Chapman Elementary School in Portland, OR was identified by USA Today as being in the 2nd percentile of schools in the nation for poor air quality. This ranking was based on the EPA Risk-Screening Environmental Indicators (RSEI) model using the EPA's Toxics Release Inventory (TRI) program. The metals foundry identified in the report as the leading contributor to the poor air quality at Chapman currently meets its Title V permit and reports these permitted emissions to the TRI program. However, the poor air quality ranking is based on models that rely on emissions from permits and are not necessarily reflective of actual emissions. Several observational approaches were employed to assess the potential source contributors to air quality at Chapman. Two MiniVol Tactical Air Samplers (TAS) were co-located 1km from the facility at Chapman Elementary to sample according to the EPA six-day monitoring schedule for one year, filters were analyzed for mass and metals via XRF. Ogawa NO2 samplers were placed at various points around the Chapman neighborhood to develop an NO2 high-density measurement campaign to assess pollutant transport. In addition, a novel mobile environmental odor diaries app was developed and deployed to collect and geo-locate resident observation of odors. All observations were analyzed through mapping, dispersion modeling (AERMOD) and positive-matrix-factorization (PMF) analysis. This multi-dimensional analysis is designed to provide a framework for future studies to address increasing citizen concern about neighborhood level pollution.

To help fill this knowledge gap, we perform a thorough regulatory analysis and use engineering process designs to assess the applicability of federal air regulations and quantify air pollutant emissions for two feasibility-level biorefinery designs. The permitting classification (so-called 'major' or 'minor') has implications for the time and effort required for permitting and therefore affects the cost of capital and the fuel selling price. A Department of Energy facility must comply with the National Emission Standard for Hazardous Air Pollutants for radioactive air emissions. The standard is an effective dose of less than 0.1 mSv yr-1 to the maximum public receptor. Additionally, a lower dose level may be assigned to a specific emission point in a State issued permit. A method to efficiently estimate the expected dose for future emissions is described. This method is most appropriately applied to a research facility with several emission points with generally low emission levels of numerous isotopes.

The research and technology program related to improved and advanced general aviation engines is described. Current research is directed at the near-term improvement of conventional air-cooled spark-ignition piston engines and at future alternative engine systems based on all-new spark-ignition piston engines, lightweight diesels, and rotary combustion engines that show potential for meeting program goals in the midterm and long-term future. The conventional piston engine activities involve efforts on applying existing technology to improve fuel economy, investigation of key processes to permit leaner operation and reduce drag, and the development of cost effective technology to permit flight at high-altitudes where fuel economy and safety are improved. The advanced engine concepts activities include engine conceptual design studies and enabling technology efforts on the critical or key technology items.

NASA s Vehicle Systems Program is investing in aeronautics technology development across six vehicle sectors, in order to improve future air travel. These vehicle sectors include subsonic commercial transports, supersonic vehicles, Uninhabited Aerial Vehicles (UAVs), Extreme Short Takeoff and Landing (ESTOL) vehicles, Rotorcraft, and Personal Air Vehicles (PAVs). While the subsonic transport is firmly established in U.S. markets, the other vehicle sectors have not developed a sufficient technology or regulatory state to permit widespread, practical use. The PAV sector has legacy products in the General Aviation (GA) market, but currently only accounts for negligible revenue miles, sales, or market share of personal travel. In order for PAV s to ever capture a significant market, these small aircraft require technologies that permit them to be less costly, environmentally acceptable, safer, easier to operate, more efficient, and less dependent on large support infrastructures.

The impact that the supply, quality, and processing costs of future fuels may have on aircraft technology is assessed. The potential range of properties for future jet fuels is discussed along with the establishment of a data base of fuel property effects on propulsion system components. Also, the evolution and evaluation of advanced component technology that would permit the use of broader property fuels and the identification of technical and economic trade-offs within the overall fuel production-air transportation system associated with variations in fuel properties are examined.

