Overkill or not enough: Two decades ago, Congress realized that a system of civil remedies alone, devoid of any lasting punitive consequences, was inadequate to insure compliance with environmental protection statutes. Other than the Rivers and Harbors Act of 1899, which was designed to protect navigation, Federal criminal sanctions were not applicable to water pollution offenses. The Federal Water Pollution Control Act, more commonly known as the Clean Water Act (CWA), was twenty-four years old before Federal criminal enforcement of its provisions was allowed. But since the early 1970's, the criminal provisions of the CWA have been strengthened, the Unitedmore » States Department of Justice has beefed up its environmental enforcement efforts, and environmental polluters have been prosecuted. In the annals of criminology and the sociology of law, the phenomenon of corporate illegalities has been seriously neglected. Moreover, the relatively few social scientific studies of illegal corporate behavior have often approached the subject from limited theoretical perspectives. These studies have generally overlooked a critical element in criminological understanding; the role of law and its administration in generating violation rates that may be said to be characteristic of the prevailing social structure. This dissertation develops an integrated theoretical approach to a type of corporate illegality, environmental pollution. In this approach, law is seen as integral to the understanding ofmore » crime, and both are situated within the broad socio-economic structure of the United States in the latter half of the 20th century. This research first reviews and analyzes the history of the federal government's efforts to control industrial water pollution, seeking to identify the social structural limits on regulatory activity. Statistical analyses of data on the federal processing of industrial pollution violations are then presented, with a view toward analyzing the correlates of both business behavior and the federal response. The analyses test a proposed model of industrial regulation, and provide important support for the perspective linking law and crime.« less

Quality assurance (QA) and quality control (QC) data are required in order to have confidence in the results from analytical tests and the equipment used to produce those results. Some AOAC water methods include specific QA/QC procedures, frequencies, and acceptance criteria, but these are considered to be the minimum controls needed to perform a microbiological method successfully. Some regulatory programs, such as those at Code of Federal Regulations (CFR), Title 40, Part 136.7 for chemistry methods, require additional QA/QC measures beyond those listed in the method, which can also apply to microbiological methods. Essential QA/QC measures include sterility checks, reagent specificity and sensitivity checks, assessment of each analyst's capabilities, analysis of blind check samples, and evaluation of the presence of laboratory contamination and instrument calibration and checks. The details of these procedures, their performance frequency, and expected results are set out in this report as they apply to microbiological methods. The specific regulatory requirements of CFR Title 40 Part 136.7 for the Clean Water Act, the laboratory certification requirements of CFR Title 40 Part 141 for the Safe Drinking Water Act, and the International Organization for Standardization 17025 accreditation requirements under The NELAC Institute are also discussed.

Water and air pollution controls make significant contribution to the economy`s health, according to two EPA reports. Clean water provides billions of dollars in benefits to US industries, says a recently released study; and the agency`s draft report on the benefits of air pollution identifiesmore » $$20 in medical costs avoided for every dollar spent on pollution controls. The Clean Water Industry Coalition (CWIC) says the water report reaffirms the need to {open_quotes}modernize{close_quotes} the Clean Water Act (CWA), but EPA administrator Carol Browner says a CWA {open_quotes}rollback{close_quotes} supported by CWIC and passed by House Republicans last May would have jeopardized industries that depend on clean water by weakening effluent standards. Browner denies that the benefits of clean water as identified by the EPA report would have protected water standards from the bill`s cost-benefit requirements. A draft EPA report on clean air leaked by the American Lung Association estimates that tailpipe and smokestack controls for air pollution saved 79,000 lives and resulted in 15 million fewer respiratory illnesses in 1990 alone. The report assesses the costs and benefits of the Clean Air Act from 1970 to 1990. The cost of federal, state, and local regulations were estimated at $$436 billion over the 20-year span, whereas direct benefits of reduced pollution totaled $6.8 trillion.« less

A bioaquatic air pollution control system for controlling both water and atmospheric pollution is disclosed. The pollution control system includes an exhaust for directing polluted gases out of a furnace and a fluid circulating system which circulates fluid, such as waste water, from a source, past the furnace where the fluid flow entrains the pollutants from the furnace. The combined fluid and pollutants are then directed through a rock/plant/microbial filtering system. A suction pump pumps the treated waste water from the filter system past the exhaust to again entrain more pollutants from the furnace where they are combined with the fluid (waste water) and directed to the filter system.

