Several query federation engines have been proposed for accessing public Linked Open Data sources. However, in many domains, resources are sensitive and access to these resources is tightly controlled by stakeholders; consequently, privacy is a major concern when federating queries over such datasets. In the Healthcare and Life Sciences (HCLS) domain real-world datasets contain sensitive statistical information: strict ownership is granted to individuals working in hospitals, research labs, clinical trial organisers, etc. Therefore, the legal and ethical concerns on (i) preserving the anonymity of patients (or clinical subjects); and (ii) respecting data ownership through access control; are key challenges faced by the data analytics community working within the HCLS domain. Likewise statistical data play a key role in the domain, where the RDF Data Cube Vocabulary has been proposed as a standard format to enable the exchange of such data. However, to the best of our knowledge, no existing approach has looked to optimise federated queries over such statistical data. We present SAFE: a query federation engine that enables policy-aware access to sensitive statistical datasets represented as RDF data cubes. SAFE is designed specifically to query statistical RDF data cubes in a distributed setting, where access control is coupled with source selection, user profiles and their access rights. SAFE proposes a join-aware source selection method that avoids wasteful requests to irrelevant and unauthorised data sources. In order to preserve anonymity and enforce stricter access control, SAFE's indexing system does not hold any data instances-it stores only predicates and endpoints. The resulting data summary has a significantly lower index generation time and size compared to existing engines, which allows for faster updates when sources change. We validate the performance of the system with experiments over real-world datasets provided by three clinical organisations as well as legacy linked datasets. We show that SAFE enables granular graph-level access control over distributed clinical RDF data cubes and efficiently reduces the source selection and overall query execution time when compared with general-purpose SPARQL query federation engines in the targeted setting.

Mining Claim Activity on Federal Land in the United States

Several statistical compilations of mining claim activity on Federal land derived from the Bureau of Land Management's LR2000 database have previously been published by the U.S Geological Survey (USGS). The work in the 1990s did not include Arkansas or Florida. None of the previous reports included Alaska because it is stored in a separate database (Alaska Land Information System) and is in a different format. This report includes data for all states for which there are Federal mining claim records, beginning in 1976 and continuing to the present. The intent is to update the spatial and statistical data associated with this report on an annual basis, beginning with 2005 data. The statistics compiled from the databases are counts of the number of active mining claims in a section of land each year from 1976 to the present for all states within the United States. Claim statistics are subset by lode and placer types, as well as a dataset summarizing all claims including mill site and tunnel site claims. One table presents data by case type, case status, and number of claims in a section. This report includes a spatial database for each state in which mining claims were recorded, except North Dakota, which only has had two claims. A field is present that allows the statistical data to be joined to the spatial databases so that spatial displays and analysis can be done by using appropriate geographic information system (GIS) software. The data show how mining claim activity has changed in intensity, space, and time. Variations can be examined on a state, as well as a national level. The data are tied to a section of land, approximately 640 acres, which allows it to be used at regional, as well as local scale. The data only pertain to Federal land and mineral estate that was open to mining claim location at the time the claims were staked.

To provide an overview of gambling and problem gambling in Switzerland, including historical aspects, past and current legislation and policies, treatment options and the research base. A literature search was conducted on two databases (PubMed and PsycINFO), and official government and statistical reports selected from the official websites of four sources (Federal Office of Justice; Federal Gambling Board; Federal Office of Statistics; Swiss Lottery and Betting Board). After a history of banning or partial banning, Swiss gambling became regulated at the beginning of the 20th century through successive laws. The current system is characterized by important differences in the law and policies for casinos and lotteries, and contradictions in the regulation of these two areas are still under debate in order to develop new legislation. Gambling is widespread in Switzerland, and the prevalence of problem gambling in this country was comparable to that in other European countries in 2014. Most gambling treatment facilities are integrated into mental health treatment services that have out-patient programmes, and treatment for problem gambling is covered by a universal compulsory Swiss health insurance system. The availability of public funding for gambling research is still limited. Switzerland needs to develop a more coherent regulatory and prevention policy approach to gambling, overcoming conflicts in the current dual system of federal and cantonal regulation. Recent efforts to enhance funding for gambling research are promising, and could lead to a more systematic analysis of the efficacy of prevention and treatment programmes. © 2016 Society for the Study of Addiction.

This volume contains the complete software system documentation for the Federal Communications Commission (FCC) Transponder Loading Data Conversion Software (FIX-FCC). This software was written to facilitate the formatting and conversion of FCC Transponder Occupancy (Loading) Data before it is loaded into the NASA Geosynchronous Satellite Orbital Statistics Database System (GSOSTATS). The information that FCC supplies NASA is in report form and must be converted into a form readable by the database management software used in the GSOSTATS application. Both the User's Guide and Software Maintenance Manual are contained in this document. This volume of documentation passed an independent quality assurance review and certification by the Product Assurance and Security Office of the Planning Research Corporation (PRC). The 3rd International Workshop on Statistical Physics and Mathematics for Complex Systems (SPMCS2012) was held between 25-30 August at Kazan (Volga Region) Federal University, Kazan, Russian Federation. This workshop was jointly organized by Kazan Federal University and Institut Supérieur des Matériaux et Mécaniques Avancées (ISMANS), France. The series of SPMCS workshops was created in 2008 with the aim to be an interdisciplinary incubator for the worldwide exchange of innovative ideas and information about the latest results. The first workshop was held at ISMANS, Le Mans (France) in 2008, and the third at Huazhong Normal University, Wuhan (China) in 2010. At SPMCS2012, we wished to bring together a broad community of researchers from the different branches of the rapidly developing complexity science to discuss the fundamental theoretical challenges (geometry/topology, number theory, statistical physics, dynamical systems, etc) as well as experimental and applied aspects of many practical problems (condensed matter, disordered systems, financial markets, chemistry, biology, geoscience, etc). The program of SPMCS2012 was prepared based on three categories: (i) physical and mathematical studies (quantum mechanics, generalized nonequilibrium thermodynamics, nonlinear dynamics, condensed matter physics, nanoscience); (ii) natural complex systems (physical, geophysical, chemical and biological); (iii) social, economical, political agent systems and man-made complex systems. The conference attracted 64 participants from 10 countries. There were 10 invited lectures, 12 invited talks and 28 regular oral talks in the morning and afternoon sessions. The book of Abstracts is available from the conference website (http://www.ksu.ru/conf/spmcs2012/?id=3). A round table was also held, the topic of which was 'Recent and Anticipated Future Progress in Science of Complexity', discussing a variety of questions and opinions important for the understanding of the concept of complexity itself, the behaviours of complex systems as well as for the finding of new theoretical methods. The papers submitted to this volume were carefully reviewed by referees. We are very grateful to the referees for their very efficient and thoughtful actions. A few submitted papers were unfortunately not included based on the referee reports. As a result, 34 papers are included here. A regional, market oriented governance for disaster management: A new planning approach.

