  5. The net benefits of human-ignited wildfire forecasting: the case of Tribal land units in the United States

    Research shows that some categories of human-ignited wildfires might be forecastable, due to their temporal clustering, with the possibility that resources could be pre-deployed to help reduce the incidence of such wildfires. We estimated several kinds of incendiary and other human-ignited wildfire forecast models at the weekly time step for tribal land units in the United States, evaluating their forecast skill out of sample. Analyses show that an Autoregressive Conditional Poisson (ACP) model of both incendiary and non-incendiary human-ignited wildfires is more accurate out of sample compared to alternatives, and the simplest of the ACP models performed the best. Additionally, an ensemble of these and simpler, less analytically intensive approaches performed even better. Wildfire hotspot forecast models using all model types were evaluated in a simulation mode to assess the net benefits of forecasts in the context of law enforcement resource reallocations. Our analyses show that such hotspot tools could yield large positive net benefits for the tribes in terms of suppression expenditures averted for incendiary wildfires but that the hotspot tools were less likely to be beneficial for addressing outbreaks of non-incendiary human-ignited wildfires.   7. New Techniques to Evaluate the Incendiary Behavior of Insulators

    New techniques for evaluating the incendiary behavior of insulators is presented. The onset of incendive brush discharges in air is evaluated using standard spark probe techniques for the case simulating approaches of an electrically grounded sphere to a charged insulator in the presence of a flammable atmosphere. However, this standard technique is unsuitable for the case of brush discharges that may occur during the charging-separation process for two insulator materials. We present experimental techniques to evaluate this hazard in the presence of a flammable atmosphere which is ideally suited to measure the incendiary nature of micro-discharges upon separation, a measurement never before performed. Other measurement techniques unique to this study include; surface potential measurements of insulators before, during and after contact and separation, as well as methods to verify fieldmeter calibrations using a charge insulator surface opposed to standard high voltage plates.     On December 7, 1941, a 60-year old dentist from Irwin, Pennsylvania, Dr. Lytle S. Adams, was driving home from a vacation at Carlsbad Caverns in New Mexico. Hours earlier, he had been gripped with amazement as he witnessed millions of bats exiting the caves of Carlsbad. Listening to his car radio on his return trip, he was shocked to hear that Japan had just attacked Pearl Harbor. Dr. Adams, outraged over this travesty, began to mentally construct a plan for U.S. retaliation. As his thoughts returned to the countless bats that had awed him, he formed a tentative plan: millions of these small, flying mammals could be connected to tiny, time-fused incendiary bombs, and then released to land on the flimsily constructed structures which dotted the cities of Japan. Within a few minutes, the bombs would explode and enflame the entire urban areas. He postulated that these immeasurable numbers of fires, spreading their devastation over such vast areas within Japanese cities would result in the enemy's speedy surrender. This article documents the futile efforts of Dr. Adams, his team and the U.S. government to develop and employ an effective, incendiary bat bomb. The recently developed atom bomb, a far more deadly weapon was used in its place.

    AlFeCrCoNi high entropy alloys (HEA) feature significant compressive strength characteristics, being usable for severe impact applications in the military domain. The research paper presents the results obtained by testing the impact resistance of four HEA samples of different chemical compositions at perforation with 7.62 mm calibre incendiary armour-piercing bullets. The dynamical behaviour was modelled by numerical simulation based on the results of the dynamic tests conducted in the firing range, thus allowing the development of more efficient high entropy alloys, to be used for collective/personal protection.

  15. Regional Variation in Causes of Injuries among Terrorism Victims for Mass Casualty Events

    The efficient allocation of medical resources to prepare for and respond to mass casualty events (MCEs) attributable to intentional acts of terrorism is a major challenge confronting disaster planners and emergency personnel. This research article examines variation in regional patterns in the causes of injures associated with 77,258 successful terrorist attacks that occurred between 1970 and 2013 involving the use of explosives, firearms, and/or incendiaries. The objective of this research is to estimate regional variation in the use of different conventional weapons in successful terrorist attacks in each world region on variation in injury cause distributions. Indeed, we find that the distributions of the number of injuries attributable to specific weapons types (i.e., by cause) vary greatly among the 13 world regions identified within the Global Terrorism Database.     Since April 2001, the Oklahoma City National Memorial Institute for the Prevention of Terrorism has funded an effort by Hicks &Associates, Inc. and the Terrorism Research Center, Inc., aimed ultimately at improving local, state, and federal emergency responders" capabilities for mitigating the effects of chemical, biological, radiological, nuclear or explosive/ incendiary (CBRNE) terrorism. This effort, titled "Project Responder," began by developing an understanding of how state and local responders view their current capabilities, shortfalls, and needs. This paper discusses some of the results of this first phase of the effort that has resulted in a comprehensive report titled "Emergency Responders" Needs, Goals, and Priorities." This paper addresses two of the capabilities from that report which we believe are of most interest to this conference. There are ten other capabilities discussed in the report, which may also be of interest.

