The detailed requirements for phase 1 (online fund control, subauthorization accounting, and accounts receivable functional capabilities) of the Interactive Financial Management System (IFMS) are described. This includes information on the following: systems requirements, performance requirements, test requirements, and production implementation. Most of the work is centered on systems requirements, and includes discussions on the following processes: resources authority, allotment, primary work authorization, reimbursable order acceptance, purchase request, obligation, cost accrual, cost distribution, disbursement, subauthorization performance, travel, accounts receivable, payroll, property, edit table maintenance, end-of-year, backup input. Other subjects covered include: external systems interfaces, general inquiries, general report requirements, communication requirements, and miscellaneous. Subjects covered under performance requirements include: response time, processing volumes, system reliability, and accuracy. Under test requirements come test data sources, general test approach, and acceptance criteria. Under production implementation come data base establishment, operational stages, and operational requirements.

Dental treatment is the commonest reason for a child to be in hospital in the UK. This is a shocking statistic for a preventable disease. How can we reduce the high numbers of dental general anaesthetics? It is essential that dental treatment under general anaesthesia (GA) is fully justifiable, ensuring that the right patients receive the right treatment. Guidance for general dental practitioners on when to refer a child for a dental GA is discussed. Treatment planning for this dentally high-risk group of children requires a holistic approach. It is complex and requires an experienced and competent clinical team, including dental care professionals with additional postgraduate qualifications. Often, alternative treatments are successful and a GA can be avoided. An audit of 85 patients referred for GA with Oldham Community Dental Service demonstrated 35% of patients accepted treatment with local anaesthesia only, 25% required inhalation sedation and only 25% were actually referred on for GA. Treatment for this group of patients must include the availability and provision of appropriate alternative treatment modalities, with the right staff and facilities, including those for dental general anaesthetic sessions. Ongoing follow-up within the general dental services is essential for this group of patients.

The purpose of this simulation study was to define the basic human factor requirements for operating an airplane in all weather conditions. The basic human factors requirements are defined as those for an operator who is a complete novice for airplane operations but who is assumed to have automobile driving experience. These operators thus have had no piloting experience or training of any kind. The human factor requirements are developed for a practical task which includes all of the basic maneuvers required to go from one airport to another airport in limited visibility conditions. The task was quite demanding including following a precise path with climbing and descending turns while simultaneously changing airspeed. The ultimate goal of this research is to increase the utility of general aviation airplanes - that is, to make them a practical mode of transportation for a much larger segment of the general population. This can be accomplished by reducing the training and proficiency requirements of pilots while improving the level of safety. It is believed that advanced technologies such as fly-by-wire (or light), and head-up pictorial displays can be of much greater benefit to the general aviation pilot than to the full-time, professional pilot.

An increasing number of forthcoming spatial experiments will require a description of the solar system gravitational field including all the second order terms in the PN (Post-Newtonian) metric. This will be the case for missions planned or in project, like TIPO, ASTROD, LATOR. However, the solar system metric recommended by the IAU resolution B1.3, during its 24th general assembly in 2000, allows light propagation calculations until order 1.5 only. Hence, it is necessary to generalize this framework to include relevant contributing terms, which indeed are required for a great number of near-future interplanetary space missions. The present paper proposes such an extension for both General Relativity and Scalar-Tensor theories.

Generalizing Landauer's principle

In a recent paper [Stud. Hist. Philos. Mod. Phys. 36, 355 (2005)] it is argued that to properly understand the thermodynamics of Landauer’s principle it is necessary to extend the concept of logical operations to include indeterministic operations. Here we examine the thermodynamics of such operations in more detail, extending the work of Landauer to include indeterministic operations and to include logical states with variable entropies, temperatures, and mean energies. We derive the most general statement of Landauer’s principle and prove its universality, extending considerably the validity of previous proofs. This confirms conjectures made that all logical operations may, in principle, be performed in a thermodynamically reversible fashion, although logically irreversible operations would require special, practically rather difficult, conditions to do so. We demonstrate a physical process that can perform any computation without work requirements or heat exchange with the environment. Many widespread statements of Landauer’s principle are shown to be special cases of our generalized principle.

These proposed amendments are intended to enhance the Commission's ability to evaluate the development of market practices in Rule 506 offerings and to address concerns that may arise in connection with permitting issuers to engage in general solicitation and general advertising under new paragraph (c) of Rule 506. Specifically, the proposed amendments to Regulation D would require the filing of a Form D in Rule 506(c) offerings before the issuer engages in general solicitation; require the filing of a closing amendment to Form D after the termination of any Rule 506 offering; require written general solicitation materials used in Rule 506(c) offerings to include certain legends and other disclosures; require the submission, on a temporary basis, of written general solicitation materials used in Rule 506(c) offerings to the Commission; and disqualify an issuer from relying on Rule 506 for one year for future offerings if the issuer, or any predecessor or affiliate of the issuer, did not comply, within the last five years, with Form D filing requirements in a Rule 506 offering. The proposed amendments to Form D would require an issuer to include additional information about offerings conducted in reliance on Regulation D. Finally, the proposed amendments to Rule 156 would extend the antifraud guidance contained in the rule to the sales literature of private funds.

