As part of Robert Wood Johnson Foundation's Healthy Kids, Healthy Communities (HKHC) national grant program, a technical assistance team designed the HKHC Community Dashboard, an online progress documentation and networking system. The Dashboard was central to HKHC's multimethod program evaluation and became a communication interface for grantees and technical assistance providers. The Dashboard was designed through an iterative process of identifying needs and priorities; designing the user experience, technical development, and usability testing; and applying visual design. The system was created with an open-source content management system and support for building an online community of users. The site developer trained technical assistance providers at the national program office and evaluators, who subsequently trained all 49 grantees. Evaluators provided support for Dashboard users and populated the site with the bulk of its uploaded tools and resource documents. The system tracked progress through an interactive work plan template, regular documentation by local staff and partners, and data coding and analysis by the evaluation team. Other features included the ability to broadcast information to Dashboard users via e-mail, event calendars, discussion forums, private messaging, a resource clearinghouse, a technical assistance diary, and real-time progress reports. The average number of Dashboard posts was 694 per grantee during the grant period. Technical assistance providers and grantees uploaded a total of 1304 resource documents. The Dashboard functions with the highest grantee satisfaction were its interfaces for sharing and progress documentation. A majority of Dashboard users (69%) indicated a preference for continued access to the Dashboard's uploaded resource documents. The Dashboard was a useful and innovative tool for participatory evaluation of a large national grant program. While progress documentation added some burden to local project staff, the system proved to be a useful resource-sharing technology.

This report comprises the final technical report for the research grant 'Center for Space Telemetering and Telecommunications Systems' sponsored by the National Aeronautics and Space Administration's Goddard Space Flight Center. The grant activities are broken down into the following technology areas: (1) Space Protocol Testing; (2) Autonomous Reconfiguration of Ground Station Receivers; (3) Satellite Cluster Communications; and (4) Bandwidth Efficient Modulation. The grant activity produced a number of technical reports and papers that were communicated to NASA as they were generated. This final report contains the final summary papers or final technical report conclusions for each of the project areas. Additionally, the grant supported students who made progress towards their degrees while working on the research.

This is a brief statement of the research progress made on Grant NAG2-243 titled "Tools for Nonlinear Control Systems Design", which ran from 1983 till December 1996. The initial set of PIs on the grant were C. A. Desoer, E. L. Polak and myself (for 1983). From 1984 till 1991 Desoer and I were the Pls and finally I was the sole PI from 1991 till the end of 1996. The project has been an unusually longstanding and extremely fruitful partnership, with many technical exchanges, visits, workshops and new avenues of investigation begun on this grant. There were student visits, long term.visitors on the grant and many interesting joint projects. In this final report I will only give a cursory description of the technical work done on the grant, since there was a tradition of annual progress reports and a proposal for the succeeding year. These progress reports cum proposals are attached as Appendix A to this report. Appendix B consists of papers by me and my students as co-authors sorted chronologically. When there are multiple related versions of a paper, such as a conference version and journal version they are listed together. Appendix C consists of papers by Desoer and his students as well as 'solo' publications by other researchers supported on this grant similarly chronologically sorted.

Objectives The objective of this study was to describe factors that influence the ability of state Medicaid agencies to report the Centers for Medicare & Medicaid Services' (CMS) core set of children's health care quality measures (Child Core Set). Methods We conducted a multiple-case study of four high-performing states participating in the Children's Health Insurance Program Reauthorization Act (CHIPRA) Quality Demonstration Grant Program: Illinois, Maine, Pennsylvania, and Oregon. Cases were purposively selected for their diverse measurement approaches and used data from 2010 to 2015, including 154 interviews, semiannual grant progress reports, and annual public reports on Child Core Set measures. We followed Yin's multiple-case study methodology to describe how and why each state increased the number of measures reported to CMS. Results All four states increased the number of Child Core Set measures reported to CMS during the grant period. Each took a different approach to reporting, depending on the available technical, organizational, and behavioral inputs in the state. Reporting capacity was influenced by a state's Medicaid data availability, ability to link to other state data systems, past experience with quality measurement, staff time and technical expertise, and demand for the measures. These factors were enhanced by CHIPRA Quality Demonstration grant funding and other federal capacity building activities, as hypothesized in our conceptual framework. These and other states have made progress reporting the Child Core Set since 2010. Conclusion With financial support and investment in state data systems and organizational factors, states can overcome challenges to reporting most of the Child Core Set measures.

