questions for policymakers at all levels and for scientists and practitioners interested in coastal flood resilience.

Two distinct yet closely related waste remediation projects are finally underway in Canada under the Port Hope Area Initiative (PHAI) which aims to clean up 1.7 million cubic metres (m{sup 3}) of low-level radioactive waste (LLRW) arising from 60 years of uranium and radium operations. Under the PHAI, the Port Hope Project and the smaller Port Granby Project will result in the consolidation of the LLRW within two highly engineered, above-ground mounds, to be constructed within the municipalities of Port Hope and Clarington. These projects will fulfill the federal government commitment to the safe, long-term management of the LLRW, asmore » set out in the legal agreement signed by the government and the host municipalities in 2001. The federal authorization to commence PHAI Remediation and Construction Phase 2 was received in late 2011 and several enabling infrastructure construction and radiological survey contracts were awarded in 2012. The contracts to remediate the waste sites and construct the new engineered mounds will be tendered in 2013. The National Environmental Policy Act (NEPA) imposes procedural requirements on federal agencies that undertake {open_quotes}major Federal actions significantly affecting the quality of the human environment.{close_quotes} Determining whether a project is a major federal action, subject to NEPA, is not always an easy task. When a determination is made that a project is not subject to NEPA, opponents of the project and environmental organizations occasionally cry foul. Often there are allegations that the federal agency of the project proponent (or both) acted in bad faith to avoid NEPA. The question of whether bad faith is relevant in NEPA inquiries has beenmore » the subject litigation for many of years. In that time, courts have addressed a number of bad faith questions. A common question is whether it is appropriate for a non-federal project proponent to structure a project to maintain eligibility for federal funding, but at the last minute withdraw the project from eligibility for the sole purpose of avoiding NEPA. More difficult questions arise when the federal government allocates some federal money to the project for preliminary design work before the project is withdrawn from eligibility for additional federal construction funds. Still other questions arise with respect to whether project proponents must reimburse the federal government for funds allocated to a project before the determination is made that it will not be a federal project. This paper will trace the evolution of the courts` struggle with bad faith NEPA claims. It will then show how courts have recently begun to develop a workable and appropriate test for determining when bad faith is an issue in NEPA litigation. This issue is important for project proponents and federal agency officials so they will not unwittingly take steps others might construe as bad faith. The article describes the concept and types of administrative barriers encountered in various areas of the enterprise. The particularities of the Russian high-rise construction industry are described and a comparative analysis of administrative barriers in this sector is performed. The main stages and administrative procedures when the developers implement investment and construction projects in the field of high-rise construction are determined. The regulatory and legal framework for the implementation of investment and project activities in the high-rise construction industry has been studied and conclusions have been drawn on its low level of precision in the issue of the formation of competitive and efficient high-rise construction markets. The average number of administrative procedures for the implementation of the investment and construction project in the field of high-rise construction is determined. The factors preventing the reduction of administrative barriers in the high-rise construction industry are revealed.

Tidal energy represents potential for the generation of renewable, emission free, environmentally benign, and cost effective energy from tidal flows. A successful tidal energy demonstration project in Puget Sound, Washington may enable significant commercial development resulting in important benefits for the northwest region and the nation. This project promoted the United States Department of Energy's Wind and Hydropower Technologies Program's goals of advancing the commercial viability, cost-competitiveness, and market acceptance of marine hydrokinetic systems. The objective of the Puget Sound Tidal Energy Demonstration Project is to conduct in-water testing and evaluation of tidal energy technology as a first step towardmore » potential construction of a commercial-scale tidal energy power plant. The specific goal of the project phase covered by this award was to conduct all activities necessary to complete engineering design and obtain construction approvals for a pilot demonstration plant in the Admiralty Inlet region of the Puget Sound. Public Utility District No. 1 of Snohomish County (The District) accomplished the objectives of this award through four tasks: Detailed Admiralty Inlet Site Studies, Plant Design and Construction Planning, Environmental and Regulatory Activities, and Management and Reporting. Pre-Installation studies completed under this award provided invaluable data used for site selection, environmental evaluation and permitting, plant design, and construction planning. However, these data gathering efforts are not only important to the Admiralty Inlet pilot project. Lessons learned, in particular environmental data gathering methods, can be applied to future tidal energy projects in the United States and other parts of the world. The District collaborated extensively with project stakeholders to complete the tasks for this award. This included Federal, State, and local government agencies, tribal governments, environmental groups, and others. All required permit and license applications were completed and submitted under this award, including a Final License Application for a pilot hydrokinetic license from the Federal Energy Regulatory Commission. The tasks described above have brought the project through all necessary requirements to construct a tidal pilot project in Admiralty Inlet with the exception of final permit and license approvals, and the selection of a general contractor to perform project construction.« less

