This Annual Technical Report describes work conducted for the Department of Energy, Idaho Operations Office, by the Environmental Science and Research Foundation (Foundation) for work under contract DE-AC07-94ID13268. The Foundation began, on April 11, 1994, to conduct environmental surveillance near to and distant from the Idaho National Engineering Laboratory, provide environmental public relations and education related to INEL natural resource issues, and conduct ecological and radioecological research benefiting major DOE-ID programs including Waste Management, Environmental Restoration, Spent Nuclear Fuels, and Infrastructure.

The foundation conducts an environmental monitoring and surveillance program over an area covering much of the upper Snake River Plain and provide environmental education and support services related to INEL natural resource issues. Also, the foundation, with its university affiliates, conducts ecological and radioecological research on the Idaho National Environmental Research Park. This report describes the supported projects and summarizes their accomplishments. It constitutes a part of the Laboratory Directed Research and Development (LDRD) program planning and documentation process that includes an annual planning cycle, projection selection, implementation, and review. The LBNL LDRD program is a critical tool for directing the Laboratory's forefront scientific research capabilities toward vital, excellent, and emerging scientific challenges. The primary goals of the 1996 WEPAN Conference were to: (1) Conduct technical and programmatic seminars for institutions desiring to initiate, replicate, or expand women in engineering programs; (2) Provide assistance in fundraising and grant writing; (3) Profile women in engineering programs of excellence; (4) Sponsor inspiring, knowledgeable and motivational keynote speakers; and, (5) Offer a series of workshops focused on topics such as: establishing partnerships with industry, current research findings, retention strategies, issues affecting special populations, and early intervention techniques. In an effort to provide greater access for women to engineering careers, women in engineering program directors at Purduemore » University, Stevens Institute of Technology and the University of Washington joined together in 1990 to establish WEPAN, a national network of individuals interested in the recruitment, admission, retention, and graduation of women engineering students. This is the seventh year of operation. Success of this effort has been reflected in numerous ways: increased membership in the organization; increased number of women in engineering programs; increased number of women graduating in engineering; and grants from the U.S. Department of Energy, the National Science Foundation, the Alfred P. Sloan Foundation, the AT&T Foundation, and many other corporations to carry out the goals of WEPAN. The Seventh Annual Women in Engineering Conference entitled, Capitalizing on Today`s Challenges, was held in Denver, Colorado on June 1-4, 1996 at the Hyatt Regency. The conference brought together representatives from academia, government, and industry and examined current issues and initiatives for women in technology, science, and education. Building on the successes of the previous conferences, the seventh conference offered a new variety of speakers and topics.« less

A core competency is a distinguishing integration of capabilities which enables an organization to deliver mission results. Core competencies represent the collective learning of an organization and provide the capacity to perform present and future missions. Core competencies are distinguishing characteristics which offer comparative advantage and are difficult to reproduce. They exhibit customer focus, mission relevance, and vertical integration from research through applications. They are demonstrable by metrics such as level of investment, uniqueness of facilities and expertise, and national impact. The Oak Ridge National Laboratory (ORNL) has identified four core competencies which satisfy the above criteria. Each core competencymore » represents an annual investment of at least $100M and is characterized by an integration of Laboratory technical foundations in physical, chemical, and materials sciences; biological, environmental, and social sciences; engineering sciences; and computational sciences and informatics. The ability to integrate broad technical foundations to develop and sustain core competencies in support of national R&D goals is a distinguishing strength of the national laboratories. The ORNL core competencies are: 9 Energy Production and End-Use Technologies o Biological and Environmental Sciences and Technology o Advanced Materials Synthesis, Processing, and Characterization & Neutron-Based Science and Technology. The distinguishing characteristics of each ORNL core competency are described. In addition, written material is provided for two emerging competencies: Manufacturing Technologies and Computational Science and Advanced Computing. Distinguishing institutional competencies in the Development and Operation of National Research Facilities, R&D Integration and Partnerships, Technology Transfer, and Science Education are also described. Analysis of existing technologies for preparing foundation beds of oil and gas buildings and structures has revealed the lack of reasoned recommendations on the selection of rational technical and technological parameters of compaction. To study the nature of the dynamics of fast processes during compaction of foundation beds of oil and gas facilities, a specialized software and hardware system was developed. The method of calculating the basic technical parameters of the equipment for recording fast processes is presented, as well as the algorithm for processing the experimental data. The performed preliminary studies confirmed the accuracy of the decisions made and the calculations performed.

Proceeding of the technical communication sessions at the 32nd annual meeting of the Conference on College Composition and Communication held in Dallas, Texas, March 26-28, 1981 are summarized. The proceeding suggest that technical communication has become an important subfield and is becoming an intrinsic part of many undergraduate curricula. Technical communication as a separate discipline, however, is relatively new. For that reason, proceedings that can make current research available as quickly as possible are suggested for preparation. The following topics were addressed: (1) a history and definition of technical writing, (2) the case method is technical communication (3) teaching technical writing (4) oral communication and rhetorical theory, and (5) new approaches in and practical applications of technical writing.