This paper proposes a regional competitive governance and management of response and recovery from disasters. It presents problems experienced in major disasters, analyzes the failures, and suggests how a competitive system that relies on private and volunteer regional leaders, personnel, and capital can improve preparation, response and recovery efforts over the existing government system. A Public Choice approach is adopted to explain why government often fails, and how regional governance may be socially more efficient than the existing federal- state-local funded and managed disaster system. The paper suggests that the federal role might change from both funding and supplying aid in disasters to merely funding disaster recovery efforts. When a disaster occurs, available businesses and government resources in the region can be utilized under a competitive system. These resources could replace existing federal and state inventories and emergency personnel. An independent regionally controlled and managed council, which also develops its own financial resources, and local volunteer leaders are key for success. The paper suggests a new planning method that utilizes the statistical Factor Analysis methodology to derive an efficient organizational and functional model to confront disasters. Part 23 aircraft operation, and in particular general aviation, is relatively unsafe when compared to other common forms of vehicle travel. Currently, there exists technologies that could increase safety statistics for these aircraft; however, the high burden and cost of performing the requisite safety critical certification processes for these systems limits their proliferation. For this reason, many entities, including the Federal Aviation Administration, NASA, and the US Air Force, are considering new options for certification for technologies that will improve aircraft safety. Of particular interest, are low cost autopilot systems for general aviation aircraft, as these systems have the potential to positively and significantly affect safety statistics. This paper proposes new systems and techniques, leveraging run-time verification, for the assurance of general aviation autopilot systems, which would be used to supplement the current certification process and provide a viable path for near-term low-cost implementation. In addition, discussions on preliminary experimentation and building the assurance case for a system, based on these principles, is provided.

To analyze resource allocation for pharmaceutical procurement by federative entities in the Brazilian Unified Health System. The amounts allocated to purchase pharmaceuticals during 2009 in two information systems were analyzed: Siga Brasil (Follow Brazil) for national data and Sistema de Informações sobre Orçamentos Públicos em Saúde (Information System on Public Health Budgets) for states, the Federal District and municipalities data. Per capita spending and the mean and median spending were calculated by municipalities, according to region and population size. The Spearman correlation coefficient was calculated for some variables. The statistical analysis included tests of normality and multiple comparisons for differences between groups. In 2009 the total amount spent by the three spheres of government for purchase of medicines was approximately R$ 8.9 billion. States and the Federal District were the main players, accounting for 47.1% of the total amount spent in the health system. Some states had per capita spending well above the mean (R$ 22.00 per resident/year) and the median (R$ 17.00 per resident/year). There were differences in municipal spending by region. The mean per capita expenditure of municipalities with less than 5,000 residents was 3.9 times that of municipalities with over 500,000 residents. Municipalities with less than 10,000 residents had higher per capita spending than other municipalities. Economic aspects such as the scale of procurement and bargaining power may explain differences in per capita spending between federal entities, especially among municipalities. The study indicates inefficiencies in the use of financial resources to procure medicines in the Brazilian Unified Health System.

Mortality trends from diabetes mellitus in the seven socioeconomic regions of Mexico, 2000-2007.

To determine trends in mortality from diabetes mellitus nationwide according to federative entity, socioeconomic region, and sex and to establish the association between education level, federation entity of residence, and socioeconomic region and mortality from diabetes in Mexico during the years 2000-2007. Records of mortality associated with diabetes for 2000-2007 were obtained from the National Information System of the Secretariat of Health. This information is generated by the National Institute of Statistics, Geography and Informatics through death certificates. Codes of International Classification of Diseases, 10th Revision, that correspond to the basic cause of death from diabetes mellitus were identified. Rates of mortality by federative entity and socioeconomic region were calculated, along with the strength of association (obtained by Poisson regression) between federative entity of residence, socioeconomic region, and education level and mortality from diabetes. The seven socioeconomic regions elaborated by the National Institute of Statistics, Geography and Informatics include the 32 federative entities according to indicators related to well-being such as education, occupation, health, housing, and employment. Individuals who did not complete elementary school had a higher risk of dying from diabetes (relative risk [RR] 2.104, 95% confidence interval [CI] 2.089-2.119). The federative entity and socioeconomic region with the strongest association with mortality from diabetes were Mexico City (RR 2.5, CI 2.33-2.68 for 2000; RR 2.06, CI 1.95-2.18 for 2007) and region 7 (RR 2.47, CI 2.36-2.57 for 2000; RR 2.05, CI 1.98-2.13 for 2007). Mortality rates increased from 77.9 to 89.2 per 100,000 inhabitants in the period 2000-2007. Women had higher mortality than men. Individuals who did not complete elementary school had a higher risk of dying from diabetes (RR 2.104, CI 2.089-2.119). Mexico City as federative entity and socioeconomic region 7 presented the strongest association with mortality from diabetes.

