This Edict introduces immigration controls at the borders of the Russian Federation. The controls are under the Russian Federal Migration Service and have the following tasks: "a) control over the entry onto the country's territory of foreign citizens or stateless persons seeking asylum or in transit, their identification, registration, and recording; b) the implementation of measures to prevent uncontrolled migration and the organization of the deportation of foreigners in cases and within the procedure stipulated by acts of legislation; c) the examination of appeals for asylum from foreign citizens and stateless persons who have come to Russian territory." Further provisions of the Edict deal with determination of immigration control points and their opening hours, allocation of premises and equipment for the implementation of immigration control activities, financing, information communication systems, procedures for the temporary accommodation and residence of persons seeking asylum, immigration personnel, and the training of such personnel, among other things. In December 1993, the Council of Ministers of the Russian Federation issued a Decree to create a statewide automated system of registering the official identity documents of the population and calling for proposals on this system. Science Communications International (SCI), formerly General Science Corporation, has developed several commercial products based upon experience acquired as a NASA Contractor. Among them are METPRO, a meteorological data acquisition and processing system, which has been widely used, RISKPRO, an environmental assessment system, and MAPPRO, a geographic information system. METPRO software is used to collect weather data from satellites, ground-based observation systems and radio weather broadcasts to generate weather maps, enabling potential disaster areas to receive advance warning. GSC's initial work for NASA Goddard Space Flight Center resulted in METPAK, a weather satellite data analysis system. METPAK led to the commercial METPRO system. The company also provides data to other government agencies, U.S. embassies and foreign countries.

On 7 January 1988, the Immigration Commissioner of the Philippines announced that all temporary or permanent aliens resident in the Philippines were required to register with the Commission on Immigration and Deportation in order to legalize their stay in the country. Those who failed to register by a March deadline were subject to immediate deportation. The Commission also set a P500,000 reward for those giving information on the whereabouts of overstaying or undesirable aliens. Effective 21 November 1988, President Corazon Aquino ordered the alien legalization program to be suspended. Broadcasting information anonymously becomes more difficult as surveillance technology improves, but remarkably, quantum protocols exist that enable provably traceless broadcasting. The difficulty is making scalable entangled resource states that are robust to errors. We propose an anonymous broadcasting protocol that uses a continuous-variable surface-code state that can be produced using current technology. High squeezing enables large transmission bandwidth and strong anonymity, and the topological nature of the state enables local error mitigation.

A wireless sensor network (WSN) is emerging as an innovative method for gathering information that will significantly improve the reliability and efficiency of infrastructure systems. Broadcast is a common method to disseminate information in WSNs. A variety of counter-based broadcast schemes have been proposed to mitigate the broadcast-storm problems, using the count threshold value and a random access delay. However, because of the limited propagation of the broadcast-message, there exists a trade-off in a sense that redundant retransmissions of the broadcast-message become low and energy efficiency of a node is enhanced, but reachability become low. Therefore, it is necessary to study an efficient counter-based broadcast scheme that can dynamically adjust the random access delay and count threshold value to ensure high reachability, low redundant of broadcast-messages, and low energy consumption of nodes. Thus, in this paper, we first measure the additional coverage provided by a node that receives the same broadcast-message from two neighbor nodes, in order to achieve high reachability with low redundant retransmissions of broadcast-messages. Second, we propose a new counter-based broadcast scheme considering the size of the additional coverage area, distance between the node and the broadcasting node, remaining battery of the node, and variations of the node density. Finally, we evaluate performance of the proposed scheme compared with the existing counter-based broadcast schemes. Simulation results show that the proposed scheme outperforms the existing schemes in terms of saved rebroadcasts, reachability, and total energy consumption.

An effort to improve station position recovery using broadcast ephemeris in Doppler data reduction was studied. A comparison of precise and broadcast ephemerides, treating the former as the standard, yielded information about the state disturbance that can be associated with the broadcast ephemeris. Statistical information about the state disturbance was used with current observational data for improved position recovery. The rank deficiency problem encountered in the short arc geodetic adjustment procedure was analysed and it was deduced that the fundamental rank deficiency is six, scale information being derivable from the wavelength of transmission. Coordinate differences between stations coobserving a pass are estimable. The uncertainty of the broadcast ephemeris, now in the WGS72 system, was assessed. It was conservatively estimated that its positional uncertainty may vary between 19 to 26 m in-track, 15 to 20 m cross-track and 9 to 10 m in radial directions depending on the incidence of the epoch of observations in the interinjection period.
Objectivity in a Noisy Photonic Environment through Quantum State Information Broadcasting

Recently, the emergence of classical objectivity as a property of a quantum state has been explicitly derived for a small object embedded in a photonic environment in terms of a spectrum broadcast form—a specific classically correlated state, redundantly encoding information about the preferred states of the object in the environment. However, the environment was in a pure state and the fundamental problem was how generic and robust is the conclusion. Here, we prove that despite the initial environmental noise, the emergence of the broadcast structure still holds, leading to the perceived objectivity of the state of the object. We also show how this leads to a quantum Darwinism-type condition, reflecting the classicality of proliferated information in terms of a limit behavior of the mutual information. Quite surprisingly, we find "singular points" of the decoherence, which can be used to faithfully broadcast a specific classical message through the noisy environment.