Congress assigned the Federal government the responsibility for setting substantive environmental quality standards and the states the responsibility for implementing and enforcing those standards in four statutes--the National Environmental Policy Act; the Federal Water Pollution Control Act; Clean Air Act; and the Noise Control Act. In two recent decisions (EPA v. California ex rel. State Water Resources Council Bd., 96 S. Ct. 2022, 1976 and Hancock v. Train, 96 S. Ct. 2006, 1976) the U.S. Supreme Court considered the extent to which Congress intended these environmental statutes to waive Federal immunity from state regulation. This article examines these decisions inmore » light of the doctrine of intergovernmental immunity, the statutes and their legislative histories, and the concept of federalism embodied in the environmental legislation. Benefits and Costs of Pulp and Paper Effluent Controls Under the Clean Water Act

This study quantifies local improvements in environmental quality from controlling effluents in the pulp and paper industry. Although it is confined to a single industry, this study is the first effort to assess the actual net benefits of the Clean Water Act pollution control program. An assessment of water quality benefits requires linking regulatory policy, technical effects, and behavioral responses. Regulatory policies mandate specific controls that influence the quantity and nature of effluent discharges. We identify a subset of stream segments suitable for analysis, describe water quality simulations and control cost calculations under alternative regulatory scenarios, assign feasible water uses to each segment based on water quality, and determine probable upper bounds for the willingness of beneficiaries to pay. Because the act imposes uniform regulations that do not account for differences in compliance costs, existing stream quality, contributions of other effluent sources, and recreation potential, the relation between water quality benefits and costs varies widely across sites. This variation suggests that significant positive net benefits have probably been achieved in some cases, but we conclude that the costs of the Clean Water Act as a whole exceed likely benefits by a significant margin.

The forward and backward algorithms for watershed water pollution control planning were summarized in this paper as well as their advantages and shortages. The spatial databases of water environmental function region, pollution sources, monitoring sections and sewer outlets were built with ARCGIS8.1 as the platform in the case study of Ganjiang valley, Jiangxi province. Based on the principles of the forward algorithm, four scenarios were designed for the watershed pollution control. Under these scenarios, ten sets of planning schemes were generated to implement cascade pollution source control. The investment costs of sewage treatment for these schemes were estimated by means of a series of cost-effective functions; with pollution source prediction, the water quality was modeled with CSTR model for each planning scheme. The modeled results of different planning schemes were visualized through GIS to aid decision-making. With the results of investment cost and water quality attainment as decision-making accords and based on the analysis of the economic endurable capacity for water pollution control in Ganjiang river basin, two optimized schemes were proposed. The research shows that GIS technology and scenario analysis can provide a good guidance to the synthesis, integrity and sustainability aspects for river basin water quality planning.

Beyond the traditional load reduction also an ecosystem-internal mechanism can be used to minimise the effects of water pollution. The control of the internal mechanisms is achieved through the optimisation of the ecosystem structure. This ecotechnology principle is based on the idea to reduce as much as possible the gap between the current (suboptimal) structural status and the optimum structure by intentional manipulations. The spectrum of such manipulations is very broad. A few examples are demonstrated. They comprise physical (e.g. stream morphology), chemical (e.g. enhancing the redox potential at the sediment-water interface) and biological (e.g. enhancing stocks of predatory fishes) control measures. It can be supposed that a new immission concept including the ecotechnology principle could be much more adequate to the demand of modern water pollution control than the traditional emission and imission concepts.

When the M/V Big Sam tugboat struck an oil-carrying barge in 1975, the district court held that no tort action existed, and limited the government's claim for cleanup compensation to the Federal Water Pollution Control Act (FWPCA) and a potential yield of only $15,500. The author traces the foundations of the defendant's claim that Congress intended the FWPCA to be the government's exclusive means of recovery oil cleanup costs and, citing prior case law, discusses the arguments and applies the exclusivity test to the Fifth Circuit's decision in M/V Big Sam. In September, 1988, the 100th Congress passed the Indian Gaming Regulatory Act, concluding five years of debate over the Indian Gaming issue - brought to a head by a Supreme Court decision in February, 1987, that barred states from regulating Indian Gaming. That case (State of California v. Cabazon Band of Mission Indians) forced the legislature to take a serious look at issues of gaming on Indian lands. The result was the creation of a three-tiered system whereby tribes will control ceremonial games, the federal government will control bingo, and the states and tribes will negotiate agreements to cover casino games, parimutuel racing, and jai alai, if such games are legal in that particular state. In light of the case of the Cabazon Indians and the passage of the Indian Gaming Regulatory Act, this paper will address the following competing issues: tribal sovereignty, state interests, federal interests, and states like Nevada, which have a regulated gaming industry.

