In response to this training need, the FSA developed a course during the first year of the grant (Year One), Responding to Terrorist Incidents in Your Community: Flammable-Liquid Fire Fighting Techniques for Municipal and Rural Firefighters. During the three years of the grant, a total of 2,029 emergency responders received this training. In Year Three, two new courses, a train-the-trainer for Responding to Terrorist Incidents in Your Community and Management of Large-Scale Disasters for Public Officials were developed and pilot tested during the Real-World Disaster Management Conference held at the FSA in June of 2007. Two research projects were conducted during Years Two and Three. The first, conducted over a two year period, evaluated student surveys regarding the value of the flammable liquids training received. Radioactive liquid waste may produce hydrogen as result of the interaction of gamma radiation and water. If the waste contains organic chelating agents, additional hydrogen as well as nitrous oxide and ammonia may be produced by thermal and radiolytic decomposition of these organics. Several high-level radioactive liquid waste storage tanks, located underground at the Hanford Site in Washington State, are on a Flammable Gas Watch List. Some contain waste that produces and retains gases until large quantities of gas are released rapidly to the tank vapor space. Tanks nearly-filled to capacity have relatively little vapor space; therefore if the wastemore » suddenly releases a large amount of hydrogen and nitrous oxide, a flammable gas mixture could result. The most notable example of a Hanford waste tank with a flammable gas problem is tank 241-SY-101. Upon occasion waste stored in this tank has released enough flammable gas to burn if an ignition source had been present inside of the tank. Several, other Hanford waste tanks exhibit similar behavior although to a lesser magnitude. Because this behavior was hot adequately-addressed in safety analysis reports for the Hanford Tank Farms, an unreviewed safety question was declared, and in 1990 the Flammable Gas Tank Safety Program was established to address this problem. The purposes of the program are a follows: (1) Provide safety documents to fill gaps in the safety analysis reports, and (2) Resolve the safety issue by acquiring knowledge about gas retention and release from radioactive liquid waste and developing mitigation technology. This document provides the general logic and work activities required to resolve the unreviewed safety question and the safety issue of flammable gas mixtures in radioactive liquid waste storage tanks.« less

Flash point is the most important variable employed to characterize fire and explosion hazard of liquids. The models developed for predicting the flash point of partially miscible mixtures in the literature to date are all based on the assumption of liquid-liquid equilibrium. In real-world environments, however, the liquid-liquid equilibrium assumption does not always hold, such as the collection or accumulation of waste solvents without stirring, where complete stirring for a period of time is usually used to ensure the liquid phases being in equilibrium. This study investigated the effect of stirring on the flash-point behavior of binary partially miscible mixtures. Two series of partially miscible binary mixtures were employed to elucidate the effect of stirring. The first series was aqueous-organic mixtures, including water+1-butanol, water+2-butanol, water+isobutanol, water+1-pentanol, and water+octane; the second series was the mixtures of two flammable solvents, which included methanol+decane, methanol+2,2,4-trimethylpentane, and methanol+octane. Results reveal that for binary aqueous-organic solutions the flash-point values of unstirred mixtures were located between those of the completely stirred mixtures and those of the flammable component. Therefore, risk assessment could be done based on the flammable component flash-point value. The thermal, transport, rheological and flammability properties of electrolyte mixtures, proposed for safer lithium-ion battery systems, were investigated as a function of the mole composition. The blends were composed of a lithium salt (LiTFSI), organic solvents (namely EC, DEC) and an ionic liquid (PYR13TFSI). The main goal is to combine the fast ion transport properties of the organic compounds with the safe issues of the non-flammable and non-volatile ionic liquids. Preliminary tests in batteries have evidenced cycling performance approaching that observed in commercial organic electrolytes.
Flash-point prediction for binary partially miscible mixtures of flammable solvents.