This article explores various models and ideas for future sustainable general practice vocational training supervision in Australia. The general practitioner supervisor in the clinical practice setting is currently central to training the future general practice workforce. Finding ways to recruit, retain and motivate both new and experienced GP teachers is discussed, as is the creation of career paths for such teachers. Some of the newer methods of practice-based teaching are considered for further development, including vertically integrated teaching, e-learning, wave consulting and teaching on the run, teaching teams and remote teaching. Approaches to supporting and resourcing teaching and the required infrastructure are also considered. Further research into sustaining the practice-based general practice supervision model will be required.
Future aeromedical assessment in general aviation: a contribution to the actual discussion

The past years saw a transition of competencies from the Joint Aviation Authorities (JAA) to the European Aviation Safety Agency (EASA), which was founded in 2003, based on EU Regulation 1592/02. EASA started its work in the fields of Airworthiness and will soon its competencies inter alia to Flight Operations and Flight Crew Licensing, the latter including the requirements for aeromedical assessment. The appropriate new EU Regulation will most probably be published in April. It includes the Essential Requirements for Licensing and aeromedical certification. A proposal for a new Commission Regulation promulgates the Implementing Rules for Personnel Licensing, detailing – inter alia – the Medical Requirements (Annex II to the Regulation). The specific rules, numeric standards are published as Acceptable Means of Compliance (AMC) and Guidance Material (GM). The provisions are based on JAR-FCL 3 and have been transposed to the format choosen by EASA by a small working group of aeromedical experts (FCL.001). Comments received by the European Aviation Safety Agency (EASA) prompted the agencys statement that the JAR-FCL 3 requirements for private pilots were excessive and too demanding and that a better regulation in General Aviation had to be developed. Another working group (MDM.032), including one aeromedical specialist, was tasked to draft a set of lighter requirements for non-complex aircraft used in non-commercial operations. In this context a much lighter form of aeromedical assessment - involving self-declaration by the pilot and general practitioners as asessors – has been proposed. PMID:19048096

The NASA Goddard Space Flight Center s General Environmental Verification Specification (GEVS) for STS and ELV Payloads, Subsystems, and Components is currently being revised based on lessons learned from GSFC engineering and flight assurance. The GEVS has been used by Goddard flight projects for the past 17 years as a baseline from which to tailor their environmental test programs. A summary of the requirements and updates are presented along with the rationale behind the changes. The major test areas covered by the GEVS include mechanical, thermal, and EMC, as well as more general requirements for planning, tracking of the verification programs.

Improving aerodynamic models for adverse loss-of-control conditions in flight is an area being researched under the NASA Aviation Safety Program. Aerodynamic models appropriate for loss of control conditions require a more general mathematical representation to predict nonlinear unsteady behaviors. As more general aerodynamic models are studied that include nonlinear higher order effects, the possibility of measurements that confound aerodynamic and structural responses are probable. In this study an initial step is taken to look at including structural flexibility in analysis of rigid-body forced-oscillation testing that accounts for dynamic rig, sting and balance flexibility. Because of the significant testing required and associated costs in a general study, it makes sense to capitalize on low cost analytical methods where possible, especially where structural flexibility can be accounted for by a low cost method. This paper provides an initial look at using linear lifting surface theory applied to rigid-body aircraft roll forced-oscillation tests.

The proper development and implementation of point-of-care (POC) diagnostics requires knowledge of the perceived requirements and barriers to their implementation. To determine the current requirements and perceived barriers to the introduction of POC diagnostics in the field of medical microbiology (MM)-POC a prospective online survey (TEMPOtest-QC) was established. The TEMPOtest-QC survey was online between February 2011 and July 2012 and targeted the medical community, POC test diagnostic manufacturers, general practitioners, and the general public. In total, 293 individuals responded to the survey, including 91 (31%) medical microbiologists, 39 (13%) nonmedical microbiologists, 25 (9%) employees of POC test manufacturers, and 138 (47%) members of the general public. Responses were received from 18 different European countries, with the largest percentage of these living in The Netherlands (52%). The majority (>50%) of medical specialists regarded the development of MM-POC for blood culture and hospital acquired infections as "absolutely necessary", but were much less favorable towards their use in the home environment. Significant differences in perceptions between medical specialists and the general public included the: (1) Effect on quality of patient care; (2) Ability to better monitor patients; (3) Home testing and the doctor-patient relationship; and (4) MM-POC interpretation. Only 34.7% of the general public is willing to pay more than a€10 ($13) for a single MM-POC test, with 85.5% preferring to purchase their MM-POC test from a pharmacy. The requirements for the proper implementation of MM-POC were found to be generally similar between medical specialists and POC test kit manufacturers. The general public was much more favorable with respect to a perceived improvement in the quality of healthcare that these tests would bring to the hospital and home environment.