A generation ago the Ford Foundation convened a group of experts to explore and assess the Nation’s energy future, and published their conclusions in A Time To Choose: America’s Energy Future (Cambridge, MA: Ballinger, 1974). The Energy Policy Project developed scenarios of U.S. potential energy use in 1985 and 2000. Now, with 1985 well behind us and 2000 nearly on the record books, it may be of interest to take a look back to see what actually happened and consider what it means for our future. The study group sketched three primary scenarios with differing assumptions about the growth ofmore » energy use. The Historical Growth scenario assumed that U.S. energy consumption would continue to expand by 3.4 percent per year, the average rate from 1950 to 1970. This scenario assumed no intentional efforts to change the pattern of consumption, only efforts to encourage development of our energy supply. The Technical Fix scenario anticipated a “conscious national effort to use energy more efficiently through engineering know-how." The Zero Energy Growth scenario, while not clamping down on the economy or calling for austerity, incorporated the Technical Fix efficiencies plus additional efficiencies. This third path anticipated that economic growth would depend less on energy-intensive industries and more on those that require less energy, i.e., the service sector. In 2000, total energy consumption was projected to be 187 quadrillion British thermal units (Btu) in the Historical Growth case, 124 quadrillion Btu in the Technical Fix case, and 100 quadrillion Btu in the Zero Energy Growth case. The Annual Energy Review 1999 reports a preliminary total consumption for 1999 of 97 quadrillion Btu (see Table 1.1), and the Energy Information Administration’s Short-Term Energy Outlook (April 2000) forecasts total energy consumption of 98 quadrillion Btu in 2000. What energy consumption path did the United States actually travel to get from 1974, when the scenarios were drawn, to the end of the century? What happened to the relationship between growth and energy consumption? How did the fuel mix change over this period? What are the effects of energy usage on our environment? What level of consumption will the United States—and the world—record in the Annual Energy Review 2025? We present this edition of the Annual Energy Review to help investigate these important questions and to stimulate and inform our thinking about what the future holds.« less

From the beginning, the Savannah River National Laboratory (SRNL) has provided the technical foundation to ensure the successful execution of this critical defense mission. SRNL has developed most of the processes used in the tritium mission and provides the research and development necessary to supply this critical component. This project was executed by first developing reactor models that could be used as a neutron source. In parallel to this development calculations were carried out testing the feasibility of accelerator technologies that could also bemore » used for tritium production. Targets were designed with internal moderating material and optimized target was calculated to be capable of 3000 grams using a 1400 MWt sodium fast reactor, 850 grams using a 400 MWt sodium fast reactor, and 100 grams using a 62 MWt reactor, annually.« less

Kazan Federal University has held the annual International Youth School "Coherent Optics and Optical Spectroscopy" since 1997. The choice of the topic is not accidental. Kazan is the home of photon echo which was predicted at Kazan Physical-Technical Institute in 1963 by Prof. U.G. Kopvil'em and V.R. Nagibarov and observed in Columbia University by N.A. Kurnit, I.D. Abella, and S.R. Hartmann in 1964. Since then, photon echo has become a powerful tool of coherent optical spectroscopy and optical information processing, which have been developed here in Kazan in close collaboration between Kazan Physical-Technical Institute and Kazan Federal University. The main subjects of the XVIII International Youth School are: Nonlinear and coherent optics; Atomic and molecular spectroscopy; Coherent laser spectroscopy; Problems of quantum optics; Quantum theory of radiation; and Nanophotonics and Scanning Probe Microscopy. The unchallenged organizers of that school are Kazan Federal University and Kazan E.K. Zavoisky Physical-Technical Institute. The rector of the School is Professor Myakzyum Salakhov, and the vice-rector is Professor Vitaly Samartsev. The International Youth Scientific School "Coherent Optics and Optical Spectroscopy" follows the global pattern of comprehensive studies of matter properties and their interaction with electromagnetic fields. Since 1997 more than 100 famous scientists from the USA, Germany, Ukraine, Belarus and Russia have given plenary lecture presentations. Here over 1000 young scientists had an opportunity to participate in lively discussions about the latest scientific news. Many young people have submitted interesting reports on photonics, quantum electronics, laser physics, quantum optics, traditional optical and laser spectroscopy, non-linear optics, material science and nanotechnology. Here we are publishing the fullsize papers prepared from the most interesting lectures and reports selected by the Program Committee of the School. The International Youth Scientific School "Coherent Optics and Optical Spectroscopy" was greatly supported by The Optical Society of America, the Russian Foundation for Basic Research, the non-profit Dynasty Foundation, the Tatarstan Academy of Science, and the Ministry of Education and Science of the Russian Federation. This project investigated a conceptual 2-bladed rotor wind turbine design and assessed its feasibility for installation in the Great Lakes. The levelized cost of energy was used for this purpose. A location in Lake Erie near the coast of Cleveland, Ohio was selected as the application site. The loading environment was defined using wind and wave data collected at a weather station in Lake Erie near Cleveland. In addition, the probability distributions of the annual significant wave height and wind speed were determined. A model of the dependence of the above two quantities was also developed and used in themore » study of wind turbine system loads. Loads from ice floes and ridges were also included.The NREL 5 MW 3-bladed rotor wind turbine concept was used as the baseline design. The proposed turbine design employs variable pitch blade control with tip-brakes and a teeter mechanism. The rotor diameter, rated power and the tower dimensions were selected to closely match those of the NREL 5 MW wind turbine.A semi-floating gravity base foundation was designed for this project primarily to adapt to regional logistical constraints to transport and install the gravity base foundation. This foundation consists of, from bottom to top, a base plate, a buoyancy chamber, a taper zone, a column (with ice cone), and a service platform. A compound upward-downward ice cone was selected to secure the foundation from moving because of ice impact.The turbine loads analysis was based on International ElectroTechnical Committee (IEC) Standard 61400-1, Class III winds. The NREL software FAST was the primary computational tool used in this study to determine all design load cases. An initial set of studies of the dynamics of wind turbines using Automatic Dynamic Analysis of Mechanical Systems (ADAMS) demonstrated that FAST and ADAMS load predictions were comparable. Because of its relative simplicity and short run times, FAST was selected for this study. For ice load calculations, a method was developed and implemented in FAST to extend its capability for ice load modeling.Both upwind and downwind 2-bladed rotor wind turbine designs were developed and studied. The new rotor blade uses a new twist angle distribution design and a new pitch control algorithm compared with the baseline model. The coning and tilt angles were selected for both the upwind and downwind configurations to maximize the annual energy production. The risk of blade-tower impact is greater for the downwind design, particularly under a power grid fault; however, this risk was effectively reduced by adjusting the tilt angle for the downwind configuration.« less