Flash point is the most important variable used to characterize fire and explosion hazard of liquids. Herein, partially miscible mixtures are presented within the context of liquid-liquid extraction processes. This paper describes development of a model for predicting the flash point of binary partially miscible mixtures of flammable solvents. To confirm the predictive efficacy of the derived flash points, the model was verified by comparing the predicted values with the experimental data for the studied mixtures: methanol+octane; methanol+decane; acetone+decane; methanol+2,2,4-trimethylpentane; and, ethanol+tetradecane. Our results reveal that immiscibility in the two liquid phases should not be ignored in the prediction of flash point. Overall, the predictive results of this proposed model describe the experimental data well. Based on this evidence, therefore, it appears reasonable to suggest potential application for our model in assessment of fire and explosion hazards, and development of inherently safer designs for chemical processes containing binary partially miscible mixtures of flammable solvents.

The chemical instability of the traditional electrolyte remains a safety issue in widely used energy storage devices such as Li-ion batteries. Li-ion batteries for use in devices operating at elevated temperatures require thermally stable and non-flammable electrolytes. Ionic liquids (ILs), which are non-flammable, non-volatile, thermally stable molten salts, are an ideal replacement for flammable and low boiling point organic solvent electrolytes currently used today. We herein describe the procedures to: 1) synthesize mono- and di-phosphonium ionic liquids paired with chloride or bis(trifluoromethane)sulfonimide (TFSI) anions; 2) measure the thermal properties and stability of these ionic liquids by differential scanning calorimetry (DSC) and thermal gravimetric analysis (TGA); 3) measure the electrochemical properties of the ionic liquids by cyclic voltammetry (CV); 4) prepare electrolytes containing lithium bis(trifluoromethane)sulfonamide; 5) measure the conductivity of the electrolytes as a function of temperature; 6) assemble a coin cell battery with two of the electrolytes along with a Li metal anode and LiCoO2 cathode; and 7) evaluate battery performance at 100 °C. We additionally describe the challenges in execution as well as the insights gained from performing these experiments.
Determination of flash point in air and pure oxygen using an equilibrium closed bomb apparatus.

The standard closed testers for flash point measurements may not be feasible for measuring flash point in special atmospheres like oxygen because the test atmosphere cannot be maintained due to leakage and the laboratory safety can be compromised. To address these limitations we developed a new "equilibrium closed bomb" (ECB). The ECB generally gives lower flash point values than standard closed cup testers as shown by the results of six flammable liquids. The present results are generally in good agreement with the values calculated from the reported lower flammability limits and the vapor pressures. Our measurements show that increased oxygen concentration had little effect on the flash points of the tested flammable liquids. While generally regarded as non-flammable because of the lack of observed flash point in standard closed cup flash point testers, dichloromethane is known to form flammable mixtures. The flash point of dichloromethane in oxygen measured in the ECB is -7.1 degrees C. The flash point of dichloromethane in air is dependent on the type and energy of the ignition source. Further research is being carried out to establish the relationship between the flash point of dichloromethane and the energy of the ignition source.

The term champagne heat pump denotes a developmental heat pump that exploits a cycle of absorption and desorption of carbon dioxide in an alcohol or other organic liquid. Whereas most heat pumps in common use in the United States are energized by mechanical compression, the champagne heat pump is energized by heating. The concept of heat pumps based on other absorption cycles energized by heat has been understood for years, but some of these heat pumps are outlawed in many areas because of the potential hazards posed by leakage of working fluids. For example, in the case of the water/ammonia cycle, there are potential hazards of toxicity and flammability. The organic-liquid/carbon dioxide absorption/desorption cycle of the champagne heat pump is similar to the water/ammonia cycle, but carbon dioxide is nontoxic and environmentally benign, and one can choose an alcohol or other organic liquid that is also relatively nontoxic and environmentally benign. Two candidate nonalcohol organic liquids are isobutyl acetate and amyl acetate. Although alcohols and many other organic liquids are flammable, they present little or no flammability hazard in the champagne heat pump because only the nonflammable carbon dioxide component of the refrigerant mixture is circulated to the evaporator and condenser heat exchangers, which are the only components of the heat pump in direct contact with air in habitable spaces.

