The MATE (Modular Automatic Test Equipment) program was developed to combat the proliferation of unique, expensive ATE within the Air Force. MATE incorporates a standard management approach and a standard architecture designed to implement a cradle-to-grave approach to the acquisition of ATE and to significantly reduce the life cycle cost of weapons systems support. These standards are detailed in the MATE Guides. The MATE Guides assist both the Air Force and Industry in implementing the MATE concept, and provide the necessary tools and guidance required for successful acquisition of ATE. The guides also provide the necessary specifications for industry to build MATE-qualifiable equipment. The MATE architecture provides standards for all key interfaces of an ATE system. The MATE approach to the acquisition and management of ATE has been jointly endorsed by the commanders of Air Force Systems Command and Air Force Logistics Command as the way of doing business in the future.

The Family of Integrated Rapid Response Equipment (FIRRE) is an advanced technology demonstration program intended to develop a family of affordable, scalable, modular, and logistically supportable unmanned systems to meet urgent operational force protection needs and requirements worldwide. The near-term goal is to provide the best available unmanned ground systems to the warfighter in Iraq and Afghanistan. The overarching long-term goal is to develop a fully-integrated, layered force protection system of systems for our forward deployed forces that is networked with the future force C4ISR systems architecture. The intent of the FIRRE program is to reduce manpower requirements, enhance force protection capabilities, and reduce casualties through the use of unmanned systems. FIRRE is sponsored by the Office of the Under Secretary of Defense, Acquisitions, Technology and Logistics (OUSD AT&L), and is managed by the Product Manager, Force Protection Systems (PM-FPS). The FIRRE Command and Control (C2) Station supports two operators, hosts the Joint Battlespace Command and Control Software for Manned and Unmanned Assets (JBC2S), and will be able to host Mission Planning and Rehearsal (MPR) software. The C2 Station consists of an M1152 HMMWV fitted with an S-788 TYPE I shelter. The C2 Station employs five 24" LCD monitors for display of JBC2S software [1], MPR software, and live video feeds from unmanned systems. An audio distribution system allows each operator to select between various audio sources including: AN/PRC-117F tactical radio (SINCGARS compatible), audio prompts from JBC2S software, audio from unmanned systems, audio from other operators, and audio from external sources such as an intercom in an adjacent Tactical Operations Center (TOC). A power distribution system provides battery backup for momentary outages. The Ethernet network, audio distribution system, and audio/video feeds are available for use outside the C2 Station.

Maintaining and supporting an aircraft fleet, in a climate of reduced manpower and financial resources, dictates effective utilization of robotics and automation technologies. To help develop a winning robotics and automation program the Air Force Logistics Command created the Robotics and Automation Center of Excellence (RACE). RACE is a command wide focal point. Race is an organic source of expertise to assist the Air Logistic Center (ALC) product directorates in improving process productivity through the judicious insertion of robotics and automation technologies. RACE is a champion for pulling emerging technologies into the aircraft logistic centers. One of those technology pulls is shared control. Small batch sizes, feature uncertainty, and varying work load conspire to make classic industrial robotic solutions impractical. One can view ALC process problems in the context of space robotics without the time delay. The ALC's will benefit greatly from the implementation of a common architecture that supports a range of control actions from fully autonomous to teleoperated. Working with national laboratories and private industry, we hope to transition shared control technology to the depot floor. This paper provides an overview of the RACE internal initiatives and customer support, with particular emphasis on production processes that will benefit from shared control technology.

