This rule will better prevent and protect survivors of family violence, domestic violence, and dating violence, by clarifying that all survivors must have access to services and programs funded under the Family Violence Prevention and Services Act. More specifically, the rule enhances accessibility and non-discrimination provisions, clarifies confidentiality rules, promotes coordination among community-based organizations, State Domestic Violence Coalitions, States, and Tribes, as well as incorporates new discretionary grant programs. Furthermore, the rule updates existing regulations to reflect statutory changes made to the Family Violence Prevention and Services Act, and updates procedures for soliciting and awarding grants. The rule also increases clarity and reduces potential confusion over statutory and regulatory standards. The rule codifies standards already used by the program in the Funding Opportunity Announcements and awards, in technical assistance, in reporting requirements, and in sub-regulatory guidance.

HUD corrected the NSP2 NOFA by Notices posted on the HUD Web site on June 11, 2009 and November 9, 2009, and announced by Federal Register publications published on June 17, 2009 (74 FR 28715) and November 16, 2009 (74 FR 58973), respectively. Today's Federal Register publication announces that HUD has posted a notice making further corrections to the NSP2 NOFA. Specifically, the Notice corrects the NSP2 NOFA to permit HUD to specify the deadline date for submission of consortium funding agreements in the transmittal letter for the NSP2 grant agreement, which allows the submission deadline to occur after obligation of grant funds. This notice only affects applications for funding that have already been submitted to HUD by consortium applicants. HUD notes that the deadline for applications was July 17, 2009, and, as a result, will not accept new applications for funding. The notice correcting the NSP2 NOFA is available on the HUD Web site at http://www.hud.gov/recovery.

In the initial awarding of the grant, we had difficulty phasing our proposed support of graduate students, postdoctoral fellows and young US scientists with the meeting schedule and the grant cycle. Initially, the grant arrived too late to support the meeting. The following year, a combination of the renewal process and the meeting announcement prevented us from announcing the support opportunity sufficiently in advance to allow us to make awards and provide support. As described in the initial proposal, the Moriond and Blois meetings are a unique opportunity for younger researchers to make oral presentations of their work at an international venue. As noted above, the phasing of meetings combined with the difficulty of arranging foreign travel for scientists at other institutions precluded the possibility of supporting the proposed meetings and providing young US scientists and post-doctoral fellows support to attend these meetings.

The Canadian federal government announced a National Energy Program (NEP) for oil and natural gas to achieve energy self sufficiency. The program deals with two major political and economic influences in Canadian energy: provincial ownership of natural resources and 70% of foreign ownership in the Canadian petroleum industry. The objectives to achieve national energy security, create opportunities for Canadian participation, and share resource benefits among the provinces. The major provisions include: a 80% federal tax on oil and gas production; a natural gas federal excise tax; a pricing scheme which holds conventional oil prices down but gives incentives for oil sands, heavy oil, and tertiary recovery production; a gas pricing scheme which encourages substitution of gas for oil; a 25% carried interest for the government on federal leases; and a Canadianization incentives grant system which replace the depletion allowance system.

