Using Cape York Peninsula, Queensland, Australia as a case study, this paper combines field sampling of woody vegetation with cost-benefit analysis to compare the social optimality of fire-assisted pastoralism with sustainable forestry. Carbon sequestration is estimated to be significantly higher in the absence of fire. Integration of carbon sequestration benefits for mitigating future costs of climate change into cost-benefit analysis demonstrates that sustainable forestry is a more socially optimal land use than fire-assisted pastoralism. Missing markets for carbon, however, imply that fire-assisted pastoralism will continue to be pursued in the absence of policy intervention. Creation of markets for carbon represents a policy solution that has the potential to drive land use away from fire-assisted pastoralism towards sustainable forestry and environmental conservation.

Relevant projects carried out within the Yangtze River economic belt on the impact of schistosomiasis epidemic and transmission are important issues for "ecological priority" in the process of implementing the strategy. The key problems of schistosomiasis epidemic risk, epidemic happening repeatedly, difficulty of rehabilitating Oncomelania hupensis snail control and schistosomiasis prevention forest, lag of evaluation system and platform construction, lack of basic research, et al. were analyzed in the Yangtze River economic belt taking "ecological priority" as the basis in this paper. Many studies have linked regional declines in wildlife populations to the loss of early successional habitat. The government provides financial incentives to create early successional habitat, but the number of family forest owners who actively manage their forests remains low. Several studies have analyzed participation of family forest owners in federal forestry programs, but no study to date has focused specifically on creation of wildlife habitat. The objective of our study was to analyze the experience of a group of wildlife-oriented family forest owners who were trained to create early successional habitat. This type of family forest owners represents a small portion of the total population of family forest owners, but we believe they can play an important role in creating wildlife habitat, so it is important to understand how outreach programs can best reach them. The respondents shared some characteristics but differed in terms of forest holdings, forestry experience and interest in earning forestry income. Despite their strong interest in wildlife, awareness about the importance of early successional habitat was low. Financial support from the federal government appeared to be important in motivating respondents to follow up after the training with activities on their own properties: 84% of respondents who had implemented activities received federal financial support and 47% would not have implemented the activities without financial assistance. In order to mobilize greater numbers of wildlife-oriented family forest owners to create early successional habitat we recommend focusing outreach efforts on increasing awareness about the importance of early successional habitat and the availability of technical and financial assistance.

The Polish Country Study Project was initiated in 1992 as a result of the US Country Study Initiative whose objective was to grant the countries -- signatories of the United Nations` Framework Convention on Climate Change -- assistance that will allow them to fulfill their obligations in terms of greenhouse gases (GHG`s) inventory, preparation of strategies for the reduction of their emission, and adapting their economies to the changed climatic conditions. This paper discussed the origin and evolution of the conception of ecological infrastructure, the understanding of international communities about the functions of forest, the important roles of forest in China' s economic development and ecological security, and the situations and challenges to the ongoing forestry ecological restoration programs. It was suggested that forest should be defined as an essential infrastructure for national economic and social development in a modern society. The critical functions of forest infrastructure played in the transition of forestry ecological development were emphasized. Based on the synthesis of forest ecosystem features, it was considered that the attributes of forest infrastructure are distinctive, due to the fact that it is constructed by living biological material and diversified in ownership. The forestry ecological restoration program should not only follow the basic principles of infrastructural construction, but also take the special characteristics of forests into consideration in studying the managerial system of the programs. Some suggestions for the ongoing programs were put forward: 1) developing a modern concept of ecosystem where man and nature in harmony is the core, 2) formulating long-term stable investments for forestry ecological restoration programs, 3) implementing forestry ecological restoration programs based on infrastructure construction principles, and 4) managing forests according to the principles of infrastructural construction management.

For the common problems existed in regional development and planning, we try to design a decision support system for assisting regional agricultural development and alignment as a decision-making tool for local government and decision maker. The analysis methods of forecast, comparative advantage, liner programming and statistical analysis are adopted. According to comparative advantage theory, the regional advantage can be determined by calculating and comparing yield advantage index (YAI), Scale advantage index (SAI), Complicated advantage index (CAI). Combining with GIS, agricultural data are presented as a form of graph such as area, bar and pie to uncover the principle and trend for decision-making which can't be found in data table. This system provides assistant decisions for agricultural structure adjustment, agro-forestry development and planning, and can be integrated to information technologies such as RS, AI and so on.

In the fall of 2011, I taught a graduate food studies course at New York University devoted to the farm bill, a massive and massively opaque piece of legislation passed most recently in 2008 and up for renewal in 2012. The farm bill supports farmers, of course, but also specifies how the United States deals with such matters as conservation, forestry, energy policy, organic food production, international food aid, and domestic food assistance. My students came from programs in nutrition, food studies, public health, public policy, and law, all united in the belief that a smaller scale, more regionalized, and more sustainable food system would be healthier for people and the planet.