To describe the history of neuroendoscopy through the history of the major neurosurgeons who worked and published in the field. All relevant data described in publications before 1980 about the history of neuroendoscopy and found through OVID MEDLINE searches and related references are reported. Contributions of 14 neurosurgeons who were pioneers in neuroendoscopy are described in chronologic order: Lespinasse, Dandy, Payr, Mixter, Fay, Grant, Volkmann, Putnam, Dereymacker, Scarff, Feld, Guiot, Fukushima, and Griffith. An historical review of ventricular neuroendoscopy remains by essence incomplete. Medical technical progress proceeds by leaps and bounds, related to the ingenuity of surgeons able to understand rapidly the value of a technical change to improve their surgical procedure. The ability to remain attentive to patients and evolving pathologies as well as the evolution of modern technology is required to make further progress in neuroendoscopy. The final report for progress during the period from 15 Nov. 1988 to 14 Nov. 1991 is presented. Research on methods for analysis of sound propagation through the atmosphere and on results obtained from application of our methods are summarized. Ten written documents of NASA research are listed, and these include publications, manuscripts accepted, submitted, or in preparation for publication, and reports. Twelve presentations of results, either at scientific conferences or at research or technical organizations, since the start of the grant period are indicated. Names of organizations to which software produced under the grant was distributed are provided, and the current arrangement whereby the software is being distributed to the scientific community is also described. Finally, the names of seven graduate students who worked on NASA research and received Rensselaer degrees during the grant period, along with their current employers are given.

The following is an interim annual report. Dr. Smith is currently on an extended TDY to the Istituto di Fisica dello Spazio Interplanetario (IFSI) at the Consilio Nazionale delle Richerche (CNR) in Rome, Italy, where he has been working on a related NASA grant in support of analysis of Infrared Space Observatory (ISO) data on star formation in Ultra Luminous Infrared Galaxies and our galaxy. Work emphasizes development of metal mesh grids for use in spacecraft, and the design and fabrication of test elements by the Naval Research Laboratory, Washington D.C. Work has progressed well, but slowly, on that program due to the departure of a key engineer. NASA has been advised of the delay, and granted a no-cost extension, whereby SAO has authorized a delay in the final report from NRL. Nevertheless NRL has continued to make progress. Two papers have been submitted to refereed journals related to this program, and a new design for mesh operating in the 20-40 micron region has been developed. Meetings continue through the summer on these items. A new technical scientist has been made a job offer and hopefully will be on board NRL shortly, although most of the present grant work is already completed. A more complete report, with copies of the submitted papers, designs, and other measures of progress, will be submitted to NASA in September when Dr. Smith returns from his current TDY.

Chinese county hospitals have been excessively enlarging their scale during the healthcare reform since 2009. The purpose of this paper is to examine the technical efficiency and productivity of county hospitals during the reform process, and to determine whether, and how, efficiency is affected by various factors. 114 sample county hospitals were selected from Henan province, China, from 2010 to 2012. Data envelopment analysis was employed to estimate the technical and scale efficiency of sample hospitals. The Malmquist index was used to calculate productivity changes over time. Tobit regression was used to regress against 4 environmental factors and 5 institutional factors that affected the technical efficiency. (1) 112 (98.2%), 112 (98.2%) and 104 (91.2%) of the 114 sample hospitals ran inefficiently in 2010, 2011 and 2012, with average technical efficiency of 0.697, 0.748 and 0.790, respectively. (2) On average, during 2010-2012, productivity of sample county hospitals increased by 7.8%, which was produced by the progress in technical efficiency changes and technological changes of 0.9% and 6.8%, respectively. (3) Tobit regression analysis indicated that government subsidy, hospital size with above 618 beds and average length of stay assumed a negative sign with technical efficiency; bed occupancy rate, ratio of beds to nurses and ratio of nurses to physicians assumed a positive sign with technical efficiency. There was considerable space for technical efficiency improvement in Henan county hospitals. During 2010-2012, sample hospitals experienced productivity progress; however, the adverse change in pure technical efficiency should be emphasised. Moreover, according to the Tobit results, policy interventions that strictly supervise hospital bed scale, shorten the average length of stay and coordinate the proportion among physicians, nurses and beds, would benefit hospital efficiency. This report is a final culmination of activities funded through the Department of Energy`s (DOE) University Reactor Sharing Program, Grant DE-FG02-80ER10273, during the period 1 July 1980 through 30 June 1995. Progress reports have been periodically issued to the DOE, namely the Reactor Facility Annual Reports C00-2082/2219-7 through C00-2082/10723-21, which are contained as an appendix to this report. Due to the extent of time covered by this grant, summary tables are presented. Table 1 lists the fiscal year financial obligations of the grant. As listed in the original grant proposals, the DOE grant financed 70% of project costs, namely themore » total amount spent of these projects minus materials costs and technical support. Thus the bulk of funds was spent directly on reactor operations. With the exception of a few years, spending was in excess of the grant amount. As shown in Tables 2 and 3, the Reactor Sharing grant funded a immense number of research projects in nuclear engineering, geology, animal science, chemistry, anthropology, veterinary medicine, and many other fields. A list of these users is provided. Out of the average 3000 visitors per year, some groups participated in classes involving the reactor such as Boy Scout Merit Badge classes, teacher`s workshops, and summer internships. We sought to clarify how large a proportion of fatal medical accidents can be considered to be caused by poor non-technical skills, and to support development of a policy to reduce number of such accidents by making recommendations about possible training requirements. Summaries of reports of fatal medical accidents, published by the Japan Medical Safety Research Organization, were reviewed individually. Three experienced clinicians and one patient safety expert conducted the reviews to determine the cause of death. Views of the patient safety expert were given additional weight in the overall determination. A total of 73 summary reports of fatal medical accidents were reviewed. These reports had been submitted by healthcare organisations across Japan to the Japan Medical Safety Research Organization between April 2010 and March 2013. The cause of death in fatal medical accidents, categorised into technical skills, non-technical skills and inevitable progress of disease were evaluated. Non-technical skills were further subdivided into situation awareness, decision making, communication, team working, leadership, managing stress and coping with fatigue. Overall, the cause of death was identified as non-technical skills in 34 cases (46.6%), disease progression in 33 cases (45.2%) and technical skills in two cases (5.5%). In two cases, no consensual determination could be achieved. Further categorisation of cases of non-technical skills were identified as 14 cases (41.2%) of problems with situation awareness, eight (23.5%) with team working and three (8.8%) with decision making. These three subcategories, or combinations of them, were identified as the cause of death in 33 cases (97.1%). Poor non-technical skills were considered to be a significant cause of adverse events in nearly half of the fatal medical accidents examined. Improving non-technical skills may be effective for reducing accidents, and training in particular subcategories of non-technical skills may be especially relevant. Some of the authors have shown that it is possible to image and make rapid, quantitative measurements of metal thickness loss due to corrosion on the rear surface of a single layer structure, with an accuracy better than one percent. These measurements are complicated by the presence of thick and/or uneven layers of paint on either the front surface, the back surface, or both. We will discuss progress in overcoming these complications. The sheer number of technical and administrative offices involved in the research lifecycle, and the lack of shared governance and shared processes across those offices, creates challenges to the successful preservation of research outputs. Universities need a more integrated approach to the research lifecycle that allows us to: recognize a research project as it is being initiated; identify the data associated with the research project; document and track any compliance, security, access, and publication requirements associated with the research and its data; follow the research and its associated components across the research lifecycle; and finally recognize that the research has come to a close so we can trigger the various preservation, access, and communications processes that close the loop, inform the public, and promote the continued progress of science. Such an approach will require cooperation, communications, and shared workflow tools that tie together (often across many years) PIs, research design methodologists, grants offices, contract negotiators, central research administrators, research compliance specialists, desktop IT support units, server administrators, high performance computing facilities, data centers, specialized data transfer networks, institutional research repositories, institutional data repositories, and research communications groups, all of which play a significant role in the technical or administrative success of research. This session will focus on progress towards improving cross-disciplinary administrative and technical cooperation at Penn State University, with an emphasis on generalizable approaches that can be adopted elsewhere.