The 1996 awards in chemistry under the Instrumentation and Laboratory Improvement Program (ILI) of the Division of Undergraduate Education (DUE) have been announced and are listed below. The ILI program provides matching funds in the range of 5,000 to 100,000 for purchasing equipment for laboratory improvement. Since the recipient institution must provide matching funds equaling or exceeding the NSF award, the supported projects range in cost from 10,000 to over 200,000. The 311 chemistry proposals requesting 13 million constituted 21% of the total number of proposals submitted to the ILI program. A total of 3.9 million was awarded in support of 110 projects in chemistry. The instruments requested most frequently were high field NMRs, GC/MS instruments, computers for data analysis, and FT-IRs; next most commonly requested were UV-vis spectrophotometers, followed by HPLCs, lasers, computers for molecular modeling, AAs, and GCs. In addition, one award was made this year in chemistry within the Leadership in Laboratory Development category. The next deadline for submission of ILI proposals is November 14, 1997. Guidelines for the preparation of proposals are found in the DUE Program Announcement (NSF 96-10), which may be obtained by calling (703) 306-1666 or by e-mail: undergrad@nsf.gov. In order to protect the privacy of query user and database, some QKD-based quantum private query (QPQ) protocols were proposed. Unfortunately some of them cannot resist internal attack from database perfectly; some others can ensure better user privacy but require a reduction of database privacy. In this paper, a novel two-way QPQ protocol is proposed to ensure the privacy of both sides of communication. In our protocol, user makes initial quantum states and derives the key bit by comparing initial quantum state and outcome state returned from database by ctrl or shift mode instead of announcing two non-orthogonal qubits as others which may leak part secret information. In this way, not only the privacy of database be ensured but also user privacy is strengthened. This paper overviews the current program, whose objective is to establish the generic technology base for advanced aircraft I.C. engines of the early 1990's and beyond. The major emphasis of this paper is on development of the past two years. Past studies and ongoing confirmatory experimental efforts are reviewed, which show unexpectedly high potential when modern aerospace technologies are applied to inherently compact and balanced I.C. engine configurations. Currently, the program is focussed on two engine concepts, the stratified-charge, multi-fuel rotary and the lightweight two-stroke diesel. A review is given of contracted and planned high performance one-rotor and one-cylinder test engine work addressing several levels of technology. Also reviewed are basic supporting efforts, e.g., the development and experimental validation of computerized airflow and combustion process models, being performed in-house at Lewis Research Center and by university grants. Ten Federal Agencies set aside 2.5% of their external research budget for US small businesses—mainly for technology research and development, including radiation sensor system developments. Five agencies also set aside another 0.15% for the Small Business Technology Transfer Program, which is intended to facilitate technology transfers from research laboratories to public use through small businesses. The second largest of these agencies is the Department of Health and Human Services, and almost all of its extramural research funds flow through the 28 Institutes and Centers of the National Institutes of Health. For information, instructions, and application forms, visit the NIH website's Omnibus Solicitation for SBIR and STTR applications. The National Cancer Institute is the largest NIH research unit and SBIR/STTR participant. NCI also issues SBIR and STTR Program Announcements of its own that feature details modified to better support its initiatives and objectives in cancer prevention, detection, diagnosis, treatment, and monitoring.

[Discovery of Gullies on Mars Apparently Formed by Recent Seepage of Fluids

Most of the proposed objectives in this grant were achieved during the 3 year duration of the grant and its one year extension. In addition, shortly after initiation of the grant, the discovery of gullies on Mars apparently formed by recent seepage of fluids was announced. Together with partial support from the Astrobiology Institute, I devoted considerable effort during the grant interval into understanding the origin of these gullies because of their astrobiological significance. In addition, longstanding investigations of the environmental conditions of the Early Earth initiated years ago under previous NASA and NSF funding reached fruition and these were presented and published. This report summarizes the significant findings reported during the grant interval. Some of the work initiated during this interval has been completed under the subsequent Exobiology grant and will be reported at the appropriate time.

Research suggests that health-promoting storylines in developed nations' fictional television programs can have a beneficial impact on viewers' beliefs, attitudes, intentions, or behaviors. The sizes of the effects are generally modest; however, the audience reach is substantial. Given that many fictional programs may hold the prolonged attention of millions of viewers, it is of value to examine potential strategies for enhancing the persuasive impact of their health-promoting storylines. Complementary public service announcements may be a promising strategy. This randomized experimental study (N = 310) examined the effects of viewing a complementary public service announcement after an organ donation story in an episode of Grey's Anatomy. Results indicated that the public service announcement enhanced the beneficial impact of the story on viewers' discussion behavior (about one's organ donor wishes), discussion intention, and perceived learning. This experimental study is the first to examine the effects of viewing a non-character public service announcement after a health-related storyline in a developed nation's fictional program compared to viewing the same episode of the program on its own. It is important for future research to examine whether these findings replicate for different health issues and with a nationally representative sample.