A Comparison of Erosion and Water Pollution Control Strategies for an Agricultural Watershed

The effectiveness and efficiency of two erosion control strategies and one water pollution control (riparian) strategy are compared for Idaho's Tom Beall watershed. Erosion control strategies maximize annualized net returns per hectare on each field and restrict field erosion rates to no more than 11.2 or 16.8 tons per hectare. The riparian strategy uses good vegetative cover on all fields adjacent to the creek and in noncropland areas and the resource management system that maximizes annualized net returns per hectare on remaining fields. The Agricultural Nonpoint Source Pollution model is used to simulate the levels and concentrations of sediment, nitrogen, phosphorus, and chemical oxygen demand at the outlet of the watershed. Erosion control strategies generate less total erosion and water pollution but are less efficient than the riparian strategy. The riparian strategy is less equitable for farmers than the erosion control strategies.

Water pollution in the river basin is an important environmental management problem in China. At present, China’s environmental governance has entered the policy game stage centered on related interests. There are two main focus areas. First, it aims to resolve the conflict between the central government, local governments, and enterprises in terms of the utilization of basin resources and the environment. Second, it is responsible for the implementation of environmental policy. By analyzing the relationships between the central government, local governments, and enterprises in the process of water pollution control in the river basin, this study examines the environmental regulation of the central government and the collusion between local governments and enterprises to pollute the environment. To achieve this, game theory is applied from the perspective of information economics. Lastly, the study proposes corresponding policy recommendations in order to get out of the “prisoner’s dilemma”.

Evolving policies to regulate pollution from animal feeding operations.

Due to concentrations of animals at large facilities, animal feeding operations (AFOs) have emerged as a major potential source of water pollution. The federal government regulates concentrated animal feeding operations under its point-source pollution permitting regulations. A major determinant of whether an operation must apply for a permit is the number of animals at an individual lot or facility. This paper examines federal mandatory controls and voluntary guidelines that seek to reduce contaminant pollution from AFOs. Land treatment practices are delineated due to their importance in reducing the injurious by-products of agricultural production. An evaluation of proposed revisions to federal regulations on confined animal feeding operations suggests they diverge from their goal of controlling water pollution. Federal regulations focus on the size of operation and amount of manure governed by the permitting process to the exclusion of other criteria related to the impairment of water quality. Given the uncertainties about the amount of pollution from AFOs, lack of enforcement of existing regulations, localization of problems, and possible alternatives for addressing the pollution, more demanding federal regulations may not form an appropriate response.

Examination of the potential impacts of dust and pollution aerosol acting as cloud nucleating aerosol on water resources in the Colorado River Basin

In this study we examine the cumulative effect of dust acting as cloud nucleating aerosol (cloud condensation nuclei (CCN), giant cloud condensation nuclei (GCCN), and ice nuclei (IN)) along with anthropogenic aerosol pollution acting primarily as CCN, over the entire Colorado Rocky Mountains from the months of October to April in the year 2004-2005; the snow year. This ˜6.5 months analysis provides a range of snowfall totals and variability in dust and anthropogenic aerosol pollution. The specific objectives of this research is to quantify the impacts of both dust and pollution aerosols on wintertime precipitation in the Colorado Mountains using the Regional Atmospheric Modeling System (RAMS). In general, dust enhances precipitation primarily by acting as IN, while aerosol pollution reduces water resources in the CRB via the so-called "spill-over" effect, by enhancing cloud droplet concentrations and reducing riming rates. Dust is more episodic and aerosol pollution is more pervasive throughout the winter season. Combined response to dust and aerosol pollution is a net reduction of water resources in the CRB. The question is by how much are those water resources affected? Our best estimate is that total winter-season precipitation loss for for the CRB the 2004-2005 winter season due to the combined influence of aerosol pollution and dust is 5,380,00 acre-feet of water. Sensitivity studies for different cases have also been run for the specific cases in 2004-2005 winter season to analyze the impact of changing dust and aerosol ratios on precipitation in the Colorado River Basin. The dust is varied from 3 to 10 times in the experiments and the response is found to be non monotonic and depends on various environmental factors. The sensitivity studies show that adding dust in a wet system increases precipitation when IN affects are dominant. For a relatively dry system high concentrations of dust can result in over-seeding the clouds and reductions in precipitation

...EPA is finalizing a limited approval and limited disapproval of two permitting rules submitted by California as a revision to the Placer County Air Pollution Control District (PCAPCD) and Feather River Air Quality Management District (FRAQMD) portion of the California State Implementation Plan (SIP). These revisions were proposed in the Federal Register on February 22, 2013 and concern construction and modification of stationary sources of air pollution within each District. We are approving local rules that regulate these emission sources under the Clean Air Act as amended in 1990 (CAA). Final approval of these rules makes the rules federally enforceable and corrects program deficiencies identified in a previous EPA rulemaking (76 FR 44809, July 27, 2011). EPA is also making a technical amendment to the Code of Federal Regulations (CFR) to reflect this previous rulemaking, which removed an obsolete provision from the California SIP.

