Data Processing on Database Management Systems with Fuzzy Query

In this study, a fuzzy query tool (SQLf) for non-fuzzy database management systems was developed. In addition, samples of fuzzy queries were made by using real data with the tool developed in this study. Performance of SQLf was tested with the data about the Marmara University students' food grant. The food grant data were collected in MySQL database by using a form which had been filled on the web. The students filled a form on the web to describe their social and economical conditions for the food grant request. This form consists of questions which have fuzzy and crisp answers. The main purpose of this fuzzy query is to determine the students who deserve the grant. The SQLf easily found the eligible students for the grant through predefined fuzzy values. The fuzzy query tool (SQLf) could be used easily with other database system like ORACLE and SQL server.

This survey set out to describe these, thereby providing a baseline against which changes in PR opinions and experiences can be assessed as the recently introduced new funding model is rolled out. The study was conducted between September and December 2012. Three quarters of PRs thought the progress update and disbursement request (PU/DR) system was a useful method of reporting grant progress. However, most felt that the grant negotiation processes were complicated, and that the grant rating system did not reflect performance.While nearly all PRs were happy with the work being done by sub-Recipients (92%) and Fund Portfolio Managers (86%), fewer were happy with the Office of the Inspector General (OIG). Non-government PRs were generally less happy with the OIG's work compared to government PRs.Most PRs thought the Global Fund's Voluntary Pooled Procurement system made procurement easier. However, only 29% said the system should be made compulsory.When asked which aspects of the Global Fund's operations needed improvement, most PRs said that the Fund should re-define and clarify the roles of different actors, minimize staff turnover at its Secretariat, and shorten the grant application and approval processes. All these are currently being addressed, either directly or indirectly, under a new funding model. Vigorous assessments should nonetheless follow the roll-out of the new model to ensure the areas that are most likely to affect PR performance realize sustained improvement. Opinions and experiences with the Global Fund were varied, with PRs having good communication with Fund Portfolio Managers and sub-Recipients, but being unhappy with the grant negotiation and grant rating systems. Recommendations included simplifying grant processes, finding performance assessment methods that look beyond numbers, and employing Local Fund Agents who understand public health aspects of programs.

The grantsmanship process is described from the perspective of the investigator. Successful grant writing involves considerable preparation. There are thousands of grant-making agencies, both public and private, and many of the grants offered can be found in online databases. Investigators should focus their grant-seeking efforts on firms and research subjects of interest. Factors that determine the type of funding pursued include the source of funds, the activity pursued by the investigator, the research subject area, the geographic area, the investigator's career level, the investigator's affiliation with a professional society, and the size of the grant. To strategize for long-term success, there are two ways a new investigator can begin-by serving as a coinvestigator on a grant held by a more-senior investigator or by pursuing a small grant as a principal investigator. When reviewing grant proposals, reviewers usually focus on a proposal's significance and impact, originality, usefulness and generalizability, scope, approach to research, feasibility, and sufficiency of resources to complete the project. Once a grant is awarded, investigators must ensure they are well versed in conducting ethical research, complying with regulations of the Health Insurance Portability and Accountability Act, preparing human subjects applications, managing grant budgets, and managing the project and personnel. Most grant makers require the presentation and publication of project results. Writing a grant proposal involves significant preparation. To be a successful grant writer, the investigator should have a strong interest in the research topic at hand. At the same time, he or she should have a clear understanding of the sponsor's perspective and interests.

Implementing Global Fund programs: a survey of opinions and experiences of the Principal Recipients across 69 countries

To describe the process used in proposal development and study implementation for a complex multisite project on cancer treatment-related fatigue (CRF), identify strategies used to manage the project, and provide recommendations for teams planning multisite research. Information derived from project team meeting records, correspondence, proposals, and personal recollection. The project was built on preexisting relationships among the three site investigators who then built a team including faculty, research coordinators, staff nurses, and students. Study sites had a range of organizational models, and the proposal was designed to capitalize on the organizational and resource strengths of each setting. Three team members drawn from outside oncology nursing provided expertise in measurement and experience with fatigue in other populations. Planning meetings were critical to the success of the project. Conference calls, fax technology, and electronic mail were used for communication. Flexibility was important in managing crises and shifting responsibility for specific components of the work. The team documented and evaluated the process used for multisite research, completed a major instrumentation study, and developed a cognitive-behavioral intervention for CRF. Accomplishments during the one-year planning grant exceeded initial expectations. The process of conducting multisite research is complex, especially when the starting point is a planning grant with specific research protocols to be developed and implemented over one year. Explicit planning for decision-making processes to be used throughout the project, acknowledging the differences among the study settings and planning the protocols to capitalize upon those differences, and recruiting a strong research team that included a member with planning grant and team-building expertise were essential elements for success. Specific recommendations for others planning multisite research are related to team-building, team membership, communication, behavioral norms, role flexibility, resources, feedback, problem management, and shared recognition.