Nils Larson is a research pilot in the Flight Crew Branch of NASA's Dryden Flight Research Center, Edwards, Calif. Larson joined NASA in February 2007 and will fly the F-15, F-18, T-38 and ER-2. Prior to joining NASA, Larson was on active duty with the U.S. Air Force. He has accumulated more that 4,900 hours of military and civilian flight experience in more than 70 fixed and rotary winged aircraft. Larson completed undergraduate pilot training at Williams Air Force Base, Chandler, Ariz., in 1987. He remained at Williams as a T-37 instructor pilot. In 1991, Larson was assigned to Beale Air Force Base, Calif., as a U-2 pilot. He flew 88 operational missions from Korea, Saudi Arabia, the United Kingdom, Panama and other locations. Larson graduated from the U.S. Air Force Test Pilot School at Edwards Air Force Base, Calif., in Class 95A. He became a flight commander and assistant operations officer for the 445th squadron at Edwards. He flew the radar, avionics integration and engine tests in F-15 A-D, the early flights of the glass cockpit T-38C and airworthiness flights of the Coast Guard RU-38. He was selected to serve as an Air Force exchange instructor at the U.S. Naval Test Pilot School, Patuxent River, Md. He taught systems and fixed-wing flight test and flew as an instructor pilot in the F-18, T-2, U-6A Beaver and X-26 Schweizer sailplane. Larson commanded U-2 operations for Warner Robins Air Logistics Center's Detachment 2 located in Palmdale, Calif. In addition to flying the U-2, Larson supervised the aircraft's depot maintenance and flight test. He was the deputy group commander for the 412th Operations Group at Edwards before retiring from active duty in 2007 with the rank of lieutenant colonel. His first experience with NASA was at the Glenn Research Center, Cleveland, where he served a college summer internship working on arcjet engines. As the Army moves toward more mobile and agile forces and continued sustainment of numerous high-cost legacy logistics management systems, the requirement for wireless connectivity and a wireless network to supporting organizations has become ever more critical. There are currently several Army communications initiatives underway to resolve this wireless connectivity issue. However, to fully appreciate and understand the value of these initiatives, a Tradeoff Analysis is needed. The present study seeks to identify and assess solutions. The analysis identified issues that impede Interim Brigade Combat Team (IBCT) communication system integration and outlined core requirements for sharing of logistics data betweenmore » the field and Army battle command systems. Then, the analysis examined wireless communication alternatives as possible solutions for IBCT logistics communications problems. The current baseline system was compared with possible alternatives involving tactical radio systems, wireless/near term digital radio, cellular satellite, and third-generation (3G) wireless technologies. Kelly Air Force Base (AFB), which was founded in 1917, is involved in logistics and maintenance activities supporting the Air Logistics Command. In addition, Kelly AFB hosts over 50 tenant organizations representing the Air Force, Department of Defense, and other government agencies. Over the years waste disposal from this complex was conducted in a manner that led to the identification of over 30 sites to be included in the Installation Restoration Program (IRP) after the Phase 1 investigation. A methodology was needed to prioritize the Remedial Investigations and Feasibility Study (RI/FS) activities for the sites. A Strategy Plan was developedmore » that involved reviewing and interpreting existing data, identifying data voids relative to site specific RI/FS activities, and developing methodology to prioritize activities. Sites were prioritized, and a comprehensive IRP planning document was developed. One data deficiency was revealed -- the lack of understanding of the Basewide hydrogeologic conditions necessary to establish an effective restoration program. A Hydrogeologic Investigation was initiated to provide this data. This data will allow better interpretation of the interaction of the sites, particularly those in close proximity, and improved planning of remediation activities.« less

A force-feel system is implemented by mechanically coupling a servo-actuator to and in parallel with a flight control system. The servo-actuator consists of an electric motor, a gearing device, and a clutch. A commanded cockpit-flight-controller position is achieved by pilot actuation of a trim-switch. The position of the cockpit-flight-controller is compared with the commanded position to form a first error which is processed by a shaping function to correlate the first error with a commanded force at the cockpit-flight-controller. The commanded force on the cockpit-flight-controller provides centering forces and improved control feel for the pilot. In an embodiment, the force-feel system is used as the basic element of stability augmentation system (SAS). The SAS provides a stabilization signal that is compared with the commanded position to form a second error signal. The first error is summed with the second error for processing by the shaping function.

This article summarises the changes that resulted in, and still act towards, final implementation of a separate medical function in operational medical support. This article is not intended to represent an historical account, but to provide concise supplemental material for decision makers to position medical under the commander, which enables medical staff to support and care for the troops and which can be used in the best possible way as an image forming factor for the force. The aim of this article is to clearly articulate the necessity for independence of the medical and logistic functions, while recognising the need for continued close coordination.