The Taoge water system is located in the upstream of Taihu Lake basin and is characterized by its multi-connected rivers and lakes. In this paper, current analyses of hydrology, hydrodynamics and water pollution of Gehu Lake and Taige Canal are presented. Several technologies are proposed for pollution prevention and control, and water environmental protection in the Taihu Lake basin. These included water pollution control integration technology for the water systems of Gehu Lake, Taige Canal and Caoqiao River. Additionally, river-lake water quality and quantity regulation technology, ecological restoration technology for polluted and degraded water bodies, and water environmental integration management and optimization strategies were also examined. The main objectives of these strategies are to: (a) improve environmental quality of relative water bodies, prevent pollutants from entering Gehu Lake and Taige Canal, and ensure that the clean water after the pre-treatment through Gehu Lake is not polluted before entering the Taihu Lake through Taige Canal; (b) stably and efficiently intercept and decrease the pollution load entering the lake through enhancing the river outlet ecological system structure function and water self-purifying capacity, and (c) designate Gehu Lake as a regulation system for water quality and water quantity in the Taoge water system and thus guarantee the improvement of the water quality of the inflow into Taihu Lake.

The supply and demand for pollution control: Evidence from wastewater treatment

This paper analyzes the determination of pollution control from wastewater treatment plants as an economic decision facing local or regional regulators. Pollution control is measured by plant design effluent concentration levels and is fully endogenous in a supply- and-demand model of treatment choice. On the supply side, plant costs are a function of the design treatment level of the plant, and on the demand side, treatment level is a function of both the costs of control and the regional or regulatory preferences for control. We find evidence that the economic model of effluent choice by local regulators has a good deal of explanatory power. We find evidence that wastewater treatment plant removal of biological oxygen demand (BOD) is sensitive to many local factors including the size of the treatment plant, the flow rate of the receiving water, the population density of the surrounding area, regional growth, state sensitivity to environmental issues, state income, and the extent to which the damages from pollution fall on other states. We find strong evidence that regulators are sensitive to capital costs in determining the design level of BOD effluent reduction at a plant. Thus, proposed reductions in federal subsidies for wastewater treatment plant construction are likely to have significant adverse effects on water quality. ?? 1992.

'Classical' real-time control (RTC) strategies in sewer systems are based on water level and flow measurements with the goal of activation of retention volume. The control system rule of 'clean (storm water) runoff into the receiving water - polluted runoff into the treatment plant' has been thwarted by rough operating conditions and lack of measurements. Due to the specific boundary conditions in the city of Wuppertal's separate sewer system (clean stream water is mixed with polluted storm water runoff) a more sophisticated--pollution-based--approach was needed. In addition the requirements to be met by the treatment of storm water runoff have become more stringent in recent years. To separate the highly-polluted storm water runoff during rain events from the cleaner stream flow a pollution-based real-time control (P-RTC) system was developed and installed. This paper describes the measurement and P-RTC equipment, the definition of total suspended solids as the pollution-indicating parameter, the serviceability of the system, and also gives a cost assessment. A sensitivity analysis and pollution load calculations have been carried out in order to improve the P-RTC algorithm. An examination of actual measurements clearly shows the ecological and economic advantages of the P-RTC strategy.

This paper briefly discusses the more significant provisions of the Fish and Wildlife Coordination Act (1958). It covers pertinent aspects of legislative history, the development and current status (April 1980) of certain policies relevant to administering the Act, and other matters. It is directed primarily to practicing fish and wildlife agency field biologists, planners, and decisionmakers engaged in water resources development activities under the Act. It is not intended to be exhaustive in its treatment. The Fish and Wildlife Coordination Act provides a basic procedural framework for the orderly consideration of fish and wildlife conservation measures to be incorporated into Federal and Federally permitted or licensed water development projects. The principal provisions of the Act include: 1. a statement of Congressional purpose that fish and wildlife conservation shall receive equal consideration with other project features; 2. mandatory consultation with wildlife agencies with a view to achieving such conservation; 3. full consideration by action of the recommendations stemming from consultation; 4. authority for action agencies to implement such recommendations as they find acceptable. The FWCA in effect amends, conditions, or supplements other Federal laws and is thus closely linked in its application and interpretation. It is similarly linked to Federal planning standards and procedures. Because of this, interpretations tend to be flexible and evolve, adapting to changing situations. The following reference matrix outlines selected sections of the Fish and Wildlife Coordination Act which are of particular relevance to planners.

