The Basic Science Program (BSP) pursues independent, multidisciplinary research programs in basic or applied molecular biology, immunology, retrovirology, cancer biology, or human genetics. Research efforts and support are an integral part of the Center for Cancer Research (CCR) at the Frederick national Laboratory for Cancer Research (FNLCR). R&W Club Frederick Raises $1,500 for The Children’s Inn at Annual Golf Tournament | Poster
Forty-four government and contractor employees, along with their friends and family members, took to the Maryland National Golf Club course this fall for a cause. The R&W Club Frederick held its third annual golf tournament at the Middletown, Md., golf course on Sept. 14 to raise funds for The Children’s Inn at NIH, which celebrated its 25th anniversary this year. The Inn provides support and a home away from home for seriously ill children and their families receiving treatment at the NIH Clinical Center. Through the tournament, the club raised approximately $1,500 for The Children’s Inn, according to Tanya Ransom, biologist, NCI Center for Cancer Research, and secretary of the R&W Club Frederick. She also coordinated the golf tournament. After the tournament, a silent auction of sports memorabilia and collectibles, sponsored by Great Moments, Frederick, was held, and a portion of the proceeds also went to the Inn.

The Frederick 30? ? 60? quadrangle lies within the Potomac River watershed of the Chesapeake Bay drainage basin. The map area covers parts of Montgomery, Howard, Carroll, Frederick, and Washington Counties in Maryland; Loudoun, Clarke, and Fairfax Counties in Virginia; and Jefferson and Berkeley Counties in West Virginia. Many geologic features (such as faults and folds) are named for geographic features that may or may not be shown on the 1:100,000-scale base map. The geology of the Frederick 30? ? 60? quadrangle, Maryland, Virginia, and West Virginia, was first mapped on the 32 1:24,000-scale 7.5-minute quadrangle base maps between 1989 and 1994. The geologic data were compiled manually at 1:100,000 scale in 1997 and were digitized between 1998 and 1999. The geologic map and database may be used to support activities such as land-use planning, soil mapping, groundwater availability and quality studies, identifying aggregate resources, and conducting engineering and environmental studies. The map area covers distinct geologic provinces and sections of the central Appalachian region that are defined by unique bedrock and resulting landforms. From west to east, the provinces include the Great Valley section of the Valley and Ridge province, the Blue Ridge province, and the Piedmont province; in the extreme southeastern corner, a small part of the Coastal Plain province is present. The Piedmont province is divided into several sections; from west to east, hey are the Frederick Valley synclinorium, the Culpeper and Gettysburg basins, the Sugarloaf Mountain anticlinorium, the Westminster terrane, and the Potomac terrane. The geology of the Frederick quadrangle is discussed by geologic province and sections; the geologic units within each province are discussed from oldest to youngest. NCI at Frederick Contributes to Feds Feed Families | Poster
Once again, NCI at Frederick participated in the annual Feds Feed Families event, which challenges federal workers to help knock out hunger with a food drive. This year, NIH collected 26,315 pounds of non-perishable goods, beating its goal of collecting 20,000 pounds. This includes over four tons of food that was collected at satellite locations, including NCI at Frederick. The food collected at NCI at Frederick was donated locally to the Frederick Rescue Mission. The transformation of Frederick the Great. A psychoanalytic study.--As a child and young man, Prince Frederick Hohenzollern, later King Frederick II of Prussia, flatly rejected his father's militaristic, Teutonic code of behaviour with its emphasis on dutiful service, self-abnegation and obedience. Instead he indulged his more "effeminate" leanings, taking an interest in literature, music and the unsoldierly delights provided by the courtly life of the age, and was encouraged in this by both his mother and his sister. This refusal to espouse the manly, paternal principle drove the crown prince into an increasingly vehement conflict with his father, who observed his son's indifference to all things military with growing bitterness, and finally led to a catastrophe in the course of which Frederick's closest friend was executed and he himself only just escaped his father's deadly vengeance. After this crisis, Frederick conformed more and more closely to his father's expectations and instructions and after the latter's death in 1740 developed into a ruler who enhanced Prussia's military and political glory and established a paternalistic principle that not only equalled but indeed exceeded everything that his father had stood for. The author traces in detail Frederick's astounding transformation into the "Frederick the Great" familiar to us from history books, analysing it both psychodynamically and in terms of identity theory. His conclusion is that it was the strength of Frederick's ego--itself the very prerequisite of "greatness"--that saved him from coming to grief over this conflict of identity.

