Residues of pesticide fumigants and toxic industrial chemicals in freight containers represent a health hazard to employees and consumers, especially since freight containers are sealed for transport and distributed widely throughout the importing countries before being opened for unloading. We investigated 2113 freight containers arriving at the second largest container terminal in Europe, Hamburg, Germany, over a 10-week period in 2006. The countries of origin, type of contents and the pesticide fumigation history declared on labels attached to the container were recorded. We determined that 1478 (70%) containers were contaminated with toxic chemicals above chronic reference exposure levels; 761 (36%) even exceeded the higher acute reference exposure level thresholds. Benzene and/or formaldehyde contamination was 4-times greater than for fumigants. Our findings indicate a health risk for dockworkers, container unloaders and even end-consumers, especially as many of the cancerogenic or toxic gases elude subjective detection.

The inspection of very large objects like sea freight containers with X-ray Computed Tomography (CT) is an emerging technology. A complete 3-D CT scan of a see-freight container takes several hours. Of course, this is too slow to apply it to a large number of containers. However, the benefits of a 3-D CT for sealed freight are obvious: detection of potential threats or illicit cargo without being confronted with legal complications or high time consumption and risks for the security personnel during a manual inspection. Recently distinct progress was made in the field of reconstruction of projections with only a relatively low number of angular positions. Instead of today's 500 to 1000 rotational steps, as needed for conventional CT reconstruction techniques, this new class of algorithms provides the potential to reduce the number of projection angles approximately by a factor of 10. The main drawback of these advanced iterative methods is the high consumption for numerical processing. But as computational power is getting steadily cheaper, there will be practical applications of these complex algorithms in a foreseeable future. In this paper, we discuss the properties of iterative image reconstruction algorithms and show results of their application to CT of extremely large objects scanning a sea-freight container. A specific test specimen is used to quantitatively evaluate the image quality in terms of spatial and contrast resolution and depending on different number of projections.

The inspection of very large objects like sea freight containers with X-ray Computed Tomography (CT) is an emerging technology. A complete 3-D CT scan of a see-freight container takes several hours. Of course, this is too slow to apply it to a large number of containers. However, the benefits of a 3-D CT for sealed freight are obvious: detection of potential threats or illicit cargo without being confronted with legal complications or high time consumption and risks for the security personnel during a manual inspection. Recently distinct progress was made in the field of reconstruction of projections with only amore » relatively low number of angular positions. Instead of today’s 500 to 1000 rotational steps, as needed for conventional CT reconstruction techniques, this new class of algorithms provides the potential to reduce the number of projection angles approximately by a factor of 10. The main drawback of these advanced iterative methods is the high consumption for numerical processing. But as computational power is getting steadily cheaper, there will be practical applications of these complex algorithms in a foreseeable future. In this paper, we discuss the properties of iterative image reconstruction algorithms and show results of their application to CT of extremely large objects scanning a sea-freight container. A specific test specimen is used to quantitatively evaluate the image quality in terms of spatial and contrast resolution and depending on different number of projections.« less

Much like trucks, the FSS's transporters are autonomous: each transporter has its own propulsion and travels independently of other transporters. Inspired by railroads, each FSS transporter has steel wheels operating on a steel running surface and can carry either a standardsize freight container or an over-the-road truck trailer. The most comprehensive publicly available freight databases are the Commodity Flow Survey (CFS) and the FHWA s Freight Analysis Framework (FAF). These two sources contain dollar value and weight of freight movements at high geographic levels, such as state or metropolitan areas. Due to the difficulty in obtaining freight data at lower geographies various practitioners and researchers have been suggesting to estimate freight models based on aggregate data. Following these recent practices, a methodology to estimate a nationwide production and attraction models for U.S. domestic trade of goods is presented. To this end, a CFS s data set provided bymore » U.S. Census Bureau and composed of two-nonconsecutive year period (2002 and 2007) of movements of goods between U.S. states for 27 industry sectors was used. The state payroll by industry sector, obtained from the County Business Patterns of the U.S. Census, was the variable used to estimate freight generation models. The main objective of this paper is to analyze the temporal stability and predictability of the proposed aggregate models. The results indicate that the payroll alone explains a significant portion of the freight production and attraction at the state level. However, such simplification in the model process did not result in reasonable predictions of freight for a future year horizon. It is recommended that time-dependent factors (e.g. variables related to changes industry productivity) affecting freight demand should be considered in the modeling process.« less