Nonpoint pollution from agriculture is an important environmental policy issue in Spain and the European Union. Agricultural pollution in Spain is being addressed by the National Irrigation Plan and by the European Water Framework Directive. This article contributes to the ongoing policy decision process by analyzing nonpoint pollution control and presenting results on the efficiency of abatement measures. Results question the reliance of the Water Framework Directive on water pricing as a pollution instrument for reaching good status for all waters because higher water prices close to full recovery cost advocated by the directive appear to be inefficient as an emission control instrument. Another important result is that abatement measures based on input taxes and standards on nitrogen appear to be more suitable than the National Irrigation Plan subsidies designed to promote irrigation investments. The results also contribute with further evidence to the discussion on the appropriate instrument base for pollution control, proving that nonpoint pollution control instruments cannot be assessed accurately without a correct understanding of the key underlying biophysical processes. Nonpoint pollution is characterized by nonlinearities, dynamics, and spatial dependency, and neglect of the dynamic aspects may lead to serious consequences for the design of measures. Finally, a quantitative assessment has been performed to explore discriminating measures based on crop pollution potential on vulnerable soils. No significant welfare gains are found from discriminating control, although results are contingent upon the level of damage, and discrimination could be justified in areas with valuable ecosystems and severe pollution damages.

The survival of aquatic biota in stream ecosystems depends on both water quantity and quality, and is particularly susceptible to degraded water quality in regulated rivers. Maintenance of environmental flows (e-flows) for aquatic biota with optimum water quantity and quality is essential for sustainable ecosystem services, especially in developing regions with insufficient stream monitoring of hydrology, water quality and aquatic biota. Few e-flow methods are available that closely link aquatic biota tolerances to pollutant concentrations in a simple and practical manner. In this paper a new method was proposed to assess e-flows that aimed to satisfy the requirements of aquatic biota for both the quantity and quality of the streamflow by linking fish tolerances to water quality criteria, or the allowable concentration of pollutants. For better operation of water projects and control of pollutants discharged into streams, this paper presented two coefficients for streamflow adjustment and pollutant control. Assessment of e-flows in the Wei River, the largest tributary of the Yellow River, shows that streamflow in dry seasons failed to meet e-flow requirements. Pollutant influx exerted a large pressure on the aquatic ecosystem, with pollutant concentrations much higher than that of the fish tolerance thresholds. We found that both flow velocity and water temperature exerted great influences on the pollutant degradation rate. Flow velocity had a much greater influence on pollutant degradation than did the standard deviation of flow velocity. This study provides new methods to closely link the tolerance of aquatic biota to water quality criteria for e-flow assessment. The recommended coefficients for streamflow adjustment and pollutant control, to dynamically regulate streamflow and control pollutant discharge, are helpful for river management and ecosystems rehabilitation. The relatively low data requirement also makes the method easy to use efficiently in developing

This report provides current information on the Safe Drinking Water Act and recent amendments. The report describes the evolution of the Safe Drinking Water Act and the responsibilities of base personnel involved in compliance with the Act. The Federal Water Polluton Control Act (PL92-500, commonly known as the Clean Water Act), establishes a process for States to use to develop information on the quality of the Nation`s water resources and to report this information to the U.S. Environmental Protection Agency (EPA), the U.S. Congress, and the citizens of this country. Self-Propelled Micromotors for Cleaning Polluted Water