The U.S. Geological Survey (USGS), in cooperation with the Bureau of Land Management (BLM), estimated streamflow statistics for stream segments designated “Wild,” “Scenic,” or “Recreational” under the National Wild and Scenic Rivers System in the Owyhee Canyonlands Wilderness in southwestern Idaho. The streamflow statistics were used by the BLM to develop and file a draft, federal reserved water right claim to protect federally designated “outstanding remarkable values” in the Jarbidge River. The BLM determined that the daily mean streamflow equaled or exceeded 20, 50, and 80 percent of the time during bimonthly periods (two periods per month) and the bankfull (66.7-percent annual exceedance probability) streamflow are important thresholds for maintaining outstanding remarkable values. Although streamflow statistics for the Jarbidge River below Jarbidge, Nevada (USGS 13162225) were published previously in 2013 and used for the draft water right claim, the BLM and USGS have since recognized the need to refine streamflow statistics given the approximate 40 river mile distance and intervening tributaries between the original point of estimation (USGS 13162225) and at the mouth of the Jarbidge River, which is the downstream end of the Wild and Scenic River segment. A drainage-area-ratio method was used in 2013 to estimate bimonthly exceedance probability streamflow statistics at the mouth of the Jarbidge River based on available streamgage data on the Jarbidge and East Fork Jarbidge Rivers. The resulting bimonthly streamflow statistics were further adjusted using a scaling factor calculated from a water balance on streamflow statistics calculated for the Bruneau and East Fork Bruneau Rivers and Sheep Creek. The final, adjusted bimonthly exceedance probability and bankfull streamflow statistics compared well with available verification datasets (including discrete streamflow measurements made at the mouth of the Jarbidge River) and are considered the best available estimates for streamflow statistics in the Jarbidge Wild and Scenic River segment.

This Publisher's Report describes the collaboration between a university library system's scholarly communication and publishing office and a federally funded research team, the Rehabilitation Engineering Research Center (RERC) on Telerehabilitation. This novel interdisciplinary collaboration engages librarians, information technologists, publishing professionals, clinicians, policy experts, and engineers and has produced a new Open Access journal, International Journal of Telerehabilitation, and a developing, interactive web-based product dedicated to disseminating information about telerehabilitation. The analysis was implemented concerning informational statistic data characterizing health of children population of different age groups in the Russian Federation on the basis of results of dispensarization in its federal okrugs and subjects in 2014. The purpose of the study was to discover ways and modes of developing and increasing efficiency of preventive examinations of underage population. The following indices were analyzed: coverage of children population by preventive medical examinations, distribution according health groups and medical groups for physical culture involvement, level and stricture of established total and primary morbidity, rate of dispensary registration, requirements in additional consultations, examinations and treatment in out-patient condition, day hospital, day-and-night hospital and also coverage with all these medical services. In the most of the subjects of the Russian Federation a high level of coverage of underage population with preventive medical examinations is registered. The percentage of healthy children population in the Russian Federation comprises more than one third of all covered by dispensarization. The significant variations in indices of rate of healthy children and children with functional disorders and chronic diseases in subjects of the Russian Federation is determined by quality and accessibility of medical care at the regional level. The established total and primary morbidity of children population in significant percentage (more than one third) of the subjects has a level higher than a national one. The leading causes of morbidity in children are diseases of respiratory system, musculoskeletal system, nervous system. In adolescents, these causes are diseases of musculoskeletal system, eye diseases and diseases of respiratory system. Despite high prevalence of chronic pathology in children population of the Russian Federation, the guidelines concerning treatment and rehabilitation on the basis of results of preventive medical examinations were developed in inadequate scope. The regional characteristics of the results of dispensarization are established. These results made it possible to sort out the most unfavorable territories and to determine defects in its organization and absence of continuity between medeical institutions providing the given type of medical services.

Federated data storage system prototype for LHC experiments and data intensive science

Rapid increase of data volume from the experiments running at the Large Hadron Collider (LHC) prompted physics computing community to evaluate new data handling and processing solutions. Russian grid sites and universities’ clusters scattered over a large area aim at the task of uniting their resources for future productive work, at the same time giving an opportunity to support large physics collaborations. In our project we address the fundamental problem of designing a computing architecture to integrate distributed storage resources for LHC experiments and other data-intensive science applications and to provide access to data from heterogeneous computing facilities. Studies include development and implementation of federated data storage prototype for Worldwide LHC Computing Grid (WLCG) centres of different levels and University clusters within one National Cloud. The prototype is based on computing resources located in Moscow, Dubna, Saint Petersburg, Gatchina and Geneva. This project intends to implement a federated distributed storage for all kind of operations such as read/write/transfer and access via WAN from Grid centres, university clusters, supercomputers, academic and commercial clouds. The efficiency and performance of the system are demonstrated using synthetic and experiment-specific tests including real data processing and analysis workflows from ATLAS and ALICE experiments, as well as compute-intensive bioinformatics applications (PALEOMIX) running on supercomputers. We present topology and architecture of the designed system, report performance and statistics for different access patterns and show how federated data storage can be used efficiently by physicists and biologists. We also describe how sharing data on a widely distributed storage system can lead to a new computing model and reformations of computing style, for instance how bioinformatics program running on supercomputers can read/write data from the federated storage.

To evaluate the National Violent Death Reporting System (NVDRS) as a surveillance system for homicides by law enforcement officers. We assessed sensitivity and positive predictive value of the NVDRS "type of death" variable against our study count of homicides by police, which we derived from NVDRS coded and narrative data for states participating in NVDRS 2005 to 2012. We compared state counts of police homicides from NVDRS, Vital Statistics, and Federal Bureau of Investigation Supplementary Homicide Reports. We identified 1552 police homicides in the 16 states. Positive predictive value and sensitivity of the NVDRS "type of death" variable for police homicides were high (98% and 90%, respectively). Counts from Vital Statistics and Supplementary Homicide Reports were 58% and 48%, respectively, of our study total; gaps varied widely by state. The annual rate of police homicide (0.24/100,000) varied 5-fold by state and 8-fold by race/ethnicity. NVDRS provides more complete data on police homicides than do existing systems. Expanding NVDRS to all 50 states and making 2 improvements we identify will be an efficient way to provide the nation with more accurate, detailed data on homicides by law enforcement.

The Quebec and Ontario health insurance and health service delivery systems, developed within the parameters of federal regulations and national financial subsidies, provide generally universal and comprehensive basic hospital and medical benefits and increasingly provide for the delivery of long-term care services. Within a framework of cooperative federalism, the health care systems of Ontario and Quebec have developed uniquely. In terms of vital statistics, the health of Ontario and Quebec residents generally is comparable. In viewing expenditures, Quebec has a more clearly articulated plan for providing accessible services to low-income persons and for integrating health and social services, although it has faced some difficulties in seeking to achieve the latter goal. Its plans for decentralized services are counter-balanced by a strong provincial role in health policy decision-making. Quebec's political culture also allows the province to play a stronger role in hospital planning and in the regulation of physician income than one finds in Ontario. These political dynamics allow Quebec an advantage in control of costs. In Ontario, in spite of some recent setbacks, physician interests and hospital sector interests play a more active role in health system bargaining and are usually able to influence remuneration and resource allocation decisions more than physician interests and hospital sector interests in Quebec.