Notre Dame of Maryland University (NDMU) has an NSF S-STEM grant, Pathways to Excellence, that gives 10 scholarships annually to academically talented women undergraduates with demonstrated financial need who are pursuing degrees in mathematics, physics, computer information systems, or engineering. NDMU has been cited (Whitten, et al. (2007)) as providing a female friendly environment for the study of physics. In this program we are using a tri-part mentoring system involving a faculty member in the student's discipline, a peer mentor from the program and an external alumnae mentor. The program also has a thematic seminar course for the scholars. Each student in the program is tasked to construct a career development plan in assistance with her faculty mentor and set measured annual goals. In addition, all scholarship students are requested to have an experiential experience. As a result, NDMU aims to strengthen its role in increasing the numbers of well-educated and skilled women employees from diverse backgrounds, including mostly first-generation college students, in technical and scientific areas. Early assessment of the success of the program will be presented as well as modifications that resulted from the formative evaluation. This program is funded by a National Science Foundation S-STEM grant which is not responsible for its content.

Foundation species are structurally dominant members of ecological communities that can stabilize ecological processes and influence resilience to disturbance and resistance to invasion. Being common, they are often overlooked for conservation but are increasingly threatened from land use change, biological invasions, and over-exploitation. The pattern of foundation species abundances over space and time may be used to guide decision-making, particularly in protected areas for which they are iconic. We used ordinal logistic regression to identify the important environmental influences on the abundance patterns of bluebunch wheatgrass (Pseudoroegneria spicata), Thurber's needlegrass (Achnatherum thurberianum), and Sandberg bluegrass (Poa secunda) in protected-area sagebrush steppe. We then predicted bunchgrass abundances along gradients of topography, disturbance, and invasive annual grass abundance. We used model predictions to prioritize the landscape for implementation of a management and restoration decision-support tool. Models were fit to categorical estimates of grass cover obtained from an extensive ground-based monitoring dataset. We found that remnant stands of abundant wheatgrass and bluegrass were associated with steep north-facing slopes in higher and more remote portions of the landscape outside of recently burned areas where invasive annual grasses were less abundant. These areas represented only 25% of the landscape and were prioritized for protection efforts. Needlegrass was associated with south-facing slopes, but in low abundance and in association with invasive cheatgrass (Bromus tectorum). Abundances of all three species were strongly negatively correlated with occurrence of another invasive annual grass, medusahead (Taeniatherum caput-medusae). The rarity of priority bunchgrass stands underscored the extent of degradation and the need for prioritization. We found no evidence that insularity reduced invasibility; annual grass invasion represents a serious threat to protected-area bunchgrass communities. Our study area was entirely within the Wyoming big sagebrush ecological zone, understood to have inherently low resilience to disturbance and resistance to weed invasion. However, our study revealed important variation in abundance of the foundation species associated with resilience and resistance along the topographic-soil moisture gradient within this zone, providing an important foothold for conservation decision-making in these steppe ecosystems. We found the foundation species focus a parsimonious strategy linking monitoring to decision-making via biogeographic modeling.