Title V of the 1990 Clean Air Act Amendments requires states to implement new air operating permit programs. States have a great deal of flexibility in developing their permit programs. Industry should work now to ensure that state programs contain the favorable aspects of the federal regulations and do not contain more stringent requirements that are not required under the Clean Air Act. We study the effects of environmental policy commitments in a futuristic world in which solar radiation management (SRM) can be utilized to reduce climate change damages. Carbon and sulfur dioxide emissions (correlated pollutants) can be reduced through tradable permits. We show that if nations simultaneously commit to carbon permit policies, national SRM levels rise with carbon quotas. Alternatively, if they simultaneously commit to SRM policies, the global temperature falls with each unit increase in the global SRM level. The state did not address, or provide adequate legal authority for, the program's application to all pollutants that would become newly subject to regulation in the future, including non-National Ambient Air Quality Standard (NAAQS) pollutants, among them greenhouse gases (GHGs). Further, EPA is promulgating a federal implementation plan (FIP), as required following the partial disapproval, to establish a PSD permitting program in Texas for GHG-emitting sources. EPA is taking this action through interim final rulemaking, effective upon publication, to ensure the availability of a permitting authority-- EPA--in Texas for GHG-emitting sources when they become subject to PSD on January 2, 2011. This will allow those sources to proceed with plans to construct or expand. This rule will expire on April 30, 2011. EPA is also proposing a notice-and-comment rulemaking that mirrors this rulemaking.

An operational wind shear detection and warning experiment was conducted at Denver's Stapleton International Airport in summer 1984. Based on meteorological interpretation of scope displays from a Doppler weather radar, warnings were transmitted to the air traffic control tower via voice radio. Analyses of results indicated real skill in daily microburst forecasts and very short-term (less than 5-min) warnings. Wind shift advisories with 15-30 min forecasts, permitted more efficient runway reconfigurations. Potential fuel savings were estimated at $875,000/yr at Stapleton. The philosophy of future development toward an automated, operational system is discussed.

An improved apparatus for collecting and analyzing an airborne particulate radionuclide having a filter mounted in a housing, the housing having an air inlet upstream of the filter and an air outlet downstream of the filter, wherein an air stream flows therethrough. The air inlet receives the air stream, the filter collects the airborne particulate radionuclide and permits a filtered air stream to pass through the air outlet. The improvement which permits real time counting is a gamma detecting germanium diode mounted downstream of the filter in the filtered air stream. The gamma detecting germanium diode is spaced apart from a downstream side of the filter a minimum distance for a substantially maximum counting detection while permitting substantially free air flow through the filter and uniform particulate radionuclide deposition on the filter.

OAR's RACT, BACT, LAER Clearinghouse (RBLC) data asset contains summary information on selected air permitting actions from EPA, state, and local permitting agencies across the U.S., as well as a number of international permit records supplied by air pollution control agencies in Mexico and Canada. In the future, it may be necessary to use jet fuels with a broader range of properties in order to insure a more flexible and reliable supply and to minimize energy consumption and processing costs at the refinery. This paper describes research being conducted to (1) determine the potential range of properties for future jet fuels, (2) establish a data base of fuel property effects on propulsion system components, (3) evolve and evaluate advanced component technology that would permit the use of broader property fuels and (4) identify technical and economic trade-offs within the overall fuel production-air transportation system associated with variations in fuel properties.

...EPA is tailoring the applicability criteria that determine which stationary sources and modification projects become subject to permitting requirements for greenhouse gas (GHG) emissions under the Prevention of Significant Deterioration (PSD) and title V programs of the Clean Air Act (CAA or Act). This rulemaking is necessary because without it PSD and title V requirements would apply, as of January 2, 2011, at the 100 or 250 tons per year (tpy) levels provided under the CAA, greatly increasing the number of required permits, imposing undue costs on small sources, overwhelming the resources of permitting authorities, and severely impairing the functioning of the programs. EPA is relieving these resource burdens by phasing in the applicability of these programs to GHG sources, starting with the largest GHG emitters. This rule establishes two initial steps of the phase-in. The rule also commits the agency to take certain actions on future steps addressing smaller sources, but excludes certain smaller sources from PSD and title V permitting for GHG emissions until at least April 30, 2016.

