Cross-Boundary Coordination on Forested Landscapes: Investigating Alternatives for Implementation
NASA Astrophysics Data System (ADS)

2009-01-01
Cross-boundary coordination is a tool for ecosystem management whereby landowners voluntarily coordinate management practices toward economic and/or ecological landscape-scale outcomes (e.g., fiber, invasive species control, habitat). Past research indicates that it may be particularly applicable on landscapes that include small forest landholdings. To explore alternatives by which coordination might occur, we conducted seven focus groups with landowners ( n = 51) who actively manage their forests in southwest Wisconsin and northeast Iowa. Focus group participants were presented with three hypothetical alternatives to coordinate with their neighbors; landowners could self-organize, work with a natural resource professional (i.e., forester), or work with an organization to complete a cross-boundary practice. In this article, we focus on the latter two alternatives and the role of two social theories—principal-agent and cooperation—in explaining landowners’ evaluations of these alternatives. Key findings are that (1) cross-boundary coordination has the potential to alleviate problems between landowners and resource professionals inherent to their typical working relationship, and (2) social relationships are a major factor contributing to landowners’ willingness to participate. We posit that cross-boundary coordination offers a non-economic incentive for landowners to work together as it may reduce the uncertainty associated with hiring a resource professional. At the same time, professionals can provide a bridging function among landowners who are unacquainted. To achieve these outcomes and expand the adoption of cross-boundary coordination, we suggest four guidelines. First, foster dialogue among landowners toward shared cognition and oversight. Second, match landowners’ practices and objectives such that there are clear benefits to all. Third, develop relationships through low risk activities where possible. Fourth, do not expect on-going commitments.

In 2012, the United States Forest Service promulgated new rules to guide Forest planning efforts in accordance with the National Forest Management Act (NFMA). One important component of the 2012 rule is a requirement for Regionally coordinated cross-boundary "broad scale" monitoring strategies that are designed to inform and facilitate Forest-level adaptive management and planning. This presentation will examine institutional challenges and opportunites for developing effective broad scale monitoring strategies identified in 90 interviews with USFS staff and partner organizations, and collaborative workshops held in Colorado, Wyoming, Arizona, and New Mexico. Internal barriers to development include funding and human resource constraints, organizational culture, problematic incentives and accountability structures, data management issues, and administrative barriers to collaboration. However, we also identify several opportunities for leveraging interagency collaboration, facilitating multi-level coordination, generating efficiencies in data collection and analysis, and improving strategies for reporting and communication to Forest level decision-makers and relevant stakeholders.

Use of generalized linear models and digital data in a forest inventory of Northern Utah
Moisen, Gretchen G.; Edwards, Thomas C.
1999-01-01
Forest inventories, like those conducted by the Forest Service's Forest Inventory and Analysis Program (FIA) in the Rocky Mountain Region, are under increased pressure to produce better information at reduced costs. Here we describe our efforts in Utah to merge satellite-based information with forest inventory data for the purposes of reducing the costs of estimates of forest population totals and providing spatial depiction of forest resources. We illustrate how generalized linear models can be used to construct approximately unbiased and efficient estimates of population totals while providing a mechanism for prediction in space for mapping of forest structure. We model forest type and timber volume of five tree species groups as functions of a variety of predictor variables in the northern Utah mountains. Predictor variables include elevation, aspect, slope, geographic coordinates, as well as vegetation cover types based on satellite data from both the Advanced Very High Resolution Radiometer (AVHRR) and Thematic Mapper (TM) platforms. We examine the relative precision of estimates of area by forest type and mean cubic-foot volumes under six different models, including the traditional double sampling for stratification strategy. Only very small gains in precision were realized through the use of expensive photointerpreted or TM-based data for stratification, while models based on topography and spatial coordinates alone were competitive. We also compare the predictive capability of the models through various map accuracy measures. The models including the TM-based vegetation performed best overall, while topography and spatial coordinates alone provided substantial information at very low cost.
Opportunities and constraints for organizations to help sustain tropical forest resources
NASA Astrophysics Data System (ADS)
Hyman, Eric L.
1986-01-01
A large number of organizations make decisions that directly or indirectly affect tropical forests. The principal constraints that affect these organizations are (1) insufficient funds; (2) insufficient knowledge about the resources and appropriate technologies; (3) institutional, cultural, and political factors; (4) inadequate communication; and (5) contradictory efforts. Opportunities for improving the efficiency and effectiveness of these organizations include (1) increasing cooperation among US government agencies; (2) redirecting international organizations; (3) increasing coordination among organizations; (4) boosting support of nongovernmental organizations and universities; (5) encouraging responsible involvement by private corporations; (6) strengthening existing organizations; and (7) creating new organizations.