In this paper, the collision-induced derailment of freight trains was investigated. The collision between two identical freight trains occurring on a curved path rather than along a straight line was investigated. This is because from the point of view of safety against derailment this collision scenario is thought to be more critical than the scenarios defined in the European standard EN 15227. In this work, one of the trains is stationary and the other moving train collides at 36 km/h. Two kinds of container wagons were simulated. One is the two-axle freight wagon Kls 442. Another is the freight wagon Rmms 662 with two Y25 bogies. Simulation results demonstrate that in terms of safety against derailment the bogie wagon Rmms 662 was found to have better behaviour than the two-axle wagon Kls 442. In addition, this study points out that there are many contributory factors to the responses of freight wagons during a collision, such as curve radius, distance between bogie pivots and loading mass. The derailment phenomenon is less likely to occur, when freight trains collide on the curve with a larger radius. Besides that the characteristics of freight wagons with large axle loads, low centre of gravity of car body and appropriate static strength are favourable for the collided wagons in reducing the risk of derailment.

Since railway transport possesses the advantage of high volume and low carbon emissions, diverting some freight from road to railway will help reduce the negative environmental impacts associated with transport. This paper develops a flow assignment model for quantitative analysis of diverting truck freight to railway. First, a general network which considers road transportation, railway transportation, handling and transferring is established according to all the steps in the whole transportation process. Then general functions which embody the factors which the shippers will pay attention to when choosing mode and path are formulated. The general functions contain the congestion cost on road, the capacity constraints of railways and freight stations. Based on the general network and general cost function, a user equilibrium flow assignment model is developed to simulate the flow distribution on the general network under the condition that all shippers choose transportation mode and path independently. Since the model is nonlinear and challenging, we adopt a method that uses tangent lines to constitute envelope curve to linearize it. Finally, a numerical example is presented to test the model and show the method of making quantitative analysis of bulk freight modal shift between road and railway. PMID:28771536
Could Expanded Freight Rail Reduce Air Pollution from Trucks?

Cars, trucks and trains are a significant source of emissions that impact both climate and air quality on regional to global scales. Diesel vehicles, most used for freight transport, account for 42% of on-road nitrogen oxide emissions, 58% of on-road fine particulate emissions, and 21% of on-road carbon dioxide emissions. With freight tonnage projected to increase 28% by 2018, and freight trucks the fastest growing source of transportation emissions, we evaluate the potential for increased rail capacity to reduce the environmental impacts of trucks. Most widely available mobile source emissions inventories contain insufficient spatial detail to quantify realistic emission scenario options, and none to date have been linked with commodity flow information in a manner appropriate to consider the true potential of rail substitution. To support a truck-to-rail analysis, and other policy assessments requiring roadway-by-roadway analysis, we have developed a freight emissions inventory for the Upper Midwest based on the Federal Highway Administration’s Freight Analysis Framework version 2.2 and the Environmental Protection Agency’s on-road emissions model, Mobile6.2. Using a Geographical Information System (GIS), we developed emissions scenarios for truck-to-rail modal shifts where 95% of freight tonnage on trips longer than 400 miles is shifted off of trucks and onto railways. Scenarios will be analyzed with the Community Multiscale Air Quality (CMAQ) regional model to assess air quality impacts of associated changes. By using well-respected transportation data and realistic assumptions, results from this study have the potential to inform decisions on transportation sustainability, carbon management, public health, and air quality.