Teleoperation is the dominant form of dexterous robotic tasks in the field. However, there are many use cases in which direct teleoperation is not feasible such as disaster areas with poor communication as posed in the DARPA Robotics Challenge, or robot operations on spacecraft a large distance from Earth with long communication delays. Presented is a solution that combines the Affordance Template Framework for object interaction with TaskForce for supervisory control in order to accomplish high level task objectives with basic autonomous behavior from the robot. TaskForce, is a new commanding infrastructure that allows for optimal development of task execution, clear feedback to the user to aid in off-nominal situations, and the capability to add autonomous verification and corrective actions. This framework has allowed the robot to take corrective actions before requesting assistance from the user. This framework is demonstrated with Robonaut 2 removing a Cargo Transfer Bag from a simulated logistics resupply vehicle for spaceflight using a single operator command. This was executed with 80% success with no human involvement, and 95% success with limited human interaction. This technology sets the stage to do any number of high level tasks using a similar framework, allowing the robot to accomplish tasks with minimal to no human interaction.

The Common Operational Picture (COP) capability can be defined as the ability to display on a single screen integrated views of the Recognized Maritime, Air and Ground Pictures, enriched by other tactical data, such as theater plans, assets, intelligence and logistics information. The purpose of the COP capability is to provide military forces a comprehensive view of the battle space, thereby enhancing situational awareness and the decision-making process across the military command and control spectrum. The availability of a COP capability throughout the command structure is a high priority operational requirement in NATO. A COP capability for NATO is being procured and implemented in an incremental way within the NATO Automated Information System (Bi-SC AIS) Functional Services programme under the coordination of the NATO Consultation, Command and Control Agency (NC3A) Integrated Programme Team 5 (IPT5). The NATO Initial COP (iCOP) capability project, first step of this evolutionary procurement, will provide an initial COP capability to NATO in a highly pragmatic and low-risk fashion, by using existing operational communications infrastructure and NATO systems, i.e. the NATO-Wide Integrated Command and Control Software for Air Operations (ICC), the Maritime Command and Control Information System (MCCIS), and the Joint Operations and Intelligence Information System (JOIIS), which will provide respectively the Recognized Air, Maritime and Ground Pictures. This paper gives an overview of the NATO Initial COP capability project, including its evolutionary implementation approach, and describes the technical solution selected to satisfy the urgent operational requirement in a timely and cost effective manner.

Situation awareness encompasses a knowledge of orders, plans and current knowledge of friendly force actions. Knowing where you are and being able to transmit that information in near real-time to other friendly forces provides the ability to exercise precise command and control over those forces. With respect to current command and control using voice methods, between 40 percent and 60 percent of Combat Net Radio traffic relates to location reporting of some sort. Commanders at Battle Group and below spend, on average, 40 percent of their total time performing position and navigation related functions. The need to rapidly transfer own force location information throughout a force and to process the received information quickly, accurately and reliably provides the rationale for the requirement for an automated situation awareness system. This paper describes the Situation Awareness System (SAS) being developed by Computing Devices Canada for the Canadian Department of National Defence as a component of the Position Determination and Navigation for Land Forces program. The SAS is being integrated with the Iris Tactical Command, Control, Communications System, which is also being developed by Computing Devices. The SAS software provides a core operating environment onto which command and control functionality can be easily added to produce general and specialist battlefield management systems.

The Current Force Unattended Ground Sensors (UGS) comprise the OmniSense, Scorpion, and Silent Watch systems. As deployed by U.S. Army Central Command in 2006, sensor reports from the three systems were integrated into a common Graphical User Interface (GUI), with three separate vendor-specific applications for Command-and-Control (C2) functions. This paper describes the requirements, system architecture, implementation, and testing of an upgrade to the Processing, Exploitation, and Dissemination back-end server to incorporate common remote Command-and-Control capabilities.

The work being done at NASA LaRC on developing control laws for the Mini-Mast experimental facility is reviewed with particular attention given to the problems associated with the stroke limit of the reaction mass actuators used in conjunction with the LQG control. An algorithm for converting the force commands of the LQG algorithm into position command for the reaction mass devices is described. It is shown that the position command can be used as an input to a local controller so that the relative position of the reaction mass would track the commanded relative position. The stabilization of the integration scheme makes it possible to avoid the position drift arising in the direct double integration method of converting force commands to position commands.