  17. Proposals for chemical weapons during the American Civil War.

    Proposals for chemical weapons that arose during the American Civil War are described. Most incendiary and all biological agents are excluded. The described proposals appeared primarily in periodicals or letters to government officials on both sides. The weapons were usually meant to temporarily disable enemy combatants, but some might have been lethal, and Civil War caregivers were ill-prepared to deal with the weapons' effects. Evidently, none of the proposed weapons were used. In only one instance was use against civilians mentioned. Among the agents most commonly proposed were cayenne pepper or other plant-based irritants such as black pepper, snuff, mustard, and veratria. Other suggested agents included chloroform, chlorine, hydrogen cyanide, arsenic compounds, sulfur, and acids. Proponents usually suggested that the chemicals be included in explosive artillery projectiles. Less commonly proposed vehicles of delivery included fire engines, kites, and manned balloons. Some of the proposed weapons have modern counterparts.

    During the summer of 2010 near a little village in the south of Italy, a fire destroyed a piece of brushland without any apparent economic importance. The remains of a fire-setting tool were found at the point of origin of the fire. It was started using a well-planned and methodical approach. The analytical results demonstrated a sophisticated and effective incendiary tool designed to leave little evidence that could identify the offender. The action and the purpose of the arsonist were clear but the basic motivation was unpredictable. The burned area was without any relevant economical interest. It was burnt during the past and has not been used for any cultivation or sheep farming but in the region there was evidence of bushfires that had been lit to stimulate the growth of forest fruits to be harvested for sale.     Implanted biomaterials often fail because they elicit a foreign body response (FBR) and concomitant fibrotic encapsulation. To design clinically relevant interference approaches, it is crucial to first examine the FBR mechanisms. Here, we report the development and validation of infrared-excited nonlinear microscopy to resolve the three-dimensional (3D) organization and fate of 3D-electrospun scaffolds implanted deep into the skin of mice, and the following step-wise FBR process. We observed that immigrating myeloid cells (predominantly macrophages of the M1 type) engaged and became immobilized along the scaffold/tissue interface, before forming multinucleated giant cells. Both macrophages and giant cells locally produced vascular endothelial growth factor (VEGF), which initiated and maintained an immature neovessel network, followed by formation of a dense collagen capsule 2-4 weeks post-implantation. Elimination of the macrophage/giant-cell compartment by clodronate and/or neutralization of VEGF by VEGF Trap significantly diminished giant-cell accumulation, neovascularization and fibrosis. Our findings identify macrophages and giant cells as incendiaries of the fibrotic encapsulation of engrafted biomaterials via VEGF release and neovascularization, and therefore as targets for therapy.

  1. Effects of drought and fire on bird communities of the Kofa National Wildlife Refuge, Arizona

    In chapter 2, we examine the effects of the King Valley fire on breeding and migrant birds within the Kofa NWR. This fire was caused by incendiary weapons testing within Yuma Proving Ground, south of the Kofa NWRboundary (Esque and others, 2013). We found large differences in spring migrant and breeding species abundance and richness between bird count stations within the 2005 King Valley fire zone and bird count stations immediately outside the fire perimeter. Habitat loss to fire, and the subsequent slow regeneration of a Sonoran Desert flora that is not well adapted to fire disturbance, is a recognized threat to bird populations (McCreedy and others, 2009; Latta, 1999), and of all Sonoran Desert wildlife, birds may be the most impacted by loss of perennial Sonoran Desert vegetation to fire (Esque and Schwalbe, 2002). We conclude that decreases in both breeding and migrant use of washes within burned areas will likely persist into the long term (>25 years) due to slow return rates of xeroriparian woodlands lost in the fire.

    This report was prepared by Argonne National Laboratory (ANL) to document the results of a contamination source review of Building E3180 at the Aberdeen Proving Ground (APG) in Maryland. The report may be used to assist the US Army in planning for the future use or disposition of this building. The review included a historical records search, physical inspection, photographic documentation, geophysical investigation, collection of air samples, and review of available records regarding underground storage tanks associated with Building E3180. The field investigations were performed by ANL during 1994. Building,E3180 (current APG designation) is located near the eastern end ofmore » Kings Creek Road, north of Kings Creek, and about 0.5 miles east of the airstrip within APG`s Edgewood Area. The building was constructed in 1944 as a facsimile of a Japanese pillbox and used for the development of flame weapons systems until 1957 (EAI Corporation 1989). The building was not used from 1957 until 1965, when it was converted and used as a flame and incendiary laboratory. During the 1970s, the building was converted to a machine (metal) shop and used for that purpose until 1988.« less

