Few charitable organizations have achieved the status of global recognition enjoyed by UNICEF, the United Nations Children's Fund, which embodies the international effort to provide for needy children the world over. Created because of its synchronicity with the United Nations' stated purpose—to maintain peace in the world—UNICEF launched its operations in 1946. Its founding, early operations and eventual restructuring reveal a great deal about concurrent political and economic events, but also provide keen insight into international ideas about who qualified for full citizenship in the post-war world. The consequences of UNICEF's policies, procedures and practices posed challenges to notions of citizenship for both women and children. It challenged citizenship not by questioning sex-specific gender roles, but by judiciously adhering to the United Nations' promise to create equality for men and women alike. UNICEF found itself in the unique position to be able to globalize definitions of what constituted full citizenship in any nation, due to its rapid expansion throughout the world. Through its programs, especially those related to health care, it not only challenged these roles in the West, but began over several decades to complicate the definition of citizenship as it became a forceful presence in Asia and Africa throughout the 1970s.

As the world becomes increasingly interconnected, exposure to global cultures affords individuals opportunities to develop global identities. In two studies, we examine the antecedents and outcomes of identifying with a superordinate identity--global citizen. Global citizenship is defined as awareness, caring, and embracing cultural diversity while promoting social justice and sustainability, coupled with a sense of responsibility to act. Prior theory and research suggest that being aware of one's connection with others in the world (global awareness) and embedded in settings that value global citizenship (normative environment) lead to greater identification with global citizens. Furthermore, theory and research suggest that when global citizen identity is salient, greater identification is related to adherence to the group's content (i.e., prosocial values and behaviors). Results of the present set of studies showed that global awareness (knowledge and interconnectedness with others) and one's normative environment (friends and family support global citizenship) predicted identification with global citizens, and global citizenship predicted prosocial values of intergroup empathy, valuing diversity, social justice, environmental sustainability, intergroup helping, and a felt responsibility to act for the betterment of the world. The relationship between antecedents (normative environment and global awareness) and outcomes (prosocial values) was mediated by identification with global citizens. We discuss the relationship between the present results and other research findings in psychology, the implications of global citizenship for other academic domains, and future avenues of research. Global citizenship highlights the unique effect of taking a global perspective on a multitude of topics relevant to the psychology of everyday actions, environments, and identity.

Austerity and the embodiment of neoliberalism as ill-health: Towards a theory of biological sub-citizenship.

This article charts the diverse pathways through which austerity and other policy shifts associated with neoliberalism have come to be embodied globally in ill-health. It combines a review of research on these processes of embodiment with the development of a theory of the resulting forms of biological sub-citizenship. This theory builds on other studies that have already sought to complement and complicate the concept of biological citizenship with attention to the globally uneven experience and embodiment of bioinequalities. Focused on the unevenly embodied sequelae of austerity, the proceeding theorization of biological sub-citizenship is developed in three stages of review and conceptualization: 1) Biological sub-citizenship through exclusion and conditionalization; 2) Biological sub-citizenship through extraction and exploitation; and 3) Biological sub-citizenship through financialized experimentation. In conclusion the paper argues that the analysis of biological sub-citizenship needs to remain open-ended and relational in order to contribute to socially-searching work on the social determinants of health. The need for theory evaluation in global citizenship programmes: The case of the GCSA programme.

Many education programmes lack a documented programme theory. This is a problem for programme planners and evaluators as the ability to measure programme success is grounded in the plausibility of the programme's underlying causal logic. Where the programme theory has not been documented, conducting a theory evaluation offers a foundational evaluation step as it gives an indication of whether the theory behind a programme is sound. This paper presents a case of a theory evaluation of a Global Citizenship programme at a top-ranking university in South Africa, subsequently called the GCSA Programme. This evaluation highlights the need for documented programme theory in global citizenship-type programmes for future programme development. An articulated programme theory produced for the GCSA Programme, analysed against the available social science literature, indicated it is comparable to other such programmes in terms of its overarching framework. What the research found is that most other global citizenship programmes do not have an articulated programme theory. These programmes also do not explicitly link their specific activities to their intended outcomes, making demonstrating impact impossible. In conclusion, we argue that taking a theory-based approach can strengthen and enable outcome evaluations in global citizenship programmes. Copyright © 2017. Published by Elsevier Ltd.

We examine the influence of a positive attitude towards technology, number of social media network memberships and grade-point average (GPA) on global citizenship identification antecedents and outcomes. Students (N = 3628) at a university in the Philippines completed a survey assessing the above constructs. The results showed that attitude towards technology, number of social network site memberships and GPA-predicted global citizenship identification, and subsequent prosocial outcomes (e.g. intergroup helping, responsibility to act for the betterment of the world), through the perception that valued others prescribe a global citizen identity (normative environment) and perceived knowledge of the world and felt interconnectedness with others (global awareness). The results highlight the associations between technology and academic performance with a global identity and associated values. © 2015 International Union of Psychological Science.