A Group Based Key Sharing and Management Algorithm for Vehicular Ad Hoc Networks

Vehicular ad hoc networks (VANETs) are one special type of ad hoc networks that involves vehicles on roads. Typically like ad hoc networks, broadcast approach is used for data dissemination. Blind broadcast to each and every node results in exchange of useless and irrelevant messages and hence creates an overhead. Unicasting is not preferred in ad-hoc networks due to the dynamic topology and the resource requirements as compared to broadcasting. Simple broadcasting techniques create several problems on privacy, disturbance, and resource utilization. In this paper, we propose media mixing algorithm to decide what information should be provided to each user and how to provide such information. Results obtained through simulation show that fewer number of keys are needed to share compared to simple broadcasting. Privacy is also enhanced through this approach. PMID:24587749

Although television is the public's most preferred source of weather information, it fails to provide weather reports to those groups who seek the information early in the day and during the day. The result is that many people most often use radio as a source of information, yet preferring the medium of television. The public actively seeks weather information from both radio and TV stations, usually seeking information on current conditions and short range forecasts. forecasts. Nearly all broadcast stations surveyed were eager to air severe weather bulletins quickly and often. Interest in Nowcasting was high among radio and TV broadcasters, with a significant portion indicating a willingness to pay something for the service. However, interest among TV stations in increasing the number of daily reports was small.

The purpose of this thesis is to describe the concept of broadcasting from satellites directly to the viewer equipped with a small, inexpensive receiving antenna, and the evolution of this technology as a means of commercial broadcast. Emphasis is placed on the problems of developing a regulatory framework for DBS by the Federal Communications Commission. The opposition of the existing broadcasters to the unregulated development of direct broadcast satellite (DBS) is explored in light of the possible effect that DBS may have on the economic base, audience, and advertising revenue of existing broadcasters. The information for this study was obtained from government documents, legal journals, books and the popular press. Two basic conclusions are drawn from this study: First, that the existing broadcasters have opposed the marketplace development of DBS, and second, that DBS does not pose as great a threat, at least in the near term, as the broadcasters fear.

Broadcasting is an information dissemination from one object to another object through communication between two objects in a network. Broadcasting for n objects can be solved by n - 1 communications and minimum time unit defined by ⌈2log n⌉ In this paper, weighted graph broadcasting is considered. The minimum weight of a complete broadcasting graph will be determined. Broadcasting graph is said to be complete if every vertex is connected. Thus to determine the minimum weight of complete broadcasting graph is equivalent to determine the minimum spanning tree of a complete graph. The Kruskal’s and Prim’s algorithm will be used to determine the minimum weight of a complete broadcasting graph regardless the minimum time unit ⌈2log n⌉ and modified Prim’s algorithm for the problems of the minimum time unit ⌈2log n⌉ is done. As an example case, here, the training of trainer problem is solved using these algorithms.

This paper presents a low complexity algorithmic framework for finding a broadcasting schedule in a low-altitude satellite system, i. e., the satellite broadcast scheduling (SBS) problem, based on the recent modeling and computational methodology of factor graphs. Inspired by the huge success of the low density parity check (LDPC) codes in the field of error control coding, in this paper, we transform the SBS problem into an LDPC-like problem through a factor graph instead of using the conventional neural network approaches to solve the SBS problem. Based on a factor graph framework, the soft-information, describing the probability that each satellite will broadcast information to a terminal at a specific time slot, is exchanged among the local processing in the proposed framework via the sum-product algorithm to iteratively optimize the satellite broadcasting schedule. Numerical results show that the proposed approach not only can obtain optimal solution but also enjoys the low complexity suitable for integral-circuit implementation.

Crisis communication is seen as an integrated and essential part of disaster management measures. After Typhoon Haiyan (Yolanda) in the Philippines 2013, radio was used to broadcast information to the affected community. The aim of this study was to describe how disaster radio was used to communicate vital messages and health-related information to the public in one affected region after Typhoon Haiyan. Mixed-methods analysis using qualitative content analysis and descriptive statistics was used to analyze 2587 logged radio log files. Radio was used to give general information and to demonstrate the capability of officials to manage the situation, to encourage, to promote recovery and foster a sense of hope, and to give practical advice and encourage self-activity. The content and focus of the messages changed over time. Encouraging messages were the most frequently broadcast messages. Health-related messages were a minor part of all information broadcast and gaps in the broadcast over time were found. Disaster radio can serve as a transmitter of vital messages including health-related information and psychological support in disaster areas. The present study indicated the potential for increased use. The perception, impact, and use of disaster radio need to be further evaluated. This paper takes into consideration the exercise in futurology made by Negroponte [1996. Being digital (1st ed.). New York, NY: Vintage Books] as an inspiration to discuss which Internet TV models are currently adopted in Brazil. They are studied in terms of the platforms used and the nature of the channels available. Results show that a number of devices can be used for Internet TV; some channels are redundant, since they are present in more than one context. There are a number of foreign (broadcasting in their own language) and Brazilian channels that seem to be exclusive in each device. Due to the price of some devices, as well as some issues regarding connectivity in Brazil, some platforms seem to lack local production.

Today it is common to perform real-time diagnosis and treatment via live broadcast as a method of education and to spread new technology for diagnosis and therapy in medical fields. Live medical broadcasts have developed along with broadcast technology. In the early days, live video feeds were sent from operating rooms to classrooms and lecture halls in universities and hospitals. However, the development of imaging techniques and communication networks enabled live broadcasts that bi-directionally link operating rooms and meeting halls during scientific meetings and live demonstration courses. Live broadcasts therefore became an important method for education and the dissemination of new medical technologies. The development of imaging techniques has contributed to more realistic live broadcasts through such innovative techniques as three-dimensional viewing and higher-definition 4K technology. In the future, live broadcasts will be transmitted on personal computers using regular Internet connections. In addition to the enhancement of image delivery technology, it will also be necessary to examine the entire image delivery environment carefully, including issues of security and privacy of personal information.
A Target Advertisement System Based on TV Viewer's Profile Reasoning