Large-scale tropical forest monitoring efforts in support of REDD+ (Reducing Emissions from Deforestation and forest Degradation plus enhancing forest carbon stocks) confront a range of challenges. REDD+ activities typically have short reporting time scales, diverse data needs, and low tolerance for uncertainties. Meeting these challenges will require innovative use of remote sensing data, including integrating data at different spatial and temporal resolutions. The global scientific community is engaged in developing, evaluating, and applying new methods for regional to global scale forest monitoring. Pilot REDD+ activities are underway across the tropics with support from a range of national and international groups, including SilvaCarbon, an interagency effort to coordinate US expertise on forest monitoring and resource management. Early actions on REDD+ have exposed some of the inherent tradeoffs that arise from the use of incomplete or inaccurate data to quantify forest area changes and related carbon emissions. Here, we summarize recent advances in forest monitoring to identify and target the main sources of uncertainty in estimates of forest area changes, aboveground carbon stocks, and Amazon forest carbon emissions.
Implementing watershed investment programs to restore fire-adapted forests for watershed services
NASA Astrophysics Data System (ADS)
Springer, A. E.
2013-12-01
Payments for ecosystems services and watershed investment programs have created new solutions for restoring upland fire-adapted forests to support downstream surface-water and groundwater uses. Water from upland forests supports not only a significant percentage of the public water supplies in the U.S., but also extensive riparian, aquatic, and groundwater dependent ecosystems. Many rare, endemic, threatened, and endangered species are supported by the surface-water and groundwater generated from the forested uplands. In the Ponderosa pine forests of the Southwestern U.S., post Euro-American settlement forest management practices, coupled with climate change, has significantly impacted watershed functionality by increasing vegetation cover and associated evapotranspiration and decreasing runoff and groundwater recharge. A large Collaborative Forest Landscape Restoration Program project known as the Four Forests Restoration Initiative is developing landscape scale processes to make the forests connected to these watersheds more resilient. However, there are challenges in financing the initial forest treatments and subsequent maintenance treatments while garnering supportive public opinion to forest thinning projects. A solution called the Flagstaff Watershed Protection Project is utilizing City tax dollars collected through a public bond to finance forest treatments. Exit polling from the bond election documented the reasons for the 73 % affirmative vote on the bond measure. These forest treatments have included in their actions restoration of associated ephemeral stream channels and spring ecosystems, but resources still need to be identified for these actions. A statewide strategy for developing additional forest restoration resources outside of the federal financing is being explored by state and local business and governmental leaders. Coordination, synthesis, and modeling supported by a NSF Water Sustainability and Climate project has been instrumental in facilitating the forest restoration and watershed health decision making processes.
Returning forests analyzed with the forest identity.

Amid widespread reports of deforestation, some nations have nevertheless experienced transitions from deforestation to reforestation. In a causal relationship, the Forest Identity relates the carbon sequestered in forests to the changing variables of national or regional forest area, growing stock density per area, biomass per growing stock volume, and carbon concentration in the biomass. It quantifies the sources of change of a nation's forests. The Identity also logically relates the quantitative impact on forest expanse of shifting timber harvest to regions and plantations where density grows faster. Among 50 nations with extensive forests reported in the Food and Agriculture Organization's comprehensive Global Forest Resources Assessment 2005, no nation where annual per capita gross domestic product exceeded 4,600 dollars had a negative rate of growing stock change. Using the Forest Identity and national data from the Assessment report, a single synoptic chart arrays the 50 nations with coordinates of the rates of change of basic variables, reveals both clusters of nations and outliers, and suggests trends in returning forests and their attributes. The Forest Identity also could serve as a tool for setting forest goals and illuminating how national policies accelerate or retard the forest transitions that are diffusing among nations.

Past and present pressures on forest resources have led to a drastic decrease in the surface area of unmanaged forests in Europe. Changes in forest structure, composition, and dynamics inevitably lead to changes in the biodiversity of forest-dwelling species. The possible biodiversity gains and losses due to forest management (i.e., anthropogenic pressures related to direct forest resource use), however, have never been assessed at a pan-European scale. We used meta-analysis to review 49 published papers containing 120 individual comparisons of species richness between unmanaged and managed forests throughout Europe. We explored the response of different taxonomic groups and the variability of their response with respect to time since abandonment and intensity of forest management. Species richness was slightly higher in unmanaged than in managed forests. Species dependent on forest cover continuity, deadwood, and large trees (bryophytes, lichens, fungi, saproxylic beetles) and carabids were negatively affected by forest management. In contrast, vascular plant species were favored. The response for birds was heterogeneous and probably depended more on factors such as landscape patterns. The global difference in species richness between unmanaged and managed forests increased with time since abandonment and indicated a gradual recovery of biodiversity. Clearcut forests in which the composition of tree species changed had the strongest effect on species richness, but the effects of different types of management on taxa could not be assessed in a robust way because of low numbers of replications in the management-intensity classes. Our results show that some taxa are more affected by forestry than others, but there is a need for research into poorly studied species groups in Europe and in particular locations. Our meta-analysis supports the need for a coordinated European research network to study and monitor the biodiversity of different taxa in managed and unmanaged forests.