Ecopedagogy as an element of citizenship education: The dialectic of global/local spheres of citizenship and critical environmental pedagogies

Emerging from popular education movements in Latin America, ecopedagogy is a critical environmental pedagogy which focuses on understanding the connections between social conflict and environmentally harmful acts carried out by humans. These connections are often politically hidden in education. Ecopedagogy, while being pluralistic, is in its essence defined as a critical, transformative environmental pedagogy centred on increasing social and environmental justice. Its ultimate aim is to find a sustainable balance between the conflicting goals of diverse notions of human progress and environmental wellbeing. This article is based on two comparative research projects. The first was a qualitative study on ecopedagogical models involving 31 expert ecopedagogues in Argentina, Brazil and the Appalachian region of the United States. They were asked for their perspectives on how successful ecopedagogy can be defined within the contexts in which they taught and conducted research. The second study analysed how 18 international expert scholars of citizenship and/or environmental pedagogy from six world continents regarded the ways in which citizenship intersects with environmental issues and the pedagogies of both in an increasingly globalised world, with specific focus on Global Citizenship Education. Results from the first study indicate the following two needs for effective environmental pedagogies: (1) for there to be an ecopedagogical paradigm shift in environmental teaching and research; and (2) for ecopedagogy to be an essential element of citizenship education (and vice versa). This article examines how conflicting processes of globalisation both help and hinder in achieving such a paradigm shift by decentring traditional nation-state citizenship. Results from the second study indicate how critical teaching within and between different spheres of citizenship (e.g. local, national, global, and planetary citizenship) is essential for ecopedagogy (and the ecopedagogical element).

This paper examines the relationship between 'world citizenship' and the new psychiatric research paradigm established by the World Health Organization in the early post-World War II period. Endorsing the humanitarian ideological concept of 'world citizenship', health professionals called for global rehabilitation initiatives to address the devastation after the war. The charm of world citizenship had not only provided theoretical grounds of international collaborative research into the psychopathology of psychiatric diseases, but also gave birth to the international psychiatric epidemiologic studies conducted by the World Health Organization. Over the last two decades sexuality has emerged as a key theme in debates about citizenship, leading to the development of the concept of sexual citizenship. This article reviews this literature and identifies four main areas of critical framing: work that contests the significance of sexuality to citizenship; critiques that focus on the possibilities and limitations of mobilising the language of citizenship in sexual politics; analyses of sexual citizenship in relation to nationalisms and border making; and literature that critically examines western constructions of sexuality and sexual politics underpinning understandings of sexual citizenship. In order to progress the field theoretically, the article seeks to extend critiques of sexual citizenship focusing on two key aspects of its construction: the sexual citizen-subject and spaces of sexual citizenship. It argues for a critical rethink that encompasses a de-centring of a ‘western-centric’ focus in order to advance understandings of how sexual citizenship operates both in the Global North and South. Abstract This article analyses the relationship between gender, sexuality and citizenship embedded in models of citizenship in the Global South, specifically in South Asia, and the meanings associated with having – or not having – citizenship. It does this through an examination of women's access to citizenship in Nepal in the context of the construction of the emergent nation state in the ‘new’ Nepal ‘post‐conflict’. Our analysis explores gendered and sexualized constructions of citizenship in this context through a specific focus on women who have experienced trafficking, and are beginning to organize around rights to sustainable livelihoods and actively lobby for changes in citizenship rules which discriminate against women. Building from this, in the final section we consider important implications of this analysis of post‐trafficking experiences for debates about gender, sexuality and citizenship more broadly. Cyprus is a Mediterranean island divided into two political sections. For political agreement to be possible between the North (Turkish) and South (Greek), Cyprus should give full consideration to citizenship education at schools with the aim of transmitting shared values and helping students become EU citizens. In this research, two citizenship textbooks which were designed and used for eighth grade level were examined using content analysis. One was a Greek book used in South Cyprus and the other one was a Turkish book used in North Cyprus. Both textbooks were prepared and published in the respective mainland states (Greece and Turkey) and reflected the culture of these countries. Although Turkey is a candidate state for the European Union, the Turkish book focuses on empowering local citizen identity in the nation state and does not discuss broader issues related to global citizenship. By contrast, the Greek textbook covers both national and global issues concerning citizenship. Silman and Çağlar suggest that North and South Cyprus should design their own citizenship books to promote the concepts of interdependence, multiculturalism, democracy, human rights and respect for cultural diversity. The researchers believe that this could facilitate a possible political agreement between the two sides.