We developed the CCD camera system for the laboratory test demonstration and designed the optical system for this test. The camera system was delivered to Ames in April, 1999 with continuing support mostly in the software area as the test progressed. The camera system has been operating successfully since delivery. The optical system performed well during the test. The laboratory demonstration activity is now nearly complete and is considered to be successful by the Technical Advisory Group, which met on 8 February, 2000 at the SETI Institute. A final report for the Technical Advisory Group and NASA Headquarters will be produced in the next few months. This report will be a comprehensive report on all facets of the test including those covered under this grant. A copy will be forwarded, if desired, when it is complete.

The research results contained in this technical report were performed under the NASA grant entitled "Experimental and Numerical Structural Acoustic Control for Interior Noise Reduction". The report is based essentially on partial progress of the Ph.D. dissertation prepared by Jeffrey S. Bevan under direct guidance of Dr. Chuh Mei. The document presents a finite element formulation and control of sound radiated from cylindrical panels embedded with piezoceramic actuators. The extended MIN6 shallow shell element is fully electrical-structural coupled. A piezoelectric modal actuator participation (PMAP) is defined which indicates the actuator performance to each of the offending modes. Genetic algorithm is also employed to validate the sensor and actuator locations determined by the PMAP criteria. The work was conducted at the Department of Aerospace Engineering, Old Dominion University. Mr. Travis L. Turner, Structural Acoustics Branch, NASA Langley Research Center is the technical monitor.