The series of proficiency flights in NASA's modified Grumman Gulfstream-II Shuttle Training Aircraft were in preparation for the STS-114 mission with the shuttle Discovery. Although NASA's Kennedy Space Center in Florida is the primary landing site for Space Shuttle missions, flight crews also practice the shuttle's steep approach and landing at Edwards in case weather or other situations preclude a landing at the Florida site and force a diversion to Edwards AFB.

During the 1992-1995 war in Bosnia and Herzegovina (BH), Croatian people in BH had 19,600 (2.6%) killed and 135,000 (17.6%) displaced persons, and 222,500 (28.9%) refugees. They lost around two thirds of both physicians and other health personnel, and were left with 8. 5% of prewar patient beds. Fortunately, the organized defence against Serbs was initiated in time and Croats defended the territories where they formed majority. The first defense unit established was the Medical Corps Headquarters (MCH), caring for soldiers and civilians alike. The MCH was soon incorporated in the Croatian Defense Council (CDC, armed forces of Croatian people in BH). The MCH had two chains of command. One went through the district commanders of medical services and their subordinated physicians to paramedics in military units, and the other directly to the commanders of 14 war hospitals. After its formation in 1993, the Ministry of Health took the jurisdiction over the civilian medical services and after the Washington Peace Agreement (April 1994) over the war hospitals, too, whereas the medical services within military units remained under control of the Ministry of Defense. Dayton Peace Agreement divided BH into the Federation of BH and Republic Srpska, each with their own army. The Federation of BH Army is composed of the CDC and Bosniac-controlled Army of BH, with overall numerical ratio 1:2.3 for Bosniacs, and organized in accordance with NATO standards. Military medical services are provided by the Logistics Sector of both Ministry of Defense and Military Corps Headquarters (Joint Command).

An analysis of the input-output properties of neuroprosthetic hand grasps.

We measured the input-output properties of the hand grasps of 14 individuals with tetraplegia at the C5/C6 level who had received an implanted upper limb neuroprosthesis. The data provide a quantitative description of grasp-opening and grasp-force control with neuroprosthetic hand grasp systems. Static properties were estimated by slowly ramping the command (input) from 0 to 100%. A hand-held sensor monitored the outputs: grasp force and grasp opening. Trials were performed at different wrist positions, with two different-sized objects being held, and with both grasp modes (lateral and palmar grasps). Larger forces were produced when grasping larger objects, and greater opening was achieved with the wrist in flexion. Although active grasp force increased with wrist extension, it was not significant statistically. Lateral grasp produced larger forces than the palmar grasp. The command range can be divided into a portion that controls grasp opening and a portion that controls grasp force. The portion controlling force increased with spacer size, but did not depend significantly on grasp mode or wrist position. The force-command relationships were more linear than the position-command relationships. Grasp opening decreased significantly over a one-year period, while no significant change in grasp force was observed. These quantitative descriptions of neuroprosthetic hand grasps under varying conditions provide useful information about output capabilities that can be used to gauge the effectiveness of different control schemes and to design future control systems.

A fixed-base simulation was performed to identify and quantify interactions between the pilot's hand/arm neuromuscular subsystem and such control system features of typical modern fighter aircraft roll rate command mechanizations as: (1) force versus displacement sensing side-stick type manipulator, (2) feel force/displacement gradient, (3) feel system versus command prefilter dynamic lag, and (4) flight control system effective time delay. The experiment encompassed some 48 manipulator/filter/aircraft configurations. Displacement side-stick experiment results are given and compared with the previous force sidestick experiment results. Attention is focused on control bandwidth, excitement (peaking) of the neuromuscular mode, feel force/displacement gradient effects, time delay effects, etc. Section 5 is devoted to experiments with a center-stick in which force versus displacement sensing, feel system lag, and command prefilter lag influences on tracking performance and pilot preference are investigated.

