Vibration syndrome in Forestry Commission chain saw operators
Taylor, W.; Pearson, J.; Kell, R. L.; Keighley, G. D.
1971-01-01
Taylor, W., Pearson, J., Kell, R. L., and Keighley, G. D. (1971). Brit. J. industr. Med., 28, 83-89. Vibration syndrome in Forestry Commission chain saw operators. A preliminary investigation has been made into the prevalence of the vibration syndrome in the employees of the Forestry Commission (Britain). A questionnaire covered 20 randomly selected employees for each of 40 forests chosen at random, giving a total sample of 800 out of 9 600 employees. Of the 756 employees still with the Forestry Commission, 732 responded (97%). The analyses were confined to the 711 male employees, of whom 142 were chain saw operators. In this number, the prevalence of the vibration syndrome was 44% whereas in men who did not handle the chain saw the prevalence was significantly lower at 18% (0·005 level of significance). A regional difference was found. South England showed the highest rate at 69% compared with North England at 31% and Scotland at 33%. An increase in prevalence with years of chain saw usage was found, starting at around two years with a marked increase (73%) at over eight years. In part, this effect explains the regional differences. Men with the syndrome were significantly more affected by chilling at work, during rest periods, and while sheltering from bad weather, with blanching of the fingers (89%) most affected by the weather, followed by sensory loss (84%). During the survey vibration levels were measured on 18 chain saws. The major vibration component from each saw fell within the 125 Hz octave band and the vibration levels considerably exceeded the criterion of Axelsson (1968). In 16 of the saws the amplitudes were greater on the lower (trigger) handle. PMID:5543631

Decision support for sustainable forestry: enhancing the basic rational model.
H.R. Ekbia; K.M. Reynolds
2007-01-01
Decision-support systems (DSS) have been extensively used in the management of natural resources for nearly two decades. However, practical difficulties with the application of DSS in real-world situations have become increasingly apparent. Complexities of decisionmaking, encountered in the context of ecosystem management, are equally present in sustainable forestry....

Hiring discrimination against people with disabilities under the ADA: characteristics of employers.
McMahon, Brian T; Rumrill, Philip D; Roessler, Richard; Hurley, Jessica E; West, Steven L; Chan, Fong; Carlson, Linnea
2008-06-01
This article describes findings from a causal comparative study of the characteristics of employers against whom allegations of hiring discrimination were filed with the U.S. Equal Employment Opportunity Commission (EEOC) under Title I of the Americans with Disabilities Act (ADA) between 1992 and 2005. Employer characteristics derived from 19,527 closed Hiring allegations are compared and contrasted to 259,680 closed allegations aggregated from six other prevalent forms of discrimination including Discharge and Constructive Discharge, Reasonable Accommodation, Disability Harassment and Intimidation, and Terms and Conditions of Employment. Tests of Proportion distributed as chi-square are used to form comparisons along a variety of factors including industry classification, size of workforce, and location. As compared to non-hiring allegations, hiring allegations were more likely to be filed against employers with 15-100 employees, in the West U.S. Census track region, or in industries including educational services; public administration; transportation and warehousing; professional, scientific, and technical services; agriculture, forestry, fishing, and hunting; and construction. More outreach regarding ADA responsibilities appears indicated for those employers who share the aforementioned characteristics.

Power Pack II provides an economical means of moving a power source into remote roadless forest areas. It was developed by Prof. Miles and his associates, working in cooperation with the University of California's Department of Forestry. The team combined its own design of an all-terrain vehicle with a suspension system based on the NASA load equalization technology. Result is an intermediate-sized unit which carries a power source and the powered tools to perform a variety of forest management tasks which cannot be done economically with current equipment. Power Pack II can traverse very rough terrain and climb a 60 degree slope; any one of the wheels can move easily over an obstacle larger than itself. Work is being done on a more advanced Power Pack III.

When unequals are treated equally: the 2002 commission of inquiry into Orica's Geomelt proposal.
Jensen-Lee, Catherine
2009-04-01
This paper deals with the Commission of Inquiry (COI) established by the NSW Department of Planning to examine Orica's proposal to build a Geomelt plant at its Botany site to destroy its stockpile of Hexachlorobenzene. The Inquiry is analysed in light of the literature on democracy/democratisation. The paper argues that the standard operating procedures of the Inquiry ensured that all stakeholders were treated equally. However, this equality was found to be purely formal, and drawing on the critique of formal equality dating back to Aristotle, it is argued that treating unequals equally results in the circumvention of deliberative democratic ideals by perpetuating entrenched structural inequalities while nonetheless giving the superficial appearance of fair play.

