A Fortran subroutine was written to scale floating-point data and generate a magnetic tape to plot it on the Calcomp 570 digital plotter. The routine permits a great deal of flexibility, and may be used with any type of FORTRAN or FAP calling program. A simple calling program was also written to permit the user to read in data from cards and plot it without any additional programming. Both the Fortran and binary decks are available. (auth)

The work performed during Phase 3 of the Generalized Environmental Control Life Support System (ECLSS) Computer Program is reported. Phase 3 of this program covered the period from December 1977 to September 1978. The computerized simulation of the Shuttle Orbiter ECLSS was upgraded in the following areas: (1) the payload loop of the Shuttle simulation was completely recoded and checked out; (2) the Shuttle simulation water and freon loop initialization logic was simplified to permit easier program input for the user; (3) the computerized simulation was modified to accept the WASP subroutine, which is a subroutine to evaluate thermal properties of water and freon; (4) the 1108 operating system was upgraded by LEC; (5) the Shuttle simulation was modified to permit failure cases which simulate zero component flow values; and (6) the Shuttle SEPS version was modified and secure files were setup on the 1108 and 1110 systems to permit simulation runs to be made from remote terminals.

The primary objective of the Clean Water Act of 1977 (33 U.S.C. 1251) is to restore and maintain the physical, chemical, and biological integrity of the Nation's waters. Section 404 of the Act regulates the discharge of dredged or fill materials into wetlands and represents the primary Federal authority for regulation of wetland alterations. Since its inception, the Section 404 program has been controversial in regard to the extent to which it was intended to provide wetlands regulation. Section 404 requires those who wish to discharge dredged or fill material into waters of the United States, which include many wetlands, to first obtain a Federal permit. The Environmental Protection Agency (EPA) has overall responsibility for administration of the Section 404 program and promulgates guidelines that must be followed in issuing permits. In addition, EPA has the final authority to prohibit specific discharges if the environmental impacts are unacceptable. The U.S. Army Corps of Engineers (Corps) issues Section 404 permits, which can be of two types. Individual Permits are issued following case-by-case reviews of proposed discharges. General Permits, which can be either nationwide or regional in scope, are authorized by the Corps for categories of activities that are similar in nature and that have only minimal individual and cumulative adverse environmental impacts. EPA, the National Marine Fisheries Service (NMFS), the Fish and Wildlife Service (Service), and State natural resource agencies review and comment on permit applications and offer recommendations on appropriate mitigation measures. Although comments from the Service and other natural resource agencies are advisory in nature (EPA's veto authority excepted), they can serve as the basis for modifying, conditioning, or denying a Section 404 permit. In 1986, in a survey conducted by the National Ecology Research Center, Service personnel indicated interest in additional information concerning both wetland trends and the impacts of activities authorized by the Corps under Section 404 (Roelle 1986). Although there is some information concerning wetland losses for certain geographic areas and for the Nation as a whole (Frayer et al. 1983; Tiner 1984), there appears to be little information on how these losses relate to the Section 404 permitting process. The primary objective of this study was to determine the feasibility of estimating wetland losses in relationship to Individual and General Permits issued under Section 404. A secondary objective was to assemble data on acceptance and implementation of specific mitigation recommendations offered by the Service and other natural resource agencies in connection with development activities on wetlands examined. At present, 26 categories of Nationwide permits have been authorized by the Corps. Nationwide permit 26 was of particular interest in this study because it specifically authorizes discharges into wetlands under certain circumstances (see Figure 1 and related text for a more complete discussion of circumstances under which Nationwide Permit 26 is applicable). All subsequent references to Nationwide or General permits pertain to Nationwide Permit 26.

A technique for computer simulation of air combat is described. Volume 1 decribes the computer program and its development in general terms. Two versions of the program exist. Both incorporate a logic for selecting and executing air combat maneuvers with performance models of specific fighter aircraft. In the batch processing version the flight paths of two aircraft engaged in interactive aerial combat and controlled by the same logic are computed. The realtime version permits human pilots to fly air-to-air combat against the adaptive maneuvering logic (AML) in Langley Differential Maneuvering Simulator (DMS). The Adam language is an extension of Ada that supports multiway activities, which are cooperative activities involving two or more processes. This support is provided by three new constructs: diva procedures, meet statements, and multiway accept statements. Diva procedures are recursive generic procedures having a particular restrictive syntax that facilitates translation for parallel computers. Meet statements and multiway accept statements provide two ways to express a multiway rendezvous, which is an n-way rendezvous generalizing Ada's 2-way rendezvous. While meet statements tend to have simpler rules than multiway accept statements, the latter approach is a more straightforward extension of Ada. The only nonnull statements permitted within meet statements and multiway accept statements are calls on instantiated diva procedures. A call on an instantiated diva procedure is also permitted outside a multiway rendezvous; thus sequential Adam programs using diva procedures can be written. Adam programs are translated into Ada programs appropriate for use on parallel computers.

