The Atacama Cosmology Telescope (ACT) will make measurements of the brightness temperature anisotropy in the Cosmic Microwave Background (CMB) on degree to arcminute angular scales. The ACT observing site is located 5200 m near the top of Cerro Toco in the Atacama Desert of northern Chile. This thesis presents research on the detectors which capture the image of the CMB formed at ACT's focal plane. In the first chapter, the primary brightness temperature fluctuations in the Cosmic Microwave Background are reviewed. In Chapter 2, a calculation shows how the CMB brightness is translated by ACT to an input power to the detectors. Chapter 3 describes the ACT detectors in detail and presents the response and sensitivity of the detectors to the input power computed in Chapter 2. Chapter 4 describes the detector fabrication at NASA Goddard Space Flight Center. Chapter 5 summarizes experiments which characterize the ACT detector performance.

Wyoming proposed to amend Chapters 1, 2, 4, 5, and Appendix A of the Land Quality Division (LQD) Coal Rules and Regulations to address required program amendments and other deficiencies identified by OSMRE, and to improve and clarify rules relating to requirements for vegetation measurements and performance standards. Specifically, the proposed changes clarify baseline vegetation requirements and revegetation reclamation plan requirements, clarify revegetation success standards and codify normal husbandry practices, reorganize and clarify species diversity and shrub density requirements, and revise and add definitions supporting those proposed changes. Wyoming also proposed changes to its rules in Chapters 2, 4, and 5 regarding cultural and historic resources, prime farmland, siltation structures and impoundments, and operator information. Wyoming revised its program to be consistent with the corresponding Federal regulations and SMCRA, clarify ambiguities, and improve operational efficiency.

Industrial, commercial, and institutional (ICI) boilers have been identified as a category that emits more than 25 tons of oxides of nitrogen (NOx) per year. This alternative control techniques (ACT) document provides technical information for use by State and local agencies to develop and implement regulatory programs to control NOx emissions from ICI boilers. Additional ACT documents are being developed for other stationary source categories. Chapter 2 summarizes the findings of this study. This article highlights contributions that can be made to the public health field by incorporating “ecosystem approaches to health” to tackle future environmental and health challenges at a regional level. This qualitative research reviews attitudes and understandings of the relationship between public health and the environment and the priorities, aspirations and challenges of a newly established group (the Oceania EcoHealth Chapter) who are attempting to promote these principles. Ten semi-structured interviews with Oceania EcoHealth Chapter members highlighted the important role such groups can play in informing organisations working in the Oceania region to improve both public health and environmental outcomes simultaneously. Participants of this study emphasise the need to elevate Indigenous knowledge in Oceania and the role regional groups play in this regard. They also emphasis that regional advocacy and ecosystem approaches to health could bypass silos in knowledge and disciplinary divides, with groups like the Oceania EcoHealth Chapter acting as a mechanism for knowledge exchange, engagement, and action at a regional level with its ability to bridge the gap between environmental stewardship and public health. Landmark legislation provides guiding principles for land management planning in southern Nevada and the rest of the United States. Such legislation includes, but is not limited to, the Forest Service Organic Administration Act of 1897 (16 U.S>C. 473-478, 479-482 and 551), National Park Service Organic Act of 1916 (U.S.C. Title 16, Secs. 1-4). Wilderness Act 1964 (P.L.88-577), National Environmental Policy Act of 1969 (P.L. 91-190), Endangered Species Act of 1973 (P.L. 91-205), National Forest Management Act of of 1976 (P.L. 94-588), and Federal Land Policy and Management Act of 1976 (P.L. 94-579). The acts establishing congressionally designated areas within southern Nevada, such as Lake Mead National Recreation Area, Spring Mountains National Restoration Area, and Desert National Wildlife Refuge, also contain guidelines for the management of these lands. These documents variously require preservation of natural and cultural resource and wilderness character, protection of species, and prevention of undesirable environmental effects from land management actions. These requirements must be met while allowing for multiple "uses" of certain public lands (e.g. recreation, ranching, resources extraction, renewable energy development, etc.) to the degree that they do no threaten preservation, protection, and prevention goals,. many considerations some into play in the development and implementation for land management plans and actions. The planning process requires a balancing act that sometimes pit one need or priority against another. When priorities can trump other needs can prioritized and receive disproportionate consideration. Overall, the management of public lands is a very complicated and sometime contentious process. Science provides an objective way to help weigh quantifiable information and draw conclusions about the effects of past and potential future land management policies, decisions, and actions. When effectively integrated into adaptive management, science-based information can reduce uncertainties, increase knowledge, and improve decision making. However, the specific science information needed for effective management is often lacking or difficult to access or interpret. Science is typically reported in scientific journals as discrete units describing individual studies with other scientists as the primary audience. Translations of these studies an synthesis or multiple studies into formats that can be readily used in land management planning efforts are often lacking. Identifying and articulating the highest priority science and research needs is one of the primary purposes of the Southern Nevada Agency Partnership (SNAP; http://www.SNAP.gov) Science and Research Team (chapter 1; Turner and others 2009). The SNAP Science and Research Strategy (Strategy) calls for a synthesis report to be written every 5 years summarizing the state of knowledge, information gaps and management implications of scientific information as it relates to the SNAP Strategy goals (Turner and others 2009). This General Technical Report serves as the first SNAP Science and Research Synthesis Report (Synthesis Report) commissioned by the Science and Research Team. The Synthesis Report is mostly based on information form the peer-reviewed scientific literature, and is itself peer reviewed and constitutes a new contribution to the scientific literature. This final chapter addresses Sub-goal 2.3, which is to manage current and future authorized southern Nevada land uses in a manner that balances public need and ecosystem sustainability, and Sub-goal 2.5, which is to promote an effective conservation education and interpretation program to improve the quality of resources and enhance public use and enjoyment of southern Nevada public lands. It summarizes information form the previous chapters on what scientific information is known currently and what remains largely unknown, and it discusses how science can be used to make future management decisions that balances public needs and ecosystem sustainability.