Institutions of higher education are purchasing and/or designing sophisticated administrative information systems to manage such functions as the application, admissions, and registration process, grants management, student records, and classroom scheduling. Although faculty also manage large amounts of data, few automated systems have been created to help faculty improve teaching and learning through the management of information related to individual students, the curriculum, educational programs, and program evaluation. This article highlights the potential benefits that comprehensive educational information systems offer nurse faculty.

Grant management procedure for energy saving TDM-PONs

In order to minimize energy consumption in Time Division Multiplexing-Passive Optical Network (TDM-PON), IEEE and ITU-T have mandated sleep mode mechanism for Optical Network Units (ONUs) in the latest TDM-PON standards (e.g. IEEE P1904.1 SIEPON, ITU-T G.sup45). The sleep mode mechanism is a promising mean for maximizing energy saving in an ONU. An ONU in sleep mode flips between sleep and active state depending on the presence or absent of upstream and downstream frames. To ensure Quality of Service (QoS) of upstream frames, the recent TDM-PON standards introduced an early wake-up mechanism, in which an ONU is forced to leave the sleep state on upstream frame arrival. When the Optical Line Terminal (OLT) of a TDM-PON allows early wake-up of its connected ONUs, it allocates gratuitous grants for the sleeping ONUs along with allocating upstream grants for the ONUs in active state. Note that, the gratuitous grants control message sent periodically by the OLT on Inter-Gratuitous grant Interval (IGI) time. After leaving sleep state due to the arrival of upstream frame, the ONU uses its allocated gratuitous grant to send a control message mentioning the amount of upstream bandwidth (upstream grant) required in order to forward the remaining frames in its buffer. However, the existing early wake-up process of ONU can lead to increase the energy consumption of an ONU. It is because of the ONU wakes-up immediately from the sleep state on arrival of the upstream frame, but even so, it needs to wait for forwarding the frame until its allocated gratuitous grant period, resulting in spending energy unnecessarily. In addition, current energy saving solution for TDM-PONs do not provide a clear solution on how to manage different types of grants (e.g. listening grant, upstream transmission grant) within a Dynamic Bandwidth Allocation (DBA) polling cycle. To address this problem, we propose a state-of-art Grant Management Procedure (GMP) in order to maximize energy saving in a TDM-PON with sleep mode enabled ONUs. GMP contributes in defining the location of the different types of grants during a DBA polling cycle. Furthermore, GMP devises a mechanism so as to allow an ONU to predict its assigned gratuitous grant control message arrival time, thereby allowing an ONU to remain its transceiver unit powered off until the arrival period of the next gratuitous grant control message, increasing the energy saving of the ONU. Results show that, with the increment of IGI, the energy saving performance of an ONU with GMP increases noticeably in compare to a conventional ONU (an ONU that does not use GMP) without imposing any additional upstream frame delay.