The NNEP is a general computer program for calculating aircraft engine performance. NNEP has been used extensively to calculate the design and off-design (matched) performance of a broad range of turbine engines, ranging from subsonic turboprops to variable cycle engines for supersonic transports. Recently, however, there has been increased interest in applications for which NNEP is not capable of simulating, such as the use of alternate fuels including cryogenic fuels and the inclusion of chemical dissociation effects at high temperatures. To overcome these limitations, NNEP was extended by including a general chemical equilibrium method. This permits consideration of any propellant system and the calculation of performance with dissociation effects. The new extended program is referred to as NNEP89.

Performance measurements were made under controlled conditions and the results analyzed to permit evaluation of the relative merits (effectivity) of various TV systems. Supercomputer optimizations for a computational method of solving stochastic, multibody, dynamic programming problems are presented. The computational method is valid for a general class of optimal control problems that are nonlinear, multibody dynamical systems, perturbed by general Markov noise in continuous time, i.e., nonsmooth Gaussian as well as jump Poisson random white noise. Optimization techniques for vector multiprocessors or vectorizing supercomputers include advanced data structures, loop restructuring, loop collapsing, blocking, and compiler directives. These advanced computing techniques and superconducting hardware help alleviate Bellman's curse of dimensionality in dynamic programming computations, by permitting the solution of large multibody problems. Possible applications include lumped flight dynamics models for uncertain environments, such as large scale and background random aerospace fluctuations.

The U.S. Forest Service (USFS) Special Uses-Lands Program is in jeopardy. Although this program, authorized in Title 36, Part 251, of the U.S. Code of Federal Regulations (36 CFR Part 251), ranks among the top four revenue-generating programs for use of National Forest System (NFS) lands, along with the Timber, Minerals, and Special Uses-Recreation Programs, the Special Uses-Lands Program is in a state of neglect. Repeated cuts in funding (a decrease of 26% from fiscal years 2010 to 2014) are adversely affecting staffing and training, which in turn is affecting timely permit processing and ultimately the public’s ability to usemore » and benefit from NFS lands. In addition, highly experienced staff with valuable institutional knowledge of the program have begun to retire. The ability of the program to function under these dire circumstances can be attributed to the dedication of Special Uses staff to the program and their commitment to the public. The initial focus of this report was to identify opportunities for improving performance of permitting and review for large energy infrastructure-related projects. However, it became clear during this analysis that these projects are generally adequately staffed and managed. This is due in large part to the availability of cost-recovery dollars and the high-profile nature of these projects. However, it also became apparent that larger issues affecting the bulk of the work of the Special Uses-Lands Program need to be addressed immediately. This report is a preliminary examination of the state of the Special Uses-Lands Program and focuses on a few key items requiring immediate attention. Further investigation through case studies is recommended to dig deeper into the Special Uses-Lands Program business process to determine the most costeffective strategies for streamlining the overall process and the metrics by which performance can be evaluated, including for the permitting and tracking of energy infrastructure projects.« less

Presented is a description of a computer program which permits assessment of the operational support requirements of space transportation systems functioning in both a ground- and space-based environment. The scenario depicted provides for the delivery of payloads from Earth to a space station and beyond using upper stages based at the station. CNVUFAC, the General Dynamics heat-transfer radiation veiw factor program, has been adapted for use on the LLL CDC 7600 computer system. The input and output have been modified, and a node incrementing logic was included to make the code compatible with the TRUMP thermal analyzer and related codes. The program performs the multiple integration necessary to evaluate the geometric black-body radiaton node to node view factors. Card image output that contains node number and view factor information is generated for input into the related program GRAY. Program GRAY is then used to include the effects of gray-body emissivities and multiplemore » reflections, generating the effective gray-body view factors usable in TRUMP. CNVUFAC uses an elemental area summation scheme to evaluate the multiple integrals. The program permits shadowing and self-shadowing. The basic configuration shapes that can be considered are cylinders, cones, spheres, ellipsoids, flat plates, disks, toroids, and polynomials of revolution. An Evaluation of Permit L Local Anesthesia within Dental Hygiene Practice in Massachusetts.