With finite resources to advance their missions, regional health foundations should critically evaluate the investments they make. This article reviews the costs and associated benefits of large-scale public opinion polling--specifically, the annual Kentucky Health Issues Poll, which is sponsored by the Foundation for a Healthy Kentucky and Interact for Health, formerly the Health Foundation of Greater Cincinnati. In addition to the information generated by the poll, the sponsoring foundations have benefited from increased name recognition and credibility with key stakeholders, including state policy makers and the media. Furthermore, jointly funding the poll has strengthened the relationship between the sponsoring foundations and has fostered other key collaborations. We find that the benefits from this poll more than justify its modest costs ($120,000 per year) and hope that this assessment may prove informative for other funders considering similar investments. Annual determinations of the adequacy of the performance assessment and composite analysis (PA/CA) are to be conducted under the maintenance program to ensure that the conclusions reached by those analyses continue to be valid. An experimental electronic dissemination project, the Langley Technical Report Server (LTRS), has been undertaken to determine the feasibility of delivering Langley technical reports directly to the desktops of researchers worldwide. During the first six months, over 4700 accesses occurred and over 2400 technical reports were distributed. This usage indicates the high level of interest that researchers have in performing literature searches and retrieving technical reports at their desktops. The initial system was developed with existing resources and technology. The reports are stored as files on an inexpensive UNIX workstation and are accessible over the Internet. This project will serve as a foundation for ongoing projects at other NASA centers that will allow for greater access to NASA technical reports.

Over the last decade, studies of ancient biomolecules-particularly ancient DNA, proteins, and lipids-have revolutionized our understanding of evolutionary history. Though initially fraught with many challenges, the field now stands on firm foundations. Researchers now successfully retrieve nucleotide and amino acid sequences, as well as lipid signatures, from progressively older samples, originating from geographic areas and depositional environments that, until recently, were regarded as hostile to long-term preservation of biomolecules. Sampling frequencies and the spatial and temporal scope of studies have also increased markedly, and with them the size and quality of the data sets generated. This progress has been made possible by continuous technical innovations in analytical methods, enhanced criteria for the selection of ancient samples, integrated experimental methods, and advanced computational approaches. Here, we discuss the history and current state of ancient biomolecule research, its applications to evolutionary inference, and future directions for this young and exciting field. A newly constructed passive house must save 80 % of heat resources; otherwise it is not a passive house. The heating energy demand of a passive building is less than 15 kWh/m2 per year. However, a passive house is something more than just an energy-saving house. This concept involves sustainable, high-quality, valuable, healthy and durable construction. Features of a passive house: high insulation of envelope components, high-quality windows, good tightness of the building, regenerative ventilation system and elimination of thermal bridges. The Energy Performance of Buildings Directive (EPBD) 61 requires all new public buildings to become near-zero energy buildings by 2019 and will be extended to all new buildings by 2021. This concept involves sustainable, high-quality, valuable, healthy and durable construction. Foundation, walls and roofs are the most essential elements of a house. The type of foundation for a private house is selected considering many factors. The article examines technological and structural solutions for passive buildings foundation, walls and roofs. The technical-economic comparison of the main structures of a passive house revealed that it is cheaper to install an adequately designed concrete slab foundation than to build strip or pile foundation and the floor separately. Timber stud walls are the cheapest wall option for a passive house and 45-51% cheaper compared to other options. The comparison of roofs and ceilings showed that insulation of the ceiling is 25% more efficient than insulation of the roof. The comparison of the main envelope elements efficiency by multiple-criteria evaluation methods showed that it is economically feasible to install concrete slab on ground foundation, stud walls with sheet cladding and a pitched roof with insulated ceiling.

Interaction of Dams and Landslides--Case Studies and Mitigation

In the first half of the 20th century, engineering geology and geotechnical engineering were in their infancy, and dams were often built where landslides provided valley constrictions, often without expert site investigation. Only the most important projects were subjected to careful geologic examination. Thus, dams were often built without complete understanding of the possible geotechnical problems occurring in foundations or abutments. Most of these dams still exist, although many have undergone costly repairs because of stability or leakage problems. Today, however, every effort is made in the selection of damsites, including those sited on landslides, to provide foundations and abutments that are generally impervious and capable of withstanding the stresses imposed by the proposed dam and reservoir, and possible landslides. By means of a literature search, technical interviews, and field inventory, I have located 254 large (at least 10 m high) dams worldwide that directly interact with landslides; that is, they have been built on pre-existing landslides or have been subjected to landslide activity during or after construction. A table (Appendix table A) summarizes dam characteristics, landslide conditions, and remedial measures at each of the dams. Of the 254 dams, 164 are earthfill, 23 are rockfill, and 18 are earthfill-rockfill; these are flexible dam types that generally perform better on the possibly unstable foundations provided by landslides than do more rigid concrete dams. Any pre-existing landslides that might impinge on the foundation or abutments of a dam should be carefully investigated. If a landslide is recognized in a dam foundation or abutment, the landslide deposits commonly are avoided in siting the dam or are removed during stripping of the dam foundation and abutment contacts. Contrarily, it has often been found to be technically feasible and economically desirable to site and construct dams on known landslides or on the remnants of these features. In these cases, proven preventive and remedial measures have been used to ensure the stability of the foundations and abutments, and to reduce seepage to acceptable levels.