The proposal was for a continuation of the duties and responsibilities described in the proposal of 7 October, 1993 to NSF and NOAA associated with the USWRP Lead Scientist then referred to as the Chief Scientist. The activities of the Office of the Lead Scientist (OLS) ended on January 31, 2005 and this report describes the activities undertaken by the OLS from February 1, 2004 until January 3 1, 2005. The OLS activities were under the cosponsorship of the agencies that are members of the Interagency Working Group (IWG) of the US WRP currently: NOAA, NSF, NASA, and DOD. The scope of the work described includes activities that were necessary to develop, facilitate and implement the research objectives of the USWRP consistent with the overall program goals and specific agency objectives. It included liaison with and promotion of WMO/WWW activities that were consistent with and beneficial to the USWRP programs and objectives. Funds covered several broad categories of activity including meetings convened by the Lead Scientist, OLS travel, partial salary and benefits support, publications, hard-copy dissemination of reports and program announcements and the development and maintenance of the USWRP website. In addition to funding covered by this grant, NCAR program funds provided co-sponsorship of half the salary and benefits resources of the USWRP Lead Scientist (.25 FTE) and the WWRP Chairman/Liaison (.167 FTE). Also covered by the grant were partial salaries for the Science Coordinator for the hurricane portion of the program and partial salary for a THORPEX coordinator.

The efficacy of two public service announcements from Phase V of the "America Responds to AIDS" (ARTA) campaign was assessed at two sites. Participants were randomly assigned to view a local news program, one with an ARTA public service announcement appearing six times and the other with no AIDS public service announcements. During telephone interviews with 907 participants 1 to 3 nights after viewing, 21% at Site A and 59% at Site B could correctly recall the ARTA public service announcements. Until 2003, no structures existed in Germany for special care of patients with rare diseases, such as epidermolysis bullosa (EB). At that point, the Federal Ministry of Education and Research announced a clinical research program-networks for rare diseases. The Network Epidermolysis Bullosa (EB Network), coordinated from the Department of Dermatology, University Medical Center Freiburg, has operated since October 2003 with the goal of improving diagnostics and clinical management, elucidating disease mechanisms, and development of novel therapies for EB (www.netzwerk-eb.de). Future goals of the EB Network include securing the clinical-diagnostic and IT structures established with grant support and focusing research on molecular disease mechanisms in EB and novel biologically valid therapies. Intensive collaborations with other networks for rare genetic diseases will generate durable structures in Germany and form a basis for future international consortia. Copyright 2010 Elsevier Inc. The U.S. State Department has announced that it is delaying by one year a new rule affecting citizens from visa waiver program countries. The new rule, which was scheduled to go into effect on 1 October 2003, requires visitors from these countries to obtain non-immigrant visas to enter the United States if they do not have machine-readable passports. The announced delay means that this rule will now go into effect 26 October 2004 instead.The delay does not apply to five visa waiver countries—Andorra, Brunei, Liechtenstein, Luxembourg, and Slovenia—because most of the citizens of these nations already carry passports that are machine-readable.

I am pleased to be able to report significant progress in my research relevant to my LTSA grant. This progress I believe is demonstrated by a long list of publications in 2002, as detailed below. I summarize the research results my collaborators and I obtained in 2002. First, my group announced the major discovery of soft-gamma-repeater-like X-ray bursts from the anomalous X-ray pulsars lE-1048.1$-$5937 and lE-2259+586, using the Rossi X-ray Timing Explorer. This result provides an elegant and long-sought-after confirmation that this class of objects and the soft gamma repeaters share a common nature, namely that they are magnetars. Magnetars are a novel manifestation of young neutron stars, quite different from conventional Crab-like radio pulsars. This discovery was made as part of our regular monitoring program, among the goals of which was to detect such outbursts.

