Decision makers and community leaders are key audiences to engage in our efforts to improve climate literacy. Climate Education Partners has been working with business leaders, elected officials, tribal leaders, and other Key Influentials in the San Diego Region to enhance the channels of communication outside traditional settings. Over the past year we have interviewed over 90 Key Influential San Diego leaders asking them about their knowledge of climate change and their personal and professional efforts to adapt to and/or mitigate the impacts of climate change. We also engaged them directly in the creation of an innovative educational resource called "San Diego, 2050 is Calling. How will we answer?" Results of the interviews indicate that 90% of these leaders are concerned about climate change, more than 50% are already doing something about the impacts, and the majority of them want more information, greater dialogue and examples of actions taken by other community leaders. We found that repeated engagement of leaders at the San Diego County Water Authority went from basic collaboration in our water tours, to greater participation of their top leaders in a water tour for top decision makers from the City of San Diego, finally culminating with full support of and participation in the 2050 report. The 2050 report represents an integrated approach blending local climate change science, social science education theory and presentation of a suite of solution-driven opportunities for local leaders. The report includes science infographics that illustrate rigorous scientific facts, statements from expert scientists and direct quotes from decision makers, and examples of successful climate change adaptation actions from companies, government groups and others. The video and photography sessions for the 2050 report led to many unexpected discussion among leaders with differing opinions on climate change, greater enthusiasm to participate in outreach activities with other leaders and an increased willingness to share their successes publicly. Climate Education Partners is finding that linking excellent local science with healthy community dialogue is resulting in San Diego leaders and their communities making more informed decisions on how to adapt to climate change now and for all future generations.

The final EIR/EIS, which we prepared and now announce in accordance with the National Environmental Policy Act of 1969 (NEPA), describes the restoration of approximately 2,300 acres (ac) of former farmland located in Sonoma County, California, near the San Pablo Bay. The final EIR/EIS responds to all comments we received on the draft document. The restoration project, which would be implemented by the SLT, would restore natural estuarine ecosystems on diked baylands, while providing public access and recreational and educational opportunities compatible with ecological and cultural resources protection. The U.S. Army Corps of Engineers, San Francisco District, and the National Marine Fisheries Service of the National Oceanic and Atmospheric Administration are cooperating agencies on the final EIR/EIS.

A system for forecasting landslides during major storms has been developed for the San Francisco Bay area by the U.S Geological Survey and was successfully tested during heavy storms in the bay area during February 1986. Based on the forecasts provided by the USGS, the National Weather Service (NWS) included landslide warnings in its regular weather forecasts or in special weather statements transmitted to local radio and television stations and other news media. USGS scientists said the landslide forecasting and warning system for the San Francisco Bay area can be used as a prototype in developing similar systems for other parts of the Nation susceptible to landsliding. Studies show damage from landslides in the United States averages an estimated $1.5 billion per year.

Shrinking cities examined from a shrinking scale – the impact ...
Urban populations continue to increase globally and cities have become the dominant human habitat. However, the growth of cities is not universal. Shrinking cities face decreased income, reduced property values, and decreased tax revenue. Fewer people per unit area creates inefficiencies and higher costs for infrastructure maintenance and the provision of public amenities. However, population losses and economic distress are not equal in all neighborhoods, and in fact are quite heterogeneously distributed across the landscape. Broader statements about the trajectory of a shrinking city may mask underlying differences in economic, cultural, and environmental impacts as well as the ability of some neighborhoods to be resilient and adaptive to economic changes as well as climate change and other environmental stressors. This paper examines the recent impact of population loss in neighborhoods in the Río Piedras watershed in San Juan, Puerto Rico, on the provision of ecosystem services, material and energy flows, and ecological impacts, using public data and data collected previously in two household surveys. Using scenarios, we estimate future population changes and their potential positive and negative impacts on the environment and human well-being in these neighborhoods. ...We, the U.S. Fish and Wildlife Service (USFWS), in coordination with the California State Coastal Conservancy, are preparing a joint environmental impact statement/environmental impact report (EIS/EIR) for the proposed restoration of ponds R3, R4, R5, S5, A1, A2W, A8, A8S, A19, A20, and A21 at the Don Edwards National Wildlife Refuge (Refuge) in Alameda, Santa Clara and San Mateo Counties, California. The proposed project is Phase 2 of the South Bay Salt Pond Restoration Project and consists of restoring and enhancing over 2,000 acres of tidal wetlands and managed pond habitats in the South San Francisco Bay. It would also include storage and use of upland fill and dredged material in one or more of the seasonal ponds in the Refuge or on the levees that surround them. Phase 2 may also include collaborative restoration and/or flood management activities with non- USFWS landowners or managers of public infrastructure on adjacent properties. This notice advises the public that we intend to gather information necessary to prepare an EIS pursuant to the National Environmental Policy Act (NEPA). We encourage the public and other agencies to participate in the NEPA scoping process by attending the public scoping meeting and/or by sending written suggestions and information on the issues and concerns that should be addressed in the draft EIS/EIR, including the range of alternatives, appropriate mitigation measures, and the nature and extent of potential environmental impacts.