A typical Government HVAC design over the last 30 years consisted of two oversized (equal tonnage) electric chillers, two oversized (equal NBTU ratings) boilers, an air economizer cycle, a constant air volume system and a central station pneumatic control system. This typical basic layout for plant design has certain advantages such as simplicity and ease to construct throughout the country. The cookie cutter design/build approach suited federal facilities, when utility costs were not a major consideration, in-house maintenance and operations personnel were plentiful and energy conservation was a moral priority and not an economic concern. Those days are history asmore » energy costs have escalated and operating budgets continue to shrink leaving fewer personnel to maintain the same buildings. Advances in HVAC technology and the reduction in costs for energy efficient systems have finally started affecting the Federal Government`s HVAC replacement and new construction designs. Dispersed development, also referred to as urban growth or sprawl, is a pattern of low-density development spread over previously rural landscapes. Such growth can result in adverse impacts to air quality, water quality, human health, aquatic and terrestrial ecosystems, agricultural land, military training areas, water supply and wastewater treatment, recreational resources, viewscapes, and cultural resources. The U.S. Environmental Protection Agency (U.S. EPA) is charged with protecting public health and the environment, which includes consideration of impacts from dispersed development. Specifically, because federal infrastructure projects can affect the progress of dispersed development, the secondary impacts resulting from it must be assessed in documents prepared under the National Environmental Policy Act (NEPA). The Council on Environmental Quality (CEQ) has oversight for NEPA and Section 309 of the Clean Air Act requires that U.S. EPA review and comment on federal agency NEPA documents. The adverse effects of dispersed development can be induced by federal infrastructure projects including transportation, built infrastructure, modifications in natural infrastructure, public land conversion and redevelopment of properties, construction of federal facilities, and large traffic or major growth generation developments requiring federal permits. This paper presents an approach that U.S. EPA reviewers and NEPA practitioners can use to provide accurate, realistic, and consistent analysis of secondary impacts of dispersed development resulting from federal infrastructure projects. It also presents 24 measures that can be used to mitigate adverse impacts from dispersed development by modifying project location and design, participating in preservation or restoration activities, or informing and supporting local communities in planning.

This report documents an energy audit performed by Pacific Northwest National Laboratory (PNNL) and Redhorse Corporation (Redhorse) conducted on the Federal Aviation Administration (FAA) control tower and base building in Boise, Idaho. This report presents findings of the energy audit team that evaluated construction documents and operating specifications (at the 100% level) followed by a site visit of the facility under construction. The focus of the review was to identify measures that could be incorporated into the final design and operating specifications that would result in additional energy savings for FAA that would not have otherwise occurred.

The facility is scheduled to begin operations in 1991. This paper discusses the objectives and scope of the project, the design of the irradiation system, and the plans to market the pasteurized sludge as a high-value, organic soil conditioner and fertilizer.

A three-year project, started in 2012, "Efficient use of natural stone in the Leningrad region and South-East Finland", studies the use and durability of natural stone in the city environments in the Nordic climate and especially along the Eastern Baltic Sea coastline between Helsinki and St. Petersburg. The project is lead by the Geological Survey of Finland (GTK) and the partners in the project are Saimaa University of Applied Sciences from Finland and Federal State Unitary Enterprise "Petersburg Complex Geological Expedition" Russian together with Saint-Petersburg State University from the Russian Federation. As associates in this project are also natural stone companies from Finland, Ylämaa Group Oy and Palin Granit Oy. The project is co-funded by the European Union, the Russian Federation and the Republic of Finland through the European Neighbourhood and Partnership Instrument (ENPI). A great potential of natural stone that can be used in construction is located in the border zone between South-East Finland and the Leningrad region. Rapakivi granite from that area has been utilized for several important buildings worldwide since 18th century and the area holds still potential for future economic growth. The use of the stone particularly from this area is based on its visual expression and good properties with high durability and long life cycle that can be used as arguments in the future development. Strengthening of the knowledge of the material reserves in the area gives a long term basement for economic development. Special aim of the project is to promote the use of natural stone in the city construction, especially the use of left-over stone generated in the production. In the project the use of natural stone in larger cities from the 18th century until today including the towns St. Petersburg, Vyborg, Helsinki, Kuopio and Kotka will be reported. Also an analysis of the near future needs of natural stone (qualities and quantities) in reconstruction and construction in the southern Finland and St. Petersburg regions will be documented. That is to generate ideas for definition of new environmental building products using left-over natural stone from quarrying. The project will provide detailed data about long term durability of stone structures in the cities that are along the Baltic Sea shoreline (St. Petersburg, Helsinki) and subject to both mechanical and biological weathering. Mechanical weathering by several annual freeze-thaw cycles is especially typical in these coastal climate conditions. The data will be used in characterization of the durability and weathering mechanisms of different stone types and is used in preparation of guidelines of stone selection for construction and renovation. The data on natural stone resources in the project area will be evaluated and collected in a database. Also the best natural stone evaluation methods from Finland and Russia will be assessed to produce a guidance of best practices for prospecting and evaluation of natural stone occurrences. The project will also generate suggestions for making the natural stone trade between the EU and Russia easier.

The Coastal Wetlands Planning, Protection and Restoration Act (CWPPRA) funds over 100 wetland restoration projects across Louisiana. Integral to the success of CWPPRA is its long-term monitoring program, which enables State and Federal agencies to determine the effectiveness of each restoration effort. One component of this monitoring program is the classification of high-resolution, color-infrared aerial photography at the U.S. Geological Survey’s National Wetlands Research Center in Lafayette, Louisiana. Color-infrared aerial photography (9- by 9-inch) is obtained before project construction and several times after construction. Each frame is scanned on a photogrametric scanner that produces a high-resolution image in Tagged Image File Format (TIFF). By using image-processing software, these TIFF files are then orthorectified and mosaicked to produce a seamless image of a project area and its associated reference area (a control site near the project that has common environmental features, such as marsh type, soil types, and water salinities.) The project and reference areas are then classified according to pixel value into two distinct classes, land and water. After initial land and water ratios have been established by using photography obtained before and after project construction, subsequent comparisons can be made over time to determine land-water change.