With the rapidly growing Internet, the Internet broadcasting and web casting service have been one of the well-known services. Specially, it is expected that the IPTV service will be one of the principal services in the broadband network [2]. However, the current broadcasting environment is served for the general public and requires the passive attitude to consume the TV programs. For the advanced broadcasting environments, various research of the personalized broadcasting is needed. For example, the current unidirectional advertisement provides to the TV viewers the advertisement contents, depending on the popularity of TV programs, the viewing rates, the age groups of TV viewers, and the time bands of the TV programs being broadcast. It is not an efficient way to provide the useful information to the TV viewers from customization perspective. If a TV viewer does not need particular advertisement contents, then information may be wasteful to the TV viewer. Therefore, it is expected that the target advertisement service will be one of the important services in the personalized broadcasting environments. The current research in the area of the target advertisement classifies the TV viewers into clustered groups who have similar preference. The digital TV collaborative filtering estimates the user's favourite advertisement contents by using the usage history [1, 4, 5]. In these studies, the TV viewers are required to provide their profile information such as the gender, job, and ages to the service providers via a PC or Set-Top Box (STB) which is connected to digital TV. Based on explicit information, the advertisement contents are provided to the TV viewers in a customized way with tailored advertisement contents. However, the TV viewers may dislike exposing to the service providers their private information because of the misuse of it. In this case, it is difficult to provide appropriate target advertisement service.

The Effects of Limited Intent Information Availability on Self-Separation in Mixed Operations

This paper presents the results of a computer simulation of the NASA Autonomous Flight Rules (AFR) concept for airborne self-separation in airspace shared with conventional Instrument Flight Rules (IFR) traffic. This study was designed to determine the impact of varying levels of intent information from IFR aircraft on the performance of AFR conflict detection and resolution. The study used Automatic Dependent Surveillance-Broadcast (ADS-B) to supply IFR intent, but other methods such as an uplink from a ground-based System Wide Information Management (SWIM) network could alternatively supply this information. The independent variables of the study consist of the number of ADS-B trajectory change reports broadcast by IFR aircraft and the time interval between those reports. The conflict detection and resolution metrics include: the number of conflicts and losses of separation, the average conflict warning time, and the amount of time spent in strategic vs. tactical flight modes (i.e., whether the autoflight system was decoupled from the planned route in the Flight Management System in order to respond to a short-notice traffic conflict). The results show a measurable benefit of broadcasting IFR intent vs. relying on state-only broadcasts. The results of this study will inform ongoing separation assurance research and FAA NextGen design decisions for the sharing of trajectory intent information in the National Airspace System.
Efficient generation of 3D hologram for American Sign Language using look-up table

American Sign Language (ASL) is one of the languages giving the greatest help for communication of the hearing impaired person. Current 2-D broadcasting, 2-D movies are used the ASL to give some information, help understand the situation of the scene and translate the foreign language. These ASL will not be disappeared in future three-dimensional (3-D) broadcasting or 3-D movies because the usefulness of the ASL. On the other hands, some approaches for generation of CGH patterns have been suggested like the ray-tracing method and look-up table (LUT) method. However, these methods have some drawbacks that needs much time or needs huge memory size for look-up table. Recently, a novel LUT (N-LUT) method for fast generation of CGH patterns of 3-D objects with a dramatically reduced LUT without the loss of computational speed was proposed. Therefore, we proposed the method to efficiently generate the holographic ASL in holographic 3DTV or 3-D movies using look-up table method. The proposed method is largely consisted of five steps: construction of the LUT for each ASL images, extraction of characters in scripts or situation, call the fringe patterns for characters in the LUT for each ASL, composition of hologram pattern for 3-D video and hologram pattern for ASL and reconstruct the holographic 3D video with ASL. Some simulation results confirmed the feasibility of the proposed method in efficient generation of CGH patterns for ASL.

One rapidly expanding application area for state-of-the-art speech recognition technology is the automatic processing of broadcast audiovisual data for information access. Since much of the linguistic information is found in the audio channel, speech recognition is a key enabling technology which, when combined with information retrieval techniques, can be used for searching large audiovisual document collections. Audio indexing must take into account the specificities of audio data such as needing to deal with the continuous data stream and an imperfect word transcription. Other important considerations are dealing with language specificities and facilitating language portability. At Laboratoire d'Informatique pour la Mécanique et les Sciences de l'Ingénieur (LIMSI), broadcast news transcription systems have been developed for seven languages: English, French, German, Mandarin, Portuguese, Spanish, and Arabic. The transcription systems have been integrated into prototype demonstrators for several application areas such as audio data mining, structuring audiovisual archives, selective dissemination of information, and topic tracking for media monitoring. As examples, this paper addresses the spoken document retrieval and topic tracking tasks.
The broadcast of shared attention and its impact on political persuasion.