    The US Army Aberdeen Proving Ground (APG) is a primarily undeveloped installation on the upper Chesapeake bay in Maryland. The bush and Gunpowder Rivers are two sub-estuaries that run through the installation before emptying into the Chesapeake Bay. Past activities at EA APG include pilot-scale chemical agent manufacturing, munitions testing, smoke/incendiary manufacturing, domestic and rubble landfilling, and disposal of chemical warfare agents as well as other materials. It was determined that if contamination of the Gunpowder River exists from these previous activities on EA APG it was most likely to be found in the sediments. The initial phase was tomore » conduct a sediment survey of the river to determine the spatial distribution of sediment types and the suitability of the benthos for the proposed methodologies. The second phase was to combine innovative screening-level investigative methodologies as well as sediment chemical and physical analyses into one survey of the benthos and sediments of the Gunpowder River. This phase used the Microtox luminescent bioassay and Daphnia magna IQ Toxicity Test, Surface and Profile Image (SPI) photography, analysis of sediment physical characteristics, and limited chemical analysis to identify locations that warrant a more focused investigation.« less

  4. An unmanned ground vehicle for landmine remediation

    Anti-tank (AT) landmines slow down and endanger military advances and present sizeable humanitarian problems. The remediation of these mines by direct human intervention is both dangerous and costly. The Intelligent Systems & Robotics Group (ISRG) at New Mexico Tech has provided a partial solution to this problem by developing an Unmanned Ground Vehicle (UGV) to remediate these mines without endangering human lives. This paper presents an overview of the design and operation of this UGV. Current results and future work are also described herein. To initiate the remediation process the UGV is given the GPS coordinates of previously detected landmines. Once the UGV autonomously navigates to an acceptable proximity of the landmine, a remote operator acquires control over a wireless network link using a joystick on a base station. Utilizing two cameras mounted on the UGV, the operator is able to accurately position the UGV directly over the landmine. The UGV houses a self-contained drill system equipped with its own processing resources, sensors, and actuators. The drill system deploys a neutralizing device over the landmine to neutralize it. One such device, developed by Science Applications International Corporation (SAIC), employs incendiary materials to melt through the container of the landmine and slowly burn the explosive material, thereby safely and remotely disabling the landmine.

  5. Contribution of forensic autopsy to scene reconstruction in mass fire casualties: a case of alleged arson on a floor consisting of small compartments in a building.

    A fire is an important cause of mass disasters, involving various forensic issues. Before dawn on an early morning, 16 male visitors in their twenties to sixties were killed in a possibly incendiary fire at a 'private video parlor' consisting of small compartments in a building. The main causes of death as determined by forensic autopsy were acute carbon monoxide (CO) intoxication for all of the 15 found-dead victims, and hypoxic-ischemic encephalopathy following acute CO intoxication for a victim who died in hospital. Burns were mild (<20% of body surface) in most victims, except for three victims found between the entrance and the estimated fire-outbreak site; thus, identification was completed without difficulty, supported by DNA analysis. Blood carboxyhemoglobin saturation (COHb) was higher for victims found dead in the inner area. Blood cyanide levels were sublethal, moderately correlated to COHb, but were higher in victims found around the estimated fire-outbreak site. There was no evidence of thinner, alcohol or drug abuse, or an attack of disease as a possible cause of an accidental fire outbreak. These observations contribute to evidence-based reconstruction of the fire disaster, and suggest how deaths could have been prevented by appropriate disaster measures.     On the morning of June 9, 2009, an explosion occurred at a manufacturing plant in Garner, North Carolina. By the end of the day, 68 injured patients had been evaluated at the 3 Level I trauma centers and 3 community hospitals in the Raleigh/Durham metro area (3 people who were buried in the structural collapse died at the scene). Approximately 300 employees were present at the time of the explosion, when natural gas being vented during the repair of a hot water heater ignited. The concussion from the explosion led to structural failure in multiple locations and breached additional natural gas, electrical, and ammonia lines that ran overhead in the 1-story concrete industrial plant. Intent is the major difference between this type of accident and a terrorist using an incendiary device to terrorize a targeted population. But while this disaster lacked intent, the response, rescue, and outcomes were improved as a result of bioterrorism preparedness. This article discusses how bioterrorism hospital preparedness planning, with an all-hazards approach, became the basis for coordinated burn surge disaster preparedness. This real-world disaster challenged a variety of systems, hospitals, and healthcare providers to work efficiently and effectively to manage multiple survivors. Burn-injured patients served as a focus for this work. We describe the response, rescue, and resuscitation provided by first responders and first receivers as well as efforts made to develop burn care capabilities and surge capacity.