We constructed long-term projections of Medicaid spending and compared projected growth in spending with that of state and federal revenues. Notwithstanding the anticipated decline in employer-sponsored insurance and the long-term care needs of the baby boomers, we project that Medicaid spending as a share of national health spending will average 16.6 percent from 2006 to 2025--roughly unchanged from 16.5 percent in 2005--and then increase slowly to 19.0 percent by 2045. Growth in government revenues is projected to be large enough to sustain both Medicaid spending increases and substantial real growth in spending for other services.

This study presents a GIS-based database framework used to assess aggregate terrestrial habitat impacts from multiple highway construction projects in California, USA. Transportation planners need such impact assessment tools to effectively address additive biological mitigation obligations. Such assessments can reduce costly delays due to protracted environmental review. This project incorporated the best available statewide natural resource data into early project planning and preliminary environmental assessments for single and multiple highway construction projects, and provides an assessment of the 10-year state-wide mitigation obligations for the California Department of Transportation. Incorporation of these assessments will facilitate early and more strategic identification of mitigation opportunities, for single-project and regional mitigation efforts. The data architecture format uses eight spatial scales: six nested watersheds, counties, and transportation planning districts, which were intersected. This resulted in 8058 map planning units statewide, which were used to summarize all subsequent analyses. Range maps and georeferenced locations of federally and state-listed plants and animals and a 55-class landcover map were spatially intersected with the planning units and the buffered spatial footprint of 967 funded projects. Projected impacts were summarized and output to the database. Queries written in the database can sum expected impacts and provide summaries by individual construction project, or by watershed, county, transportation district or highway. The data architecture allows easy incorporation of new information and results in a tool usable without GIS by a wide variety of agency biologists and planners. The data architecture format would be useful for other types of regional planning.

The project concept originated in 1990 with the convergence of two problems: (1) a need for augmented injection to mitigate declining reservoir productivity at the Geysers; and (2) a need for a new method of wastewater disposal for Lake County communities near the The Geysers. A public/private partnership of Geysers operators and the Lake County Sanitation District (LACOSAN) was formed in 1991 to conduct a series of engineering, environmental, and financing studies of transporting treated wastewater effluent from the communities to the southeast portion of The Geysers via a 29-mile pipeline. By 1994, these evaluations concluded that the concept wasmore » feasible and the stakeholders proceeded to formally develop the project, including pipeline and associated facilities design; preparation of an environmental impact statement; negotiation of construction and operating agreements; and assembly of $45 million in construction funding from the stakeholders, and from state and federal agencies with related program goals. The project development process culminated in the system`s dedication on October 16, 1997. As of this writing, all project components have been constructed or installed, successfully tested in compliance with design specifications, and are operating satisfactorily.« less

It was established that, on the basis of the spirit and the participants of investment and construction process, the strategic aspect it should be focused primarily on the formation of financial resources (through various mechanisms) and to attract investors. There are several projects of direct (non-electrical) use of geothermal energy in Mexico. Personnel of the Comision Federal de Electricidad (CFE) have experience in various of these projects, like drying of timber and fruits, space heating, food processing, etc. Taking this in consideration, CFE built the Los Humeros mushroom plant using for heat source the geothermal steam from Well H-1. The main purpose of the project was to take advantage of residual geothermal energy in a food production operation and to develop the appropriate technology. In 1992, existing installations were renovated, preparing appropriate areas for pasteurization, inoculation and production. Themore » mushroom Pleurotus ostreatus var. florida and columbinus was used. A year later, CFE proposed the construction of improved facilities for growing edible mushrooms. New materials and equipment, as well as different operation conditions, were proposed on the basis of the experience gained in the initial project. The most effective building materials account for the highest growth not only in construction of residential and public buildings, but also other capital projects including roadways, bridges, drainage, communications and other engineering projects. Advancement in the technology of more efficient and ecologically responsible insulation materials have been a priority for safety, minimal maintenance and longevity of finished construction projects. The practical use of modern building materials such as insulation, sound reduction and low energy consumption are a benefit in cost and application compared to the use of outdated heavier and labor-intensive materials. The most efficient way for maximizing insolation and sound proofing should be done during the design stages of the project according to existing codes and regulations that are required by Western Government. All methods and materials that are used need to be optimized in order to reach a high durability and low operational and maintenance cost exceeding more than 50 years of the life of the building, whether it is for public, industrial or residential use. Western construction techniques and technologies need to be applied and adapted by the Russian Federation to insure the most productive successful methods are being implemented. The issues of efficient insulation materials are outlined in this article.

Faced with solving this problem, Amoco`s Whiting Refinery developed a project team consisting of plant and operations engineers, corporate project and design engineers, contractors and vendors to map out a strategy to re-engineer the existing wastewater treating plant (WWTP) and auxiliary functions. On January 15, 1889, the U.S. Geological Survey began collecting sediment data on the Rio Grande at Embudo, New Mexico. During the past 100 years the U.S. Geological Survey's Water Resources Division (WRD) has collected daily sediment data at more than 1,200 sites. Projects have addressed the problems associated with reservoir construction, agricultural irrigation projects, energy production, and transport and deposition of pollutants sorbed to sediments. The Survey has been active as a charter member of the Federal Interagency Sediment Project and currently has three full-time hydrologists working on the project. The WRD's sediment-research projects have covered a wide variety of subjects from the fundamental theories of resistance to flow and sediment transport in alluvial channels to lunar erosion mechanisms.