Space Shuttle Discovery landed safely at NASA's Dryden Flight Research Center at Edwards Air Force Base in California at 5:11:22 a.m. PDT this morning, following the very successful 14-day STS-114 return to flight mission. During their two weeks in space, Commander Eileen Collins and her six crewmates tested out new safety procedures and delivered supplies and equipment the International Space Station. Discovery spent two weeks in space, where the crew demonstrated new methods to inspect and repair the Shuttle in orbit. The crew also delivered supplies, outfitted and performed maintenance on the International Space Station. A number of these tasks were conducted during three spacewalks. In an unprecedented event, spacewalkers were called upon to remove protruding gap fillers from the heat shield on Discovery's underbelly. In other spacewalk activities, astronauts installed an external platform onto the Station's Quest Airlock and replaced one of the orbital outpost's Control Moment Gyroscopes. Inside the Station, the STS-114 crew conducted joint operations with the Expedition 11 crew. They unloaded fresh supplies from the Shuttle and the Raffaello Multi-Purpose Logistics Module. Before Discovery undocked, the crews filled Raffeallo with unneeded items and returned to Shuttle payload bay. Discovery launched on July 26 and spent almost 14 days on orbit.

This study provides an examination of approaches to United States Government (USG) resourcing interventions on a national scale that enhance psychology support capabilities in the Special Operations Forces (SOF) community. A review of Congressional legislation and resourcing trends in the form of authorizations and appropriations since 2006 demonstrates how Congress supported enhanced psychology support capabilities throughout the Armed Forces and in SOF supporting innovative command interests that address adverse affects of operations tempo behavioral effects (OTBE). The formulation of meaningful metrics to address SOF specific command interests led to a personnel tempo (PERSTEMPO) analysis in response to findings compiled by the Preservation of the Force and Families (POTFF) Task Force. The review of PERSTEMPO data at subordinate command and unit levels enhances the capability of SOF leaders to develop policy and guidance on training and operational planning that mitigates OTBE and maximizes resourcing authorizations. A major challenge faced by the DoD is in providing behavioral healthcare that meets public and legislative demands while proving suitable and sustainable at all levels of military operations: strategic, operational, and tactical. Current legislative authorizations offer a mechanism of command advocacy for resourced multi-functional program development that enhances psychology support capabilities while reinforcing SOF readiness and performance. 2012.

Commander Eileen Collins of the STS-114 space mission is seen during a pre-launch interview. She answers questions about the primary goals of the mission which are to exchange the expedition six and expedition seven crews. Also, she says that a large amount of logistics will be taken up to the International Space Station. The primary payload on this mission include: 1) The Utilization and Logistics Flight-1 (ULF-1); 2) Raffaello Multi-Purpose Logistics Module (MPLM); and 3) External Stowage Platform (ESP-2) which are all explained in detail by the Commander. The Window Observational Research Facility (WORF) rack, Human Research Facility (HRF) rack, Minus Eighty Degree Laboratory Freezer (MELF) and EXPRESS rack are the Space Station equipment to be installed on the International Space Station (I.S.S.). Collins is the Intravehicular Activity (IVA) specialist for this mission who oversees the three Extravehicular Activity (EVA)'s performed by Mission Specialists Soichi Noguchi and Stephen Robinson. The three EVA's include an external camera installation, positioning devices for an ammonia system and the installation of Floating Potential Measuring Unit (FPMU). The Mini-Mast system is briefly reviewed, and results of a simulation study of the LQG control for the Mini-Mast experiment are reported. In particular, attention is given to problems and limitations related to the testing of control laws using reaction mass actuators, such as accounting for force and stroke limits of these devices. The local controller used in the study and the algorithm for converting the force commands of the LQG algorithm to position commands for the reaction mass device are described. It is shown that the LQG generated damping is reduced when a local controller is used and the position command is not saturated; it drops still further when the position command is saturated.

The article describes the history and current state of medical support of the Air Force. On December 1, 2009 Air Force Medical Service was renamed into the service of aviation medicine of Command Air Forces, and many of the functions of medical support of the Air Force transferred to the newly formed Air Force Center of Aviation Medicine. April 29, 2011 office of Aviation Medicine of the High Command of the Air Force has stepped 95-year milestone. The changes affected all structures entrusted with the issues of medical support of the Air Force. We examined the influence of central motor command on heart rate, respiration, and peripheral vascular activity. Central command was enhanced or reduced using tendon vibration. Muscle tension was held constant permitting the examination of variation in central command. Experiment 1 demonstrated in 13 college-aged males an enhancement of heart rate and vascular responses to an isometric, extensor contraction when vibration of the flexor tendon was added. Experiment 2 asked whether changes in central command interacted with phasic cardiovascular changes such as stimulus-linked anticipatory cardiac deceleration. Twenty college-aged males performed either an isometric flexor or extensor contraction with or without flexor tendon vibration. As expected, vibration enhanced cardiovascular change with extensor contraction more than with flexor contraction. Relative to control contractions, however, the flexor change was not an absolute decrease in cardiovascular change. More importantly, tendon vibration failed to alter phasic cardiovascular changes. Force and central commands for force induce cardiovascular change, but this change seems independent of phasic changes induced by the anticipation and processing of environmental stimuli.