This study assessed how landcover classification affects associations between landscape characteristics and Lyme disease rate. Landscape variables were derived from the National Land Cover Database (NLCD), including native classes (e.g., deciduous forest, developed low intensity) and aggregate classes (e.g., forest, developed). Percent of each landcover type, median income, and centroid coordinates were calculated by census tract. Regression results from individual and aggregate variable models were compared with the dispersion parameter-based R(2) (Rα(2)) and AIC. The maximum Rα(2) was 0.82 and 0.83 for the best aggregate and individual model, respectively. The AICs for the best models differed by less than 0.5%. The aggregate model variables included forest, developed, agriculture, agriculture-squared, y-coordinate, y-coordinate-squared, income and income-squared. The individual model variables included deciduous forest, deciduous forest-squared, developed low intensity, pasture, y-coordinate, y-coordinate-squared, income, and income-squared. Results indicate that regional landscape models for Lyme disease rate are robust to NLCD landcover classification resolution. Published by Elsevier Ltd.

Conservation of natural forest does not simply equal to no logging. The Northeast China Forest Region has a logging quota of mature forest as part of natural forest conservation project. How to determine the logging spots rationally and scientifically is very important. Recent scientific theories of forest resources management advocate that the utilization of forest resources should stick to the principle of sustaining use, and pay attention to the ecological function of forest resources. According to the logging standards, RS and GIS techniques can be used to detect the precise location of forest resources and obtain information of forest areas and types, and thus, provide more rational and scientific support for space choice about future utilization of forest resources. In this paper, the Lushuihe Forest Bureau was selected as a typical case in Changbai Mountains Forest Region to assess the utilization conditions of forest resources, and some advices on spatial choice for future management of forest resources in the study area were offered.

Central Africa has the second largest unfragmented block of tropical rain forest in the world; it is also one of the largest carbon and biodiversity reservoirs. With nearly one-third of the forest currently allocated for logging, the region is poised to undergo extensive land-use change. Through the mapping of the forests, our Integrated Forest Monitoring System for Central Africa (INFORMS) project aims to monitor habitat alteration, support biodiversity conservation, and promote better land-use planning and forest management. Designed as an interdisciplinary project, its goal is to integrate data acquired from satellites with field observations from forest inventories, wildlife surveys, and socio-economic studies to map and monitor forest resources. This project also emphasizes on collaboration and coordination with international, regional, national, and local partners-including non-profit, governmental, and commercial sectors. This project has been focused on developing remote sensing products for the needs of forest conservation and management, insuring that research findings are incorporated in forest management plans at the national level. The societal impact of INFORMS can be also appreciated through the development of a regional remote sensing network in central Africa. With a regional office in Kinshasa, (www.OSFAC.org), the contribution to the development of forest management plans for 1.5 million hectares of forests in northern Republic of Congo (www.tt-timber.com), and the monitoring of park encroachments in the Albertine region (Uganda and DRC) (www.albertinerift.org).

Forest products provide an important source of income and wellbeing for rural smallholder communities across the tropics. Although tropical forest products frequently become over-exploited, only few studies explicitly address the dynamics of degradation in response to socio-economic drivers. Our study addresses this gap by analyzing the factors driving changes in tropical forest products in the perception of rural smallholder communities. Using the poverty and environment network global dataset, we studied recently perceived trends of forest product availability considering firewood, charcoal, timber, food, medicine, forage and other forest products. We looked at a pan-tropical sample of 233 villages with forest access. Our results show that 90% of the villages experienced declining availability of forest resources over the last five years according to the informants. Timber and fuelwood together with forest foods were featured as the most strongly affected, though with marked differences across continents. In contrast, availability of at least one main forest product was perceived to increase in only 39% of the villages. Furthermore, the growing local use of forest resources is seen as the main culprit for the decline. In villages with both growing forest resource use and immigration—vividly illustrating demographic pressures—the strongest forest resources degradation was observed. Conversely, villages with little or no population growth and a decreased use of forest resources were most likely to see significant forest-resource increases. Further, villages are less likely to perceive resource declines when local communities own a significant share of forest area. Our results thus suggest that perceived resource declines have only exceptionally triggered adaptations in local resource-use and management patterns that would effectively deal with scarcity. Hence, at the margin this supports neo-Malthusian over neo-Boserupian explanations of local resource-use dynamics.