Crystallisation and crystal forms of carbohydrate derivatives

This thesis is focused on the synthesis and solid state analysis of carbohydrate derivatives, including many novel compounds. Although the synthetic chemistry surrounding carbohydrates is well established in the literature, the crystal chemistry of carbohydrates is less well studied. Therefore this research aims to improve understanding of the solid state properties of carbohydrate derivatives through gaining more information on their supramolecular bonding. Chapter One focuses on an introduction to the solid state of organic compounds, with a background to crystallisation, including issues that can arise during crystal growth. Chapter Two is based on glucopyranuronate derivatives which are understudied in terms of their solid state forms. This chapter reports on the formation of novel glucuronamides and utilising the functionality of the amide bond for crystallisation. TEMPO oxidation was completed to form glucopyranuronates by oxidation of the primary alcohol groups of glucosides to the carboxylic acid derivatives, to increase functionality for enhanced crystal growth. Chapter Three reports on the synthesis of glucopyranoside derivatives by O-glycosylation reactions and displays crystal structures, including a number of previously unsolved acetate protected and deprotected crystal structures. More complex glycoside derivatives were also researched in an aim to study the resultant supramolecular motifs. Chapter Four contains the synthesis of aryl cellobioside derivatives including the novel crystal structures that were solved for the acetate protected and deprotected compounds. Research was carried out to determine if 1-deoxycellodextrins could act as putative isostructures for cellulose. Our research displays the presence of isostructural references with 1-deoxycellotriose shown to be similar to cellulose III11, 1-deoxycellotetraose correlates with cellulose IV11 and 1-deoxycellopentose shows isostructurality similar to that of cellulose II. Chapter Five contains the full experimental details and spectral characterisation of all novel compounds synthesised in this project and relevant crystallographic information.