More than 500 million ocean freight container units are shipped annually between countries and continents. Residual levels of fumigants, as well as naturally occurring off-gassing chemicals emanating from the goods, constitute safety risks, which may affect uniformed workers upon entering the container. The aim of this study was to assess workers' exposure during stripping of containers and is the first study of its kind. First, an experimental tracer gas method was investigated to determine its usefulness to approximate real exposures from gaseous fumigants and off-gassing volatile organic compounds (VOCs). Nitrous oxide was injected and left to distribute in the closed containers. The distribution of the tracer gas and initial (arrival) concentrations of off-gassing volatiles were measured prior to opening the containers. Second, personal exposure (breathing zone) and work zone air monitoring of both tracer gas and VOCs were carried out during stripping. Adsorbent tubes, bag samples, and direct-readings instruments (photoionization detector and Fourier transform infrared spectrometry) were used. The distribution studies with nitrous oxide, and the high correlation between the former and VOCs (r(2) ~ 0.8) during stripping, showed that the tracer gas method may well be used to approximate real exposures in containers. The average breathing zone and work zone concentrations during stripping of naturally ventilated 40-foot containers were 1-7% of the arrival concentrations; however, peaks up to 70% were seen during opening. Even if average exposures during stripping are significantly lower than arrival concentrations, they may still represent serious violations of occupational exposure limits in high-risk containers. The results from this and previous studies illustrate the need to establish practices for the safe handling of ocean freight containers. Until comprehensive recommendations are in place, personnel that need to enter such containers should, in addition to appropriate personal protective equipment, have access to equipment for measuring contaminants and for applying forced ventilation when necessary.

With the ever present threat to commerce, both politically and economically, technological innovations provide a means to secure the transportation infrastructure that will allow efficient and uninterrupted freight-flow operations for trade. Currently, freight coming into United States ports is "spot checked" upon arrival and stored in a container yard while awaiting the next mode of transportation. For the most part, only fences and security patrols protect these container storage yards. To augment these measures, the authors propose the use of aerial surveillance vehicles equipped with video cameras and wireless video downlinks to provide a birds-eye view of port facilities to security control centers and security patrols on the ground. The initial investigation described in this paper demonstrates the use of unmanned aerial surveillance vehicles as a viable method for providing video surveillance of container storage yards. This research provides the foundation for a follow-on project to use autonomous aerial surveillance vehicles coordinated with autonomous ground surveillance vehicles for enhanced port security applications.

The US Department of Energy (DOE), Office of Environmental Management (EM), is actively pursuing activities to reduce the radiological risk and clean up the environmental legacy of the nation's nuclear weapons programmes. The EM has made significant progress in recent years in the clean-up and closure of sites and is also focusing on longer term activities necessary for the completion of the clean-up programme. The packaging and transportation of contaminated demolition debris and low level waste materials in a safe and cost effective manner are essential in completing this mission. Toward this end, the US Department of Transportation's Final Rulemore » on Hazardous Materials Regulation issued on 26 January 2004, included a new provision authorising the use of freight containers (e.g. 20 and 40 ft ISO containers) as industrial packages type 2 or 3. The V/STOL Research and Technology Aircraft (RTA)propulsion system design effort is limited to components of the lift/cruise engines, turboshaft engine modifications, lift fan assembly, and propulsion system performance generation. The uninstalled total net thrust with all engines and fans operating at intermediate power was 37,114 pounds. Uninstalled system total net thrust was 27,102 pounds when one lift/cruise is inoperative. Components have lives above the 500 hours of the RTA duty cycle. The L/C engine used in a fixed nacelle has the cross shaft forward of the reduction gear whereas the cross shaft is aft of the reduction gear in a tilt nacelle L/C engine. The lift/cruise gearbox contains components and technologies from other DDA engines. The rotor has a 62-inch diameter and contains 22 composite blades that have a hub/tip ratio of 0.454. The blade pitch change mechanism contains hydraulic and mechanical redundancy. The lift fan assembly is completely self-contained including oil cooling in 10 exit vanes.