In an environment of intense competition for Federal funding, the U.S. space research community is responsible for developing a feasible, cost-effective approach to establishing a surface base on the moon to fulfill long-term Government objectives. This report presents the results of a construction operations analysis of two lunar scenarios provided by the National Aeronautics and Space Administration (NASA). Activities necessary to install the lunar base surface elements are defined and scheduled, based on the productivities and availability of the base resources allocated to the projects depicted in each scenario. The only construction project in which the required project milestones were not completed within the nominal timeframe was the initial startup phase of NASA's FY89 Lunar Evolution Case Study (LECS), primarily because this scenario did not include any Earth-based telerobotic site preparation before the arrival of the first crew. The other scenario analyzed. Reference Mission A from NASA's 90-Day Study of the Human Exploration of the Moon and Mars, did use telerobotic site preparation before the manned phase of the base construction. Details of the analysis for LECS are provided, including spreadsheets indicating quantities of work and Gantt charts depicting the general schedule for the work. This level of detail is not presented for the scenario based on the 90-Day Study because many of the projects include the same (or similar) surface elements and facilities.

This report presents the findings of the energy audit team that evaluated construction documents and operating specifications (at the 100% level) and completed a site visit. The focus of the review was to identify measures that could be incorporated into the final design and operating specifications that would result in additional energy savings for the FAA that would not have otherwise occurred.

/ This paper explores the new politics of western water policy through an examination of the Animas-La Plata water project and implementation of the Endangered Species Act. It is suggested that the focus of western water programming has shifted from the source of distributed funds, the United States Congress, to the agencies originally created to deliver federal benefits because funding for new project construction has not been forthcoming. Under this new system, members of Congress continue to excite their constituents with promises of money for new project starts, while the administrative agencies perform the myriad duties needed to keep these projects alive. The result is that political objectives have replaced operational/management objectives in administrative processes. In this case, the author demonstrates how resource managers in the Bureau of Reclamation manipulated hydrological analysis to control administrative process, why their manipulation was unfair, and perhaps illegal, and why biologists from the US Fish and Wildlife Service accepted the analysis. While ostensibly protecting all interests, the result is that none of the objectives of federal water programming are achieved. The U.S. Department of Energy’s (DOE) FutureGen 2.0 Program involves two projects: (1) the Oxy-Combustion Power Plant Project and (2) the CO2 Pipeline and Storage Project. This Final Technical Report is focused on the CO2 Pipeline and Storage Project. The FutureGen 2.0 CO2 Pipeline and Storage Project evolved from an initial siting and project definition effort in Phase I, into the Phase II activity consisting permitting, design development, the acquisition of land rights, facility design, and licensing and regulatory approvals. Phase II also progressed into construction packaging, construction procurement, and targeted early preparatory activities in the field. The CO2 Pipelinemore » and Storage Project accomplishments were significant, and in some cases unprecedented. The engineering, permitting, legal, stakeholder, and commercial learnings substantially advance the nation’s understanding of commercial-scale CO2 storage in deep saline aquifers. Voluminous and significant information was obtained from the drilling and the testing program of the subsurface, and sophisticated modeling was performed that held up to a wide range of scrutiny. All designs progressed to the point of securing construction contracts or comfort letters attesting to successful negotiation of all contract terms and willing execution at the appropriate time all major project elements – pipeline, surface facilities, and subsurface – as well as operations. While the physical installation of the planned facilities did not proceed in part due to insufficient time to complete the project prior to the expiration of federal funding, the project met significant objectives prior to DOE’s closeout decision. Had additional time been available, there were no known, insurmountable obstacles that would have precluded successful construction and operation of the project. Due to the suspension of the project, site restoration activities were developed and the work was accomplished. The site restoration efforts are also documented in this report. All permit applications had been submitted to all agencies for those permits or approvals required prior to the start of project construction. Most of the requisite permits were received during Phase II. This report includes information on each permitting effort. Successes and lessons learned are included in this report that will add value to the next generation of carbon storage efforts.« less

First, it provides a waste stream project plan specific to the River Protection Project (RPP) (formerly the Tank Waste Remediation System [TWRS] Project) Immobilized Low-Activity Waste (LAW) Disposal Subproject for the Washington State Department of Ecology (Ecology) that meets the requirements of Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) Milestone M-90-01 (Ecology et al. 1994) and is consistent with the project plan content guidelines found in Section 11.5 of the Tri-Party Agreement action plan (Ecology et al. 1998). This paper analyzes the Brazilian Sanitary Surveillance System as an arrangement aimed at regulating and reducing health risks associated with consumption of products, use of health services and the environment. Historical, political and tax aspects were considered and their development compared with the National Health Surveillance System, which has received strong international cooperation. The comparison was based on the trajectory of their national systems and related federal agencies, as well as on criteria adopted for decentralization. The central category of analysis is federative coordination and was based on the framework of federalism and intergovernmental relations. The institutional context of health and sanitary surveillance presents strong political competition, instability in the project and probable reduction of the ability of federal coordination after the Pact for Health. The National Sanitary Surveillance System due to its nature of public good and high externality in its field of action requires federal coordination for increasing the regional and local cooperation, also because of the structural heterogeneity of Brazilian municipalities.