Objectives The Global Model of Public Mental Health is "global" not only in the sense of having an international perspective, but in regarding service users as actors at all levels of public mental health exerting collective and organized influence on the social determinants of health, in addition to being recipients of care. Having access to appropriate health and mental health care when needed is a fundamental human right. Having a say over the manner in which care is provided, including partnership in decision making in care planning and ongoing care, has gained increasing support among recipients and providers of care. Over the past few decades in the Canadian province of Quebec, patient participation and partnership in decision-making has been promoted through successive Mental Health Action Plans (MHAP) and other policies. In these documents, participation and partnership are associated with the exercise of citizenship and the promotion of service users' rights, including the rights to participate in one's own care. In this article, using the case example of a citizenship-oriented intervention, namely the Projet citoyen, we discuss the results to a new measure of citizenship, which was developed from a service users' perspective.Methods Employing a mixed methods approach, two types of data were collected from users of mental health care. Quantitative data were generated from administration of a 23-item measure of citizenship with service users in the province of Quebec (N=802), and qualitative data were collected from four focus groups with another sample of 18 service users. They were presented with results from the administration of the measure, and asked to comment on them in regard to their own experience of citizenship.Results Among the five dimensions of the measure of citizenship, participants scored lowest on the 'involvement in the community' dimension, and higher on the other dimensions of 'basic needs,' 'respect by others,' 'self-determination,' and 'access to services.' In focus groups, participants said that there is still prejudice in society and discrimination towards people with mental illnesses that limit their right to participate in public debate and mental health programming. Public health interventions at this level may help to change attitudes and social representations, as they are inclusive of persons with lived experience of mental illness. Public discussion of citizenship issues in relation to mental health also represent an opportunity for participants to confront existing problems, as a first step toward collective action.Conclusion People's lived experience of regaining a sense of citizenship and of belonging to their local neighborhoods and communities, including the scientific micro-community, can help to foster an evolution of public health from disease management to health promotion and community inclusion. More research is needed to compare the sense of citizenship to the rest of the population and to see if specific interventions can have an enduring impact (e.g.: pre/post design).

Canada's history of nation building, combined with its status as a so-called middle power in international affairs, has been translated into an approach to global health that is focused on equity and global citizenship. Canada has often aspired to be a socially progressive force abroad, using alliance building and collective action to exert influence beyond that expected from a country with moderate financial and military resources. Conversely, when Canada has primarily used economic self-interest to define its global role, the country's perceived leadership in global health has diminished. Current Prime Minister Justin Trudeau's Liberal federal government has signalled a return to progressive values, driven by appreciation for diversity, equality, and Canada's responsibility to be a good global citizen. However, poor coordination of efforts, limited funding, and the unaddressed legacy of Canada's colonisation of Indigenous peoples weaken the potential for Canadians to make meaningful contributions to improvement of global health equity. Amid increased nationalism and uncertainty towards multilateral commitments by some major powers in the world, the Canadian federal government has a clear opportunity to convert its commitments to equity and global citizenship into stronger leadership on the global stage. Such leadership will require the translation of aspirational messages about health equity and inclusion into concrete action at home and internationally. Copyright © 2018 Elsevier Ltd. "We have always lived here": indigenous movements, citizenship and poverty in Argentina.

This article explores the nexus between indigenous mobilisation, citizenship, and poverty in Argentina. A subnational comparison of land struggles among the Diaguita Calchaqu in Tucumn and the Mbya Guaran in Misiones shows that changing global and national opportunity structures, most prominently a new multicultural citizenship regime, set the stage for indigenous mobilisation. In turn, local transformations of capitalist development motivate indigenous mobilising efforts, whereas leadership patterns and state-movement relations shape the capacity to mobilise. Diaguita and Mbya mobilisation reveals that indigenous movements play a central role in the activation of formal citizenship rights and the contestation of dominant notions of poverty. At the same time, the current design of multicultural citizenship and the adverse socioeconomic incorporation of indigenous communities also counteract indigenous mobilising efforts in Argentina.

Three different school-based sex education and citizenship programs in public schools in Rio de Janeiro, Belo Horizonte, and Salvador, Brazil, were evaluated in a cross-sectional study comparing knowledge, attitudes, and practices in sexuality, citizenship, and gender issues among adolescents participating in the programs' activities as compared to adolescents enrolled in schools without such programs (controls). Results showed that Salvador's program achieved good results, with significant changes in knowledge on sexuality and reproductive physiology, attitudes regarding citizenship, and current use of modern contraceptives; Rio de Janeiro's program succeeded in improving students' knowledge of reproductive physiology and attitudes towards sexuality; Belo Horizonte's participants showed greater knowledge of reproductive physiology and STI/HIV prevention but had less positive attitudes towards gender issues, while reporting greater sexual activity. The main difference between Salvador's program and the others was the focus on creative and cultural activities; Belo Horizonte's main difference was its lack of interaction with health services and professionals. However, after the evaluation Belo Horizonte reframed its educational strategies and launched a scaling-up process in a joint effort with the health and school systems.

Engaging therapeutic citizenship and clientship: Untangling the reasons for therapeutic pacifism among people living with HIV in urban Zambia.