The Generalized Advanced Propeller Analysis System (GAPAS) computer code is described. GAPAS was developed to analyze advanced technology multi-bladed propellers which operate on aircraft with speeds up to Mach 0.8 and altitudes up to 40,000 feet. GAPAS includes technology for analyzing aerodynamic, structural, and acoustic performance of propellers. The computer code was developed for the CDC 7600 computer and is currently available for industrial use on the NASA Langley computer. A description of all the analytical models incorporated in GAPAS is included. Sample calculations are also described as well as users requirements for modifying the analysis system. Computer system core requirements and running times are also discussed.

This thesis effort focuses on the development of a novel, space-based ultrashort pulse transmission system for spacecraft. The goals of this research include: (1) ultrashort pulse transmission strategies for maximizing safety and efficiency; (2) optical transmission system requirements; (3) general system requirements including control techniques for stabilization; (4) optical system requirements for achieving effective ablative propulsion at the receiving spacecraft; and (5) ultrashort pulse transmission capabilities required for future missions in space. A key element of the research is the multiplexing device required for aligning the ultrashort pulses from multiple laser sources along a common optical axis for transmission. This strategy enables access to the higher average and peak powers required for useful missions in space.

The general concept of mental disorder specified in the fifth edition of the Diagnostic and Statistical Manual of Mental Disorders is definitional in character: a mental disorder might be identified with a harmful dysfunction. The manual also contains the explicit claim that each individual mental disorder should meet the requirements posed by the definition. The aim of this article is two-fold. First, we shall analyze the definition of the superordinate concept of mental disorder to better understand what necessary (and sufficient) criteria actually characterize such a concept. Second, we shall consider the concepts of some individual mental disorders and show that they are in tension with the definition of the superordinate concept, taking pyromania and narcissistic personality disorder as case studies. Our main point is that an unexplained and not-operationalized dysfunction requirement that is included in the general definition, while being systematically violated by the diagnostic criteria of specific mental disorders, is a logical error. Then, either we unpack and operationalize the dysfunction requirement, and include explicit diagnostic criteria that can actually meet it, or we simply drop it.

In the literature, particularly in primatological books, the Peruvian red uakari (Cacajao calvus ucayalii) is generally considered as a species that is specialized on living in flooded forest, despite existing evidence to the contrary. Here we review all available information on habitats where Cacajao calvus ucayalii have been observed. Most sightings are from terra firme, including palm swamps, or from mixed habitats, including terra firme and flooded forest. Therefore, we conclude that the species is not a flooded-forest specialist, but is flexible in its habitat requirements and generally uses terra firme forests or a mixture of habitats. Proper recognition of habitat requirements is important for understanding the ecoethological adaptations of a species and for appropriate conservation measures. PMID:20949117

The ND application code system community can be characterized as large-scale scientific computation carried out on supercomputers. NLTSS is a distributed operating system being developed at LLNL to replace the LTSS system currently in use. The implications of change are examined including a description of the computational environment and users in ND. The discussion then turns to requirements, first in a general way, followed by specific requirements, including a proposal for managing the transition.

Aggressive behaviour is commonly encountered in the general practice setting and can often be de-escalated using good communication skills. This article provides strategies to reduce and manage early aggression in the general practice environment. Aggressive behaviour usually occurs when a person feels unfairly treated. Having a systematic approach to the problem can improve safety for both staff and patients. This includes patient centred practice, identifying and managing the early signs of aggression to prevent escalation, having a plan to seek assistance if required, setting limits using a calm respectful manner and reinforcing limits using behaviour contracts when required. The physical layout of the practice and restraint of aggressive people are beyond the scope of this article.

A goal of an imaging accreditation program is to ensure adequate image quality, verify appropriate staff qualifications, and to assure patient and personnel safety. Currently, more than 35,000 facilities in 10 modalities have been accredited by the American College of Radiology (ACR), making the ACR program one of the most prolific accreditation options in the U.S. In addition, ACR is one of the accepted accreditations required by some state laws, CMS/MIPPA insurance and others. Familiarity with the ACR accreditation process is therefore essential to clinical diagnostic medical physicists. Fatal weather involved general aviation accidents and the criteria for weather observations at general aviation airports were discussed. It was generally agreed that: (1) meteorologists do not seem to have sufficient understanding of general aviation requirements, (2) pilots are not aware of the meteorological services and publications which are available to them; (3) Uniform capability is not being utilized to the degree possible; and (4) there is a wealth of weather data available within the Department of Defense which is not available in the system for civil use. The committee recommends that student pilot training programs include actual inflight weather experience accomplished through instructor training, and efforts be made to make real time weather data available to the pilot from all sources to include military installations, Unicom operators, tower and approach controllers, and air traffic controllers.