L'aeroservoelasticite est un domaine ou interagissent la structure flexible d'un avion, l'aerodynamique et la commande de vol. De son cote, la commande du vol considere l'avion comme une structure rigide et etudie l'influence du systeme de commande sur la dynamique de vol. Dans cette these, nous avons code trois nouvelles methodes d'approximation de forces aerodynamiques: Moindres carres corriges, Etat minimal corrige et Etats combines. Dans les deux premieres methodes, les erreurs d'approximation entre les forces aerodynamiques approximees par les methodes classiques et celles obtenues par les nouvelles methodes ont les memes formes analytiques que celles des forces aerodynamiques calculees par LS ou MS. Quant a la troisieme methode, celle-ci combine les formulations des forces approximees avec les methodes standards LS et MS. Les vitesses et frequences de battement et les temps d'executions calcules par les nouvelles methodes versus ceux calcules par les methodes classiques ont ete analyses.

Projects recently completed or in progress at MIT Man-Machine Systems Laboratory are summarized. (1) A 2-part impedance network model of a single degree of freedom remote manipulation system is presented in which a human operator at the master port interacts with a task object at the slave port in a remote location is presented. (2) The extension of the predictor concept to include force feedback and dynamic modeling of the manipulator and the environment is addressed. (3) A system was constructed to infer intent from the operator's commands and the teleoperation context, and generalize this information to interpret future commands. (4) A command language system is being designed that is robust, easy to learn, and has more natural man-machine communication. A general telerobot problem selected as an important command language context is finding a collision-free path for a robot.

Since the 1986 Goldwater-Nichols Act directed the Chairman of the Joint Chiefs of Staff to develop doctrine for the joint employment of the armed forces, tactics, techniques, and procedures have evolved at different rates depending on the competency. Whereas the command of joint air forces is well prescribed within the structure of the air operations center and its associated leadership, command of air assets at a joint forward operating base lacks guidance. Today, the United States prosecutes an air war over Afghanistan from bases in Uzbekistan, Pakistan, and Afghanistan. Elements of the United States Army, Air Force, and Marines combine at these geographically minute locations, each bringing a certain complement of support and command and control. Evidence from operations during the 1999 air war for Kosovo at Tirana Rinas Airport in Albania suggests that when these service elements meet at the airfield for the first time, there are problems associated with local procedure. At best, time is wasted creating local joint systems to overcome the difficulties. At worst, safety and mission accomplishment are jeopardized. This thesis will address the need to develop doctrine and a jointly integrated organization to support the command and control function at a forward operating base.

From the 1960's and into the early 1980's satellite operations and control were conducted by Air Force Systems Command (AFSC), now Air Force Materiel Command (AFMC), out of the Satellite Control Facility at Onizuka AFB, CA. AFSC was responsible for acquiring satellite command and control systems and conducting routine satellite operations. The daily operations, consisting of satellite health and status contacts and station keeping activities, were performed for AFSC by a Mission Control Team (MCT) staffed by civilian contractors who were responsible for providing their own technically 'qualified' personnel as satellite operators. An MCT consists of five positions: mission planner, ground controller, planner analyst, orbit analyst, and ranger controller. Most of the training consisted of On-the-Job-Training (OJT) with junior personnel apprenticed to senior personnel until they could demonstrate job proficiency. With most of the satellite operators having 15 to 25 years of experience, there was minimal risk to the mission. In the mid 1980's Air Force Space Command (AFSPACOM) assumed operational responsibility for a newly established control node at Falcon AFB (FAFB) in CO. The satellites and ground system program offices (SPO's) are organized under AFSC's Space and Missiles Systems Center (SMC) to function as a systems engineering and acquisition agency for AFSPACECOM. The collection of the satellite control nodes, ground tracking stations, computer processing equipment, and connecting communications links is referred to as the Air Force Satellite Control Network (AFSCN).
Gradual escalation of use-of-force reduces police officer injury.