The purpose of this descriptive study was to assess data pertinent to the Permit L local anesthesia license among practicing dental hygienists in Massachusetts, providing an overview of characteristics, practice behaviors, barriers for obtaining the permit and self-perceived competency. A convenience sample of dental hygienists (n=6,167) identified through a publically available data base were invited to participate in a web-based survey. The survey consisted of demographic and Permit L specific questions. Items regarding opinions were rated using a 5-point Likert scale while frequencies and percentiles were used to evaluate demographics and practice-based information. Spearman's Rank correlation was performed to determine association between variables. A 10% (n=615) response rate was attained with (n=245) non-Permit L holders and (n=370) Permit L holders. Respondents reported significant differences in demographics and opinions between non-Permit L holders and Permit L holders (p<0.01) and between those certified through continuing education or curriculum based programs (p<0.01). Significant relationships were found in demographics (p<0.01) and practice (p<0.05) items in relation to the length of time the Permit L has been held. Themes from the data and comments indicate multiple factors influencing obtaining or not obtaining the Permit L. The results of this study provide an overview of Permit L local anesthesia administration that is generally comparable to previous studies and offers new insights into why some Massachusetts dental hygienists choose not to pursue certification. This study highlights the potential to increase the prevalence of the Permit L, address barriers to pursuing the Permit L, and further evaluate self-perceived barriers. The U.S. EPA has utilized the Clean Water Act - National Pollutant Discharge Elimination System permitting program to protect waters of the U.S for over 40 years. NPDES permit effluent limitations serve as the primary mechanism for controlling discharges of pollutants to receiving waters. When developing effluent limitations for an NPDES permit, a permit writer must consider limits based on both the technology available to control the pollutants (i.e., technology-based effluent limits) and limits that are protective of the water quality standards of the receiving water (i.e., water quality-based effluent limits). WET testing is one of the water quality-based effluent limitation mechanisms available to permit writers that is useful in determining how the additive, synergistic and compounding effects of toxic effluents effect streams. OSHA`s {open_quotes}Permit Required Confined Space{close_quotes} rules, 1910.146, became effective April 15, 1993. Their rules define a {open_quotes}confined space{close_quotes} and {open_quotes}permit required confined space{close_quotes}; provide general requirements for those entering the confined space, for the attendant and entry supervisor; define what a confined space program and permit system should be; and describe training requirements and rescue considerations. Tapoco Inc., began preparing confined space procedures in 1992 using Alcoa Engineering Standards and OSHA`s proposed rules. A joint union management team was formed, and this team began evaluating spaces which meet the confined space definition. In 1993, employees were trained, and all entriesmore » into spaces were done according to Alcoa`s and OSHA`s proposed rules. Rescue teams have been trained at each site. Structural designers today face both opportunities and challenges in a vast array of available analysis and optimization programs. Some programs such as NASTRAN, are very general, permitting the designer to model any structure, to any degree of accuracy, but often at a higher computational cost. Additionally, such general procedures often do not allow easy implementation of all constraints of interest to the designer. Other programs, based on algebraic expressions used by designers one generation ago, have limited applicability for general structures with modem materials. However, when applicable, they provide easy understanding of design decisions trade-off. Finally, designers can also use specialized programs suitable for designing efficiently a subset of structural problems. For example, PASCO and PANDA2 are panel design codes, which calculate response and estimate failure much more efficiently than general-purpose codes, but are narrowly applicable in terms of geometry and loading. Therefore, the problem of optimizing structures based on simultaneous use of several models and computer programs is a subject of considerable interest. The problem of using several levels of models in optimization has been dubbed variable complexity modeling. Work under NASA grant NAG1-2110 has been concerned with the development of variable complexity modeling strategies with special emphasis on response surface techniques. In addition, several modeling issues for the design of shells of revolution were studied.

The LSS preliminary and conceptual design requires extensive iteractive analysis because of the effects of structural, thermal, and control intercoupling. A computer aided design program that will permit integrating and interfacing of required large space system (LSS) analyses is discussed. The primary objective of this program is the implementation of modeling techniques and analysis algorithms that permit interactive design and tradeoff studies of LSS concepts. Eight software modules were added to the program. The existing rigid body controls module was modified to include solar pressure effects. The new model generator modules and appendage synthesizer module are integrated (interfaced) to permit interactive definition and generation of LSS concepts. The mass properties module permits interactive specification of discrete masses and their locations. The other modules permit interactive analysis of orbital transfer requirements, antenna primary beam n, and attitude control requirements.