Once again, NCI at Frederick participated in the annual Feds Feed Families event, which challenges federal workers to help knock out hunger with a food drive. CF-28 The Genetics and Genomics group of the Advanced Technology Program of SAIC-Frederick exists to bring innovative genomic expertise, tools and analysis to NCI and the scientific community. The Sequencing Facility (SF) provides next generation short read (Illumina) sequencing capacity to investigators using a streamlined production approach. The Laboratory of Molecular Technology (LMT) offers a wide range of genomics core services including microarray expression analysis, miRNA analysis, array comparative genome hybridization, long read (Roche) next generation sequencing, quantitative real time PCR, transgenic genotyping, Sanger sequencing, and clinical mutation detection services to investigators from across the NIH. As the technology supporting this genomic research becomes more complex, the need for basic quality processes within all aspects of the core service groups becomes critical. The Quality Management group works alongside members of these labs to establish or improve processes supporting operations control (equipment, reagent and materials management), process improvement (reengineering/optimization, automation, acceptance criteria for new technologies and tech transfer), and quality assurance and customer support (controlled documentation/SOPs, training, service deficiencies and continual improvement efforts). Implementation and expansion of quality programs within unregulated environments demonstrates SAIC-Frederick's dedication to providing the highest quality products and services to the NIH community.

Karst features pervade the outcrop belts of Triassic, Ordovician, and Cambrian rocks in the Frederick Valley region of Maryland's western Piedmont. Detailed stratigraphic analysis and geologic and karst mapping demonstrate that individual stratigraphic units have differing susceptibilities of karst feature creation. Although the Triassic Leesburg Member of the Bull Run Formation and Rocky Springs Station Member of the Cambrian Frederick Formation have many surface depressions within their outcrop belts, the Lime Kiln Member of the Frederick Formation and the Ceresville, Fountain Rock, and Woodsboro members of the Ordovician Grove Formation have the greatest potential for development of catastrophic collapse sinkholes. Although these four members have the highest relative susceptibility, human activity can increase the potential for sinkhole activation in all units. Rerouting of surface drainage patterns, unlined drainage, and storm-water management areas and removal of significant overburden deposits significantly increase sinkhole development, but mainly, these units are inherently more susceptible to begin with. The Middletown 1:24,000-scale quadrangle is one of several quadrangles in Frederick County, Virginia mapped or being mapped by geologists from the U.S. Geological Survey in Reston, VA with funding from the National Cooperative Geologic Mapping Program. This map was originally published as a paper product in 1999. It has been converted to GIS-based digital form. This work is part of a project being lead by the U.S. Geological Survey Water Resources Discipline, Virginia District, to investigate the geologic framework and groundwater resources of Frederick County as well as other areas in the northern Shenandoah Valley of Virginia and West Virginia. Restaurant challenge offers healthful meal options and builds diabetes awareness.

The Frederick Restaurant Challenge is an innovative project based on a collaborative effort among community organizations and partners designed to offer delicious healthful meal options at local restaurants during the month of November for American Diabetes Month. Local restaurants were challenged to participate and submitted recipes for healthful meals to the Frederick County Diabetes Coalition for review by registered dietitians. Diners voted on meals to determine the challenge winner(s), and were eligible to win prizes as well. Publicity prior to and during the month was effective in creating positive news about healthful meals when eating out, raised awareness about diabetes, and provided restaurants with desirable advertising opportunities. Feedback from restaurants and diners was overwhelmingly positive. The purpose of this article is to describe this successful low-budget project to encourage its replication in local communities. The Frederick Restaurant Challenge proved to be a very successful, innovative, low-budget project that met its intended goals: to develop healthful meal options for people with diabetes (or for anyone wishing to eat healthier); to demonstrate that healthful food can taste delicious; and to encourage restaurants to continue offering healthful options on their menus beyond the challenge month. Community interventions such as the Frederick Restaurant Challenge offer unique and important strategies for affecting change and raising awareness not only for people with diabetes but also for the entire community.

This new policy was driven by a high number of eye injuries at NCI at Frederick (56 between 2007 and 2012) that were directly related to inadequate PPE. The Occupational Safety and Health Act states that each employer is responsible for identifying hazards in the workplace and determining what kind of PPE is necessary.

Research Donor Program Needs Your Help to Advance Cancer and AIDS Research | Poster
NCI at Frederick employees have a unique opportunity to contribute directly to cancer and AIDS research by donating blood, saliva, and other samples through the Research Donor Program (RDP). Donors are compensated for their time, which is typically between 10 and 30 minutes. The RDP, which is administered by Occupational Health Services (OHS), Leidos Biomedical Research, provides samples from healthy donors for use in in vitro research conducted at NCI at Frederick and Fort Detrick. Samples are provided anonymously to researchers.