Atmospheric retrievals for solar-system planets typically fit, either with a minimizer or by eye, a synthetic spectrum to high-resolution (Δλ/λ ~ 1000-100,000) data with S/N > 100 per point. In contrast, exoplanet data often have S/N ~ 10 per point, and may have just a few points representing bandpasses larger than 1 um. To derive atmospheric constraints and robust parameter uncertainty estimates from such data requires a Bayesian approach. To date there are few investigators with the relevant codes, none of which are publicly available. We are therefore pleased to announce the open-source Bayesian Atmospheric Radiative Transfer (BART) code. BART uses a Bayesian phase-space explorer to drive a radiative-transfer model through the parameter phase space, producing the most robust estimates available for the thermal profile and chemical abundances in the atmosphere. We present an overview of the code and an initial application to Spitzer eclipse data for WASP-12b. We invite the community to use and improve BART via the open-source development site GitHub.com. The paper identifies and documents new health sciences librarian activities and roles during the period from 1990-2012. A systematic review of the literature was conducted using MEDLINE, Library and Information Abstracts, Library Literature, Scopus, and Web of Science. To find new roles that might not yet have been described in the literature, job announcements published in the Medical Library Association email discussion list archives from 2008-2012 were searched. For inclusion, an article needed to contain a substantive description of a new role and/or activity performed by librarians and be in the field of medical or health sciences librarianship. Papers that did not describe an actual (rather than proposed) librarian role were excluded. NEW ROLES IDENTIFIED THROUGH THE LITERATURE SEARCH WERE: embedded librarians (such as clinical informationist, bioinformationist, public health informationist, disaster information specialist); systematic review librarian; emerging technologies librarian; continuing medical education librarian; grants development librarian; and data management librarian. New roles identified through job announcements were digital librarian, metadata librarian, scholarly communication librarian, and translational research librarian. New twists to old roles were also identified: clinical medical librarian, instruction librarian, outreach librarian, and consumer health librarian. While the main purposes of health sciences librarianship remain the same, the new roles represent major new activities so that, for many librarians, daily on-the-job work is completely different. This list of new activities should inform students contemplating medical librarianship careers, guide formal and continuing education programs, and encourage other librarians to consider these new services.

...FMCSA announces its decision to exempt 16 individuals from the vision requirement in the Federal Motor Carrier Safety Regulations (FMCSRs). The exemptions will enable these individuals to operate commercial motor vehicles (CMVs) in interstate commerce without meeting the prescribed vision standard. The Agency has concluded that granting these exemptions will provide a level of safety that is equivalent to, or greater than, the level of safety maintained without the exemptions for these CMV drivers.

Laughter and the Management of Divergent Positions in Peer Review Interactions

In this paper we focus on how participants in peer review interactions use laughter as a resource as they publicly report divergence of evaluative positions, divergence that is typical in the give and take of joint grant evaluation. Using the framework of conversation analysis, we examine the infusion of laughter and multimodal laugh-relevant practices into sequences of talk in meetings of grant reviewers deliberating on the evaluation and scoring of high-level scientific grant applications. We focus on a recurrent sequence in these meetings, what we call the score-reporting sequence, in which the assigned reviewers first announce the preliminary scores they have assigned to the grant. We demonstrate that such sequences are routine sites for the use of laugh practices to navigate the initial moments in which divergence of opinion is made explicit. In the context of meetings convened for the purposes of peer review, laughter thus serves as a valuable resource for managing the socially delicate but institutionally required reporting of divergence and disagreement that is endemic to meetings where these types of evaluative tasks are a focal activity. Mais Médicos (More Doctors) Program: its contribution in view of WHO recommendations for provision of doctors.

In order to examine whether Brazil's Mais Médicos (More Doctors) Programme (PMM) reflected World Health Organisation (WHO) recommendations for improved attraction, retention and recruitment of health workers in remote and rural areas, this descriptive, qualitative study drew on document analysis in order to compare the WHO recommendations published in 2010 with Brazil's Law No. 12,871/13, which instituted the PMM. Of the 16 WHO recommendations systematised here, the PMM met 37.5%. Recommendations not incorporated into the PMM include career development programmes and public recognition strategies. Although reflecting WHO recommendations and already in place elsewhere in the SUS prior to announcement of the PMM, the National Retention Grant Programme and multi-professional teams (as in the Family Health Strategy) were not implemented by the PMM. The programme contains innovative components such as a new curriculum for medical schools and compulsory medical service. On the other hand, the PMM could have invested more in personal and professional support.