Privacy-preserving GWAS analysis on federated genomic datasets.

The biomedical community benefits from the increasing availability of genomic data to support meaningful scientific research, e.g., Genome-Wide Association Studies (GWAS). However, high quality GWAS usually requires a large amount of samples, which can grow beyond the capability of a single institution. Federated genomic data analysis holds the promise of enabling cross-institution collaboration for effective GWAS, but it raises concerns about patient privacy and medical information confidentiality (as data are being exchanged across institutional boundaries), which becomes an inhibiting factor for the practical use. We present a privacy-preserving GWAS framework on federated genomic datasets. Our method is to layer the GWAS computations on top of secure multi-party computation (MPC) systems. This approach allows two parties in a distributed system to mutually perform secure GWAS computations, but without exposing their private data outside. We demonstrate our technique by implementing a framework for minor allele frequency counting and χ2 statistics calculation, one of typical computations used in GWAS. For efficient prototyping, we use a state-of-the-art MPC framework, i.e., Portable Circuit Format (PCF) 1. Our experimental results show promise in realizing both efficient and secure cross-institution GWAS computations.

A comparative data analysis of the federal statistical survey of social services for the elderly citizens and disabled persons in outpatient departments and day hospitals in Russian Federation was submitted. It included the data on the number of organizations providing social services, the number of individuals served, the number of full-time staff positions for the years 2006-2011. It had been revealed that during this period the number of social rehabilitation centers, health centers and hospices for the elderly citizens were reduced in Russia that in turn caused the significant decrease of hospital beds and persons served per year. The data on the activities of hospitals and residential institutions in social services system for the elderly citizens and disabled persons, as well as the number of persons served over the period of 2009-2011 had been analyzed. Analytical results thus obtained shown that one of the new approaches in solving these sociogerontological problems on system management of outpatient departments, day hospitals and residential institutions in Russia are an optimization of the institutional structure, reorganization of hospital beds capacity, refurbishment of present and construction of new buildings.

Relationships of nuclear, architectural and International Federation of Gynecology and Obstetrics grading systems in endometrial cancer.

To examine correlations among nuclear, architectural, and International Federation of Gynecology and Obstetrics (FIGO) grading systems, and their relationships with lymph node (LN) involvement in endometrioid endometrial cancer. Histopathology slides of 135 consecutive patients were reviewed with respect to tumor grade and LN metastasis. Notable nuclear atypia was defined as grade 3 nuclei. FIGO grade was established by raising the architectural grade (AG) by one grade when the tumor was composed of cells with nuclear grade (NG) 3. Correlations between the grading systems were analyzed using Spearman's rank correlation coefficients, and relationships of grading systems with LN involvement were assessed using logistic regression analysis. Correlation analysis revealed a significant and strongly positive relationship between FIGO and architectural grading systems (r=0.885, p=0.001); however, correlations of nuclear grading with the architectural (r=0.535, p=0.165) and FIGO grading systems (r=0.589, p=0.082) were moderate and statistically non-significant. Twenty-five (18.5%) patients had LN metastasis. LN involvement rates differed significantly between tumors with AG 1 and those with AG 2, and tumors with FIGO grade 1 and those with FIGO grade 2. In contrast, although the difference in LN involvement rates failed to reach statistical significance between tumors with NG 1 and those with NG 2, it was significant between NG 2 and NG 3 (p=0.042). Although all three grading systems were associated with LN involvement in univariate analyses, an independent relationship could not be established after adjustment for other confounders in multivariate analysis. Nuclear grading is significantly correlated with neither architectural nor FIGO grading systems. The differences in LN involvement rates in the nuclear grading system reach significance only in the setting of tumor cells with NG 3; however, none of the grading systems was an independent predictor of LN involvement.

Homicides by Police: Comparing Counts From the National Violent Death Reporting System, Vital Statistics, and Supplementary Homicide Reports

Objective. To evaluate the National Violent Death Reporting System (NVDRS) as a surveillance system for homicides by law enforcement officers. Methods. We assessed sensitivity and positive predictive value of the NVDRS “type of death” variable against our study count of homicides by police, which we derived from NVDRS coded and narrative data for states participating in NVDRS 2005 to 2012. We compared state counts of police homicides from NVDRS, Vital Statistics, and Federal Bureau of Investigation Supplementary Homicide Reports. Results. We identified 1552 police homicides in the 16 states. Positive predictive value and sensitivity of the NVDRS “type of death” variable for police homicides were high (98% and 90%, respectively). Counts from Vital Statistics and Supplementary Homicide Reports were 58% and 48%, respectively, of our study total; gaps varied widely by state. The annual rate of police homicide (0.24/100 000) varied 5-fold by state and 8-fold by race/ethnicity. Conclusions. NVDRS provides more complete data on police homicides than do existing systems. Policy Implications. Expanding NVDRS to all 50 states and making 2 improvements we identify will be an efficient way to provide the nation with more accurate, detailed data on homicides by law enforcement. PMID:26985611

The present study examined relationships between reduction-in-force (RIF) personnel practices, presentation of statistical evidence, and litigation outcomes. Policy capturing methods were utilized to analyze the components of 115 federal district court opinions involving age discrimination disparate treatment allegations and organizational downsizing. Univariate analyses revealed meaningful links between RIF personnel practices, use of statistical evidence, and judicial verdict. The defendant organization was awarded summary judgment in 73% of the claims included in the study. Judicial decisions in favor of the defendant organization were found to be significantly related to such variables as formal performance appraisal systems, termination decision review within the organization, methods of employee assessment and selection for termination, and the presence of a concrete layoff policy. The use of statistical evidence in ADEA disparate treatment litigation was investigated and found to be a potentially persuasive type of indirect evidence. Legal, personnel, and evidentiary ramifications are reviewed, and a framework of downsizing mechanics emphasizing legal defensibility is presented.