Requirements are defined for Earth observation microwave radiometry for the decade of the 1990's by using large space antenna (LSA) systems with apertures in the range from 50 to 200 m. General Earth observation needs, specific measurement requirements, orbit mission guidelines and constraints, and general radiometer requirements are defined. General Earth observation needs are derived from NASA's basic space science program. Specific measurands include soil moisture, sea surface temperature, salinity, water roughness, ice boundaries, and water pollutants. Measurements are required with spatial resolution from 10 to 1 km and with temporal resolution from 3 days to 1 day. The primary orbit altitude and inclination ranges are 450 to 2200 km and 60 to 98 deg, respectively. Contiguous large scale coverage of several land and ocean areas over the globe dictates large (several hundred kilometers) swaths. Radiometer measurements are made in the bandwidth range from 1 to 37 GHz, preferably with dual polarization radiometers with a minimum of 90 percent beam efficiency. Reflector surface, root mean square deviation tolerances are in the wavelength range from 1/30 to 1/100.

Increasing complexity in modern systems as well as cost and schedule constraints require a new paradigm of system engineering to fulfill stakeholder needs. Challenges facing efficient trade studies include poor tool interoperability, lack of simulation coordination (design parameters) and requirements flowdown. A recent trend toward Model Based System Engineering (MBSE) includes flexible architecture definition, program documentation, requirements traceability and system engineering reuse. As a new domain MBSE still lacks governing standards and commonly accepted frameworks. This paper proposes a framework for efficient architecture definition using MBSE in conjunction with Domain Specific simulation to evaluate trade studies. A general framework is provided followed with a specific example including a method for designing a trade study, defining candidate architectures, planning simulations to fulfill requirements and finally a weighted decision analysis to optimize system objectives.

To determine which basic and social science courses academic pharmacy administrators believe should be required for entry into the professional pharmacy program and what they believe should be the required length of preprofessional study. An online survey was sent to deans of all colleges and schools of pharmacy in the United States. Survey respondents were asked to indicate their level of agreement as to whether the basic and social science courses listed in the survey instrument should be required for admission to the professional program. The survey instrument also included queries regarding the optimal length of preprofessional study, whether professional assessment testing should be part of admission requirements, and the respondents' demographic information. The majority of respondents strongly agreed that the fundamental coursework in the basic sciences (general biology, general chemistry, organic chemistry) and English composition should be required for entrance into the professional program. Most respondents also agreed that public speaking, ethics, and advanced basic science and math courses (physiology, biochemistry, calculus, statistics) should be completed prior to entering the professional program. The preprofessional requirements that respondents suggested were not necessary included many of the social science courses. Respondents were evenly divided over the ideal length for preprofessional pharmacy education programs. Although requirements for preprofessional admission have been changing, there is no consistent agreement on the content or length of the preprofessional program.

We establish a correspondence between general relativity with diffeomorphism invariance and scalar field theories with Galilean invariance: notions such as the Levi-Civita connection and the Riemann tensor have a Galilean counterpart. This suggests Galilean theories as the unique nontrivial alternative to gauge theories (including general relativity). Moreover, it is shown that the requirement of first-order Palatini formalism uniquely determines the Galileon models with second-order field equations, similar to the Lovelock gravity theories. Possible extensions are discussed.

There has been considerable interest in the possible adverse neurocognitive effects of exposure to general anesthesia and surgery in early childhood. The aim of this data linkage study was to investigate developmental and school performance outcomes of children undergoing procedures requiring general anesthesia in early childhood. We included children born in New South Wales, Australia of 37+ weeks' gestation without major congenital anomalies or neurodevelopmental disability with either a school entry developmental assessment in 2009, 2012, or Grade-3 school test results in 2008-2014. We compared children exposed to general anesthesia aged <48 months to those without any hospitalization. Children with only 1 hospitalization with general anesthesia and no other hospitalization were assessed separately. Outcomes included being classified developmentally high risk at school entry and scoring below national minimum standard in school numeracy and reading tests. Of 211 978 children included, 82 156 had developmental assessment and 153 025 had school test results, with 12 848 (15.7%) and 25 032 (16.4%) exposed to general anesthesia, respectively. Children exposed to general anesthesia had 17%, 34%, and 23% increased odds of being developmentally high risk (adjusted odds ratio [aOR]: 1.17; 95% CI: 1.07-1.29); or scoring below the national minimum standard in numeracy (aOR: 1.34; 95% CI: 1.21-1.48) and reading (aOR: 1.23; 95% CI: 1.12-1.36), respectively. Although the risk for being developmentally high risk and poor reading attenuated for children with only 1 hospitalization and exposure to general anesthesia, the association with poor numeracy results remained. Children exposed to general anesthesia before 4 years have poorer development at school entry and school performance. While the association among children with 1 hospitalization with 1 general anesthesia and no other hospitalization was attenuated, poor numeracy outcome remained. Further investigation of the specific effects of general anesthesia and the impact of the underlying health conditions that prompt the need for surgery or diagnostic procedures is required, particularly among children exposed to long duration of general anesthesia or with repeated hospitalizations. © 2018 John Wiley & Sons Ltd.

