    An automated in-situ road surface distress surveying and management system, AMPIS, has been developed on the basis of video images within the framework of GIS software. Video image processing techniques are introduced to acquire, process and analyze the road surface images obtained from a moving vehicle. ArcGIS platform is used to integrate the routines of image processing and spatial analysis in handling the full-scale metropolitan highway surface distress detection and data fusion/management. This makes it possible to present user-friendly interfaces in GIS and to provide efficient visualizations of surveyed results not only for the use of transportation engineers to manage road surveying documentations, data acquisition, analysis and management, but also for financial officials to plan maintenance and repair programs and further evaluate the socio-economic impacts of highway degradation and deterioration. A review performed in this study on fundamental principle of Pavement Management System (PMS) and its implementation indicates that the proposed approach of using GIS concept and its tools for PMS application will reshape PMS into a new information technology-based system that can provide convenient and efficient pavement inspection and management.

    The off-highway sector is under increasing pressure to reduce operating costs (including fuel costs) and to reduce emissions. Recognizing this, the Society of Automotive Engineers and the U.S. Department of Energy (DOE) convened a workshop in April 2001 (ANL 2001) to (1) determine the interest of the off-highway sector (consisting of agriculture, construction, surface mining, inland marine) in crafting a shared vision of off-highway, heavy machines of the future and (2) identify critical research and development (R&D) needs for minimizing off-highway vehicle emissions while cost-effectively maintaining or enhancing system performance. The workshop also enabled government and industry participants to exchangemore » information. During the workshop, it became clear that the challenges facing the heavy, surface-based off-highway sector can be addressed in three major machine categories: (1) engine/aftertreatment and fuels/lubes, (2) machine systems, and (3) thermal management. Working groups convened to address these topical areas. The status of off-highway technologies was determined, critical technical barriers to achieving future emission standards were identified, and strategies and technologies for reducing fuel consumption were discussed. Priority areas for R&D were identified. Given the apparent success of the discussions at the workshop, several participants from industry agreed to help in the formation of a joint industry/government ''roadmap'' team. The U.S. Department of Energy's Office of Heavy Vehicle Technologies has an extensive role in researching ways to make heavy-duty trucks and trains more efficient, with respect to both fuel usage and air emissions. The workshop participants felt that a joint industry/government research program that addresses the unique needs of the off-highway sector would complement the current research program for highway vehicles.     PLUS highway is the largest concessionary in Malaysia. The study on PLUS highway development, in order to overcome the demand for efficient road transportation, is crucial. If the highways have better interconnected network, it will help the economic activities such as trade to increase. If economic activities are increasing, the benefit will come to the people and state. In its turn, it will help the leaders to plan and conduct national development program. In this paper, network analysis approach will be used to study the in-coming traffic burden during the year of 2013. The highway network linking all the toll plazas is a dynamic network. The objective of this study is to learn and understand about highway network in terms of the in-coming traffic burden entering to each toll plazas along PLUS highway. For this purpose, the filtered network topology based on the forest of all possible minimum spanning trees is used. The in-coming traffic burden of a city is represented by the number of cars passing through the corresponding toll plaza. To interpret the filtered network, centrality measures such as degree centrality, betweenness centrality, closeness centrality, eigenvector centrality are used. An overall centrality will be proposed if those four measures are assumed to have the same role. Based on the results, some suggestions and recommendations for PLUS highway network development will be delivered to PLUS highway management.

    The system design is premised on a proven, areal two-dimensional, finite-difference flow/transport model which is supported by an operational set of computer programs for input data management and model output interpretation. The purposes of the project are (1) to demonstrate the utility of the model for providing useful highway design information, (2) to develop guidelines and procedures for using the simulation system for evaluation, analysis, and optimal design of highway crossings of floodplain and coastal wetland areas, and (3) to identify improvements which can be effected in the simulation system to better serve the needs of highway design engineers. Two case study model implementations, being conducted to demonstrate the simulation system and modeling procedure, are presented and discussed briefly.

    An automated in-situ road surface distress surveying and management system, AMPIS, has been developed on the basis of video images within the framework of GIS software. Video image processing techniques are introduced to acquire, process and analyze the road surface images obtained from a moving vehicle. ArcGIS platform is used to integrate the routines of image processing and spatial analysis in handling the full-scale metropolitan highway surface distress detection and data fusion/management. This makes it possible to present user-friendly interfaces in GIS and to provide efficient visualizations of surveyed results not only for the use of transportation engineers to manage road surveying documentations, data acquisition, analysis and management, but also for financial officials to plan maintenance and repair programs and further evaluate the socio-economic impacts of highway degradation and deterioration. A review performed in this study on fundamental principle of Pavement Management System (PMS) and its implementation indicates that the proposed approach of using GIS concept and its tools for PMS application will reshape PMS into a new information technology-based system providing a convenient and efficient pavement inspection and management.