To examine how escalation through the force continuum predicts officer injury in the presence of citizen aggression, while controlling for extraneous factors, like citizen and officer characteristics. Cross-sectional data were extracted from 2244 use-of-force reports from the Dallas Police Department in 2015. Multilevel, mixed logistic regression models were used to evaluate the relationship between use of force and officer injury. Multilevel path analysis tested indirect and direct relationships between citizen aggression and officer injury. Results suggest that gradual escalation through the force continuum significantly decreases officer injury when a citizen is actively aggressive (β=-1.06, p value <0.001). Further, non-Hispanic black officers (β=-0.22, p value <0.001) and Hispanic officers (β=-0.08, p value <0.05) are less likely to gradually escalate through the force continuum, due to lower odds of verbal commands (black: OR=0.51, 95% CI 0.39 to 0.68; Hispanic: OR=0.77, 95% CI 0.60 to 0.99) and hard-empty hand control (black: OR=0.58, 95% CI 0.43 to 0.77) compared with white officers. Finally, officers with higher tenure (β=-0.01, p value <0.001) are less likely to gradually escalate through the force continuum. Escalation through the force continuum significantly reduces police officer injury. Future research should assess whether further environmental or situational factors contribute to the strong relationship between use of force and officer injury. Also, reliability and validity testing of use-of-force reports is an imperative direction for future research. Published by the BMJ Publishing Group Limited. The Apollo 16 spacecraft is scheduled for launch on Apr. 16, 1972 from Complex 39A at the Kennedy Space Center, Florida by the Saturn V launch vehicle. Crewmen are mission commander John W. Young, command module pilot Thomas K. Mattingly II and lunar module pilot Charles M. Duke Jr. Objectives of the mission, to last up to 12 days, as outlined by NASA: to perform selenological inspection, survey and sampling of materials in a preselected region of Descartes using a lunar roving' vehicle; deploy and activate Apollo surface experiments; develop man's capability to work in the lunar environment; obtain photographs of candidate exploration sites; and toconduct inflight experiments and photographic tasks in lunar orbit. Following launch, the spacecraft will reach Earth Parking Orbit and remain in orbit for about two and one-half revolutions prior to Translunar Injection. Next, the Command and Service Module docks with the Lunar Module and the spacecraft "coasts" to the moon. In orbit around the moon, the Command and Service Module/Lunar Module combination will descend to within 50,000 feet of the lunar surface before undocking. The Lunar Module will continue to descend while the Command and Service Module returns to an orbit approximately 60 miles high. Stay time on the lunar surface is scheduled for approximately 73 hours. The ascent stage of the Lunar Module then lifts the astronauts back into lunar orbit where they will dock with the Command/Service Module. The Lunar Module is jettisoned and Transearth Injection follows. Just prior to reentry into the earth's atmosphere, the Service Module is jettisoned, and the astronauts in the Command Module splashdown in the Pacific Ocean. The target point for end-of-mission splashdown is at 05 degrees 0 minutes north latitude and 158 degrees 40 minutes west longitude or approximately 985 nautical miles south of Honolulu, Hawaii. Splashdown is scheduled for Apr. 28, 1972 at 10:30 a.m. Hawaiian Standard Time (2:30 p.m. CST). Recovery forces for Apollo 16, stationed in both the Atlantic and Pacific Oceans, will consist of three ships, nine aircraft and nearly 1,700 personnel. CTF-130 (Manned Spacecraft Recovery Force, Pacific) forces will be stationed south of Hawaii. Three ships, eight helicopters and three Air Force HC-130H aircraft, and nearly 1,100 personnel, will take part. Task Force 140 (Manned Spacecraft Recovery Force, Atlantic), comprising one ship, six HC-130H aircraft, three helicopters and approximately 300 personnel, will be positioned for possible launch abort operations. Two ships in the Atlantic will also be used for acoustical testing. Other forces, primarily aircraft and personnel of the Air Force Aerospace Rescue and Recovery Service will be on alert around the world for contingency recovery support.