EEOC raps hospital. Equal Employment Opportunity Commission.
1998-02-06
Baltimore's Veterans Affairs Medical Center lost a $260,000 judgement to a former medical clerk discriminated against by the hospital. The hospital alleged the employee was unreliable and had poor attendance, and the employee lost his home and custody of his daughter after being fired. The Equal Employment Opportunity Commission (EEOC) found the medical center's position implausible. In addition to the cash award, the EEOC recommended that the employee be reinstated.

Gender equality and women empowerment.
Dargan, R
1996-01-01
This article lists 11 suggestions for empowering women that the government of India should take, if it has a sincere commitment to gender equality and women's empowerment grounded in social change and not just rhetoric: 1) education should be made compulsory for all female children and places held on a 50/50 basis in all technical institutions; 2) a uniform civil code should be adopted for all citizens regardless of cast, creed, and religion; 3) women should have an equal right to own property and receive inheritance; 4) the National Women's Commission should be enlarged, representative of diversity, and effective in making policy decisions related to welfare, education, recruitment, and promotion; 5) a State Women's Commission should be established with affiliates at the block, district, and division levels; 6) the National and State Women's Commission should be established as a Statutory Body with binding decisions mandating government action; 7) the National and State Women's Commissions should have transparent functions, be regulatory, and offer workshops and seminars for women; 8) state governments should not interfere in the functions of National and State Women's Commissions; 9) women should fill 50% of all Center and State government service posts and concessions should be made on minimum academic qualifications and completed years of service, until all positions are filled; 10) 50% of the seats of Parliament should be reserved for women in both the State Legislature, Council of Ministry Boards, Corporations, Committees, and Commissions; and 11) the Constitution should provide for women judges in courts of law.

The estimation of dendrometric parameters has become an important issue for agriculture planning and for the efficient management of orchards. Airborne Laser Scanning (ALS) data is widely used in forestry and many algorithms for automatic estimation of dendrometric parameters of individual forest trees were developed. Unfortunately, due to significant differences between forest and fruit trees, some contradictions exist against adopting the achievements of forestry science to agricultural studies indiscriminately. In this study we present the methodology to identify individual trees in apple orchard and estimate heights of individual trees, using high-density LiDAR data (3200 points/m2) obtained with Unmanned Aerial Vehicle (UAV) equipped with Velodyne HDL32-E sensor. The processing strategy combines the alpha-shape algorithm, principal component analysis (PCA) and detection of local minima. The alpha-shape algorithm is used to separate tree rows. In order to separate trees in a single row, we detect local minima on the canopy profile and slice polygons from alpha-shape results. We successfully separated 92 % of trees in the test area. 6 % of trees in orchard were not separated from each other and 2 % were sliced into two polygons. The RMSE of tree heights determined from the point clouds compared to field measurements was equal to 0.09 m, and the correlation coefficient was equal to 0.96. The results confirm the usefulness of LiDAR data from UAV platform in orchard inventory.

Tls Field Data Based Intensity Correction for Forest Environments
NASA Astrophysics Data System (ADS)
Heinzel, J.; Huber, M. O.

Terrestrial laser scanning (TLS) is increasingly used for forestry applications. Besides the three dimensional point coordinates, the 'intensity' of the reflected signal plays an important role in forestry and vegetation studies. The benefit of the signal intensity is caused by the wavelength of the laser that is within the near infrared (NIR) for most scanners. The NIR is highly indicative for various vegetation characteristics. However, the intensity as recorded by most terrestrial scanners is distorted by both external and scanner specific factors. Since details about system internal alteration of the signal are often unknown to the user, model driven approaches are impractical. On the other hand, existing data driven calibration procedures require laborious acquisition of separate reference datasets or areas of homogenous reflection characteristics from the field data. In order to fill this gap, the present study introduces an approach to correct unwanted intensity variations directly from the point cloud of the field data. The focus is on the variation over range and sensor specific distortions. Instead of an absolute calibration of the values, a relative correction within the dataset is sufficient for most forestry applications. Finally, a method similar to time series detrending is presented with the only pre-condition of a relative equal distribution of forest objects and materials over range. Our test data covers 50 terrestrial scans captured with a FARO Focus 3D S120 scanner using a laser wavelength of 905 nm. Practical tests demonstrate that our correction method removes range and scanner based alterations of the intensity.

EEOC: benefits application doesn't preclude ADA complaint. Equal Employment Opportunity Commission.
1997-03-07
The Equal Employment Opportunity Commission (EEOC) issued new enforcement guidelines that give employees, including those with AIDS, greater opportunities to press employment discrimination claims in court. An individual may simultaneously be eligible for disability benefits and for legal rights under the Americans with Disabilities Act (ADA). The guidance was developed and issued following a series of court decisions that blocked plaintiffs in ADA cases from proceeding with litigation because they had received disability benefits. ADA standards differ fundamentally from those of disability programs, such as social security, worker's compensation, and disability insurance.