In democracies where multitudes yield political influence, so does broadcast media that reaches those multitudes. However, broadcast media may not be powerful simply because it reaches a certain audience, but because each of the recipients is aware of that fact. That is, watching broadcast media can evoke a state of shared attention, or the perception of simultaneous coattention with others. Whereas past research has investigated the effects of shared attention with a few socially close others (i.e., friends, acquaintances, minimal ingroup members), we examine the impact of shared attention with a multitude of unfamiliar others in the context of televised broadcasting. In this paper, we explore whether shared attention increases the psychological impact of televised political speeches, and whether fewer numbers of coattending others diminishes this effect. Five studies investigate whether the perception of simultaneous coattention, or shared attention, on a mass broadcasted political speech leads to more extreme judgments. The results indicate that the perception of synchronous coattention (as compared with coattending asynchronously and attending alone) renders persuasive speeches more persuasive, and unpersuasive speeches more unpersuasive. We also find that recall memory for the content of the speech mediates the effect of shared attention on political persuasion. The results are consistent with the notion that shared attention on mass broadcasted information results in deeper processing of the content, rendering judgments more extreme. In all, our findings imply that shared attention is a cognitive capacity that supports large-scale social coordination, where multitudes of people can cognitively prioritize simultaneously coattended information. Molecular communication (MC) over a microfluidic channel with flow is investigated based on Shannon's channel capacity theorem and Fick's laws of diffusion. Specifically, the sum capacity for MC between a single transmitter and multiple receivers (broadcast MC) is studied. The transmitter communicates by using different types of signaling molecules with each receiver over the microfluidic channel. The transmitted molecules propagate through microfluidic channel until reaching the corresponding receiver. Although the use of different types of molecules provides orthogonal signaling, the sum broadcast capacity may not scale with the number of the receivers due to physics of the propagation (interplay between convection and diffusion based on distance). In this paper, the performance of broadcast MC on a microfluidic chip is characterized by studying the physical geometry of the microfluidic channel and leveraging the information theory. The convergence of the sum capacity for microfluidic broadcast channel is analytically investigated based on the physical system parameters with respect to the increasing number of molecular receivers. The analysis presented here can be useful to predict the achievable information rate in microfluidic interconnects for the biochemical computation and microfluidic multi-sample assays.

Relay-based information broadcast in complex networks

Information broadcast (IB) is a critical process in complex network, usually accomplished by flooding mechanism. Although flooding is simple and no prior topological information is required, it consumes a lot of transmission overhead. Another extreme is the tree-based broadcast (TB), for which information is disseminated via a spanning tree. It achieves the minimal transmission overhead but the maintenance of spanning tree for every node is an obvious obstacle for implementation. Motivated by the success of scale-free network models for real-world networks, in this paper, we investigate the issues in IB by considering an alternative solution in-between these two extremes. A novel relay-based broadcast (RB) mechanism is proposed by employing a subset of nodes as relays. Information is firstly forwarded to one of these relays and then re-disseminated to others through the spanning tree whose root is the relay. This mechanism provides a trade-off solution between flooding and TB. On one hand, it saves up a lot of transmission overhead as compared to flooding; on the other hand, it costs much less resource for maintenance than TB as only a few spanning trees are needed. Based on two major criteria, namely the transmission overhead and the convergence time, the effectiveness of RB is confirmed. The impacts of relay assignment and network structures on performance are also studied in this work.

Disclosed is a mechanism on receiving processors in a parallel computing system for providing order to data packets received from a broadcast call and to distinguish data packets received at nodes from several incoming asynchronous broadcast messages where header space is limited. In the present invention, processors at lower leafs of a tree do not need to obtain a broadcast message by directly accessing the data in a root processor's buffer. Instead, each subsequent intermediate node's rank id information is squeezed into the software header of packet headers. In turn, the entire broadcast message is not transferred from the rootmore » processor to each processor in a communicator but instead is replicated on several intermediate nodes which then replicated the message to nodes in lower leafs. The Accuracy and Correction of Fuel Consumption from Controller Area Network Broadcast

Fuel consumption (FC) has always been an important factor in vehicle cost. With the advent of electronically controlled engines, the controller area network (CAN) broadcasts information about engine and vehicle performance, including fuel use. However, the accuracy of the FC estimates is uncertain. In this study, the researchers first compared CAN-broadcasted FC against physically measured fuel use for three different types of trucks, which revealed the inaccuracies of CAN-broadcast fueling estimates. To match precise gravimetric fuel-scale measurements, polynomial models were developed to correct the CAN-broadcasted FC. Lastly, the robustness testing of the correction models was performed. The no-broadcasting theorem, first established by Barnum [Phys. Rev. Lett. 76, 2818 (1996)], states that a set of quantum states can be broadcast if and only if it constitutes a commuting family. Quite recently, Piani [Phys. Rev. Lett. 100, 090502 (2008)] showed, by using an ingenious and sophisticated method, that the correlations in a single bipartite state can be locally broadcast if and only if the state is effectively a classical one (i.e., the correlations therein are classical). In this Brief Report, under the condition of nondegenerate spectrum, we provide an alternative and significantly simpler proof of the latter result based on the original no-broadcasting theorem and the monotonicity of the quantum relative entropy. This derivation motivates us to conjecture the equivalence between these two elegant yet formally different no-broadcasting theorems and indicates a subtle and fundamental issue concerning spectral degeneracy which also lies at the heart of the conflict between the von Neumann projection postulate and the Lüders ansatz for quantum measurements. This relation not only offers operational interpretations for commutativity and classicality but also illustrates the basic significance of noncommutativity in characterizing quantumness from the informational perspective.
The use of satellite observations of the ocean surface in commercial fishing operations

Commercial fishermen are interested in the safety of their crews, boats, and gear, and in making the best catch for their time and money. Rising fuel costs, increased competition from foreign fisheries, improved knowledge about fish habits and the new 200 mile economic zone have all had an impact on the U.S. fishing industry. As a consequence, the modern fisherman, more than ever, requires reliable and timely information about the marine environment. This paper describes an experimental program to utilize satellite observations of the ocean surface, in conjunction with conventional observations and products, to prepare special fisheries aids charts for daily radio facsimile broadcasts to commercial fishermen. These special fisheries products aggregate a broad set of ocean observations, including ocean color structure, to depict oceanographic conditions of importance to commercial fishing tactics. Results to date have shown that improved safety at sea and decreased fuel costs can be achieved through the applied use of these special fisheries charts.