The Joint Research Collaboration Program (JRCP) for Chinese-Korean-Japanese (CKJ) Research Collaboration is a new cooperative scheme for joint funding from Chinese Department of International Cooperation of the Ministry of Science and Technology (DOIC), Korea Foundation for International Cooperation of Science and Technology (KICOS) and Japan Science and Technology Agency (JST). In this paper, we will introduce the funded CKJ project entitled "Development of early warning system for landslide using electromagnetic, hydrological, geotechnical, and geological approaches". The final goal of the project is to develop a simple methodology for landslide monitoring/forecasting (early warning system) using self potential method in the frame work of joint research among China, Korea, and Japan. The project is developing a new scientific and technical methodology for prevention of natural soil disasters. The outline of the project is as follows: (1) basic understanding on the relationship between resistivity distribution and moisture in soil and their visualization of their dynamical changes in space and time using tomography technique, (2) laboratory experiments of rainfall induced landslides and sandbox for practical use of the basic understanding, (3) in-situ experiments for evaluation. Annual workshops/symposia, seminars will be organized for strengthening the scientific collaborations and exchanges. In consideration of the above issues, integration of geological, hydrological, geotechnical characteristics with electromagnetic one are adopted as the key approach in this project. This study is partially supported by the Joint Research Collaboration Program, DOIC, MOST, China (2010DFA21570) and the National Natural Science Foundation of China (40974038, 41025014).

Under the Affordable Care Act (ACA), Medicare coverage expanded in 2011 to fully cover annual preventive care visits. We assessed the impact of coverage expansion, using 2007-13 data from primary care patients of Medicare-eligible age at the Palo Alto Medical Foundation (204,388 patient-years), which serves people in four counties near San Francisco, California. We compared trends in preventive visits and recommended preventive services among Medicare fee-for-service and Medicare health maintenance organization (HMO) patients as well as non-Medicare patients ages 65-75 who were covered by private fee-for-service and private HMO plans. Among Medicare fee-for-service patients, the annual use of preventive visits rose from 1.4 percent before the implementation of the ACA to 27.5 percent afterward. This increase was significantly larger than was seen for patients in the other insurance groups. Nevertheless, rates of annual preventive care visit use among Medicare fee-for-service patients remained 10-20 percentage points lower than was the case for people with private coverage (43-44 percent) or those in a Medicare HMO (53 percent). ACA policy changes led to increased preventive service use by Medicare fee-for-service beneficiaries, which suggests that Medicare coverage expansion is an effective way to increase seniors' use of preventive services. A predictable and preventable hurdle stops a majority of young women from entering the scientific and technical fields. This cuts down the individual's career possibilities and cuts in half the pool of potential U.S. engineers later available to industry. The waste of talent does not advance our country's competitive position. The typical American adolescent girl has acquired all the basic mathematical skills needed to pursue science and math, but, from adolescence on, she does not build the foundation of science and math courses that she would need later in life to work in engineering. Several questions are addressed: Why are some young women stopped cold in their mathematical tracks during adolescence? What is the influence of psychology, including discussion of the personality traits quantifiably shared by women in technical fields? and How should the school system adapt to keep their female charges learning math and science?

The 20th Annual Prostate Cancer Foundation (PCF) Scientific Retreat was held from October 24 to 26, 2013, in National Harbor, Maryland. This event is held annually for the purpose of convening a diverse group of leading experimental and clinical researchers from academia, industry, and government to present and discuss critical and emerging topics relevant to prostate cancer (PCa) biology, and the diagnosis, prognosis, and treatment of PCa patients, with a focus on results that will lend to treatments for the most life-threatening stages of this disease. The themes that were highlighted at this year's event included: (i) mechanisms of PCa initiation and progression: cellular origins, neurons and neuroendocrine PCa, long non-coding RNAs, epigenetics, tumor cell metabolism, tumor-immune interactions, and novel molecular mechanisms; (ii) advancements in precision medicine strategies and predictive biomarkers of progression, survival, and drug sensitivities, including the analysis of circulating tumor cells and cell-free tumor DNA-new methods for liquid biopsies; (iii) new treatments including epigenomic therapy and immunotherapy, discovery of new treatment targets, and defining and targeting mechanisms of resistance to androgen-axis therapeutics; and (iv) new experimental and clinical epidemiology methods and techniques, including PCa population studies using patho-epidemiology. © 2014 Wiley Periodicals, Inc.