Equal employment opportunity for individuals with disabilities--EEOC. Final rule.
1991-07-26
On July 26, 1990, the Americans With Disabilities Act (ADA) was signed into law. Section 106 of the ADA requires that the Equal Employment Opportunity Commission (EEOC) issue substantive regulations implementing title I (Employment) within one year of the date of enactment of the Act. Pursuant to this mandate, the Commission is publishing a new part 1630 to its regulations to implement title I and sections 3(2), 3(3), 501, 503, 506(e), 508, 510, and 511 of the ADA as those sections pertain to employment. New part 1630 prohibits discrimination against qualified individuals with disabilities in all aspects of employment.

EEOC is making quick work of AIDS job-bias litigation. Equal Employment Opportunity Commission.
1995-09-08
The Equal Employment Opportunity Commission (EEOC) has been successful in resolving discrimination cases that involve HIV/AIDS. Half of the cases the EEOC has taken to court under the Americans with Disabilities Act (ADA) have been settled out of court. Over 900 claims of disability-based employment discrimination related to HIV/AIDS have been brought to the EEOC since the ADA took effect in 1992. AIDS is the largest single category of disability that has been sent to court directly by the EEOC. By filing suit, the EEOC reminds employers that they cannot fire a worker with a disability or cap an employee's medical benefits to improve corporate profit margin.
Carbon balance of a fertile forestry-drained peatland in southern Finland

Forestry on peatlands is a significant land use form and has been economically important during the last decades particularly in the Nordic countries. While nutrient-poor forests are generally able to maintain their carbon sink status even after drainage, the peat soil at the fertile sites is typically considered as a large carbon dioxide (CO2) source. This means that despite of high timber production capacity, the fertile peatland forests gradually lose their peat carbon store. In addition, many of the nutrient-rich sites emit considerable amount of nitrous oxide (N2O) into the atmosphere. While the current estimates of the greenhouse gas (GHG) balance of forestry-drained peatlands are largely based on soil inventories or on data combining soil GHG fluxes and tree growth litter input measurements and modelling, only few studies have utilized the high-resolution, continuous eddy covariance (EC) data to address the short-term dynamics of the net CO2 fluxes covering both the soil, forest floor vegetation and the trees. Hence, little is known about the factors which control the year-to-year variation in fluxes. Here we present a 5-year dataset of CO2 fluxes measured with the EC method above a nutrient-rich forestry-drained peatland in southern Finland. The site, drained in the beginning of 1970's, is a well growing pine forest with some spruces and birches, the tree volume and carbon fixation rate equaling 8.0 kg C m-2 and 0.273 kg C m-2 yr-1, respectively. The average summer-time water level depth is -50 cm. By combining the gap-filled half-hourly net ecosystem exchange (NEE) data, the tree growth measurements, and the measurements on dissolved organic carbon (DOC) losses and soil methane (CH4) exchange, we will in this presentation estimate the total annual loss of peat carbon of this fertile peatland forest. In addition, using the N2O flux data we will estimate the contribution of different gases to the total GHG balance. Factors controlling the carbon balance and its seasonal and inter-annual variation are discussed.

EEOC says temporary workers qualify for ADA protection. Equal Employment Opportunity Commission.
1998-01-23
The Equal Employment Opportunity Commission (EEOC) issued guidelines clarifying that both employers and staffing agencies can be held liable for discrimination and harassment of temporary or contingent workers. These workers are often viewed as independent contractors, and not employees. The guidance clarifies the employee-employer relationship, holding both the employment firm and the client accountable for discrimination and harassment and offering protection for this class of worker under the Americans with Disabilities Act (ADA) and other anti-discrimination statutes. The guidance also contains two case examples of how the ADA applies to contractual workers with HIV. The staffing firm and client each must count every worker with whom there is an employment relationship, and are prohibited from discriminating against each other's employees.

The Equal Employment Opportunity Commission (EEOC) filed suit against a New Jersey aerospace company for violating the Americans with Disabilities Act (ADA). AlliedSignal Aerospace is charged with refusing to provide reasonable accommodations to [name removed], an employee with AIDS, and terminating him when he announced that he was seeking legal counsel. AlliedSignal initially agreed to tailor the employee's schedule and exempt him from overnight business trips, then reneged on the agreement. Following disclosure of [name removed]'s diagnosis and intent to seek counsel, the company retaliated. [Name removed]'s evaluations plummeted and he was fired. [Name removed] is now deceased, but the EEOC continues to pursue charges on behalf of his estate.