Information-theoretic limitations on approximate quantum cloning and broadcasting

We prove quantitative limitations on any approximate simultaneous cloning or broadcasting of mixed states. The results are based on information-theoretic (entropic) considerations and generalize the well-known no-cloning and no-broadcasting theorems. We also observe and exploit the fact that the universal cloning machine on the symmetric subspace of n qudits and symmetrized partial trace channels are dual to each other. This duality manifests itself both in the algebraic sense of adjointness of quantum channels and in the operational sense that a universal cloning machine can be used as an approximate recovery channel for a symmetrized partial trace channel and vice versa. The duality extends to give control of the performance of generalized universal quantum cloning machines (UQCMs) on subspaces more general than the symmetric subspace. This gives a way to quantify the usefulness of a priori information in the context of cloning. For example, we can control the performance of an antisymmetric analog of the UQCM in recovering from the loss of n -k fermionic particles.

This paper presents the CONCERT framework, a push/filter information consumption paradigm, based on a rule-based semantic contextual information system for tourism. CONCERT suggests a specific insight of the notion of context from a human mobility perspective. It focuses on the particular characteristics and requirements of travellers and addresses the drawbacks found in other approaches. Additionally, CONCERT suggests the use of digital broadcasting as push communication technology, whereby tourism information is disseminated to mobile devices. This information is then automatically filtered by a network of ontologies and offered to tourists on the screen. The results obtained in the experiments carried out show evidence that the information disseminated through digital broadcasting can be manipulated by the network of ontologies, providing contextualized information that produces user satisfaction. Vehicular ad hoc networks (VANETs) have been identified as a key technology to enable intelligent transport systems (ITS), which are aimed to radically improve the safety, comfort, and greenness of the vehicles in the road. However, in order to fully exploit VANETs potential, several issues must be addressed. Because of the high dynamic of VANETs and the impairments in the wireless channel, one key issue arising when working with VANETs is the multihop dissemination of broadcast packets for safety and infotainment applications. In this paper a reliable low-overhead multihop broadcast (RLMB) protocol is proposed to address the well-known broadcast storm problem. The proposed RLMB takes advantage of the hello messages exchanged between the vehicles and it processes such information to intelligently select a relay set and reduce the redundant broadcast. Additionally, to reduce the hello messages rate dependency, RLMB uses a point-to-zone link evaluation approach. RLMB performance is compared with one of the leading multihop broadcast protocols existing to date. Performance metrics show that our RLMB solution outperforms the leading protocol in terms of important metrics such as packet dissemination ratio, overhead, and delay. PMID:25133224

The Arizona Geological Survey uses online broadcasting (Webcast or 'Web TV') to help fulfill our statutory mission to 'Inform, advise and assist the public in matters concerning the geological processes, materials and landscapes and the development and use of the mineral resources of this state.' We launched a monthly online broadcast called 'Arizona Mining Review' via Livestream, a low-cost or free video streaming service. The show provides news, interviews, and discussions about mining and mineral resources topics of interest in Arizona, the nation's second largest non-fuel mining state. The costs to set up and broadcast are minor. Interviews with local guests are held in a corner of the AZGS conference room with easy chairs and a couch; long-distance interviews are held via Skype. The broadcast originates from a desktop computer with a webcam, a $60 microphone, three sets of earbud headphones and a powered amplifier. During broadcasts, we supplement interview footage with slides, photos, or video clips that we have or are provided by guests. Initial broadcasts were live; recordings of these were later uploaded to our YouTube channel. Because scheduling and executing a live Internet broadcast is stressful and demanding for both the production team and guests, we recently elected to record and produce episodes prior to broadcasting them. This allows us more control over supplementary materials used during the broadcast; it also permits us to record the broadcast using a high-definition digital video camera that cannot be used for streaming video. In addition to the Arizona Mining Review, we record conferences and workshops and special presentations on topical issues. A video on the recently discovered Little Chino fault has drawn over 3,000 views. Our latest presentations are short 1-2 minute 'video abstracts' delivered by authors of new publications released by the Survey. These include maps and graphics from the reports to help illustrate the topics and their importance. We envision online broadcasts as a viable emergent tool that offers a wide range of opportunities at low cost to aid in distributing our message.
Climate Matters: Increasing Climate Literacy Through Broadcast Meteorologists

Broadcast meteorologists are among the most trusted members of the media landscape and they have a unique opportunity to reach the broad public with information about climate change. A recent survey by Maibach, et al. (2015) has shown that more than 90% of TV weathercasters think that their audience is at least somewhat interested in learning about the local impacts of climate change and 7 in 10 think that it is appropriate for them to report the science of climate change to their audience. But about half of these TV weathercasters have experienced obstacles to reporting climate change - citing lack of time to research and produce material, in addition to lack of access to appropriate visuals/graphics and access to trusted scientific information. Climate Matters is an NSF funded program that partners with broadcast meteorologists to deliver scientifically sound climate change information to the public that is local and relevant. A team of climate scientists, meteorologists, data analysts, journalists, and multimedia artists analyze and prepare content on a weekly basis so that it may be readily included in a broadcast weather segment, online or during community outreach. The program started as a pilot project with just one meteorologist in 2010 before Climate Central launched a full-time, nationwide program in 2012. Since then, Climate Matters has grown to include over 250 meteorologists strong and in more than 100 markets across the country, including Spanish language TV stations.

