The human body regularly encounters and combats many pathogenic organisms and toxic molecules. Its ensuing responses to these disease-causing agents involve two interrelated systems: innate immunity and adaptive (or acquired) immunity. Innate immunity is active at several levels, both at potential points of entry and inside the body (see figure). For example, the skin represents a physical barrier preventing pathogens from invading internal tissues. Digestive enzymes destroy microbes that enter the stomach with food. Macrophages and lymphocytes, equipped with molecular detectors, such as Toll-like receptors (TLRs), which latch onto foreign structures and activate cellular defenses, patrol the inside of the body. These immune cells sense and devour microbes, damaged cells, and other foreign materials in the body. Certain proteins in the blood (such as proteins of the complement system and those released by natural killer cells, along with antimicrobial host-defense peptides) attach to foreign organisms and toxins to initiate their destruction.

In January 1992 Congress returned from its Christmas recess to begin wrestling with the upcoming year's federal budget. The Budget Enforcement Act places absolute limits on the amounts Congress can appropriate for domestic programs, international assistance, and defense spending. Unless the president declares an emergency, Congress has no flexibility to adjust the $293 billion defense allocation in favor of domestic or international assistance. For the next few years, spending for the military would account for about 55% of all discretionary spending. The Labor, Health and Human Services, and Education Appropriations subcommittee has a predetermined slice of the $222 billion domestic allocation. The subcommittee must then decide how to subdivide its slice among employment programs, education assistance, and health care, which includes domestic family planning programs. Similarly, the foreign operations subcommittee slices up a small $20 billion for international assistance. Some will go for economic aid, some for development assistance, including international family planning programs. And, about 30% of the international aid budget will go to military assistance to foreign governments. The massive shifts on the international scene and an uncertain domestic economy are forcing a reconsideration of this iron-clad budget agreement. Consequently, efforts to nullify the budget agreement are underway. Over 100 organizations and church groups have formed a coalition calling on Congress and the administration to reorder fiscal priorities so that resources can be redirected toward worthwhile domestic and international programs. Worldwide, the demand for contraceptive services is increasing, yet the US spends only about $300 million for population assistance per year, about the same as it was 20 years ago. But policy makers are finally beginning to understand that the costs of Title X, international family planning, and providing quality family planning services are far less than the long-term costs of caring for ill infants, abused children, or women suffering from the health effects of multiple pregnancies.

As political and social changes sweep the globe, there are opportunities to increase national security through innovative approaches. While traditional security methods such as defense forces and homeland security provide both pre-emptive and defensive protection, new methods could meet emerging challenges by responding to the political, financial, and social trends. One method is the integration of defense, medicine and public health. By assisting a nation by providing basic services, such as healthcare, collaborative efforts can increase stabilization in areas of unrest. Improved health outcomes leads to increased domestic security, which can create a ripple effect across a region. Assessment, uptake and sustainability by the host nation are critical for program success. The proposed methodology focuses on the use of primarily extant resources, such as programs used by Special Operations Forces and other health and defense programs. Additional components include evaluation, set objectives and mission collaborations. As the nexus between foreign affairs, security, and public health is increasingly validated through research and practice, standardized interventions should be developed to minimize overlapping expenditures, promote security and strengthen international relations. 2011.

The US has been very successful in applying science and engineering to defense and space. The US has also run the most open defense research and development establishment in the world. The openness is connected with the success by making possible open criticism of mistakes and failures, access of foreign-born citizens, and participation of cleared scientists and engineers in open science around the world. This open system is at risk today, when it is more badly needed than ever. The right strategy is first, to draw a clear line around the information that should be kept secret, with some margin so that this information would not be partially given away by its boundary, and to continue with the open system elsewhere. The US, because it invests more, usually profits more from common knowledge. Second, spies are caught through good line leadership and good security work. The constraints now being discussed on unclassified information or on foreign visitors would not have helped catch them. Third, new guidance is needed for exports control. The US must cooperate with countries that are partners in trade and in international initiatives of the first importance, but which may also be political, economic and military rivals. Guidelines to protect what is key to our current military edge while retaining the open system are suggested.