The article considers one of the topical problems of road safety management at the federal level - the problem of the heterogeneity of road traffic accident rate in Russian cities. The article analyzes actual statistical data on road traffic accident rate in the administrative centers of Russia. The histograms of the distribution of the values of two most important road accidents characteristics - Social Risk HR and Severity Rate of Road Accidents - formed in 2016 in administrative centers of Russia are presented. On the basis of the regression model of the statistical connection between Severity Rate of Road Accidents and Social Risk HR, a classification of the Russian cities based on the level of actual road traffic accident rate was developed. On the basis of this classification a differentiated system of priority methods for organizing the safe functioning of transport systems in the cities of Russia is proposed.

Study objective: Australia has had a two party parliamentary political system for most of the period since its Federation in 1901, dominated either by a social democratic (Labor) or a conservative ideological perspective. This paper investigates whether such political differences at Federal and State levels have influenced suicide rates in the state of New South Wales (NSW) for the period 1901–1998. Design: Federal government type, NSW State government type, and combinations of both Federal and NSW State government type were examined. Poisson regression models were stratified by sex and controlled for the effects of age, annual change in gross domestic product, sedative availability, drought, and both world wars. Results: When both Federal and NSW State governments were conservative the relative risk of suicide for NSW men was 1.17 (p<0.001) and for women 1.40 (p<0.001) compared with both governments being Labor (1.00). A statistically significant linear trend (p<0.001) in suicide risk was evident across the continuum of Federal/State government combinations, from both Labor (lowest), to mixed (intermediate), to both conservative (highest). Conclusion: Significantly higher suicide risk was associated with conservative government tenures compared with social democratic incumbents. Results are discussed in terms of the differences underpinning conservative and social democratic government programme ideology, and their relevance to Durkheim's theories of suicide, social regulation, and integration. The utilization rate of the regional health information exchange: how it impacts on health care delivery outcomes.

Interest in improving quality and effectiveness is the primary driver for health information exchange efforts across a health care system to improve the provision of public health care services. The aim here was to describe and identify the impact of a regional health information exchange (HIE) using quantitative statistics for 2004-2008 in one hospital district in Finland. We conducted a comparative, longitudinal 5-year follow-up study to evaluate the utilization rates of HIE, and the impact on health care delivery outcomes. The selected outcomes were total laboratory tests, radiology examinations, appointments, emergency visits, and referrals. The HIE utilization rates increased annually in all 10 federations of municipalities, and the viewing of reference information increased steadily in each professional group over the 5-year study period. In these federations, a significant connection was found to the number of laboratory tests and radiology examinations, with a statistically significant increase in the number of viewed references and use of HIE. The higher the numbers of emergency visits and appointments, the higher the numbers of emergency referrals to specialized care, viewed references, and HIE usage among the groups of different health care professionals. There is increasing interest in HIE usage through regional health information system among health professionals to improve health care delivery regionally and bring information on the patient directly to care delivery. It will be important to study which changes in working methods in the service system are explained by RHIS. Also, the experiences of the change that has taken place should be studied among the different stakeholders, administrative representatives, and patients.

Research, development, test, and evaluation of flight deck interface technologies is being conducted by NASA to proactively identify, develop, and mature tools, methods, and technologies for improving overall aircraft safety of new and legacy vehicles operating in Next Generation Air Transportation System (NextGen). Under the Vehicle Systems Safety Technologies (VSST) project in the Aviation Safety Program, one specific area of research is the use of small Head-Worn Displays (HWDs) as an equivalent display to a Head-Up Display (HUD). Title 14 of the US Code of Federal Regulations (CFR) 91.175 describes a possible operational credit which can be obtained with airplane equipage of a HUD or an "equivalent" display combined with Enhanced Vision (EV). If successful, a HWD may provide the same safety and operational benefits as current HUD-equipped aircraft but for significantly more aircraft in which HUD installation is neither practical nor possible. A simulation experiment was conducted to evaluate if the HWD, coupled with a head-tracker, can provide an equivalent display to a HUD. Comparative testing was performed in the Research Flight Deck (RFD) Cockpit Motion Facility (CMF) full mission, motion-based simulator at NASA Langley. Twelve airline crews conducted approach and landing, taxi, and departure operations during low visibility operations (1000' Runway Visual Range (RVR), 300' RVR) at Memphis International Airport (Federal Aviation Administration (FAA) identifier: KMEM). The results showed that there were no statistical differences in the crews performance in terms of touchdown and takeoff. Further, there were no statistical differences between the HUD and HWD in pilots' responses to questionnaires.

The authors implemented distributed multivariate models for federated networks in which patient-level data is kept at each site and data exchange policies are managed in a study-centric manner. The objective was to implement infrastructure that supports the functionality of some existing research networks (e.g., cohort discovery, workflow management, and estimation of multivariate analytic models on centralized data) while adding additional important new features, such as algorithms for distributed iterative multivariate models, a graphical interface for multivariate model specification, synchronous and asynchronous response to network queries, investigator-initiated studies, and study-based control of staff, protocols, and data sharing policies. Based on the requirements gathered from statisticians, administrators, and investigators from multiple institutions, the authors developed infrastructure and tools to support multisite comparative effectiveness studies using web services for multivariate statistical estimation in the SCANNER federated network. The authors implemented massively parallel (map-reduce) computation methods and a new policy management system to enable each study initiated by network participants to define the ways in which data may be processed, managed, queried, and shared. The authors illustrated the use of these systems among institutions with highly different policies and operating under different state laws. Federated research networks need not limit distributed query functionality to count queries, cohort discovery, or independently estimated analytic models. Multivariate analyses can be efficiently and securely conducted without patient-level data transport, allowing institutions with strict local data storage requirements to participate in sophisticated analyses based on federated research networks. © The Author 2015. The Intelligent Gateway Processor (IGP) software is being used to interconnect users equipped with different personal computers and ASCII terminals to mainframe machines of different make. This integration is made possible by the IGP's unique user interface and networking software. Recent national and international legislation (e.g., the European Water Framework Directive) identified the need to quantify the ecological condition of river systems as a critical component for an integrated river management approach. An important defining driver of ecological condition is stream hydromorphology. Several methodologies have been proposed from simple table-based approaches to complex hydraulics-based models. In this paper, three different methods for river hydromorphological assessment are applied to the Boise River, United States of America (USA): (1) the German LAWA overview method (Bund/Laender Arbeitsgemeinschaft Wasser/German Working Group on water issues of the Federal States and the Federal Government represented by the Federal Environment Ministry), (2) a special approach for a hydromorphological assessment of urban rivers and (3) a hydraulic-based method. The hydraulic-based method assessed stream conditions from a statistical analysis of flow properties predicted with hydrodynamic modeling. The investigation focuses on comparing the three methods and defining the transferability of the methods among different contexts, Europe and West United States. It also provides comparison of the hydromorphological conditions of an urban and a rural reaches of the Boise River.