The annual Kaiser Family Foundation/Health Research and Educational Trust Employer Health Benefits Survey found that in 2014 the average annual premium (employer and worker contributions combined) for single coverage was $6,025, similar to 2013. The premium for family coverage was $16,834--3 percent higher than a year ago. Average deductibles and most other cost-sharing amounts were similar to those in 2013. On average, in 2014 covered workers paid nearly $5,000 per year for family health insurance premiums, and 18 percent of covered workers were in a plan with an annual single coverage deductible of $2,000 or more. Fifty-five percent of employers offered health benefits in 2014, similar to 2013. The Affordable Care Act has not yet led to substantial changes in the employer-based market. However, the next few years could present a different picture as delayed provisions and other changes take effect. This year's survey included new questions on firms' policies related to enrolling spouses and dependents, enrollment in private exchanges, and the use of narrow networks and financial incentives for wellness programs. The percentage of firms offering health benefits and the percentage of workers covered by their employers' plans remained statistically unchanged from 2014. Eighty-one percent of covered workers were enrolled in a plan with a general annual deductible. Among those workers, the average deductible for single coverage was $1,318. Half of large employers either offered employees the opportunity or required them to complete biometric screening. Of firms that offer an incentive for completing the screening, 20 percent provide employees with incentives or penalties that are tied to meeting those biometric outcomes. The 2015 survey included new questions on financial incentives to complete wellness programs and meet specified biometric outcomes as well as questions about narrow networks and employers' strategies related to the high-cost plan tax and the employer shared-responsibility provisions of the Affordable Care Act. Osaka Gas Co., Ltd. constructed Osaka Gas Technical Information System (OGTIS) in 1979, which stores and retrieves the in-house technical information and provides even primary materials by unifying optical disk files, facsimile system and so on. The major information sources are technical materials, survey materials, planning documents, design materials, research reports, business tour reports which are all generated inside the Company. At the present moment it amounts to 25,000 items in total adding 1,000 items annually. The data file is updated once in a month and also outputs the abstract journal OGTIS Report monthly. In 1983 it constructed System for International Exchange of Personal Information (SIP) as a subsystem of OGTIS in order to compile SIP database which covers exchange outlines with oversea enterprises or organizations. The data size is 2,600 totally adding about 500 annually with monthly data updating.

Researchers must be familiar with a variety of source literature to facilitate the informed use of structural equation modelling. Knowledge can be acquired through the study of an expanding literature found in a diverse set of publishing forums. We propose that structural equation modelling publications can be roughly classified into two groups: (a) technical and (b) substantive applications. Technical materials focus on the procedures rather than substantive conclusions derived from applications. The focus of this article is the former category; included are foundational/major contributions, minor contributions, critical and evaluative reviews, integrations, simulations and computer applications, precursor and historical material, and pedagogical textbooks. After a brief introduction, we annotate 294 articles in the technical category dating back to Sewall Wright (1921).