CARES Helps Explain Secondary Organic Aerosols
Zaveri, Rahul
2018-01-16
What happens when urban man-made pollution mixes with what we think of as pristine forest air? To know more about what this interaction means for the climate, the Carbonaceous Aerosol and Radiative Effects Study, or CARES, field campaign was designed in 2010. The sampling strategy during CARES was coordinated with CalNex 2010, another major field campaign that was planned in California in 2010 by the California Air Resources Board (CARB), the National Oceanic and Atmospheric Administration (NOAA), and the California Energy Commission (CEC). "We found two things. When urban pollution mixes with forest pollutions we get more secondary organic aerosols," said Rahul Zaveri, FCSD scientist and project lead on CARES. "SOAs are thought to be formed primarily from forest emissions but only when they interact with urban emissions. The data is saying that there will be climate cooling over the central California valley because of these interactions." Knowledge gained from detailed analyses of data gathered during the CARES campaign, together with laboratory experiments, is being used to improve existing climate models.

The Observatoire Satellital des Forêts d'Afrique Centrale (OSFAC) based in Kinshasa, serves as the focal point of the GOFC-GOLD network for Central Africa. OSFAC's long term objective is building regional capacity to use remotely sensed data to map forest cover and forest cover change across Central Africa. OSFAC archives and disseminates satellite data, offers training in geospatial data applications in coordination with the University of Kinshasa, and provides technical support to CARPE partners. Forêts d'Afrique Centrale Évaluées par Télédétection (FACET) is an OSFAC initiative that implements the UMD/SDSU methodology at the national level and quantitatively evaluates the spatiotemporal dynamics of forest cover in Central Africa. The multi-temporal series of FACET data is a useful contribution to many projects, such as biodiversity monitoring, climate modeling, conservation, natural resource management, land use planning, agriculture and REDD+. I am working as Remote Sensing and GIS Officer in various projects of OSFAC. My activities include forest cover and lands dynamics monitoring in Congo Basin. I am familiar with the use of digital mapping software, GIS and RS (Arc GIS, ENVI and PCI Geomatica etc.), classification and spatial Analysis of satellite images, 3D modeling, etc. I started as an intern at OSFAC, Assistant Trainer (Professional Training) and Consultant than permanent employee since October 2009. To assist in the OSFAC activities regarding the monitoring of forest cover and the CARPE program in the context of natural resources management, I participated in the development of the FACET Atlas (Republic of Congo). I received data from Matt Hansen (map.img), WRI and Brazzaville (shapefiles). With all these data I draw maps of the ROC Atlas and statistics of forest cover and forest loss. We organize field work on land to collect data to validate the FACET product. Therefore, to assess forest cover in the region of Kwamouth and Kahuzi-Maiko Biega landscape with very high resolution data and field work for validating FACET product (Remotelly Sensing Product).;

Cumulative effects analysis (CEA) allows natural resource managers to understand the status of resources in historical context, learn from past management actions, and adapt future activities accordingly. U.S. federal agencies are required to complete CEA as part of environmental impact assessment under the National Environmental Policy Act (NEPA). Past research on CEA as part of NEPA has identified significant deficiencies in CEA practice, suggested methodologies for handling difficult aspects of CEA, and analyzed the rise in litigation over CEA in U.S. courts. This article provides a review of the literature and legal standards related to CEA as it is donemore » under NEPA and then examines current practice on a U.S. National Forest, utilizing qualitative methods in order to provide a detailed understanding of current approaches to CEA. Research objectives were to understand current practice, investigate ongoing challenges, and identify impediments to improvement. Methods included a systematic review of a set of NEPA documents and semi-structured interviews with practitioners, scientists, and members of the public. Findings indicate that the primary challenges associated with CEA include: issues of both geographic and temporal scale of analysis, confusion over the purpose of the requirement, the lack of monitoring data, and problems coordinating and disseminating data. Improved monitoring strategies and programmatic analyses could support improved CEA practice.« less