FADEC systems present many challenges to the lightning protection engineer. Verification of the protection-design adequacy for certification purposes presents additional challenges. The basic requirements of the certification plan of a FADEC is to demonstrate compliance with Federal Airworthiness Regulations (FAR) 25.1309 and 25.581. These FARs are intended for transport aircraft, but there are equivalent sections for general aviation aircraft, normal and transport rotorcraft. Military aircraft may have additional requirements. The criteria for demonstration of adequate lightning protection for a FADEC systems include the procedures outlined in FAA Advisory Circular (AC) 20-136, Protection of aircraft electrical/electronic systems against the indirect effects of lightning. As FADEC systems, including the interconnecting wiring, are generally not susceptible to direct attachment of lightning currents, the verification of protection against indirect effects is primarily described.

In order to bridge microscopic molecular motion with macroscopic diffusion MR signal in complex structures, we propose a general stochastic model for molecular motion in a magnetic field. The Fokker-Planck equation of this model governs the probability density function describing the diffusion-magnetization propagator. From the propagator we derive a generalized version of the Bloch-Torrey equation and the relation to the random phase approach. This derivation does not require assumptions such as a spatially constant diffusion coefficient, or ad-hoc selection of a propagator. In particular, the boundary conditions that implicitly incorporate the microstructure into the diffusion MR signal can now be included explicitly through a spatially varying diffusion coefficient. While our generalization is reduced to the conventional Bloch-Torrey equation for piecewise constant diffusion coefficients, it also predicts scenarios in which an additional term to the equation is required to fully describe the MR signal. At the University of Arizona, all non-science majors are required to take two Tier 1 and one Tier 2 General Education science classes. These are the only science classes that most of these students will take at the University. This groups includes all future K-8 certified teachers. Improving reading comprehension in science and improving writing skills are two of the main requirements of the General Education classes. For my 150 -- 300 students (1 -- 2 classes per semester) I have chosen to use science fiction stories to meet part of these requirements. This assignment provides for assessment of students' writing in several ways: As an alternative assessment: connecting the course material to what they have read. As an alternative assessment: student knowledge of science and technology in general. This assignment also provides for assessment of their comprehension of the authors' application of science fact as follows: Making students aware of how our science knowledge and technology have changed in the years since these books were written (30 -- 140 years ago). Students are required to turn in a short draft version of the assignment about halfway through the semester. They receive feedback on their format (i.e., following directions), appropriateness of chosen topics, spelling, grammar, etc. Books are chosen at a variety of reading levels to accommodate a range of reading levels including students with limited proficiency in English and those with learning disabilities. The books that we are presently using and examples of student writing will be displayed.

In a time of increasing specialization, academic training institutions provide a compartmentalized learning environment that often does not reflect the broad clinical experience of general surgery practice. This study aimed to evaluate the contribution of the Veterans Affairs (VA) general surgery surgical experience to both index Accreditation Council for Graduate Medical Education (ACGME) requirements and as a unique integrated model in which residents provide concurrent care of multiple specialty patients. Institutional review board approval was obtained for retrospective analysis of electronic medical records involving all surgical cases performed by the general surgery service from 2005 to 2009 at the Nashville VA. Over a 5-year span general surgery residents spent an average of 5 months on the VA general surgery service, which includes a postgraduate year (PGY)-5, PGY-3, and 2 PGY-1 residents. Surgeries involved the following specialties: surgical oncology, endocrine, colorectal, hepatobiliary, transplant, gastrointestinal laparoscopy, and elective and emergency general surgery. The surgeries were categorized according to ACGME index requirements. A total of 2,956 surgeries were performed during the 5-year period from 2005 through 2009. Residents participated in an average of 246 surgeries during their experience at the VA; approximately 50 cases are completed during the chief year. On the VA surgery service alone, 100% of the ACGME requirement was met for the following categories: endocrine (8 cases); skin, soft tissue, and breast (33 cases); alimentary tract (78 cases); and abdominal (88 cases). Approximately 50% of the ACGME requirement was met for liver, pancreas, and basic laparoscopic categories. The VA hospital provides an authentic, broad-based, general surgery training experience that integrates complex surgical patients simultaneously. Opportunities for this level of comprehensive care are decreasing or absent in many general surgery training programs. The increasing level of responsibility and simultaneous care of multiple specialty patients through the VA hospital systems offers a crucial experience for those pursuing a career in general surgery. The motivation for utilizing DBMS technology in this environment is explained. Studies of dished accelerator grids for 30-cm ion thrusters

Eighteen geometrically different sets of dished accelerator grids were tested on five 30-cm thrusters. The geometric variation of the grids included the grid-to-grid spacing, the screen and accelerator hole diameters and thicknesses, the screen and accelerator open area fractions, ratio of dish depth to dish diameter, compensation, and aperture shape. In general, the data taken over a range of beam currents for each grid set included the minimum total accelerating voltage required to extract a given beam current and the minimum accelerator grid voltage required to prevent electron backstreaming.
How much rainfall sustained a Green Sahara during the mid-Holocene?