A biorefinery, considered a chemical process plant under the Clean Air Act permitting program, could be classified as a major or minor source based on the size of the facility and magnitude of regulated pollutants emitted. Our previous analysis indicates that a biorefinery using fast pyrolysis conversion process to produce finished gasoline and diesel blendstocks with a capacity of processing 2,000 dry metric tons of biomass per day would likely be classified as a major source because several regulated pollutants (such as particulate matter, sulfur dioxide, nitrogen oxide) are estimated to exceed the 100 tons per year (tpy) major sourcemore » threshold, applicable to chemical process plants. Being subject to a major source classification could pose additional challenges associated with obtaining an air permit in a timely manner before the biorefinery can start its construction. Recent developments propose an alternative approach to utilize bio-oil produced via the fast pyrolysis conversion process by shipping it to an existing petroleum refinery, where the raw bio-oil can be blended with petroleum-based feedstocks (e.g., vacuum gas oil) to produce gasoline and diesel blendstocks with renewable content. Without having to hydro-treat raw bio-oil, a biorefinery is likely to reduce its potential-to-emit to below the 100 tpy major source threshold, and therefore expedite its permitting process. We compare the PTE estimates for the two biorefinery designs with and without hydrotreating of bio-oils and examine the air permitting implications on potential air permit classification and discuss the best available control technology requirements for the major source biorefinery utilizing hydrotreating operation. Our analysis is expected to provide useful information to new biofuel project developers to identify opportunities to overcome challenges associated with air permitting.« less

A stochastic downscaling methodology is developed to generate hourly, point-scale time series for several meteorological variables, such as precipitation, cloud cover, shortwave radiation, air temperature, relative humidity, wind speed, and atmospheric pressure. The methodology uses multi-model General Circulation Model (GCM) realizations and an hourly weather generator, AWE-GEN. Probabilistic descriptions of factors of change (a measure of climate change with respect to historic conditions) are computed for several climate statistics and different aggregation times using a Bayesian approach that weights the individual GCM contributions. The Monte Carlo method is applied to sample the factors of change from their respective distributions thereby permitting the generation of time series in an ensemble fashion, which reflects the uncertainty of climate projections of future as well as the uncertainty of the downscaling procedure. Applications of the methodology and probabilistic expressions of certainty in reproducing future climates for the periods, 2000 - 2009, 2046 - 2065 and 2081 - 2100, using the 1962 - 1992 period as the baseline, are discussed for the location of Firenze (Italy). The climate predictions for the period of 2000 - 2009 are tested against observations permitting to assess the reliability and uncertainties of the methodology in reproducing statistics of meteorological variables at different time scales.

Emerging developments in the standardized chemical characterization of indoor air quality.

Despite the fact that the special characteristics of indoor air pollution make closed environments quite different from outdoor environments, the conceptual ideas for assessing air quality indoors and outdoors are similar. Therefore, the elaboration of International Standards for air quality characterization in view of controlling indoor air quality should resort to this common basis. In this short review we describe the possibilities of standardization of tools dedicated to indoor air quality characterization with a focus on the tools permitting to study the indoor air chemistry. The link between indoor exposure and health as well as the critical processes driving the indoor air quality are introduced. Available International Standards for the assessment of indoor air quality are depicted. The standards comprise requirements for the sampling on site, the analytical procedures, and the determination of material emissions. To date, these standardized procedures assure that indoor air, settled dust and material samples are analyzed in a comparable manner. However, existing International Standards exclusively specify conventional, event-driven target-screening using discontinuous measurement methods for long-lived pollutants. Therefore, this review draws a parallel between physico-chemical processes in indoor and outdoor environments. The achievements in atmospheric sciences also improve our understanding of indoor environments. The community of atmospheric scientists can be both ideal and supporter for researchers in the area of indoor air quality characterization. This short review concludes with propositions for future standardization activities for the chemical characterization of indoor air quality. Future standardization efforts should focus on: (i) the elaboration of standardized measurement methods and measurement strategies for online monitoring of long-lived and short-lived pollutants, (ii) the assessment of the potential and the limitations of non-target screening, (iii) the paradigm shift from event-driven investigations to systematic approaches to characterize indoor environments, and (iv) the development of tools for policy implementation. A tornado type wind turbine has a vertically disposed wind collecting tower with spaced apart inner and outer walls and a central bore. The upper end of the tower is open while the lower end of the structure is in communication with a wind intake chamber. An opening in the wind chamber is positioned over a turbine which is in driving communication with an electrical generator. An opening between the inner and outer walls at the lower end of the tower permits radially flowing air to enter the space between the inner and outer walls while a vertically disposed opening in the wind collecting tower permits tangentially flowing air to enter the central bore. A porous portion of the inner wall permits the radially flowing air to interact with the tangentially flowing air so as to create an intensified vortex flow which exits out of the top opening of the tower so as to create a low pressure core and thus draw air through the opening of the wind intake chamber so as to drive the turbine.