Harvesting forest biomass for energy in Minnesota: An assessment of guidelines, costs and logistics
NASA Astrophysics Data System (ADS)
Saleh, Dalia El Sayed Abbas Mohamed
The emerging market for renewable energy in Minnesota has generated a growing interest in utilizing more forest biomass for energy. However, this growing interest is paralleled with limited knowledge of the environmental impacts and cost effectiveness of utilizing this resource. To address environmental and economic viability concerns, this dissertation has addressed three areas related to biomass harvest: First, existing biomass harvesting guidelines and sustainability considerations are examined. Second, the potential contribution of biomass energy production to reduce the costs of hazardous fuel reduction treatments in these trials is assessed. Third, the logistics of biomass production trials are analyzed. Findings show that: (1) Existing forest related guidelines are not sufficient to allow large-scale production of biomass energy from forest residue sustainably. Biomass energy guidelines need to be based on scientific assessments of how repeated and large scale biomass production is going to affect soil, water and habitat values, in an integrated and individual manner over time. Furthermore, such guidelines would need to recommend production logistics (planning, implementation, and coordination of operations) necessary for a potential supply with the least site and environmental impacts. (2) The costs of biomass production trials were assessed and compared with conventional treatment costs. In these trials, conventional mechanical treatment costs were lower than biomass energy production costs less income from biomass sale. However, a sensitivity analysis indicated that costs reductions are possible under certain site, prescriptions and distance conditions. (3) Semi-structured interviews with forest machine operators indicate that existing fuel reduction prescriptions need to be more realistic in making recommendations that can overcome operational barriers (technical and physical) and planning and coordination concerns (guidelines and communications) identified by machine operators, and which are necessary for a viable biomass energy production system. The results of this dissertation suggest that once biomass energy production is intended, incorporating an early understanding of production logistics while developing environmentally sensitive guidelines and site-specific prescriptions can improve biomass energy production, costs, performance and sustainability.

Zaveri, Rahul
2014-03-28
What happens when urban man-made pollution mixes with what we think of as pristine forest air? To know more about what this interaction means for the climate, the Carbonaceous Aerosol and Radiative Effects Study, or CARES, field campaign was designed in 2010. The sampling strategy during CARES was coordinated with CalNex 2010, another major field campaign that was planned in California in 2010 by the California Air Resources Board (CARB), the National Oceanic and Atmospheric Administration (NOAA), and the California Energy Commission (CEC). "We found two things. When urban pollution mixes with forest pollutions we get more secondary organic aerosols,"more » said Rahul Zaveri, FCSD scientist and project lead on CARES. "SOAs are thought to be formed primarily from forest emissions but only when they interact with urban emissions. The data is saying that there will be climate cooling over the central California valley because of these interactions." Knowledge gained from detailed analyses of data gathered during the CARES campaign, together with laboratory experiments, is being used to improve existing climate models.« less

The author has identified the following significant results. Multidiscipline team interpretation and mapping of resources for Crook County is nearly complete on 1:250,000 scale enlargements of ERTS-1 imagery. Maps of geology, landforms, soils and vegetation-land use are being interpreted to show limitations, suitabilities and geologic hazards for land use planning. Mapping of lineaments and structures from ERTS-1 imagery has shown a number of features not previously mapped in Oregon. A timber inventory of Ochoco National Forest has been made. Inventory of forest clear-cutting practices has been successfully demonstrated with ERTS-1 color composites. Soil tonal differences in fallow fields shown on ERTS-1 correspond with major soil boundaries in loess-mantled terrain. A digital classification system used for discriminating natural vegetation and geologic materials classes has been successful in separation of most major classes around Newberry Cauldera, Mt. Washington and Big Summit Prairie. Computer routines are available for correction of scanner data variations; and for matching scales and coordinates between digital and photographic imagery. Methods of Diazo film color printing of computer classifications and elevation-slope perspective plots with computer are being developed.

Learning to Attend and Observe: Parent-Child Meaning Making in the Natural World
NASA Astrophysics Data System (ADS)
Marin, Ananda Maria
Observation is a traditional form of learning and a scientific practice, and as such it plays a significant role in teaching and learning both inside and outside of schools. Recently, educational researchers and philosophers have called attention to the role of observation in scientific knowledge building (Brayboy & Castagno, 2008; Cajete, 2000; Datson & Lunbeck, 2011; Eberbach, 2009; Eberbach & Crowley, 2009; Kawagley, 2006; Norris, 1985; Smith & Reiser, 2005). These scholars have foregrounded the complexity of observation, particularly as it applies to inquiry practices in those domains which are heavily reliant on observation (Eberbach & Crowley, 2009; Maltese, Balliet, & Riggs, 2013; Smith & Reiser, 2005). My dissertation research examines how families with young children engage in the coordinated activity of observation during forest walks. I focus on the ways in which attentional practices support observational inquiry among parents and children between the ages of 5 to 7. Specifically, I examine how families coordinate attention and highlight features of the environment in order to make them observable. I use a mixed methods approach to investigate the range of interactional resources parents and children use as they engage in observation and learning about the natural world. Building on Indigenous scholarship (Cajete, 2000; Deloria & Wildcat, 2010; Kawagley, 2006), sociocultural theories and ecological approaches to development (Cole, 1996; Goodwin, 1994; Ingold, 2000; Rogoff, 2003) and conversation analysis (Heritage, 2008; Pomerantz & Fehr, 1997), I develop a taxonomy of forms of coordination and discuss how spatial arrangements and language work together to link attention, observations and explanations. This work further contributes to our understanding of the situated and cultural nature of learning and serves as a resource for the design of place-based learning environments that are based on the intellectual strengths and resources of diverse families.