This article explores the reasons for therapeutic pacifism among people living with HIV (PLHIVs) in urban Zambia. It contributes to a growing ethnography on global health, biosociality, and patient-provider dynamics. Therapeutic citizenship is a biopolitical citizenship that includes claims and ethical projects that emerge from techniques to control and manage bodies. In some contexts, therapeutic citizenship has included activism and claims-making against local, national, and international power brokers. This article investigates therapeutic citizenship in the specific context of impoverished urban Zambian compounds, sites of food insecurity, unemployment, and political exclusion, as well as targets for donor, NGO, and faith-based organisation projects and PLHIV support group proliferation. The article utilises data from participant observations at two Lusaka AIDS clinics, interviews, and focused discussions with support groups of PLHIVs. It argues that PLHIVs continuously negotiate subjectivities related to kinship, clientship, religious belief, and political citizenship in processes that complicate therapeutic citizenship. Rather than fostering participation in PLHIV support groups or challenging 'politics as usual' through activist claims-making to institutions of biopower, these processes lead to therapeutic pacifism.

Over the past decade, India has attracted would-be parents from around the globe, many seeking to build their families through gestational surrogacy. Through extensive ethnographic fieldwork in India, I found that issues of nationality and citizenship for babies born via gestational surrogacy were among the most pressing concerns for commissioning parents. In this article, I consider the ways in which states and institutions define parents and make citizens, as well as how families created through surrogacy in India challenge these processes in new ways. By closely interrogating the ways that families, states, and global and local institutions define parenthood and citizenship within the context of transnational surrogacy, I show that while transnational surrogacy may challenge conventional understandings of kinship and family, it simultaneously renaturalizes state definitions of citizenship and motherhood.

The high turnover of nurses has become a global problem. Several studies have proposed that nurses' perceptions of the ethical climate of their organization are related to higher job satisfaction and organizational commitment and thus lead to higher organizational citizenship behaviors. This study uses hierarchical regression to understand which types of ethical climate, facets of job satisfaction, and the three components of organizational commitment influence different dimensions of organizational citizenship behaviors. Questionnaires were distributed to 450 nurses, and 352 usable questionnaires were returned. The findings of the article suggest that hospitals can increase organizational citizenship behaviors by influencing an organization's ethical climate, job satisfaction, and organizational commitment. Hospital administrators can foster within organizations, the climate types of caring, law and code and rules climate, satisfaction with coworkers, and affective commitment and normative commitment that increase organizational citizenship behavior, while preventing organizations from developing the type of instrumental climate and continuance commitment that decreases it.

This article analyses the advance of the neo-liberal regime, in order to contextualise the international formulation of policies focussed on poverty reduction. In recent debates, terms such as 'citizenship' and 'democracy' have been subject to critical scrutiny, revealing changes in the relations between citizens and the State which accompany the hegemony of economic criteria that put financial considerations at the centre of national states. We argue that analyses of such global processes require an ample political economy perspective, capable of illuminating how the substance of democracy and the legitimacy of state authority have been conditioned by the advance of new global entities that represent the interests of capital, favouring the concentration of wealth and the increase of poverty, inequality and exclusion, and installing a state of vital insecurity that affects the majority of the world's population.

This interpretive research analyses the discourse of nurses who migrated to Canada and experienced racism. They also experienced reprisals when they formally complained about racism in a context of denial of the problem of racism by colleagues and employers. The present work focuses on two issues arising from the data: the problem of how to make racism visible among those who have a vested interest in denying its existence and the emotional cool of those filing grievances or complaints in contrast with the hot reaction of those being challenged when racism is named. We introduce two theoretical perspectives to address these phenomena called democratic racism and cosmopolitan citizenship, respectively. The former, as defined by Henry et al. (The Colour of Democracy: Racism in Canadian Society. Harcourt Brace, Canada, Toronto, 1996), describes the coexistence of both democratic values and practices that discount people of colour advertently or inadvertently. We outline the notion of cosmopolitan citizenship that is argued by Turner (Politics of the Global City. Routledge, London, 2000) to be an orientation resulting from global microcosms in cities teeming with diversity. The characteristic orientations of cool and stewardship are useful for describing some of the discourse expressed by each participant in our study all of whom challenged racism practices, not on nationalistic grounds, but rather out of concern for universal human rights. Their characteristics qualify them for cosmopolitan citizenship under Turner's perspective. We suggest that anti-racist activists have been cosmopolitan citizens for decades and argue that while cosmopolitan citizenship may have taken root in neo-liberal movements, it appears to have tactical attributes in the struggle with democratic racism. In conclusion, we advocate for a cosmopolitan citizenship ethic to facilitate a rational move toward racial integration in the profession through the sharing of power and privilege. One goal in confronting racism is the accountability for whiteness: immunity from responsibility or apology.

We examined the effects on visits to Oregon’s Medicaid family planning services eighteen months after the citizenship requirement was implemented. We analyzed 425,381 records of visits that occurred between May 2005 and April 2008 and found that, compared to the eighteen-month period before the mandate went into effect, visits declined by 33 percent. We conclude that Medicaid citizenship documentation requirements have been burdensome for Oregon Family Planning Expansion Project patients and costly for health care providers, reducing access to family planning and preventive measures and increasing the strain on the safety net. Open markets alone do not guarantee equitable and sustainable development. Income disparities are growing both within and between countries to the extent that the marginalization of the poor has become a key challenge of globalization. To meet this challenge, the global community must address the governance gap between global finance/economics and local or national politics in world affairs. This article discusses how globalization is shaping Statoil's approach to corporate citizenship. The Norwegian firm, with 17,000 workers in some 25 countries, is one of the major net sellers of crude oil and supplies Europe with natural gas. Statoil maintains that corporations can contribute to global governance by conducting business in a manner that is ethical, economically viable, environmentally sound, and socially responsible. This contribution can be achieved through development partnerships with national governments, multilateral institutions, and nongovernmental organizations. Norway's Statoil ASA is one of the world's largest net sellers of crude oil and a major supplier of natural gas to Europe. It is the leading Scandinavian retailer of petroleum and other oil products. Statoil employs approximately 17,000 workers and operates in 25 countries.