Although the historical period of public-private partnership in the Russian federation is rather short, yet this type of cooperation of private entrepreneurs and authorities became the major driver of growth in such areas as construction, utilities, infrastructure and energetics. However, even though the experience of foreign countries is much larger than of Russia, great number of human resources are still consumed within disputes and disquisitions in order to assess the ratio of private and public funds. The present paper is based on the idea that this ratio can be determined for each of the industries with the use of statistical data. The authors offered the change in project cost range within the project classification regarding to the “project scale” characteristic.

Ionizing radiation in Brazil is used in electricity generation, medicine, industry, agriculture and for research and development purposes. All these activities can generate radioactive waste. At this point, in Brazil, the use of nuclear energy and radioisotopes justifies the construction of a national repository for radioactive wastes of low and intermediate-level. According to Federal Law No. 10308, Brazilian National Commission for Nuclear Energy (CNEN) is responsible for designing and constructing the intermediate and final storages for radioactive wastes. Additionally, a restriction on the construction of Angra 3 is that the repository is under construction until its operation start, attaining somemore » requirements of the Brazilian Environmental Regulator (IBAMA). Besides this NPP, in the National Energy Program is previewed the installation of four more plants, by 2030. In November 2008, CNEN launched the Project RBMN (Repository for Low and Intermediate-Level Radioactive Wastes), which aims at the implantation of a National Repository for disposal of low and intermediate-level of radiation wastes. This Project has some aspects that are unique in the Brazilian context, especially referring to the time between its construction and the end of its institutional period. This time is about 360 years, when the area will be released for unrestricted uses. It means that the Repository must be safe and secure for more than three hundred years, which is longer than half of the whole of Brazilian history. This aspect is very new for the Brazilian people, bringing a new dimension to public acceptance. The Experimental Pressurized Fluidized Bed Combustor, which has been built as an extension to the National Coal Board Power Station, which is adjacent to Grimethorpe Colliery, Yorkshire, England, is described in this report. The Governments of the United Kingdom, the United States of America and the Federal Republic of Germany, under the auspices of the International Energy Agency, have agreed to share equally between them the costs of building and operating the plant. Control of the project was vested in an Executive Committee consisting of one representative of each Government with all decisions requiring unanimity. The actual operation of themore » project was vested in an Operating Agent, NCB (IEA Services) Ltd., a wholly owned subsidiary of the National Coal Board. The Implementing Agreement envisages a seven year project to be executed in four stages: (1) Procurement of Design Study with accompanying tender documents. (2) Tendering for construction of the Plant; study of appraisal of tenders. (3) Construction and acceptance of the Plant. (4) Operation of the Plant. The project is now towards the end of Stage 3. Construction has been completed and commissioning is in progress to prepare the plant for the start of the operational phase in Autumn 1981. The Effects of Low Income Housing Tax Credit Developments on Neighborhoods.

This paper evaluates the impacts of new housing developments funded with the Low Income Housing Tax Credit (LIHTC), the largest federal project based housing program in the U.S., on the neighborhoods in which they are built. A discontinuity in the formula determining the magnitude of tax credits as a function of neighborhood characteristics generates pseudo-random assignment in the number of low income housing units built in similar sets of census tracts. Tracts where projects are awarded 30 percent higher tax credits receive approximately six more low income housing units on a base of seven units per tract. These additional new low income developments cause homeowner turnover to rise, raise property values in declining areas and reduce incomes in gentrifying areas in neighborhoods near the 30th percentile of the income distribution. LIHTC units significantly crowd out nearby new rental construction in gentrifying areas but do not displace new construction in stable or declining areas.
Peak finding using biorthogonal wavelets

The authors show in this paper how they can find the peaks in the input data if the underlying signal is a sum of Lorentzians. In order to project the data into a space of Lorentzian like functions, they show explicitly the construction of scaling functions which look like Lorentzians. From this construction, they can calculate the biorthogonal filter coefficients for both the analysis and synthesis functions. They then compare their biorthogonal wavelets to the FBI (Federal Bureau of Investigations) wavelets when used for peak finding in noisy data. They will show that in this instance, their filters perform muchmore » better than the FBI wavelets.« less

The activities and accomplishments of the Photovoltaic Tests and Applications Project during the period April 1976 through June 1977 are summarized. Results of efforts to identify potential near-term photovoltaic applications and users are discussed, including the outcome of an extensive survey of Federal government agencies. The status of application experiments is presented. Various general engineering efforts are reported, including the design and construction of a photovoltaic Systems Test Facility. Efforts to develop a high efficiency 10 kVA self-commutated inverter and controller specifically designed for photovoltaic systems are also discussed. The results of a wide variety of activities in the area of photovoltaic measurements and standards are related. Documents generated by the Project during the reporting period are listed in an Appendix.