  8. Estimates of radiological risk from depleted uranium weapons in war scenarios.

    Several weapons used during the recent conflict in Yugoslavia contain depleted uranium, including missiles and armor-piercing incendiary rounds. Health concern is related to the use of these weapons, because of the heavy-metal toxicity and radioactivity of uranium. Although chemical toxicity is considered the more important source of health risk related to uranium, radiation exposure has been allegedly related to cancers among veterans of the Balkan conflict, and uranium munitions are a possible source of contamination in the environment. Actual measurements of radioactive contamination are needed to assess the risk. In this paper, a computer simulation is proposed to estimate radiological risk related to different exposure scenarios. Dose caused by inhalation of radioactive aerosols and ground contamination induced by Tomahawk missile impact are simulated using a Gaussian plume model (HOTSPOT code). Environmental contamination and committed dose to the population resident in contaminated areas are predicted by a food-web model (RESRAD code). Small values of committed effective dose equivalent appear to be associated with missile impacts (50-y CEDE < 5 mSv), or population exposure by water-independent pathways (50-y CEDE < 80 mSv). The greatest hazard is related to the water contamination in conditions of effective leaching of uranium in the groundwater (50-y CEDE < 400 mSv). Even in this worst case scenario, the chemical toxicity largely predominates over radiological risk. These computer simulations suggest that little radiological risk is associated to the use of depleted uranium weapons.

  9. CLOSING IN ON CLOSURE PERSPECTIVES FROM HANFORD & FERNALD AN UPDATE

    In World War II, the arms dramatically changed from machine guns and incendiary bombs to nuclear weapons. Hanford and Fernald, two government-run sites, were part of the infrastructure established for producing the fissile material for making these weapons, as well as building a nuclear arsenal to deter future aggression by other nations. This paper compares and contrasts, from a communications point of view, these two Department of Energy (DOE) closure sites, each with Fluor as a prime contractor. The major differences between the two sites--Hanford in Washington state and Fernald in Ohio--includes the following: size of the site and themore » workforce, timing of closure, definition of end state, DOE oversight, proximity to population centers, readiness of local population for closure, and dependence of the local economy on the site's budget. All of these elements affect how the sites' communication professionals provide information even though the objectives are the same: build public acceptance and support for DOE's mission to accelerate cleanup, interface with stakeholders to help ensure that issues are addressed and goals are met, help workers literally work themselves out of jobs--faster, and prepare the ''host'' communities to deal with the void left when the sites are closed and the government contractors are gone. The 12-months between January 04 and January 05 have seen dramatic transformations at both sites, as Fernald is now just about a year away from closure and FLuor's work at Hanford has made the transition from operations to deactivation and demolition. While Fernald continues to clean out silos of waste and ship it off site, Hanford is dealing with recent state legislation that has the potential to significantly impact the progress of cleanup. These changes have even further accentuated the differences in the content, distribution, and impact of communications.« less

    Wulff Dieter Heintz, Professor Emeritus of Astronomy at Swarthmore College, passed away at his home on 10 June 2006, following a two-year battle with lung cancer. He had just turned 76 a week earlier. Wulff was one of the leading authorities on visual double stars, and was also a chess master. A prominent educator, researcher, and scholar, Wulff was noted for being both succinct and meticulous in everything he did. Wulff Heintz was born on 3 June 1930 in Wcorrectly” using his right hand, and so he became ambidextrous. During the 1930s, Wulff's family saw the rise of Adolph Hitler and lived under the repressive Nazi regime. Conditions were austere, and it was often difficult to find fuel to keep the house warm. As a teenager during World War II, Wulff listened to his family radio for any news from the outside world. He used to say that he loved the blackouts during the bombing runs because it made it much easier to see the stars. One night, an incendiary bomb landed on the roof of his family home, and Wulff climbed up to the roof and extinguished it. The next morning, he saw that his high school had been completely leveled by Allied bombs. As Germany continued to suffer massive losses on the Russian Front, primarily due to unexpectedly severe winters, teenage boys were inducted into the military and sent off to replenish the troops. To avoid an uncertain fate, Wulff hid out in a farmhouse in the countryside outside Munich. When the Allied troops invaded Germany in 1945, the young Wulff volunteered to translate information from the American and British soldiers to the local villagers. During this time, the soldiers taught Wulff how to smoke cigarettes, a habit which he continued until his final days, even after having been diagnosed with lung cancer.

