    Conflicts in water resources exist because river-reservoir systems are managed to optimize traditional benefits (e.g., hydropower and flood control), which are historically quantified in economic terms, whereas natural and environmental resources, including in-stream and riparian resources, are more difficult or impossible to quantify in economic terms. Multicriteria decision analysis provides a quantitative approach to evaluate resources subject to river basin management alternatives. This objective quantification method includes inputs from special interest groups, the general public, and concerned individuals, as well as professionals for each resource considered in a trade-off analysis. Multicriteria decision analysis is applied to resources and flow alternatives presented in the environmental impact statement for Glen Canyon Dam on the Colorado River. A numeric rating and priority-weighting scheme is used to evaluate 29 specific natural resource attributes, grouped into seven main resource objectives, for nine flow alternatives enumerated in the environmental impact statement.

    This EIS analyzes the significant environmental impacts that could occur if various technologies for management and disposal of high-level and transuranic wastes from commercial nuclear power reactors were to be developed and implemented. This EIS will serve as the environmental input for the decision on which technology, or technologies, will be emphasized in further research and development activities in the commercial waste management program. The action proposed in this EIS is to (1) adopt a national strategy to develop mined geologic repositories for disposal of commercially generated high-level and transuranic radioactive waste (while continuing to examine subseabed and very deepmore » hole disposal as potential backup technologies) and (2) conduct a R and D program to develop such facilities and the necessary technology to ensure the safe long-term containment and isolation of these wastes. The Department has considered in this statement: development of conventionally mined deep geologic repositories for disposal of spent fuel from nuclear power reactors and/or radioactive fuel reprocessing wastes; balanced development of several alternative disposal methods; and no waste disposal action. This EIS reflects the public review of and comments offered on the draft statement. Included are descriptions of the characteristics of nuclear waste, the alternative disposal methods under consideration, and potential environmental impacts and costs of implementing these methods. Because of the programmatic nature of this document and the preliminary nature of certain design elements assumed in assessing the environmental consequences of the various alternatives, this study has been based on generic, rather than specific, systems. At such time as specific facilities are identified for particular sites, statements addressing site-specific aspects will be prepared for public review and comment.« less

    Three locations on White Sands Missile Range, New Mexico, are under consideration as alternatives for the proposed Ground-Based Free-Electron Laser Technology Integration Experiment (GBFEL-TIE). The study conducted jointly by Prewitt and Associates, Inc., and the Office of Contract Archeology, was designed to provide input into the GBFEL-TIE Draft Environmental Impact Statement concerning the potential impact of the proposed project on cultural resources in each of the alternatives. The input consists of a series of predictions based on data gathered from two sources: (1) a cultural resource sample survey (15%) of two alternatives conducted as part of this study, and (2)more » from a previous survey of the third alternative. A predictive model was devleoped and applied using these data that estimated the potential impact of the GBFEL-TIE facility on the cultural resources within each alternative. The predictions indicate that the NASA alternatives, by far, the least favorable location for the facility followed by the Orogrande and Stallion Alternatives.« less

  4. On the preparation of environmental impact statements in the United States of America

    The National Environmental Policy Act of 1969 (NEPA) requires that an Environmental Impact Statement (FIS) be prepared whenever a federal action is considered that could result in a significant impact on the environment. Such actions include the issuance of construction or operating licenses for nuclear facilities and power plants, hydroelectric dams, or the diversion of water from rivers and lakes. An EIS is usually required if federal funds are involved. The U.S. Environmental Protection Agency and U.S. Council for Environmental Quality have developed guidelines and regulations for the preparation of an EIS. An EIS is not a scientific report. It is a legal document whose primary function is its use by decision-making agencies in approving or not approving the proposed federal action. The EIS is also used to inform the public and other government agencies of the environmental impacts of the proposed facility. The NEPA process allows public input into the decision-making process. An EIS should be short and concise, analytical, conclusory, be written for a non-technical audience, discuss the pros and cons of the proposed facility, and examine the impacts of all alternatives to the proposed action. The EIS should identify all adverse environmental impacts that cannot be avoided. The conclusions reached in the EIS should be clearly stated and supported by discussions and data in the text and by references to show that the agency has made the necessary analyses. The paper discusses the purpose and contents of these documents and the environmental procedures used in the U.S.A., especially as they relate to nuclear power plants.