Aiming at the demonstration of autonomic logistics system to be used at the new generation of aviation materiel in our country, the modeling and simulating method of aviation materiel support effectiveness considering autonomic logistics are studied. Firstly, this paper introduced the idea of JSF autonomic logistics and analyzed the influence of autonomic logistics on support effectiveness from aspects of reliability, false alarm rate, troubleshooting time, and support delay time and maintenance level. On this basis, the paper studies the modeling and simulating methods of support effectiveness considering autonomic logistics, and puts forward the maintenance support simulation process considering autonomic logistics. Finally, taking the typical aviation materiel as an example, this paper analyzes and verifies the above-mentioned support effectiveness modeling and simulating method of aviation materiel considering autonomic logistics.

Kirsten Student Internship Program (WHK SIP), a program for high school seniors. All the students have an opportunity to present their scientific posters.
It’s Easy to Recycle at NCI at Frederick | Poster
From 2013 through the first quarter of 2018, NCI at Frederick has recycled over 1,667 tons of material, while incinerating or landfilling over 4,273 tons of trash. This earns us a recycling rate close to 28 percent, which is below the national average of 32 percent, according to the Environmental Protection Agency, and well below our goal of 50 percent. The pioneering work of Charles W. Frederick and George W. Morey on the design by Frederick of an "ideal photographic lens" using hypothetical glasses, and the subsequent discovery and development of rare-element borate glasses by Morey, has been resumed at Eastman Kodak. New ultra-high index, low dispersion crown glasses and companion flint glasses have been developed, based on the needs dictated by lens design studies for novel fast cine' and still camera lenses. These new glasses reduce the number of elements required in a lens while maintaining or improving lens performance. Composition studies leading to these new glasses will be discussed.

The Szent-Györgyi Prize for Progress in Cancer Research is a prestigious scientific award established by the National Foundation for Cancer Research (NFCR)--a leading cancer research charitable organization in the United States that is committed to supporting scientific research and public education relating to the prevention, early diagnosis, better treatments, and ultimately, a cure for cancer. Each year, the Szent-Györgyi Prize honors an outstanding researcher, nominated by colleagues or peers, who has contributed outstanding, significant research to the fight against cancer, and whose accomplishments have helped improve treatment options for cancer patients. The Prize also promotes public awareness of the importance of basic cancer research and encourages the sustained investment needed to accelerate the translation of these research discoveries into new cancer treatments. This report highlights the pioneering work led by the 2015 Prize winner, Dr. Frederick Alt. Dr. Alt's work in the area of cancer genetics over four decades has helped to shape the very roots of modern cancer research. This paper focuses on the logistics support to be provided by the APM Center (APMC). Among the Columbus ground infrastructures, this center is tasked to provide logistics, sustaining engineering and P/L integration support to the ongoing missions of the APM, i.e. the Columbus Laboratory attached to the Freedom Space Station. The following is illustrated: an analysis of the requirements that are levied on the logistics support of the APM; how such requirements are reflected in the corresponding support to be available on-ground and at APMC; the functional components of the APMC logistics support and how such components interact each other; how the logistics support function interfaces with the other functions of the ground support; and how the logistics support is being designed in terms of resources (such as hardware, data bases, etc.). Emphasis is given to the data handling aspects and to the related data bases that will constitute for the logistics activities the fundamental source of information during the APM planned lifetime. Functional and physical architectures, together with trades for possible implementation, are addressed. Commonalities with other centers are taken into account and recommendations are made for possible reuse of tools already developed in the C/D phase. Finally, programmatic considerations are discussed for the actual implementation of the center.

I was assigned to the Logistics Division of the International Space Station (ISS)/Spacecraft Processing Directorate. The Division consists of eight NASA engineers and specialists that oversee the logistics portion of the Checkout, Assembly, and Payload Processing Services (CAPPS) contract. Boeing, their sub-contractors and the Boeing Prime contract out of Johnson Space Center, provide the Integrated Logistics Support for the ISS activities at Kennedy Space Center. Essentially they ensure that spares are available to support flight hardware processing and the associated ground support equipment (GSE). Boeing maintains a Depot for electrical, mechanical and structural modifications and/or repair capability as required. My assigned task was to learn project management techniques utilized by NASA and its' contractors to provide an efficient and effective logistics support infrastructure to the ISS program. Within the Space Station Processing Facility (SSPF) I was exposed to Logistics support components, such as, the NASA Spacecraft Services Depot (NSSD) capabilities, Mission Processing tools, techniques and Warehouse support issues, required for integrating Space Station elements at the Kennedy Space Center. I also supported the identification of near-term ISS Hardware and Ground Support Equipment (GSE) candidates for excessing/disposition prior to October 2010; and the validation of several Logistics Metrics used by the contractor to measure logistics support effectiveness.