Data harmonization and federated analysis of population-based studies: the BioSHaRE project

Abstracts Background Individual-level data pooling of large population-based studies across research centres in international research projects faces many hurdles. The BioSHaRE (Biobank Standardisation and Harmonisation for Research Excellence in the European Union) project aims to address these issues by building a collaborative group of investigators and developing tools for data harmonization, database integration and federated data analyses. Methods Eight population-based studies in six European countries were recruited to participate in the BioSHaRE project. Through workshops, teleconferences and electronic communications, participating investigators identified a set of 96 variables targeted for harmonization to answer research questions of interest. Using each study’s questionnaires, standard operating procedures, and data dictionaries, harmonization potential was assessed. Whenever harmonization was deemed possible, processing algorithms were developed and implemented in an open-source software infrastructure to transform study-specific data into the target (i.e. harmonized) format. Harmonized datasets located on server in each research centres across Europe were interconnected through a federated database system to perform statistical analysis. Results Retrospective harmonization led to the generation of common format variables for 73% of matches considered (96 targeted variables across 8 studies). Authenticated investigators can now perform complex statistical analyses of harmonized datasets stored on distributed servers without actually sharing individual-level data using the DataSHIELD method. Conclusion New Internet-based networking technologies and database management systems are providing the means to support collaborative, multi-center research in an efficient and secure manner. The results from this pilot project show that, given a strong collaborative relationship between participating studies, it is possible to seamlessly co-analyse internationally harmonized research databases while allowing each study to retain full control over individual-level data. We encourage additional collaborative research networks in epidemiology, public health, and the social sciences to make use of the open source tools presented herein. PMID:24257327

As clinical researchers at academic medical institutions across the United States increasingly manage complex clinical databases and registries, they often lack the statistical expertise to utilize the data for research purposes. This statistical inadequacy prevents junior investigators from disseminating clinical findings in peer-reviewed journals and from obtaining research funding, thereby hindering their potential for promotion. Underrepresented minorities, in particular, confront unique challenges as clinical investigators stemming from a lack of methodologically rigorous research training in their graduate medical education. This creates a ripple effect for them with respect to acquiring full-time appointments, obtaining federal research grants, and promotion to leadership positions in academic medicine. To fill this major gap in the statistical training of junior faculty and fellows, the authors developed the Applied Statistical Independence in Biological Systems (ASIBS) Short Course. The overall goal of ASIBS is to provide formal applied statistical training, via a hybrid distance and in-person learning format, to junior faculty and fellows actively involved in research at US academic medical institutions, with a special emphasis on underrepresented minorities. The authors present an overview of the design and implementation of ASIBS, along with a short-term evaluation of its impact for the first cohort of ASIBS participants.

This report describes and documents a decision support system for the Gunnison River in Black Canyon of the Gunnison National Park. It is a macro-embedded EXCEL program that calculates and displays indicators representing valued characteristics or processes in the Black Canyon based on daily flows of the Gunnison River. The program is designed to easily accept input from downloaded stream gage records or output from the RIVERWARE reservoir operations model being used for the upstream Aspinall Unit. The decision support system is structured to compare as many as eight alternative flow regimes, where each alternative is represented by a daily sequence of at least 20 calendar years of streamflow. Indicators include selected flow statistics, riparian plant community distribution, clearing of box elder by inundation and scour, several measures of sediment mobilization, trout fry habitat, and federal reserved water rights. Calculation of variables representing National Park Service federal reserved water rights requires additional secondary input files pertaining to forecast and actual basin inflows and storage levels in Blue Mesa reservoir. Example input files representing a range of situations including historical, reconstructed natural, and simulated alternative reservoir operations are provided with the software.

Quantifying the association between obesity, automobile travel, and caloric intake.

The objective of this study is to assess the association between average adult body mass index (BMI), automobile travel, and caloric intake in the US in order to predict future trends of adult obesity. Annual BMI data (1984-2010) from the Behavioral Risk Factor Surveillance System (BRFSS), vehicle miles traveled data (1970-2009) from the Federal Highway Administration, licensed drivers data (1970-2009) from the Federal Highway Administration, and adult average daily caloric intake data (1970-2009) from the US Department of Agriculture were collected. A statistical model is proposed to capture multicollinearity across the independent variables. The proposed statistical model provides an estimate of changes in the average adult BMI associated with changes in automobile travel and caloric intake. According to this model, reducing daily automobile travel by one mile per driver would be associated with a 0.21 kg/m(2) reduction in the national average BMI after six years. Reducing daily caloric intake by 100 calories per person would be associated with a 0.16 kg/m(2) reduction in the national average BMI after three years. Making small changes in travel or diet choices may lead to comparable obesity interventions, implying that travel-based interventions may be as effective as dietary interventions. Ten Year Trends in Cardiovascular Risk Factors in the Federation of Bosnia and Herzegovina

Introduction: Results of routine health statistics show that in the Federation of Bosnia and Herzegovina (FBIH) are the leading causes of death of population are diseases of circulatory system (53% in 2012) namely, cardiomyopathy, heart failure and acute myocardial infarction. This data are red alert for immediate and imminent action. Methods: Two cross-sectional population surveys were conducted in 2002 and 2012 in the FBIH among adult population aged 25-64 years for assessment and distribution of major risk factors for cardiovascular diseases (CVD), preferably hypertension, obesity and smoking. Results: Overall prevalence of hypertension among adult population in the FBIH in year 2012 was 41%, similar as in 2002. Prevalence of obesity in 2012 among men was higher compared to 2002, stood at 20.3%, while for women it was 24.1%. Total of 61.3% of men and 35.9% of women said they were daily smokers, while the percentage in 2002 was 49.3% among men and 29.8% among women and the difference was statistically significant. Conclusions: Distributions of the major risk factors for CVD are worsening in the adult population in the FBIH, especially in middle age men, what can result in serious deterioration of health and increased rates of chronic diseases, especially CVD. Comparing replacement rates under private and federal retirement systems.