The two chapters included in this document (Chapters 4 and 6) are numbered to correspond to the chapters where such information is typically presented in environmental impact statements (EISs) and other Hanford Site NEPA or CERCLA documentation. Chapter 4.0 (Affected Environment) describes Hanford Site climate and meteorology; air quality; geology; hydrology; ecology; cultural, archaeological, and historical resources; socioeconomics; noise; and occupational health and safety. Sources for extensive tabular data related to these topics are provided in the chapter. Most subjects are divided into a general description of the characteristics of the Hanford Site, followed by site-specific information, where available, of the 100, 200, 300, and other areas. This division allows the reader to go directly to those sections of particular interest. When specific information on each of these separate areas is not complete or available, the general Hanford Site description should be used. Chapter 6.0 (Statutory and Regulatory Requirements) describes federal and state laws and regulations, DOE directives and permits, and presidential executive orders that are applicable to the NEPA documents prepared for Hanford Site activities. Information in Chapter 6 of this document can be adapted and supplemented with specific information for a chapter covering statutory and regulatory requirements in an environmental assessment or environmental impact statement. When preparing environmental assessments and EISs, authors should also be cognizant of the document titled Recommendations for the Preparation of Environmental Assessments and Environmental Impact Statements published by the DOE Office of NEPA Oversight (DOE 2004). The efforts to improve the data quality for the Sea-viewing Wide Field-of-view Sensor (SeaWiFS) data products have continued, following the third reprocessing of the global data set in May 2000. Analyses have been ongoing to address all aspects of the processing algorithms, particularly the calibration methodologies, atmospheric correction, and data flagging and masking. All proposed changes were subjected to rigorous testing, evaluation and validation. The results of these activities culminated in the fourth reprocessing, which was completed in July 2002. The algorithm changes, which were implemented for this reprocessing, are described in the chapters of this volume. Chapter 1 presents an overview of the activities leading up to the fourth reprocessing, and summarizes the effects of the changes. Chapter 2 describes the modifications to the on-orbit calibration, specifically the focal plane temperature correction and the temporal dependence. Chapter 3 describes the changes to the vicarious calibration, including the stray light correction to the Marine Optical Buoy (MOBY) data and improved data screening procedures. Chapter 4 describes improvements to the near-infrared (NIR) band correction algorithm. Chapter 5 describes changes to the atmospheric correction and the oceanic property retrieval algorithms, including out-of-band corrections, NIR noise reduction, and handling of unusual conditions. Chapter 6 describes various changes to the flags and masks, to increase the number of valid retrievals, improve the detection of the flag conditions, and add new flags. Chapter 7 describes modifications to the level-la and level-3 algorithms, to improve the navigation accuracy, correct certain types of spacecraft time anomalies, and correct a binning logic error. Chapter 8 describes the algorithm used to generate the SeaWiFS photosynthetically available radiation (PAR) product. Chapter 9 describes a coupled ocean-atmosphere model, which is used in one of the changes described in Chapter 4. Finally, Chapter 10 describes a comparison of results from the third and fourth reprocessings along the US. Northeast coast.