This paper describes a development of national freight demand models for 27 industry sectors covered by the 2002 Commodity Flow Survey. It postulates that the national freight demands are consistent with U.S. business patterns. Furthermore, the study hypothesizes that the flow of goods, which make up the national production processes of industries, is coherent with the information described in the 2002 Annual Input-Output Accounts developed by the Bureau of Economic Analysis. The model estimation framework hinges largely on the assumption that a relatively simple relationship exists between freight production/consumption and business patterns for each industry defined by the three-digit Northmore » American Industry Classification System industry codes (NAICS). The national freight demand model for each selected industry sector consists of two models; a freight generation model and a freight attraction model. Thus, a total of 54 simple regression models were estimated under this study. Preliminary results indicated promising freight generation and freight attraction models. Among all models, only four of them had a R2 value lower than 0.70. With additional modeling efforts, these freight demand models could be enhanced to allow transportation analysts to assess regional economic impacts associated with temporary lost of transportation services on U.S. transportation network infrastructures. Using such freight demand models and available U.S. business forecasts, future national freight demands could be forecasted within certain degrees of accuracy. These freight demand models could also enable transportation analysts to further disaggregate the CFS state-level origin-destination tables to county or zip code level.« less

Purging of working atmospheres inside freight containers.

This article focuses on prevention of possible exposure to chemical agents, when opening, entering, and stripping freight containers. The container purging process is investigated using tracer gas measurements and numerical airflow simulations. Three different container ventilation conditions are studied, namely natural, mixed mode, and forced ventilation. The tests conducted allow purging time variations to be quantified in relation to various factors such as container size, degree of filling, or type of load. Natural ventilation performance characteristics prove to be highly variable, depending on environmental conditions. Use of a mechanically supplied or extracted airflow under mixed mode and forced ventilation conditions enables purging to be significantly accelerated. Under mixed mode ventilation, extracting air from the end of the container furthest from the door ensures quicker purging than supplying fresh air to this area. Under forced ventilation, purging rate is proportional to the applied ventilation flow. Moreover, purging rate depends mainly on the location at which air is introduced: the most favourable position being above the container loading level. Many of the results obtained during this study can be generalized to other cases of purging air in a confined space by general ventilation, e.g. the significance of air inlet positioning or the advantage of generating high air velocities to maximize stirring within the volume. © The Author 2015. The United States (US) Department of Energy (DOE), Office of Environmental Management (EM), is actively pursuing activities to reduce the radiological risk and clean up the environmental legacy of the nation's nuclear weapons programs. EM has made significant progress in recent years in the clean-up and closure of sites and is also focusing on longer-term activities necessary for the completion of the clean-up program. The packaging and transportation of contaminated demolition debris and low-level waste (LLW) materials in a safe and cost-effective manner are essential in completing this mission. Toward this end, the US Department of Transportation's (DOT) Final Rulemore » on Hazardous Materials Regulation Final Rule issued January 26, 2004, included a new provision authorizing the use of Freight Containers (e.g., 20 and 40-foot ISO Containers) as Industrial Packages Type 1, 2, or 3 (IP-1, IP-2, and IP-3). The 9977 and the 9975 shipping packages are used in various nuclear facilities within the Department of Energy. These shipping packages are often loaded in designated areas with designs using overhead cranes or A-frames with lifting winches. However, there are cases where loading operations must be performed in remote locations where these facility infrastructures do not exist. For these locations, a lifting apparatus has been designed to lift the containment vessels partially out of the package for unloading operations to take place. Containerised cargoes travel from their point of origin to their destination by ship, road and rail as part of a single journey, without unpacking. This simple concept is the key element in cheap, rapid transport by land and sea, and has led to a phenomenal growth in global trade. Likewise, containerised air cargo has led to a remarkable increase in the inter-continental transportation of goods, particularly perishable items such as flowers, fresh vegetables and live animals. In both cases, containerisation offers great advantages in speed and security, but reduces the opportunity to inspect cargoes in transit. An inevitable consequence is the globalisation of undesirable species of animals, plants and pathogens. Moreover, cheap passenger flights offer worldwide travel for viral and parasitic pathogens in infected humans. The demand for freight transportation has continued to increase due to the growth of domestic and international trade. Emissions from ground freight (truck and railways) account for around 7% of the greenhouse gas emissions, 4% of the primary particulate matter emission and 25% of the NOx emissions in the U.S. Freight railways are generally more fuel efficient than trucks and cause less congestion. Freight demand and emissions are affected by many factors, including economic activity, the spatial distribution of demand, freight modal choice and routing decision, and the technology used in each modal type. This work links these four critical aspects of freight emission system to project the spatial distribution of emissions and pollutant concentration from ground freight transport in the U.S. between 2010 and 2050. Macroeconomic scenarios are used to forecast economic activities. Future spatial structure of employment and commodity demand in major metropolitan areas are estimated using spatial models and a shift-share model, respectively. Freight flow concentration and congestion patterns in inter-regional transportation networks are predicted from a four-step freight demand forecasting model. An asymptotic vehicle routing model is also developed to estimate delivery ton-miles for intra-regional freight shipment in metropolitan areas. Projected freight activities are then converted into impacts on air quality and climate. CO2 emissions are determined using a simple model of freight activity and fuel efficiency, and compared with the projected CO2 emissions from the Second Generation Model. Emissions of air pollutants including PM, NOx and CO are calculated with a vehicle fleet model SPEW-Trend, which incorporates the dynamic change of technologies. Emissions are projected under three economic scenarios to represent different plausible futures. Pollutant concentrations are then estimated using tagged chemical tracers in an atmospheric model with the emissions serving as input.