Toxic phytoplankton in San Francisco Bay

The Regional Monitoring Program (RMP) was conceived and designed to document the changing distribution and effects of trace substances in San Francisco Bay, with focus on toxic contaminants that have become enriched by human inputs. However, coastal ecosystems like San Francisco Bay also have potential sources of naturally-produced toxic substances that can disrupt food webs and, under extreme circumstances, become threats to public health. The most prevalent source of natural toxins is from blooms of algal species that can synthesize metabolites that are toxic to invertebrates or vertebrates. Although San Francisco Bay is nutrient-rich, it has so far apparently been immune from the epidemic of harmful algal blooms in the world’s nutrient-enriched coastal waters. This absence of acute harmful blooms does not imply that San Francisco Bay has unique features that preclude toxic blooms. No sampling program has been implemented to document the occurrence of toxin-producing algae in San Francisco Bay, so it is difficult to judge the likelihood of such events in the future. This issue is directly relevant to the goals of RMP because harmful species of phytoplankton have the potential to disrupt ecosystem processes that support animal populations, cause severe illness or death in humans, and confound the outcomes of toxicity bioassays such as those included in the RMP. Our purpose here is to utilize existing data on the phytoplankton community of San Francisco Bay to provide a provisional statement about the occurrence, distribution, and potential threats of harmful algae in this Estuary.

Provider self-disclosure during contraceptive counseling.

Provider self-disclosure (PSD) - defined as providers making statements regarding personal information to patients - has not been well characterized in the context of contraceptive counseling. In this study, we describe the incidence, content and context of contraceptive PSD. This mixed methods analysis used data from the Provider-Patient Contraceptive Counseling study, for which 349 family planning patients were recruited from 2009 to 2012 from six clinics in the San Francisco Bay Area. Audio-recordings from their visits were analyzed for the presence or absence of PSD, and those visits with evidence of PSD were analyzed using qualitative methods. The associations of patient and provider demographics and patient satisfaction measures, obtained from survey data, with PSD were analyzed using bivariable and multivariable analyses. Thirty-seven percent of providers showed evidence of PSD during at least one visit, and PSD occurred in 9% of clinic visits. Fifty-four percent of PSD statements were about intrauterine devices. About half of PSD statements occurred prior to the final selection of the contraceptive method and appeared to influence the choice of method. In post-visit surveys, all patients who reported receiving PSD considered it to be appropriate, and patient-reported PSD was not statistically associated with measures of patient satisfaction. This study provides some support for the appropriateness of PSD during family planning encounters, at least as practiced during the sampled visits. Further research could explore whether this counseling strategy has an impact on patients' ability to identify the best contraceptive methods for them. In this study, PSD did not have a demonstrated negative effect on the provider-patient relationship. In almost half of visits, PSD appeared to influence patients' choice of a method; whether this influence is beneficial needs further research. Copyright © 2017 Elsevier Inc. All rights reserved.