A forestry catastrophe insurance model due to forestry pest infestations and disease epidemics is developed by employing metapopulation dynamics and statistics properties of Mean Escape Time (MET). The probability of outbreak of forestry catastrophe loss and the catastrophe loss payment time with MET are respectively investigated. Forestry loss data in China is used for model simulation. Experimental results are concluded as: (1) The model with analytical results is shown to be a better fit; (2) Within the condition of big area of patches and structure of patches, high system factor, low extinction rate, high multiplicative noises, and additive noises with a high cross-correlated strength range, an outbreak of forestry catastrophe loss or catastrophe loss payment due to forestry pest infestations and disease epidemics could occur; (3) An optimal catastrophe loss payment time MET due to forestry pest infestations and disease epidemics can be identified by taking proper value of multiplicative noises and limits the additive noises on a low range of value, and cross-correlated strength at a high range of value.
Availability of lignocellulose from forestry waste for use as a biofuel in China.

2018-05-01
Biomass is a very important renewable energy and plays an important role in the energy structure of China. Here, the role of forestry waste in producing energy in China was analyzed and the availability of forestry waste for biofuel production, theoretically collectable amounts of forest biomass, and density of forestry waste were assessed. Agricultural and forestry waste are important biomass resources. The potential for using forestry waste as a low cost substrate for producing fuel ethanol using existing forestry resources and techniques was analyzed, and the feasibility of producing fuel ethanol in different Chinese provinces was assessed using the specific situation for each province. The results showed that 1081.73 × 10 6 t of forestry waste could be produced in China, and 270.43 × 10 6 t (25% of the amount that could be collected) could be used to produce fuel ethanol. Assuming 10 t of sawdust could be converted into 1 t of ethanol, 27 × 10 6 t of ethanol could be produced from forestry waste. Different provinces have different potentials for producing ethanol from forestry waste, Guangdong Province, Guangxi Province, Sichuan Province, and Yunnan Province having higher potentials than the other provinces. It was predicted that 4478 × 10 6 t of fuel ethanol could be produced from woodcraft waste by 2020, and the provinces with the most potential were found to be Fujian Province, Heilongjiang Province, Jilin Province, Shanxi Province, Sichuan Province, Xinjiang Province, and Yunnan Province. Using forestry waste to produce ethanol could alleviate the energy shortage in China.

...The Equal Employment Opportunity Commission (``EEOC'' or ``Commission'') is issuing a final rule to implement Title II of the Genetic Information Nondiscrimination Act of 2008 (``GINA''). Congress enacted Title II of GINA to protect job applicants, current and former employees, labor union members, and apprentices and trainees from discrimination based on their genetic information. Title II of GINA requires the EEOC to issue implementing regulations. The Commission issued a proposed rule in the Federal Register on March 2, 2009, for a sixty-day notice and comment period that ended on May 1, 2009. After consideration of the public comments, the Commission has revised portions of both the final rule and the preamble.

The data not collected on community forestry

Abstract Conservation and development practitioners increasingly promote community forestry as a way to conserve ecosystem services, consolidate resource rights, and reduce poverty. However, outcomes of community forestry have been mixed; many initiatives failed to achieve intended objectives. There is a rich literature on institutional arrangements of community forestry, but there has been little effort to examine the role of socioeconomic, market, and biophysical factors in shaping both land‐cover change dynamics and individual and collective livelihood outcomes. We systematically reviewed the peer‐reviewed literature on community forestry to examine and quantify existing knowledge gaps in the community‐forestry literature relative to these factors. In examining 697 cases of community forest management (CFM), extracted from 267 peer‐reviewed publications, we found 3 key trends that limit understanding of community forestry. First, we found substantial data gaps linking population dynamics, market forces, and biophysical characteristics to both environmental and livelihood outcomes. Second, most studies focused on environmental outcomes, and the majority of studies that assessed socioeconomic outcomes relied on qualitative data, making comparisons across cases difficult. Voting theory has a lot in common with utility theory, and especially with group decision-making. An expected-utility-maximising strategy exists in voting situations, as well as in decision-making situations. Therefore, it is natural to utilise the achievements of voting theory also in group decision-making. Most voting systems are based on a single criterion or holistic preference information on decision alternatives. However, a voting scheme called multicriteria approval is specially developed for decision-making situations with multiple criteria. This study considers the voting theory from the group decision support point of view and compares it with some other methods applied to similar purposes in natural resource management. A case study is presented, where the approval voting approach is introduced to natural resources planning and tested in a forestry group decision-making process. Applying multicriteria approval method was found to be a potential approach for handling some challenges typical for forestry group decision support. These challenges include (i) utilising ordinal information in the evaluation of decision alternatives, (ii) being readily understandable for and treating equally all the stakeholders in possession of different levels of knowledge on the subject considered, (iii) fast and cheap acquisition of preference information from several stakeholders, and (iv) dealing with multiple criteria.