Land degradation is one of the severe environmental problems in China. In order to combat land degradation, a soil conservation program was introduced since 2000 to reduce soil erosion by converting slope-cultivated land into forestry and pasture. This paper represents the first systematic attempt to investigate the impact of the soil conservation program on land degradation in the loess plateau. The results indicate that the soil conservation program to convert slope fields into forest or pasture is an effective way to combat soil erosion. However, a subsidy that is higher than profit of land use activity of slope fields before their conversion into forest and pasture is needed to encourage farmers to join the conservation program. A policy measure to encourage and assist farmers to develop sedentary livestock by using crops produced from fields as well as fodder and forage grass from the converted slope fields might contribute to combat soil erosion. Increase in off-farm job opportunities may encourage households to reduce cultivation in slope fields. That implies a policy measure to encourage rural urbanization might contribute to combat soil erosion.

Integrating forest ecosystem services into the farming landscape: A stochastic economic assessment.

The objective of this study was to assess how payments for ecosystem services could assist plantation forestry's integration into pastoral dairy farming in order to improve environmental outcomes and increase business resilience to both price uncertainty and production limits imposed by environmental policies. Stochastic Dominance (SD) criteria and portfolio analysis, accounting for farmers' risk aversion levels, were used to rank different land-use alternatives and landscapes with different levels of plantation forestry integration. The study was focused on a modal 200-ha dairy farm in the Lake Rotorua Catchment of the Central North Island region of New Zealand, where national environmental policies are being implemented to improve water quality and reduce greenhouse gas emissions. Nitrogen and carbon payments would help farmers improve early cash flows for forestry, provide financial leverage to undertake afforestation projects and contribute to improved environmental outcomes for the catchment. The SD criteria demonstrated that although dairy farming generates the highest returns, plantation forestry with nitrogen and carbon payments would be a preferred alternative for landowners with relatively low risk aversion levels who consider return volatility and environmental limits within their land-use change criteria. Using the confidence premium concept, environmental payments to encourage plantation forestry into the landscape were shown to be lower when the majority of landowners are risk averse. The certainty equivalence approach helped to identify the optimal dairy-forestry portfolio arrangements for landowners of different levels of risk aversion, intensities of dairy farming (status quo and intensified) and nitrogen prices. At low nitrogen prices, risk neutral farmers would choose to afforest less than half of the farm and operate at the maximum nitrogen allowance, because dairy farming at both intensities provides the highest return among the different land uses available. However, at relatively low risk aversion levels, farmers would operate at levels below the maximum nitrogen allowance by including plantation forestry to a greater extent, compared to risk neutral farmers, due to its more certain returns. At a high nitrogen price of $400/kg, plantation forestry would completely subsume dairying, across risk aversion and intensity levels. These results confirm that plantation forestry as well as being an environmentally sound land-use alternative, also reduces uncertainty for landowners that are exposed to volatile international markets for dairy commodities. / Costa Rica has recently established a program that provides funds for reforestation and forest protection on private lands, partly through the sale of carbon certificates to industrialized countries. Countries purchasing these carbon offsets hope one day to receive credit against their own commitments to limit emissions of greenhouse gases. Costa Rica has used the proceeds of the sale of carbon offsets to Norway to help finance this forest incentive program, called the Private Forestry Project, which pays thousands of participants to reforest or protect forest on their lands. The Private Forestry Project is accompanied by a monitoring program conducted by Costa Rican forest engineers that seeks to determine net carbon storage accomplished on these lands each year. The Private Forestry Project, which is officially registered as an Activity Implemented Jointly, is a possible model for bundled projects funded by the Clean Development Mechanism (CDM) established by the 1997 Kyoto Protocol to the UN Framework Convention on Climate Change. It also serves as an interesting example for the CDM because it was designed by a developing country host-not by an industrialized country investor. Accordingly, it reflects the particular "sustainable development" objectives of the host country or at least the host planners. Early experience in implementing the Private Forestry Project is evaluated in light of the main objectives of the CDM and its precursor-Activities Implemented Jointly. It is concluded that the project appears to meet the criteria of global cost-effectiveness and financing from non-ODA sources. The sustainable development implications of the project are specific to the region and would not necessarily match the ideals of all investing and developing countries. The project may be seen to achieve additional greenhouse gas abatement when compared against some (although not all) baselines.

The Texas Forest Service (TFS) has developed a geographic information system (GIS) for use by agency personnel in central Texas for managing oak wilt suppression and other landowner assistance programs. This Enterprise GIS system was designed to support multiple concurrent users accessing shared information resources. The disconnected editing approach was adopted in this system to avoid the overhead of maintaining an active connection between TFS central Texas field offices and headquarters since most field offices are operating with commercially provided Internet service. The GIS system entails maintaining a personal geodatabase on each local field office computer. Spatial data from the field is periodically up-loaded into a central master geodatabase stored in a Microsoft SQL Server at the TFS headquarters in College Station through the ESRI Spatial Database Engine (SDE). This GIS allows users to work off-line when editing data and requires connecting to the central geodatabase only when needed.