To ensure the preservation and quality of the goods, physical (i.e. radiation) or chemical pest control is needed. The dark side of such consents may bear health risks in international transport and production sharing. In fact, between 10% and 20% of all containers arriving European harbors were shown to contain volatile toxic substances above the exposure limit values. Possible exposure to these toxic chemicals may occur not only for the applicators but also the receiver by off gassing from products, packing materials or transport units like containers. A number of intoxications, some with lethal outcome, occur not only during the fumigation, but also during freight transport (on bulk carriers and other transport vessels), as well as in the logistic lines during loading and unloading. Risk occupations include dock-workers, seafarers, inspectors, as well as the usually uninformed workers of importing enterprises that unload the products. Bystanders as well as vulnerable consumers may also be at risk. Ongoing studies focus on the release of these toxic volatile substances from various goods. It was shown that the half-lives of the off-gassing process range between minutes and months, depending on the toxic substance, its chemical reactivity, concentration, the temperature, the contaminated matrix (goods and packing materials), and the packing density in the transport units. Regulations on declaration and handling dangerous goods are mostly not followed. It is obvious that this hazardous situation in freight transport urgently requires preventive steps. In order to improve awareness and relevant knowledge there is a need for more comprehensive information on chemical hazards and a broader implementation of the already existing regulations and guidelines, such as those from ILO, IMO, and national authorities. It is also necessary to have regular controls by the authorities on a worldwide scale, which should be followed by sanctions in case of disregarding regulations. Further, fumigated containers must have a warning sign corresponding to international recommendations and national regulations, and freight documents have to indicate any potential hazard during stripping the goods.

Freight pipelines of various types (including slurry pipeline, pneumatic pipeline, and capsule pipeline) have been used throughout the world for over a century for transporting solid and sometimes even package products. Recent advancements in pipeline technology, aided by advanced computer control systems and trenchless technologies, have greatly facilitated the transportation of solids by pipelines. Today, in many situations, freight pipelines are not only the most economical and practical means for transporting solids, they are also the most reliable, safest and most environmentally friendly transportation mode. A real-time visual inspection method of fastening bolts in freight car operation