    This report by Argonne National Laboratory (ANL) documents results of a contamination source review of Building E5032 at the Aberdeen Proving Ground (APG) in Maryland. The review included a historical records search, physical inspection, photographic documentation, geophysical investigation, and review of available records regarding underground storage tanks associated with Building E5032. The field investigations were performed by ANL during 1994 and 1995. Building E5032 (APG designation), originally known as Building 99, is located at the northwest comer of the intersection of Hoadley Road and Magnolia Road in the Edgewood Area of APG. It was constructed during World War I asmore » an incendiary bomb filling plant and in 1920s and 1930s maintained as a filling facility. During World War II the building was a pilot plant for the development of a dry white phosphorus filling process. Since then the building has been used for white phosphorus filling pilot studies. Most of the dry filling methods were developed in Building E5032 between 1965 and 1970. Other filling operations in Building E5032 have included mustard during the period shortly after World War II and triethyl aluminum (TEA) during the late 1960s and early 1970s. During the World War II period, the building was connected to the sanitary sewer system with one large and at least one small interior sump. There are also seven sumps adjacent to the exterior of the building: two on the west elevation, four near the four bays on the south elevation, and one at the northeast corner of the building. All of these sumps are connected with the chemical sewer system and received most, if not all, of the production operation wastewater. The discharge from this system was released into the east branch of Canal Creek; the discharge pipe was located southeast of Building E5032. There are no records indicating the use of Building E5032 after 1974, and it is assumed that the building has been out of service since that time.« less

    Background The threat posed by the use of weapons of mass destruction (WMD) within the United States has grown significantly in recent years, focusing attention on the medical and public health disaster capabilities of the nation in a large scale crisis. While the hundreds of thousands or millions of casualties resulting from a nuclear weapon would, in and of itself, overwhelm our current medical response capabilities, the response dilemma is further exacerbated in that these resources themselves would be significantly at risk. There are many limitations on the resources needed for mass casualty management, such as access to sufficient hospital beds including specialized beds for burn victims, respiration and supportive therapy, pharmaceutical intervention, and mass decontamination. Results The effects of 20 kiloton and 550 kiloton nuclear detonations on high priority target cities are presented for New York City, Chicago, Washington D.C. and Atlanta. Thermal, blast and radiation effects are described, and affected populations are calculated using 2000 block level census data. Weapons of 100 Kts and up are primarily incendiary or radiation weapons, able to cause burns and start fires at distances greater than they can significantly damage buildings, and to poison populations through radiation injuries well downwind in the case of surface detonations. With weapons below 100 Kts, blast effects tend to be stronger than primary thermal effects from surface bursts. From the point of view of medical casualty treatment and administrative response, there is an ominous pattern where these fatalities and casualties geographically fall in relation to the location of hospital and administrative facilities. It is demonstrated that a staggering number of the main hospitals, trauma centers, and other medical assets are likely to be in the fatality plume, rendering them essentially inoperable in a crisis. Conclusion Among the consequences of this outcome would be the probable loss of command-and-control, mass casualties that will have to be treated in an unorganized response by hospitals on the periphery, as well as other expected chaotic outcomes from inadequate administration in a crisis. Vigorous, creative, and accelerated training and coordination among the federal agencies tasked for WMD response, military resources, academic institutions, and local responders will be critical for large-scale WMD events involving mass casualties. (a) The heavy bomb, e.g. 750 lb., with large fragments, upward throw, great destruction of buildings. (b) The light bomb with finger nail fragments, horizontal throw, great velocity.There is in addition the incendiary bomb, little used in Barcelona because the buildings are built of stone and concrete. (2) Aerial bombing of a town produces injuries needing more immediate hospitalization than most front-line wounds. At the same time it is possible in a town to organize rapid collection of patients and their immediate transfer to hospital. (3) Experience shows that it is most desirable to make this transfer of patients to hospital a primary consideration. On arrival they are “sorted” and minor injuries are given First Aid treatment and sent home, others are fully examined, classified, and dispatched to the theatres on a priority list, to nearby wards for resuscitation, to wards for rest, or sent on to plaster rooms for splintage, or to a neurosurgical centre. (4) First-aid posts in a town should be in hospitals and treat superficial injuries, &c., after primary sorting in the hospital reception room. (5) First-aid posts in outlying areas should carry out the same function for the same type of cases; all the more seriously wounded, including those with tiny penetrating wounds, should be dispatched without first aid treatment direct to hospital. (6) Hospital arrangements, for circulation of ambulances, for sorting, undressing of patients, docketing of valuables, &c. (7) Classification must be carried out by surgeons of experience and judgment. They must regard not only a standard priority list but the particular clinical picture and prognosis in each case. (8) The surgeon will furthermore draft the cases with regard to the special abilities of the surgical units available, e.g. chest, abdomen, or limbs. (9) Review of wounds in limbs, chest, abdomen, and head, caused by fragments from heavy bombs or by splinters from small light bombs. (10) Injuries from falling masonry.   15. Prefrontal lobotomy on Evita was done for behavior/personality modification, not just for pain control.