The legacy of logging--estimating arboreal lichen occurrence in a boreal multiple-use landscape on a two century scale.

In northern Sweden, the availability of arboreal lichens (Bryoria fuscescens, Alectoria sarmentosa) as winter grazing resources is an important element in reindeer husbandry. With the industrialization of forestry, forests rich in arboreal lichens have diminished considerably. Here, we analyze how forestry has impacted lichen availability from the 1920's to the present day and model its future development assuming different forest management scenarios.We recorded the current occurrence of B. fuscescens in 144 sampling plots, stratified by forest age class and dominant tree species in a 26,600 ha boreal forest landscape that is used for both reindeer herding and forestry. Lichen abundance was visually estimated in four classes: none, sparse, moderate and abundant. A binary logistic model using forest age as the independent variable was developed to predict the probability of lichens being present. Using this model, we found that lichens were present in stands that are at least 63 years old. Because of the relative paucity of stands rich in arboreal lichens, it was not possible to reliably determine how age affects the variation in abundance of older forest stands. The historical development of forests where arboreal lichens could potentially occur was studied using historic forestry records dating back 80 years. Between 1926 and the present day, forestry has reduced the cover of forests older than 60 years from 84% to 34%. The likely future spatial coverage of these stands over the next 120 years was estimated for two different management scenarios and an unmanaged reference scenario, using the Heureka strategic planning program. Under both the "business as usual" scenario and that involving more intensive forestry, continued decreases in lichen availability are projected. Our results emphasize the importance of alternative forestry practices, such as prolonged rotation periods, to increase the availability of arboreal lichens as a grazing resource for reindeer.

This study examines issues existing in the southern collective forests in China, particularly prior to the implementation of new forest tenure reforms, such as continued illegal logging and timber theft, inadequate availability of finance and inconsistent forest-related policies. Such problems are believed to be hindering the adoption of sustainable forest management (SFM) and forest certification by forest farmers in China. Two strategies were introduced by the Chinese government with the purpose of addressing these issues, namely forest tenure reforms and their associated supporting mechanism, forestry property markets. Through two case studies in southern China, we investigated the effectiveness of the two strategies as well as their implications for the adoption of SFM and forest certification. The two cases were Yong'an in Fujian province and Tonggu in Jiangxi province. Personal interviews with open-ended questions were conducted with small-scale forest farmers who had already benefited from the two strategies as well as market officers working for the two selected forestry property markets. The study identified eight issues constraining the potential adoption of SFM and certification in China, including limited finance, poorly developed infrastructure and transport systems, insecure forest tenures, inconsistent forest policies, low levels of awareness, illegal forest management practices, lack of local cooperative organizations, and inadequate knowledge and technical transfer. We found that the new forest tenure reforms and forestry property markets had generally fulfilled their original objectives and had the capacity to assist in addressing many of the issues facing forests prior to the reforms. The Pacific Basin Information Node (PBIN), a node of the National Biological Information Infrastructure, has been increasingly engaged in the invasive species enterprise since its establishment in 2001. Since this time, PBIN has sought to support frontline efforts at combating invasions, through working with stakeholders in conservation, agriculture, forestry, health, and commerce to support joint information needs. In recent years, extensive storm-induced landsliding has mobilised woody residue during or after plantation forest harvesting and caused debris flows that have affected houses, roads and bridges downstream of forests in several parts of New Zealand. In part, this relates to increasing levels of harvesting activity as many plantations originally planted for soil conservation purposes have reached merchantable size but could also be in response to an increasing incidence of high intensity storms affecting parts of New Zealand. In several cases these incidents have featured on national television and in newspaper headlines with members of the public complaining about the consequences of forestry operations on steep erodible hill country. Forestry companies have responded by developing more detailed environmental impact assessment and erosion and sediment control planning approaches, and by assisting with clean-up operations. Similarly regional councils (the regulatory bodies) have looked more closely at the environmental impacts of forest harvesting and some have modified erosion and sediment control guidelines, previously largely applied to urban earthworks, for forestry application. As part of a wider research programme that aims to raise the profitability and improve the sustainability of New Zealand's forestry sector, we collected information from both forestry companies and regional and unitary councils via survey and interviews to determine the size and scope of the issue, how individual forest companies were identifying and managing the risk, and to determine if national threshold conditions or standards could be established. Even with risk management and good management practices in place, it will not be possible to entirely avoid slope failures and debris flows following harvesting in the future. Thus the need to determine a national level of understanding of what can and can't be managed for is important to allow the development of risk management approaches that all parties can agree with. This paper reports preliminary survey results and discusses company-, regional-, and national-level approaches to begin to address how this issue might be approached in the future on steep eroding hill country in New Zealand.