The delivery of healthcare has an impact on the environment and contributes to climate change. As a consequence, the way in which nurses and midwives use and dispose of natural resources in clinical practice, and the subsequent impact on the environment, should be integral component of nursing and midwifery education. Opportunities need to be found to embed such issues into nursing curricula; thus bringing sustainability issues 'closer to home' and making them more relevant for clinical practice. The study was designed to measure the impact of a sustainability-focussed, scenario-based learning educational intervention on the attitudes and knowledge of student nurses and midwives. Pre test/Post test intervention study using scenario-based learning as the educational intervention. The Sustainability Attitudes in Nursing Survey (SANS_2) was used as the outcome measure. Clinical skills session in a UK University School of Nursing and Midwifery. 676 second year undergraduate nursing and midwifery students. The 7-point scale SANS survey was completed before and after the teaching session; standard non-parametric analysis compared pre and post intervention scores. Changes were observed in attitude towards climate change and sustainability and to the inclusion of these topics within the nursing curricula (p=0.000). Participants demonstrated greater knowledge of natural resource use and the cost of waste disposal following the session (p=0.000). Participants also reported that sessions were realistic, and levels of agreement with statements supporting the value of the session and the interactive nature of delivery were higher following the session. Using a scenario-based learning approach with nursing and midwifery students can change attitudes and knowledge towards sustainability and climate change. Embedding this approach in the context of clinical skills provides a novel and engaging approach that is both educationally sound and clinically relevant. Copyright © 2017. Published by Elsevier Ltd.

The objective of this study was to assess the environmental impact of a submerged anaerobic MBR (SAnMBR) system in the treatment of urban wastewater at different temperatures: ambient temperature (20 and 33°C), and a controlled temperature (33°C). To this end, an overall energy balance (OEB) and life cycle assessment (LCA), both based on real process data, were carried out. Four factors were considered in this study: (1) energy consumption during wastewater treatment; (2) energy recovered from biogas capture; (3) potential recovery of nutrients from the final effluent; and (4) sludge disposal. The OEB and LCA showed SAnMBR to be a promising technology for treating urban wastewater at ambient temperature (OEB=0.19 kW h m(-3)). LCA results reinforce the importance of maximising the recovery of nutrients (environmental impact in eutrophication can be reduced up to 45%) and dissolved methane (positive environmental impact can be obtained) from SAnMBR effluent. This notice is to advise interested parties that Brooke Army Medical Center (BAMC) and Wilford Hall Medical Center (WHMC), hereinafter referred to as Destination San Antonio, have been designated the Regional Specialized Treatment Service facilities (STSFs) for DRGs 1, 3, 4, 49, 104-107, 110-111, 191, 209, 491, 286, and 357. The application for the STSF designation was submitted by the Lead Agency for TRICARE Region 6 and approved by the Assistant Secretary of Defense (Health Affairs). The Lead Agent will oversee that the STSFs maintain the quality and standards required for specialized treatment services. DoD beneficiaries residing within a 200-mile radius of Destination San Antonio facilities falling into the above patient category must be evaluated by Destination San Antonio staff before receiving care for these DRGs under direct military care or TRICARE/CHAMPUS cost sharing. Travel and lodging for the patient and, if stated to be medically necessary by a referring physician, for a nonmedical attendant, will be reimbursed by Destination San Antonio facility in accordance with the provisions of the Joint Federal Travel Regulation. Although evaluation in person is preferred, it is possible to conduct the evaluation telephonically if the patient is unable to travel to a Destination San Antonio facility. If the care for these DRGs cannot be performed at the Destination San Antonio facilities, the TRICARE Managed Care Support Contractor for Region 6 will provide a medical necessity review prior to issuance of an Inpatient Care Authorization or Non-availability Statement.

The United States Geological Survey (USGS) and the National Weather Service (NWS) have developed an operational warning system for debris flows during severe rainstorms in the San Francisco Bay region. The NWS makes quantitative forecasts of precipitation from storm systems approaching the Bay area and coordinates a regional network of radio-telemetered rain gages. The USGS has formulated thresholds for the intensity and duration of rainfall required to initiate debris flows. The first successful public warnings were issued during a severe storm sequence in February 1986. Continued operation of the warning system since 1986 has provided valuable working experience in rainfall forecasting and monitoring, refined rainfall thresholds, and streamlined procedures for issuing public warnings. Advisory statements issued since 1986 are summarized.