Climate change will lead to a dramatic increase in damage from forest fires in Europe by the end of this century. In the Mediterranean region, the average annual area affected by forest fires has quadrupled since the 1960s (WWF, 2012). The number of forest fires is also on the increase in Central and Northern Europe. The Austrian forest fire database shows a total of 584 fires for the period 2012 to 2014, while even large areas of Sweden were hit by forest fires in August 2014, which were brought under control only after two weeks of intense fire-fighting efforts supported by European civil protection modules. Based on these facts, the improvements in forest fire control are a major international issue in the quest to protect human lives and resources as well as to reduce the negative environmental impact of these fires to a minimum. Within this paper the development of a multi-functional airborne management support system within the frame of the Austrian national safety and security research programme (KIRAS) is described. The main goal of the developments is to assist crisis management tasks of civil emergency teams and armed forces in disaster management by providing multi spectral, near real-time airborne image data products. As time, flexibility and reliability as well as objective information are crucial aspects in emergency management, the used components are tailored to meet these requirements. An airborne multi-functional management support system was developed as part of the national funded project AIRWATCH, which enables real-time monitoring of natural disasters based on optical and thermal images. Airborne image acquisition, a broadband line of sight downlink and near real-time processing solutions allow the generation of an up-to-date geo-referenced situation map. Furthermore, this paper presents ongoing developments for innovative extensions and research activities designed to optimize command operations in national and international fire-fighting missions. The ongoing development focuses on the following topics: (1) Development of a multi-level management solution to coordinate and guide different airborne and terrestrial deployed firefighting modules as well as related data processing and data distribution activities. (2) Further, a targeted control of the thermal sensor based on a rotating mirror system to extend the "area performance" (covered area per hour) in time critical situations for the monitoring requirements during forest fire events. (3) Novel computer vision methods for analysis of thermal sensor signatures, which allow an automatic classification of different forest fire types and situations. (4) A module for simulation-based decision support for planning and evaluation of resource usage and the effectiveness of performed fire-fighting measures. (5) Integration of wearable systems to assist ground teams in rescue operations as well as a mobile information system into innovative command and fire-fighting vehicles. In addition, the paper gives an outlook on future perspectives including a first concept for the integration of the near real-time multilevel forest fire fighting management system into an "EU Civil Protection Team" to support the EU civil protection modules and the Emergency Response Coordination Centre in Brussels. Keywords: Airborne sensing, multi sensor imaging, near real-time fire monitoring, simulation-based decision support, forest firefighting management, firefighting impact analysis.

Recent syntheses of variation in woody plant traits have emphasized how hydraulic traits - those related to the acquisition, transport and retention of water across roots, stems and leaves - are coordinated along a limited set of dimensions or sequence of responses (Reich 2014, Bartlett et al. 2016). However, in many hydraulic trait-trait relationships, there is considerable residual variation, despite the fact that many bivariate relationships are statistically significant. In other instances, such as the relationship between root-stem-leaf vulnerability to embolism, data are so limited that testing the trait coordination hypothesis is not yet possible. The impacts on plant hydraulic function of competing hypotheses regarding trait coordination (or the lack thereof) and residual trait variation have not yet been comprehensively tested and thus remain unknown. We addressed this knowledge gap with a parameter sensitivity analysis using a plant hydraulics model in which all parameters are biologically-interpretable and measurable plant hydraulic traits, as embedded within a size- and demographically-structured ecosystem model, the `Functionally Assembled Terrestrial Ecosystem Simulator' (FATES). We focused on tropical forests, where co-existing species have been observed to possess large variability in their hydraulic traits. Assembling 10 distinct datasets of hydraulic traits of stomata, leaves, stems, and roots, we determined the best-fit theoretical distribution for each trait and quantified interspecific (between-species) trait-trait coordination in tropical forests as a rank correlation matrix. We imputed missing correlations with values based on competing hypotheses of trait coordination, such as coordinated shifts in embolism vulnerability from roots to shoots (the hydraulic fuse hypothesis). Based on the Fourier Amplitude Sensitivity Test and our correlation matrix, we generated thousands of parameter sets for an ensemble of hydraulics model simulations at a tropical forest site in central Amazonia. We explore the sensitivity of simulated leaf water potential and stem sap flux in the context of hypotheses of trait-trait coordination and their associated uncertainties.