One measure of the adequacy of retirement income is replacement rate - the percentage of pre-retirement salary that is available to a worker in retirement. This article compares salary replacement rates for private-sector employees of medium and large private establishments with those for federal employees under the Civil Service Retirement System and the Federal Employees Retirement System. Because there is no standard benefit formula to represent the variety of formulas available in the private sector, a composite defined benefit formula was developed using the characteristics of plans summarized in the Bureau of Labor Statistics Medium and Large Employer Plan Survey. The resulting "typical" private-sector defined benefit plan, with an accompanying defined contribution plan, was then compared with the two federal systems. The Civil Service Retirement System (CSRS) is a stand-alone defined benefit plan whose participants are not covered by Social Security. Until passage of the 1983 Amendments to Social Security Act, it was the only retirement plan for most federal civilian employees. Provisions of the 1983 Amendments were designed to restore long-term financial stability to the Social Security trust funds. One provision created the Federal Employees Retirement System (FERS), which covers federal employees hired after 1983. It was one of the provisions designed to restore long-term financial stability to the Social Security trust funds. FERS employees contribute to and are covered by Social Security. FERS, which is a defined benefit plan, also includes a basic benefit and a 401(k)-type plan known as the Thrift Savings Plan (TSP). To compare how retirees would fare under the three different retirement systems, benefits of employees retiring at age 65 with 35 years of service were calculated using hypothetical workers with steady earnings. Workers were classified according to a percentage of the average wage in the economy: low earners (45 percent), average earners (100 percent) high earners (160 percent), and maximum earners (earnings at the taxable maximum amount). Overall, this analysis found that: Excluding Social Security benefits and TSP and defined contribution annuities, CSRS retirees have a higher pre-retirement salary replacement rate than either FERS or private-sector retirees. Private-sector retirees, however, have higher replacement rate than their FERS counterparts. Including Social Security benefits but not TSP and defined contribution plan annuities, CSRS retirees who are maximum earners have a higher pre-retirement salary replacement rate (despite receiving no Social Security benefits) than FERS retirees with the same earnings. Private-sector retirees in all earnings categories have a higher replacement rate than federal retirees with the same earnings. Including Social Security and TSP and defined contribution plan annuities, private-sector retirees in all earnings categories have a higher replacement rate than federal retirees, but their rate is close to that of FERS retirees. The rate is higher for FERS retirees than for CSRS retirees in all earnings categories. This analysis shows that replacement creates could exceed 100 percent for FERS employees who contribute who contribute 6 percent of earnings to the TSP over full working career. Private-sector replacement rates were quite similar for those with both a defined benefit and a defined contribution pension plan. Social Security replacement rates make up the highest proportion of benefits for th private sector's lowest income quartile group. The replacement rate for 401(k) plans and the TSP account for a higher proportion of benefits than does Social Security for all other income groups, assuming the absence of a defined benefit plan.

The Web application, named STREAMSTATS (available at http://water.usgs.gov/osw/streamstats/massachusetts.html ), can provide peak-flow frequency, low-flow frequency, and flow-duration statistics for most streams in Massachusetts. These statistics describe the magnitude (how much), frequency (how often), and duration (how long) of flow in a stream. The U.S. Geological Survey (USGS) has published streamflow statistics, such as the 100-year peak flow, the 7-day, 10-year low flow, and flow-duration statistics, for its data-collection stations in numerous reports. Federal, State, and local agencies need these statistics to plan and manage use of water resources and to regulate activities in and around streams. Engineering and environmental consulting firms, utilities, industry, and others use the statistics to design and operate water-supply systems, hydropower facilities, industrial facilities, wastewater treatment facilities, and roads, bridges, and other structures. Until now, streamflow statistics for data-collection stations have often been difficult to obtain because they are scattered among many reports, some of which are not readily available to the public. In addition, streamflow statistics are often needed for locations where no data are available. STREAMSTATS helps solve these problems. STREAMSTATS was developed jointly by the USGS and MassGIS, the State Geographic Information Systems (GIS) agency, in cooperation with the Massachusetts Departments of Environmental Management and Environmental Protection. The application consists of three major components: (1) a user interface that displays maps and allows users to select stream locations for which they want streamflow statistics (fig. 1), (2) a data base of previously published streamflow statistics and descriptive information for 725 USGS data-collection stations, and (3) an automated procedure that determines characteristics of the land-surface area (basin) that drains to the stream and inserts those characteristics into equations that estimate the streamflow statistics. Each of these components is described and guidance for using STREAMSTATS is provided below.

The demands placed on the mass storage systems at various federal agencies and national laboratories are continuously increasing in intensity. This forces system managers to constantly monitor the system, evaluate the demand placed on it, and tune it appropriately using either heuristics based on experience or analytic models. Performance models require an accurate workload characterization. This can be a laborious and time consuming process. It became evident from our experience that a tool is necessary to automate the workload characterization process. This paper presents the design and discusses the implementation of a tool for workload characterization of mass storage systems. The main features of the tool discussed here are: (1)Automatic support for peak-period determination. Histograms of system activity are generated and presented to the user for peak-period determination; (2) Automatic clustering analysis. The data collected from the mass storage system logs is clustered using clustering algorithms and tightness measures to limit the number of generated clusters; (3) Reporting of varied file statistics. The tool computes several statistics on file sizes such as average, standard deviation, minimum, maximum, frequency, as well as average transfer time. These statistics are given on a per cluster basis; (4) Portability. The tool can easily be used to characterize the workload in mass storage systems of different vendors. The user needs to specify through a simple log description language how the a specific log should be interpreted. The rest of this paper is organized as follows. Section two presents basic concepts in workload characterization as they apply to mass storage systems. Section three describes clustering algorithms and tightness measures. The following section presents the architecture of the tool. Section five presents some results of workload characterization using the tool.Finally, section six presents some concluding remarks.