Grain logistics is the important component of the social logistics, which can be attributed to frequent circulation and the great quantity. At present time, there is no modern grain logistics distribution management system, and the logistics cost is the high. Geographic Information Systems (GIS) have been widely used for spatial data manipulation and model operations and provide effective decision support through its spatial database management capabilities and cartographic visualization. In the present paper, a spatial decision support system (SDSS) is proposed to support policy makers and to reduce the cost of grain logistics. The system is composed of two major components: grain logistics goods tracking model and vehicle routing problem optimization model and also allows incorporation of data coming from external sources. The proposed system is an effective tool to manage grain logistics in order to increase the speed of grain logistics and reduce the grain circulation cost.

Proven and innovative logistics management approaches and techniques used for developing and supporting DoD and Strategic Defense Initiative Office (SDIO) systems are described on the basis of input from DoD to the SEI Synthesis Group; SDIO-developed logistics initiatives, innovative tools, and methodologies; and logistics planning support provided to the NASA/Johnson Planet Surface System Office. The approach is tailored for lunar/Martian surface operations, and provides guidelines for the development and management of a crucial element of the SEI logistics support program. A case study is presented which shows how incorporation of DoD's proven and innovative logistics management approach, tools, and techniques can substantially benefit early logistics planning for SEI, while also implementing many of DoD's recommendations for SEI.

Bertolette Selected as EHS Champion of Safety | Poster
Dan Bertolette has been selected as the most recent NCI at Frederick Champion of Safety, as part of the Champions of Safety Program sponsored by the Environment, Health, and Safety Program (EHS). The goal of the program, which began last year, is to raise awareness and promote a culture of safety by showing NCI at Frederick staff at work in their respective workplaces, according to Terri Bray, director, EHS. “Since we have so many varied work environments here, safety often takes on a different look, according to workplace. We want to take the opportunity to show real people in real situations, to encourage safety everywhere,” Bray said.

Employees were encouraged to hike, walk, jog, or run the 1.3-mile course around Fort Detrick. “For those employees who walk all the time, the event gave them a partner to walk with, and for those that do not walk all the time, it gave inspiration that 1.3 miles was not a formidable distance,” said Sarah Hooper, manager of Occupational Health Services.

To assist in understanding sediment loadings and the management of water resources, a bathymetric survey was conducted in the part of Lake Linganore between Boyers Mill Road Bridge and Bens Branch in Frederick County, Maryland. The bathymetric survey was performed in January 2012 by the U.S. Geological Survey, in cooperation with the City of Frederick and Frederick County. A separate, but related, field effort to collect 18 sediment cores was conducted in March and April 2012. Depth and location data from the bathymetric survey and location data for the sediment cores were compiled and edited by using geographic information system (GIS) software. A three-dimensional triangulated irregular network (TIN) model of the lake bottom was created to calculate the volume of stored water in the reservoir. Large-scale topographic maps of the valley prior to inundation in 1972 were provided by the Frederick County Division of Utilities and Solid Waste Management and digitized for comparison with current (2012) conditions in order to calculate sediment volume. Cartographic representations of both water depth and sediment accumulation were produced, along with an accuracy assessment for the resulting bathymetric model. Vertical accuracies at the 95-percent confidence level for the collected data, the bathymetric surface model, and the bathymetric contour map were calculated to be 0.64 feet (ft), 1.77 ft, and 2.30 ft, respectively. A dry bulk sediment density was calculated for each of the 18 sediment cores collected during March and April 2012, and used to determine accumulated sediment mass. Water-storage capacity in the study area is 110 acre-feet (acre-ft) at a full-pool elevation 308 ft above the National Geodetic Vertical Datum of 1929, whereas total sediment volume in the study area is 202 acre-ft. These totals indicate a loss of about 65 percent of the original water-storage capacity in the 40 years since dam construction. This corresponds to an average rate of sediment accumulation of 5.1 acre-ft per year since Linganore Creek was impounded. Sediment thicknesses ranged from 0 to 16.7 ft. Sediment densities ranged from 0.38 to 1.08 grams per cubic centimeter, and generally decreased in the downstream direction. The total accumulated-sediment mass was 156,000 metric tons between 1972 and 2012.