To demonstrate a model for delivery of an international surgical training event, and demonstrate its educational and economic outcomes. The Association of Surgeons in Training (ASiT) ran a course series on 16 January 2016 across the UK and Ireland. A mandatory, self-reported, online questionnaire collected delegate feedback, using 5-point Likert Scales, and a NetPromoter feedback tool. Precourse and postcourse matched questionnaires were collected for 'Foundation Skills in Surgery' (FSS) courses. Paired economic analysis was performed. Statistical analysis was carried out using RStudio (V.3.1.1 Boston, Massachusetts, USA). Forty courses were held across the UK and Ireland (65.0% technical, 35.0% non-technical), with 184 faculty members. Of 570 delegates, 529 fully completed the feedback survey (92.8% response rate); 56.5% were male. The median age was 26 years (range: 18-67 years). The mean overall course NetPromoter Score was 8.7 out of 10. On logistic regression high NetPromoter Score was associated with completing a Foundation Skills in Surgery course (R=0.44, OR: 1.49, p=0.025) and having clear learning outcomes (R=0.72, OR: 2.04, p=0.029) but not associated with specialty, course style or teaching style. For Foundation Skills in Surgery courses, delegates reported increased commitment to a career in surgery (p<0.001), confidence with basic surgical skills (p<0.001) and confidence with assisting in theatre (p<0.001). A comparable cost saving of £231,462.37 was calculated across the 40 courses. The ASiT '40-4-40' event demonstrated the diversity and depth of surgical training, with 40 synchronous technical and non-technical courses, demonstrable educational benefit and a significant cost saving to surgical trainees. © Article author(s) (or their employer(s) unless otherwise stated in the text of the article) 2017. To analyse the technical efficiency and productivity of general hospitals in the Spanish National Health Service (NHS) (2010-2012) and identify explanatory hospital and regional variables. 230 NHS hospitals were analysed by data envelopment analysis for overall, technical and scale efficiency, and Malmquist index. The robustness of the analysis is contrasted with alternative input-output models. A fixed effects multilevel cross-sectional linear model was used to analyse the explanatory efficiency variables. The average rate of overall technical efficiency (OTE) was 0.736 in 2012; there was considerable variability by region. Malmquist index (2010-2012) is 1.013. A 23% variability in OTE is attributable to the region in question. Statistically significant exogenous variables (residents per 100 physicians, aging index, average annual income per household, essential public service expenditure and public health expenditure per capita) explain 42% of the OTE variability between hospitals and 64% between regions. The number of residents showed a statistically significant relationship. As regards regions, there is a statistically significant direct linear association between OTE and annual income per capita and essential public service expenditure, and an indirect association with the aging index and annual public health expenditure per capita. The significant room for improvement in the efficiency of hospitals is conditioned by region-specific characteristics, specifically aging, wealth and the public expenditure policies of each one. Nevin Scrimshaw was the founding Director of the Institute of Nutrition of Central America and Panama (INCAP), serving as Director from 1949 to 1961. In this article, he reviews the history of the founding of INCAP, including the role of the Rockefeller and Kellogg Foundations, the Central American governments, and the Pan American Health Organization. The objectives pursued by INCAP in its early years were to assess the nutrition and related health problems of Central America, to carry out research to find practical solutions to these problems, and to provide technical assistance to its member countries to implement solutions. INCAP pursued a strategy of selecting promising Central Americans for advanced education and training in the US who assumed positions of leadership on their return. After this early phase, talented non-Central Americans of diverse origins were brought to INCAP, as well as additional researchers from the region. Growth of INCAP, as reflected in its annual budget and in the physical plant, was rapid and this was accompanied by high scientific productivity. Several field studies were launched that contributed impetus and design elements for the Oriente Longitudinal Study, which is the focus of this supplement.

Primary producers (phytoplankton) form the basis of marine food-webs, supporting production of higher trophic levels, and act as a sink of CO2. We considered the impact of proposed large scale offshore wind farms in moderately deep waters (> 45 m) off the east coast of Scotland on rates of primary production. A 2 stage modelling process was used, employing state-of-the-art 3-D hydrographic models with the ability to capture flow at the spatial resolution of 10 m combined with 1-D vertical modelling using 7 years of local forcing data. Through influencing the strength of stratification via changes in current flow, large (100 m) modelled wind turbine foundations had a significant effect on primary producers, consistently reducing total annual primary production, although within the range of natural interannual variability. The percentage reduction was largest over submarine banks less than 54 m in depth, and was outside the range of natural interannual variability. Smaller (10 m) turbine foundations had no discernible effect on total annual primary production. The results indicate that smaller foundations should be favored as a mitigation measure, in terms of effects on primary production, and this type of analysis should be considered within sectoral planning and licensing processes for future renewable energy developments.

The National Aeronautics and Space Agency consists of fourteen Facilities throughout the United States. They are organized to support the Agency's principal Enterprises: (1) Space Science, (2) Earth Science, (3) Aerospace Technology, (4) Human Exploration and Development of Space, and (5) Biological and Physical Research. Technical Standards are important to the activities of each Enterprise and have been an integral part in the development and operation of NASA Programs and Projects since the Agency was established in 1959. However, for years each Center was responsible for its own standards development and selection of non-NASA technical standards that met the needs of Programs and Projects for which they were responsible. There were few Agencywide applicable Technical Standards, mainly those in area of safety. Department of Defense Standards and Specifications were the foundation and main source for Technical Standards used by the Agency. This process existed until about 1997 when NASA embarked on a Program to convert NASA's Center-developed Technical Standards into Agencywide endorsed NASA Preferred Technical Standards. In addition, action was taken regarding the formal adoption of non-NASA Technical Standards (DOD, SAE, ASTM, ASME, IEEE, etc.) as NASA Preferred Technical Standards.

On January 14, 1993, NASA Langley Research Center (LaRC) made approximately 130 formal, 'unclassified, unlimited' technical reports available via the anonymous FTP Langley Technical Report Server (LTRS). LaRC was the first organization to provide a significant number of aerospace technical reports for open electronic dissemination. LTRS has been successful in its first 18 months of operation, with over 11,000 reports distributed and has helped lay the foundation for electronic document distribution for NASA. The availability of World Wide Web (WWW) technology has revolutionized the Internet-based information community. This paper describes the transition of LTRS from a centralized FTP site to a distributed data model using the WWW, and suggests how the general model for LTRS can be applied to other similar systems.