The United States seeks to protect its security and foreign-policy interests, in part, by actively controlling the export of goods, technologies, and services that are or may be useful for military development in other nations. "Export" is defined not simply as the sending abroad of hardware but also as the communication of related technology and know-how to foreigners in the United States and overseas. The U.S. government mechanism for controlling dual-use items--items in commerce that have potential military use is the Export Administration Regulations (EAR) administered by the Department of Commerce; items defined in law as defense articles fall under the jurisdiction of the Department of State and the International Traffic in Arms Regulations (ITAR). Because of the potential military implications of the export of defense articles, the ITAR regime imposes much greater burdens (on both the applicant and the government) than does the EAR regime during the process of applying for, and implementing the provisions of, licenses and technical-assistance agreements. Until the early 1990s export control activity related to all space satellites (commercial and scientific) was handled under ITAR. Between 1992 and 1996 the George H.W. Bush and the Clinton administrations transferred jurisdiction over the licensing of civilian communications satellites to the Commerce Department under EAR. In 1999, however, in response to broad concerns about Chinese attempts to acquire U.S. high technology, the U.S. House of Representatives convened the Select Committee on U.S. National Security and Military/Commercial Concerns with the People s Republic of China, also known as the Cox Committee. One of the many consequences of the Cox Committee's report was Congress's mandate that jurisdiction over export and licensing of satellites and related equipment and services, irrespective of military utility, be transferred from the Department of Commerce to the State Department and that such equipment and services be covered as defense articles under ITAR. Scientific satellites were explicitly included despite their use for decades in peaceful internationally conducted cooperative scientific research. It is widely recognized that the shift in regulatory regime from EAR to ITAR has had major deleterious effects on international scientific research activities that depend on satellites, spaceflight hardware, and other items that are now controlled by ITAR. Furthermore, contravening U.S. interests in attracting foreign students to U.S. universities, the capture of space technology by ITAR has caused serious problems in the teaching of university space science and engineering classes, virtually all of which include non-U.S. students. This report is a summary of a September 2007 workshop in which participants from the space research communities and the export-control administration and policy communities came together to discuss problems, effects, and potential solutions regarding the application of ITAR to space science. The principal themes and ideas that emerged from the discussions are summarized.

To combat hostile viruses, bacteria and archaea have evolved a unique antiviral defense system composed of clustered regularly interspaced short palindromic repeats (CRISPRs), together with CRISPR-associated genes (Cas). The CRISPR/Cas9 system develops an adaptive immune resistance to foreign plasmids and viruses by creating site-specific DNA double-stranded breaks (DSBs). Here we adapt the CRISPR/Cas9 system to human cells for intracellular defense against foreign DNA and viruses. Using HIV-1 infection as a model, our results demonstrate that the CRISPR/Cas9 system disrupts latently integrated viral genome and provides long-term adaptive defense against new viral infection, expression and replication in human cells. We show that engineered human-induced pluripotent stem cells stably expressing HIV-targeted CRISPR/Cas9 can be efficiently differentiated into HIV reservoir cell types and maintain their resistance to HIV-1 challenge. These results unveil the potential of the CRISPR/Cas9 system as a new therapeutic strategy against viral infections.

The defense electronics industry profiled in this review comprises an estimated 150 Canadian companies that develop, manufacture, and repair radio and communications equipment, radars for surveillance and navigation, air traffic control systems, acoustic and infrared sensors, computers for navigation and fire control, signal processors and display units, special-purpose electronic components, and systems engineering and associated software. Canadian defense electronics companies generally serve market niches and end users of their products are limited to the military, government agencies, or commercial airlines. Geographically, the industry is concentrated in Ontario and Quebec, where about 91 percent of the industry's production and employment is found. In 1989, the estimated revenue of the industry was $2.36 billion, and exports totalled an estimated $1.4 billion. Strengths and weaknesses of the industry are discussed in terms of such factors as the relatively small size of Canadian companies, the ability of Canadian firms to access research and development opportunities and export markets in the United States, the dependence on foreign-made components, and international competition.

Research has found that contagion-minimizing behavioral tendencies are amplified in pathogen-prevalent regions. We investigated whether reactions to the "swine flu" outbreak of 2009 were stronger among East Asians than Westerners, populations residing in regions that now enjoy comparable advances in healthcare but that are characterized by relatively high and low historical pathogen prevalence, respectively. In a survey, East Asians reported greater concerns about infection, especially from foreigners. Analyses of international air travel data around the time of the outbreak provided corroborating evidence: Immediately following the outbreak, airports in the Asia-Pacific region lost more international traffic relative to their Western counterparts, and East Asian airlines reported greater declines in international traffic compared to Western airlines. These differences are unlikely to reflect objective threat posed by swine flu (whose casualties were concentrated in the Americas); rather, they appear to reflect culturally adapted behavioral patterns forged and sustained by regionally variable levels of pathogen prevalence.