The Coastal Wetlands Planning, Protection and Restoration Act (CWPPRA) funds over 100 wetland restoration projects across Louisiana. Integral to the success of CWPPRA is its long-term monitoring program, which enables State and Federal agencies to determine the effectiveness of each restoration effort. One component of this monitoring program is the analysis of high-resolution, color-infrared aerial photography at the U.S. Geological Survey's National Wetlands Research Center in Lafayette, Louisiana. Color-infrared aerial photography (9- by 9-inch) is obtained before project construction and several times after construction. Each frame is scanned on a photogrametric scanner that produces a high-resolution image in Tagged Image File Format (TIFF). By using image-processing software, these TIFF files are then orthorectified and mosaicked to produce a seamless image of a project area and its associated reference area (a control site near the project that has common environmental features, such as marsh type, soil types, and water salinities.) The project and reference areas are then classified according to pixel value into two distinct classes, land and water. After initial land and water ratios have been established by using photography obtained before and after project construction, subsequent comparisons can be made over time to determine land-water change. Several challenges are associated with the land-water interpretation process. Primarily, land-water classifications are often complicated by the presence of floating aquatic vegetation that occurs throughout the freshwater systems of coastal Louisiana and that is sometimes difficult to differentiate from emergent marsh. Other challenges include tidal fluctuations and water movement from strong winds, which may result in flooding and inundation of emergent marsh during certain conditions. Compensating for these events is difficult but possible by using other sources of imagery to verify marsh conditions for other dates in time.

The construction of highways and federal roadways is subject to many restrictions and designing rules. The focus is on safety, comfort and smooth driving. Unfortunately, the planning information for roadways and their real constitution, course and their number of lanes and lane widths is often unsure or not available. Due to digital map databases of roads raised much interest during the last years and became one major cornerstone of innovative Advanced Driving Assistance Systems (ADASs), the demand for accurate and detailed road information increases considerably. Within this project a measurement system for collecting high accurate road data was developed. This paper gives an overview about the sensor configuration within the measurement vehicle, introduces the implemented algorithms and shows some applications implemented in the post processing platform. The aim is to recover the origin parametric description of the roadway and the performance of the measurement system is being evaluated against several original road construction information.
WI Biodiesel Blending Progream Final Report

The Wisconsin State Energy Office's (SEO) primary mission is to implement cost effective, reliable, balanced, and environmentally friendly clean energy projects. To support this mission the Wisconsin Biodiesel Blending Program was created to financially support the installation infrastructure necessary to directly sustain biodiesel blending and distribution at petroleum terminal facilities throughout Wisconsin. The SEO secured a federal directed award of $600,000 over 2.25 years. Due to multiple stressors, including subsidence, accelerated sea level rise, canal construction, tropical storm damages, and basin-wide river management decisions, southern Louisiana is experiencing some of the world's highest rates of coastal land loss. Although ideas abound, the solutions proposed to mitigate for land loss are often uncertain, complex, expensive, and difficult. There are significant scientific uncertainties associated with fundamental processes including the spatial distribution of rates of subsidence, the anticipated impacts of increased inundation on marsh plant species and questions about the resilience of engineered solutions. Socially and politically, there is the need to balance navigation, flood risk management and environmental restoration with the fact that the land involved is largely privately owned and includes many communities and towns. And layered within this, there are federal and state regulatory constraints which seek to follow a myriad of existing State and Federal laws, protect the benefits realized from previous federal investments, and balance the conflicting interests of a large number of stakeholders. Additionally, current practice when implementing some environmental regulations is to assess impacts against the baseline of current conditions, not projected future, non-project conditions, making it difficult to receive a permit for projects which may have a short-term detriment, but hope for a long-term benefit. The resolution (or lack thereof) of these issues will serve to inform similar future struggles in other low lying coastal areas around the globe.
Adding Impacts and Mitigation Measures to OpenEI's RAPID Toolkit

The Open Energy Information platform hosts the Regulatory and Permitting Information Desktop (RAPID) Toolkit to provide renewable energy permitting information on federal and state regulatory processes. One of the RAPID Toolkit's functions is to help streamline the geothermal permitting processes outlined in the National Environmental Policy Act (NEPA). This is particularly important in the geothermal energy sector since each development phase requires separate land analysis to acquire exploration, well field drilling, and power plant construction permits. Using the Environmental Assessment documents included in RAPID's NEPA Database, the RAPID team identified 37 resource categories that a geothermal project may impact. Examplesmore » include impacts to geology and minerals, nearby endangered species, or water quality standards. To provide federal regulators, project developers, consultants, and the public with typical impacts and mitigation measures for geothermal projects, the RAPID team has provided overview webpages of each of these 37 resource categories with a sidebar query to reference related NEPA documents in the NEPA Database. This project is an expansion of a previous project that analyzed the time to complete NEPA environmental review for various geothermal activities. The NEPA review not only focused on geothermal projects within the Bureau of Land Management and U.S. Forest Service managed lands, but also projects funded by the Department of Energy. Timeline barriers found were: extensive public comments and involvement; content overlap in NEPA documents, and discovery of impacted resources such as endangered species or cultural sites.« less

The paper examines the methodologies and evaluation criteria advocated by the U.S. Federal Transit Administration (FTA) and Federal Rail Administration (FRA) used to determine whether or not a proposed alignment for a transportation project adversely impacts affected land uses, such as research & development and high-technology manufacturing. The criteria in question are applied as limits on vibration and noise at sensitive receiver locations. Both short-term construction and long-term transportation operations are typically considered, with the latter being the focus of this paper. A case study is presented of a proposed transit system that passes through four different soil zones, the operational characteristics that are required to generate a vibration level equal to the FTA/FRA advocated level of 65 VdB re: 1 micro-inch/sec, and the range of variability of the acceptability of the vibration conditions when considered in terms of third-octave bands compared to vibration criterion (VC) curves that are used as the design performance targets of vibration-sensitive facilities.