Through radiolytic and thermolytic reactions, Hanford tank wastes generate and retain a variety of gases, including hydrogen, nitrous oxide, methane (and other hydrocarbons), ammonia, and nitrogen. This gas generation can be expected to continue during processing in the Hanford Tank Waste Treatment and Immobilization Plant (WTP). The generation rates in the WTP will change from those for the in-situ tank waste because of different process temperatures, different dose rates produced by in-process changes in the proportions of solid and liquid, and dilution of the waste liquid. The flammability of the generated gas that is continuously released, and of any retainedmore » gas that might be released into a vessel headspace in quantity due to a spontaneous release, depends on the concentrations not only of the fuel gases—primarily hydrogen (H2), methane, other hydrocarbons, and ammonia—but of the oxidizer nitrous oxide (N2O). As a result of high concentrations of N2O, some gas mixtures are “self-flammable” (i.e., ignition can occur when no air is present because N2O provides the only oxidizer needed). Self-flammability could potentially reduce the effectiveness of using a nitrogen (N2) purge in the headspace as a flammability control, if its effects are not accounted for. A given amount of inertant gas (N2) can accommodate only a certain amount of a generated self-flammable gas before the mixture with inertant gas becomes flammable.« less

Increased material flammability due to exposure to high oxygen concentrations is a concern from both a safety and operational perspective. Localized, high oxygen concentrations can occur when exiting a higher oxygen concentration environment due to material saturation, as well as oxygen entrapment between barrier materials. Understanding of oxygen diffusion and permeation and its correlation to flammability risks can reduce the likelihood of fires while improving procedures as NASA moves to longer missions with increased extravehicular activities in both spacecraft and off-Earth habitats. This paper examines the time required for common spacecraft materials exposed to oxygen to return to reduced flammability after removal from the increased oxygen concentration environment. Specifically, NASA-STD-6001A maximum oxygen concentration testing and ASTM F-1927 permeability testing were performed on Nomex 4 HT90-40, Tiburon 5 Surgical Drape, Cotton, Extravehicular Mobility Unit (EMU) Liquid-Cooled Ventilation Garment, EMU Thermal Comfort Undergarment, EMU Mosite Foam with Spandex Covering, Advanced Crew Escape Suit (ACES) Outer Cross-section, ACES Liquid Cooled Garment (LCG), ACES O2 Hose Material, Minicel 6 Polyethylene Foam, Minicel Polyethylene Foam with Nomex Covering, Pyrell Polyurethane Foam, and Zotek 7 F-30 Foam.

In Europe, the transport of flammable gases and liquids in tanks has been impacted by new developments: for example, the introduction of the vapour-balancing technique on a broad scale and the steady increase in the application of electronic components with their own power sources; furthermore, new regulatory policies like the ATEX Directives are being enforced in the European Union. With this background in mind, the present investigation aims to provide a basis for future developments of the relevant explosion protection regulations in the safety codes for the transport of dangerous goods (RID/ADR). Specifically, the concentration of gas in the air was measured under various practical conditions while tank vehicles were being loaded with flammable gases or liquids. These spot-test data were supplemented by systematic investigations at a road tanker placed in our test field. With respect to non-electrical ignition sources, a closer investigation of the effect of hot surfaces was carried out. With regard to improving the current regulations, the results of our investigation show that it would be reasonable to implement a stronger differentiation of the characteristics of the dangerous goods (gaseous/liquid, flashpoint) on the one hand and of the techniques applied (loading with and without vapour-balancing system) on the other hand. Conclusions for the further development of the current international regulations are proposed.

In the last years the standards for professional handling of hazardous material as well as health and safety in the veterinary practice became considerably more stringent. This is expressed in various safety regulations, particularly the decree of hazardous material and the legislative directives concerning health and safety at work. In part 1, a definition based on the law for hazardous material was given and the potential risks were mentioned. The correct documentation regarding the protection of personal and the purchase, storage, working conditions and removal of hazardous material was explained. General rules for the handling of hazardous material were described. In part 2, partial emphasis is put on the handling of flammable liquids, disinfectants, cytostatica, pressurised gases, liquid nitrogen, narcotics, mailing of potentially infectious material and safe disposal of hazardous waste. Advice about possible unrecognized hazards and references are also given.