The Italian Society of Soil Science (SISS) was founded in Florence on February 18th, 1952. It is an association legally acknowledged by Decree of the President of the Italian Republic in February 1957. The Society is member of the International Union of Soil Sciences (IUSS) of the European Confederation of Soil Science Societies (ECSSS) and collaborates with several companies, institutions and organizations having similar objectives or policy aspects. SISS promotes progress, coordination and dissemination of soil science and its applications encouraging relationships and collaborations among soil lovers. Within the SISS there are Working Groups and Technical Committees for specific issues of interest. In particular: • the Working Group on Pedotechniques; • the Working Group on Hydromorphic and Subaqueous Soils and • the Technical Committee for Soil Education and Public Awareness. In this communication we wish to stress the activities developed since its foundation by SISS to spread soil awareness and education in Italy through this last Technical Committee, focusing also the aspect concerning grants for young graduates and PhD graduates to stimulate the involvement of young people in the field of soil science. Progress with GaN-based light emitting diodes (LEDs) that incorporate nanostructures is reviewed, especially the recent achievements in our research group. Nano-patterned sapphire substrates have been used to grow an AlN template layer for deep-ultraviolet (DUV) LEDs. One efficient surface nano-texturing technology, hemisphere-cones-hybrid nanostructures, was employed to enhance the extraction efficiency of InGaN flip-chip LEDs. Hexagonal nanopyramid GaN-based LEDs have been fabricated and show electrically driven color modification and phosphor-free white light emission because of the linearly increased quantum well width and indium incorporation from the shell to the core. Based on the nanostructures, we have also fabricated surface plasmon-enhanced nanoporous GaN-based green LEDs using AAO membrane as a mask. Benefitting from the strong lateral SP coupling as well as good electrical protection by a passivation layer, the EL intensity of an SP-enhanced nanoporous LED was significantly enhanced by 380%. Furthermore, nanostructures have been used for the growth of GaN LEDs on amorphous substrates, the fabrication of stretchable LEDs, and for increasing the 3-dB modulation bandwidth for visible light communication. This asset includes all types of information regarding Brownfields grant programs that subsidize/support Brownfield cleanup. This includes EPA's Brownfields Program grant funding for brownfields assessment, cleanup, revolving loans, and environmental job training. Assessment grants provide funding for a grant recipient to inventory, characterize, assess, and conduct planning and community involvement related to brownfield sites. Revolving Loan Fund Grants enable States, political subdivisions, and Indian tribes to make low interest loans to carryout cleanup activities at brownfields properties. Cleanup grants provide funding for a grant recipient to carry out cleanup activities at brownfield sites. Environmental Workforce Development and Job Training Grants are designed to provide funding to eligible entities, including nonprofit organizations, to recruit, train, and place predominantly low-income and minority, unemployed and under-employed residents of solid and hazardous waste-impacted communities with the skills needed to secure full-time, sustainable employment in the environmental field and in the assessment and cleanup work taking place in their communities. Despite tremendous efforts to scale up key maternal and child health interventions in Zambia, progress has not been uniform across the country. This raises fundamental health system performance questions that require further investigation. Our study investigates technical and scale efficiency (SE) in the delivery of maternal and child health services in the country. The study focused on all 72 health districts of Zambia. We compiled a district-level database comprising health outcomes (measured by the probability of survival to 5 years of age), health outputs (measured by coverage of key health interventions) and a set of health system inputs, namely, financial resources and human resources for health, for the year 2010. We used data envelopment analysis to assess the performance of subnational units across Zambia with respect to technical and SE, controlling for environmental factors that are beyond the control of health system decision makers. Nationally, average technical efficiency with respect to improving child survival was 61.5% (95% CI 58.2% to 64.8%), which suggests that there is a huge inefficiency in resource use in the country and the potential to expand services without injecting additional resources into the system. Districts that were more urbanised and had a higher proportion of educated women were more technically efficient. Improved cooking methods and donor funding had no significant effect on efficiency. With the pressing need to accelerate progress in population health, decision makers must seek efficient ways to deliver services to achieve universal health coverage. Understanding the factors that drive performance and seeking ways to enhance efficiency offer a practical pathway through which low-income countries could improve population health without necessarily seeking additional resources. Mini-grants are an increasingly common tool for engaging communities in evidence-based interventions for promoting public health. This article describes efforts by 4 Centers for Disease Control and Prevention/National Cancer Institute-funded Cancer Prevention and Control Research Network centers to design and implement mini-grant programs to disseminate evidence-based interventions for cancer prevention and control. This article also describes source of evidence-based interventions, funding levels, selection criteria, time frame, number and size of grants, types of organizations funded, selected accomplishments, training and technical assistance, and evaluation topics/methods. Grant size ranged from $1000 to $10 000 (median = $6250). This mini-grant opportunity was characterized by its emphasis on training and technical assistance for evidence-based programming and dissemination of interventions from National Cancer Institute's Research-Tested Intervention Programs and Centers for Disease Control and Prevention's Guide to Community Preventive Services. All projects had an evaluation component, although they varied in scope. Mini-grant processes described can serve as a model for organizations such as state health departments working to bridge the gap between research and practice.

The traineeship grant proposal was submitted by Karl David Straub on March 19, 1991 on the behalf of the Arkansas EPSCoR Committee. The University of Arkansas, Fayetteville submitted the proposal for the Arkansas EPSCoR Committee and agreed to act as the fiduciary for the project if it was funded. The duration of the original project was 9/1/91 through 8/31/92. A competitive renewal application for years two and three was submitted by Collis Geren for the Arkansas EPSCoR Committee and the DOE EPSCoR Subcommittee, and no cost extensions extended the program through October 15, 1996. The total funding from the Departmentmore » of Energy, for this traineeship grant was $750,000 which was matched as required by participating Arkansas entities. The Arkansas Energy Office provided $725,000 of the match from stripper well funds. Participating universities provided the final required $25,000. This report describes the process the state followed in recruiting to fill training positions, problems encountered with the program, the participants, their research programs, and their progress. This report is produced in accordance with the requirements outlined in the NASA Research Grant NAG9-1032 titled "Validation of Land Cover Maps Utilizing Astronaut Acquired Imagery". This grant funds the Remote Sensing Research Unit of the University of California, Santa Barbara. This document summarizes the research progress and accomplishments to date and describes current on-going research activities. Even though this grant has technically expired, in a contractual sense, work continues on this project. Therefore, this summary will include all work done through and 5 May 1999. The principal goal of this effort is to test the accuracy of a sub-regional portion of an AVHRR-based land cover product. Land cover mapped to three different classification systems, in the southwestern United States, have been subjected to two specific accuracy assessments. One assessment utilizing astronaut acquired photography, and a second assessment employing Landsat Thematic Mapper imagery, augmented in some cases, high aerial photography. Validation of these three land cover products has proceeded using a stratified sampling methodology. We believe this research will provide an important initial test of the potential use of imagery acquired from Shuttle and ultimately the International Space Station (ISS) for the operational validation of the Moderate Resolution Imaging Spectrometer (MODIS) land cover products.