The A.J. Wiley Hydroelectric Project is a proposal by the Idaho Power Company to develop hydroelectricity near Bliss, Idaho, by building a dam on the Snake River (fig. 1). The proposed dam would impound a narrow reservoir as deep as 85 feet in a free-flowing reach of the river that extends from the upper reach of water impounded by the Bliss Dam to the foot of the Lower Salmon Falls Dam, nearly 8 miles farther upstream. The proposed dam would be built in three sections: a spillway section and a powerhouse (intake) section to be constructed of concrete in the right-handed part, and an embankment section to be constructed as a zoned-fill of selected earth materials in the left-hand part. (Right and left are to be understood in the sense of looking downstream.) In August, 1979, the Idaho Power Company was granted a 3-year permit (Project No. 2845) by the Federal Energy Regulatory Commission (FERC) to make site investigations and environmental studies in the project area. A year later, on August 26, 1980, the company applied to FERC for a license to construct the project. On October 8, 1980, as explained in a letter by William W. Lindsay, Director of the Office of Electric Power Regulation, the company was given 90 days to correct certain deficiencies in the application. Because several of the deficiencies identified by Mr. Lindsay pertain to geologic aspects of the project, his letter is attached to this report as Appendix A. Hereafter in this report, the deficiencies listed by Mr. Lindsay are identified by the numerical entries in his letter. The Idaho Power Company is referred to as the applicant.

Explosive growth in the generation of genotype-to-phenotype (G2P) data necessitates a concerted effort to tackle the logistical and informatics challenges this presents. The GEN2PHEN Project represents one such effort, with a broad strategy of uniting disparate G2P resources into a hybrid centralized-federated network. This is achieved through a holistic strategy focussed on three overlapping areas: data input standards and pipelines through which to submit and collect data (data in); federated, independent, extendable, yet interoperable database platforms on which to store and curate widely diverse datasets (data storage); and data formats and mechanisms with which to exchange, combine, and extract data (data exchange and output). To fully leverage this data network, we have constructed the "G2P Knowledge Centre" (http://www.gen2phen.org). This central platform provides holistic searching of the G2P data domain allied with facilities for data annotation and user feedback, access to extensive G2P and informatics resources, and tools for constructing online working communities centered on the G2P domain. Through the efforts of GEN2PHEN, and through combining data with broader community-derived knowledge, the Knowledge Centre opens up exciting possibilities for organizing, integrating, sharing, and interpreting new waves of G2P data in a collaborative fashion. © 2011 Wiley-Liss, Inc.

The U.S.Department of Energy (DOE) has considered a proposal from the State of Colorado, Office of Energy Conservation (OEC), for funding construction of the Expanded Ponnequin Wind Project in Weld County, Colorado. OEC plans to enter into a contracting arrangement with Public Service Company of Colorado (PSCO) for the completion of these activities. PSCo, along with its subcontractors and business partners, are jointly developing the Expanded Ponnequin Wind Project. DOE completed an environmental assessment of the original proposed project in August 1997. Since then, the geographic scope and the design of the project changed, necessitating additional review of the projectmore » under the National Environmental Policy Act. The project now calls for the possible construction of up to 48 wind turbines on State and private lands. PSCo and its partners have initiated construction of the project on private land in Weld County, Colorado. A substation, access road and some wind turbines have been installed. However, to date, DOE has not provided any funding for these activities. DOE, through its Commercialization Ventures Program, has solicited applications for financial assistance from state energy offices, in a teaming arrangement with private-sector organizations, for projects that will accelerate the commercialization of emerging renewable energy technologies. The Commercialization Ventures Program was established by the Renewable Energy and Energy Efficiency Technology Competitiveness Act of 1989 (P.L. 101-218) as amended by the Energy Policy Act of 1992 (P.L. 102-486). The Program seeks to assist entry into the marketplace of newly emerging renewable energy technologies, or of innovative applications of existing technologies. In short, an emerging renewable energy technology is one which has already proven viable but which has had little or no operational experience. The Program is managed by the Department of Energy, Office of Energy Efficiency and Renewable Energy. The Federal action triggering the preparation of this EA is the need for DOE to decide whether to release the requested funding to support the construction of the Expanded Ponnequin Wind Project. The purpose of this Final Environmental Assessment (EA) is to provide DOE and the public with information on potential environmental impacts associated with the Expanded Ponnequin Wind Energy Project. This report deals with the Biological Assessment, Biological Opinion and Final Report on the construction of a high- efficiency 34-meter, multifrequency beam-waveguide antenna at the Apollo Site of the Goldstone Deep Space Communications Complex, operated by JPL. According to the Endangered Species Act of 1973, a Biological Assessment must be conducted and a Biological Opinion, with terms and conditions, rendered (the Opinion by the U.S. Department of the Interior) before construction of any federal project that may affect endangered or threatened flora or fauna. After construction, a final report is filed with the Department. The desert tortoise, designated "threatened" by the U.S. Fish and Wildlife Service, and the Mojave ground squirrel and the Lane Mountain milk vetch, both designated "candidate threatened," required the reporting specified by the Act. The Assessment found no significant danger to the animal species if workers are educated about them. No stands of the plant species were observed in the surveyed construction area. The Department issued a Biological Opinion to safeguard the two animal species. The Service and the California Department of Fish and Game both issued a Biological Concurrence that JPL had satisfied all environmental criteria for preserving threatened species.
Lead exposure in a tank demolition crew: implications for the new OSHA construction lead standard.