The aim of this study was to analyze the situation with the decentralization of the Brazilian National System of Food and Nutritional Security (SISAN), created in 2006 under the Brazilian National Food and Nutritional Security Act (LOSAN). Based on the criteria for joining SISAN, as set out in Decree 7,272 of August 25, 2010, the authors analyzed data from the basic information surveys of the Brazilian Institute of Geography and Statistics, 2014 (Estadic e Munic/2014). The results show that decentralization of SISAN is still incipient at the municipal level, although all the states of Brazil have already joined the system. The social assistance sector has played an outstanding role in coordinating SISAN at the state and municipal levels, while in the latter the health sector has also played a relevant role. The analysis of food and nutritional security activities conducted to date, based on the sources of federal, state, and municipal funds, further shows that the federal sphere has still not played a strong inductive role capable of leading the expansion of SISAN. More effective funding mechanisms and the assignment of responsibilities to the states and municipalities are relevant factors for consolidating the system's state-level base and expanding the municipal base in the search for an identity and capillarity for SISAN.

A three-month study (February to April 2010) of the NASA Aviation Safety (AvSafe) program was conducted. This study comprised three components: (1) a statistical analysis of currently available civilian subsonic aircraft data from the National Transportation Safety Board (NTSB), the Federal Aviation Administration (FAA), and the Aviation Safety Information Analysis and Sharing (ASIAS) system to identify any significant or overlooked aviation safety issues; (2) a high-level qualitative identification of future safety risks, with an assessment of the potential impact of the NASA AvSafe research on the National Airspace System (NAS) based on these risks; and (3) a detailed, top-down analysis of the NASA AvSafe program using an established and peer-reviewed systems analysis methodology. The statistical analysis identified the top aviation "tall poles" based on NTSB accident and FAA incident data from 1997 to 2006. A separate examination of medical helicopter accidents in the United States was also conducted. Multiple external sources were used to develop a compilation of ten "tall poles" in future safety issues/risks. The top-down analysis of the AvSafe was conducted by using a modification of the Gibson methodology. Of the 17 challenging safety issues that were identified, 11 were directly addressed by the AvSafe program research portfolio.

The U.S. Geological Survey (USGS), in cooperation with numerous Federal, State, municipal, and local agencies, currently (2007) collects data for more than 120 lakes and reservoirs in Texas through a realtime, data-collection network. The National Water Information System that processes and archives water-resources data for the Nation provides a central source for retrieval of real-time as well as historical data. This report provides a brief description of the real-time, data-collection network and graphically summarizes the period-of-record daily mean water-surface elevations for 116 active and discontinued USGS lake and reservoir stations in Texas. The report also graphically depicts selected statistics (minimum, maximum, and mean) of daily mean water-surface-elevation data. The data for water year 2006 are compared to the selected statistics.

Measurement Matters: Comparing Old and New Definitions of Rape in Federal Statistical Reporting.

National statistics on the incidence of rape play an important role in the work of policymakers and academics. The Uniform Crime Reports (UCR) have provided some of the most widely used and influential statistics on the incidence of rape across the United States over the past 80 years. The definition of rape used by UCR changed in 2012 to include substantially more types of sexual assault. This article draws on 20 years of data from the National Incident-Based Reporting System to describe the impact this definitional change will have on estimates of the incidence of rape and trends over time. Drawing on time series as well as panel random effects methodologies, we show that 40% of sexual assaults have been excluded by the prior definition and that the magnitude of this error has grown over time. However, the overall trend in rape over time (year-to-year change) was not substantially different when comparing events meeting the prior definition and the subgroups of sexual assault that will now be counted. © The Author(s) 2014.

The article demonstrates the impact of institutional risks on indicators of compulsory pension insurance and describes the results of a comparative analysis of investment risks faced by the pension systems of the Russian Federation and OECD countries. Efficiency of private companies managing pension funds in Russia and OECD countries is compared and analyzed to show the necessity to liberalize requirements placed on investments of pension savings funds. On the basis of the available statistical data, the article puts forward and discusses the hypothesis that increasing of the basic indicators of the pension system is possible by reducing its institutional risks. It is concluded that if the institutional risks are reduced and the level of trust increases, there will be enhance growth in the pension system key indicators, such as pension payments and the replacement rate.

The Grist project is developing a grid-technology based system as a research environment for astronomy with massive and complex datasets. This knowledge extraction system will consist of a library of distributed grid services controlled by a workflow system, compliant with standards emerging from the grid computing, web services, and virtual observatory communities. This new technology is being used to find high redshift quasars, study peculiar variable objects, search for transients in real time, and fit SDSS QSO spectra to measure black hole masses. Grist services are also a component of the ``hyperatlas'' project to serve high-resolution multi-wavelength imagery over the Internet. In support of these science and outreach objectives, the Grist framework will provide the enabling fabric to tie together distributed grid services in the areas of data access, federation, mining, subsetting, source extraction, image mosaicking, statistics, and visualization.

The United States Geological Survey (USGS) entered the mainstream of developments in computer-assisted technology for mapping during the 1970s. The introduction by USGS of digital line graphs (DLGs), digital elevation models (DEMs), and land use data analysis (LUDA) nationwide land-cover data provided a base for the rapid expansion of the use of GIS in the 1980s. Whereas USGS had developed the topologically structured DLG data and the Geographic Information Retrieval and Analysis System (GIRAS) for land-cover data, the Map Overlay Statistical System (MOSS), a nontopologically structured GIS software package developed by Autometric, Inc., under contract to the U.S. Fish and Wildlife Service, dominated the use of GIS by federal agencies in the 1970s. Thus, USGS data was used in MOSS, but the topological structure, which later became a requirement for GIS vector datasets, was not used in early GIS applications. The introduction of Esri's ARC/INFO in 1982 changed that, and by the end of the 1980s, topological structure for vector data was essential, and ARC/INFO was the dominant GIS software package used by federal agencies.

OSHA is issuing a final rule amending the Basic Program Elements to require Federal agencies to submit their occupational injury and illness recordkeeping information to the Bureau of Labor Statistics (BLS) and OSHA on an annual basis. The information, which is already required to be created and maintained by Federal agencies, will be used by BLS to aggregate injury and illness information throughout the Federal government. OSHA will use the information to identify Federal establishments with high incidence rates for targeted inspection, and assist in determining the most effective safety and health training for Federal employees. The final rule also interprets several existing basic program elements in our regulations to clarify requirements applicable to Federal agencies, amends the date when Federal agencies must submit to the Secretary of Labor their annual report on occupational safety and health programs, amends the date when the Secretary of Labor must submit to the President the annual report on Federal agency safety and health, and clarifies that Federal agencies must include uncompensated volunteers when reporting and recording occupational injuries and illnesses.