Hearing Profile of Brazilian Forestry Workers' Noise Exposure

Introduction Researchers studying the hearing health of forestry workers have revealed the presence of a noise-induced hearing loss (NIHL) in this population and have concluded that the vibration of the equipment, the carbon monoxide released by motors, and pesticides might also contribute to NIHL. Objective To analyze the noise exposure in the Brazilian forestry industry workers and the effects on hearing. Methods The study sample comprised 109 employees of a company that specialized in reforestation. Their participants' mean age was 35.5 years (21 to 54 years), mean tenure at the company was 3.9 years (1 to 13 years), and mean total duration of noise exposure was 12.3 years (1 to 30 years). The existing documentation reporting on the jobs risk analysis was examined, noise level was measured, and pure tone audiometry was performed in all participants. Participants were divided into three groups according to their noise exposure levels in their current job. Results Of the participants who were exposed to noise levels less than 85 dBA (decibels with A-weighting filter), 23.8% had hearing loss, and 5.5% of the participants who were exposed to noise ranging from 85 to 89.9 dBA and 11% of the participants who were exposed to noise greater than 90 dBA had audiogram results suggestive of NIHL. Conclusion The implementation of a hearing loss prevention program tailored to forestry workers is needed. PMID:25992147

Wide acceptance of sustainable development as a concept and as the goal of forest management has shifted forest management policies from a traditional to a people-oriented approach. Consequently, with its multiple new objectives, forest management has become more complex and an information gap exits between what is known and what is utilized, which hinders the sustained participation of farmers. This gap arose mainly due to an interrupted flow of information. With participatory forestry, the information flow requires a broad approach that goes beyond the forest ecosystem and includes the different stakeholders. Thus in participatory forest management strategies, policymakers, planners and project designers need to incorporate all relevant information within the context of the dynamic interaction between stakeholders and the forest environment. They should understand the impact of factors such as management policies, economics and conflicts on the sustained participation of farmers. This study aimed to use primary cross-sectional data to identify the factors that might influence the sustained participation of farmers in participatory forestry. Using stratified random sampling, 581 participants were selected to take part in this study, and data were collected through a structured questionnaire by interviewing the selected participants. To identify the dominant factors necessary for the sustained participation of farmers, logistic regression analyses were performed. The following results were observed: (a) sustained participation is positively and significantly correlated with (i) satisfaction of the participants with the tree species planted on their plots; (ii) confidence of the participants that their aspired benefits will be received; (iii) provision of training on different aspects of participatory forestry; (iv) contribution of participants' money to Tree Farming Funds. (b) The sustained participation of farmers is negatively and significantly correlated with the disruption of local peoples' interests through implementation of participatory forestry programs, and long delays in the harvesting of trees after completion of the contractual agreement period.

A forestry catastrophe insurance model due to forestry pest infestations and disease epidemics is developed by employing metapopulation dynamics and statistics properties of Mean Escape Time (MET). The probability of outbreak of forestry catastrophe loss and the catastrophe loss payment time with MET are respectively investigated. Forestry loss data in China is used for model simulation. Experimental results are concluded as: (1) The model with analytical results is shown to be a better fit; (2) Within the condition of big area of patches and structure of patches, high system factor, low extinction rate, high multiplicative noises, and additive noises with a high cross-correlated strength range, an outbreak of forestry catastrophe loss or catastrophe loss payment due to forestry pest infestations and disease epidemics could occur; (3) An optimal catastrophe loss payment time MET due to forestry pest infestations and disease epidemics can be identified by taking proper value of multiplicative noises and limits the additive noises on a low range of value, and cross-correlated strength at a high range of value.

Availability of lignocellulose from forestry waste for use as a biofuel in China.

Biomass is a very important renewable energy and plays an important role in the energy structure of China. Here, the role of forestry waste in producing energy in China was analyzed and the availability of forestry waste for biofuel production, theoretically collectable amounts of forest biomass, and density of forestry waste were assessed. Agricultural and forestry waste are important biomass resources. The potential for using forestry waste as a low cost substrate for producing fuel ethanol using existing forestry resources and techniques was analyzed, and the feasibility of producing fuel ethanol in different Chinese provinces was assessed using the specific situation for each province. The results showed that 1081.73 × 10 6  t of forestry waste could be produced in China, and 270.43 × 10 6  t (25% of the amount that could be collected) could be used to produce fuel ethanol. Assuming 10 t of sawdust could be converted into 1 t of ethanol, 27 × 10 6  t of ethanol could be produced from forestry waste. Different provinces have different potentials for producing ethanol from forestry waste, Guangdong Province, Guangxi Province, Sichuan Province, and Yunnan Province having higher potentials than the other provinces. It was predicted that 4478 × 10 6  t of fuel ethanol could be produced from woodcraft waste by 2020, and the provinces with the most potential were found to be Fujian Province, Heilongjiang Province, Jilin Province, Shanxi Province, Sichuan Province, Xinjiang Province, and Yunnan Province. Using forestry waste to produce ethanol could alleviate the energy shortage in China.