To assist in understanding sediment and phosphorus loadings and the management of water resources, a bathymetric survey was conducted at Lake Linganore in Frederick County, Maryland in June 2009 by the U.S. Geological Survey, in cooperation with the City of Frederick and Frederick County, Maryland. Position data and water-depth data were collected using a survey grade echo sounder and a differentially corrected global positioning system. Data were compiled and edited using geographic information system software. A three-dimensional triangulated irregular network model of the lake bottom was created to calculate the volume of stored water in the reservoir. Large-scale topographic maps of the valley prior to inundation in 1972 were provided by the City of Frederick and digitized. The two surfaces were compared and a sediment volume was calculated. Cartographic representations of both water depth and sediment accumulation were produced along with an area/capacity table. An accuracy assessment was completed on the resulting bathymetric model. Vertical accuracy at the 95-percent confidence level for the collected data, the bathymetric surface model, and the bathymetric contour map was calculated to be 0.95 feet, 1.53 feet, and 3.63 feet, respectively. The water storage volume of Lake Linganore was calculated to be 1,860 acre-feet at full pool elevation. Water volume in the reservoir has decreased by 350 acre-feet (about 16 percent) in the 37 years since the dam was constructed. The total calculated volume of sediment deposited in the lake since 1972 is 313 acre-feet. This represents an average rate of sediment accumulation of 8.5 acre-feet per year since Linganore Creek was impounded. A sectional analysis of sediment distribution indicates that the most upstream third of Lake Linganore contains the largest volume of sediment whereas the section closest to the dam contains the largest amount of water. In comparison to other Maryland Piedmont reservoirs, Lake Linganore was found to have one of the lowest sedimentation rates at 0.26 cubic yards per year per acre of drainage area. Sedimentation rates in other comparable Maryland reservoirs were Prettyboy Reservoir (filling at a rate of 2.26 cubic yards per year per acre), Loch Raven Reservoir (filling at a rate of 0.88 cubic yards per year per acre) and Piney Run Reservoir (filling at a negligible rate).

The Ares I design and development program made the determination early in the System Design Review Phase to utilize DoD ILS and LSA approach for supportability engineering as an integral part of the system engineering process. This paper is to provide a review of the overall approach to design Ares-I with an emphasis on a more affordable, supportable, and sustainable launch vehicle. Discussions will include the requirements development, design influence, support concept alternatives, ILS and LSA planning, Logistics support analyses/trades performed, LSA tailoring for NASA Ares Program, support system infrastructure identification, ILS Design Review documentation, Working Group coordination, and overall ILS implementation. At the outset, the Ares I Project initiated the development of the Integrated Logistics Support Plan (ILSP) and a Logistics Support Analysis process to provide a path forward for the management of the Ares-I ILS program and supportability analysis activities. The ILSP provide the initial planning and coordination between the Ares-I Project Elements and Ground Operation Project. The LSA process provided a system engineering approach in the development of the Ares-I supportability requirements; influence the design for supportability and development of alternative support concepts that satisfies the program operability requirements. The LSA planning and analysis results are documented in the Logistics Support Analysis Report. This document was required during the Ares-I System Design Review (SDR) and Preliminary Design Review (PDR) review cycles. To help coordinate the LSA process across the Ares-I project and between programs, the LSA Report is updated and released quarterly. A System Requirement Analysis was performed to determine the supportability requirements and technical performance measurements (TPMs). Two working groups were established to provide support in the management and implement the Ares-I ILS program, the Integrated Logistics Support Working Group (ILSWG) and the Logistics Support Analysis Record Working Group (LSARWG). The Ares I ILSWG is established to assess the requirements and conduct, evaluate analyses and trade studies associated with acquisition logistic and supportability processes and to resolve Ares I integrated logistics and supportability issues. It established a strategic collaborative alliance for coordination of Logistics Support Analysis activates in support of the integrated Ares I vehicle design and development of logistics support infrastructure. A Joint Ares I - Orion LSAR Working Group was established to: 1) Guide the development of Ares-I and Orion LSAR data and serve as a model for future Constellation programs, 2) Develop rules and assumptions that will apply across the Constellation program with regards to the program's LSAR development, and 3) Maintain the Constellation LSAR Style Guide.