Methods and apparatus for autonomous in-receiver prediction of orbit and clock states of Global Navigation Satellite Systems (GNSS) are described. Only the GNSS broadcast message is used, without need for periodic externally-communicated information. Earth orientation information is extracted from the GNSS broadcast ephemeris. With the accurate estimation of the Earth orientation parameters it is possible to propagate the best-fit GNSS orbits forward in time in an inertial reference frame. Using the estimated Earth orientation parameters, the predicted orbits are then transformed into Earth-Centered-Earth-Fixed (ECEF) coordinates to be used to assist the GNSS receiver in the acquisition of the signals. GNSS satellite clock states are also extracted from the broadcast ephemeris and a parameterized model of clock behavior is fit to that data. The estimated modeled clocks are then propagated forward in time to enable, together with the predicted orbits, quicker GNSS signal acquisition.

The main superiority of the quantum remote preparation over quantum teleportation lies the classical resource saving. This situation may be changed from the following constructions. Our purpose in this paper is to find some special differences between these two quantum tasks besides the classical resource costs. Some novel schemes show that the first one is useful to simultaneously broadcast arbitrary quantum states, while the second one cannot because of the quantum no-cloning theorem. Moreover, these broadcast schemes may be adapted to satisfying the different receivers' requirements or distributing the classical information, which are important in various quantum applications such as the quantum secret distribution or the quantum network communication.
VISIONS At-Sea Telepresence (VAST): Educating in Real Time, Seafloor to Shore

The University of Washington (UW) has recently led the VISIONS 2011 and 2012 cruises aboard the R/V Thompson to Axial Seamount on the Juan de Fuca Ridge, part of the NSF Ocean Observatory Initiative. During each cruise the VISIONS At-Sea Telepresence, or VAST Program was piloted, consisting of several live 30-60 minute shipboard broadcasts highlighted by streaming live HD video from the ROV ROPOS documenting investigations of the seamount's hydrothermal vents and recent lava flows. Broadcasts also included short lectures and pre-taped documentaries and seafloor video narrated live by shipboard scientists and students. Pilot audiences at UW, the College of Charleston and Rutgers University included undergraduate marine geology, oceanography and education students, high school students, graduate students and teachers. Multiple public audiences were also recipients of VAST programming, and all broadcasts were viewable in standard definition to any web users. Question/answer interactivity via Twitter and Skype were promoted throughout the broadcasts. To supplement live broadcasts with additional content, a VAST Program website was created on UW's Interactive Oceans site, providing a wealth of hyperlinked online resources covering six program themes, as well as a college-level online laboratory exercise, "Characterizing Lava Flow Morphologies." The online resources are primarily suited to inform a high school and older audience, and thus serves to reach a vast audience. The VAST Program was very successful at engaging and educating both formal and informal audiences. Preliminary VAST results documented by user surveys will be presented.

This study tracks the changes of the effects of 4 information sources for direct-to-consumer drug advertising on patients' requests for prescription drugs from physicians since the inception of the "Guidance for Industry about Consumer-directed Broadcast Advertisements." The Guidance advises pharmaceuticals to use four information sources for consumers to seek further information to supplement broadcast drug advertisements: small-print information, the Internet, a toll-free number, and health-care providers (nurses, doctors, and pharmacists). Logistic models were created by using survey data collected by the Food and Drug Administration in 1999 and 2002. Results show that throughout the years, health-care providers remain the most used and strongest means associated with patients' direct requests for nonspecific and specific prescription drugs from doctors. The small-print information source gains power and changes from an indirect means associated with patients' discussing drugs with health-care providers to a direct means associated with patients' asking about nonspecific and specific drugs from their doctors. The Internet is not directly related to drug requests, but the effect of its association with patients seeking information from health-care providers grew 11-fold over the course of the study. The toll-free number lost its power altogether for both direct request for a prescription drug and further discussion with health-care providers. Patient demographics will be considered for specific policy implications.
A TDMA Broadcast Satellite/Ground Architecture for the Aeronautical Telecommunications Network

An initial evaluation of a TDMA satellite broadcast architecture with an integrated ground network is proposed in this study as one option for the Aeronautical Telecommunications Network (ATN). The architecture proposed consists of a ground based network that is dedicated to the reception and transmissions of Automatic Dependent Surveillance Broadcast (ADS-B) messages from Mode-S or UAT type systems, along with tracks from primary and secondary surveillance radars. Additionally, the ground network could contain VHF Digital Link Mode 2, 3 or 4 transceivers for the reception and transmissions of Controller-Pilot Data Link Communications (CPDLC) messages and for voice. The second part of the ATN network consists of a broadcast satellite based system that is mainly dedicated for the transmission of surveillance data as well as En-route Flight Information Service Broadcast (FIS-B) to all aircraft. The system proposed integrates those two network to provide a nation wide comprehensive service utilizing near term or existing technologies and hence keeping the economic factor in prospective. The next few sections include a background introduction, the ground subnetwork, the satellite subnetwork, modeling and simulations, and conclusion and recommendations.