The present-day Sahara desert has periodically transformed to an area of lakes and vegetation during the Quaternary in response to orbitally-induced changes in the monsoon circulation. Coupled atmosphere-ocean general circulation model simulations of the mid-Holocene generally underestimate the required monsoon shift, casting doubt on the fidelity of these models. However, the climatic regime that characterised this period remains unclear. To address this, we applied an ensemble of dynamic vegetation model simulations using two different models: JULES (Joint UK Land Environment Simulator) a comprehensive land surface model, and LPJ (Lund-Potsdam-Jena model) a widely used dynamic vegetation model. The simulations are forced with a number of idealized climate scenarios, in which an observational climatology is progressively altered with imposed anomalies of precipitation and other related variables, including cloud cover and humidity. The applied anomalies are based on an ensemble of general circulation model simulations, and include seasonal variations but are spatially uniform across the region. When perturbing precipitation alone, a significant increase of at least 700mm/year is required to produce model simulations with non-negligible vegetation coverage in the Sahara region. Changes in related variables including cloud cover, surface radiation fluxes and humidity are found to be important in the models, as they modify the water balance and so affect plant growth. Including anomalies in all of these variables together reduces the precipitation change required for a Green Sahara compared to the case of increasing precipitation alone. We assess whether the precipitation changes implied by these vegetation model simulations are consistent with reconstructions for the mid-Holocene from pollen samples. Further, Earth System models predict precipitation increases that are significantly smaller than that inferred from these vegetation model simulations. Understanding this difference presents an ongoing challenge.

The Generalized Method of Cells (GMC), a micromechanics based constitutive model, is implemented into the finite element code MARC using the user subroutine HYPELA. Comparisons in terms of transverse deformation response, micro stress and strain distributions, and required CPU time are presented for GMC and finite element models of fiber/matrix unit cell. GMC is shown to provide comparable predictions of the composite behavior and requires significantly less CPU time as compared to a finite element analysis of the unit cell. Details as to the organization of the HYPELA code are provided with the actual HYPELA code included in the appendix.

The design of an advanced digital avionics system (basic avionics module) for general aviation aircraft operated with a single pilot under IFR conditions is described. The microprocessor based system provided all avionic functions, including flight management, navigation, and lateral flight control. The mode selection was interactive with the pilot. The system used a navigation map data base to provide operation in the current and planned air traffic control environment. An osteo-odonto-keratoprosthesis (OOKP) procedure is indicated in patients with failed corneal transplant but having intact retina for visual improvement. We studied perioperative concerns of patients who underwent the staged OOKP procedure. This was a retrospective analysis of patients who underwent OOKP. The information regarding symptoms, associated comorbidities, perioperative events including anaesthetic management were collected. Eight patients (five females and three males) underwent the staged OOKP procedure. The median age was 18 years. The median weight was 45 kg. The median duration of loss of vision was 4 years. The aetiology of blindness included Stevens-Johnson's syndrome (SJS) (7) and chemical burn (1). Four patients had generalized skin problem due to SJS. All cases were managed under general anaesthesia, and airway management included nasotracheal intubation for stage I and orotracheal intubation for stage II. The median mallampati classification was I prior to OOKP stage I procedure while it changed to II at stage II procedure. Two patients required fibreoptic nasotracheal intubation. One patient had excessive oozing from the mucosal harvest site and was managed conservatively. In one patient, tooth harvesting was done twice as the first tooth was damaged during creating a hole in it. We conclude that OOKP requires multidisciplinary care. Anaesthesiologist should evaluate the airway carefully and disease-associated systemic involvements. The use of various drugs requires caution and steroid supplementation should be done. Airway difficulty should be anticipated, mandating thorough evaluation. Re-evaluation of airway is prudent as it may become difficult during the staged OOKP procedure.

A theoretical investigation is made of the airfoil profile for minimum pressure drag at zero lift in supersonic flow. In the first part of the report a general method is developed for calculating the profile having the least pressure drag for a given auxiliary condition, such as a given structural requirement or a given thickness ratio. The various structural requirements considered include bending strength, bending stiffness, torsional strength, and torsional stiffness. No assumption is made regarding the trailing-edge thickness; the optimum value is determined in the calculations as a function of the base pressure. To illustrate the general method, the optimum airfoil, defined as the airfoil having minimum pressure drag for a given auxiliary condition, is calculated in a second part of the report using the equations of linearized supersonic flow.