The Agriculture, Forestry, and Fishery (AgFF) Sector workforce in the US is comprised primarily of Latino immigrants. Health care access for these workers is limited and increases health disparities. This article addresses health care access for immigrant workers in the AgFF Sector, and the workforce providing care to these workers. Immigrant workers bear a disproportionate burden of poverty and ill health and additionally face significant occupational hazards. AgFF laborers largely are uninsured, ineligible for benefits, and unable to afford health services. The new Affordable Care Act will likely not benefit such individuals. Community and Migrant Health Centers (C/MHCs) are the frontline of health care access for immigrant AgFF workers. C/MHCs offer discounted health services that are tailored to meet the special needs of their underserved clientele. C/MHCs struggle, however, with a shortage of primary care providers and staff prepared to treat occupational illness and injury among AgFF workers. A number of programs across the US aim to increase the number of primary care physicians and care givers trained in occupational health at C/MHCs. While such programs are beneficial, substantial action is needed at the national level to strengthen and expand the C/MHC system and to establish widely Medical Home models and Accountable Care Organizations. System-wide policy changes alone have the potential to reduce and eliminate the rampant health disparities experienced by the immigrant workers who sustain the vital Agricultural, Forestry, and Fishery sector in the US. Relation between extinction and assisted colonization of plants in the arctic-alpine and boreal regions.

Assisted colonization of vascular plants is considered by many ecologists an important tool to preserve biodiversity threatened by climate change. I argue that assisted colonization may have negative consequences in arctic-alpine and boreal regions. The observed slow movement of plants toward the north has been an argument for assisted colonization. However, these range shifts may be slow because for many plants microclimatic warming (ignored by advocates of assisted colonization) has been smaller than macroclimatic warming. Arctic-alpine and boreal plants may have limited possibilities to disperse farther north or to higher elevations. I suggest that arctic-alpine species are more likely to be driven to extinction because of competitive exclusion by southern species than by increasing temperatures. If so, the future existence of arctic-alpine and boreal flora may depend on delaying or preventing the migration of plants toward the north to allow northern species to evolve to survive in a warmer climate. In the arctic-alpine region, preventing the dispersal of trees and shrubs may be the most important method to mitigate the negative effects of climate change. The purported conservation benefits of assisted colonization should not be used to promote the migration of invasive species by forestry. © 2016 Society for Conservation Biology.

Abstract Conservation and development practitioners increasingly promote community forestry as a way to conserve ecosystem services, consolidate resource rights, and reduce poverty. However, outcomes of community forestry have been mixed; many initiatives failed to achieve intended objectives. There is a rich literature on institutional arrangements of community forestry, but there has been little effort to examine the role of socioeconomic, market, and biophysical factors in shaping both land‐cover change dynamics and individual and collective livelihood outcomes. We systematically reviewed the peer‐reviewed literature on community forestry to examine and quantify existing knowledge gaps in the community‐forestry literature relative to these factors. In examining 697 cases of community forest management (CFM), extracted from 267 peer‐reviewed publications, we found 3 key trends that limit understanding of community forestry. First, we found substantial data gaps linking population dynamics, market forces, and biophysical characteristics to both environmental and livelihood outcomes. Second, most studies focused on environmental outcomes, and the majority of studies that assessed socioeconomic outcomes relied on qualitative data, making comparisons across cases difficult. Finally, there was a heavy bias toward studies on South Asian forests, indicating that the literature on community forestry may not be representative of decentralization policies and CFM globally. Overview and forecast on forestry productions worldwide.

Our world is largely dependent upon the forestry productions. Through the exploitation of forest reserves, we manufacture various industrial products, furniture, and obtain fuel and energy. Forestry productions should be conducted without large-scale deforestation and environmental degradation. In present study we perform a review and forecast analysis on forestry productions worldwide, with the objectives of providing an insight into the trend for several types of forestry productions in the future, and providing referential data for sustainable forestry productions and environmental management. Polynomial functions are used to fit trajectories of forestry productions since 1961 and forecasts during the coming 20 years are given in detail. If the past pattern continues, world fibreboard production would dramatically grow and reach 224,300,000 +/- 44,400,000 m(3) by the year 2020, an increase up to 240.7 to 408.9% as compared to the present level. Roundwood production of the world would change by -55.5 to 70.4% and reach 3,526,600,000 +/- 2,066,800,000 m(3) by 2020. In 2020 world production of sawlogs and veneer logs would change by -100 to 164.6% and reach 1,212,900,000 +/- 1,242,600,000 m(3). Global wood fuel production would change by -68.9 to 1.4% and reach 1,130,900,000 +/- 600,800,000 m(3) by 2020. Forestry productions in developed countries would largely surpass productions in developing countries in the near future. World forestry production grew since 1961 excluding wood fuel. Roundwood and wood fuel account for the critical proportions in the forestry productions. Wood fuel production has being declined and rapid growing of roundwood production has slowed in recent years. Widespread use of regenerative wood substitutes and worldwide afforestation against deforestation will be among the most effective ways to reduce deforestation and environment degradation associated with forestry productions.