    Is there a global consensus on the management of endometriosis that considers the views of women with endometriosis? It was possible to produce an international consensus statement on the current management of endometriosis through engagement of representatives of national and international, medical and non-medical societies with an interest in endometriosis. Management of endometriosis anywhere in the world has been based partially on evidence-based practices and partially on unsubstantiated therapies and approaches. Several guidelines have been developed by a number of national and international bodies, yet areas of controversy and uncertainty remain, not least due to a paucity of firm evidence. A consensus meeting, in conjunction with a pre- and post-meeting process, was undertaken. A consensus meeting was held on 8 September 2011, in conjunction with the 11th World Congress on Endometriosis in Montpellier, France. A rigorous pre- and post-meeting process, involving 56 representatives of 34 national and international, medical and non-medical organizations from a range of disciplines, led to this consensus statement. A total of 69 consensus statements were developed. Seven statements had unanimous consensus; however, none of the statements were made without expression of a caveat about the strength of the statement or the statement itself. Only two statements failed to achieve majority consensus. The statements covered global considerations, the role of endometriosis organizations, support groups, centres or networks of expertise, the impact of endometriosis throughout a woman's life course, and a full range of treatment options for pain, infertility and other symptoms related to endometriosis. This consensus process differed from that of formal guideline development. A different group of international experts from those participating in this process would likely have yielded subtly different consensus statements. This is the first time that a large, global, consortium, representing 34 major stake-holding organizations from five continents, has convened to systematically evaluate the best available current evidence on the management of endometriosis, and to reach consensus. In addition to 18 international medical organizations, representatives from 16 national endometriosis organizations were involved, including lay support groups, thus generating input from women who suffer from endometriosis.

    This paper tries to yield an economic valuation of biotechnological activities in terms of aggregated production and employment. This valuation goes beyond direct estimation and includes the indirect effects derived from sectorial linkages between biotechnological activities and the rest of economic system. To deal with the proposed target several sources of data have been used, including official data from National Statistical Office (INE) such us national accounts, input-output tables, and innovation surveys, as well as, firms' level balance sheets and income statements and also specific information about research projects compiled by Genoma Spain Foundation. Methodological approach is based on the estimation of a new input-output table which includes the biotechnological activities as a specific branch. This table offers both the direct impact of these activities and the main parameters to obtain the induced effects over the rest of the economic system. According to the most updated available figures, biotechnological activities would have directly generated almost 1,600 millions of euros in 2005, and they would be employed more than 9,000 workers. But if we take into account the full linkages with the rest of the system, the macroeconomic impact of Biotechnological activities would reach around 5,000 millions euros in production terms (0.6% of total GDP) and would be responsible, directly or indirectly, of more than 44,000 employments.

    The results of the decision analysis are meant to serve as only one of many sources of information that can be used to evaluate the alternatives proposed in the Environmental Impact Statement. These results only focus on those resource goals for which quantitative performance metrics could be formulated and evaluated; there are other important aspects of the resource goals that also need to be considered. Not all the stakeholders who were invited to participate in the decision analysis chose to do so; thus, the Bureau of Reclamation, National Park Service, and U.S. Department of Interior may want to consider other input.

    A computer program enables generation, in the form of graphical representations of process flows with embedded natural-language policy statements, input to a suite of policy-, process-, and performance-based management (P3BM) software. This program (1) serves as an interface between users and the Hunter software, which translates the input into machine-readable form; and (2) enables users to initialize and monitor the policy-implementation process. This program provides an intuitive graphical interface for incorporating natural-language policy statements into business-process flow diagrams. Thus, the program enables users who dictate policies to intuitively embed their intended process flows as they state the policies, reducing the likelihood of errors and reducing the time between declaration and execution of policy.

    Developing computer-interpretable clinical practice guidelines (CPGs) to provide decision support for guideline-based care is an extremely labor-intensive task. In the EON/ATHENA and SAGE projects, we formulated substantial portions of CPGs as computable statements that express declarative relationships between patient conditions and possible interventions. We developed query and expression languages that allow a decision-support system (DSS) to evaluate these statements in specific patient situations. A DSS can use these guideline statements in multiple ways, including: (1) as inputs for determining preferred alternatives in decision-making, and (2) as a way to provide targeted commentaries in the clinical information system. The use of these declarative statements significantly reduces the modeling expertise and effort required to create and maintain computer-interpretable knowledge bases for decision-support purpose. We discuss possible implications for sharing of such knowledge bases.