In recent years, higher education has undergone many changes. The advent of assessment, accountability, and a newfound focus on teaching have required faculty to examine how they are teaching. Administrators and faculty are beginning to recognize that learning is not a "one size fits all" enterprise. To this end, Chickering and Gamson developed an inventory that examined faculty utilization of the Seven Principles of Good Practice in Undergraduate Education. The seven principles included by the authors included faculty-student interaction, cooperative learning, active learning, giving prompt feedback, emphasizing time on task, communicating high expectations, and respecting diverse talents and ways of learning. It was determined by Chickering and Gamson, as well as many other researchers, that these seven principles were hallmarks of successful undergraduate education. Community colleges are important institutions to study, as many students begin their higher education at two-year colleges. Most students are also required to take one or more science classes for their general education requirements; therefore, many students must take at least one general chemistry course. Both community colleges and chemistry are rarely studied in literature, which makes this study important. Community college general chemistry instructors were surveyed using an online version of Chickering and Gamson's Faculty Inventory for the Seven Principles of Good Practice in Undergraduate Education. Responses were analyzed, and it was discovered that not only did instructors utilize the principles to a different extent, but there were also differences between genders as well as between the specific actions related to each principle.

Lumbar spinal surgery is most commonly performed under general anaesthesia. However, spinal anaesthesia has also been used. We aimed to systematically review the comparative evidence. We only included randomised, controlled trials in this meta-analysis and calculated the risk ratio or standardised mean difference for haemodynamics, blood loss, surgical time, analgesic requirement, nausea and/or vomiting, and length of hospital stay. Eight studies with a total of 625 patients were included. These were considered to be at high risk of bias. Compared with general anaesthesia, the risk ratio (95% CI) with spinal anaesthesia for intra-operative hypertension was 0.31 (0.15-0.64), I 2 = 0% (p = 0.002); for intra-operative tachycardia 0.51 (0.30-0.84), I 2 = 0% (p = 0.009); for analgesic requirement in the postanaesthesia care unit 0.32 (0.24-0.43), I 2 = 0% (p < 0.0001); and for nausea/vomiting within 24 h postoperatively 0.29 (0.18-0.46), I 2 = 12% (p < 0.00001). The standardised mean difference (95% CI) for hospital stay was -1.15 (-1.98 to -0.31), I 2 = 89% (p = 0.007). There was no evidence of a difference in intra-operative hypotension and bradycardia, blood loss, surgical time, analgesic requirement within 24 h postoperatively, and nausea/vomiting in the postanaesthesia care unit. We conclude that spinal anaesthesia appears to offer advantages over general anaesthesia for lumbar spine surgery. © 2016 The Association of Anaesthetists of Great Britain and Ireland.
The teratology testing of food additives.

The developmental and reproductive toxicity testing (including teratogenicity) of new foods and food additives is performed worldwide according to the guidelines given in the FDA Redbook. These studies are not required for substances that are generally recognized as safe, according to the FDA inventory. The anticipated cumulated human exposure level above which developmental or reproduction studies are required depends on the structure-alert category. For food additives of concern, both developmental (prenatal) and reproduction (multigeneration) studies are required. The developmental studies are performed in two species, usually the rat and the rabbit. The reproduction study is generally performed in the rat. The two rat studies are preferably combined into a single experimental design, if possible. The test methods described in the FDA Redbook are similar to those specified by the OECD for the reproductive toxicity testing of chemicals.

At the University of Arizona, all non-science majors are required to take two Tier 1 and one Tier 2 General Education science classes. These are the only science classes that most of these students will take at the University. This includes all future K-8 certified teachers --- our future teachers of science. Improving reading comprehension in science and improving writing skills are two of the main requirements of the General Education classes. For my 150 -- 300 students (1 -- 2 classes per semester) I have chosen to use science fiction stories to meet part of these requirements. This assignment provides for assessment of students' writing in several ways: As an alternative assessment: connecting the course material to what they have read. As an alternative assessment: student knowledge of science and technology in general. This assignment also provides for assessment of their comprehension of the authors' application of science fact: Making students aware of how our science knowledge and technology have changed in the years since these books were written (30 -- 140 years ago). Students are required to turn in a short draft version of the assignment about halfway through the semester. They receive feedback on their format (i.e., following directions), appropriateness of chosen topics, spelling, grammar, etc. Books are chosen at a variety of reading levels to accommodate a range of proficiencies, including choices appropriate for students with limited proficiency in English and those with learning disabilities. The books that we are presently using and examples of student writing will be displayed. This work was supported in part with a grant from the Department of Education (AzTEC).
A space transportation system operations model

Presented is a description of a computer program which permits assessment of the operational support requirements of space transportation systems functioning in both a ground- and space-based environment. The scenario depicted provides for the delivery of payloads from Earth to a space station and beyond using upper stages based at the station. Model results are scenario dependent and rely on the input definitions of delivery requirements, task times, and available resources. Output is in terms of flight rate capabilities, resource requirements, and facility utilization. A general program description, program listing, input requirements, and sample output are included.