The Saltstone Facility at Savannah River Site (SRS) mixes low-level radiological liquid waste with grout for permanent disposal as cement in vault cells. The grout mixture is poured into each cell in approximately 17 batches (8 to 10 hours duration). The grout mixture contains ten flammable gases of concern that are released from the mixture into the cell. Prior to operations, simple parametric transient calculations were performed to develop batch parameters (including schedule of batch pours) to support operational efficiency while ensuring that a flammable gas mixture does not develop in the cell vapor space. The analysis demonstrated that amore » nonflammable vapor space environment can be achieved, with workable operational constraints, without crediting the ventilation flow as a safety system control. Isopar L was identified as the primary flammable gas of concern. The transient calculations balanced inflows of the flammable gases into the vapor space with credited outflows of diurnal breathing through vent holes and displacement from new grout pours and gases generated. Other important features of the analyses included identifying conditions that inhibited a well-mixed vapor space, the expected frequency and duration of such conditions, and the estimated level of stratification that could develop.« less

Antimisting fuel breakup and flammability

The breakup behavior and flammability of antimisting turbine fuels subjected to aerodynamic shear are investigated. Fuels tested were Jet A containing 0.3% FM-9 polymer at various levels of degradation ranging from virgin AMK to neat Jet A. The misting behavior of the fuels was quantified by droplet size distribution measurements. A technique based on high resolution laser photography and digital image processing of photographic records for rapid determination of droplet size distribution was developed. The flammability of flowing droplet-air mixtures was quantified by direct measurements of temperature rise in a flame established in the wake of a continuous ignition source. The temperature rise measurements were correlated with droplet size measurements. The flame anchoring phenomenon associated with the breakup of a liquid fuel in the wake of bluff body was shown to be important in the context of a survivable crash scenario. A pass/fail criterion for flammability testing of antimisting fuels, based on this flame-anchoring phenomenon, was proposed. The role of various ignition sources and their intensity in ignition and post-ignition behavior of antimisting fuels was also investigated.

Ionic liquids have been highlighted as non-flammable, environmentally friendly, and suggested as possible solvents in lithium ion battery electrolytes. Here, the application of two ionic liquids from the EMIm-family in a state-of-the-art carbonate solvent based electrolyte is studied with a focus on safety improvement. The impact of the composition on physical and safety related properties is investigated for IL concentrations of additive (∼5 wt%) up to co-solvent concentrations (∼60 wt%). Furthermore, the role of the lithium salt concentration is separately addressed by studying a set of electrolytes at 0.5 M, 1 M, and 2 M LiPF6 concentrations. A large impact on the electrolyte properties is found for the electrolytes containing EMImTFSI and high salt concentrations. The composition 2 M LiPF6 EC:DEC:IL (1:1:3 wt%) is found non-flammable for both choices of ILs added. The macroscopic observations are complemented by a Raman spectroscopy analysis whereby a change in the Li+ solvation is detected for IL concentrations >4.5 mol%.

Ionic liquids, as novel ionization reagents, possess beneficial characteristics including good solubility, conductivity, thermal stability, biocompatibility, low volatility and non-flammability. Ionic liquids are attracting a mass of attention of analytical chemists. Poly (ionic liquid) materials have common performances of ionic liquids and polymers, and have been successfully applied in separation science area. In this paper, we discuss the interaction mechanisms between the poly(ionic liquid) materials and analytes including hydrophobic/hydrophilic interactions, hydrogen bond, ion exchange, π-π stacking and electrostatic interactions, and summarize the application advances of the poly(ionic liquid) materials in solid phase extraction, chromatographic separation and capillary electrophoresis. At last, we describe the future prospect of poly(ionic liquid) materials.

The combustion of premixed gas mixtures containing micro droplets of water was studied using one-dimensional approximation. The dependencies of the burning velocity and flammability limits on the initial conditions and on the properties of liquid droplets were analyzed. Effects of droplet size and concentration of added liquid were studied. It was demonstrated that the droplets with smaller diameters are more effective in reducing the flame velocity. For droplets vaporizing in the reaction zone, the burning velocity is independent of droplet size, and it depends only on the concentration of added liquid. With further increase of the droplet diameter the droplets are passing through the reaction zone with completion of vaporization in the combustion products. It was demonstrated that for droplets above a certain size there are two stable stationary modes of flame propagation with transition of hysteresis type. The critical conditions of the transition are due to the appearance of the temperature maximum at the flame front and the temperature gradient with heat losses from the reaction zone to the products, as a result of droplet vaporization passing through the reaction zone. The critical conditions are similar to the critical conditions of the classical flammability limits of flame with the thermal mechanism of flame propagation. The maximum decrease in the burning velocity and decrease in the combustion temperature at the critical turning point corresponds to predictions of the classical theories of flammability limits of Zel'dovich and Spalding. The stability analysis of stationary modes of flame propagation in the presence of water mist showed the lack of oscillatory processes in the frames of the assumed model.