Neonicotinoid insecticides are widely used for control of insect pests around the world and are especially pervasive in agricultural pest management. There is a growing body of evidence indicating that the broad-scale and prophylactic uses of neonicotinoids pose serious risks of harm to beneficial organisms and their ecological function. This provides the impetus for exploring alternatives to neonicotinoid insecticides for controlling insect pests. We draw from examples of alternative pest control options in Italian maize production and Canadian forestry to illustrate the principles of applying alternatives to neonicotinoids under an integrated pest management (IPM) strategy. An IPM approach considers all relevant and available information to make informed management decisions, providing pest control options based on actual need. We explore the benefits and challenges of several options for management of three insect pests in maize crops and an invasive insect pest in forests, including diversifying crop rotations, altering the timing of planting, tillage and irrigation, using less sensitive crops in infested areas, applying biological control agents, and turning to alternative reduced risk insecticides. Continued research into alternatives is warranted, but equally pressing is the need for information transfer and training for farmers and pest managers and the need for policies and regulations to encourage the adoption of IPM strategies and their alternative pest control options.
The next step towards more equity in health in Sweden: how can we close the gap in a generation?
Lundberg, Olle
2018-06-01
In 2015, a national Commission for Equity in Health was appointed by the Swedish Government. In this paper, some key lines of thought from the three reports published by the Commission are summarised. First, the theories and principles for the Commission's work are outlined, in particular regarding the views taken on how health inequalities arise. Second, the importance of process is discussed in relation to cross-sectorial efforts to reduce inequalities in health. More specifically, this brings up some of the proposals made for how to redesign the public health policy framework for cross-sectorial work. Third, the proposed content of cross-sectorial work for more equal health is presented in three steps, namely: (1) overarching recommendations, (2) more equal conditions and opportunities, and (3) general problems of governance. Regarding people's conditions and opportunities, the Commission submitted a number of proposals for the general direction of work that needs to be taken in order to reduce health inequalities, as well as some examples of more specific policy changes or reforms on the basis of each of these general directions, which are summarised here. Finally, some challenges and difficulties that may prevent Sweden from taking the next step towards more equity in health are discussed.

Equal Employment Opportunity Commission v. University of Detroit, 13 December 1988.
1988-01-01
The plaintiffs were the Equal Employment Opportunity Commission and a former faculty member, who was discharged after refusing to pay union fees because the union supported a pro-choice view on abortion, which conflicted with the faculty member's religious beliefs. They alleged discrimination on the basis of religion in violation of Title VII of the US Civil Rights Act of 1964. The Court held that there was no Title VII violation since the Union had made a reasonable accommodation by offering to refund that portion of the fees representing the union's activities with respect to abortion. It concluded that the union did not have to accept the faculty member's proposed accommodation of letting him contribute his fees to a charity rather than pay them to the union. full text

The implementation of goals of modern forestry requires a simultaneous consideration of sustainable development of forests, protection, needs of the environment development, as well as maintaining a balance between functions of forests. In the current multifunctional forest model, rational forest management assumes all of its tasks as equally important. Moreover, its effects are important factors in the nature and environment protection. The paper presents legal conditions related to the definitions of forest management concepts and sustainable forest management. Authors present a historical outline of human's impact on the forest and its consequences for the environment. The selected aspects of forest management (eg. forest utilization, afforestation, tourism and recreation) and their role in the forest environment have been discussed.
Overview and forecast on forestry productions worldwide.
Wenjun, Zhang
2007-02-01
Our world is largely dependent upon the forestry productions. Through the exploitation of forest reserves, we manufacture various industrial products, furniture, and obtain fuel and energy. Forestry productions should be conducted without large-scale deforestation and environmental degradation. In present study we perform a review and forecast analysis on forestry productions worldwide, with the objectives of providing an insight into the trend for several types of forestry productions in the future, and providing referential data for sustainable forestry productions and environmental management. Polynomial functions are used to fit trajectories of forestry productions since 1961 and forecasts during the coming 20 years are given in detail. If the past pattern continues, world fibreboard production would dramatically grow and reach 224,300,000 +/- 44,400,000 m(3) by the year 2020, an increase up to 240.7 to 408.9% as compared to the present level. Roundwood production of the world would change by -55.5 to 70.4% and reach 3,526,600,000 +/- 2,066,800,000 m(3) by 2020. In 2020 world production of sawlogs and veneer logs would change by -100 to 164.6% and reach 1,212,900,000 +/- 1,242,600,000 m(3). Global wood fuel production would change by -68.9 to 1.4% and reach 1,130,900,000 +/- 600,800,000 m(3) by 2020. Forestry productions in developed countries would largely surpass productions in developing countries in the near future. World forestry production grew since 1961 excluding wood fuel. Roundwood and wood fuel account for the critical proportions in the forestry productions. Wood fuel production has being declined and rapid growing of roundwood production has slowed in recent years. Widespread use of regenerative wood substitutes and worldwide afforestation against deforestation will be among the most effective ways to reduce deforestation and environment degradation associated with forestry productions.