The failure to follow-up pathology and medical imaging test results poses patient-safety risks which threaten the effectiveness, quality and safety of patient care. The objective of this project is to: (1) improve the effectiveness and safety of test-result management through the establishment of clear governance processes of communication, responsibility and accountability; (2) harness health information technology (IT) to inform and monitor test-result management; (3) enhance the contribution of consumers to the establishment of safe and effective test-result management systems. This convergent mixed-methods project triangulates three multistage studies at seven adult hospitals and one paediatric hospital in Australia.Study 1 adopts qualitative research approaches including semistructured interviews, focus groups and ethnographic observations to gain a better understanding of test-result communication and management practices in hospitals, and to identify patient-safety risks which require quality-improvement interventions.Study 2 analyses linked sets of routinely collected healthcare data to examine critical test-result thresholds and test-result notification processes. A controlled before-and-after study across three emergency departments will measure the impact of interventions (including the use of IT) developed to improve the safety and quality of test-result communication and management processes.Study 3 adopts a consumer-driven approach, including semistructured interviews, and the convening of consumer-reference groups and community forums. The qualitative data will identify mechanisms to enhance the role of consumers in test-management governance processes, and inform the direction of the research and the interpretation of findings. Ethical approval has been granted by the South Eastern Sydney Local Health District Human Research Ethics Committee and Macquarie University. The National Sea Grant program represents NOAA's nationwide university-based program in support of coastal resource use and conservation. This program is composed of 30 university-based programs that work with local coastal communities. This study focuses on a historical and multi-sited ethnographic approach that analyzes two Sea Grant Programs and their connection to the overarching NOAA national goals from 1980- 2000.The project aims to offer insight on how the extension agent position facilitates the resolution of coastal and marine management and tourism issues. The extension agents are staff who have an extensive knowledge of available coastal resources and have the role of translating this information to coastal stakeholders. Additionally, these agents assess the needs of coastal communities and report back to the program making their role into a position that can effectively alter and/or contribute to institutional and environmental management programs at broader, cross-country and global levels. The extension programs in Michigan and Puerto Rico were examined to understand how local programs respond to cultural and regional processes shaping marine extension and the management of issues faced by coastal stakeholders. A total of 36 semi- structured in-depth interviews were completed at each site, to address the following questions: (1) How do extension agents view their role at the Puerto Rico and Michigan offices and in the Sea Grant program? How do they view the conditions of their work? (2) How do their views compare to the accomplishments by each Sea Grant administration and internal inquiries? How do their views reveal conditions documented in Puerto Rico and Michigan (e.g., social, cultural, political, economic, etc)? (3) What kind of strategies do agents develop for the management of specific coastal and tourism related projects? (4) How do the Puerto Rico and Michigan offices coordinate their work, and collaborate with other "college" programs and with the National office? Although differences based on organizational structure were evident, there were similarities regarding the marine extension work history, practices, and challenges among these local programs. Preliminary findings suggests that current challenges for Sea Grant marine extension include maintenance of non- advocacy and mediation roles among coastal stakeholders, their positioning relative to research especially conducting and delivering of science to public, and development of their multi-faceted skills sets essential to extension. Simultaneously, the Sea Grant program and marine extension agents provide comprehensive ways for integrated resource management like avenues for dialogue and information-technology transfer with bottom up approaches.

Biorepositories in Africa need significant infrastructural support to meet International Society for Biological and Environmental Repositories (ISBER) Best Practices to support population-based genomics research. ISBER recommends a biorepository information management system which can manage workflows from biospecimen receipt to distribution. The H3Africa Initiative set out to develop regional African biorepositories where Uganda, Nigeria, and South Africa were successfully awarded grants to develop the state-of-the-art biorepositories. The biorepositories carried out an elaborate process to evaluate and choose a laboratory information management system (LIMS) with the aim of integrating the three geographically distinct sites. In this article, we review the processes, African experience, lessons learned, and make recommendations for choosing a biorepository LIMS in the African context.

Civil Society Organizations (CSOs) contribute to achieving development goals through advocacy, social mobilisation and provision of health services. CSO programming is a key component of Global Fund (GF) grants; however, CSOs face technical and governance capacity challenges in grant utilisation leading to missed opportunities for improving health at community level. Amref Health Africa was appointed Principal Recipient of a GF grant aimed at scaling up community case management of malaria through CSOs as sub-recipients in western Kenya. To identify potential risks and strengthen grant management, Amref Health Africa and the Ministry of Health conducted a capacity needs assessment to determine the capacity of CSOs to effectively utilise grants. 26 selected CSOs participated in this study. Document reviews and on-site assessments and observations were conducted using structured tool. The five main assessment areas were: governance and risk management; strategic and operational planning; monitoring and evaluation; programme management; and financial management. Overall performance was grouped into four categories: 3.0-2.5 (excellent), 2.0-2.4 (good), 1.5-1.9 (fair), and 1.0-1.4 (poor). Data were collected and analysed using Excel software. Twenty five out of 26 CSOs were legally compliant. 14(54%) CSOs were categorized as good; 7(27%) as excellent; 3(12%) as poor and 2(8%) as fair. Most CSOs had good programme management capacity but monitoring and evaluation presented the most capacity gaps. More than 75% of the CSOs were rated as excellent or good. A capacity building plan, programme risk management plan and oversight mechanisms were important for successful grant implementation.