The baseline bulk-vitrification (BV) process (also known as in-container vitrification ICV™) includes a mixer/dryer to convert liquid low-activity waste (LAW) into a dried, blended feed for vitrification. Feed preparation includes blending LAW with glass-forming minerals (GFMs) and cellulose and drying the mixture to a suitable dryness, consistency, and particle size for transport to the ICVTM container. The cellulose is to be added to the BV feed at a rate sufficient to destroy 75% of the nitrogen present as nitrate or nitrite. Concern exists that flammable gases may be produced during drying operations at levels that could pose a risk. Themore » drying process is conducted under vacuum in the temperature range of 60 to 80°C. These flammable gases could be produced either through thermal decomposition of cellulose or waste organics or as a by-product of the reaction of cellulose and/or waste organics with nitrate or the postulated small amount of nitrite present in the waste. To help address the concern about flammable gas production during drying, the Pacific Northwest National Laboratory (PNNL) performed studies to identify the gases produced at dryer temperatures and at possible process upset conditions. Studies used a thermogravimetric analyzer (TGA) up to 525°C and isothermal testing up to 120°C to determine flammable gas production resulting from the cellulose and organic constituents in bulk vitrification feed. This research is directed towards the development of safe, and thermally stable polymeric electrolytes. Advanced electrolytes are described, including thermal test data, which are ionically highly conductive, and non-flammable. These novel multi-heteropolymer electrolytes represent a significant advance in the design of high-performance rechargeable lithium systems that possess superior safety and handling characteristics. Representative results are shown by the figures contained in this text. These DSC/TGA results compare a typical liquid carbonate-based electrolyte system, ethylene carbonate and ethyl methyl carbonate, with novel polyphosphonates as synthesized in this program. These tests were performed with the electrolytes in combination with lithium metal, and the impressive relative thermal stability of the phosphonates is apparent.

The chemical and electrochemical reactivity of the components comprising today's lithium batteries has severely limited their lifetime and stability, and attempts to push the limits on energy density have exacerbated these stability issues. The weakest link in terms of safety and stability of Li ion systems is the organic liquid electrolyte that facilitates the Li^+ ion transport between the electrodes. The electrolyte is flammable and electrochemically unstable against the graphitic anode. It is the continuous electrochemical degradation of the electrolyte at the electrodes that leads to poor cycle life of the batteries, and in some cases runaway reactions that lead to explosions. Dry polymer electrolytes alleviate the electrochemical stability problem by offering a stable electrode-electrolyte interface. The absence of flammable liquids prevents runaway reactions. The main hurdle that has prevented dry polymer electrolytes from being commercialized is low ionic conductivity, and challenges in interfacing with the electrode materials. We demonstrate a novel approach towards addressing these challenges that renders batteries with excellent cycle lives, and thermal stability.

A number of nonvolatile, low-flammability liquid oligomers and polymers based on aliphatic organic carbonate molecular structures have been found to be suitable to be blended with ethylene carbonate to make electrolytes for lithium-ion electrochemical cells. Heretofore, such electrolytes have often been made by blending ethylene carbonate with volatile, flammable organic carbonates. The present nonvolatile electrolytes have been found to have adequate conductivity (about 2 mS/cm) for lithium ions and to remain liquid at temperatures down to -5 C. At normal charge and discharge rates, lithiumion cells containing these nonvolatile electrolytes but otherwise of standard design have been found to operate at current and energy densities comparable to those of cells now in common use. They do not perform well at high charge and discharge rates -- an effect probably attributable to electrolyte viscosity. Cells containing the nonvolatile electrolytes have also been found to be, variously, nonflammable or at least self-extinguishing. Hence, there appears to be a basis for the development of safer high-performance lithium-ion cells.