    Eva Perón, best known as Evita, underwent a prefrontal lobotomy in 1952. Although the procedure was said to have been performed to relieve the pain of metastatic cancer, the author carried out a search for evidence that suggests that the procedure was prescribed to decrease violence and to modify Evita's behavior and personality, and not just for pain control. To further elucidate the circumstances surrounding the treatment of this well-known historic figure, the author reviewed the development of the procedure known as prefrontal lobotomy and its three main indications: management of psychiatric illness, control of intractable pain from terminal cancer, and mind control and behavior/personality modification. The role of pioneering neurosurgeons in the development of prefrontal lobotomy, particularly in Connecticut and at Yale University, was also studied, and the political and historical conditions in Argentina in 1952 and to the present were analyzed. Evita was the wife of Juan Perón, who was the supreme leader of the Peronist party as well as president of Argentina. In 1952, however, the Peronist government in Argentina was bicephalic because Evita led the left wing of the party and ran the Female Peronist Party and the Eva Perón Foundation. She was followed by a group of hardcore loyalists interested in accelerating the revolution. Evita was also suffering from metastatic cervical cancer, and her illness increased her anxiety and moved her to purchase weapons to start training workers' militias. Although the apparent purpose was to fight her husband's enemies, this was done without his knowledge. She delivered fiery political speeches and wrote incendiary documents that would have led to a fierce clash in the country at that time. Notwithstanding the disreputable connotation of conspiracy theories, evidence was found of a potentially sinister political conspiracy, led by General Perón, to quiet down his wife Evita and modify her behavior/personality to decrease her belligerence, in addition to treating her cancer-related pain. Psychosurgery was purportedly intended to calm Evita and thus avoid a bloody civil war in Argentina. It was carried out in maximum secrecy and involved a distinguished American neurosurgeon, Dr. James L. Poppen, from the Lahey Clinic in Boston. A recorded and videotaped interview with a former scrub nurse and confidante of Dr. James L. Poppen revealed that prior to the lobotomy on Eva Perón, he performed lobotomies on a few prisoners in the prison system in Buenos Aires. Later, Dr. Poppen seems to have regretted his involvement and participation in this sad chapter in Argentine history. The treatment of Evita at the end of her life was influenced by extraordinary circumstances of time and place but also involved general issues of medical professionalism, the ethics of neuroscience, and the risks of being manipulated by labyrinthine byzantine politics. This story serves as a reminder that any physician, even one considered to be one of the best in the world, may act naively and become a pawn in a game he cannot begin to fathom.

  16. NASA's Radio Frequency Bolt Monitor: A Lifetime of Spinoffs

    This story begins in the 1970s, when Dr. Joseph Heyman, a young scientist at NASA s Langley Research Center, was asked to support the investigation of a wind tunnel accident at a sister center. Although the work was outside of his physics background, it sparked a research focus that guided his lengthy NASA career and would earn him a slew of accolades, including NASA s highest award medals for Exceptional Leadership, Exceptional Achievement, and Exceptional Service; the coveted Silver Snoopy Astronaut Award for Space Shuttle Return to Flight; and the Arthur Fleming Award for being one of the Top Ten Federal Scientists in Government Service. He won 30 additional NASA awards, including the Agency s Invention of the Year and the Agency s highest award for technology transfer, and was the only person to ever win 4 R&D 100 Awards. Back in 1973, though, Heyman was a young civil servant with a background in physics who was asked to sit on an accident review panel. The panel met at Ames Research Center, in Moffet Field, California, and after considerable investigation, concluded that a high-pressure pebble heater used for heating gas had failed, due to improperly tightened bolts in a 1,000-pound gate valve control section. The accident showered the facility with incendiary ceramic spheres and nearly a ton of metal, but, luckily, caused no injuries. Heyman returned to Langley and began work on a solution. He developed an ultrasonic device that would measure bolt elongation, as opposed to torque, the factor typically measured in testing bolt preload or tension. Torque measurement can lead to load errors, with miscalculations as high as 80 percent that can be passed over during installation. Bolt stretch, however, is nearly always accurate to 1 percent or better. Within 1 month, he had an acoustic resonance solution that accurately determined bolt elongation. He assumed his work on this project had ended, but it was actually the start of nearly 15 years of work perfecting, improving, inventing, and modifying the "bolt monitor", all the while, filing numerous patents, presenting papers, and holding demonstrations as the technology matured. Industry engineers challenged Heyman s inventiveness, and reminded the physicist that most bolts are not perfect resonators, and that early devices required that the bolt have reasonably flat and parallel faces. The U.S. Geological Survey asked NASA for help in determining the load in mine roof bolts, which are 8- to 10-feet-long and rough cut. To solve that problem, Heyman modified the original device to operate at a lower frequency and to generate propagation modes that could be used to "lock" the instrument on a particular mode. Further work in this vein led to the development of the Pulsed Phase Locked Loop (P2L2) that worked on the mine bolts. The next set of problems involved high-strength bolts with head markings. For this solution, Heyman invented a modified P2L2 that tracked a specific phase point in the measurement wave. This class of instrumentation, well suited to measuring small changes in acoustic velocity, won the NASA "Invention of the Year" award in 1982. Other scientists and engineers have continued the evolution of this technology both inside NASA and outside of the Agency. Within NASA, the technology has been improved for medical applications, with a particular focus on intercranial pressure (ICP) monitoring.