The development of autonomous servicing of on-orbit spacecraft has been a sought after objective for many years. A critical component of on-orbit servicing involves the ability to successfully capture, institute mate, and perform electrical and fluid transfers autonomously. As part of a Small Business Innovation Research (SBIR) grant, Starsys Research Corporation (SRC) began developing such a system. Phase I of the grant started in 1999, with initial work focusing on simultaneously defining the parameters associated with successful docking while designing to those parameters. Despite the challenge of working without specific requirements, SRC completed development of a prototype design in 2000. Throughout the following year, testing was conducted on the prototype to characterize its performance. Having successfully completed work on the prototype, SRC began a Phase II SBIR effort in mid-2001. The focus of the second phase was a commercialization effort designed to augment the prototype model into a more flight-like design. The technical requirements, however, still needed clear definition for the design to progress. The advent of the Orbital Express (OE) program provided much of that definition. While still in the proposal stages of the OE program, SRC began tailoring prototype redesign efforts to the OE program requirements. A primary challenge involved striking a balance between addressing the technical requirements of OE while designing within the scope of the SBIR. Upon award of the OE contract, the Phase II SBIR design has been fully developed. This new design, designated the Mechanical Docking System (MDS), successfully incorporated many of the requirements of the OE program. SRC is now completing dynamic testing on the MDS hardware, with a parallel effort of developing a flight design for OE. As testing on the MDS progresses, the design path that was once common to both SBIR effort and the OE program begins to diverge. The MDS will complete the scope of the Phase II SBIR work, while the new mechanism, the Orbital Express Capture System, will emerge as a flight-qualified design for the Orbital Express program.

Teaching, learning, and planetary exploration

The progress accomplished in the first five months of the three-year grant period of Teaching, Learning, and Planetary Exploration is presented. The objectives of this project are to discover new education products and services based on space science, particularly planetary exploration. An Exploration in Education is the umbrella name for the education projects as they are seen by teachers and the interested public. As described in the proposal, our approach consists of: (1) increasing practical understanding of the potential role and capabilities of the research community to contribute to basic education using new discoveries; (2) developing an intellectual framework for these contributions by supplying criteria and templates for the teacher's stories; (3) attracting astronomers, engineers, and technical staff to the project and helping them form productive education partnerships for the future, (4) exploring relevant technologies and networks for authoring and communicating the teacher's stories; (5) enlisting the participation of potential user's of the teacher's stories in defining the products; (6) actually producing and delivering many educationally useful teacher's stories; and (7) reporting the pilot study results with critical evaluation. Technical progress was made by assembling our electronic publishing stations, designing electronic publications based on space science, and developing distribution approaches for electronic products. Progress was made addressing critical issues by developing policies and procedures for securing intellectual property rights and assembling a focus group of teachers to test our ideas and assure the quality of our products. The following useful materials are being produced: the TOPS report; three electronic 'PictureBooks'; one 'ElectronicArticle'; three 'ElectronicReports'; ten 'PrinterPosters'; and the 'FaxForum' with an initial complement of printed materials. We have coordinated with planetary scientists and astronomers both at the technical and policy level to assure the efficiency and ultimate utility of these efforts to derive educational benefits from the space science and exploration program as a whole.

Section 1 of this report records the progress achieved on NASA-LaRC Grant NAG-1-745 (Environment Assisted Degradation Mechanisms in Al-Li Alloys), and is based on research conducted during the period April 1 to November 30, 1987. A discussion of work proposed for the project's second year is included. Section 2 provides an overview of the need for research on the mechanisms of environmental-mechanical degradation of advanced aerospace alloys based on aluminum and lithium. This research is to provide NASA with the basis necessary to permit metallurgical optimization of alloy performance and engineering design with respect to damage tolerance, long term durability and reliability. Section 3 reports on damage localization mechanisms in aqueous chloride corrosion fatigue of aluminum-lithium alloys. Section 4 reports on progress made on measurements and mechanisms of localized aqueous corrosion in aluminum-lithium alloys. Section 5 provides a detailed technical proposal for research on environmental degradation of Al-Li alloys, and the effect of hydrogen in this.

The NASA research grant to Wilberforce University enabled us to establish the Research Institute for Technical Careers (RITC) in order to improve the teaching of science and engineering at Wilberforce. The major components of the research grant are infrastructure development, establishment of the Wilberforce Intensive Summer Experience (WISE), and Joint Research Collaborations with NASA Scientists. (A) Infrastructure Development. The NASA grant has enabled us to improve the standard of our chemistry laboratory and establish the electronics, design, and robotics laboratories. These laboratories have significantly improved the level of instruction at Wilberforce University. (B) Wilberforce Intensive Summer Experience (WISE). The WISE program is a science and engineering bridge program for prefreshman students. It is an intensive academic experience designed to strengthen students' knowledge in mathematics, science, engineering, computing skills, and writing. (C) Joint Collaboration. Another feature of the grant is research collaborations between NASA Scientists and Wilberforce University Scientists. These collaborations have enabled our faculty and students to conduct research at NASA Lewis during the summer and publish research findings in various journals and scientific proceedings.