Safety is a key concern for high-power energy storage systems such as will be required for electric vehicles. Present lithium ion batteries, which use a flammable organic liquid electrolyte, lack inherent safety. Our approach in solving this problem is to replace the liquid electrolyte with a liquid-free polymer electrolyte. Data of the composition of the positive electrode, charge-discharge and cycle-life capability are presented. The cell using metallic lithium anode and crosslinked polymer electrolyte P(EO/MEEGE/AGE)-LiTFSI showed a discharge capacity of 134 mAh g -1 of LiCoO 2 at 60°C and 140 mAh g -1 at 140°C.

A novel self-referencing fiber optic intensity sensor based on bending losses of a partially polished polymer optical fiber (POF) coupler is presented. The coupling ratio (K) depends on the external liquid in which the sensor is immersed. It is possible to distinguish between different liquids and to detect their presence. Experimental results for the most usual liquids found in industry, like water and oil, are given. K value increases up to 10% from the nominal value depending on the liquid. Sensor temperature dependence has also been studied for a range from 25 °C (environmental condition) to 50 °C. Any sector requiring liquid level measurements in flammable atmospheres can benefit from this intrinsically safe technology. PMID:22454594

Silica gel is used to trap the ozone because of its known safety advantages over traps that store ozone in liquid form. Silicone liquid has the high performance in fire safety showing fire resistance by self-extinguishing, and that is less environmentally pollutant compared with mineral oil. Applicability of silicone liquid of 20cSt to transformers was investigated from the view point of the correlation of ignition time with critical radiant heat flux. The same tests were carried out using a mineral oil and synthetic ester oil. The basic properties of silicone liquid (20cSt) obtained from the series of the tests were verified in its application as a less-flammable transformer fluid.

Ionic Liquids (ILs) are organic salts with low melting points that are liquid at or near room temperature. The combinations of available ions and task-specific molecular designability make them suitable for a huge variety of tasks. Because of their low flammability, low vapor pressure, and stability in harsh environments (extreme temperatures, hard vacuum) they are generally much safer and "greener" than conventional chemicals and are thus suitable for a wide range of applications that support NASA exploration goals. This presentation describes several of the ongoing applications that are being developed at MSFC.

The results of an experimental study of laws governing the ignition of liquid propellants (kerosene, diesel fuel and petroleum residue) by the single spherical steel particle heated to high temperatures are presented. A binary mixture of triethylphosphate (TEP) and ethylene carbonate (EC) has been examined as a new non-flammable additive for ionic liquid-based electrolytes for lithium-ion batteries. The optimized electrolyte composition consists of 0.6 mol dm -3 (=M) LiTFSI in PP13TFSI mixed with TEP and EC in volume ratio of 80:10:10, where TFSI and PP13 denote bis(trifluoromethanesulfonyl)imide and N-methyl- N-propylpiperidinium, respectively. The ionic conductivity of PP13TFSI dissolving 0.4 M LiTFSI was improved from 8.2 × 10 -4 S cm -1 to 3.5 × 10 -3 S cm -1 (at 20 °C) with the addition of TEP and EC. The electrochemical behavior of 0.4 M LiTFSI/PP13TFSI with and without TEP and EC was studied by cyclic voltammetry, which showed no deteriorating effect by the addition of TEP and EC on the electrochemical window of PP13TFSI. The flammability of the electrolyte was tested by a direct flame test. The proposed ionic liquid-based electrolyte revealed significant improvements in the electrochemical charge-discharge characteristics for both graphite negative and LiMn 2O 4 positive electrodes.
Detection of liquid hazardous molecules using linearly focused Raman spectroscopy

In security, it is an important issue to analyze hazardous materials in sealed bottles. Particularly, prompt nondestructive checking of sealed liquid bottles in a very short time at the checkpoints of crowded malls, stadiums, or airports is of particular importance to prevent probable terrorist attack using liquid explosives. Aiming to design and fabricate a detector for liquid explosives, we have used linearly focused Raman spectroscopy to analyze liquid materials in transparent or semi-transparent bottles without opening their caps. Continuous lasers with 532 nm wavelength and 58 mW/130 mW beam energy have been used for the Raman spectroscopy. Various hazardous materials including flammable liquids and explosive materials have successfully been distinguished and identified within a couple of seconds. We believe that our technique will be one of suitable methods for fast screening of liquid materials in sealed bottles.