Treatment and disposal of explosives and munitions items have represented a significant management challenge for Department of Defense (DOD) facilities, particularly in light of increased regulatory scrutiny under the Federal Facilities Compliance Act provisions of the Resource Conservation and Recovery Act (RCRA). Subpart X of the RCRA regulations for storage, treatment, and disposal of hazardous wastes was drafted specifically to address explosive wastes. Until just recently, any DOD facility that was performing open burning/open detonation (OB/OD) of explosives was doing so under interim status for RCRA Part B Subpart X. In August 1996, Eglin Air Force Base (AFB), Florida becamemore » the first Air Force facility to be issued a final Part B Subpart X permit to perform OB/OD operations at two Eglin AFB active test ranges. This presentation will examine how Eglin AFB worked proactively with the State of Florida Department of Environmental Protection (FDEP) and EPA Region IV to develop permit conditions based upon risk assessment considerations for both air and ground-water exposure pathways. It will review the role of air emissions and air dispersion modeling in assessing potential exposure and impacts to both onsite and offsite receptors, and will discuss how air monitoring will be used to assure that the facility remains in compliance during OB/OD activities. The presentation will also discuss the soil and ground-water characterization program and associated risk assessment provisions for quarterly ground-water monitoring to assure permit compliance. The project is an excellent example of how a collaborative working relationship among the permittee, their consultant and state, and EPA can result in an environmentally protective permit that assures operational flexibility and mission sensitivity.« less

The ALTOS campaign focuses on operating a tethered observing system for routine in situ sampling of low-level (< 2 km) Arctic clouds. It has been a long-term hope to fly tethered systems at Barrow, Alaska, but it is clear that the Federal Aviation Administration (FAA) will not permit in-cloud tether systems at Barrow, even if unmanned aerial vehicle (UAV) operations are allowed in the future. We have provided the scientific rationale for long-term, routine in situ measurements of cloud and aerosol properties in the Arctic. The existing restricted air space at Oliktok offers an opportunity to do so.

Introduction The present study examined indoor air quality in a global sample of smoke-free and smoking-permitted Irish pubs. We hypothesized that levels of respirable suspended particles, an important marker of secondhand smoke, would be significantly lower in smoke-free Irish pubs than in pubs that allowed smoking. Methods Indoor air quality was assessed in 128 Irish pubs in 15 countries between 21 January 2004 and 10 March 2006. Air quality was evaluated using an aerosol monitor, which measures the level of fine particle (PM2.5) pollution in the air. A standard measurement protocol was used by data collectors across study sites. Results Overall, the level of air pollution inside smoke-free Irish pubs was 93% lower than the level found in pubs where smoking was permitted. Discussion Levels of indoor air pollution can be massively reduced by enacting and enforcing smoke-free policies. PMID:19380381