A review of post-modern management techniques as currently applied to Turkish forestry.
Dölarslan, Emre Sahin
2009-01-01
This paper reviews the effects of six post-modern management concepts as applied to Turkish forestry. Up to now, Turkish forestry has been constrained, both in terms of its operations and internal organization, by a highly bureaucratic system. The application of new thinking in forestry management, however, has recently resulted in new organizational and production concepts that promise to address problems specific to this Turkish industry and bring about positive changes. This paper will elucidate these specific issues and demonstrate how post-modern management thinking is influencing the administration and operational capacity of Turkish forestry within its current structure.

Information Service System For Small Forestowners
NASA Astrophysics Data System (ADS)
Zhang, Shaochen; Li, Yun
Individual owned forests have boomed in the last decade in China. Hundreds of millions of private forest owners have emerged since years of afforestation practice and collective forest ownership reform. Most of those private forest owners are former peasants living in afforestation areas. They thirst for forestry information, such as technique knowledge, forestry policies, finance, marketing, etc. Unfortunately the ways they could get certain information are very limit. Before internet time, Local governments are the main channel they search helps for useful information and technique supports. State and local governments have paid much attention to provide necessary forestry technique supports to those small forest owners and provided varies training projects, issued official forestry information through their websites. While, as state government expands household contract system in the management of collective forestry land, the number of individual forest owners is bumping up in future 5 years. There is still a gap between supplying ability and requirement of forestry information. To construct an effective forestry information service system in next 3-5 year can bridge the gap. This paper discusses the framework of such an information service system.

Environmental considerations in Swedish Forestry: A study of the administrative process
NASA Astrophysics Data System (ADS)

1985-01-01
This report briefly describes the implementation process involving nature conservation considerations in forestry, according to a recently passed law in Sweden. Described are the forestry and political systems in Sweden regarding nature conservation in forestry, as well as of the administrative process involved when a forest is going to be clearcut. Conclusions are based upon the conditions and outcome of two clearcutting cases outlined in this report, and are focused on the interactions and control functions among various agencies and levels of government. The policy on the consideration of nature in forestry is, to a large extent, formed at a very low level in the bureaucracy and is subject to negotiation from case to case. Checkups between different agencies as a form of concurrent government become important means of implementing environmental considerations in forestry, having the split roles and interests of the authorities in mind.

Life cycle assessment (LCA) has become a common methodology to analyze environmental impacts of forestry systems. Although LCA has been widely applied to forestry since the 90s, the LCAs are still often based on generic Life Cycle Inventory (LCI). With the purpose of improving LCA practices in the forestry sector, we developed a European Life Cycle Inventory of Forestry Operations (EFO-LCI) and analyzed the available information to check if within the European forestry sector national differences really exist. We classified the European forests on the basis of "Forest Units" (combinations of tree species and silvicultural practices). For each Forest Unit, we constructed the LCI of their forest management practices on the basis of a questionnaire filled out by national silvicultural experts. We analyzed the data reported to evaluate how they vary over Europe and how they affect LCA results and made freely available the inventory data collected for future use. The study shows important variability in rotation length, type of regeneration, amount and assortments of wood products harvested, and machinery used due to the differences in management practices. The existing variability on these activities sensibly affect LCA results of forestry practices and raw wood production. Although it is practically unfeasible to collect site-specific data for all the LCAs involving forest-based products, the use of less generic LCI data of forestry practice is desirable to improve the reliability of the studies. With the release of EFO-LCI we made a step toward the construction of regionalized LCI for the European forestry sector.