National assessment of Tree City USA participation

Tree City USA is a national program that recognizes municipal commitment to community forestry. In return for meeting program requirements, Tree City USA participants expect social, economic, and/or environmental benefits. Understanding the geographic distribution and socioeconomic characteristics of Tree City USA communities at the national scale can offer insights into the motivations or barriers to program participation, and provide context for community forestry research at finer scales. In this study, researchers assessed patterns in Tree City USA participation for all U.S. communities with more than 2,500 people according to geography, community population size, and socioeconomic characteristics, such as income, education, and race. Nationally, 23.5% of communities studied were Tree City USA participants, and this accounted for 53.9% of the total population in these communities. Tree City USA participation rates varied substantially by U.S. region, but in each region participation rates were higher in larger communities, and long-term participants tended to be larger communities than more recent enrollees. In logistic regression models, owner occupancy rates were significant negative predictors of Tree City USA participation, education and percent white population were positive predictors in many U.S. regions, and inconsistent patterns were observed for income and population age. Forests represent more than just a livelihood to many people in developing countries. In Bangladesh, for example, overwhelming poverty and socio-economic pressures have resulted in an unstable situation where intensive pressure on forest resources is having increasingly negative consequences for the population. Some studies have evaluated the benefits of people-oriented forestry activities from an investment, as well as a participant, point of view. In the study area located in the Tangail Forest Division, a total of 11,854 ha of woodlot, 2704 ha of agroforestry and 945 km of strip plantations have been raised in a benefit-sharing program that is inclusive of land encroachers and other economically disadvantaged people. Since 2000-2001, a total of 3716 ha of woodlot, 890 ha of agroforestry and 163 km of strip plantations have been harvested to the benefit of 6326 individuals. Investment analysis indicates that woodlot plantation is not financially viable but agroforestry is the most profitable. These results were somewhat unexpected since initial analysis suggested that the woodlot plantation profit would be greater than, or at least equal to, that of the agroforestry plantation if the number of planted seedlings per unit area was taken into account. The per unit area net present value (NPV) was highest in the agroforestry plantation ($1662) and negative in the woodlot plantation (-$397). The benefit cost ratio (BCR) was also highest in the agroforestry plantation (1.64) and lowest in the woodlot plantation (0.86). This study also showed that some individuals who were formally classified as encroachers have now become vital stakeholders. On average, participants received $800, $1866 and $1327 over the course of 13 years from strip, agroforestry and woodlot plantations, respectively. Average annual return per participant was $62, $144 and $102, respectively, which was in addition to each individual's yearly income. This added income is a significant contribution to monetary resources and improves socio-economic conditions at a grass roots level. Overall then this program can be considered a financial success as a plantation raising strategy. However, despite this financial progress, the program cannot be considered a true form of participatory people-oriented forestry because it shows serious deviations from the original concept or model for participatory people-oriented forestry that is outlined in the project document. These discrepancies are especially notable with regard to (i) beneficiary selection, (ii) gender equity, (iii) professional attitude and corruption, (iv) funding and (v) program approach. However, other countries faced with similar challenges of forest overuse and degradation may adopt this practice for achieving self-reliance and environmental stability.

This paper reviews the effects of six post-modern management concepts as applied to Turkish forestry. Up to now, Turkish forestry has been constrained, both in terms of its operations and internal organization, by a highly bureaucratic system. The application of new thinking in forestry management, however, has recently resulted in new organizational and production concepts that promise to address problems specific to this Turkish industry and bring about positive changes. This paper will elucidate these specific issues and demonstrate how post-modern management thinking is influencing the administration and operational capacity of Turkish forestry within its current structure.