Many applications for vehicular networks, such as blocked road warnings or advertising, will require multi-hop dissemination of information to all vehicles in a region of interest. However, these networks present special features and difficulties that may require special measures. The dissemination of information may cause broadcast storms. Urban scenarios are especially sensitive to broadcast storms because of the high density of vehicles in downtown areas. They also present numerous crossroads and signal blocking due to buildings, which make dissemination more difficult than in open, almost straight interurban roadways. In this article, we discuss several options to avoid the broadcast storm problem while trying to achieve the maximum coverage of the region of interest. Specifically, we evaluate through simulations different ways to detect and take advantage of intersections and a strategy based on store-carry-forward to overcome short disconnections between groups of vehicles. After the devastating tornadoes in Joplin, MO and in the Deep South in 2011, it seemed appropriate to look at the impact that broadcast meteorologists (and their TV coverage) have on their viewers during severe weather events. Broadcast meteorologists play a vital role in the severe weather warning process and in persuading the public to take the appropriate actions during severe weather. This research was done by developing a survey that addressed the following questions: 1) Is the media doing everything they can persuade viewers to take shelter and protect themselves and their property?; 2) What do you do when a tornado warning is issued?; 3) Is there anything broadcast meteorologists can do or say that will make you take immediate action during severe weather? The survey was disseminated through television markets in Missouri. The goal of this research was to find new, improved and different ways of "connecting" with viewing during severe weather coverage. After looking at the results, we want to see if there are specific words, images or anything else a broadcaster can do that will trigger a response by viewers to take cover. It is my hope the results and analyses from this survey will provide broadcast meteorologists with new and improved techniques to connect with the public and to assist them in making an informed decision during severe weather events.

In the pervasive computing environment using smart devices equipped with various sensors, a wireless data broadcasting system for spatial data items is a natural way to efficiently provide a location dependent information service, regardless of the number of clients. A non-flat wireless broadcast system can support the clients in accessing quickly their preferred data items by disseminating the preferred data items more frequently than regular data on the wireless channel. To efficiently support the processing of spatial window queries in a non-flat wireless data broadcasting system, we propose a distributed air index based on a maximum boundary rectangle (MaxBR) over grid-cells (abbreviated DAIM), which uses MaxBRs for filtering out hot data items on the wireless channel. Unlike the existing index that repeats regular data items in close proximity to hot items at same frequency as hot data items in a broadcast cycle, DAIM makes it possible to repeat only hot data items in a cycle and reduces the length of the broadcast cycle. Consequently, DAIM helps the clients access the desired items quickly, improves the access time, and reduces energy consumption. In addition, a MaxBR helps the clients decide whether they have to access regular data items or not. Simulation studies show the proposed DAIM outperforms existing schemes with respect to the access time and energy consumption.

The Science Gateway gives single-point access to over 4.5 years of comprehensive wave and particle measurements from the Van Allen Probes NASA twin-spacecraft mission. The Gateway provides a set of visualization and data analysis tools including: HTML5-based interactive visualization of high-level data products from all instrument teams in the form of: line plots, orbital content plots, dynamical energy spectra, L-shell context plots (including two-spacecraft plotting), FFT spectra of wave data, solar wind and geomagnetic indices data, etc.; download custom multi-instrument CDF data files of selected data products; publication quality plots of digital data; combined orbit predicts for mission planning and coordination including: Van Allen Probes, MMS, THEMIS, Arase (ERG), Cluster, GOES, Geotail, FIREBIRD; magnetic footpoint calculator for coordination with LEO and ground-based assets; real-time computation and processing of empirical magnetic field models - computation of magnetic ephemeris, computation of adiabatic invariants. Van Allen Probes is the first spacecraft mission to provide a nowcast of the radiation environment in the heart of the radiation belts, where the radiation levels are the highest and most dangerous for spacecraft operations. For this purpose, all instruments continuously broadcast a subset of their science data in real time. Van Allen Probes partners with four foreign institutions who operate ground stations that receive the broadcast: Korea (KASI), the Czech republic (CAS), Argentina (CONAE), and Brazil (INPE). The SpWx broadcast is then collected at APL and delivered to the community via the Science Gateway.

Incidental acquisition of foreign language vocabulary through brief multi-modal exposure.

First language acquisition requires relatively little effort compared to foreign language acquisition and happens more naturally through informal learning. Informal exposure can also benefit foreign language learning, although evidence for this has been limited to speech perception and production. An important question is whether informal exposure to spoken foreign language also leads to vocabulary learning through the creation of form-meaning links. Here we tested the impact of exposure to foreign language words presented with pictures in an incidental learning phase on subsequent explicit foreign language learning. In the explicit learning phase, we asked adults to learn translation equivalents of foreign language words, some of which had appeared in the incidental learning phase. Results revealed rapid learning of the foreign language words in the incidental learning phase showing that informal exposure to multi-modal foreign language leads to foreign language vocabulary acquisition. The creation of form-meaning links during the incidental learning phase is discussed.

NASA's Aviation Safety Program Synthetic Vision System project conducted a Runway Incursion Prevention System (RIPS) flight test at the Dallas-Fort Worth International Airport in October 2000. The RIPS research system includes advanced displays, airport surveillance system, data links, positioning system, and alerting algorithms to provide pilots with enhanced situational awareness, supplemental guidance cues, a real-time display of traffic information, and warnings of runway incursions. This report describes the aircraft and ground based runway incursion alerting systems and traffic positioning systems (Automatic Dependent Surveillance - Broadcast (ADS-B) and Traffic Information Service - Broadcast (TIS-B)). A performance analysis of these systems is also presented.

The implementation of broadcasting satellite service for the Western Hemisphere was planned. Broadcasting satellites transmit television programs and other information services from Earth orbit to home or office antennas. At the request of the Senate Appropriations Subcommittee on Commerce, Justice, State and the Judiciary, GAO reviewed conference results as compared to established conference objectives and examined the interagency coordination of U.S. participation in this international conference. The United States basically achieved its two most important conference objectives: adopting a technically and procedurally flexible plan for broadcasting satellite service and obtaining a sufficient allocation of satellite orbit slots and frequencies to meet domestic needs. The U.S. was unable, however, to obtain agreement on adopting a maximum signal power level for satellites. The Department of State could improve its preparation, internal coordination, and administrative support for future international conferences and recommends actions to the Secretary of State to improve its international telecommunications activities.