This study was conducted to identify the factors that influence nurses' organizational citizenship behavior. A cross-sectional design was used, with a convenience sample of 547 nurses from four university hospitals in Seoul and Gyeonggi province. The data were collected through a questionnaire survey done from September 22 to October 10, 2008. The tools used for this study were scales on organizational citizenship behavior (14 items), self-leadership (14 items), empowerment (10 items), organizational commitment (7 items), job satisfaction (8 items) and transformational.transactional leadership (14 items). Cronbach's alpha and factor analysis were examined to test reliability and construct validity of the scale. The data collected were processed using SPSS Window 15.0 Program for actual numbers and percentages, differences in the dependent variable according to general characteristics, and means, standard deviations, correlation coefficients and multiple regression analysis. The factors influencing nurses' organizational citizenship behavior were identified as self-leadership(beta=.247), empowerment (beta=.233), job satisfaction (beta=.209), organizational commitment (beta=.158), and transactional leadership (beta=.142). Five factors explained 42.0% of nurses' organizational citizenship behavior. The results of this study can be used to develop further management strategies for enhancement of nurses' organizational citizenship behavior.

Predicting Positive Citizenship from Adolescence to Young Adulthood: The Effects of a Civic Context

Researchers have theorized that programs to promote positive citizenship should begin with an opportunity for adolescents to participate in civic activities, such as community service or political volunteering. In this article we extend the theory by arguing that a more systemic approach is needed, in which a civic context is developed to promote citizenship. We hypothesize that living within a consistent civic context leads to civic engagement in late adolescence and into young adulthood. We use a diverse, longitudinal dataset to test this hypothesis. We find that social interactions with peers, parent modeling of civic behaviors, and cultural factors, such as ethnicity-specific practices, cumulatively result in a higher level of civic activities among youth and that a continued context that includes these factors results in a higher level of civic activities into adulthood. The implications of our findings are discussed with regard to program and policy development. PMID:22837638

This Basic Income for Citizenship will be phased in by stages at the discretion of the Executive Branch, starting with the neediest segments of the population. Everyone will be endowed with the unconditional right to receive an income that will be sufficient - as far as possible - to cover vital requirements. This is not a matter of charity or welfare, but rather an across-the-board right to share in the wealth of the nation. The rationality of this tool for ensuring real freedom and dignity for all is also examined here.

Universe Awareness (UNAWE) is an international program that aims to reach 4- to 10-year old children from disadvantaged backgrounds and uses astronomy to teach them about science and technology and provide them with a sense of global citizenship and tolerance. The science of astronomy is especially suited for this goal, since the beauty of our Universe grasps the attention of children, and the Universe plays a significant role in the history of global cultures. UNAWE was funded by the European Union in 2011 to start an EU-UNAWE project of a duration of three years. EU-UNAWE has various national websites and is now an international platform for astronomers, teachers and educators to share resources and ideas. EU-UNAWE develops educational materials and organizes teacher training workshops, which are highly appreciated and used by primary school teachers around the world. The UNAWE network continues to broaden, reaching more and more children with astronomy each year.

News in the information age is currently supported by advanced equipment in the field of information and communication. Digital skills are required to use social media responsibly and ethically. According to citizenship perspective, this is a category of citizen skills. This research is done to four departments of education. It is named Bachelor Program of Pancasila and Citizenship Education and Bachelor Program Education of Geography. The rest are non education department. It is named Bachelor Program Public Administration and Diploma Program of Public administration. Fifty (50) students was taken from each department. There are 200 students totally were obtained. Data collection techniques used questionnaire and interviews. Data analysis technique was used in research is descriptive statistics. The results of this study indicate that freshman FISH 2017 has a negative perception of hoax in social media. The average number earned is 84% of FISH new students in 2017 have media awareness, media literacy skills, and high social responsibilities. Thus the improvement of student character in the form of social responsibility as a student needs to be done continuously as an effort to realize smart and good citizenship citizens.