A general method for decomposing the causes of socioeconomic inequality in health.

We introduce a general decomposition method applicable to all forms of bivariate rank dependent indices of socioeconomic inequality in health, including the concentration index. The technique is based on recentered influence function regression and requires only the application of OLS to a transformed variable with similar interpretation. Our method requires few identifying assumptions to yield valid estimates in most common empirical applications, unlike current methods favoured in the literature. Using the Swedish Twin Registry and a within twin pair fixed effects identification strategy, our new method finds no evidence of a causal effect of education on income-related health inequality. This final rule implements section 702 of the John Warner National Defense Authorization Act for Fiscal Year 2007, Public Law 109-364. The rule provides coverage of contracted medical care with respect to dental care beyond that care required as a necessary adjunct to medical or surgical treatment. The entitlement of institutional and anesthesia services is authorized in conjunction with non-covered dental treatment for patients with developmental, mental, or physical disabilities or for pediatric patients age 5 or under. This final rule does not eliminate any contracted medical care that is currently covered for spouses and children. The entitlement of anesthesia services includes general anesthesia services only. Institutional services include institutional benefits associated with both hospital and in-out surgery settings. Patients with developmental, mental, or physical disabilities are those patients with conditions that prohibit dental treatment in a safe and effective manner. Therefore, it is medically or psychologically necessary for these patients to require general anesthesia for dental treatment.

Defining technology dependence in children and adolescents.

The purpose of this review was to identify current terms and definitions used to identify and describe children and adolescents who require technology. A total of 400 articles published from January 2000 through May 2012 were reviewed; 26 articles met the inclusion criteria. The review included only primary research studies that focused on a child and adolescent sample (birth to 18 years old) who required technology. Current terms and definitions used to describe children and adolescents who require technology include technology and complex care. Technology is a constant in both terminology and definitions, and it differentiates this population from the general population of children with chronic illness and special health care needs. This review highlights the need for better, more detailed descriptions of the population of children and adolescents who require technology in their daily lives. © The Author(s) 2014.

In the development of the business system for the SRB automated production control system, special attention had to be paid to the unique environment posed by the space shuttle. The issues posed by this environment, and the means by which they were addressed, are reviewed. The change in management philosphy which will be required as NASA switches from one-of-a-kind launches to multiple launches is discussed. The implications of the assembly process on the business system are described. These issues include multiple missions, multiple locations and facilities, maintenance and refurbishment, multiple sources, and multiple contractors. The implications of these aspects on the automated production control system are reviewed including an assessment of the six major subsystems, as well as four other subsystem. Some general system requirements which flow through the entire business system are described.
Imaging in the newborn: infant immobilizer obviates the need for anesthesia.

Neonatal cerebral imaging is a sensitive technique for evaluating brain injury in the neonatal period. When performing computed tomography or magnetic resonance imaging, sedation is needed to prevent motion artifacts. However, general anesthesia in neonates carries significant risks and requires a complex logistic approach that often limits the use of these modalities. The development of infant immobilizers now enables imaging without general anesthesia and significantly increases clinical and research investigational opportunities. To assess the efficacy of the infant immobilizer instead of general anesthesia for infants undergoing imaging. The study group comprised all infants born over a 1 year period at Soroka University Medical Center who required imaging such as MRI, CT or bone scans. A MedVac Vacuum Splint infant immobilizer was used in all infants to prevent motion during imaging. The success rate of a single scan and the need for general anesthesia were assessed. Forty infants were examined during 1 year. The studies included 15 CT scans, 25 MRIs and 1 bone scan. The infants' gestational age at birth was 27-40 weeks and the examinations were performed at ages ranging from delivery to 6 months old. All imaging was successful and none of the infants required general anesthesia. An infant immobilizer should be used for imaging of newborns. Since this method carries a low risk and has a high success rate, general anesthesia in newborns is justified only when this non-invasive procedure fails.
Cross-cultural training of general practitioner registrars: how does it happen?

An equitable multicultural society requires general practitioners (GPs) to be proficient in providing health care to patients from diverse backgrounds. GPs are required to have a certain attitudes, knowledge and skills known as cultural competence. Given its importance to registrar training, the aim of this study was to explore ways in which GP registrars are currently developing cultural competence. This study employed a survey design for GP registrars in Western Sydney. Training approaches to cultural competence that are relevant to the Australian General Practice setting include exposure to diversity, attitudes, knowledge and skills development. The 43 GP registrar respondents in Western Sydney are exposed to a culturally diverse patient load during training. Registrars report a variety of teachings related to cross-cultural training, but there is little consistency, with the most common approach entailing listening to patients' personal stories. Exposure to cultural diversity appears to be an important way in which cultural competency is developed. However, guidance and facilitation of skills development throughout this exposure is required and currently may occur opportunistically rather than consistently.
