Searching for the Golden Model of Education: Cross-National Analysis of Math Achievement

We utilized four waves of TIMSS data in addition to the information we have collected on countries’ educational systems to examine whether different degrees of standardization, differentiation, proportion of students in private schools and governmental spending on education influence students’ math achievement, its variation and socioeconomic status (SES) gaps in math achievement. Findings: A higher level of standardization of educational systems was associated with higher average math achievement. Greater expenditure on education (as % of total government expenditure) was associated with a lower level of dispersion of math achievement and smaller SES gaps in math achievement. Wealthier countries exhibited higher average math achievement and a narrower variation. Higher income inequality (measured by Gini index) was associated with a lower average math achievement and larger SES gaps. Further, we found that higher level of standardization alleviates the negative effects of differentiation in the systems with more rigid tracking. PMID:29151667

Introduction of the two cycles (Bachelor/Master) system represents sensitive aspect of the implementation of the Bologna process into higher health education. The authors used the methods of evidence based medicine to analyse available documents on the implementation of the Bologna process into the education of health sciences. Electronic search in the closed MEDLINE and open Internet databases. Electronic data collection resulted in so-called country reports (n=47) and in professional statements (n=7) of health education bodies. Majority of the country reports (n=26) did not mention at all the peculiar position of health education within the Bologna process. Many country reports stated with (n=8) or without (n=9) explanation that health sciences should be excluded from the introduction of the two educational cycles system. Only 4 country reports discussed future conditions and possibilities of introducing the two cycles system into higher health education; the German country report definitely declared that the two cycles educational system may be introduced also into health education. The seven statements of professional health educational bodies (including an ad hoc committee of the Hungarian medical faculties) did not support the introduction of the two cycles system into health education. The low demand for health professionals with Bachelor (i.e. unfinished) degree was repeatedly mentioned as strong argument for not introducing the two cycles system into health education. It should be noted, however, that the process of introducing the two cycles system has began: recent survey of EUA (European University Association) indicates that in three countries (Denmark, Flanders and Switzerland) the introduction in under current discussion. Among the principles of the Bologna process, the introduction of the two cycles system has not gain acceptance in the higher health education in Europe. However, most documents firmly support the introduction of other elements of the Bologna process (comparable degrees, system of credits, promotion of mobility of students and tutors, quality control, life long learning).

Topicality of the research is confirmed by increasing student involvement into the educational process, when not only the academic staff and administration participate in the improvement of higher education institution's activity, but also education customers - students. This adds a new dimension to the issue of monitoring education quality and student satisfaction with higher education. This issue echoes the ideas of M. Weber about the relationship between such components as cognitive motivation, personal development and student satisfaction with higher education. Besides, it is essential to focus on the approach of R. Barnet to defining the quality of education with the emphasis on a priority of development of an educational institution as the system that meets customers' needs. Monitoring student satisfaction with education quality has become an integral part of the educational process not only in a number of European universities, which have used this monitoring for decades, but also in Russian universities, which are interested in education quality improvement. Leading universities in Russia, including Peter the Great St. Petersburg Polytechnic University, are implementing policies targeted at increasing student satisfaction with higher education quality. Education quality monitoring as a key element in the system of providing feedback to students contributes greatly to this process.

The nexus of research and innovation in higher education are continually receiving worldwide priority attention. Hence, Malaysia has taken its move to enhance public universities as a center of excellence by introducing the status of Research University (RU). To inspire all universities towards becoming a research university, The Ministry of Higher Education (MoHE) had revised an assessment called Malaysian Research Assessment Instrument (MyRA) to evaluate the performance of existence RUs, and other potential higher education institutions. The available spreadsheet tool to access MyRA performance is inadequate to support strategic planning. Since, higher education management is a complex system, in which components and their interactions are ever changing over time, there is a need to for an efficient approach to investigate system behavior and devise research management policies for the benefit of the institution itself and the higher education system. In this paper, we proposed a system dynamics simulation model to evaluate the impact of policies for obtaining the highest performance in MyRA assessment. Causal loop diagram is developed to investigate the relationship of various elements in research management, their inter-relationship that link together and their evolution of behavior over time.