Athelstan Frederick Spilhaus, who died on March 30 at the age of 86, lived a full and varied life. His obituary in the New York Times gave prominence to his world famous collection of some 3000 antique children's toys. The Economist referred to him as the “inventor of aliens,” noting that it was the remains of one of his instrumented balloons found scattered in the sands of Roswell, New Mexico, in June 1947 that triggered the cult of believers in visitors from outer space. Robert Abel noted in a funeral eulogy that as a meteorological observer in China's Yenan Province during World War II, Spilhaus came to know and respect Mao Zedong many years before Chairman Mao came to power.

This Fact Sheet provides information on a digital data set that identifies orchard areas under cultivation between the 1920s and 1960s in Clarke and Frederick Counties, Virginia and Berkeley and Jefferson Counties, West Virginia. The apple orchards in these areas likely used arsenical pesticides during this time. The digital data set can be used in a geographic information system (GIS) to identify where elevated arsenic and lead concentrations may be present in soils. The future competition in markets will happen between logistics networks and no longer between enterprises. A new approach for supporting the engineering of logistics networks is developed by this research as a part of the Collaborative Research Centre (SFB) 559: "Modeling of Large Networks in Logistics" at the University of Dortmund together with the Fraunhofer-Institute of Material Flow and Logistics founded by Deutsche Forschungsgemeinschaft (DFG). Based on a reference model for logistics processes, the process chain model, a guideline for logistics engineers is developed to manage the different types of design tasks of logistics networks. The technical background of this solution is a collaborative knowledge management application. This paper will introduce how new Internet-based technologies support supply chain design projects.

It is pointed out that the proper and early integration of logistics planning into the phased program planning process will drastically reduce these logistics costs. Phased project planning is a phased approach to the planning, approval, and conduct of major research and development activity. A progressive build-up of knowledge of all aspects of the program is provided. Elements of logistics are discussed together with aspects of integrated logistics support, logistics program planning, and logistics activities for phased programs. Continuing logistics support can only be assured if there is a comprehensive sequential listing of all logistics activities tied to the program schedule and a real-time inventory of assets.

Considerations are presented in the area of risk management specifically relating to logistics and system supportability. These considerations form a basis for confident application of concurrent engineering principles to a development program, aiming at simultaneous consideration of support and logistics requirements within the engineering process as the system concept and designs develop. It is shown that, by applying such a process, the chances of minimizing program logistics and supportability risk in the long term can be improved. The problem of analyzing and minimizing integrated logistics risk for the Space Station Freedom Program is discussed.

The current study investigated cross-sectional associations between maternal and paternal logistic and modeling physical activity support and the self-efficacy, self-esteem, and physical activity intentions of 11- to 12-year-old girls. 210 girls reported perceptions of maternal and paternal logistic and modeling support and their self-efficacy, self-esteem and intention to be physically active. Data were analyzed using multivariable regression models. Maternal logistic support was positively associated with participants' self-esteem, physical activity self-efficacy, and intention to be active. Maternal modeling was positively associated with self-efficacy. Paternal modeling was positively associated with self-esteem and self-efficacy but there was no evidence that paternal logistic support was associated with the psychosocial variables. Activity-related parenting practices were associated with psychosocial correlates of physical activity among adolescent girls. Logistic support from mothers, rather than modeling support or paternal support may be a particularly important target when designing interventions aimed at preventing the age-related decline in physical activity among girls.

An integrated logistics support system, which would provide routine access to space and be cost-competitive as an operational space transportation system, was planned and implemented to support the NSTS program launch-on-time goal of 95 percent. A decision was made to centralize the Shuttle logistics functions in a modern facility that would provide office and training space and an efficient warehouse area. In this warehouse, the emphasis is on automation of the storage and retrieval function, while utilizing state-of-the-art warehousing and inventory management technology. This consolidation, together with the automation capabilities being provided, will allow for more effective utilization of personnel and improved responsiveness. In addition, this facility will be the prime support for the fully integrated logistics support of the operations era NSTS and reduce the program's management, procurement, transportation, and supply costs in the operations era.

A new analytic queueing approach was described which relates stockage levels, repair level decisions, and the project network schedule of prelaunch operations directly to the probability distribution of the space transportation system launch delay. Finite source population and limited repair capability were additional factors included in this logistics management model developed specifically for STS maintenance requirements. Data presently available to support logistics decisions were based on a comparability study of heavy aircraft components. A two-phase program is recommended by which NASA would implement an integrated data collection system, assemble logistics data from previous STS flights, revise extant logistics planning and resource requirement parameters using Bayes-Lin techniques, and adjust for uncertainty surrounding logistics systems performance parameters. The implementation of these recommendations can be expected to deliver more cost-effective logistics support.