The presentation of research is provided in the following five chapters. Chapter 2 presents the necessary background information and definitions for general work with ultrasound and acoustics. It also discusses the basis for errors in the slant range measurements. Chapter 3 presents a method of problem solution and an analysis of the sensitivity of the equations to slant range measurement errors. It also presents various methods by which the error in the slant range measurements can be reduced to improve overall measurement accuracy. Chapter 4 provides a description of a type of experiment used to test the analytical solution and provides a discussion of its results. Chapter 5 discusses the setup of a prototype collision avoidance system, discusses its accuracy, and demonstrates various methods of improving the accuracy along with the improvements' ramifications. This document describes the U.S. Department of Energy’s (DOE) Hanford Site environment. It is intended to provide a consistent description of the Hanford Site for the many environmental documents being prepared by DOE contractors concerning the National Environmental Policy Act (NEPA). No statements regarding significance or environmental consequences are provided. This year’s report is the eighteen revision of the original document published in 1988 and is (until replaced by the nineteenth revision) the only version that is relevant for use in the preparation of Hanford NEPA, State Environmental Policy Act (SEPA), and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA)more » documents. Two chapters are included in this document (Chapters 4 and 6), numbered to correspond to chapters typically presented in environmental impact statements (EISs) and other Hanford Site NEPA or CERCLA documentation. Chapter 4.0 (Affected Environment) describes Hanford Site climate and meteorology; air quality; geology; hydrology; ecology; cultural, archaeological, and historical resources; socioeconomics; noise; and occupational health and safety. Sources for extensive tabular data related to these topics are provided in the chapter. When possible, subjects are divided into a general description of the characteristics of the Hanford Site, followed by site-specific information, where available, for the 100, 200, 300 and other areas. This division allows the reader to go directly to those sections of particular interest. When specific information on each of these separate areas is not complete or available, the general Hanford Site description should be used. Chapter 6.0 (Statutory and Regulatory Requirements) describes federal and state laws and regulations, DOE directives and permits, and presidential executive orders that are applicable to NEPA documents prepared for Hanford Site activities. Information in Chapter 6 can be adapted and supplemented with specific information covering statutory and regulatory requirements for use in an environmental assessment or environmental impact statement. When preparing environmental assessments and EISs, authors should consult Recommendations for the Preparation of Environmental Assessments and Environmental Impact Statements published by the DOE Office of NEPA Oversight (DOE 2004). The objective is to test the effectiveness of Partners in Dementia Care (PDC), a care-coordination program that integrates and improves access to medical and nonmedical services, while strengthening the informal care network and providing information, coaching, and emotional support. PDC was delivered via a partnership between Veterans Affairs (VA) Medical Centers (VAMCs) and Alzheimer's Association chapters, for caregivers of veterans with dementia living in the community and receiving primary care from the VA. The initial sample was 486 caregivers of 508 veterans with diagnosed dementia. Outcomes were evaluated for 394 and 324 caregivers who completed 6- and 12- month follow-up, respectively. PDC had a standardized protocol that included assessment and reassessment, action planning, and ongoing monitoring. It was delivered by telephone and e-mail for cost efficiency and the ability to handle caseloads of 100 to 125. Care coordinators from VAMCs and Alzheimer's Association chapters worked as a team using a shared computerized record. A variety of caregiver outcomes was measured after 6 and 12 months. Intervention group caregivers had significant improvements in outcomes representing unmet needs, three types of caregiver strains, depression, and two support resources. Most improvements were evident after 6 months, with more-limited improvements from Months 6 to 12. Some outcomes improved for all caregivers, whereas some improved for caregivers experiencing more initial difficulties or caring for veterans with more-severe impairments. Zinc uptake by yeast is metabolism-dependent, with most of the available zinc translocated very quickly into the vacuole. At cell division, zinc is distributed from mother to daughter cells and this effectively lowers the individual cellular zinc concentration, which may become zinc depleted at the onset of the fermentation. Zinc influences yeast fermentative performance and examples will be provided relating to brewing and wine fermentations. Industrial yeasts are subjected to several stresses that may impair fermentation performance. Such stresses may also impact on yeast cell zinc homeostasis. This chapter will discuss the practical implications for the correct management of zinc bioavailability for yeast-based biotechnologies aimed at improving yeast growth, viability, fermentation performance and resistance to environmental stresses

Environmental Impact Assessment (EIA) is a key tool to help ensure sustainable built development in more than 200 countries worldwide. Ecology is frequently a component of EIA and early reviews of Ecological Impact Assessment (EcIA) chapters identified scope for improvement at almost every stage of the EcIA process, regardless of country. However, there have been no reviews of UK EcIA chapters since 2000, despite important changes in biodiversity and planning legislation, policy and guidance. In addition, no UK EcIA chapter reviews have attempted to assign a grade or score to EcIA chapters (as has been done for reviews of US, Finnish and Indian EcIA chapters). Furthermore, no EcIA chapter reviews have attempted to use a scoring system to identify which variables determine EcIA chapter information content, beyond straightforward comparisons of EcIA chapters before and after the introduction of guidelines. A variant of the Biodiversity Assessment Index (BAI) was used to assign scores between zero and one to EcIA chapters based on a series of 47 questions drawn from EU legislation and professional guidance. 112 EcIA chapters for proposed developments that were subsequently granted planning permission in England were assessed. The mean BAI score was less than 0.5, indicating the presence of considerable information gaps in the majority of EcIA chapters. Of 13 predictor variables identified as having the potential to affect EcIA chapter quality, 10 were identified as significantly related to the BAI scores. A backward stepwise Generalized Linear Model identified the use of professional guidance, the ecological consultancy type and the length of the EcIA chapter as having the greatest combined explanatory power. As a result, several recommendations are made to help improve future EcIA chapter content, including formal EcIA chapter review, publicising the professional guidance to consultants, the provision of training and the introduction of an accreditation scheme for consultants involved in EcIA This approach could be replicated in other countries that conduct EIA. Context-dependent EcIA chapter review criteria (as in this paper) would help to identify targeted recommendations for improvement. While an abundance of research has investigated the development of the automatic and controlled processes through which individuals control their thoughts, emotions, and actions, less research has emphasized the role of the self in self-regulation. This chapter synthesizes four literatures that have examined the mechanisms through which the individual acts in a managerial role, evaluating the current status of the system and initiating regulatory actions as necessary. Taken together, these literatures (on executive function, error monitoring, metacognition, and uncertainty monitoring) suggest that self-reflection plays a critical role in self-regulation, and that developmental improvements in self-reflection (via increasing levels of conscious awareness and enhanced calibration of monitoring systems) may serve as driving forces underlying developmental improvement (and temperamental individual differences) in children's ability to control their thoughts and actions.