A real-time inspection of the key components is necessary for ensuring safe operation of freight car. While traditional inspection depends on the trained human inspectors, which is time-consuming and lower efficient. With the development of machine vision, vision-based inspection methods get more railway on-spot applications. The cross rod end fastening bolts are important components on both sides of the train body that fixing locking plates together with the freight car main structure. In our experiment, we get the images containing fastening bolt components, and accurately locate the locking plate position using a linear Support Vector Machine (SVM) locating model trained with Histograms of Oriented Gradients (HOG) features. Then we extract the straight line segment using the Line Segment Detector (LSD) and encoding them in a range, which constitute a straight line segment dataset. Lastly we determine the locking plate's working state by the linear pattern. The experiment result shows that the localization accurate rate is over 99%, the fault detection rate is over 95%, and the module implementation time is 2f/s. The overall performance can completely meet the practical railway safety assurance application.

Derailments on bridges, although not frequent, when occurs due to a complex dynamic interaction of the train-track-bridge structural system, are very severe. Furthermore, the forced vibration induced by the post-derailment impacts can toss out the derailed wagons from the bridge deck with severe consequences to the traffic underneath and the safety of the occupants of the wagons. This paper presents a study of the train-track-bridge interaction during a heavy freight train crossing a concrete box girder bridge from a normal operation to a derailed state. A numerical model that considers the bridge vibration, train-track interaction and the train post-derailment behaviour is formulated based on a coupled finite-element - multi-body dynamics (FE-MBD) theory. The model is applied to predict the post-derailment behaviour of a freight train composed of one locomotive and several wagons, as well as the dynamic response of a straight single-span simply supported bridge containing ballast track subjected to derailment impacts. For this purpose, a typical derailment scenario of a heavy freight train passing over a severe track geometry defect is introduced. The dynamic derailment behaviour of the heavy freight train and the dynamic responses of the rail bridge are illustrated through numerical examples. The results exhibit the potential for tossing out of the derailed trains from the unstable increase in the yaw angle signature and a lower rate of increase of the bridge deck bending moment compared to the increase in the static axle load of the derailed wheelset.
Overview of the FAF3 Freight Flow Matrix Construction Process

PROJECT DESCRIPTION The FAF3 is a FHWA freight data product which provides a national O-D matrix of commodity flows to, from, and within the United States. FAF3 freight flows are reported in terms of both annual tons and annual dollars of freight moved by mode of transportation. Based largely on the 2007 CFS, FAF3 utilizes domestic freight flow characteristics, geographic regions, and the SCTG commodity coding system from CFS. However, many freight flows were not captured by the 2007 CFS due to scope and sample size limitations. Approximately 100,000 establishments were sampled out of some 754,000 freight moving establishments inmore » 2007 and imports are out of scope entirely. To estimate missing data values, the approach taken in FAF3 was to use a combination of a novel Log-linear modeling approach (LLM) with an iterative proportional fitting (IPF) routine that also uses additional data inputs to fill in the missing pieces. The complete FAF3 O-D Commodity Mode database is made up of 131 Origins x 131 Destinations x 43 Commodity Classes x 8 Modal categories, for annual tons and dollars. To study the energy and environmental impacts of emissions associated with freight transportation, the Geospatial Intermodal Freight Transport (GIFT) model was created as a joint research collaborative between the Rochester Institute of Technology (RIT) and the University of Delaware (UD). The GIFT model is a Geographic Information Systems (GIS) based model that links the U.S. and Canadian water, rail, and road transportation networks through intermodal transfer facilities to create an intermodal network. The purpose of my thesis is to apply the GIFT model to examine potential public policies related to intermodal freight transportation in the Great Lakes region of the United States. My thesis will consist of two papers. The first paper will examine the environmental, economic, and time-of-delivery tradeoffs associated with freight transportation in the Great Lakes region and examine opportunities for marine vessels to replace a portion of heavy-duty trucks for containerized freight transport. The second paper will explore the potential benefits of using the Great Lakes as a corridor for short-sea shipping as part of a longer intermodal route. The intent of my thesis is to shed light on the current issues associated with freight transport in the Great Lakes region and present public policy alternatives to address said issues. Ideally, this thesis will better inform policymakers on the impacts and tradeoffs associated with freight transportation.