Objectives The aim of this paper is to revisit the Global Model of Public Mental Health (GMPMH) in light of the 4th Civic Forum. Recovery mentors of the University of Recovery chaired this public event, which was held in East-end Montreal, Canada, in 2016. The University of Recovery is a concept of co-learning among its members.Methods Being able to refer to international conventions and human rights standards is a key component of a genuine global approach that is supportive of individuals and communities in their quest for recovery and full citizenship. The GMPMH was inspired by the ecological approach in public health and health promotion programs, while adding to that approach the recovery mentors, as agents of mental health policies and legislation transformation. The GMPMH integrates recovery- and citizenship-oriented practices through the Ottawa Charter for Health Promotion of the World Health Organization. Indeed, here the GMPMH is said to be global in that the supranational and individual levels reinforce each other, taking turns with a) a set of legal rules and international conventions on human rights, including those of disabled persons, and b) the active involvement and agency of recovery mentors who can evoke these rules and conventions as part of a plea for the recognition of their personal and collective capacity for change; they acted as tracers of recovery trajectories during the Civic Forum. The GMPMH was first published in 2009, and revisited in 2013. While this latter revision was based on the 3rd Civic Forum, in this paper we use the same approach to revisit the GMPMH as underpinned by the findings and recommendations of the 4th Civic Forum, which discussed questions related to work and employment.Results Updating the GMPMH in light of the Civic Forum underlines the need for a more inclusive type of governance regarding policy and systems transformation. Local communities and persons in recovery can reach each other to promote change and capacity building, for instance through quality assessment, and evaluation of human rights' level of respect in healthcare facilities and more broadly. People with mental health challenges ought to be "included in the community" - as this is a right, not a reward (UN Convention on the Rights of Persons with Disabilities, art. 19). This is achievable if the community is informed and welcoming, for instance in getting involved with a Civic Forum and its organizing committee. The degree to which a transformational agenda is participatory is revealed as a predictor of the degree to which the broader community can be reflexive about its own inclusiveness for a genuinely global approach of public mental health, and with a cascading emulation effect.Conclusion Transition from social marginalization to full citizenship represents a daunting challenge in public mental healthcare. Creating access to the valued roles which individuals will be able to occupy in community and workplace settings requires capacity building and inter-sectorial synchronicity, as suggested by recovery mentors who can act as tracers to reveal obstacles and gateways in the recovery journey. Public intervention and debate are required to promote and monitor the bond of citizenship that connects people to their communities, and the quality of this bond needs to be included in the scope of public mental health for continuity and equity of access.

This essay reexamines the history of public housing and the controversy it generated from the Great Depression to the Cold War. By recasting that history in the global arena, it demonstrates that the debate over public housing versus homeownership was also a debate over the meaning of American citizenship and democracy, pointing up starkly divergent notions about what was and was not American. Through an examination of national conflicts and neglected local struggles, this article further shows that the fight over public housing was far more meaningful and volatile than traditionally assumed. Both critics and advocates of public housing drew from international experiences and imagery in positioning the home as a constitutive feature of citizenship in American democracy. Fears of Bolshevism, fascism, and communism served to internationalize issues of race, space, and housing and together shaped the decision of whether a decent home was an American right or privilege.

Universe Awareness (UNAWE) is an educational programme coordinated by Leiden University that uses the beauty and grandeur of the Universe to encourage young children, particularly those from an underprivileged background, to have an interest in science and technology and foster their sense of global citizenship from the earliest age.UNAWE's twofold vision uses our Universe to inspire and motivate very young children: the excitement of the Universe provides an exciting introduction to science and technology, while the vastness and beauty of the Universe helps broaden the mind and stimulate a sense of global citizenship and tolerance. UNAWE's goals are accomplished through four main activities: the coordination of a global network of more than 1000 astronomers, teachers and educators from more than 60 countries, development of educational resources, teacher training activities and evaluation of educational activities.Between 2011 and 2013, EU-UNAWE, the European branch of UNAWE, was funded by the European Commission to implement a project in 5 EU countries and South Africa. This project has been concluded successfully. This article describes the development and validation of the Core Competencies Scale (CCS) using Bok's (2006) competency framework for undergraduate education. The framework included: communication, critical thinking, character development, citizenship, diversity, global understanding, widening of interest, and career and vocational development. The sample comprised 70 college and university students. Results of analysis using Rasch rating scale modelling showed that there was strong empirical evidence on the validity of the measures in contents, structure, interpretation, generalizability, and response options of the CCS scale. The implication of having developed Rasch-based valid and dependable measures in this study for gauging the value added of college and university education to their students is that the feedback generated from CCS will enable evidence-based decision and policy making to be implemented and strategized. Further, program effectiveness can be measured and thus accountability on the achievement of the program objectives.

Rethinking musicality in dementia as embodied and relational.

With the biomedicalisation and the pharmaceuticalisation of dementia, music programs, as with other arts- and leisure-based programs, have primarily been implemented as non-pharmacological means to generate social and behavioural changes. We argue that understanding and fully supporting the musicality of persons living with dementia requires engagement with citizenship discourse. Specifically we draw on a model of relational citizenship that recognizes that corporeality is a fundamental source of self-expression, interdependence, and reciprocal engagement. We articulate this argument with reference to the musicality of two residents living with dementia in long-term residential care; one example is drawn from an ethnographic study of selfhood in dementia and the other is from a study of elder-clowning. Relational citizenship brings a new and critical dimension to the discourse on music, ageing, and the body in contemporary society. It further highlights the ethical imperative to fully support musicality through institutional policies, structures and practices. Copyright © 2018 Elsevier Inc. All rights reserved.