Indoor air quality in Virginia waterpipe cafés

Introduction A revised indoor air quality law has been implemented in Virginia to protect the public from the harmful effects of secondhand smoke exposure. This legislation contains exemptions that include allowances for smoking in a room that is structurally separated and separately ventilated. The objective of the current study was to examine the impact of this law on air quality in waterpipe cafés, as well as to compare the air quality in these cafés to restaurants that allow cigarette smoking and those where no smoking is permitted. Methods Indoor air quality in 28 venues (17 waterpipe cafés, five cigarette smoking-permitted restaurants and six smoke-free restaurants (five with valid data)) in Virginia was assessed during 4 March to 27 May 2011. Real-time measurements of particulate matter (PM) with 2.5 µm aerodynamic diameter or smaller (PM2.5) were obtained and occupant behaviour/venue characteristics were assessed. Results The highest mean PM2.5 concentration was observed for waterpipe café smoking rooms (374 µg/m3, n=17) followed by waterpipe café non-smoking rooms (123 µg/m3, n=11), cigarette smoking-permitted restaurant smoking rooms (119 µg/m3, n=5), cigarette smoking-permitted restaurant non-smoking rooms (26 µg/m3, n=5) and smoke-free restaurants (9 µg/m3, n=5). Smoking density was positively correlated with PM2.5 across smoking rooms and the smoke-free restaurants. In addition, PM2.5 was positively correlated between smoking and non-smoking rooms of venues. Conclusions The PM2.5 concentrations observed among the waterpipe cafés sampled here indicated air quality in the waterpipe café smoking rooms was worse than restaurant rooms in which cigarette smoking was permitted, and state-required non-smoking rooms in waterpipe cafés may expose patrons and employees to PM2.5 concentrations above national and international air quality standards. Reducing the health risks of secondhand smoke may require smoke-free establishments in which tobacco smoking sources such as water pipes are, like cigarettes, prohibited. PMID:22447194

This paper reports on the estimated potential air emissions, as found in air permits and supporting documentation, for seven of the first group of precommercial or "demonstration" cellulosic ethanol refineries (7CEDF) currently operating or planning to operate in the United States in the near future. These seven refineries are designed to produce from 330,000 to 100 million gal of ethanol per year. The overall average estimated air emission rates for criteria, hazardous, and greenhouse gas pollutants at the 7CEDF are shown here in terms of tons per year and pounds per gallon of ethanol produced. Water use rates estimated for the cellulosic ethanol refineries are also noted. The air emissions are then compared with similar estimates from a U.S. cellulosic ethanol pilot plant, a commercial Canadian cellulosic ethanol refinery, four commercial U.S. corn ethanol refineries, and U.S. petroleum refineries producing gasoline. The U.S. Environmental Protection Agency (EPA) air pollution rules that may apply to cellulosic ethanol refineries are also discussed. Using the lowest estimated emission rates from these cellulosic ethanol demonstration facilities to project air emissions, EPA's major source thresholds for criteria and hazardous air pollutants might not be exceeded by cellulosic ethanol refineries that produce as high as 25 million gal per year of ethanol (95 ML). Emissions are expected to decrease at cellulosic ethanol refineries as the process matures and becomes more commercially viable.

The use of Geographic Information Systems (GIS) and Remote Sensing (RS) by climatologists, environmentalists and urban planners for three dimensional modeling and visualization of the landscape is well established. However no previous study has implemented these techniques for 3D modeling of atmospheric aerosols because air quality data is traditionally measured at ground points, or from satellite images, with no vertical dimension. This study presents a prototype for modeling and visualizing aerosol vertical profiles over a 3D urban landscape in Hong Kong. The method uses a newly developed technique for the derivation of aerosol vertical profiles from AERONET sunphotometer measurements and surface visibility data, and links these to a 3D urban model. This permits automated modeling and visualization of aerosol concentrations at different atmospheric levels over the urban landscape in near-real time. Since the GIS platform permits presentation of the aerosol vertical distribution in 3D, it can be related to the built environment of the city. Examples are given of the applications of the model, including diagnosis of the relative contribution of vehicle emissions to pollution levels in the city, based on increased near-surface concentrations around weekday rush-hour times. The ability to model changes in air quality and visibility from ground level to the top of tall buildings is also demonstrated, and this has implications for energy use and environmental policies for the tall mega-cities of the future.