The annual Kaiser Family Foundation/Health Research and Educational Trust Employer Health Benefits Survey found that in 2016, average annual premiums (employer and worker contributions combined) were $6,435 for single coverage and $18,142 for family coverage. The family premium in 2016 was 3 percent higher than that in 2015. On average, workers contributed 18 percent of the premium for single coverage and 30 percent for family coverage. The share of firms offering health benefits (56 percent) and of workers covered by their employers' plans (62 percent) remained statistically unchanged from 2015. Employers continued to offer financial incentives for completing wellness or health promotion activities. Almost three in ten covered workers were enrolled in a high-deductible plan with a savings option-a significant increase from 2014. The 2016 survey included new questions on cost sharing for specialty drugs and on the prevalence of incentives for employees to seek care at alternative settings. Efficiency increase of jaw crushers makes the foundation of rational kinematics and stiffening of the elements of the machine possible. Foundation of rational kinematics includes establishment of connection between operation mode parameters of the crusher and its technical characteristics. The main purpose of this research is just to establish such a connection. Therefore this article shows analytical procedure of getting connection between operation mode parameters of the crusher and its capacity. Theoretical, empirical and semi-empirical methods of capacity determination of a single-toggle jaw crusher are given, taking into account physico-mechanical properties of crushed material and kinematics of the working mechanism. When developing a mathematical model, the method of closed vector polygons by V. A. Zinoviev was used. The expressions obtained in the article give an opportunity to solve important scientific and technical problems, connected with finding the rational kinematics of the jaw crusher mechanism, carrying out a comparative assessment of different crushers and giving the recommendations about updating the available jaw crushers.

The Bonneville Power Administration (BPA) contracted with the Pacific Northwest National Laboratory (PNNL) to provide technical analytical support for system-wide fish passage information (BPA Project No. 2006-010-00). The goal of this project was to produce rigorous technical analysis products using independent analysts and anonymous peer reviewers. This project provided an independent technical source for non-routine fish passage analyses while allowing routine support functions to be performed by other well-qualified entities. The Independent Technical Analysis Process (ITAP) was created to provide non-routine analysis for fish and wildlife agencies and tribes in particular and the public in general on matters related tomore » juvenile and adult salmon and steelhead passage through the mainstem hydrosystem. The process was designed to maintain the independence of analysts and reviewers from parties requesting analyses, to avoid potential bias in technical products. The objectives identified for this project were to administer a rigorous, transparent process to deliver unbiased technical assistance necessary to coordinate recommendations for storage reservoir and river operations that avoid potential conflicts between anadromous and resident fish. Seven work elements, designated by numbered categories in the Pisces project tracking system, were created to define and accomplish project goals as follows: (1) 118 Coordination - Coordinate technical analysis and review process: (a) Retain expertise for analyst/reviewer roles. (b) Draft research directives. (c) Send directive to the analyst. (d) Coordinate two independent reviews of the draft report. (e) Ensure reviewer comments are addressed within the final report. Public-Private Collaborations with Earth-Space Benefits

The NASA Human Health and Performance Center (NHHPC) was established in October 2010 to promote collaborative problem solving and project development to advance human health and performance innovations benefiting life in space and on Earth. The NHHPC, which now boasts over 135 corporate, government, academic and non-profit members, has convened four successful workshops and engaged in multiple collaborative projects. The center is currently developing a streamlined partner engagement process to capture technical needs and opportunities of NHHPC members, facilitate partnership development, and establish and manage collaborative projects for NASA. The virtual center facilitates member engagement through a variety of vehicles, including annual inperson workshops, webcasts, quarterly electronic newsletters, web postings, and the new system for partner engagement. The most recent NHHPC workshop was conducted in November 2013 on the topic of "Accelerating Innovation: New Organizational Business Models," and focused on various collaborative approaches successfully used by organizations to achieve their goals. The powerful notion of collaboration across sectors to solve intractable problems was recently highlighted in Williams Eggers' book "The Solution Revolution,"i which provides numerous examples of how business, government and social enterprises partner to solve tough problems. Mr. Eggers was a keynote speaker at the workshop, along with Harvard Business School, Jump Associates, and the Conrad Foundation. The robust program also included an expert panel addressing collaboration across sectors, four interactive breakout sessions, and a concluding keynote on innovative ways to increase science, technology, engineering, and math (STEM) education by NASA Associate Administrator for Education, Leland Melvin. The NHHPC forum also provides a platform for international partners to interact on many topics. Members from around the world include ISS International Partner JAXA; the World Biomimetic Foundation in Spain who is interested in advancing the use of biomimicry to provide technical solutions in many industries; Satellite Application Catapult in London, England who interested in pursuing U.S. collaborations with the Space and Life Sciences Innovation Centre under development in Scotland; and DLR in Cologne, Germany who developed :envihab, a collaborative facility for partners to pursue research and technology projects of mutual interest. The NHHPC has sponsored two global networking forums on innovation by partners Wyle, NASA, and DLR, was featured in the 2013 Humans in Space Symposium Panel on "NHHPC and :envihab - reach out to Future Markets," and is working on an international meeting for Spring 2014 in Cologne with :envihab.