We describe the use of catalytically self-propelled microjets (dubbed micromotors) for degrading organic pollutants in water via the Fenton oxidation process. The tubular micromotors are composed of rolled-up functional nanomembranes consisting of Fe/Pt bilayers. The micromotors contain double functionality within their architecture, i.e., the inner Pt for the self-propulsion and the outer Fe for the in situ generation of ferrous ions boosting the remediation of contaminated water.The degradation of organic pollutants takes place in the presence of hydrogen peroxide, which acts as a reagent for the Fenton reaction and as main fuel to propel the micromotors. Factors influencing the efficiency of the Fenton oxidation process, including thickness of the Fe layer, pH, and concentration of hydrogen peroxide, are investigated. The ability of these catalytically self-propelled micromotors to improve intermixing in liquids results in the removal of organic pollutants ca. 12 times faster than when the Fenton oxidation process is carried out without catalytically active micromotors. The enhanced reaction–diffusion provided by micromotors has been theoretically modeled. The synergy between the internal and external functionalities of the micromotors, without the need of further functionalization, results into an enhanced degradation of nonbiodegradable and dangerous organic pollutants at small-scale environments and holds considerable promise for the remediation of contaminated water. Main-stem reservoirs were constructed and agricultural production flourished to the point of crop surpluses in the Missouri River basin. Consequently, the irrigation that was promised for the upper-basin states was not pursued as originally planned. The result was unappropriated surplus water available for commitments to future use. In recent years, when the nation's need for increased energy production became a reality, attention began focusing on the actual commitments of those surpluses. Conflicts between water for energy and water for agriculture were inevitable. On February 24, 1975 Secretaries of the Army and Interior entered into a ''Memorandum of Understanding'' concerning themore » marketing of surplus water from six reservoirs on the main stem of the Missouri River. The memorandum was executed in order to expedite plans for using large amounts of coal in the Dakotas, Montana, and Wyoming for developing new energy supplies. The purpose of the memorandum was to permit the possible execution of industrial-water-service contracts of approximately one million acre feet of main-stem storage water. This Comment examines two initial questions raised by the Federal proposals to sell impounded reservoir water to industrial users. First, what are the rights or powers of the states to control water within their borders, and second, what legal authority, constitutional, legislative, or otherwise, do the Departments of the Interior and Army have for industrial water marketing from Federal reservoirs. Other collateral yet significant issues are considered as well. The frequent occurrence of water pollution accidents and the leakage of organic pollutants have caused severe environmental and ecological crisis. It is thus highly imperative to find efficient materials to solve the problem. Inspired by the lotus leaf, superwetting materials are receiving increasing attention in the field of removal of organic pollutants from water. Various superwetting materials have been successfully generated and integrated into devices for removal of organic pollutants from water. On the basis of our previous work in the field, we summarized in this account the progress of removal of (1) floating and underwater insoluble, (2) emulsified insoluble, and (3) both insoluble and soluble organic pollutants from water using superwetting materials including superhydrophobic & superoleophilic materials, superhydrophilic & underwater superoleophobic materials, and materials with controllable wettability. The superwetting materials are in the forms of 2D porous materials, 3D porous materials and particles, etc. Finally, the current state and future challenges in this field are discussed. Pollution of water sources and removal of pollutants by advanced drinking-water treatment in China.

The pollution of water resources and drinking water sources in China is described in this paper with basic data. About 90% of surface waters and over 60% of drinking water sources in urban areas have been polluted to different extents. The main pollutants present in drinking water sources are organic substances, ammonia nitrogen, phenols, pesticides and pathogenic micro-organisms, some of which cannot be removed effectively by the traditional water treatment processes like coagulation, sedimentation, filtration and chlorination, and the product water usually does not meet Chinese national drinking water standards, when polluted source water is treated. In some drinking-water plants in China, advanced treatment processes including activated carbon filtration and adsorption, ozonation, biological activated carbon and membrane separation have been employed for further treatment of the filtrate from a traditional treatment system producing unqualified drinking water, to make final product water meet the WHO guidelines and some developed countries' standards, as well as the Chinese national standards for drinking water. Some case studies of advanced water treatment plants are described in this paper as well.

The negative health effects of water pollution remain a major source of morbidity and mortality in China. The Chinese government is making great efforts to strengthen water environment treatment; however, no studies have evaluated the effects of water treatment on human health by water pollution in China. This study evaluated the association between water pollution and health outcomes, and determined the extent to which environmental regulations on water pollution may lead to health benefits. Data were extracted from the 2011 and 2013 China Health and Retirement Longitudinal Study (CHARLS). Random effects model and random effects Logit model were applied to study the relationship between health and water pollution, while a Mediator model was used to estimate the effects of environmental water treatment on health outcomes by the intensity of water pollution. Unsurprisingly, water pollution was negatively associated with health outcomes, and the common pollutants in industrial wastewater had differential impacts on health outcomes. The effects were stronger for low-income respondents. Water environment treatment led to improved health outcomes among Chinese people. Reduced water pollution mediated the associations between water environment treatment and health outcomes. The results of this study offer compelling evidence to support treatment of water pollution in China. Copyright © 2016 Elsevier Ltd. All rights reserved.