Human persecution and habitat loss have endangered large carnivore populations worldwide, but some are recovering, exacerbating old conflicts. Carnivores can injure and kill people; the most dramatic form of wildlife-human conflict. In Scandinavia, the brown bear (Ursus arctos) population increased from ~500 bears in 1977 to ~3300 in 2008, with an increase in injuries, fatalities, and public fear of bear attacks. We reviewed media coverage and interviewed victims to explore how bear population trends, hunter education, and other factors may have influenced the number of injuries and fatalities in Scandinavia from 1977 to 2016. We found 42 incidents with 42 injuries and 2 fatalities; 42 were adult men, one was an adult woman conducting forestry work, and one was a boy skiing off-piste. Thirty-three adult men were hunting bears, moose, or small game, often with a hunting dog, and 26 had shot at the bear at 8±11 m before injury. Eleven nonhunters were conducting forestry work, inspecting a hunting area, picking berries, tending livestock, hiking, harassing a denned bear, and one person was killed outside his house at night. Eight of the 11 incidents of nonhunters involved female bears with cubs; three of these family groups were in dens and two were on carcasses. The annual number of hunters injured/killed was mostly influenced by the increase in the bear population size. The pattern was similar regarding injuries/fatalities to other outdoor users, but the relation with the bear population size was weaker than for hunters, and the null model was equally supported. Bear physiology at denning may make encounters with bears more risky in the fall, when bears show prehibernation behavior. Awareness and education efforts, especially among hunters, seem important to ensure human safety. Recreationists and forestry workers should avoid dense vegetation or make noise to warn bears of their presence. PMID:29791471

The increasing demand for biofuels from logging residues require serious attention on the importance of dead wood substrates on clear-cuts for the many forestry-intolerant saproxylic (wood-inhabiting) species. In particular, the emerging harvest of low stumps motivates further study of these substrates. On ten clear-cuts we compared the species richness, abundance and species composition of saproxylic beetles hatching from four to nine year old low stumps, high stumps and logs of Norway spruce. By using emergence traps we collected a total of 2,670 saproxylic beetles among 195 species during the summers of 2006, 2007 and 2009. We found that the species assemblages differed significantly between high stumps and logs all three years. The species assemblages of low stumps, on the other hand, were intermediate to those found in logs and high stumps. There were also significant difference in species richness between the three examined years, and we found significant effect of substrate type on richness of predators and fungivores. As shown in previous studies of low stumps on clear-cuts they can sustain large numbers of different saproxylic beetles, including red-listed species. Our study does, in addition to this fact, highlight a possible problem in creating just one type of substrate as a tool for conservation in forestry. Species assemblages in high stumps did not differ significantly from those found in low stumps. Instead logs, which constitute a scarcer substrate type on clear-cuts, provided habitat for a more distinct assemblage of saproxylic species than high stumps. It can therefore be questioned whether high stumps are an optimal tool for nature conservation in clear-cutting forestry. Our results also indicate that low stumps constitute an equally important substrate as high stumps and logs, and we therefore suggest that stump harvesting is done after carefully evaluating measures to provide habitat for saproxylic organisms.

Relevant projects carried out within the Yangtze River economic belt on the impact of schistosomiasis epidemic and transmission are important issues for "ecological priority" in the process of implementing the strategy. The key problems of schistosomiasis epidemic risk, epidemic happening repeatedly, difficulty of rehabilitating Oncomelania hupensis snail control and schistosomiasis prevention forest, lag of evaluation system and platform construction, lack of basic research, et al. were analyzed in the Yangtze River economic belt taking "ecological priority" as the basis in this paper. Then corresponding countermeasures to these challenges were put forward so as to provide the reference for the national forestry schistosomiasis control programs, which include: execution of the comprehensive prevention and control strategy, scheming of the new round of forestry schistosomiasis control programs, strengthening schistosomiasis prevention and control, promoting productivity in existing forestry to consolidate and improve the achievements of previous forestry schistosomiasis control programs, and promoting the intensity of technological innovation to improve the technological level of forestry schistosomiasis control programs.

Many studies have considered community-based forestry enterprises to be the best option for development of rural Mexican communities with forests. While some of Mexico's rural communities with forests receive significant economic and social benefits from having a community forestry enterprise, the majority have not formed such enterprises. The purpose of this article is to identify and describe factors limiting the formation of community forestry enterprise in rural communities with temperate forests in the Southern Mixteca region of Oaxaca, Mexico. The study involved fieldwork, surveys applied to Community Board members, and maps developed from satellite images in order to calculate the forested surface area. It was found that the majority of Southern Mixteca communities lack the natural and social conditions necessary for developing community forestry enterprise; in this region, commercial forestry is limited due to insufficient precipitation, scarcity of land or timber species, community members' wariness of commercial timber extraction projects, ineffective local governance, lack of capital, and certain cultural beliefs. Only three of the 25 communities surveyed have a community forestry enterprise; however, several communities have developed other ways of profiting from their forests, including pine resin extraction, payment for environmental services (PES), sale of spring water, and ecotourism. We conclude that community forestry enterprise are not the only option for rural communities to generate income from their forests; in recent years a variety of forest-related economic opportunities have arisen which are less demanding of communities' physical and social resources.