The distribution of standard time signals via AM and FM broadcasting stations presents the distinct advantages to offer a wide area coverage and to allow the use of inexpensive receivers, but the signals are radiated a limited number of times per day, are not usually available during the night, and no full and automatic synchronization of a remote clock is possible. As an attempt to overcome some of these problems, a time coded signal with a complete date information is diffused by the IEN via the national broadcasting networks in Italy. These signals are radiated by some 120 AM and about 3000 FM and TV transmitters around the country. In such a way, a time ordered system with an accuracy of a couple of milliseconds is easily achieved.

The software subsystem was implemented basic on third-part middleware, and the hardware subsystem was realized with microelectronics technology. Results indicate that the hardware is better than software. The system has been applied in huailai city hebei province, which has conversed more than 8000 audio files as programming materials for the local radio station.

NASA is committed to providing technology development that leads to the introduction of new commercial applications for communications satellites. The Direct Broadcast Satellite-Radio (DBS-R) Program is a joint effort between The National Aeronautics and Space Administration (NASA) and The United States Information Agency/Voice of America (USIA/VOA) directed at this objective. The purpose of this program is to define the service and develop the technology for a direct-to-listener satellite sound broadcasting system. The DBS-R Program, as structured by NASA and VOA, is now a three-phase program designed to help the U.S. commercial communications satellite and receiver industry bring about this new communications service. Major efforts are being directed towards frequency planning hardware and service development, service demonstration, and experimentation with new satellite and receiver technology.

TV watching dramatically changes with introduction of new technologies such as Internet-connected TVs, enriched digital broadcasting (DVB), on-demand content, additional programme information, mobile phones and tablets enabling multiscreen functions etc that offer added values to content consumers. In this paper we propose modular advanced TV platform and its enablers enhancing TV watching. They allow users to receive aside of EPG also additional information about broadcasted content, to be reminded of requested programme, to utilize recommendation and search features, thanks to multiscreen functionality to allow users to take watched content with them or transfer it onto another device. The modularity of the platform allows new features to be added in future.

Western European demand for satellite information dissemination in the late 1990's was assessed. The major market opportunity lies in intra-organizational video communications. Broadcast satellites could be used to facilitate dispersal of newspaper printing sites and the development of regionalized or local editions. Examples would include the publication of editions of north European newspapers in Mediterranean holiday resorts. Data broadcasting services could use VBI or full channel teletext or other formats. The most promising area for data dissemination by satellite is the aggregation of a number of services which are themselves small, but in total could generate substantial demand. Examples of such services include dissemination of private company data to dispersed branches (pricing, stock levels, etc.).

A critical capability of the new RHIC low level rf (LLRF) system is the ability to synchronize signals across multiple locations. The 'Update Link' provides this functionality. The 'Update Link' is a deterministic serial data link based on the Xilinx RocketIO protocol that is broadcast over fiber optic cable at 1 gigabit per second (Gbps). Syntax-directed content analysis of videotext: application to a map detection recognition system

Video is an increasingly important and ever-growing source of information to the intelligence and homeland defense analyst. A capability to automatically identify the contents of video imagery would enable the analyst to index relevant foreign and domestic news videos in a convenient and meaningful way. To this end, the proposed system aims to help determine the geographic focus of a news story directly from video imagery by detecting and geographically localizing political maps from news broadcasts, using the results of videotext recognition in lieu of a computationally expensive, scale-independent shape recognizer. Our novel method for the geographic localization of a map is based on the premise that the relative placement of text superimposed on a map roughly corresponds to the geographic coordinates of the locations the text represents. Our scheme extracts and recognizes videotext, and iteratively identifies the geographic area, while allowing for OCR errors and artistic freedom. The fast and reliable recognition of such maps by our system may provide valuable context and supporting evidence for other sources, such as speech recognition transcripts. The concepts of syntax-directed content analysis of videotext presented here can be extended to other content analysis systems.
Change deafness, dual-task performance, and domain-specific expertise.

In a change deafness manipulation using radio broadcasts of sporting events, we show that change deafness to a switch in talker increases when listeners are asked to monitor both lexical and indexical information for change. We held semantic content constant and demonstrated a change deafness rate of 85% when participants listened to the home team broadcast of a hockey game that switched midway to the away team broadcast with a different announcer. In Study 2, participants were asked to monitor either the indexical characteristics ( listen for a change in announcer) or both the indexical and semantic components ( listen for a change in announcer or a goal scored). Monitoring both components led to significantly greater change deafness even though both groups were alerted to the possibility of a change in announcer. In Study 3, we changed both the indexical and the semantic components when the broadcast switched from a hockey game to a basketball game. We found a negative correlation between sports expertise and change deafness. The results are discussed in terms of the nature of perceptual representation and the influence of expertise and evolution on attention allocation.
Focus group exploration of presence through advanced broadcast services

Presence is a user's subjective sensation of 'being there' in a mediated environment. Its determinants include the extent of sensory information within a mediated environment, the user's ability to control their sensors and modify content within the environment, and individual-difference based factors. Although direct subjective ratings of presence have been used, the construct may be unclear to naive observers, and previous work in our laboratory has shown that ratings of presence may be biased towards different characteristics of the display. In the present study focus groups were used to: (1) establish whether viewers refer to sensations of presence, unprompted, (2) identify viewers' descriptions of their experiences of stereoscopic TV, and (3) identify the program types best suited to advanced broadcast presentations. Results showed that non-experts describe sensations of presence without prompting while watching stereoscopic television, relating it to involvement, realism and naturalness. In addition, there was a general consensus that live events, such as sports matches, theatre and concerts are the program types best suited to high-presence broadcast presentations, through advanced broadcast services such as Immersive Television.