Forest biomass is an abundant biomass feedstock that complements the conventional forest use of wood for paper and wood materials. It may be utilized for bioenergy production, such as heat and electricity, as well as for biofuels and a variety of bioproducts, such as industrial chemicals, textiles, and other renewable materials. The resources within the 2016 Billion-Ton Report include primary forest resources, which are taken directly from timberland-only forests, removed from the land, and taken to the roadside.

Forest ecosystem vulnerability assessments are rapidly becoming an integral component of forest management planning, in which there is increasing public expectation that even near-term activities explicitly incorporate information about anticipated climate impacts and risks. There is a clear desire among forest managers for targeted assessments that address critical questions about species and ecosystem vulnerabilities while delivering this information in an accessible format. We developed the Ecosystem Vulnerability Assessment Approach (EVAA), which combines multiple quantitative models, expert elicitation from scientists and land managers, and a templated report structure oriented to natural resource managers. The report structure includes relevant information on the contemporary landscape, past climate, future climate projections, impact model results, and a transparent vulnerability assessment of species and ecosystems. We have used EVAA in seven ecoregional assessments covering 246 million acres of forestland across the upper Midwest and Northeast (www.forestadaptation.org; five published, two in review). We convened a panel of local forest ecology and management experts in each assessment area to examine projected climate effects on system drivers, stressors, and dominant species, as well as the current adaptive capacity of the major ecoregional forest ecosystems. The panels provided a qualitative assessment of the vulnerability of forest ecosystems to climate change over the next century. Over 130 authors from dozens of organizations collaborated on these peer-reviewed assessment publications, which are delivered to thousands of stakeholders through live and recorded webinars, online briefs, and in-person trainings and seminars. The assessments are designed to be used with the Adaptation Workbook (www.adaptationworkbook.org), a planning tool that works at multiple scales and has generated more than 200 real-world forest adaptation demonstration projects.

Social, religious and economic facets of rural livelihoods in Sub-Saharan Africa are heavily dependent on natural resources, but improper resource management, drought, and social instability frequently lead to their unsustainable exploitation. In rural Tanzania, natural resources are often governed locally by informal systems of traditional resource management (TRM), defined as cultural practices developed within the context of social and religious institutions over hundreds of years. However, following independence from colonial rule, centralized governments began to exercise jurisdictional control over natural resources. Following decades of mismanagement that resulted in lost ecosystem services, communities demanded change. To improve resource protection and participation in management among stakeholders, the Tanzanian government began to decentralize management programs in the early 2000s. We investigated these two differing management approaches (traditional and decentralized government) in Sonjo communities, to examine local perceptions of resource governance, management influences on forest use, and their consequences for forest and water resources. While 97% of households understood the regulations governing traditionally-managed forests, this was true for only 39% of households for government-managed forests, leading to differences in forest use. Traditional management practices resulted in improved forest condition and surface water quality. This research provides an essential case study demonstrating the importance of TRM in shaping decision frameworks for natural resource planning and management. Copyright © 2016 Elsevier Ltd. Forest resources of Puerto Rico, 1990. Forest Service Resource Bulletin
DOE Office of Scientific and Technical Information (OSTI.GOV)
Franco, P.A.; Weaver, P.L.; Eggen-McIntosh, S.
1997-10-01
The prinicipal findings of the second forest survey of Puerto Rico (1990) and changes that have occurred since the survey was established in 1980 are presented. The forest inventory estimates describe the timber resource found within the potential commercial region designated in the first survey. The timber resource addressed consists primarily of regrown areas on abandoned pastures and cropland, including coffee production areas. The status and trends of the timber resource are presented for the two Life Zones occurring in the commercial region, as well as for various forest classes, which are based on stand history and origin. Topics dicussedmore » include forest area, timberland area, basal area, species composition, timber volume, growing-stock volume, and sawtimber volume. results of the 1990 survey are promising, showing inceases in numbers of trees across all diamater classes and substantial increases in volume. These trends offer evidence that Puerto Rico`s forests are continuing to recover following a dramatic decline of the late 19th and early 20th centuries.« less

To fully understand forest resources, it is imperative to understand the social context in which the forests exist. A pivotal part of that context is the forest ownership. It is the owners, operating within biophysical and social constraints, who ultimately decide if the land will remain forested, how the resources will be used, and by whom. Forest ownership patterns...