The combination of Command and Control (C2) systems with Unmanned Ground Vehicles (UGVs) provides Integrated Force Protection from the Robotic Operation Command Center. Autonomous UGVs are directed as Force Projection units. UGV payloads and fixed sensors provide situational awareness while unattended munitions provide a less-than-lethal response capability. Remote resources serve as automated interfaces to legacy physical devices such as manned response vehicles, barrier gates, fence openings, garage doors, and remote power on/off capability for unmanned systems. The Robotic Operations Command Center executes the Multiple Resource Host Architecture (MRHA) to simultaneously control heterogeneous unmanned systems. The MRHA graphically displays video, map, and status for each resource using wireless digital communications for integrated data, video, and audio. Events are prioritized and the user is prompted with audio alerts and text instructions for alarms and warnings. A control hierarchy of missions and duty rosters support autonomous operations. This paper provides an overview of the key technology enablers for Integrated Force Protection with details on a force-on-force scenario to test and demonstrate concept of operations using Unmanned Ground Vehicles. Special attention is given to development and applications for the Remote Detection Challenge and Response (REDCAR) initiative for Integrated Base Defense.

The plant proved its capability to deliver the desired energy product in a USAF industrial environment. The collector proved capable of energy conversion at insolation levels up to 25% below design minimum. The plant and the project were negatively affected by severe winter weather, with total insolation during the test period 60 percent less than the expected value. Environmental effects reduced plant availability to 55 percent. Only five, minimally good operating days were experienced during the test period. The subsequent lack of performance data prohibits the drawing of general conclusions regarding system performance. System operability was rated generally high. The only inhibiting factor was the difficulty in procuring replacement parts for rapid repair under USAF stockage and procurement policies. No inherently serious system failures were recorded, although a thermostatic valve malfunction in the freeze protection system ultimately took 30 days to repair.

The advances in technology make possible the incorporation of sensors and actuators in rollators, building safer robots and extending the use of walkers to a more diverse population. This paper presents a new method for the extraction of navigation related components from upper-body force interaction data in walker assisted gait. A filtering architecture is designed to cancel: (i) the high-frequency noise caused by vibrations on the walker's structure due to irregularities on the terrain or walker's wheels and (ii) the cadence related force components caused by user's trunk oscillations during gait. As a result, a third component related to user's navigation commands is distinguished. For the cancelation of high-frequency noise, a Benedict-Bordner g-h filter was designed presenting very low values for Kinematic Tracking Error ((2.035 +/- 0.358).10(-2) kgf) and delay ((1.897 +/- 0.3697).10(1)ms). A Fourier Linear Combiner filtering architecture was implemented for the adaptive attenuation of about 80% of the cadence related components' energy from force data. This was done without compromising the information contained in the frequencies close to such notch filters. The presented methodology offers an effective cancelation of the undesired components from force data, allowing the system to extract in real-time voluntary user's navigation commands. Based on this real-time identification of voluntary user's commands, a classical approach to the control architecture of the robotic walker is being developed, in order to obtain stable and safe user assisted locomotion.

Air Force test pilot Robert A. Rushworth is shown in an X-15. He was selected for the X-15 program in 1958, and made his first flight on November 4, 1960. Over the next six years, he made 34 flights in the X-15, the most of any pilot. This included a flight to an altitude of 285,000 feet, made on June 27, 1963. This flight above 50 miles qualified Rushworth for astronaut wings. On a later X-15 flight, he was awarded a Distinguished Flying Cross for successfully landing an X-15 after its nose wheel extended while flying at nearly Mach 5. He made his final X-15 flight on July 1, 1966, then returned to regular Air Force duties. These included a tour in Vietnam as an F-4 pilot, flying 189 combat missions. He also served as the Commander of the Air Force Flight Test Center at Edwards AFB, and as the Commander of the Air Force Test and Evaluation Center at Kirtland AFB. At the time of his retirement as a major general, he was Vice Commander, Aeronautical Systems Division, Air Force Systems Command, at Wright-Patterson AFB. Rushworth flew C-47s and C-46s as a transport pilot in World War II, as well as F-80Cs, F-101s, TF-102s, F-104s, F-105s, F-106s, and F-4s. He died on March 17, 1993.