With a drainage area of 400 square kilometers, Wujingang Canal is located at the economically developed Yangtz Delta of eastern China. As a major tributary, the canal contributes a significant amount of pollutant load to the Lake Tai. Over the past many years, water quality of the canal and its tributaries could not meet the lowest Category V of Chinese surface water quality standard, indicating that its water is not suitable for the purposes of irrigation or scenic views. Major pollution sources in the watershed include industries, residential households, agriculture, fishery, and animal feedlot operations. A comprehensive plan with a budget of 2 billion RMB for the Wujingang watershed pollution control was developed in 2008 and has been implemented progressively ever since. Major components of the plan include: (1) advanced treatment of wastewater from industries and municipal sewage plants for further removal of nitrogen and phosphorous; (2) industrial wastewater reuse; (3) contiguous treatment of sewage from rural residential households with cost-effective technologies such as tower ecofilter system; (4) recycling of rural wastes to generate high-value added products using technologies such as multi-phase anaerobic co-digestion; and (5) making full use of the local landscape and configuring physical, chemical, and biological pollutant treatment structures to build the "clean river network" for treatment of mildly polluted agricultural discharge and surface runoff. Through the implementation of the above measures, water quality of the Wujingang Canal and its tributaries is expected to improve to meet Category IV of Chinese surface water quality standard by 2012, and Category III standard by 2020. Marine ecosystems are affected by water pollution originating from coastal catchments. The delivery of water pollutants can be reduced through water pollution abatement as well as water pollution treatment. Hence, sustainable economic development of coastal regions requires balancing of the marginal costs from water pollution abatement and/or treatment and the associated marginal benefits from marine resource appreciation. Water pollution delivery reduction costs are, however, not equal across abatement and treatment options. In this paper, an optimal control approach is developed and applied to explore welfare maximizing rates of water pollution abatement and/or treatment for efficient diffuse source water pollution management in terrestrial-marine systems. For the case of diffuse source dissolved inorganic nitrogen water pollution in the Tully-Murray region, Queensland, Australia, (agricultural) water pollution abatement cost, (wetland) water pollution treatment cost and marine benefit functions are determined to explore welfare maximizing rates of water pollution abatement and/or treatment. Considering partial (wetland) treatment costs and positive water quality improvement benefits, results show that welfare gains can be obtained, primarily, through diffuse source water pollution abatement (improved agricultural management practices) and, to a minor extent, through diffuse source water pollution treatment (wetland restoration).

Can control of soil erosion mitigate water pollution by sediments?

The detrimental impact of sediment and associated pollutants on water quality is widely acknowledged, with many watercourses in the UK failing to meet the standard of 'good ecological status'. Catchment sediment budgets show that hill slope erosion processes can be significant sources of waterborne sediment, with rates of erosion likely to increase given predicted future weather patterns. However, linking on-site erosion rates with off-site impacts is complicated because of the limited data on soil erosion rates in the UK and the dynamic nature of the source-pathway-receptor continuum over space and time. Even so, soil erosion control measures are designed to reduce sediment production (source) and mobilisation/transport (pathway) on hill slopes, with consequent mitigation of pollution incidents in watercourses (receptors). The purpose of this paper is to review the scientific evidence of the effectiveness of erosion control measures used in the UK to reduce sediment loads of hill slope origin in watercourses. Although over 73 soil erosion mitigation measures have been identified from the literature, empirical data on erosion control effectiveness are limited. Baseline comparisons for the 18 measures where data do exist reveal erosion control effectiveness is highly variable over time and between study locations. Given the limitations of the evidence base in terms of geographical coverage and duration of monitoring, performance of the different measures cannot be extrapolated to other areas. This uncertainty in effectiveness has implications for implementing erosion/sediment risk reduction policies, where quantified targets are stipulated, as is the case in the EU Freshwater Fish and draft Soil Framework Directives. Also, demonstrating technical effectiveness of erosion control measures alone will not encourage uptake by land managers: quantifying the costs and benefits of adopting erosion mitigation is equally important, but these are uncertain and difficult to

Coastal waters receive large amounts of nutrients and pollutants from different point and nonpoint sources through bays and estuaries. Excess supply of nutrients in coastal waters may have detrimental effects, leading to hypoxia and anoxia from eutrophication. Reduction in concentrations of excess nutrients/pollutants in bays/estuarine system is must for healthy coastal ecosystem functioning. Conservations of bays, estuaries and coastal zones are must for sustainable development in any maritime country. Excellent ability of oyster in removing and controlling the concentrations of nutrients, pollutants, suspended particulate matters from bays and estuarine waters stimulated me to provide a viewpoint on oyster reef restoration in controlling nutrient/heavy metals fluxes and marine coastal pollution around India. Oyster reefs restoration may decrease nutrient and heavy metals fluxes in coastal waters and reduce the intensity of oxygen depletion in the coastal Arabian Sea (seasonal) and Bay of Bengal. However, extensive research is recommended to understand the impact of oyster reef restoration in controlling coastal pollution which is essential for sustainable development around India. The prior appropriation system has served well in the Western US for 125 years, providing a legal regime that permits and encourages enormous economic growth of agriculture, industry and municipalities. This system, however, both in its inception and current application, fails to address or protect public interests in fisheries, recreation, environmental quality, and clean water. As a result, serious nonpoint water pollution problems are occurring throughout the West. Such pollution can be regulated either by the courts or the legislatures under the public trust doctrine, which antedates the prior appropriation system, and which protects fisheries and water quality. Some states are adopting police power regulations to control nonpoint pollution. Others are approaching the problem through the prior appropriation system itself, taking the position that beneficial use means use that does not harm the public through pollution. The public trust doctrine is not a panacea that will instantly solve all the conflicts that now surround the prior appropriation system. It should be considered, however, as a basis for setting standards as best practicable technology or best management practice.« less