This dissertation contains three independent papers (chapters). Chapter 1 argues that researchers that use a regression discontinuity design with parametric controls for the assignment variable face significant uncertainty as to the appropriate model. I argue that researchers should incorporate this model uncertainty into their inference through model averaging. I show in a Monte Carlo experiment that Frequentist model averaging, compared to pretesting, leads to more precise estimates and less Type I error. Chapter 2 studies the impact of state-level tax incentives for the film industry, which have exploded since the early 2000s. I study how these incentives affect filming location and the number of jobs and businesses in the film industry. I seek to answer the question: can these incentives create a local film industry? I find that while these incentives have large effects on filming location, they almost never lead to increases in jobs and employment in the film industry. Chapter 3 studies the Prudence Kay Poppink Act, effective 2001, which broadened California's disability discrimination in employment law. This expanded coverage to those with less severe impairments. I study how this expansion affected labor market outcomes for the disabled by comparing the disabled in California before and after the Act to the disabled in other states during the same time period. I augment this difference-in-difference methodology by adding a comparison to the non-disabled as well. I find that this expansion of legal protections increased employment and possibly increased wage and salary rates.

The use of metal acetylacetonate complexes to make Europium (III) doped Ytrrium (Y2O3) NPs is explored, where the acetylacetonate acts both as a source of oxygen for the synthesis of Y2O3, as well as an organic chromophore acting as an "antenna" for the absorption of light and subsequent excitation transfer to the incorporated Europium (III) (Chapter 2). Other host materials are investigated by method of metal acetylacetonate decomposition to synthesize a variety of different nanospinels, having the general formula AB2X4, with sulfide variants made by decomposition of diethyldithiocarbamate, (Chapter 3). The antenna ligand thenoyltrifluoroacetone (tta), which is known to undergo a Dexter energy transfer (DET) mechanism to efficiently sensitize Europium (III) emission, is used to determine the distance of energy transfer in Europium (III) doped nanospinels by passivating the surface of the nanospinel with a tta (Chapter 4). A variety of ligands are explored in order to optimize the sensitization efficiency in relation to the difference in energy between the singlet and triplet levels of the ligands versus the 5D0 and 5D4 energy levels of Europium (III) and Terbium (III) respectively (Chapter 5).

Degraded carotenoids (apocarotenoids, norisoprenoids) have been a subject of intensive research for several decades. From the perspective of human physiology and nutrition, the retinoids, acting as vitamins, signalling molecules, and visual pigments, attracted the greatest attention (Chapters 15 and 16). Plant scientists, however, detected a wealth of different apocarotenoids, presumably derived by the excentric cleavage of carotenoids in various species, the plant hormone abscisic acid (1, Scheme 6) being the best-investigated example. With the onset of fruit ripening, flower opening or senescence of green tissues, carotenoids are degraded oxidatively to smaller, volatile compounds. The natural biological functions of the reaction products are outlined in Chapter 15. As many of these apocarotenoids act as potent flavour compounds, food chemists and flavourists worldwide have investigated meticulously their structural and sensory properties. Many aspects of carotenoid metabolites and breakdown products as aroma compounds are presented in a comprehensive book [1].

The Department of Health is undertaking a review of the Mental Health Act 1983 code of practice and as part of that review has opened a consultation on what changes should be made. One key area for change is a chapter that provides clearer information about the interface between the Mental Health Act 1983 and the Mental Capacity Act 2005. Both the House of Commons Health Select Committee and the House of Lords Mental Capacity Act Committee have argued that poor understanding of the interface has led to flawed decision making by doctors and nurses. In the first of a short series of articles, Richard Griffith considers the interface between these two important statutes, beginning with advance decisions to refuse treatment (ADRT).