  17. Obituary: Wulff-Dieter Heintz, 1930-2006

    Wulff Dieter Heintz, Professor Emeritus of Astronomy at Swarthmore College, passed away at his home on 10 June 2006, following a two-year battle with lung cancer. He had turned seventy-six just one week earlier. Wulff was a leading authority on visual double stars and also a chess master. A prominent educator, researcher, and scholar, Wulff was noted for being both succinct and meticulous in everything he did. Wulff Heintz was born on 3 June 1930 in Würzburg (Bavaria), Germany. Naturally left-handed, his elementary school teachers forced him to learn to write "correctly" using his right hand, and so he became ambidextrous. During the 1930s, Wulff's family saw the rise of Adolf Hitler and lived under the repressive Nazi regime. As a teenager during World War II, Wulff listened to his family radio for any news from the outside world. He used to say that he loved the blackouts during the bombing runs because it made it much easier to see the stars. On the night of 16 March 1945, Wulff's home town of Würzburg was heavily bombed, resulting in the destruction of eighty-five percent of the city and the deaths of several thousand civilians. One incendiary bomb landed on the roof of his family home, but Wulff climbed up to the roof and extinguished it before the flames could spread. The next morning, he discovered (with some delight) that his high school had burned to the ground. As Germany continued to suffer massive losses, teenage boys as young as fifteen were inducted into the military and sent off to replenish the troops. To avoid an uncertain fate, Wulff hid out in a farmhouse in the countryside outside of Munich. When the allied troops invaded Germany in 1945, Wulff volunteered to be a translator between the American and British soldiers and the local villagers. In return for his valuable service, the soldiers taught Wulff how to smoke cigarettes, a habit that he continued until his final days even after having been diagnosed with lung cancer. Shortly after the war ended, Wulff enrolled at Würzburg University, eventually completing his studies in 1950 with two majors, mathematics and chemistry. In 1950 he enrolled for graduate studies at Munich University. Conditions were horrid and austere, and the students were undernourished. Most of the university buildings had been destroyed during the war, but the buildings and domes of the Munich-Bogenhausen Observatory, which housed the meridian circles and the telescopes, suffered only minor damage. Lectures in astronomy were given in one of the small, surviving buildings on a tiny blackboard, forcing the lecturer to hold the chalk in his right hand and a sponge simultaneously in his left hand. Deplorable circumstances notwithstanding, Wulff, along with fellow classmates and future colleagues Edward Geyer, Theodor Schmidt-Kaler, and Joachim Herrmann, received a thorough instruction in astronomy from, among others, Hans Bucerius (celestial mechanics and theoretical astronomy), Wilhelm Rabe (binary stars), Erich Schoenberg (photometry, general astronomy), and Felix Schmeidler (astrophysics and galactic astronomy). Wulff also gained practical training in meridian circles and position micrometers, and learned to make binary star observations with the old Fraunhofer refractor (1835) of the Munich Observatory. It was here that his passion for binary stars was born. In 1953, Munich University awarded Wulff the degree of Doktor rerum naturalis in astronomy, which he completed under the direction of Felix Schmeidler. Wulff was almost immediately recruited by the Munich University Observatory to serve as the Scientific Assistant at the Southern Station in Mount Stromlo, Australia. He worked at Mount Stromlo from 1954 to 1955, then returned to Munich to serve as Research Officer from 1956-69, during which time he visited both the United Kingdom and the United States. Wulff was involved in observations of the planet Mars, and in particular the dust storms that were occurring on that planet around the time of the 1956 opposition. His sketches of the Red Planet were quite detailed, and showed then unknown surface features which spacecraft visiting the planet years later revealed to be large volcanoes. In 1960, Wulff published an early but substantial paper, "Die Doppelsterne im FK4," which was very important in the construction of the FK4 and was still used in 1988 for the FK5. Subsequently, in 1961, he was invited to attend the IAU Symposium on Visual Double Stars at the University of California, Berkeley. The experience was inspirational and solidified Wulff's devotion to double star research. By the end of the decade, in 1969, he published the results of an extensive statistical study of binary stars in a classic paper which became a much referenced contribution to the field. On 14 June 1957, Wulff married Dietlind (Linde) Laschek, and the couple spent their honeymoon at the Royal Greenwich Observatory at Herstmonceux Castle in England. The marriage produced two children, a daughter Ruth, born in 1965, and a son Robert, in 1967. Wulff earned a Privatdozent (advanced postdoctoral degree) at Technological University Munich in 1967. Shortly thereafter, he accepted an invitation from Professor Peter Van de Kamp to come to the United States as a visiting astronomer at Swarthmore College, located outside Philadelphia. Wulff joined the Department of Astronomy permanently