Due to increasingly serious urban pollution, this paper proposes an environmental pollution prevention and control system in combination with Internet of things. The system transfers data through the Internet, which also utilizes sensor, pH sensor and smoke sensor to obtain environmental data. Besides, combined with the video data acquired through monitoring, the data are transferred to data center to analyze the haze pollution, water pollution and fire disaster in environment. According to the results, multi-purpose vehicles are mobilized to complete the tasks such as spraying water to relieve haze, water source purification and fire fighting in city environment. Experiments show that the environmental pollution prevention and control system designed in this paper can automatically complete the urban environmental pollution detection, prevention and control, which thus reduces human and material resources and improves the efficiency of pollution prevention and control. Therefore, it possesses greatly practical significance to the construction of smart city.

In this study, an integrated approach named the '333' strategy was applied to pollution control in the Jialu River, in northern China, which is heavily burdened with anthropogenic pollution. Due to a deficiency of the natural ecological inflow, the Jialu River receives predominantly industrial and municipal effluent. The '333' strategy is composed of three steps of pollution control including industrial point-source pollution control, advanced treatment of municipal wastewater, and ecological restoration; three increased stringency emission standards; and three stages of reclamation. Phase 1 of the '333' strategy focuses on industrial point-source pollution control; phase 2 aims to harness municipal wastewater and minimize sewage effluents using novel techniques for advanced water purification; phase 3 of the '333' strategy focuses on the further purification of effluents flowing into Jialu River with the employment of an engineering-based ecological restoration project. The application of the '333' strategy resulted in the development of novel techniques for water purification including modified magnetic resins (NDMP resin), a two-stage internal circulation anaerobic reactor (IC reactor) and an ecological restoration system. The results indicate that water quality in the river was significantly improved, with increased concentrations of dissolved oxygen (DO), as well as reduction of COD by 42.8% and NH 3 -N by 61.4%. In addition, it was observed that the total population of phytoplankton in treated river water notably increased from only one prior to restoration to 8 following restoration. This system also provides a tool for pollution control of other similar industrial and anthropogenic source polluted rivers.

Houston’s Novel Strategy to Control Hazardous Air Pollutants: A Case Study in Policy Innovation and Political Stalemate

Although ambient concentrations have declined steadily over the past 30 years, Houston has recorded some of the highest levels of hazardous air pollutants in the United States. Nevertheless, federal and state regulatory efforts historically have emphasized compliance with the National Ambient Air Quality Standard for ozone, treating “air toxics” in Houston as a residual problem to be solved through application of technology-based standards. Between 2004 and 2009, Mayor Bill White and his administration challenged the well-established hierarchy of air quality management spelled out in the Clean Air Act, whereby federal and state authorities are assigned primacy over local municipalities for the purpose of designing and implementing air pollution control strategies. The White Administration believed that existing regulations were not sufficient to protect the health of Houstonians and took a diversity of both collaborative and combative policy actions to mitigate air toxic emissions from stationary sources. Opposition was substantial from a local coalition of entrenched interests satisfied with the status quo, which hindered the city’s attempts to take unilateral policy actions. In the short term, the White Administration successfully raised the profile of the air toxics issue, pushed federal and state regulators to pay more attention, and induced a few polluting facilities to reduce emissions. But since White left office in 2010, air quality management in Houston has returned to the way it was before, and today there is scant evidence that his policies have had any lasting impact. Planning of water resources management and pollution control for Heshui River watershed, China: A full credibility-constrained programming approach.

A key issue facing integrated water resources management and water pollution control is to address the vague parametric information. A full credibility-based chance-constrained programming (FCCP) method is thus developed by introducing the new concept of credibility into the modeling framework. FCCP can deal with fuzzy parameters appearing concurrently in the objective and both sides of the constraints of the model, but also provide a credibility level indicating how much confidence one can believe the optimal modeling solutions. The method is applied to Heshui River watershed in the south-central China for demonstration. Results from the case study showed that groundwater would make up for the water shortage in terms of the shrinking surface water and rising water demand, and the optimized total pumpage of groundwater from both alluvial and karst aquifers would exceed 90% of its maximum allowable levels when credibility level is higher than or equal to 0.9. It is also indicated that an increase in credibility level would induce a reduction in cost for surface water acquisition, a rise in cost from groundwater withdrawal, and negligible variation in cost for water pollution control.