Potential ecological and economic consequences of climate-driven agricultural and silvicultural transformations in central Siberia

Increased warming predicted from general circulation models (GCMs) by the end of the century is expected to dramatically impact Siberian forests. Both natural climate-change-caused disturbance (weather, wildfire, infestation) and anthropogenic disturbance (legal/illegal logging) has increased, and their impact on Siberian boreal forest has been mounting over the last three decades. The Siberian BioClimatic Model (SiBCliM) was used to simulate Siberian forests, and the resultant maps show a severely decreased forest that has shifted northwards and a changed composition. Predicted dryer climates would enhance the risks of high fire danger and thawing permafrost, both of which challenge contemporary ecosystems. Our current goal is to evaluate the ecological and economic consequences of climate warming, to optimise economic loss/gain effects in forestry versus agriculture, to question the relative economic value of supporting forestry, agriculture or a mixed agro-forestry at the southern forest border in central Siberia predicted to undergo the most noticeable landcover and landuse changes. We developed and used forest and agricultural bioclimatic models to predict forest shifts; novel tree species and their climatypes are introduced in a warmer climate and/or potential novel agriculture are introduced with a potential variety of crops by the end of the century. We applied two strategies to estimate climate change effects, motivated by forest disturbance. One is a genetic means of assisting trees and forests to be harmonized with a changing climate by developing management strategies for seed transfer to locations that are best ecologically suited to the genotypes in future climates. The second strategy is the establishment of agricultural lands in new forest-steppe and steppe habitats, because the forests would retreat northwards. Currently, food, forage, and biofuel crops primarily reside in the steppe and forest-steppe zones which are known to have favorable climatic and soil resources. During this century, traditional Siberian crops are predicted to gradually shift northwards and new crops, which are currently non-existent but potentially important in a warmer climate, could be introduced in the extreme south. In a future warmer climate, the economic effect of climate change impacts on agriculture was estimated based on a production function approach and the Ricardian model. The production function estimated climate impacts of temperature, precipitation and carbon dioxide levels. The Ricardian model examined climate impacts on the net rent or value of farmland at various regions. The models produced the optimal distribution of agricultural lands between crop, livestock, and forestry sectors to compensate economic losses in forestry in potential landuse areas depending on climatic change.

Before internet time, Local governments are the main channel they search helps for useful information and technique supports. State and local governments have paid much attention to provide necessary forestry technique supports to those small forest owners and provided varies training projects, issued official forestry information through their websites. While, as state government expands household contract system in the management of collective forestry land, the number of individual forest owners is bumping up in future 5 years. There is still a gap between supplying ability and requirement of forestry information. To construct an effective forestry information service system in next 3-5 year can bridge the gap. This paper discusses the framework of such an information service system.

This report briefly describes the implementation process involving nature conservation considerations in forestry, according to a recently passed law in Sweden. Described are the forestry and political systems in Sweden regarding nature conservation in forestry, as well as of the administrative process involved when a forest is going to be clearcut. Conclusions are based upon the conditions and outcome of two clearcutting cases outlined in this report, and are focused on the interactions and control functions among various agencies and levels of government. The policy on the consideration of nature in forestry is, to a large extent, formed at a very low level in the bureaucracy and is subject to negotiation from case to case. Checkups between different agencies as a form of concurrent government become important means of implementing environmental considerations in forestry, having the split roles and interests of the authorities in mind.

Life cycle assessment (LCA) has become a common methodology to analyze environmental impacts of forestry systems. Although LCA has been widely applied to forestry since the 90s, the LCAs are still often based on generic Life Cycle Inventory (LCI). We classified the European forests on the basis of "Forest Units" (combinations of tree species and silvicultural practices). For each Forest Unit, we constructed the LCI of their forest management practices on the basis of a questionnaire filled out by national silvicultural experts. We analyzed the data reported to evaluate how they vary over Europe and how they affect LCA results and made freely available the inventory data collected for future use. The study shows important variability in rotation length, type of regeneration, amount and assortments of wood products harvested, and machinery used due to the differences in management practices. The existing variability on these activities sensibly affect LCA results of forestry practices and raw wood production. Although it is practically unfeasible to collect site-specific data for all the LCAs involving forest-based products, the use of less generic LCI data of forestry practice is desirable to improve the reliability of the studies. With the release of EFO-LCI we made a step toward the construction of regionalized LCI for the European forestry sector.

Life cycle assessment (LCA) has become a common methodology to analyze environmental impacts of forestry systems. Although LCA has been widely applied to forestry since the 90s, the LCAs are still often based on generic Life Cycle Inventory (LCI). With the purpose of improving LCA practices in the forestry sector, we developed a European Life Cycle Inventory of Forestry Operations (EFO-LCI) and analyzed the available information to check if within the European forestry sector national differences really exist. Changes in priorities for forest management on federal and state lands in the Pacific Northwest have raised many questions about the best ways to manage young-forest stands, riparian areas, and forest landscapes. The Cooperative Forest Ecosystem Research (CFER) Program draws together scientists and managers from the U.S. Geological Survey, Bureau of Land Management, Oregon Department of Forestry, and Oregon State University to find science-based answers to these questions. Managers, researchers, and decisionmakers, working within the CFER program, are helping develop and disseminate the knowledge needed to carry out ecosystem-based management successfully in the Pacific Northwest.