Few musculoskeletal models are available to assess shoulder deeper muscle demand during overhead lifting tasks. Our objective was to implement a musculoskeletal model to assess the effect of lifting height and load on shoulder muscle work. A musculoskeletal model scaled from 15 male subjects was used to calculate shoulder muscle work during six lifting tasks. Boxes containing three different loads (6, 12 and 18 kg) were lifted by the subjects from the waist to shoulder or eye level. After optimisation of the maximal isometric force of the model's muscles, the bio-fidelity of the model was improved by 19%. The latter was able to reproduce the subjects' lifting movements. Mechanical work of the rotator cuff muscles, upper trapezius and anterior deltoid was increased with lifting load and height augmentation. In conclusion, the use of a musculoskeletal model validated by electromyography enabled to evaluate the muscle demand of deep muscles during lifting tasks.

A method is presented which allows the use of nonlinear section lift data in the calculation of the spanwise lift distribution of unswept wings with flaps or ailerons. This method is based upon lifting line theory and is an extension to the method described in NACA rep. 865. The mathematical treatment of the discontinuity in absolute angle of attack at the end of the flap or aileron involves the use of a correction factor which accounts for the inability of a limited trigonometric series to represent adequately the spanwise lift distribution. A treatment of the apparent discontinuity in maximum section lift coefficient is also described. Simplified computing forms containing detailed examples are given for both symmetrical and asymmetrical lift distributions. A few comparisons of calculated characteristics with those obtained experimentally are also presented.

Coal has been known as one of energy alternatives that has been used as energy source for several power plants in Indonesia. During its transportation from coal sites to power plant locations is required the eligible shipping line services that are able to provide the best freight rate. Therefore, this study aims to obtain the standardized formulations for determining the ocean freight especially for coal distribution based on the theoretical concept. The freight calculation model considers three alternative transport modes commonly used in coal distribution: tug-barge, vessel and self-propelled barge. The result shows there are two cost components very dominant in determining the value of freight with the proportion reaching 90% or even more, namely: time charter hire and fuel cost. Moreover, there are three main factors that have significant impacts on the freight calculation, which are waiting time at ports, time charter rate and fuel oil price.
Scenario analysis of freight vehicle accident risks in Taiwan.

This study develops a quantitative risk model by utilizing Generalized Linear Interactive Model (GLIM) to analyze the major freight vehicle accidents in Taiwan. Eight scenarios are established by interacting three categorical variables of driver ages, vehicle types and road types, each of which contains two levels. The database that consists of 2043 major accidents occurring between 1994 and 1998 in Taiwan is utilized to fit and calibrate the model parameters. The empirical results indicate that accident rates of freight vehicles in Taiwan were high in the scenarios involving trucks and non-freeway systems, while; accident consequences were severe in the scenarios involving mature drivers or non-freeway systems. Empirical evidences also show that there is no significant relationship between accident rates and accident consequences. This is to stress that safety studies that describe risk merely as accident rates rather than the combination of accident rates and consequences by definition might lead to biased risk perceptions. Finally, the study recommends using number of vehicle as an alternative of traffic exposure in commercial vehicle risk analysis. The merits of this would be that it is simple and thus reliable; meanwhile, the resulted risk that is termed as fatalities per vehicle could provide clear and direct policy implications for insurance practices and safety regulations.

Wheel reprofiling costs for freight vehicles are a major issue in Sweden, reducing the profitability of freight traffic operations and therefore hindering the modal shift needed for achieving reduced emissions. In order to understand the damage modes in freight vehicles, uniform wear prediction with Archard's wear law has been studied in a two-axle timber transport wagon, and simulation results have been compared to measurements. Challenges of wheel wear prediction in freight wagons are discussed, including the influence of block brakes and switches and crossings. The latter have a major influence on the profile evolution of this case study, so specific simulations are performed and a thorough discussion is carried out.