    The Public Health Service and the National Highway Traffic Safety Administration share the responsibility for problems related to injury prevention and control regarding the alcohol-impaired operation of motor vehicles. NHTSA activities have evolved over several decades within a general framework which emphasizes community-based systems. The National Highway Traffic Safety Administration is promoting program activities that stress community-level involvement in problems of alcohol and highway use. The public health approach to the mortality and morbidity resulting from alcohol use and motor vehicle operation entails examining and promoting those activities that address human factors. Techniques for Effective Alcohol Management (TEAM) is a cooperative effort representing sports, entertainment, insurance, vehicle manufacturer, and other organizations and agencies building community coalitions. The Centers for Disease Control is establishing research and collaborating centers to stimulate studies and exchange information on injury-related research. Alcohol countermeasures programs include training for law enforcement and legal officials, technology development efforts, and changes in laws applied to use of alcohol and other drugs. Outreach and networking activities have encouraged the initiation and coordination of community level groups active in promoting highway safety with regard to the use of alcohol. Statistical method changes are being discussed for surveillance of motor vehicle-related injuries for Health Objectives for the Nation for the Year 2000.     The Wisconsin Department of Transportation is required to control the quality of runoff from roadways under their control as part of the National Pollution Discharge Elimination System. One way to control roadway runoff is to use street sweeping to remove pollutants before they are entrained in runoff. This may be a good option because land is often unavailable or prohibitively expensive and structural best-management practices can also be expensive. This study collected stormwater runoff samples and dirt samples from the roadway surface from a section of Interstate Highway 894 near Milwaukee, Wisconsin during periods when a street sweeping program was and was not in effect. These data may be useful in evaluating street sweeping as a stormwater best management practice but this study did not perform this evaluation. Data collection methods, concentrations of sediment and other constituents in storm- water runoff, and street dirt masses are presented in this report. Replicate and comparison sample results indicate that when evaluating the effectiveness of best-management practices on highway runoff, suspended sediment results should be used rather than suspended solids, presumably because the particle sizes in highway runoff is large compared to those found in other types of stormwater runoff.

    In the UK, the Highways Agency is responsible for operating, maintaining and improving the strategic road network in England. One focus of the Highways Agency's ongoing research into the nature and impact of highway runoff is aimed at ensuring that the Highways Agency will meet the requirements of the EU Water Framework Directive. A research programme, undertaken in partnership with the Environment Agency, is in progress to develop a better understanding of pollutants in highway runoff and their ecological impact. The paper presents the outcome of a study to: (1) monitor pollutants in highway runoff under different climate and traffic conditions; (2) develop standards to assess potential ecological risks from soluble pollutants in highway runoff; and (3) develop a model to predict pollutant concentrations in highway runoff. The model has been embedded in a design tool incorporating risk assessment procedures and receiving water standards for soluble and insoluble pollutants--the latter has been developed elsewhere in another project within the research programme. The design tool will be used to support improved guidance on where, and to what level, treatment of runoff is required for highway designers to manage the risk of ecological impact from highway runoff.

    A quality control and quality assurance plan has been implemented as part of the Massachusetts bridge scour and channel-stability assessment program. This program is being conducted by the U.S. Geological Survey, Massachusetts-Rhode Island District, in cooperation with the Massachusetts Highway Department. Project personnel training, data-integrity verification, and new data-management technologies are being utilized in the channel-stability assessment process to improve current data-collection and management techniques. An automated data-collection procedure has been implemented to standardize channel-stability assessments on a regular basis within the State. An object-oriented data structure and new image management tools are used to produce a data base enabling management of multiple data object classes. Data will be reviewed by assessors and data base managers before being merged into a master bridge-scour data base, which includes automated data-verification routines.

    Four test sites along a 7-mile section of Route 25 in southeastern Massachusetts, each representing a specific highway-drainage system, were instrumented to determine the effectiveness of the drainage systems in preventing contamination of ground water by road salt. One of the systems discharges highway runoff onsite through local drainpipes. The other systems use trunkline drainpipes through which runoff from highway surfaces, shoulders, and median strips is diverted and discharged into either a local stream or a coastal waterway. Route 25 was completed and opened to traffic in the summer of 1987. Road salt was first applied to the highway in the winter of 1987-88. The study area is on a thick outwash plain composed primarily of sand and gravel. Water-table depths range from 15 to 60 feet below land surface at the four test sites. Ground-water flow is in a general southerly direction, approximately perpendicular to the highway. Streamflow in the study area is controlled primarily by ground-water discharge. Background concentrations of dissolved chloride, sodium, and calcium-the primary constituents of road salt-are similar in ground water and surface water and range from 5 to 20, 5 to 10, and 1 to 5 milligrams per liter, respectively. Data-collection programs were developed for monitoring the application of road salt to the highway, the quantity of road-salt water entering the ground water, diverted through the highway-drainage systems, and entering a local stream. The Massachusetts Highway Department monitored road salt applied to the highway and reported these data to the U.S. Geological Survey. The U.S. Geological Survey designed and operated the ground-water, highway- drainage, and surface-water data-collection programs. A road-salt budget will be calculated for each test site so that the effectiveness of the different highway-drainage systems in preventing contamination of ground water by road salt can be determined.