Composite materials are being considered for the tankage of cryogenic propellants in access to space because of potentially lower structural weights. A major hurdle for composites is an inherent concern about the safety of using flammable structural materials in contact with liquid and gaseous oxygen. A hazards analysis approach addresses a series of specific concerns that must be addressed based upon test data. Under the 2nd Generation Reusable Launch Vehicle contracts, testing was begun for a variety of organic matrix composite materials both to aid in the selection of materials and to provide needed test data to support hazards analyses. The work has continued at NASA MSFC and the NASA WSTF to provide information on the potential for using composite materials in oxygen systems. Appropriate methods for oxygen compatibility testing of structural materials and data for a range of composite materials from impact, friction, flammability and electrostatic discharge testing are presented. Remaining concerns and conclusions about composite tank structures, and recommendations for additional testing are discussed. Requirements for system specific hazards analysis are identified.
Estimation of the lower flammability limit of organic compounds as a function of temperature.

A new method of estimating the lower flammability limit (LFL) of general organic compounds is presented. The LFL is predicted at 298 K for gases and the lower temperature limit for solids and liquids from structural contributions and the ideal gas heat of formation of the fuel. The average absolute deviation from more than 500 experimental data points is 10.7%. In a previous study, the widely used modified Burgess-Wheeler law was shown to underestimate the effect of temperature on the lower flammability limit when determined in a large-diameter vessel. An improved version of the modified Burgess-Wheeler law is presented that represents the temperature dependence of LFL data determined in large-diameter vessels more accurately. When the LFL is estimated at increased temperatures using a combination of this model and the proposed structural-contribution method, an average absolute deviation of 3.3% is returned when compared with 65 data points for 17 organic compounds determined in an ASHRAE-style apparatus. In this work, an integrated optical microsystems for the continuous detection of flammable liquids has been fabricated and characterized. The proposed system is composed of a the transducer element, which is a vertical silicon/air Bragg mirror fabricated by silicon electrochemical micromachining, sealed with a cover glass anodically bonded on its top. The device has been optically characterized in presence of liquid substances of environmental interest, such as ethanol and isopropanol. The preliminary experimental results are in good agreement with the theoretical calculations and show the possibility to use the device as an optical sensor based on the change of its reflectivity spectrum.

Pool and vapor cloud characteristics of an acetone spill issuing from the downstream wall of a flow obstruction oriented perpendicular to a uniform flow were investigated experimentally. Data indicate that the spill event was largely governed by the temperature of the surface in relation to the boiling point of the spilled liquid. The free stream velocity (ranging from 0.75 to 3.0m/s) also impacted the spreading of the spill. Planar laser-induced fluorescence (PLIF) was used to measure acetone vapor concentrations during the transient pool spreading and vaporization in a window 60cm long by 50cm high and located downstream of the 16cm high obstruction. The recirculation region induced by the flow obstruction caused upstream transport of the acetone vapor along the spill surface, after which it was convected vertically along the obstruction wall before being entrained into the flow and convected downstream. The recirculating flow caused regions of vapor within the flammability limits to be localized near the flow obstruction. These regions moved into and out of the measurement plane by large three-dimensional flow structures. The flammable region of the evolved vapor cloud was observed to grow well past the downstream edge of the measurement domain. With decreasing wind speeds, both the mass of acetone vapor within the flammability limits and the total spill event time increased significantly. The data presented herein provides a basis for validating future spill models of hazardous chemical releases, where complex turbulent flow modeling must be coupled with spill spreading and vaporization dynamics.

In the present work, we developed a gel polymer electrolyte via the incorporation of a room temperature ionic liquid into a cross-linked polymer matrix. The cross-linked gel electrolyte was prepared using a free radical polymerization of methacrylate and dimethacrylate oligomers dissolved in 1-propyl-1-methylpyrrolidinium bis(fluorosulfonyl)imide. Combining the advantages of the ionic liquids and of conventional polymers, the cross-linked gel polymer electrolyte was used both as a separator and as an electrolyte for a leakage-free and non-flammable EDLC supercapacitor. The quasi-all solid-state supercapacitors showed rather good capacitance, power and energy densities by comparison to a liquid electrolyte-based EDLC.