As seen with Hurricane Sandy, various observers noted the challenge with freight rerouting due to inoperable infrastructure and legal barriers involved with intermodal freight transportation. This paper focuses on how Geographic Information Systems (GIS); specifically WebTRAGIS (Transportation Routing Analysis GIS), a transportation routing platform developed at Oak Ridge National Laboratory, can be used to evaluate different routing options formore » freight transportation. In the case of freight transportation, the Merchant Marine Act of 1920 (also known as the Jones Act) restricts Short Sea Shipping (SSS) between coastwise points within U.S. territorial waters. A survey is presented of some of the approaches which have been considered in freight demand estimation. The few existing continuous time computer simulations of aviation systems are reviewed, with a view toward the assessment of this approach as a tool for structuring air freight studies and for relating the different components of the air freight system. The variety of available data types and sources, without which the calibration, validation and the testing of both modal split and simulation models would be impossible are also reviewed.

The United States Maglev systems will require sophisticated freight and passenger carrying capability. The U.S. freight market is larger than passenger transport. Ton-miles is a commonly used measure of freight transportation output. Estimation of ton-miles in the U.S. transportation system requires freight flow data at disaggregated level (either by link flow, path flows or origin-destination flows between small geographic areas). However, the sheer magnitude of the freight data system as well as industrial confidentiality concerns in Census survey, limit the freight data which is made available to the public. Through the years, the Center for Transportation Analysis (CTA) of the Oak Ridge National Laboratory (ORNL) has been working in the development of comprehensive national and regional freight databases and network flow models.more » One of the main products of this effort is the Freight Analysis Framework (FAF), a public database released by the ORNL. FAF provides to the general public a multidimensional matrix of freight flows (weight and dollar value) on the U.S. transportation system between states, major metropolitan areas, and remainder of states. Recently, the CTA research team has developed a methodology to estimate ton-miles by mode of transportation between the 2007 FAF regions. This paper describes the data disaggregation methodology. The method relies on the estimation of disaggregation factors that are related to measures of production, attractiveness and average shipments distances by mode service. Production and attractiveness of counties are captured by the total employment payroll. Likely mileages for shipments between counties are calculated by using a geographic database, i.e. the CTA multimodal network system. Results of validation experiments demonstrate the validity of the method. Moreover, 2007 FAF ton-miles estimates are consistent with the major freight data programs for rail and water movements.« less

Variable Lifting Index (VLI): A New Method for Evaluating Variable Lifting Tasks.

We seek to develop a new approach for analyzing the physical demands of highly variable lifting tasks through an adaptation of the Revised NIOSH (National Institute for Occupational Safety and Health) Lifting Equation (RNLE) into a Variable Lifting Index (VLI). There are many jobs that contain individual lifts that vary from lift to lift due to the task requirements. The NIOSH Lifting Equation is not suitable in its present form to analyze variable lifting tasks. In extending the prior work on the VLI, two procedures are presented to allow users to analyze variable lifting tasks. One approach involves the sampling of lifting tasks performed by a worker over a shift and the calculation of the Frequency Independent Lift Index (FILI) for each sampled lift and the aggregation of the FILI values into six categories. The Composite Lift Index (CLI) equation is used with lifting index (LI) category frequency data to calculate the VLI. The second approach employs a detailed systematic collection of lifting task data from production and/or organizational sources. The data are organized into simplified task parameter categories and further aggregated into six FILI categories, which also use the CLI equation to calculate the VLI. The two procedures will allow practitioners to systematically employ the VLI method to a variety of work situations where highly variable lifting tasks are performed. The scientific basis for the VLI procedure is similar to that for the CLI originally presented by NIOSH; however, the VLI method remains to be validated. The VLI method allows an analyst to assess highly variable manual lifting jobs in which the task characteristics vary from lift to lift during a shift. © 2015, Human Factors and Ergonomics Society.