In this article, I examine the crucial role of the biomedical industry, epidemiological and biomedical research, and the media in forming attitudes to and the understanding of chronic kidney disease of unknown etiology (CKDu) in Sri Lanka. Local conceptions of CKDu have been shaped by the circulation in the media of epidemiological research findings pertaining to the disease, biomedical interventions in the management of the disease in hospitals and clinics, community programs involving mass blood surveys and the testing of well water, and local food and health education programs carried out through village health committees. The importance of stigma in shaping the experiences of people living with dementia and challenging their social citizenship emerges repeatedly as a powerful and negative force. In a recent participatory action research (PAR) study focused on understanding what people with dementia need to know to live well, this link between stigma, discrimination and social citizenship emerged once again. A group of people living with dementia (n=8) met monthly for 16months to discuss their experiences and advise on the curriculum of a proposed self-management program. From the first introduction, stigma was identified as a defining feature of the experience of living well with dementia. This paper analyses this group's talk around stigma and discrimination, drawing attention to the critical role that diagnostic disclosure has in both positioning people with dementia in a stigmatizing way and, also, acting as a strategy of resistance that facilitates full social citizenship. As envisioned by T.H. Marshall, social citizenship was a corrective to the injustices caused by the capitalist market. Entitlements and protections guaranteed by the welfare state would prevent social and economic exclusions that civil and political rights, on their own, simply could not. Such protections consequently would ensure social cohesion and solidarity, as well as a productive economy and market. European welfare states successfully followed this formula for the most part of the post-World War II period, however the last couple of decades witnessed significant changes. For one, the very meaning of 'work' and 'worker' on which the welfare state is based has changed - flexibility, risk, and precariousness have become defining elements of working life. The welfare state itself has gone through a transformation as well, increasingly moving away from a system of 'passive benefits' to 'social investment' in human capital. These developments are coupled with an emphasis on education in 'active citizenship', which envisions participatory individuals who are adaptable in an increasingly globalized society, and ready to contribute at local, national and transnational levels. The emergent European social project draws on a re-alignment between these strands: work, social investment, and active participation. In this article, I consider the implications of this project for immigrant populations in Europe in particular and for the conceptions of citizenship and human rights in general. In contrast to the recent commentary on the neoliberal turn and the return of nation-state centered citizenship projects in Europe, I emphasize the broader trends in the post-World War II period that indicate a significant shift in the very foundations of good citizenship and social justice. The new social project transpires a citizenship model that privileges individuality and its transformative capacity as a collective good. Thus, while expanding the boundaries and forms of participation in society, this project at the same time burdens the individual, rather than the state, with the obligation of ensuring social cohesion and solidarity, disadvantaging not only non-European migrants but also the 'lesser' Europeans. The new social project brings into focus the relationship between universalistic individual rights and their effective exercise. I conclude that rather than treating human rights and citizenship as a dichotomy we should pay attention to their entangled practice in order to understand the contingent accomplishments and possible expansions of citizenship in Europe. © London School of Economics and Political Science 2012.

The study was conducted to estimate the long-term costs for implementing citizenship documentation requirements in a Medicaid expansion program for family planning services in Oregon. A decision-analytic model was developed using two perspectives: the state and society. Our primary outcome was future reproductive health care costs due to pregnancy in the next 5 years. A Markov structure was utilized to capture multiple future pregnancies. Model inputs were retrieved from the existing literature and local hospital and Medicaid data related to reimbursements. One-way and multi-way sensitivity analyses were conducted. A Monte Carlo simulation was performed to simultaneously incorporate uncertainty from all of the model inputs. Screening for citizenship results in a loss of $3119 over 5 years ($39,382 vs. $42,501) for the state and $4209 for society ($63,391 compared to $59,182) for adult women. Among adolescents, requiring proof of identity and citizenship results in a loss of $3123 for the state ($39,378 versus $42,501) and $4214 for society ($63,391 instead of $59,177). Screening for citizenship status in publicly funded family planning clinics leads to financial losses for the state and society. Copyright © 2011 Elsevier Inc. All rights reserved.

In earlier publications based on the research discussed in this article (e.g. Szerszynski and Urry 2002), we argued that an emergent culture of cosmopolitanism, refracted into different forms amongst different social groups, was being nurtured by a widespread 'banal globalism'--a proliferation of global symbols and narratives made available through the media and popular culture. In the current article we draw on this and other empirical research to explore the relationship between visuality, mobility and cosmopolitanism. First we describe the multiple forms of mobility that expand people's awareness of the wider world and their capacity to compare different places. We then chart the changing role that visuality has played in citizenship throughout history, noting that citizenship also involves a transformation of vision, an absenting from particular contexts and interests. We explore one particular version of that transformation--seeing the world from afar, especially in the form of images of the earth seen from space--noting how such images conventionally connote both power and alienation. We then draw on another research project, on place and vision, to argue that the shift to a cosmopolitan relationship with place means that humans increasingly inhabit their world only at a distance.