The article is written based on some results of the long-term scientific research of the problem related to the urgent need to find the ways of training personnel for the innovative coal industry in the higher education system. This is due to the fundamental changes in the Russian social and economic conditions: the change in the social system and the owner of the coal industry, the emergence of new technologies in the field of coal mining and processing, and in the management of these processes. At the same time, the system of training specialists for the coal industry in the higher education institutions has largely remained unchanged: technologies and principles of training, scientific approaches and concepts take little account of the changed situation, traditional views of specialists work-ing in the university continue to dominate innovative ideas. Many innovations, especially related to technology and the principles of education, struggle to make their way into the higher education system. The article substantiates the urgency of the problem of training personnel for the innovative coal industry in the higher education system, as well as the importance of scientific analysis of the problem in order to find the ways to solve it.

This paper focuses on the usage of a learning management system in an educational institution for higher education in Greece. More specifically, the paper examines the literature on the use of different learning management systems for blended learning in higher education in Greek Universities and Technological Educational Institutions and reviews the advantages and disadvantages. Moreover, the paper describes the usage of the Open eClass platform in a Technological Educational Institution, TEI of Ionian Islands, and the effort to improve the educational material by organizing it and adding video-lectures. The platform has been evaluated by the students of the TEI of Ionian Islands based on six dimensions: namely student, teacher, course, technology, system design, and environmental dimension. The results of this evaluation revealed that Open eClass has been successfully used for blended learning in the TEI of Ionian Islands. Despite the instructors' initial worries about students' lack of participation in their courses if their educational material was made available online and especially in video lectures; blended learning did not reduce physical presence of the students in the classroom. Instead it was only used as a supplementary tool that helps students to study further, watch missed lectures, etc.

The purpose of this paper is to highlight the complexities involved in higher education provision and how systems thinking and socio-technical systems (STS) thinking approach can be used to understand the education ecosystem. Systems thinking perspective is provided using two case studies: the development of European Learner Mobility (EuroLM) service and the delivery of Enterprise System Management (ESM) course at the Birmingham City University, UK. The case studies present how systems thinking using STS approaches like applied organisational change and Cognitive Work Analysis can be used to capture a conceptual model of the education system for understanding the interactions and relationships between the people, technology, processes and the organisations. Using systems thinking perspective, EuroLM has developed a set of technical standards addressed to the European systems developers and ESM delivery ensures that students communicate and collaborate.

The right to get a proper education for every citizen had been regulated by the government, but not all citizens have the same opportunity. This is due to the other factors in the nation's infrastructure, Frontier, Outermost, and Disadvantaged (3T) which have not beenaccomodatedto access information and communication technology (ICT), and the ideal learning environment in order to pursue knowledge. This condition could be achieved by reforming higher education. Such reforms include the provision of educational services in the form of a flexible learner-oriented, and to change the curriculum with market based.These changes would include the provision of lecturers, professors, and professional teaching force. Another important effort is to update the quality of higher education with resource utilization. This paper proposes a new education business model to realize the Smart Education (SE), with an orientation on the proven skills and competitive.SE is the higher education system to optimize output (outcome) learning with combine individual learning and collaboration techniques based network system, informal practice learning and formal theory. The paper covers a set and interaction of the existing higher education institution automated control systems in φ state budgetary educational institution of higher professional education "Industrial University of Tyumen ". A structural interaction of the existing systems and their functions has been analyzed which has become a basis for identification of a number of system-related and local (related to separate modules) drawbacks of the university activities automation. The authors suggested a new structure of the automated control system, consisting of three major subsystems: management support; training and methodology support; distance and supplementary education support. Functionality for each subsystem has been defined in accordance with the educational institution automation requirements. The suggested structure of the ACS will solve the challenges facing the university during reorganization and optimization of the processes of management of the institution activities as a whole.