Social Interest in The Polish Doctrine of Monument Preservation

The paper discusses a controversy surrounding the latest amendment to the text of the Polish Parliament Act Conservation and the Care of Monuments (2015). It is a common dictum that any edifice cannot exist without good foundations. In this particular case of the mentioned above Act, definition of monument appears to be such a basis. A social interest is one of the constituent elements of the definition mentioned above. In the first part of the paper the notion of the social interest expression has been discussed, particularly from national and international points of view. The second part of the paper comprises some examples from the Polish monument preservation experience with the use of comparison method supported by case study. Only three big Polish cities: Warsaw, Wroclaw and Szczecin are involved in the presented case study but it must be emphasized that many other places on Polish territory experienced the same. Basing on the faith of these cities, the results and discussion chapter proves fundamental discrepancy in social interest notion between national and international scopes using some analytical methods. Finally, in the discussion chapter some proposals for the future amendment of monument definition in the Act of Conservation and the Care of Monuments have been provided.

1986 was another year of major advances for SSRL as the ultimate capabilities of PEP as a synchrotron radiation source became more apparent and a second PEP beam line was initiated, while effective development and utilization of SPEAR proceeded. Given these various PEP developments, SSRL abandoned its plans for a separate diffraction limited ring, as they abandoned their plans for a 6--7 GeV ring of the APS type last year. It has become increasingly apparent that SSRL should concentrate on developing SPEAR and PEP as synchrotron radiation sources. Consequently, initial planning for a 3 GeV booster synchrotron injector for SPEARmore » was performed in 1986, with a proposal to the Department of Energy resulting. As described in Chapter 2, the New Rings Group and the Machine Physics Group were combined into one Accelerator Physics Group. This group is focusing mainly on the improvement of SPEAR`s operating conditions and on planning for the conversion of PEP into a fourth generation x-ray source. Considerable emphasis is also being given to the training of accelerator physics graduate students. At the same time, several improvements of SSRL`s existing facilities were made. These are described in Chapter 3. Chapter 4 describes new SSRL beam lines being commissioned. Chapter 5 discusses SSRL`s present construction projects. Psychomotor stimulants are drugs that act on the central nervous system (CNS) to increase alertness, elevate mood, and produce a sense of well-being. These drugs also decrease appetite and the need for sleep. Stimulants can enhance stamina and improve performance in tasks that have been impaired by fatigue or boredom. Approved therapeutic applications of stimulants include attention deficit hyperactivity disorder (ADHD), narcolepsy, and obesity. These agents also possess potent reinforcing properties that can result in excessive self-administration and abuse. Chronic use is associated with adverse effects including psychosis, seizures, and cerebrovascular accidents, though these complications usually occur in individuals with preexisting risk factors. This chapter reviews the adverse neurologic consequences of chronic psychomotor stimulant use and abuse, with a focus on two prototypical stimulants methamphetamine and cocaine. © 2015 Elsevier Inc. ...Pursuant to Title III of the Dodd-Frank Wall Street Reform and Consumer Protection Act, all functions of the Office of Thrift Supervision (OTS) relating to Federal savings associations and the rulemaking authority of the OTS relating to all savings associations are transferred to the Office of the Comptroller of the Currency (OCC) on July 21, 2011 (transfer date). In order to facilitate the OCC's enforcement and administration of former OTS rules and to make appropriate changes to these rules to reflect OCC supervision of Federal savings associations as of the transfer date, the OCC is republishing, with nomenclature and other technical changes, the OTS regulations currently found in Chapter V of Title 12 of the Code of Federal Regulations. The republished regulations will be recodified with the OCC's regulations in Chapter I at parts 100 through 197 (Republished Regulations), effective on July 21, 2011. The Republished Regulations will supersede the OTS regulations in Chapter V for purposes of OCC supervision and regulation of Federal savings associations, and certain of the Republished Rules will supersede the OTS regulations in Chapter V for purposes of the FDIC's supervision of state savings associations. Chapter V of Title 12 of the Code of Federal Regulations will be vacated at a later date.