Promoting inclusive education, civic scientific literacy, and global citizenship with videogames

In this response to Yupanqui Munoz and Charbel El-Hani's paper, "The student with a thousand faces: From the ethics in videogames to becoming a citizen", we examine their critique of videogames in science education. Munoz and El-Hani present a critical analysis of videogames such as Grand Theft Auto, Street Fight, Command and Conquer: Generals, Halo, and Fallout 3 using Neil Postman's (1993) conceptualization of technopoly along with Bill Green and Chris Bigum's (1993) notion of the cyborg curriculum. Our contention is that these games are not representative of current educational videogames about science, which hold the potential to enhance civic scientific literacy across a diverse range of students while promoting cross-cultural understandings of complex scientific concepts and phenomenon. We examine games that have undergone empirical investigation in general education science classrooms, such as River City, Quest Atlantis, Whyville, Resilient Planet, and You Make Me Sick!, and discuss the ways these videogames can engage students and teachers in a constructivist dialogue that enhances science education. Our critique extends Munoz and El-Hani's discussion through an examination of the ways videogames can enhance science education by promoting inclusive education, civic scientific literacy, and global citizenship.

The British Citizenship Test was introduced in 2005 as one of a raft of new procedures aimed at addressing the perceived problems of integration and social cohesion in migrant communities. In this study, we argue that this new citizenship procedure signals a shift in British political discourse about citizenship - particularly, the institutionalization of a common British citizen identity that is intended to draw citizens together in a new form of political/national community. In line with this, we examine the British Citizenship Test from a social psychological perspective to interrogate the ways in which the test constitutes identity, constitutes citizenship, and constitutes citizenship-as-identity. Analysis of the test and its associated documents highlights three ways in which Britishness-as-identity is constituted, that is, as a collective identity, as a superordinate and national identity, and finally as both a destination and a journey. These findings are discussed in terms of their implications for models of citizenship and models of identity. © 2013 The British Psychological Society.

Modernization, globalization and the welfare state: a comparative analysis of old and new convergence of social insurance since 1930.

Convergence of policies and institutions across countries has been a recurrent theme within social sciences. 'Old' and 'new' convergence hypotheses have been associated with changing concepts and catchwords, such as modernization, logic of industrialism, post-industrialism, post-Fordism and globalization, but share some underlying theoretical perspectives. The purpose of this paper is to analyse tendencies towards convergence of social insurance systems in 18 OECD countries between 1930 and 1990, a period which has seen our sample of countries develop from predominantly agricultural societies to industrial or post-industrial market democracies. Data from the Social Citizenship Indicator Program (SCIP) are used to examine the development of institutional variables within the various national social insurance systems. Sub-samples of larger and smaller countries are examined separately, in order to test the open-economy hypothesis that smaller countries, being more exposed to international pressures than larger ones, could be expected to show higher degrees of social protection and also more convergence. Hypotheses on differentiated institutional barriers against pressures from the processes of transnationalization of the economy, as well as possible convergence effects of the supra-national policy making within the European Union, are discussed in the last section.

This study explores how citizenship education in South Africa is guided by liberal and communitarian concepts of citizenship. Its contention is that citizenship education, as it has evolved through policy discourses on "Values, Education and Democracy", is heavily influenced by liberal and communitarian concepts of citizenship. Nonetheless, the liberal-communitarian concept of citizenship education is not sufficient on its own to bring about educational transformation in institutions. Instead, citizenship education initiatives in South Africa need to promote a sense of compassion, motivating learners to take seriously the suffering of others. It is argued that such compassion represents a precondition of genuine educational transformation.

Research about citizenship and disability: a scoping review.

To identify the characteristics of peer-reviewed literature on citizenship and disability published in English from 1985 to 2015. A scoping review was conducted using the Arksey and O'Malley framework. Several databases were searched for peer-reviewed journal articles including the terms citizenship and disability, impairment or handicap in their abstract or title; published between 1985 and 2015; in English. A total of 295 articles were included. Key findings are (1) the number of articles about disability and citizenship increased dramatically over the past three decades, (2) the meaning of citizenship is often left undiscussed, (3) citizenship is more often discussed in terms of access to social rights and less so in regards to contributions to society and participation in family life, technology and culture, (4) disabled people tend to be represented as a homogeneous category, (5) most studies are qualitative and non-participatory. To broaden knowledge about the situation, membership and participation of persons with disabilities in society, further research should develop the conceptual use of citizenship in relation to disability, explore different research designs, investigate various citizenship sectors and take into account the complexity of personal and social situations of persons with disabilities. Implications for Rehabilitation The notion of citizenship is closely related to the goals of rehabilitation as it touches upon issues of membership and participation in society; Understanding the multiple dimensions of citizenship will help practitioners to design and improve rehabilitation treatments and connect these not only to social citizenship rights but also to the various social roles and contributions of persons with disabilities; A better understanding of the complex relationship between citizenship and disability on the part of practitioners is crucial since strategies and policy documents about persons with disabilities often mention citizenship.