DISPLA (Decision Information System for Procurement and Logistics Analysis) is an Internet-based system concept for bringing sellers (display system and component suppliers) and buyers (Government Program Offices and System Integrators) together in an electronic exchange to improve the acquisition and logistics analysis support of Flat Panel Displays for the military. A proof-of-concept demonstration is presented in this paper using sample data from vendor Web sites and Government data sources.

Strategic level analysis of the integrated behavior of lunar transportation system and lunar surface system architecture options is performed to inform NASA Constellation Program senior management on the benefit, viability, affordability, and robustness of system design choices. This paper presents an overview of the approach used to perform the campaign (strategic) analysis, with an emphasis on the logistics modeling and the impacts of logistics resupply on campaign behavior. An overview of deterministic and probabilistic analysis approaches is provided, with a discussion of the importance of each approach to understanding the integrated system behavior. The logistics required to support lunar surface habitation are analyzed from both 'macro-logistics' and 'micro-logistics' perspectives, where macro-logistics focuses on the delivery of goods to a destination and micro-logistics focuses on local handling of re-supply goods at a destination. An example campaign is provided to tie the theories of campaign analysis to results generation capabilities.

Translational Partnership Development Lead | Center for Cancer Research
PROGRAM DESCRIPTION The Frederick National Laboratory for Cancer Research (FNLCR) is a Federally Funded Research and Development Center operated by Leidos Biomedical Research, Inc on behalf of the National Cancer Institute (NCI). The staff of FNLCR support the NCI’s mission in the fight against cancer and HIV/AIDS. Currently we are seeking a Translational Partnership Development Lead (TPDL) who will work closely with the Office of Translational Resources (OTR) within the Office of the Director (OD) of NCI’s Center for Cancer Research (CCR) to facilitate the successful translation of CCR’s basic and preclinical research advances into new therapeutics and diagnostics. The TPDL with be strategically aligned within FNLCR’s Partnership Development Office (PDO), to maximally leverage the critical mass of expertise available within the PDO. CCR comprises the basic and clinical components of the NCI’s Intramural Research Program (IRP) and consists of ~230 basic and clinical Investigators located at either the NIH main campus in Bethesda or the NCI-Frederick campus. CCR Investigators are focused primarily on cancer and HIV/AIDS, with special emphasis on the most challenging and important high-risk/high-reward problems driving the fields. (See https://ccr.cancer.gov for a full delineation of CCR Investigators and their research activities.) The process of developing research findings into new clinical applications is high risk, complex, variable, and requires multiple areas of expertise seldom available within the confines of a single Investigator’s laboratory. To accelerate this process, OTR serves as a unifying force within CCR for all aspects of translational activities required to achieve success and maintain timely progress. A key aspect of OTR’s function is to develop and strengthen essential communications and collaborations within NIH, with extramural partners and with industry to bring together experts in chemistry, human subjects research, intellectual property, mouse study design, pharmacokinetics (PK), drug screening, industrial project management and other areas needed to facilitate rapid translation. Currently, FNLCR is seeking an expert who can work across organizational boundaries to catalyze these interactions with the primary objective to develop and enable strategies that will facilitate the identification of partners who can collaborate with CCR Investigators. The TPDL will work with the partners and NCI to facilitate the swift and effective translation of pre-clinical discoveries with high potential toward clinical application. A critical part of the TPDL function will be to strengthen interactions among groups with strong translational interests located at NCI-Frederick, including the Molecular Targets Laboratory (MTL), and the NIH main campus, including the National Center for Advancing Translational Science (NCATS). KEY ROLES/RESPONSIBILITIES Advise Principal Investigators and senior leadership on project-based and organizational/translational strategies for discoveries. Enable partnerships and strengthen communications/collaborations within and outside of NIH with biotech industry and groups with strong translational interests/expertise. This includes continuing and strengthening the close collaboration with the Molecular Targets Laboratory (MTL) in Frederick as well as increasing interactions with groups that can facilitate drug development and translational work such as those at NCATS, the NCI’s Division of Cancer Treatment and Diagnosis (DCTD) and with current and potential industry partners. Facilitate outreach to biotech/pharma to develop partnerships furthering translational research projects that may lead to licensing or other agreements. Create outreach opportunities aimed at engaging PIs with potential drug development projects and provide guidance through the translational pipeline. Identify strategic improvements in CCR's technology and drug development process and infrastructure.