Cartographic models addressing a wide variety of applications are composed of fundamental map processing operations. These primitive operations are neither data base nor application-specific. By organizing the set of operations into a mathematical-like structure, the basis for a generalized cartographic modeling framework can be developed. Among the major classes of primitive operations are those associated with reclassifying map categories, overlaying maps, determining distance and connectivity, and characterizing cartographic neighborhoods. The conceptual framework of cartographic modeling is established and techniques for characterizing neighborhoods are used as a means of demonstrating some of the more sophisticated procedures of computer-assisted map analysis. A cartographic model for assessing effective roundwood supply is briefly described as an example of a computer analysis. Most of the techniques described have been implemented as part of the map analysis package developed at the Yale School of Forestry and Environmental Studies.

A new computer approach to mixed feature classification for forestry application

A computer approach for mapping mixed forest features (i.e., types, classes) from computer classification maps is discussed. Mixed features such as mixed softwood/hardwood stands are treated as admixtures of softwood and hardwood areas. Large-area mixed features are identified and small-area features neglected when the nominal size of a mixed feature can be specified. The computer program merges small isolated areas into surrounding areas by the iterative manipulation of the postprocessing algorithm that eliminates small connected sets. For a forestry application, computer-classified LANDSAT multispectral scanner data of the Sam Houston National Forest were used to demonstrate the proposed approach. The technique was successful in cleaning the salt-and-pepper appearance of multiclass classification maps and in mapping admixtures of softwood areas and hardwood areas. However, the computer-mapped mixed areas matched very poorly with the ground truth because of inadequate resolution and inappropriate definition of mixed features.

While some of Mexico's rural communities with forests receive significant economic and social benefits from having a community forestry enterprise, the majority have not formed such enterprises. The purpose of this article is to identify and describe factors limiting the formation of community forestry enterprise in rural communities with temperate forests in the Southern Mixteca region of Oaxaca, Mexico. The study involved fieldwork, surveys applied to Community Board members, and maps developed from satellite images in order to calculate the forested surface area. It was found that the majority of Southern Mixteca communities lack the natural and social conditions necessary for developing community forestry enterprise; in this region, commercial forestry is limited due to insufficient precipitation, scarcity of land or timber species, community members' wariness of commercial timber extraction projects, ineffective local governance, lack of capital, and certain cultural beliefs. Only three of the 25 communities surveyed have a community forestry enterprise; however, several communities have developed other ways of profiting from their forests, including pine resin extraction, payment for environmental services (PES), sale of spring water, and ecotourism. We conclude that community forestry enterprise are not the only option for rural communities to generate income from their forests; in recent years a variety of forest-related economic opportunities have arisen which are less demanding of communities' physical and social resources.

There is ample evidence that urban trees benefit the physical, mental, and social health of urban residents. The environmental justice hypothesis posits that environmental amenities are inequitably low in poor and minority communities, and predicts these communities experience fewer urban environmental benefits. Some previous research has found that urban forest cover is inequitably distributed by race, though other studies have found no relationship or negative inequity. These conflicting results and the single-city nature of the current literature suggest a need for a research synthesis. Using a systematic literature search and meta-analytic techniques, we examined the relationship between urban forest cover and race. First, we estimated the average (unconditional) relationship between urban forest cover and race across studies (studies = 40; effect sizes = 388). We find evidence of significant race-based inequity in urban forest cover. Second, we included characteristics of the original studies and study sites in meta-regressions to illuminate drivers of variation of urban forest cover between studies. Our meta-regressions reveal that the relationship varies across racial groups and by study methodology. Models reveal significant inequity on public land and that environmental and social characteristics of cities help explain variation across studies. Forest Insect Pest Management and Forest Management in China: An Overview

According to the Seventh National Forest Inventory (2004-2008), China's forests cover an area of 195.45 million ha, or 20.36% of the total land area. China has the most rapidly increasing forest resources in the world. However, China is also a country with serious forest pest problems. There are more than 8,000 species of potential forest pests in China, including insects, plant diseases, rodents and lagomorphs, and hazardous plants. Among them, 300 species are considered as economically or ecologically important, and half of these are serious pests, including 86 species of insects. Forest management and utilization have a considerable influence on the stability and sustainability of forest ecosystems. At the national level, forestry policies always play a major role in forest resource management and forest health protection. In this paper, we present a comprehensive overview of both achievements and challenges in forest management and insect pest control in China. First, we summarize the current status of forest resources and their pests in China. Second, we address the theories, policies, practices and major national actions on forestry and forest insect pest management, including the Engineering Pest Management of China, the National Key Forestry Programs, the Classified Forest Management system, and the Collective Forest Tenure Reform. We analyze and discuss three representative plantations— Eucalyptus, poplar and Masson pine plantations—with respect to their insect diversity, pest problems and pest management measures.