as an Associate Professor in 1969, and moved his family from Germany to the United States the following year. Wulff became Chairman of the Department in 1972 and served in that capacity until 1982. Wulff was promoted to the rank of Professor in 1973, and was a full-time faculty member at Swarthmore until his retirement in 1998. Wulff continued to teach introductory astronomy courses as an adjunct professor at nearby Widener University until 2005. Over his long and distinguished career, Wulff Heintz pursued numerous research interests, including fundamental astrometry, stellar statistics, planetary studies, radial velocities, and, in his last years, monitoring slow variable stars using a CCD detector. Together with the committed staff of the Sproul Observatory, Wulff determined about 800 precise trigonometric parallaxes of mostly faint, high-proper motion stars. The lion's share of his attention over the period 1954-97 was devoted to double and multiple stars, orbit theory, and relative astrometry. An assiduous observer, Wulff logged many hours at the 24-inch Sproul refractor, striving to equal or better the record for total number of observations by a single observer set by William Herschel at the beginning of the nineteenth century. Over several decades, Wulff made a total of 54,000 micrometer measurements of double stars and discovered over 900 new pairs. Some of his resolutions of new binaries have only been confirmed with speckle interferometry or by the Hipparcos satellite. In fact, in the latter case, several of the "new" binaries resolved by Hipparcos had actually been previously resolved by Wulff years earlier. As a dynamicist, Wulff had unquestioned skill in the calculation and analysis of binary star orbits. He fully employed both micrometry and photography, and also incorporated published spectroscopic data to calculate orbits for some 500 binary systems. He tackled some of the most complex systems which can be unraveled — astrometric systems where the secondary or tertiary is hidden and can only be disentangled by careful analysis of available observations. His prolific calculation of binary star orbits earned him the title of the "Swarthmore Orbit Machine" among some of his colleagues. Historically, only W.H. van den Bos made more observations of pairs than Wulff. Before the advent of interferometry the highest quality observations of the closest pairs were made by Wulff and his collaborator Charles Worley at the USNO. Wulff and Charles both concentrated on the closest pairs. These were not only the most difficult to split but also astrophysically the most important, because from these faster moving systems one could calculate orbits and in some cases determine masses. Wulff and Charles collaborated in the Fourth Catalogue of Orbits of Visual Binary Stars, (US Naval Observatory, 1983), the last paper version of this catalogue and a standard reference for many years. Even the more recent versions of the catalogue list more orbits by Wulff than by any other calculator. Wulff was the author of some 150 research papers, plus several articles in the popular literature and encyclopedias. He was the author, co-author, or editor of nine books. His early monograph Doppelsterne (Goldmann, 1971) was recrafted and translated into English to become Double Stars (D. Reidel, 1978). This was the standard binary star text for many years and continues to serve as the definitive text on the subject. Those familiar with Wulff's style of writing will know why it was referred to as the "Terse Tome," but it contained all relevant information. Wulff collaborated with one of us (Augensen) to translate the German Handbuch für Sternfreunde into the English Compendium of Practical Astronomy (Springer-Verlag, 1994). In addition to his professional pursuits, Wulff was an acknowledged chess master, and he authored Das praktische Schachbuch (Practical Chess Book), which had thirteen printings in the period 1968-1981. He was also an adept pianist, and was especially fond of playing Chopin, Liszt, and Rachmaninov. Wulff's role as an educator was no less significant. Wulff enjoyed teaching courses at all college levels. As a lecturer for the Harlow Shapley Lecture Program of the AAS, Wulff visited a number of smaller colleges and universities across the U.S., delighting audiences with his wit, charm, and knowledge. One of Wulff's favorite activities was running the public viewing sessions at Sproul Observatory, in which he used the large 24-inch refractor to observe the moon, planets, double stars, nebulae, and star clusters. He ran special telescope sessions for Cub Scouts, Brownies, church groups, and amateur astronomical societies. A truly international scholar, Wulff was a member of the Astronomische Gesellschaft, the American Astronomical Society, and a Fellow of the Royal Astronomical Society. Between 1979 and 1985, he served as president of IAU Commission 5 (Documentation and Astronomical Data) and on the executive committee of the International Council on Scientific and Technical. Wulff is survived by Dietlind, his wife of forty-nine years, his daughter Ruth and son Robert, and his two sisters Monika Heintz and Ursula Heintz-Eberlein, who both live in Germany. After having lived a career which was so rich and productive, Wulff will be much missed by the astronomical community, and especially those working in the areas of astrometry and binary stars.