Unconditional cash transfers have risen in prominence for their potential to improve the health of the world's most marginalised and bring them into a relationship with the state. Typically, challenges to accessing grants are described in terms of technical issues such as access to documents and distance to offices. This paper explores the challenges of 30 young, poor, black South African women in accessing the Child Support Grant (CSG), an unconditional cash transfer provided by the South African government. Data suggest that while there were 'technical' issues, young women were systematically excluded from accessing the CSG in two ways. First, women were symbolically marginalised by state officials, who humiliated them, forcing women to sit quietly and acquiesce to state power to access the CSG. Second, there were large distances for women to travel to access state services, despite these being geared to serve the poor. Rather than promoting the active citizenship of the poorest in South Africa, accessing the CSG reinforced marginalisation. Transforming this will not be achieved through technical solutions, rather the barriers to access need to be recognised as political.

The NASA Nebraska Preparation Grant was designed to solidify relationships, intensify communication, and launch collaborative initiatives among Nebraska researchers and key contacts at NASA research centers and enterprises. In doing so, Nebraska was successful in laying the groundwork for the foundation for numerous long-term, mutually beneficial collaborations that were subsequently proposed and awarded in the NASA EPSCoR 2000 competition. The NASA Nebraska EPSCoR Preparation Grant was managed by the same administrative team that oversees Nebraska's NASA Space Grant and EPSCoR programs. An advisory board (later Technical Advisory Committee) made up of voting representatives from all affiliate and partner organizations regularly reviewed grant progress and direction. The University of Nebraska at Omaha's Aviation Institute, the host institution for all three programs, provided additional administrative oversight and program evaluation through established review mechanisms. This structure has served NASA well and has been cited as a model program. The second year of preparation grant funding served as a significant opportunity for Nebraska to lay the groundwork for the continued elevation and success of its NASA EPSCoR program. In anticipation of the NASA EPSCoR 2000 grant competition, Year 2 funding enabled funded researchers to further broaden and enhance the quality and quantity of collaborations with NASA Field Centers, Codes, and Enterprises. The plan set the stage for long-term research and outreach endeavors that have contributed significantly to the achievement of NASA's strategic objectives; the state of Nebraska's economic and aerospace development efforts; and have advanced Nebraska s aeronautics research efforts to a national leadership level. The overarching goal of the NASA Nebraska EPSCoR Preparation grant was met by facilitating research endeavors among Nebraska faculty that addressed research and technology priorities of the NASA Field Centers, Codes, and Strategic Enterprises. During the first year of funding, Nebraska established open and frequent lines of communication with university affairs officers and other key personnel at all NASA Centers and Enterprises, and facilitated the development of collaborations between and among junior faculty in the state and NASA researchers. As a result, Nebraska initiated a major research cluster, the Small Aircraft Transportation System Nebraska Implementation Template.

While massive open enrolment and the advances of learning technology are creating exciting potentials for lifelong learning in formal and informal ways, the implementation of efficient and effective assessment is still problematic. To ensure that genuine learning occurs, both assessments for learning (formative assessments), which evaluate students' current progress, and assessments of learning (summative assessments), which record students' cumulative progress, are needed. Providers' more recent shift towards the granting of certificates and digital badges for course accomplishments also indicates the need for proper, secure and accurate assessment results to ensure accountability. This article examines possible assessment approaches that fit open online education from formative and summative assessment perspectives. The authors discuss the importance of, and challenges to, implementing assessments of MOOC learners' progress for both purposes. Various formative and summative assessment approaches are then identified. The authors examine and analyse their respective advantages and disadvantages. They conclude that peer assessment is quite possibly the only universally applicable approach in massive open online education. They discuss the promises, practical and technical challenges, current developments in and recommendations for implementing peer assessment. They also suggest some possible future research directions.

Smoking is a major contributor to premature mortality among people with mental illness and substance abuse. Historically, the Substance Abuse and Mental Health Services Administration (SAMHSA) did not include smoking cessation in its mission. We describe the development of a unique partnership between SAMHSA and the University of California, San Francisco’s Smoking Cessation Leadership Center. Starting with an educational summit in Virginia in 2007, it progressed to a jointly sponsored “100 Pioneers for Smoking Cessation” campaign that provided grants and technical assistance to organizations promoting cessation. By 2013, the partnership established 7 “Leadership Academies,” state-level multidisciplinary collaboratives of organizations focused on cessation. This academic–public partnership increased tobacco quit attempts, improved collaboration across multiple agencies, and raised awareness about tobacco use in vulnerable populations. PMID:24625143