The 1900 San Francisco plague is a significant event in which citizens, physicians, and public health officials denied a diagnosis of plague on economic, political, and social grounds. To resolve the controversy, Surgeon General Walter Wyman appointed an independent federal commission of university-based experts to investigate whether plague was present. I use the activities of Frederick Novy, the commission bacteriologist and professor at the University of Michigan, to explore one circumstance in which bacteriology attempted to redefine traditional conceptions of disease during the early germ era. Novy showed plague was present in the city but without its characteristic clinical features and devastating epidemiological pattern. Physicians who understood plague by its classic features, however, contested Novy's scientific evidence. His bacteriologic redefinition had no special authority to prevail over opposing conceptions about plague; it was accepted and acted upon once it served the overall interest of the city--to avert a trade embargo.

A SEZ with an integrated logistics system is very influential on the value of tourism, especially marine tourism. The creation of logistics activities in the Mandalika SEZ as a tourism area formed from the export and import of products as a form of tourism promotion will attract many domestic and foreign tourists. The importance of a logistics system for both people and goods can support the investment system in the area of Mandalika SEZ. The logistics system can provide agglomeration of facilities and infrastructure to support tourist activities in terms of cargo distribution both locally and globally. Mandalika SEZ requires an integrated logistics system to improve national competitiveness in the form of physical system support such as commodity availability and city/regional infrastructure as well as non-physical infrastructure such as service providers and regulation in order to be sustainable. The logistics system also plays a strategic role in synchronizing and harmonizing progress between economies and between regions in order to avoid an imbalance with the surrounding area. This study aims to find out the performance of the existing logistics systems in the Mandalika area and its surrounding areas in order to formulate policies to integrate the logistics systems within and outside the region. This research used content analysis methodology.

The extensive logistics required to support extended crewed operations in space make effective modeling of logistics requirements and deployment critical to predicting the behavior of human lunar exploration systems. This paper discusses the software that has been developed as part of the Campaign Manifest Analysis Tool in support of strategic analysis activities under the Constellation Architecture Team - Lunar. The described logistics module enables definition of logistics requirements across multiple surface locations and allows for the transfer of logistics between those locations. A key feature of the module is the loading algorithm that is used to efficiently load logistics by type into carriers and then onto landers. Attention is given to the capabilities and limitations of this loading algorithm, particularly with regard to surface transfers. These capabilities are described within the context of the object-oriented software implementation, with details provided on the applicability of using this approach to model other human exploration scenarios. Some challenges of incorporating probabilistics into this type of logistics analysis model are discussed at a high level.

All human space missions, regardless of destination, require significant logistical mass and volume that is strongly proportional to mission duration. Anything that can be done to reduce initial mass and volume of supplies or reuse items that have been launched will be very valuable. Often, the logistical items require disposal and represent a trash burden. Logistics contributions to total mission architecture mass can be minimized by considering potential reuse using systems engineering analysis. In NASA's Advanced Exploration Systems "Logistics Reduction and Repurposing Project," various tasks will reduce the intrinsic mass of logistical packaging, enable reuse and repurposing of logistical packaging and carriers for other habitation, life support, crew health, and propulsion functions, and reduce or eliminate the nuisance aspects of trash at the same time. Repurposing reduces the trash burden and eliminates the need for hardware whose function can be provided by use of spent logistical items. However, these reuse functions need to be identified and built into future logical systems to enable them to effectively have a secondary function. These technologies and innovations will help future logistics systems to support multiple exploration missions much more efficiently.

The Integrated Logistic Support is a process supporting strategies and optimizing activities for a correct project management and system engineering development. From the design & engineering of complex technical systems, to the erection on site, acceptance and after-sales service, EIE GROUP covers all aspects of the Integrated Logistics Support (ILS) process that includes: costing process centered around the life cycle cost and Level of Repair Analyses; engineering process which influences the design via means of reliability, modularization, etc.; technical publishing process based on international specifications; ordering administration process for supply support. Through the ILS, EIE GROUP plans and directs the identification and development of logistics support and system requirements for its products, with the goal of creating systems that last longer and require less support, thereby reducing costs and increasing return on investments. ILS therefore, addresses these aspects of supportability not only during acquisition, but also throughout the operational life cycle of the system. The impact of the ILS is often measured in terms of metrics such as reliability, availability, maintainability and testability (RAMT), and System Safety (RAMS). Example of the criteria and approach adopted by EIE GROUP during the design, manufacturing and test of the ALMA European Antennas and during the design phase of the E-ELT telescope and Dome are presented.