Previous studies found that aye-ayes (Daubentonia madagascariensis) consume a variety of non-invertebrate resources, supporting the hypothesis that aye-ayes are too large-bodied to focus feeding efforts on insects. However, these conclusions were based on introduced populations, with little known about aye-aye behaviour and ecology in its natural habitat. This study investigates activity budgets, diet, and home range/territories of 2 male aye-ayes in the Kianjavato Classified Forest, a disturbed forest in south-eastern Madagascar, from October 2013 to October 2014. We used radiotelemetry and focal-animal sampling methods to collect behavioural data. We recorded GPS coordinates of the focal animal every 20 min, calculating the home range size for each individual. Results showed that male aye-ayes spent most of their time feeding and travelling. Their feeding time primarily focussed on larvae and adult insects from various substrates, and to a lesser extent Canarium spp. seeds. Home range sizes of the 2 males varied between individuals, overlapped greatly, and appeared to be related to the location of females. Our findings indicate that aye-aye behaviours are strongly indicative of insect-centric feeding ecology. © 2018 S. Karger AG, Basel.

Annual forest fires are a source of great economic and environmental cost in the Maya Biosphere Reserve (MBR), a region of high ecological and historical value in Guatemala's department of Petén. Scarce institutional resources, limited local response capacity, and difficult terrain place a premium on the use of Earth observation data for forest fire management in the MBR, but also present significant institutional barriers to optimizing the value of this data. Drawing upon key informant interviews and a contingent valuation survey of national and local actors conducted during a three-year performance evaluation of the USAID/NASA Regional Visualization and Monitoring System (SERVIR), this paper traces the flow of SERVIR data from acquisition to decision in order to assess the institutional and contextual factors affecting the value of Earth observation data for forest fire management in the MBR. Findings indicate that the use of satellite data for forest fire management in the MBR is widespread and multi-dimensional: historical assessments of land use and land cover, fire scarring, and climate data help central-level fire management agencies identify and regulate fire-sensitive areas; regular monitoring and dissemination of climate data enables coordination between agricultural burning activities and fire early warning systems; and daily satellite detection of thermal anomalies in land surface temperature permits first responders to monitor and react to "hotspot" activity. Findings also suggest, however, that while the decentralized operations of Petén's fire management systems foster the use of Earth observation data, systemic bottlenecks, including budgetary constraints, inadequate data infrastructure and interpretation capacity, and obstacles to regulatory enforcement, impede the flow of information and use of technology and thus impact the value of that data, particularly in remote and under-resourced areas of the MBR. A geographic expansion and fortification of support systems for use of Earth observation data is thus required to maximize the value of data-driven forest fire management in the MBR. Findings further validate a need for continued cooperation between scientific and governance institutions to disseminate and integrate geospatial data into environmental decision-making.

Forest ecosystem productivity and functioning depend on soil and water resources. But the reverse is also trueâforest and land-use management activities can significantly alter forest soils, water quality, and associated aquatic habitats (Ice and Stednick 2004, Reid 1993, Wigmosta and Burges 2001). Soil and water resources are protected through the allocation of land...

Demand response is representing a significant but largely untapped resource that can greatly enhance the flexibility and reliability of power systems. In this paper, a hierarchical control framework is proposed to facilitate the integrated coordination between distributed energy resources and demand response. The proposed framework consists of coordination and device layers. In the coordination layer, various resource aggregations are optimally coordinated in a distributed manner to achieve the system-level objectives. In the device layer, individual resources are controlled in real time to follow the optimal power generation or consumption dispatched from the coordination layer. For the purpose of practical applications, more » a method is presented to determine the utility functions of controllable loads by taking into account the real-time load dynamics and the preferences of individual customers. The effectiveness of the proposed framework is validated by detailed simulation studies.« less

Aggregation of Cricket Activity in Response to Resource Addition Increases Local Diversity.

Crickets are often found feeding on fallen fruits among forest litter. Fruits and other sugar-rich resources are not homogeneously distributed, nor are they always available. We therefore expect that crickets dwelling in forest litter have a limited supply of sugar-rich resource, and will perceive this and displace towards resource-supplemented sites. Here we evaluate how sugar availability affects cricket species richness and abundance in old-growth Atlantic forest by spraying sugarcane syrup on leaf litter, simulating increasing availability, and collecting crickets via pitfall trapping. We found an asymptotic positive association between resource addition and species richness, and an interaction between resource addition and species identity on cricket abundance, which indicates differential effects of resource addition among cricket species. Our results indicate that 12 of the 13 cricket species present in forest litter are maintained at low densities by resource scarcity; this highlights sugar-rich resource as a short-term driver of litter cricket community structure in tropical forests. When resource was experimentally increased, species richness increased due to behavioral displacement. We present evidence that the density of many species is limited by resource scarcity and, when resources are added, behavioral displacement promotes increased species packing and alters species composition. Further, our findings have technical applicability for increasing sampling efficiency of local cricket diversity in studies aiming to estimate species richness, but with no regard to local environmental drivers or species-abundance characteristics.