The Federal Occupational Safety and Health Administration (OSHA) has recently extended the basic health and safety provisions of the OSHA lead standard for general industry to workers in the construction industry. In this report we describe a tank demolition worksite that midway through the project strengthened its lead exposure control activities to a level that approximated the current lead standard. Of 12 tested ironworkers and laborers who worked at the site before the change, zinc protoporphyrin levels increased and seven developed blood lead levels (BLL) > 50 micrograms/dL. After the change these workers' BLLs declined. Six workers hired after the change did not experience increases in zinc protoporphyrin and none developed BLL > 25 micrograms/dL. The experience at this worksite demonstrates the usefulness and feasibility of implementing the current lead standard in construction settings.

Although there are no federally funded projects at this time, SETI (the search for extraterrestrial intelligence) is a vigorous exploratory science. There are currently eight observational programs on telescopes around the world, of which the Phoenix Project is the most comprehensive. Most of these projects are rooted in the conclusions of the pioneering studies of the early 1970's that are summarized in the Cyclops Report. Technology has experienced an exponential growth over the past two and a half decades. It is reasonable to reassess the Cyclops conclusions as SETI enters the next century. Listening for radio signals is still the preferred method of searching, however new technologies are making searches at other wavelengths possible and are modifying the ways in which the radio searches can and should be conducted. It may be economically feasible to undertake the construction of very large telescopes that can simultaneously provide multiple beams on the sky for use by SETI and the radioastronomy community.

A major phase of the Federal Wind Energy Program, the Mod-2 wind turbine, a second-generation machine developed by the Boeing Engineering and Construction Co. for the U.S. Department of Energy and the Lewis Research Center of the National Aeronautics and Space Administration, is described. The Mod-2 is a large (2.5-MW power rating) horizontal-axis wind turbine designed for the generation of electrical power on utility networks. Three machines were built and are located in a cluster at Goodnoe Hills, Washington. All technical aspects of the project are described: design approach, significant innovation features, the mechanical system, the electrical power system, the control system, and the safety system.

The estimated plant capital cost for a coal fired 200 MWE electric generating plant with open cycle magnetohydrodynamics is divided into principal accounts based on Federal Energy Regulatory Commision account structure. Each principal account is defined and its estimated cost subdivided into identifiable and major equipment systems. The cost data sources for compiling the estimates, cost parameters, allotments, assumptions, and contingencies, are discussed. Uncertainties associated with developing the costs are quantified to show the confidence level acquired. Guidelines established in preparing the estimated costs are included. Based on an overall milestone schedule related to conventional power plant scheduling experience and starting procurement of MHD components during the preliminary design phase there is a 6 1/2-year construction period. The duration of the project from start to commercial operation is 79 months. The engineering phase of the project is 4 1/2 years; the construction duration following the start of the man power block is 37 months.

The Effects of Low Income Housing Tax Credit Developments on Neighborhoods

This paper evaluates the impacts of new housing developments funded with the Low Income Housing Tax Credit (LIHTC), the largest federal project based housing program in the U.S., on the neighborhoods in which they are built. A discontinuity in the formula determining the magnitude of tax credits as a function of neighborhood characteristics generates pseudo-random assignment in the number of low income housing units built in similar sets of census tracts. Tracts where projects are awarded 30 percent higher tax credits receive approximately six more low income housing units on a base of seven units per tract. These additional new low income developments cause homeowner turnover to rise, raise property values in declining areas and reduce incomes in gentrifying areas in neighborhoods near the 30th percentile of the income distribution. LIHTC units significantly crowd out nearby new rental construction in gentrifying areas but do not displace new construction in stable or declining areas. PMID:24235779

More than 22 million vertical feet of geologic cores and cuttings fill the Kentucky Geological Survey's Well Sample and Core Library in Lexington. The materials are from at least 22,000 sites within Kentucky—including collections from oil and gas exploration operations, coal and other mining companies, highway construction projects, environmental studies, and federal facilities such as Fort Knox—and they are straining the 15-year-old facility to the point where there is no room to keep everything, according to geologist Patrick Gooding, the library manager.

Griffith Energy Limited Liability Corporation (Griffith) proposes to construct and operate the Griffith Energy Project (Project), a natural gas-fuel, combined cycle power plant, on private lands south of Kingman, Ariz. The Project would be a ''merchant plant'' which means that it is not owned by a utility and there is currently no long-term commitment or obligation by any utility to purchase the capacity and energy generated by the power plant. Griffith applied to interconnect its proposed power plant with the Western Area Power Administration's (Western) Pacific Northwest-Pacific Southwest Intertie and Parker-Davis transmission systems. Western, as a major transmission system owner,more » needs to provide access to its transmission system when it is requested by an eligible organization per existing policies, regulations and laws. The proposed interconnection would integrate the power generated by the Project into the regional transmission grid and would allow Griffith to supply its power to the competitive electric wholesale market. Based on the application, Western's proposed action is to enter into an interconnection and construction agreement with Griffith for the requested interconnections. The proposed action includes the power plant, water wells and transmission line, natural gas pipelines, new electrical transmission lines and a substation, upgrade of an existing transmission line, and access road to the power plant. Construction of segments of the transmission lines and a proposed natural gas pipeline also require a grant of right-of-way across Federal lands administered by the Bureau of Land Management.