Technical innovations have converged with the exploding market demand for mobile telecommunications to create the impetus for low-earth orbit (LEO) communications satellite systems. The so-called 'Little LEO's' propose use of VHF and UHF spectrum to provide position - location and data messaging services. The so-called 'Big LEO's' propose to utilize the RDSS bands to provide voice and data services. In the United States, several applications were filed with the U.S. Federal Communications Commission (FCC) to construct and operate these mobile satellite systems. To enable the prompt introduction of such new technology services, the FCC is using innovative approaches to process the applications. Traditionally, when the FCC is faced with 'mutually exclusive' applications, e.g. a grant of one would preclude a grant of the others, it uses selection mechanisms such as comparative hearings or lotteries. In the case of the LEO systems, the FCC has sought to avoid these time-consuming approaches by using negotiated rulemakings. The FCC's objective is to enable the multiple applicants and other interested parties to agree on technical and service rules which will enable the grant of all qualified applications. With regard to the VHF/UHF systems, the Advisory Committee submitted a consensus report to the FCC. The process for the systems operating in the bands above 1 GHz involved more parties and more issues but still provided the FCC useful technical information to guide the adoption of rules for the new mobile satellite service.

Testing indicates that heat energy available to be recaptured grossly exceeds the capacity of the 1.5 ton medium temperature Freon 12 compressor being utilized. The unit produced 50 pounds of suction pressure with the damper (Figure 4) open and exceeded compressor operational limits with the damper closed. This indicates that the current compressor could be replaced by one of 5 ton capacity since current estimates indicate that 60,000 Btu's are available for recovery. This could be divided between space heating and water heating as required by using separate condensers. There were no real surprises in the feasibility model construction andmore » test phase, and the validity of the assumptions made in the original project description have been established. That is, it has been demonstrated that it is feasible to extract heat from the kitchen exhaust duct in a restaurant and keep the heat pump evaporator clean. It is concluded that work done under this $10,000 grant demonstrated the technical feasibility of the HEAR System. However, additional funding (our original proposal called for a $47,000 grant) would be required to economically evaluate the benefit realized and to advance the HEAR System design to a workable prototype stage.« less

The NASA-UVA Light Aerospace Alloy and Structures Technology (LA2ST) Program was initiated in 1986 and continues with a high level of activity. Projects are being conducted by graduate students and faculty advisors in the Department of Materials Science and Engineering, as well as in the Department of Civil Engineering and Applied Mechanics, at the University of Virginia. This work is funded by the NASA-Langley Research Center under Grant NAG-1-745. Here, we report on progress achieved between January 1 and June 30, 1994. These results were presented at the Fifth Annual NASA LA2ST Grant Review Meeting held at the Langley Research Center in July of 1994. The objective of the LA2ST Program is to conduct interdisciplinary graduate student research on the performance of next generation, lightweight aerospace alloys, composites, and thermal gradient structures in collaboration with NASA-Langley researchers. Specific technical objectives are presented for each research project. We generally aim to produce relevant data and basic understanding of material mechanical response, environmental/corrosion behavior, and microstructure; new monolithic and composite alloys; advanced processing methods; new solid and fluid mechanics analyses; measurement and modeling advances; and a pool of educated graduate students for aerospace technologies.

On June 23, 1992, the US Department of Energy (DOE) signed Assistance Instrument Number DE-FG01-92EW50625 with the Medical University of South Carolina (MUSC) to support the Environmental Hazards Assessment Program (EHAP). The objectives of the EHAP program stated in the proposal to DOE are to: (1) Develop a holistic, national basis for risk assessment, risk management, and risk communication which recognizes the direct impact of environmental hazards on the health and well-being of all. Validation of Framework Code Approach to a Life Prediction System for Fiber Reinforced Composites

The grant was conducted by the MMC Life Prediction Cooperative, an industry/government collaborative team, Ohio Aerospace Institute (OAI) acted as the prime contractor on behalf of the Cooperative for this grant effort. See Figure I for the organization and responsibilities of team members. The technical effort was conducted during the period August 7, 1995 to June 30, 1996 in cooperation with Erwin Zaretsky, the LERC Program Monitor. Phil Gravett of Pratt & Whitney was the principal technical investigator. Table I documents all meeting-related coordination memos during this period. The effort under this grant was closely coordinated with an existing USAF sponsored program focused on putting into practice a life prediction system for turbine engine components made of metal matrix composites (MMC). The overall architecture of the NMC life prediction system was defined in the USAF sponsored program (prior to this grant). The efforts of this grant were focussed on implementing and tailoring of the life prediction system, the framework code within it and the damage modules within it to meet the specific requirements of the Cooperative. T'he tailoring of the life prediction system provides the basis for pervasive and continued use of this capability by the industry/government cooperative. The outputs of this grant are: 1. Definition of the framework code to analysis modules interfaces, 2. Definition of the interface between the materials database and the finite element model, and 3. Definition of the integration of the framework code into an FEM design tool.