Global health governance: commission on social determinants of health and the imperative for change.
Bell, Ruth; Taylor, Sebastian; Marmot, Michael
2010-01-01
In May 2009 the World Health Assembly passed a resolution on reducing health inequities through action on the social determinants of health, based on the work of the global Commission on Social Determinants of Health, 2005-2008. The Commission's genesis and findings raise some important questions for global health governance. We draw out some of the essential elements, themes, and mechanisms that shaped the Commission. We start by examining the evolving nature of global health and the Commission's foundational inspiration--the universal pattern of health inequity and the imperative, driven by a sense of social justice, to make better and more equal health a global goal. We look at how the Commission was established, how it was structured internally, and how it developed external relationships--with the World Health Organization, with global networks of academics and practitioners, with country governments eager to spearhead action on health equity, and with civil society. We outline the Commission's recommendations as they relate to the architecture of global health governance. Finally, we look at how the Commission is catalyzing a movement to bring social determinants of health to the forefront of international and national policy discourse. © 2010 American Society of Law, Medicine & Ethics, Inc.
Founding concepts for tree breeding and research
Hyun Kang

Forestry research is a multidisciplinary venture and is typically a long-term effort with relatively low funding. The success of forestry research and tree breeding depends greatly on the coordination among forestry practitioners, research managers, and researchers. To coordinate they must have a common understanding of the research process. Therefore, the common...

Sexual harassment in the workplace: it is your problem.
Kane-Urrabazo, Christine
2007-09-01
Sexual harassment and hostile work environments are explored. Managerial roles are discussed, including taking a proactive approach and dealing appropriately with an employee's claim. Nurse managers must confront the issue of sexual harassment as complaints continue to develop throughout the industry. Because managers are responsible for employees' actions, it is essential that they familiarize themselves with what constitutes the act and how to handle a claim. Sexual harassment is defined by US Civil Rights Acts (1964 and 1991), US Equal Employment Opportunity Commission, UK's Equal Opportunities Commission, American Nurses Association and the Royal College of Nursing. Frederick Herzberg's Two-Factor Theory of Motivation is also related to workplace sexual harassment. Sexual harassment is a widespread problem within the industry, claiming both men and women as its victims. Managers can be held responsible for sexual harassment even if they are unaware of the existence of behaviour.

The Equal Employment Opportunity Commission (EEOC) sued a Japanese freight company, Nippon Express USA, for putting [name removed] into a do-nothing job and forcing him to quit. [Name removed] revealed his HIV status to a supervisor in 1990 while working as a trainer and customer troubleshooter. When his management changed shortly afterwards, he was transferred from Chicago to Indianapolis, presumably for a promotion. However, his responsibilities were reduced, his telephone and computer were taken away from him, and co-workers were ordered not to speak to him. Following surgery, a supervisor told [name removed] that his appearance was causing problems. The lawsuit was filed under the Americans with Disabilities Act (ADA) and seeks unspecified damages, training programs for managers and staff in dealing with HIV-positive employees, and guaranteed health care coverage for the rest of [name removed]'s life.
1997-09-19
The Equal Employment Opportunity Commission (EEOC) issued a policy statement condemning a prevalent practice among U.S. employers--new hires are asked to sign an agreement obligating them to submit Americans with Disabilities Act (ADA) claims to binding arbitration. By signing the clause, an employee virtually forfeits his or her rights to bring an ADA claim to court. The EEOC compares these employment clauses to conditions of employment rather than voluntary agreements between worker and employer. Employers argue that the binding arbitration process is fast and equitable. Opponents argue that the process is unfair. The EEOC instructed its investigators to proceed with administrative charges regardless of whether or not the complainant signed a binding arbitration agreement. The EEOC policy statement argues against mandatory arbitration clauses, noting that the arbitration process limits the rights of employees and weighs heavily in favor of employers.

A program designed to involve state, regional and local agency personnel in the application of remote sensing is reported. During this period fifteen applications projects were initiated in support of twenty-five separate state, county and municipal agencies or entities. Eight of the projects were completed with positive results which aided the agencies involved. These results included information which contributed to decisions on: (1) selection of a route for a scenic parkway, (2) policy development on open land use, (3) policy related to urban development, (4) a major reservoir project by a governor's staff, (5) control tactics and damage assessment during flooding conditions on the Kansas and Missouri rivers, and (6) initiating a program of habitat inventory by remote sensing by the Kansas Forestry, Fish and Game Commission.

High-yield forestry can make a valuable contribution to the conservation and sustained use of forest ecosystems.