The National Institutes of Health (NIH) is the largest source of funding for biomedical research in the world. This funding is largely effected through a competitive grants process. Each year the Center for Scientific Review (CSR) at NIH manages the evaluation, by peer review, of more than 55,000 grant applications. A relevant management question is how this scientific evaluation system, supported by finite resources, could be continuously evaluated and improved for maximal benefit to the scientific community and the taxpaying public. Towards this purpose, we have created the first system-level description of peer review at CSR by applying text analysis, bibliometric, and graph visualization techniques to administrative records. We identify otherwise latent relationships across scientific clusters, which in turn suggest opportunities for structural reorganization of the system based on expert evaluation. Such studies support the creation of monitoring tools and provide transparency and knowledge to stakeholders.

This article describes considerations in health and behavioral sciences small grant management and describes lessons learned during post-award implementation. Using the components by W. Sahlman [Sahlman, W. (1997). How to write a great business plan. Harvard Business Review, 75(4), 98-108] as a business framework, a plan was developed that included (a) building relationships with people in the research program and with external parties providing key resources, (b) establishing a perspective of opportunity for research advancement, (c) identifying the larger context of scientific culture and regulatory environment, and (d) anticipating problems with a flexible response and rewarding teamwork. The 21 Space Grant Programs represent a broad range of organizational structures which operate programs ranging in size from single university organizations to organizations including up to 41 members involving a composite of industrial organizations such as state agencies, and universities. Some of the space grant awards were made to organizations already in existence with on-going programs while other awards were made to consortia newly formed for the purpose of applying to the Space Grant Program. The workshop on organization and management of Space Grant Programs provided an opportunity for directors and program representatives to discuss and compare the relative advantages and disadvantages of the various models being used. This paper offers examples of the diversity of organizations, summarizes the common concerns to be met by each organizational model, and provides a case study of the Texas Space Grant Consortium organization.

Tackling Environmental Land Management in Tajikistan "Project approach" Khayrullo Ibodzoda, Zafar Mahmoudov, Murod Ergashev, Kamoliddin Abdulloev Among 28 countries in Europe and Central Asia, Tajikistan is estimated to be the most vulnerable to the climate change impacts depending on its high exposure and sensitivity combined with a very low adaptive capacity. The agricultural sector of Tajikistan is subject to lower and more erratic rainfalls, as well as dryness of water resources due to the possible temperature rising in the region, high evaporation, reducing the accumulation of snow in the mountain glaciers and increased frequency of extreme events. Climate change and variability are likely to pose certain risks, especially for those who prefer natural agriculture or pasture management that just reinforces the need for sound, adapted to new climatic conditions and improved principles of land management. Adoption of new strategies and best practices on sustainable land and water management for agricultural ecosystems will help the farmers and communities in addressing the abovementioned problems, adapt and become more resilient to changing climate by increasing wellbeing of local population, and contributing to food security and restoring productive natural resources. The Environmental Land Management and Rural Livelihoods Project is being financed by the Pilot Program for Climate Resilience (PPCR) and Global Environment Facility (GEF). The Project goal is to enable the rural population to increase their productive assets by improving management of natural resources and building resilience to climate change in selected climate vulnerable sites. The project will facilitate introduction of innovative measures on land use and agricultural production by providing small grants at the village level and grants for the Pasture User Groups (PUGs) at jamoat level in order to implement joint plans of pasture management and wellbred livestock, also for the Water User Associations (WUAs) to introduce sustainable on-farm water management practices. The Project comprises three components to be implemented in five years: 1. Rural Production and Land Resource Management Investments; 2. Knowledge Management and Institutional Support, and 3. Project Management and Coordination. These components include a set of grants from the PPCR and GEF that betrays the particular importance of the grant sources for the Project funding. This innovative combination of the PPCR and GEF grant funding will help in scheduling a scope of work under the Project and enable to implement certain activities on a pilot basis that otherwise could not be implemented at this level. Key partners are the Committee for Environmental Protection (Implementing Agency), the Ministry of Finance, the PPCR Secretariat in Tajikistan, Farkhor, Kulyab, Khovaling, Baljuvan, Tavildara and Jirgatal districts, the German Agency for International Development (GIZ) with its GREAT program which provides additional support to the community-based Project planning and institutional development, as well as technical agricultural advisory services. Currently the project has Project Implementation Group and most of its Facilitating Organizations in place that will carry out financial management, disbursements, procurement process, environmental management, social development, monitoring and evaluation. Workshops on coordinating the Project were held in the districts, as well as a series of Trainings of trainings and meetings were conducted for specialists and technical personnel. Next step is to initiate supporting local initiatives for climate adaptive land management and improved livelihoods based on Community Action Plans.