This very long-running grant has supported many experiments in nuclear and particle physics by a group from the University of New Mexico. The gamut of these experiments runs from many aspects of Strangeness Nuclear Physics, to rare Kaon decays, to searches for exotic Hadrons such as Pentaquark or H-Dibaryon, and finally to Spin Physics within the PHENIX collaboration at RHIC. These experiments were performed at a number of laboratories worldwide: first and foremost at Brookhaven National Lab (BNL), but also at CERN, KEK, and most recently at J-PARC. In this Final Technical Report we summarize progress and achievements for thismore » award since our last Progress Report, i.e. for the period of fall 2013 until the award’s termination on November 30, 2015. Construction of a single atom trap for quantum information protocols

The field of quantum information science addresses outstanding problems such as achieving fundamentally secure communication and solving computationally hard problems. Great progress has been made in the field, particularly using photons coupled to ions and super conducting qubits. Neutral atoms are also interesting for these applications and though the technology for control of neutrals lags behind that of trapped ions, they offer some key advantages: primarily coupling to optical frequencies closer to the telecom band than trapped ions or superconducting qubits. Here we report progress on constructing a single atom trap for 87 Rb. This system is a promising platform for studying the technical problems facing neutral atom quantum computing. For example, most protocols destroy the trap when reading out the neutral atom's state; we will investigate an alternative non-destructive state detection scheme. We detail the experimental systems involved and the challenges addressed in trapping a single atom. All of our hardware components are off the shelf and relatively inexpensive. Unlike many other systems, we place a high numerical aperture lens inside our vacuum system to increase photon collection efficiency. Small-grants programs: lessons from community-based approaches to changing nutrition environments.

Providing small grants to community organizations can be an effective way to encourage changes in the environment that support better nutrition. This is effective because these organizations can provide insights into their communities, ready-made relationships with community members, and the trust of the community. Small-grants programs are more likely to be successful when they are tailored to the needs of individual communities, led by organizations that have established reputations with the community, fully supported by the lead community organization, and engage local partners that complement the skills and resources of the lead organization. An evaluation of a small-grants program, Grants for Healthy Youth, found that grantees developed unique approaches to improving their community nutrition environments, gained experience and skills in program development, built partnerships, and received recognition for their project work. Grantees faced some common barriers, especially with program evaluation. Small-grants programs can be an effective way to improve community nutrition environments, but granting agencies need to provide effective technical assistance to communities throughout the process.

This study sought to develop a novel parsimonious score for predicting technical success of chronic total occlusion (CTO) percutaneous coronary intervention (PCI) performed using the hybrid approach. Predicting technical success of CTO PCI can facilitate clinical decision making and procedural planning. We analyzed clinical and angiographic parameters from 781 CTO PCIs included in PROGRESS CTO (Prospective Global Registry for the Study of Chronic Total Occlusion Intervention) using a derivation and validation cohort (2:1 sampling ratio). Variables with strong association with technical success in multivariable analysis were assigned 1 point, and a 4-point score was developed from summing all points. The PROGRESS CTO score was subsequently compared with the J-CTO (Multicenter Chronic Total Occlusion Registry in Japan) score in the validation cohort. Technical success was 92.9%. On multivariable analysis, factors associated with technical success included proximal cap ambiguity (beta coefficient [b] = 0.88), moderate/severe tortuosity (b = 1.18), circumflex artery CTO (b = 0.99), and absence of "interventional" collaterals (b = 0.88). The resulting score demonstrated good calibration and discriminatory capacity in the derivation (Hosmer-Lemeshow chi-square = 2.633; p = 0.268, and receiver-operator characteristic [ROC] area = 0.778) and validation (Hosmer-Lemeshow chi-square = 5.333; p = 0.070, and ROC area = 0.720) subset. In the validation cohort, the PROGRESS CTO and J-CTO scores performed similarly in predicting technical success (ROC area 0.720 vs. 0.746, area under the curve difference = 0.026, 95% confidence interval = -0.093 to 0.144). The PROGRESS CTO score is a novel useful tool for estimating technical success in CTO PCI performed using the hybrid approach. Copyright © 2016 American College of Cardiology Foundation. Developing cancer control capacity in state and local public health agencies.

In 1986, the National Cancer Institute began a major grant program to enhance the technical capabilities of public health departments in cancer prevention and control. This effort, commonly referred to as "capacity building" for cancer control, provided funding to support eight State and one local health department. The program focused on developing the knowledge and skills of health department personnel to implement intervention programs in such areas as smoking cessation, diet modification, and breast and cervical cancer screening. The grants ranged from 2 to 5 years in length, with funding of $125,000 to $1.6 million per grant. The total for the program was $7.4 million. While the priorities set for these grants were nominally similar, their capacity building activities in cancer prevention and control evolved into unique interventions reflecting the individual needs and priorities of each State or locality. Their experiences illustrate that technical development for planning, implementing, and evaluating cancer prevention and control programs is a complex process that must occur at multiple levels, regardless of overall approach. Factors found to contribute to successful implementation of technical development programs include* commitment of the organization's leadership to provide adequate support for staff and activities and to keep cancer prevention and control on the organizational agenda,* the existence of appropriate data to monitor and evaluate programs,* appropriately trained staff,* building linkages with State and community agencies and coalitions to guide community action,* an established plan or process for achieving cancer control objectives,* access to the advice of and participation of individual cancer and health experts,* an informed State legislature,* diffusion of cancer prevention and control efforts,and* the ability to obtain funds needed for future activities.
